It
is
the
bike
track
and
what
they
might
entail.

biker

love
that

pretty
keen
on
it,
so
I'm
pretty
Keen
for
the
the
writing
side.
Just
it'd
be
something
that
we
we

the
town
really
needs.
There's
talk
about
micro
factors

sorts
of
things.
So
my
it's
hard
to
well.
We
sing

a
pump
track
is
very
specific
to
buy
and

users
for
those
sort
of
things,
whereas
mountain
bikes

a
different
type
of
track,
so

just
within
what
gets
built

future.

really
hope

it's

for
all
ages

kids
and
appropriate

we

that
money
spent

lake
is

best
area,

would
there
be
other
areas
that
you

think

would
be

of
refills
or
something
like

or
the

area

know

because
it's
promoted

core
group
of
people
over
there
that
really
look
after
it,

BMX
track
is
really

mountain

all

different
types
of
bikes,

on

specific
and
from
what
I
notice
about
riding
around
northeast
Victoria
is
is
some
of
those
for
beginners
and
families,

things
like

quite
hard.

refuels
is
really
similar
to
listerfield
park
in
in
Melbourne,
and
the
other
thing
that
it
might
be
good
for
too
is
our
what
they
call
all
access,
bikes
or
handicap
bikes,
those

because
it's

too
steep
out
there
with
the
terrain.

could
be
a
really
good
promotion
for
the
area,
because
there's
not
many
tracks
like
that
around
okay,
so
you've
got
a
specific
Market.

all
look
at

a

purpose
of
tonight's
report
is
to
present
submissions
received
on
the
draft
for
Faulkner
Drive
master
plan.
At
the
council
meeting
on
the
28th
of
June.
The
master
plan
went
out
on
public
exhibition
for
a
period
of
at
least
28
days.

During
that
period,
Council
staff
advertised
the
master
plan
in
the
enzyme.
We
had
a
full
page
advert
in
there
as
well
as
a
couple
of
other
appearances.
It
was
promoted
across
social
media
through
our
main
channels
and
also
through
our
youth
networks
as
well.
We
I
also
went
and
had
a
discussion
about
the
plan
with
u3a
in
the
senior
citizens
at
the
senior
citizens.

Building
as
well,
Council
staff
went
down
to
the
vanilla
Market
on
the
22nd
of
July
and
had
a
number
of
discussions
with
community
members
down
there
as
well,
and
hopefully
councilors.

A
number
of
large
core
flute
signs
that
were
put
up
in
the
precinct
and
in
the
customer
service
window
as
well
to
Garner
further
input
from
the
community,
and
that
was
a
really
successful
measure
of
something
we
hadn't
really
tried
before
at
that
kind
of
scale.

submission
period
closed.

the
11th
of
August
at
5
PM,
at
that
stage
we
had
received
31
formal.

Submissions
I
just
want
to
say
thank
you
to
everybody
in
the
community
who
took
the
time
to
actually
put
a
submission
in
and
to
Judd
as
well
for
coming
in
and
actually
speaking
to
his
submission.

won't
read
through
all
of

submissions
that
are
included
in
appendix
one,
but
I
will
just
touch
briefly
on
some
of
the
common
themes
within
those,
so
those
were
as
as
Judd
had
just
touched
on,
then
Design
Elements
around
what
the
skate
park
or
the
BMX
pump
track.

Mountain
bike
track
would
look
like
so
lots
of
different
perspectives
there
on
on
you
know
what
could
or
or
shouldn't
be
included
the
proposed
Green
Space
out
the
front
of
the
library.
So
that
was
something
that
cost
quite
a
few
comments

well.

other
General
ideas
in
terms
of
inclusions
whether
it
was
different
kinds
of
exercise,
equipment
and
things
like
that,
and
then
the
other
common.

pathway
connecting

Island
and

here
that
we
know
that
this

just

concept
plan
and
it
can
be
changed,
but
I'm
just
wondering
if
it's
been
mentioned
in
some
of
the
submissions
that
and
we're
waiting
for
funding.

we
don't

all

funding,

might
consider
moving
some
of
the
planned
activities
or
equipment
to
other
areas
around
town,

sort
of
spreading
it
out
because
I
know
in
some

the
submissions.

spoke

developments

things

that
be
a
possibility

we
could
maybe
take
something
out
of
the
concept
plan
and
put
it
into
another
spot.

other
thing

consider
is
also
is
that
it's

worthwhile
exploring

creation
of
plans
for
those
other
locations
as
well.

ultimately,
this
isn't
a
commitment

we're

everything

the
plan.

blueprint

think
that
from
those
submissions
that
we've
received,
saying
I'd
like
to
see
park
or
a
skate
park
in
this
location
instead,
I
think
the
best
way
forward
personally
is
to
look
at
developing
similar
plans
for
those
spaces
as
well.

work

I
can
probably
answer
a
few
questions
about
the
proposal
relatively
straightforward
application,
I
think
because
I've
done
the
report
is,
is
pretty
substantive,
so
I
won't
go
into
too
much
detail
just
to
Evita
and
some
of
the
objectives
objections
made
reference
to
I,
think
probably
traffic
and
acoustic,
or
noise
and
amenity,
rather
as
being
probably
the
key
issue.
So
maybe
I'll
just
focus
very
briefly
on
that.

From
a
traffic
perspective,
we've
had
stantech
who's,
probably
one
of
the
largest
engineering
consultancies
in
the
Melbourne
division.
Undertaker
assessment
of
The
Proposal
they're
able
to
support
that
application.
Their
data
work
around
traffic
movements
and
safety
and
everything
else
along
along
those
sort
of
key
issues
has
been
assessed
by
council's
own
Traffic.
Engineers
are
assessed
by
the
department
of
transport
and
planning,
all
of
whom
have
concluded,
but
it's
an
acceptable
proposal.

There
were
some
initial
proposals
for
bleed
double
deliveries
which
have
been
ruled
out
and
replaced
with
a
smaller
vehicle
Vehicles
themselves,
and
the
deliveries
will
be
coming
in
between
7
AM
and
10
p.m.
That
is
something
that
is
enforced
through
the
planning
permit
conditions
itself
from
an
amenity
perspective.

It's
not
noise,
odor
and
liking
are
probably
the
key
issues.
There
is
a
light
so
she's
older
than
both
liking.
The
2017
important
about
whether
that's.

One
of
the
conditions
of
their
support,
for
that
is
acoustic
measures,
particularly
on
the
Northern
boundary,
with
the
sensitive
aged
care,
profits
to
the
north,
so
there'll
be
an
acoustic
event
between
2.2
meters
and
3.2
meters,
and
they
won't
overshadow
the
proposal
or
Dunes,
because
it's
on
the
south
side
of
those
that
are
looking
back
on
the
side
of
yourself
and
that
report
concludes
that
the
represented
noise
levels
are
met.

Importantly,
there
are
some
checks
and
balances
in
the
permit
itself,
so
condition
four
talks
about
how
Council
can
police
amenity
issues
on
and
off
site,
so
again,
noise
disturbance,
light
fumes
all
can
be
dealt
with
via
condition
for
conditions
19
to
22
deal
with
traffic
and
acoustic
measures,
so
condition.
19
requires
a
road
safety
audit
to
make
sure
that
their
post
construction
to
ensure
that
there
are
no
issues
that
have
been
brought
about
by
the
development
itself.

concerns
that
I
have
around
this
proposal
is
the
congestion
of
traffic
between
the
school
times
so
between
eight
and
nine
and
three
and
four
and
I
note
in
the

recommendation
that
they're
in
that
delivery
time
is
between
7am
and
10
pm.

the
applicant
open
to
consideration
around
those
times
and
can
that's
my
question
yeah?
Are
they
open
to
that
consideration?

Initially,
it
had
been
proposed
that
there
had
been
no
restrictions
around
around
deliveries
time,
but
we've
worked
with
Council
officers
to
sort
of
narrow,
narrow
that
down
the
seven
till
10
period
is
reasonable
and
probably
wouldn't
be
an
ingredient
to
the
to
the
tenant
to
have
further
restrictions
on
that.
What
it
will
say
is
fuel
deliveries
are
only
about
twice
a
week.

They
actually
only
use
the
sub
the
exit
beside
Street
and
to
exit,
so
they
come
in
directly
off
the
top
of
the
main
road
and
then
come
back
out
from
the
side
street,
which
is
slightly
different
to
what
we've
shown
in
the
bands
in
the
actual
application
pack,
which
showed
the
B
Double
coming
in.
So
the
supplementary
report,
which
went
to
offices
in
the
Department
of
Transport,
shows
the
smaller
vehicle
coming
in
to
the
site
off
Bridge,
Street,
West
and
then
coming
out
on
side
street.

if
it
goes
from
100
noise
without
any
any
fence,
what
would
be
having
the
acoustic
fence
in
place
reduce
the
Noise
by
you
know.

we
do,
it
is
I,
am
a
planner
by
trade,
so
I'm,
not
an
engineer,
but
I'll
I'll
do
my
best
and
without
the
acoustic
fence
the
development
couldn't
be
supported
by
the
acoustic
impact.
So
one
of
the
first
things
you
do
after
you
identify
the
site.
You
start
to
sort
of
undertake
those
reports
to
assess
whether
the
site
is
suitable.

They
do
nice
survey
surveys
on
site
to
check
out
background
noise,
and
then
they
project
forward
what
those
noise
generated
by
the
site
will
be
so
in
the
very
western
part
of
the
site
towards
the
driveways
entrance,
is
2.2
meters
and
rising
up
to
3.2
meters
at
the
very
eastern
part
of
that,
and
then
there's
a
small
return
to
the
eastern
boundary
as
well.
What
that
does
is
there
are
some
tables
in
the
acoustic
report
itself,
and
it
shows
you
what
the
appropriate
what
the
maximum
requirements
are.

It
does
get
close
on
a
nighttime
delivery
window
and
that's
one
of
the
reasons
why
the
acoustic
engineer
suggested
that
there
were
no
deliveries
at
npm
so
that
we
don't
get
into
that
more
sensitive
period
after
10
pm
at
night
and
we're
happy
to
comply
with
that
so
pulling
out
those
potential
noises
from
one
person
in
at
the
end.
So
with
that
being
mitigated
against.
It
then
considers
all
the
other
noise
and
noise
impacts,
including
entrance
worst
case
customer

think
it's
called
and
just
general
noise
and
disturbance
But.

reduction,

Grant
Management
infrastructure

events
projects

specify
Council

The
policy
relates
to
cancel
submitting
a
Grant
application
on
behalf
of
an
external
organization
and
also
seeing

the
reporting
requirements
for
the
delivery
of
successful
project
by
both
parties.

includes
the
completion
of
the
project
proposal,
application
for
grant
funding
form,
as
well
as

establishment

a
project
control

So
as
part
of
council's
policy
review
guidelines,
this
particular
policy

identified

opportunity
to
simplify
the
process
through
the
cessation
of
the
policy.
The
cessation
reduce
the
administrative
requirements,

greater
flexibility
and
enable
more
efficient
and
effective
utilization
of
council's
resources,

a
greater

benefit.

on

and
my
business
to
work
through

time,

worked
alongside
some
great
counselors,

here

some

greatest

integrity

approachable

very

impact

had

council

bewilder

how
it's
taken

months
and
start
to
finish.
To
get
to
this
point,
that's
a
long
time
for
any
counselor
involved
to
have
this
sitting
on
their
shoulders.

said
it
before,

say
it
again
that
we're
all
here
for
the
right
reasons,
we're
all
here
to
encourage
each
other
participate
and
respectful
and
robust
debate
and
to
challenge
each
other
on
our
views
and
opinions
relating
to
council
matters
at
the
end
of
the
day.
That's
what
the
community
electors
for
and
that's
what
we're
here
to
do.
Our
Council
has
code
of
conduct
provides
clear
advice
on
how
counselors
can
raise
grievances
with
each
other
as
they
occur,
to
resolve
them
internally.

This
includes
counselor
self-resolution,
mayoral
negotiation,
mediation
or,
as
a
last
resort,
arbitration,
and
all
this
is
listed
in
the
council,
is
kind
of
conduct.
There
are
multiple
ways
the
councilor
can
raise
agreements
and
attempt
to
resolve
these
issues
as
they
occur,
which,
if
resolved,
won't
in
turn
us
some
Council
on
under
the
right
players.
Whilst
it
is,
every
council
is
right
to
Lodge
an
application
to
the
council's
code
conduct
panel.
This
should
be,
in
my
view,
be
considered
as
a
last
resort,
if
all
other
attempts
made
haven't
concluded.

I'd,
like
the
council
to
tonight,
following
this,
consider
a
review
of
the
council's
code
of
conduct
to
consider
how
we
can
support
councilors
to
follow
these
initial
steps
to
attempt
to
resolve
issues.
Some
examples
of
that
could
be
if
a
counselor
has
lacks
confidence
or
is
intimidated,
they
could
bring
a
support
person
to
initial
meetings.

Whilst
this
report
does
not
does

have
a
finding
nor
provide
any
recommendations,
this
Council
should
show
leadership
and
put
in
place
strategies
to
prevent
conflicts
like
this
occurring
into
the
future.

raise
matters
with
each

counselors

relegations
against

stressful
experience

families

charges

damage
our
reputation
and
there's.
Also
a
financial
cost
account
from
the
rate
payers
in
having
state
government
form
a
panel
travel
to
benella
through
hearing
then
consider
the
matters
in
the
delivery
termination
and
have
that
finding
published
in
Victoria
when
all
councils
are
operating.

There
are
79
councils
made
up
of
645
elected
members
in
the
2023
calendar
year.
So
far
there
have
been
19
allegations
of
misconduct
by
these
645
councils,
one
from
mine
Shire,
involving
releasing
confidential
information
to
the
warrnambool
paper
that
was
dismissed
and
the
other
18
working
Council
down
retina,
and
they
also
have
been
dispersed.

At
the
beginning
of
our
ordinary
council
meeting,
we
make
the
pledge
that
my
conduct
shall
maintain
the
standards
of
outcomes
with
code
of
conduct
and
women
were
sworn
in.
As
councils.
We
signed
that
code
of
conduct
a
clearing
that
we
would
abide
by
that
as
counselor
through
the
councilors
and
the
mayor
has
stated.
The
council
code
of
conduct
is
a
document
that
has
clear
conflict
resolution,
steps
that
begin
with
self-resolution
and
continue
through
mayoral
negotiation.
Then
mediation
I
urge
the
counselor
to
use
this
process
like
the
other
463
councilors
in
the
state
for
