Tonight's
report
is
the
next
step
in
the
adoption
of
the
2021-22
budget.
Last
month,
we
put
out
a
call
for
public
submissions
on
our
proposed
budget,
as
can
be
sent
from
the
report.
We've
received
nine
submissions,
which
is
a
few
more
than
what
we
usually
get
on
the
budget.
Those
people
who
may
submission
were
invited
to
address
the
council
last
week.
A
Opportunity
to
do
so
tonight
is
the
council's
chance
to
consider
those
submissions
just
before
we
do
I'll
just
quickly
highlight
some
of
the
key
issues
that
were
included
in
the
solutions
which
have
been
responded
to
from
an
officer's
perspective
in
appendix
number
10,
but
I'll
just
go
over
some
of
the
themes
that
were
quite
prominent
in
the
submissions.
Firstly,
in
regards
to
the
budget
complexity
and
community
consultation,
I
do
agree
with
the
submitter.
It
is
a
complex
document.
A
In
the
future
previous
consultation,
we
had
put
a
lot
of
effort
into
our
budgets
with
little
reward.
We
used
to
do
workshops
and
we
did
summaries
and
everything
since
the.
A
Submission
we
received
this
time
that
may
be
worth
reconsidering
how
we
go
about
our
consultation
with
the
budget,
so
the
ideas
that
we
have
received
in
the
submissions
and
how
we
can
improve
our
community
consultation
will
definitely
take
you
on
board,
see
what
we
implement
with
firms.
A
The
former
migrant
camp
is
mentioned
in
the
a
couple
of
submissions
for
a
few
submissions.
Actually,
just
for
the
council's
information,
we
have
submitted
139
000
living
heritage,
grant
to
do
some
undertakings
and
works
at
the
migrant
cabin
next
year.
Ongoing
implementation
of
the
conservation
management
plan
can
be
included
in
our
next
council
plan
are
considered
for
future
budgets.
So
that's
our
response
to
that
one.
Pretty
similar
story
with
the
manila
airport,
too,
we've
done
a
fair
bit
of
capital
works
over
there,
some
1.7
million
past
few
years.
A
But
once
again,
if
that
document
is
brought
over
to
the
new
council
plan,
we
can
consider
allocating
funds
from
that.
Several
of
the
submissions
ask
us
to
consider
environmental
initiatives.
A
lot
of
those
were
good
ideas
and
I
think
that's
a
real
place
there,
where
we
can.
Our
environment
strategy
is
due
for
updating.
So
I
think
that
that
offers
an
opportunity
for
us
to
include
those
in
our
environment.
A

The
redevelopment
projects
at
the
manila
art
gallery
in
the
visitor
information
center,
the
key
request
for
those
with
these
projects
we
put
on
hold
while
community
consultation
is
undertaken.
Officers
haven't
recommended
that
this
be
the
case.
A
couple
of
reasons
for
that.
We
believe
that
consultation
has
been
undertaken
in
regard
to
both
projects
in
regard
to
the
visual
information
center
upgrade.

Vanilla
art
gallery
the
three
million
dollars
there
has
been
identified
in
a
business
case
with
the
art
gallery
that
three
million
dollars
does
not
have
a
co-contribution
from
council.
So
to
reject
that
or
put
that
in
hold
with
the
state
government
would
be
a
fairly
momentous
decision
from
the
council.
A

raise
of
ruth
thinkers
reported
also
some
assistance
with
some
fencing
out
of
the
equestrian
centre.
That
defense
doesn't
have
merits,
but
the
proposal
is
eventually
look
for
some
external
funding.
To
do
that,
particularly
that
may
be
able
to
work
with
some
other
projects.
We
may
have
planned
at
the
base
course
and
we're
going
to
a
path
between
the
race
course.
So,
if
you're
looking
for
some
external
funding
there.

Finally,
there
was
a
couple
of
submissions
made
to
the
point
that,
given
its
recent
growth,
needs
a
long-term
plan
to
cater
for
growth
community
services,
where
we're
going
to
grow.
That
idea
definitely
has
merit
that
has
been
explored
by
offices
once
again
to
be
a
very
extensive
piece
of
work.
It
can
be
included
in
the
council
plan.

So,
in
conclusion,
I
thank
all
the
submitters,
whatever
submit
submitted
to
a
great
deal
of
detail
and
some
detailed
work,
so
I
thank
them
for
their
efforts
and
what
they
put
forward.
So
it's
much
appreciated.

Finally,
from
here,
mr
chair,
the
budget
is
due
for
consideration
by
the
council
at
our
meeting
next
week.
We
don't
propose
any
material
changes
to
the
document.

are
some
things
that
have
been
picked
up
in
submissions
that
can
change
in
regards
to
wording
things,
but
as
a
whole,
the
budget
is
recommended
to
proceed,
as
is
thank

about
the
airport
master
plan,
bring
him
back
onto
the
council
plan,
and
he's
mentioned

spending
1.7
million
dollars
between
2016-17
and
2019-20,
that
1.7
million
did
they
address
any
work
which
is
on
the
airport
master
plan.
As
of
now
on
stage,
one
and
two
thank

information
center
and
art
gallery.
Firstly,
about
the
visitor
information
center
between
on
27th
and
28th
of
june.
There
are
some
community
engagement.

Just
through
the
chair,
the
consultation
on
the
art
gallery,
that's
actually
just
about
to
commence
or
technically
has
commenced.
The
first
session
was
held
with
the
art
gallery
committee
last
week.
The
art
gallery
redevelopment
is
actually
two
separate
projects.
The
feasibility
study
was
undertaken
and
presented
to
the
council
earlier
this
year.
The
three
million
dollars
is
directly
related
to
address
operational
issues
identified
in
that
particular
report
or
more
confirmed
in
that
particular
report.

And
even
to
the
point
of
doing
outreach
programs
outside
of
the
gallery
proper
and
how
that
art
gallery
as
an
entity
can
become
a
major
or
a
more
important
economic
driver
for
the
benellian
community
and
so
there's,
I
know,
there's
some
confusion.
At
the
moment,
people
are
sitting
there
saying
okay
you're
about
to
do
the
consultation
on
the
art
gallery,
but
they're
two
completely
separate
issues.
One
is
purely
the
operational
three
million
dollars
as
opposed
to
the
aspirations
which
came
out
through
the
it
was
about
a
10
month,
11
month,
investigation
last
year.

that's
that's
the
difference
so
that
consultation
will
end.
I
think
we've
got
an
extension
until
the
end
of
july.
There's
some
pretty
tight
timelines.
There
code
did
throw
a
spanner
in
the
works,
but
we
were
able
to
give
a
small
extension
which
is
positive
and
we've
engaged
some
consultants
that
actually
do
undertaking
that
workforce,
and
I
believe
that
there's
the
same
consultants
that
did
the
work
in
shepparton
on
the
sam.

they
called
it
so
the
very
in
this
particular
building,
with
a
number
of
staff
eric
the
director
of
the
ellie
and
tom
arnold,
who
are
actually
doing
a
lot
of
work
in
that
space
at
the
moment.

medium-term
view
if
policy

change

shift
quite
considerably
over

short
term

grants
coming
out
from
both
the
state

federal
governments

charging
networks
right
through
not
only
victoria
but
also
through
the
nation.

we
need
to
position
ourselves
for
that
and
having
a
brand
new
car
with
the
ability
to
be
able
to
retrofit
that
type
of
technology,
and
I
think
that's
the
view
that
they've
taken
and
we'll
do
the
same
or
undertake
the
same
work
when
we
go
to
do
the
demonstrate
car
park
as
well
so
I'll
sit
here
and
say
talk
months,
I
couldn't
put
a
date
on.

there
was
some
staff

the
officers
believe
there

consultation,
and
can

elaborate

bit
on

there

around.
There's
been
absolutely
no
community
consultation.

think
there
are
words
that
have
been
used
in
recent
times,
just
off
the
top

my
head.

We've
engaged
extensively
with
the
museum
community
committee
of
management
over
there
since
about
november
2019.,
so
we
sat
down
with
them
prior
to
the
project,
actually
becoming
a
project
in
december
2019,
we
showed
some
draft
plans
before
the
submission
there
were
a
number
of
months
prior
to,
while
the
while
the
submission
was
in
before
the
council
was
notified
as
being
successful.

was
probably
about
may
in
2020
where
we
restarted
those
particular
meetings
with
the
museum
committee
and
I
think
post
that
would
have
additional
four
meetings
with
them.
So
we've
been
engaged
extensively
with
a
community
group
that
is
representing
obviously
that
building
throughout
that
there's
been
a
bit
of
a
journey.

We've
actually
amended
that
fan
probably
three,
maybe
four
times
to
actually
cater
for
all
their
concerns
that
they
raised
with
us,
and
I
think
the
latest
plan
that
is
being
worked
on
at
the
moment,
there's
virtually
no
net
loss
of
floor
space
to
the
museum
committee
whatsoever,
so
the
museum
spaces.

Apart
from
that,
kelly
cell
is
not
being
impacted
at
all.
I've
also
had
representation
from
several
individuals.
Some
I've
actually
gone
to
their
house
and
actually
spoken
through
the
project.
Some
I've
met
in
this
chamber
individually,
but
obviously,
with
the
I
met
with
a
number
of
individuals
externally,
as
well
added
to
that
in
june
2020,
the
project
went
out
into
the
council
news.
Therefore,
it
was
delivered
to
every
single
rake
holder
in
vietnam,
which
is
probably
around
eight
to
nine
thousand
newsletters
went
out
in
july
2020.

Further
information
went
out
for
that
particular
project
once
again
to
live
every
single
week.
I
think
it
was
about
june
2017
2020.
I
think
it
was
the
17th
of
june.
The
council
actually
debated
the
merits
of
the
project
at
the
cleaning
and
development
committee.

That
was
then
further
endorsed
after
that,
the
vanilla
enzyme
read
a
front
page
story
explaining
the
project
which
the
man
was
commented
throughout
that
particular
project,
as
well
since
july
last
year,
once
again
just
continue
to
meet
with
individuals
that
have
actually
shown
a
particular
interest
in
the
project
as
a
direct
comparison
to
the
deliberative
engagement
or
by
ipa.
I
think
that's
two.

I
won't
comment
too
much
on
that
other
than
did
we
sort
of
follow
what
we
do
today,
probably
not,
but
that
doesn't
discount
the
enormous
amount
of
consultation
and
just
taking
on
board
the
enormous
undertaking
of
actually
integrating
what
the
museum
committee
requested
of
us
to
the
point
we're
actually
considering
all
of
their
storage
concerns.

We've
actually
discussed
it
at
length
with
them
that
one
of
the
reasons
for
the
project
is
actually
offering
the
committee
a
succession
plan
and
how
the
museum
can
actually
integrate
and
work
a
lot
more
strategically,
with
our
art
gallery
and
vanilla
being
being
a
arts
and
culture
centre
in
northeast
victoria.

think
you
addressed
that
my
question
mainly
was
around
the
cafe
and
the
gallery
and
iap
two
principles
and
deliberative
engagement.
I
understand
I'm
gonna
work
with
the
museum
kennedy
to
get
that
on
board
with
their
plans,
but
my
understanding
is
not
sufficient
consultation
with
the
community
being
done
with
falling
with
the
current
standards
and
the
act.

Moving
on
from
that,
the
mr
baby
mentioned
about
the
grants
and
the
grants
that
we
might
lose,
but
the
budget
actually
shows
375
000,
council
cash
and
1
million
dollars.
Council
cash,
only
three
hundred
thousand
dollars
council
cash
for
that
visiting
information
center
project
in
last
financial
year.
It
was
five
hundred
thousand
borrowings
for
that
project.
Is
this
reflection
correct?
Should
this
be
amended
with
the
borrowers?
I
know
there
are
quite
a
bit
of
borrowings
going
into
that
project
too.

think,
just
through
the
chair
I'll
respond
to
that.
The
initial
concepts
way
back
in
november
2019
was
a
much
smaller
footprint
and
it
was
looking
at
placing
the
cinema
into
one
wing
of
the
of
the
museum
at
that
particular
time
when
it
was
costed.
The
project
was
about
one
million.
Five
hundred
thousand
dollars
and
the
council
at
that
time
was
prepared
to
put
about
a
million
and
twenty
four
thousand
dollars
into
the
project.

We
had
the
five
thousand
dollar
grant
from
the
victorian
government,
but
working
through
with
the
museum
committee,
it
became
apparent
that.

So
when
we
say
that
the
project's
proper
is
sort
of
around
2
million,
it's
not
a
complicated
thing,
but
with
the
2
million
grant
that
we
got
from
the
victorian
government
last
year,
which
is
17
odd
projects
in
there
the
council
had
to
put
in
five
hundred
thousand
dollars.
So,
therefore,
it
made
a
two
and
a
half
million
dollar
project
that
we
got
to
obviously
spend
a
lot
of
that
money
is
going
to
pay
for
the
mayor
street
car
park.

initiatives
such
as
bulk
and
drive
the
denny
street
car
park
footpaths
out
front
here
and
so
how
it's
represented
in
the
budget.
It's
probably
a
little
bit
confusing
in
that
we
had
loans
going
to
certain
projects
and
if
you
look
at
it,
it
looks
like
there's
council
cash
going
into
this
part
of
the
project.

have
indication
of
stage
one
waste
management,
which
is
very
cold
from
the
last
financial
year.
There
was
borrowing
so
449
000,
going
into
it
and
329
thousand
dollars
of
network
brought
forward
to
this
year
or
carried
to
this
year,
and
that
doesn't
show
as
low
going
from
the
borrowings.
It
shows
us
it's
going
from
the
account
in
cash,
so
is
that
right
was
that
a
stick
or
just
right
there,
I'm
sure
sorry,
I'm
trying
to

The
resolution
at
the
council,
adoption
of
the
budget
last
year
included

purchase

a
wheel
logo.

was

council

loader
and
also
do

000
from
the
top
of
my
head
way
bridge
automation
to
improve
the
output
of
the
transfer
station.

they
were
on
top

other
things
that
we
had
going.

cover

purchase
of

wheel,
loader
and
the
raid
bridge,
as
well
as
the
aligned

the
prc

so

haven't.
We
spend
the
money
on
the
voter,
I'm
hoping

forward

about

vic,
it's
actually
a
carry
forward
project
from
last
year's
budget.
So
it
wasn't
a
part
of
an
initiative
of
the
current
budget.
It's
just
carried
forward
works
and,
as
you
know,
couple
works
programs.

take
an
idea
have
to
design
it
have
to
put
it
out
to
filament
and
then
build
it.
Sometimes
they
can
go
over
two
years
or
even
three
minutes,
and
so
that's
why,
in
the
draft
budget,
you'll
see
that
there's
new
works
for
the
capital
program
and
there's
always
a
section.

think
it's
mostly

said
that
just

acknowledge
those
who

time

there

a
bit
of
a
feel
around
things

consultation

engagement,

something
we
as
the
council
will
continue
to
take
away

work
on,

davis

that
fact
sheet
around
the
budget

what
that
looks
like.

something
I'd

keen

see

council
look

developing
going
forward,
but
also
one

the
applicants
before
last,

streaming
live
had
mentioned
that
we
around
this
table
get
a
bit
of
a
crash
course
through

budget
process,

those
that
in
our
community
don't
so.
I
think
there
could
be
some
merit
in
that
in
how
we
could
maybe
look
at
running
for
future
budgets.
Some
type
of
community
engagement
workshop,
so
it
does
give
a
bit
more
of
an
idea
and
a
sense
of
what
it
is.

in
this

but
as
council
first
also
mentioned,
council
gunneratne
has
done
his
homework.
He's
done
a
lot
of
work
in
this
space
over
a
period
of
time
and
has
asked
some
some
good
questions
and
it
is
unfortunate
the
recommendation
can
get
up,
but
at
the
end
of
the
day,
when
we've
got
quite
a
lot
of
funding
sitting
here
tonight
to
work
through
to
get
so,
we
can
get
better
than
our,
but
certainly
this
recommendation
is
supported.

like
to
highlight.
We
live
in
a
town
where
almost
thirty
percent
of
the
population
live
on
less
than
six
hundred
dollars
per
week
and
forty
four
percent,
one
mortgage
stress
60,
is
obvious
or
with
overweight.

live
in
a
tower
with
a
significant
wealth
divide.
Public
money
should
be
used
to
bridge
those
gaps,
to
make
slides
and
connections
easier,
using
public
money
to
build
an
automated
cinema
where
the
community
has
said
won't
do
it
that
will
enrich
a
private
company
in
melbourne,
which
is
not
enough
interest.

There
is
no
business
case
to
show
us
how
the
proposed
automated
silver
might
operate,
and
in
any
drawbacks
of
that,
I
believe
there
is
no
transparency
over
where
the
money
is
coming
from
and
there
is
no
long-term
plan
from
the
council
proposed
how
cinema
is
going
to
continue
with
operation.

haven't
seen
any
plan
as
such
if
it
continues
the
current
trend
of
the
cinema
losing
money
and
the
operator
walks
away.

grant
and
there's

opportunity
to
improve
the
operational
requirements
of
the
art
gallery.

council
doesn't
have
to
contribute
when
we

offered
the

asked

grant,

no
contribution

quite
a
substantial
rent,

a

opportunity.

hoping

by
addressing
some
of
the
storage
requirements

we

lot
of
the

operational
areas
by
relocating,
potentially
