regard

there

windows
to
the
north
and

natural

building
has
35
linear
meters
of
Blazing
out
of
a
total
wall
length
of
75
meters.
If
you
take
into
consideration
the
fact
that
you

Windows

the
cinema
area,
the
external
wall
length
reduces
to
Circus
50,
linear
meters.

report
tonight.
It's
the
end
of
six
months
of
interaction
between
councilors
and
the
community
and
arriving
in
the
required
format
of
a
budget
which
many
people
find
quite
daunting,
but
it
is
a
very
large
size
document,
but
it
is
covering
47
million
dollars
worth
of
income
being
raised
for
next
year
and
38.3
million
dollars
worth
of
expenditure
on
operating,
and
then
we
have
a
large
Capital
Works
program,
also
being
undertaken
for
the
years.

So
many
of
you
are
very
familiar
with
the
the
document.
I'll
say
it's
been
a
robust
process.
We
considered
the
3.5
percent
increase
that
was
recommended
or
the
the
limit
that
was
recommended.
Through
the
Fair
go
rate
system
and-
and
this
proposed
document
is
at
the
3.5
increase
and
a
5
increase
on
waste
user
fees
will
also
follow
the
average
of
the
3.5
increase.

Many
discussions
have
been
had
with
community
and
I'd
like
to
take
the
opportunity
to
thank
the
communications
team
for
undertaking
the
new
Hive
mechanism
that
we
have
with
the
website
and
for
conducting
Market
information
days
with
the
councilors
and
the
crew
outlining
the
possibilities
in
the
the
draft
document
as
well,
and
the
open
public
meetings
that
we've
had
the
added
Advantage
this
year
is
that
I
think
the
staff
within
the
council
have
also
been
informed
well
by
the
CEO
and
a
forum,
meaning
that
he
conducted
earlier
in
the
year
on.

know
what
was
proposed
in
the
budget,
so
the
take-up
across
the
board
is
that
staff
and
the
community
I
think
are
are
well
versed
in
what
you're
proposing
to
do
in
the
next
12
months
and
I'm
very
happy
with
the
content
in
that
I
think
it's
been
considered
as
much
as
we
can
the
Dollar's
limited
and
we're
trying
to
spread
it
across
a
lot
of
items
and
you've
definitely
identified
where
you
want
the
money
to
be
spent.

It's
not
a
officer's
task,
it's
driven
by
the
council
plan
and
by
the
directions
that
you've
set
and
so
I'm
I'm.
Happy
to
take
any

do
believe
the
document,
even
if
you
haven't
read
it
whilst
speak,

does
sit
at
the
plan
for
the
year
ahead
and
for
the
three
following
years
as
best
as
we
can
predict
at

moment,
it
has

very
long
recommendation.

local

So
we
do
appreciate
their
work
and
also
want
to
thank
the
community
who've
provided
input
and
feedback
to
this
budget,
as
well
as
those
who
attended
the
pop-up
marketing
listening
posts
last
month
and
those
who
also
attended
the
information
session,
which
I
believe
was
held
at
the
Town
Hall
as
well,
who
yeah
provided
their
their
inputs.

So
it's
great
that
we've
been
able
to
communicate
this
process
with
the
community
and
I
also
want
to
acknowledge
the
council
staff
for
putting
in
place
a
well-structured
timetable
which
allowed
us
as
counselors
the
chance
to
engage
in
the
many
workshops
in
putting
this
together.
I
always
find
that
this
is
a
vital
opportunity
to
raise
questions,
put
forward
ideas
and,
if
needed,
seek
to
vote
on
bringing
items
or
funding
forward.
I
note
that
there
were
no
requests
for
any
from
any
counselor
to
bring
forward
funding
of
a
project.
H
This
budget
will
see
the
state
government
rate
cap
increase
from
2.5
to
3.5
and
I
believe
that
it's
worth
noting
that
Council
didn't
rush
to
accept
that
new
3.5
increase,
careful
consideration,
along
with
modeling
of
lesser
increases,
was
provided
to
us
for
consideration.
However,
as
we
know,
the
cost
of
services
has
gone
up
and
to
meet
this
we've
taken
the
approach
of
accepting
the
3.5
and,
let's
face
it.
H
We
could
have
gone
Higher
by
by
writing
to
the
minister
and
seeking
an
exemption
for
a
further
higher
increase,
but
I
don't
think
there
was
any
appetite
around
this
table
to
do
that
in
reviewing
the
budget
document.
It's
exciting
to
see
so
many
key
key
points
within
it
and
to
highlight
a
few,
particularly
around
infrastructure:
12
million
for
roads,
185
for
footpaths,
500
000
for
bridge
repairs,
1.182
million
for
drainage
works,
and
we
acknowledge
that
some
of
this
funding
is
carried
over
from
the
previous
budget.
H
But
we
do
acknowledge
that
we
are
still
doing
a
lot
of
work
in
this
space
and
with
the
current
rain
and
weather
events,
we
we
certainly
know
that
more
work
in
drainage
and
and
water
is
needed.
So
we
do
acknowledge
that
we
are
aware
of
that
and
I
think
this
budget
will
be
working
towards
resolving
that.

When
we
look
at
the
grants,
this
Council
has
received
it's
an
absolute
credit
to
the
work
of
the
CEO,
the
council
and
the
community
in
what
is
being
gained
in
this
budget.
5.8
million
in
the
Commonwealth
funded
grants,
which
includes
3
million
secured
for
the
Manila
Art
Gallery,
which
is
an
amazing
achievement
and
in
the
state-funded
grants
which
we're
excited
to
see
15
million
for
the
vanilla
indoor
recreation
facility,
with
Community
consultation
on
its
way
and
we'll
be
commencing
within
the
next
few
weeks.

These
grants
will
be
used
to
continue
to
improve
and
build
upon
facilities
and
services
that
the
council
has
come
to
provide
I'd
like
to
highlight
these
points,
to
ensure
that
there
is
no
confusion.
These
grants
are
earmarked
for
specific
projects
and
programs.
They
cannot
be
used
for
any
other
purpose
and
I
really
look
forward
to
seeing
the
likes
of
the
Burke
coming
to
fruition.
H
Without
the
lobbying
efforts
and
the
partnership
arrangements
with
both
state
and
federal
government's
projects,
like
the
Burke
simply
wouldn't
be
possible.
So
again,
I
congratulate
all
involved
from
the
council
staff
to
those
who
sit
on
the
Committees,
all
those
who
give
a
lot
of
time
in
volunteering
without
all
that
hard
work.
We
wouldn't
be
here
tonight
with
that
sort
of
funding.

This
budget
is
a
conservative
budget
which
is
delivering
on
the
services
for
the
people
of
Manila
so
delivering
on
what
they
want,
what
they
need
and
what
they
expect
of
this
Council
I
encourage
everyone
to
grab
a
copy
of
the
budget,
to
have
a
read
to
ask
any
questions
they
may
have,
but
it
really
is
a
document.
That's
going
to
be
giving
a
clear
understanding
of
what
the
next
12
months
looks
like
for
benella,
so
well
done
to
everybody
involved,
well
done
to
the
council
staff
and
officers
and
great
job.

rarely
mentioned
is
the
fact
that
that
I
think
it's
important
we're
looking
at
employing
a
permanent
aging,
well
project
officer
which
will
improve
the
health
and
well-being
outcomes
of
older
benalla
residents
and
we're
all
getting
towards
that
stage.
Well,
not
all
of
this,
but
so
most
of
us
so
I
think
that's
something
really
important
and
there's
never
really.
It
hasn't
been
highlighted.

Some
of
the
other
key
initiatives
in
the
budget
include
which
are
in
the
the
CEO's
introduction
here
is
the
the
progress
of
the
benella
indoor
Rec
Center
Redevelopment
deliver
stage
one
of
the
art
gallery
which
councilor
Kings
you
mentioned.
Most
of
these
develop
a
new
environment
and
climate
action
strategy
which
we've
been
working
on
and
we'll
continue
to
work
on
and
I.

Think
that's
going
very
well:
I've
developed
a
railway,
vanilla,
Railway,
Precinct
and
vanilla
Central
business
district
plan
develop
a
Reconciliation
action
plan,
finalize
a
rural
Township
plans
and
finalize
the
economic
diversification
plan.
So,
are
there
really
important
things
that
we'll
be
working
through
for
the
next
year?

All
this
has
been
achieved
with
no
new
borrowings,
which
I
think
is
something
that
we
really
need
to
to
highlight
and
as
councilor
King
said,
I
really
like
to
thank
Kathy
and
the
team
for
the
a
huge
amount
of
work
that
they've
done
in
putting
all
this
together
and
it's
a
wonderful
budget
and
I
highly
recommend
it.

go

too
much
because
most

it's
all
been

but
this
hasn't
this
budget
just
hasn't
happened.
It's
happened
because
staff,
the
CEO
counselors
and
every
Council
has
had
him
with

this

acknowledge
that
budgets
to
me
seems
to
be
getting
a
bit
easier
because
everybody
knows
the
ground
rules
and
how
it
operates.

like
to
see
a
lot
more
money
going
to
roads.
However,
the
government
choose
to
give
us
money
for
projects.
You
may
look
at
the
art
gallery
project
and
look
at
three
million
dollars
that
that's
been
earmarked
for
the
gallery
by
the
government
and
there's
no
way
that
we
can
pull
that
out
and
use
the
private
projects.

Think
we
need
to
make
that
quite
clear
to
our
road
players
that
that,
when
money's
supplied
by
estate
identity,
then
we
have
to
follow
suit
or
we
don't
get
the
money.
So
that's!

credit

CEO
with
all
this
good
work

because
he
has
put
a
fantastic
team
around
him.
Now
he's
got
some
good
young
people
and
I'm
not
going

mentioned

there's
probably
one
or
two
in
this
room
that
have
that
he
seems
to
have
capsulated
a
great
ethic
and
culture
around
Council
that
I've
never
seen
before
the
budget's
one
thing
to
deliver
this
I
don't
know
how
we're
going
to
deliver
20
million
dollars
worth
a
couple
of
works.

could
send
our
staff
and
our
and
our
senior
management
team
to
the
ashes
I'm
sure
we
win
the
second
test,
I
think
we've
got
a
really
good
team
in
benalla,
obviously
councilor
King
larving
we've
got
a
fantastic
culture
in
Manila,
with
a
fantastic
lot
of
of
staff
and
people
around
us
and
we've
got
great
players
to
care.
They
care
to
the
fact
that
they
ride
in
and
the
times
they
give
us
grew

appreciate
that,
because
we
have
to
be
kept
on
these
toes
and

they're
part
of
the
community
and
they're
part
of
us.

at
times
we
say
well
why
they
give
me
this
grief,
they've,
got
concerns

we
can't
deliver
everything
to
everybody
and
when
we're
a
smoke,
we
have
to
appreciate
there

a
very
small
Council
in
Victoria
and
we're
well
and
truly
batting
about
our
average.

services

community

even
though

please
everybody,

we

assure

working

hard
as
we
possibly
can,

capacity
that

have
to
deliver
as
best

can
and
those
things
that
are
not
in
the
budget
are
getting
smaller
and
smaller

hopefully,
next
year,
we'll
chip
away
a
little
bit
more.

lots

councilors

opportunity
to
discuss
question
exchange
ideas.

we

all
this
sort
of
thing
over
the
last
few
months
about
this
budget?

It's
been
a
really
really
important
document
like
like
counselor
Davis
has
said
it's
been
very
important:
we've
taken
it
the
decisions
that
have
been
made
very
very
seriously
and
I
think
the
community
have
been
way
more
involved
this
time
around
than
at
other
other
times
and
I
think
that's
really
important,
but
I,
think
and-
and
we
really
appreciate
the
input
that
we've
had
from
the
community
about
this
I
also
just
wanted
to
acknowledge
the
challenges
in
making
economic
forecasts
and
budgets
in
today's
economic
climate,
not
only
for
Council
but
also
for
the
home

Think
that's
it's
just
very
challenging
for
everybody
at

moment,
so
we

really
wanted
to
acknowledge
that,
and
the
other
thing
is
just
the
banana
is
really
a
growing
and
changing
City
and
we
as
a
community,
really
need

try

secure
infrastructure
to
support
this
growth
and
I
believe
that
we
also
need
that
interest
infrastructure
to
make
benalla
an
even
nicer
city
to
live
in
and
to
visit
and

think
this
is
what
we're
trying
to
achieve
with
some
of
our
major
infrastructures
which
have
been
mentioned
and
which
councilor
Claridge
mentioned
so
I
just
also
wanted
to
follow
up
with
the
projects.

of
the
big
star
projects
that
we've
got
and
that
will
be
starting
soon
have
been
given
purposefully
for
that
particular
project.
We
cannot
use
that
money
for
anything
else
and
I
know
we
keep
saying
it,
but
just
once
again,
I
just
wanted
to
mention
that
it's
been
earmarked
for
that
project.
We
can't
use
it
on
anything
else,
and
it
really
is
that
old
case
of
use
it
or
lose
it.

quickly
want

endorse

budget

well
and
I'd
like
to
just
mention
a
couple
of
things
that
have
that
that
may
have
just
gone
by
the
wayside,
but
yeah
we're
I'm,
I'm
100
sure
that
there
will
be
people
in
the
community
that
may
struggle
with
the
3.5
percent.

But
to
to
our
credit,
we
didn't
have
to
ask
for
more,
especially
when
we're
looking
at
Consumer
Price
indexes
of
7.8
percent
in
December
22
quarter,
which
is
really
high
and
really
hard
to
manage.
When
you
have
so
many
capital
works
on
the
go
and
paying
for
the
for
the
products
to
do
those
Capital
works
really
blows
out
and
we
did
as
it
was
mentioned.

did
look
at
lower
amounts
and
it
just
put
us
in
such
a
bad
way
for
the
future
that
we
couldn't
go
that
way,
so
I'm
very
excited
about
the
21
million
Capital
works.
There's
a
bit
of
a
thing
for
me:
I'm
very
excited
about
the
21

path
from
the
equestrian
center
Racecourse
back
into
town,
which
will
link

railway
station
eventually

we're

excited
about
the
footpaths,

I
started
Council
in
2016
there
was
no
money
budgeted
yearly
for
full
Parts.

least
now
we
have
money
budgeted
every
year
to
build
new
footpaths
throughout
our
communities
and
drainage.
Another
big
thing
with
the

amount
of
subdivisions
that
are
going
on
the
drainage
is
a
is
great
that
we've
got
money

aside

do
that.

Having
said
that,
there's
also
some
significant
engineering
challenges
that
we're
going
to
need
to
consider
while
we're
doing
this
drainage
work
but
I'm
sure
the
team
that
we
have
are
very
capable

will
find
solutions

seen
floods

storms
over
the
last
12
months
and
we've
been
lucky
to
be
financially
capable
to
deal
with
the
emergency
work
required
because,

you

we
pay
up
front
and

we
get
money
back

has
been

and
the
Good
Financial

us

work
undertaken
at
that
time,
but
throughout
all
that,
work
that
we

take
the
time
to
have
a
look
at
everyone
else's
policy.
There's
been
a
number
of
items
that
staff
have
identified.

spend
and
we're
proposing
to
spend
38
million
dollars
in
expenditure
next
year,
which
is
a
whole
three
days
away.
So
we
wanted

stand
back

have
a
look

exciting
onset
plan
for
the
area
which
has
been
developed
after
extensive
consultation,
which

detailed

42
and

the

It's
a
little
wide
range
of
stakeholders.

we
want
to
release
it
to
further
Community
engagement
with
the
rest
of
the
community
have
a
chance
to
import
into
this
concept
plan
the
player
names,
the
planet
names

planet
detail
on
page
41,
but
to
highlight
a
couple
of
that.

to
enhance
and
protect
natural
assets,
capitalize
on
tourism
and
economic
development
opportunities,
improve
pedestrian
connections
and

existing
infrastructure

sure
any
improvements

we
do

the
Faulkner
Drive
area

well
planned.

funding

plan

works

that
councilors
are
aware
that
we
have
had
much
Community
input
into
work
needed
on
the
BMX
track,
in
particular
that
doesn't
it
and
the
pump
track
that's
outlined
in
the
concept
plans
are
very
exciting
potential
initiative.

got
an
opportunity
to
spend
some
of
the
Victorian
governments
creating
safer
places,
program
funds
as
well.
So
once
this
plan
is
adopted,
we'll
look
at
spending
some
money
from
that
as

the
end
of
the
financial
year:

to

donate
Works
to

gallery.
Some
of
them
are
through

cultural
gifts
program
which

the
donor
who

seek
some
help
with
their
tax
problems.
If
they
make
enough
money
during
the
year
and
some
of
the
most
just
straight
donations,
so
I'll
just
quickly

major
photographers
in

valuable

power
and
they

off

grid,
and

lot
of
questions
from
the
audience
and
sort
of
food
for
thought
really
going
away
and
thinking
about
what
can
what
can
be
done
and
then
on
June
the
5th
I
attended
the
respond
community
meeting.

the

three

the
Community
meetings
that
this
particular
project
has
been
has
held,
and
this
is
a
project
that's
run
by
deakin,
University,
but
with
support
from
benalla
health
and
also
benalla
rural
City,
and
it's

project

focuses
on
community
needs
for
Better,
Health
and
learning
outcomes
for
our
young
primary
age,
children.

a
healthy
diet,
exercise
and
food
accessibility
and
family
education
and
I
really
felt
there
are.
There
are
quite

lot
of
people
there.

have.
We
had
discussion
groups
and
it
was
a
true
example
of
community
groups
working
together
for
a
healthier
outcome
for
our
young
people
and
their
families,
and
this
will
be
an
ongoing
project
within
vanilla.

this
really
was
really
positive,

felt
and
then
last
but
not

attended
the

been

on

event
for
many

get
over

How

started
supported
both

venues

they

and

were

very
happy
with

quickly

say
that
yes,
councilor
O'brien,
we
attended
the
let's
find

voice
concert
and
it
was
really
great
to
see
all
of
community
singing
from
year
sevens
through
to
teachers
that
have
taught

school
for
very
many
years,
and
now
just
aren't
teachers
anymore,
but
they're
still
there
and
they're
still
part
of
this.

also

everyone
to
know
the
video
is
out
on
Facebook
and
actually
quite
entertaining
I
wanted
to
mention
the
climate
environmental
strategy
workshops
that
we
all
attended
at
badagini,
Swan
pool
I
found
that
they
were
very
good
and
hopefully,
Courtney
will
find
a
lot
of
good
information
to
put
forward
to
our
new
strategic
plan
on
the
16th
of
June.
I
went
to
Maori
Evans
to
join
in
the
celebration
of
their
45th
birthday
celebration,
which
I
found
was
amazing.

There
were,
they
had
I
think
it
was
about
five
five
or
six
people
that
were
singing
and
playing
instruments
and
they
sang
for
a
fair
few
hours
and
the
residents
absolutely
loved
it,
and
it
was
a
pleasure
to
be
invited.
The
only
other
thing
I'd
like
to
mention
was
the
touring
cars
that
came
to
Winton.

They
asked
me
to
come
out
to
promote
it
and
I
went
out
and
had
a
conversation
with
them,
and
it
was
fantastic
to
hear
that
they'd,
actually
weren't
planning
on
running
at
Winton
they
but
decided
since
we'd
lost
the
V8s
that
they
would
put
in
a
date
and
did
that
date
and
it
worked
out
that
it
was
their
50th,
no
60th
yeah
of
touring
cars
and
their
first
one
was
in
winter
back
back
in
the
day,
so
it
was
very
exciting.
