I'm
pretty
excited
that
we've
reached
this
point
of
the
year.

This
budget
has
been
prepared
during
private
year,
which
has
been
a
true
challenge
to
the
community
and
to
the
council
in
trying
to
deliver
the
current
year's
budget,
and
I
appreciate
the
time
taken
by
councillors
from
the
community,
our
ceo
and
all
the
brcc
staff
who
have
input
into
this
budget.
Over
the
last
six
months,
we've
drawn
from
the
previous
council
plan
and
from
discussions
within
the
council
chamber
this
year
to
arrive
at
the
guidance
that
we
need
to
set
the
budget.

It
has
been
impacted
by
the
carryover
from
the
current
years
program.
Originally,
I
forecast
that
we
were
going
to
put
in
about
11.1
million
dollars
in
the
current
year
with
capital
spend
and
it's
been
dropped
back
due
to
coded
restrictions
and
also
a
bit
of
the
weather
as
well.
So
you
will
see
in
the
report
that
I
have
increased
our
travel
program
with
carried
forwards
to
be
13.3
million.

I'm
excited
that
we're
going
to
be
spending
on
a
variety
of
things
and
as
discussed
about
many
meetings,
there's
an
executive
summary
included
in
this
document
that
this
is
quite
one
page,
which
really
outlines
where
I
think
we
have
challenges
and
the
opportunities
that
are
going
forward.
So
I
would
hope
if
anyone
wants
to
really
get
an
overview
of
the
very
large
document.
This
is
those
four
pages
are
well
worth.

other
words,
the
budget
is
a
document
that
management
makes
to
influence
the
estimates
for
the
revenue
and
expenditure
for
the
upcoming
period
based
on
the
goals
we
have
for
business,
and
I
greatly
appreciate
that
we've
really
sat
down
and
thought
about
it.
This
year.
I
believe
we're
in
a
very
focused
delivery
for
the
next
12
months,
and
I
believe
that
we're
in
a
good
cash
position
as
well
at
the
moment,
which
is
great
I'd
like
to
recommend
the
document
to
you
and
I'm
happy
to
take

a
number
of
movements
in
the
grants.
The
victorian
grants
commission
has
paid
next
year's
grant
early.
We
have
recognized
some
grants
have
not
been
expended
in

current
year,
and
so
we
are
unable
to
recognize
them
in
the
2021
year
and
they
will
move
into
the
21-22
year.
So
between
ins
and
outs
you'll
see
in
our
detail,
I
think
it's

There
have
been
a
number
of
movements
in
that
grant
breaker
because
we
have
not
been
able
to
recognise
capital
grants
that
we
thought
we
would
spend
in
the
current
year
we're
carrying
them
forward
into
next
year
and,
as
such,
they'll
be
recognized
in
the
next
year.
So
there
have
been
quite
a
few
movements
from
the
draft
budget
to
the
current
budget
impacted
by
the
forecast
result
of
the
current
year's
figures.

number

employees
will
be
impacted,
I
think,
by
the
moving
to
victoria
recognition
of
the
grant
money
that
you
receive
in
the
current
year
under
the
new
accounting
standards
for
recognition
of
income.
If
it's
an
operational
brand
and
there's
no
performance
criteria
that
has
to
be
met
like
you
do
for
capital
percentage,
then
you
have
to
recognize
it
in
a
minute
and
receive
it.

capital
expenditure
for
street
escape
upgrade
main
street.
The
stimulus
has
gone
down
by
fifty
thousand
dollars
compared
to
the
previous
draft
budget.
Could
you
please
explain
the
rationale
or
how
did
that
happen?.

anticipating
that
we
will
have
spent
50
000
in
the
current
year
on
design
costs
and
as
such
we
recognize
capital
spend
as
as
it
happens,
and
that
percentage
will
be
recognized
in
that
current
year.

really
trying
to
spend
all

great
money
we
receive
as
soon
as
we
can,
because
that
that
is
actually
one
of
the
intents
of
the
government
giving
it
to
us
to
stimulate
activity
in
the
community
and
that's
one
of
the
things
that
fortunately
we're
working
for
victoria
money
that
we've
received
has
assisted
us
with
having
labor
to
get
that
started.
So
it's
been
a
really
great
impact.
I've
received
an
empty
inventory
funding.
It's
really
helped
us
move
that
capital
program
along
which
I
think
is
possible.

can
see
some
work
being
transferred
from
the
victorian
ground,
the
2
million
project,
but
I
couldn't
really
find
the
broad
book
and
the
ceiling
of
market
area
in
that
budget.

it's
built
into
something
else
in
the
budget
here
in
the
capital
state.

it's
part
of
the
lake
precinct,
that's
on
page
61,
that's
currently
in
the
program.

can't

total
cost
of
the
total
project
will
be
spending
so
many
how
much

projects,

we
must
be
spending
some
money
currently
and
the
ceiling
of
the
market.

market,

subject

supposed

in
june.

agile
crew
were
attempting
to
get
that
one
undertaken.
We
haven't
got
a
lot
of
days
left
when
we
prepared
this
about
a
week

a
half
ago.

was
one
of
the
items
that
we
anticipated
that
we
would
be
able
to
deliver
in
the
current
living
if
it
doesn't
get
delivered
in
the
current
year.
It
will
come
forward
as
a
spending
each
year,
because
it's
fully
funded.

recommendation
been
developed
on
last
friday,
nights,
we've
done
some
further
investigations
and
just
a
couple
of
amendments
that
I
would
recommend
to
the
council
laws.
Recommendation
number
three
that
the
budget
will
be
submitted

municipal.
Local
government
is
no
longer
required
under
the
new
act,
so
we
don't
have
to
do
that
so
that
can
be
delivered
in
the
entirety
number
four.

can
look

figures

the
only
downfall
in
the
figures
there
is
that
we
will
have
a
few
cash
flow
problems.

to
do
all
these
projects
overnight,
which
I
know
we've
covered,

won't

able
to
do
all
the
projects
overnight,
so
cash
flow
is
definitely
going
to
be
patches.

the
cash
buy
will
be
across

probably

little

to
us.
Putting
that
aside,
it's
got
so
many
positives.

last
term,
but
I've
never
worked
with
council
that
are
so
uniform,
so
positive
and
when
you've
got
a
council
councillors
of
the
positive
and
uniform
want
things
to
progress,
then
you've
got
a
ceo
that
knows
he's
got
direction.
He's
then
got
staff
quite
quicker
than
you
and
you
chap
on
the
block
over
here.
Adrian,
you
know
the
way
this
council
has
turned
around
in
the
last
12
months,
the
governor,
the
positive
with
us.
We
get
three
million
dollars
a
free
kick.

I
call
this
a
free
kick
because
it's
money
that
ratepayers
don't
have
to
contribute
towards.
Normally
our
ground
funding
is
1.2
or
whatever,
and
whatever
decision
we
make.
We've
got
to
think
about
the
ratepayers
having
to
make
a
contribution
we're
going
to
not
go
if
it's
50
years
old,
it's
going
to
get
a
bit
of
a
face.
Sniff,
it's
going
to
get
things
that
people
on
that
committee
over
there
have
been
wanting
for
15
years,
document,
storage,
painting,
storage,
collection,
storage,
and
all
that
I
won't
dwell
on
that.

People
know
what
what
it's
all
about
so
fantastic,
that
our
car
parking
mare
street,
all
the
works
that
we're
going
to
do
the
car
park
in
denny
street
is
going
to
have
the
uplift
for
the
next
12
months.
The
footpaths
are
going
on
just
what's
going
on
this
town
is
fantastic,
we're
always
going
to
get
our
knockers.
That
say,
you
know
it's
about
time.
Well,
you
know
we
can't
be.

everything
to
everybody,

I
think
we're
doing
a
damn
good
job
of
doing
what
we
do
and
we're
doing
that
well
and
we're
doing
it
once
we're

coming
back,

learned

short

things
right

first
point
and
you
don't
come
back
and
try
and
fix
it

amend
it.

think

way
we've

staff
to
handle

we

get

30
million
dollars
for

think

go

anyone

it,

you
look
at
it

seven
seven
and
a
half
of
that
that
money
is
renewals.

we've
been
that
far
behind
in
the
last
few
years
about
renewal
projects,
fixing
up
old
things
and
was
a
new
council
on
the
block
and
said,
don't
build
anything
new
until
we
fix
up
what
we've
got
and
we
we're
doing
a
little
bit
of
each
we're
doing
a
visit
information
center
over
here
we've
got
the
splash
park,
which
is,
which
is
a
credit
to
to
the
people
involved
in
it,
we've
got
the
registered
roof.
That
was
done,
credits
for
people,
the
the
new
football
convenient
over
here.

A
credit
to
our
politicians
that
that
see
for
now
are
on
the
map
now
and
they
want
to
support
us.
People
want
to
live
in
vanilla,
they're
moving
here.
You
know
fair
enough.
We
have
a
regular
accommodation,
but
people
actually
got
a
lot
of
faith
in
vanilla
want
to
live
here,
and
I
think
our
staff
going
to
have
to
really
knuckle
there
because
I
mean
in
the
past
staff,
haven't
wanted
to
come
to
an
hour
to
live
because
there's
been
a
better
place
than
I
would
live,
but
staff
want
to
come
to
manila.

People
want
to
come
to
now
and
live
and
work
here
now.
So
I
think
it's
fantastic
for
everybody.
We've
got
to
ramp
it
up.
I
mean
sure,
we'll
make
a
decision,
that's
wrong.
Everybody
makes
decisions
wrong.
Could
you
get
on
and
fix
it
and
move
on
and
landfill?
You
know
I've
been
sitting
at
this
chair
for
a
few
years
saying.
How
are
we
ever
going
to
get
out
of
the
7
million
loss?

I
would
talk
to
the
ceo
tonight
and
he's
talking
about
turning
it
into
a
property
in
a
short
period
of
time.
So
I
mean
things:
are
things
are
really
going?
Well,
the
only
thing
I
really
emphasize
on
them.
I
hope
some
of
my
rural
supporters
out
there
are
there,
but
I'm
always
planning
for
you
for
a
bit
more
ground
up
on
the
roads
and
I'll
keep
fighting
for
that.

we've
changed
along
the

I
think
we've
really
been
great-

we've
been
great
with
the
number
of
submissions
we've
received
from
the
community
and
we've
addressed
those

account

sorts
of
things,
so
I
think
that's
really
great,
and
I
think
that
simplest
summary
will
be
great,
especially
for
me.

the

vanilla,
aurora
city
has
been
able
to
get
these
managed
to
get
these
grants
from
government
that
we
haven't
had
to
put
any
money
into
just
like
councillor,
davis
was
saying,
you've
been
on

the
run
with
it,
and
it's
just
it's
fabulous
these
grants,
especially
for
the
art
gallery
for
operational
changes
to
the
gallery,
which
is
highlighted
by
the
tourism
victoria
as
a
major
tourist
attraction
for
manila,
is
fabulous.
We
really
need
to
get
going
on
that.

think
all
of
this
will
add
to
the
heart
now
along
the
foreshore,
and
it
will
be
a
a
place
that
all
of
the
community
is
able
to
access
so
well
done.

pick
up

discussion
I
started
last
week.
We
can
easily
find
examples
of
councils
who
have
achieved
financial
efficiencies
and
organizational
efficiencies
and
benefited
their
residents
by
providing
the
services
councils
should
provide,
while
also
reducing
the
rates
burden.
Their
residents
carry
error.
Rural
city
council
is
a
great
example
for
this
potential
that
benella
could
actually
for
our
residents.

my
view,
we
must
also
not
create
projects
that
will
lock
in
long-term
expenditure
that
is
unsustainable
for
the
council,
such
as
the
cinema
project.
We
do
not
know
the
business
model.
The
extent
to
which
the
cinema
will
be
subsidized
know
how
the
council
plans
to
manage
the
asset
if
the
new
cinema
continue
to
trend
of
making
significant
losses.

the
cinema
project
I
picked
up
last
week
as
well.
I've
talked
against
that
and
my
emotion
was
not
was
lapsed.

favor
of
the
recommendation.
That's
been
proposed
tonight
to
council
to
adopt
our
21
22
budget,
and
I
guess,
mr
mayor,
what
I'm
very
pleased
about
this
budget
tonight
in
reading
is
the
approach.
The
conservative
approach,
that,
through
the
direction
of
our
ceo
and
general
manager
and
our
finance
manager
and
everyone
in
the
council,
has
done
through
these
very
challenging
12
months
of
this
cobra
pandemic.
A

We
had
to
shut
the
library,
the
library,
the
gallery,
the
swimming
pool,
and
that
impacted
not
only
on
the
staff
and
the
operations
here
in
council,
but
it
affected
our
community
and
what
I'm
I
guess
intrigued
about
is
that
here
in
council
we
are
rate
capped
to
2.5
percent,
that's
being
set
by
the
state
government,
but
if
we
wanted
to,
we
could
increase
that
and
apply
to
the
government
to
do
that.
A
But
I
don't
think,
there's
a
single
council
around
this
table
that
wanted
to
do
that.
They
wanted
to
see
that,
because
we
know
people
in
our
community
are
hurting.
We
know
people
in
our
community
are
still
bouncing
back
and
getting
on
their
feet,
and
I
think
this
council
acknowledges
that
and
through
this
conservative
budget
have
taken
the
necessary
steps
to
do
just
that.

And
so
what
I
see
in
what
we're
doing
through
this
budget
and
the
funding
we've
been
able
to
secure
close
to
a
million
dollars
from
the
state
and
federal
governments
are
going
towards
the
precinct
across
the
road.
That
is
a
symbol
for
our
community
to
look
forward
to
to
have
a
great
new
facility,
not
just
a
cinema,
but
an
information
center,
restoring
and
and
demonstrating,
and
showing
on
on
display
our
past
as
well
as
having
a
great
facility
for
our
community.

I
look
forward
to
taking
my
kids
from
the
splash
park
to
then
go
and
watch
a
movie
or
pick
them
up
from
the
swimming
pool
and
going
and
watching
a
movie
or
taking
them
through
and
showing
what
pinellas
was
back
in

whatever.
But
it's
important.
I
believe
that
our
community
sees
that
we
are
proactive.
How
many
times
have
we
heard
people
say
to
us?

Mr
mayor,
I
really
support
this
budget
because
I
can't
go
past
things
like
the
roads,
2.14
million
dollars,
drainage,
1.14
million
dollars,
footpaths,
198
000,
but
significant
funding
going
into
our
community.
So
when
our
communities
start
ringing
us
and
saying
I
need
to
upgrade,
my
foot
pass
or
the
drainage
is
no
good
in
this
area.
We've
budgeted
it.
We've
got
the
money.
Let's
talk,
let's
see
what
we
can
do,
but
mr
I'm
really
pleased
to
support
this
budget
tonight.

see
the
direction
vanilla
is
going
in
and
I'm
really
pleased
that
we've
got
a
great
ceo
who's,
got
his
finger
on
the
pulse
in
this
community
and
reads
the
room
and
understands
what
the
community

the
positive
things

the
budget.

actually
congratulate

ceo

staff
on
the
acquiring
of
our
grants
that
have
been
made
for
the
art
gallery
and
for
the
information
center
it's.
It
is
fantastic
to
know
that
when
we
can
no
longer
be
a
feedback
because
of
the
costs
that
we
will
have
a
cinema
for
our
community
to
still
still
use,
and
it
will
be
run
by
council
as
a
community
cinema
and
that
it
will
also
have
toilets
for
our
splash
park,
which
is
along
the
way,
a
long
awaited
item
that
we've
all
been
asked
for.

we're
stuck

money

community

aware

missed

own

point
there
is,
though,
that
I
know
our
predicament

predicament

been
one
that
we've
been
dealing
with
certain
huge
issues,
challenges
and
they
are
the
landfill.

drainage.

are
things
that

airport
there
are
so
many
things
in
vanilla
that
are
unique
to
banana
that
have
to
be
dealt
with
on
their
own.
They
have
to
be
dealt
with
by
the
council
by
the
staff
and
especially
the
ceo.

prefer
to
see
an
artist
for
especially
for
a
documentary
such
as
this,
but
no
matter

to
the

the
council.
When

comes
to
this
election
that
we're
about
to
have,
I
can
do
no
more

recommended,

pass

it
should,

it's
something
that
will
grow
over

next
three
four
years
as
we
develop
further

opportunities

we're

mechanisms

lines

the
electricity

and
the
solar
farms,

keen

them

festival
advisory
committee
and
we
have
been
having
quite
a
few
meetings

late

sharing
here.
That's
heads
up

department

our
staff,

I
know
that's
how
much
work
she's
putting
in
towards
it.
It's
going
to
be
a
different
festival.
This
year,
everything's
different
the
last
couple
of
years.
Let's
face
it,
we
have
to
make
adjustments
to
some
of
the
things
we
do
and
the
way
we
do
them.

Unfortunately,
this
year
we
just
simply
logistically
couldn't
get
the
a
way
around
to
have
the
parade,
so
the
parade
is
one
of
those
things
that
will
have
to
be
put
off
for
this
year,
at
least
and
we'll
see
how
it
goes
in

years
to
come.
However,
there
are
new
initiatives
coming
along
this
year:
we're
going
to
split
the
festival
in
into
two
two
weekends,
only
first
weekend
concentrating
on
everything,
raw,
so
and
and
one
of
the
fantastic
ideas.

come
through

committee
so
far,
and
I
was
there
when
I
was
watching
it
go
between
cancer,
king
and
sharron,
with
the
name
and
that's
the
small
hall
crawl,
which
I
just
nothing
else.
It's
a
great
name,
but
it's
going
to
highlight
some
of
our
small
halls
all
around
our
townships.
Some
of
them
only
get
used
once
a
year
and
some
of
them
don't
get
used
very
much
at
all.
However,
we
have
a
an
opportunity
this
time
to
to
really
highlight
them
and
the
communities
that
they
belong
to.

this
is
the
expressions

interest
are
out

the
community.
Now
we
had
a
media
release
through
through
the
week

just
asking
for
expressions
of
interest
and
the
second
weekend
is
going
to
be
the

shining

us.

fireworks
and
we
will
have

wonderful
super
saturday
down
around
for
sure

a
sunday.

for
saying

we
missed
the

year
festival
this
year.

community,

rural
