recommended
awardee
has
performed
similar
work
for
the
district
previously
and
had
positive
references
from
other
customers
in
this

update
through

quarter
of
the
22-23
school
year.
In
the
district's
general
fund,
we
have
a
balanced
budget
of
374.5
million,
with
a
designation
of
fund
balance
of
a
little
over
5
million.
This
was
approved
by
the
board
of
the
June
28th
meeting.
Through
the
first
quarter.
We
have
received
119
million
in
Revenue
in
mostly
State
sources,
and
have
144
million
in
expenditures
and
another
5.9
million
encumbered.

we
look
at
the
comparison
from
2122
to

for
the
second
quarter.
You
will
see
we
have
received
more
local
Revenue
than
this
same
time
last
year,
as
expected
in
less
state
revenue,
as
expected

the
new
funding
formulas
for

What
is
not
reflected
is
the
transfer
of
funds
from
eia
in
the
amount
of
12
million
dollars,
because
the
entry
was
posted
in
January.
This
transfer
would
reflect
six
million
dollars
more

revenue

the
prior

Salaries

benefits
are
higher
than
expected.

to
the
four
percent
increase
in
salaries

portion

higher
in

mainly
as
a
result
of
increased
student
count
and
need
for
additional
supplies
and
the
increase
in
third
party
employment
agencies.

funds
include
all

our
federal
grants,
such

title.
Funds

cares:
Adult,
Ed,
mckinney-vento,
Esser,
local
grants
and
donations

name
a

The
current
budget

million,

in
care
is
an
Esser
and
I
will
write
those
out
on
the
next
slide,
with
24
million
dollars
in
revenue
and
33
million
in
expenditures.
Keep
in
mind
that
we
receive
this
Revenue
after
we
submit
claims,
so
the
expenditures
will
likely
be
higher
than
Revenue
until
year,
end
of
the
131
million
from
the
previous
slide.

cares

Esser
portion
of
the
funds
cares.
Funds
expired
September
and
we
had

000
remaining
to
spend,
which
was
spent
by
the
deadline

The
original
budget
allocation
was
32.2
million.

20.8
million
dollars
of
the
original
allocation
and
we
have
spent
7.8
million
through
the
second
quarter.
This
fund
expires
September
2023.,
the
original
allocation
for
sr3
was
72.5
million
and
we
have
64.4
million
dollars
remaining.
We
have
spent
9.3
million
through
the
second
quarter,
and
this
fund
expires.
September
2024.

Esser
funds

The

The
eia
budget
is
currently
at
39.1
million,
and
we've
received
22
million,
as

mentioned
during
the
general
fund
update
with

funding

was
transferred,
resulting
in
the
eia
revenue
decreasing
by

million,
and
the
general
fund
increasing
by
the
same
amount

expenditures

through

capital
projects

split

two
separate
funds
and
the

fund.

fund
balance
of

million
and
have
spent
10.4
million
through

with
another

encumbered

the

receive
49.2
from
the
sale
and
issuance
of

general
obligation
Bonds

approved

capital
budget
in
August
of
2022.

this
budgeted,
49
million
8.7
million
has
been
spent
on
projects
and
another
17.3
million
cucumbered.

slight
decrease
in

Revenue

to

pay

free

of
being
supplemented

the

have
seen
a

decrease

they're
sitting

balance
at
this
moment.

we
won't
see
any
effects
in
the
next
few
years.

most
qualified
applicants
and
employees
to
ensure
that
we
are
more
competitive

labor
market
and
better
able
to
retain
good
employees.

felt

important

propose
a
policy
intended
to
ensure
that
we
can

telecommuting
arrangements
for
appropriate
positions
and
provide
guidance
and
protocols
to
increase
the
likelihood
that
these
Arrangements
will
succeed
and
will
not
be
abused.

not
prohibited
from
entering
into
these
agreements
presently,
and
we
have
approved
them
in
the
past.
However,
we
feel
that
a
written
policy
approved
by

board

help
encourage
the

mitigate

expectations
for
employees
and
supervisors.

know

has
mentioned
some
of
the
areas
in
which
the
county
uses
it,
but
is
there
a
possibility
of
abuse?

I
know
you
mentioned
the
interfacing
of
the
equipment?
Is
there
a
possibility,
I
guess
anything's
a
possibility?
How
would
you
know
that
it's
it's
working,
it's
not
working
or
it's
working
more
effectively
than
you'd
ever
imagine
so.

are
predicts
productivity,

math
lessons
students
engaged
in

those
schools,
and
we
went
out
to
Cross
High
School
and
recognized
students
who
excelled
in
their
middle
school
I
already
math,
as
well
as
Hanahan,
Elementary
School
and
recognized
their
students
as
well.
So
we
want
to
just
take
time.

Timberland
high
school
again
the
JROTC
Raider
team.
Congratulations
for
winning
the
U.S
army,
JROTC
Raider
state
championship.
Yes,
we
heard
some
Timberland
fans
here.
Yes,
so
Timberland
competed
against
10
other
teams
and
they
placed
first
place
in
every
single
event
except
one.
So
congratulations
to
the
Timberland
Timberwolves.

a
Avid
fan
of
literature
and
reading,
but
I
want
to
congratulate
Goose
Creek
High
School,
we'll
have

opportunity
to
bring
her

School
District
fall,

they

School
District
office

security

Emergency

dangers,
informational
meetings

parents

the
high
schools
that
are
listed
on
our
website

their
high
schools
throughout
the
district.
So
that
is
very
important.
That's
a
critical
area
for
us,
as
parents-
and
you
know
we
want
to
make
sure
that
our
students
are
out
of
danger
when
it
comes
to
social
media.

We
want
to
make
sure
that
we,
as
parents
and
Guardians,
are
aware
of
those
types
of
dangers.
So
please

the

Finally,
over
the
next
100
plus

we
want

listening
sessions

enlist
in
a
solicit
feedback

our

Focus

to
take
the
time
to
listen
and
get
some
opportunity
to
hear
some
valuable
Solutions
or
options
to
teach
a
recruitment
and
retention.

take

deep
dive
into
our
school
achievement
data.
We
want
to
look
at
our
school
report
cards.
We
want
to
look
at
upcoming
decisions
and
changes
made
to
our
school
report
cards.
We
want
to
take
the
time
to
look
at
past
reports
like
our
cognia
accreditation
and
other
internal
and
external
audits
that
were
done,
that
we
are
able.

This
will
not
be
the
work
of
one
but
a
unified
effort
of
a
district
who
is
United
and
unified
for
the
sole
purpose
of
improving
teaching
and
learning,
improving
our
culture
and
climate
and
ensuring
that
our
students
are
achieving
at
high
levels.

so
we
want
to
take
some
time
to
look
at
what
is
right
and
take.

What
is
right
and
we
want
to
understand
what
is
unchangeable,
and
then
we
want
to
commit
to
a
strategic
plan
of
action
that
we
will
all
commit
and
work
towards
so
to
what
is
possible
and
to
what
will
be
Victory
and
making
a
difference
in
all
of
our
students
in
Berkeley
County.

the

board
meeting
as
we

annually,
we

sign
the
South
Carolina
School,

member

principles,
poster

pledge
honor

principals,
so
make
sure
you
attend
the
next
meeting
on
January
24th
Part.

my
report

adoption
of
the
board
meeting
schedule
for
2023.
We
had
looked
at
the
board
that
potentially
looked
at
changing
our
meetings
to
Monday
night.

It
seemed
that
that
was
the
preference
of
many
of
the
staff
members
and
some
cabinet
members,
as
well
as
several
principals
were
polled
and
it
seemed
like
Monday
night
was
the
least
busy
night
at
schools
which
would
allow
board
members
to
go
to
school,
Improvement
Council
meetings,
PTA
meetings,
sporting
events,
some
of
the
things
we
have
to
miss
that
do
do
happen
on
Tuesdays
as
well,
but
we
one
of
the
board
members
had
a
conflict
with
teaching
a
class
at
night
and
so
we're
not
going
to
move
the
board
meetings
to
Monday
at
this
time.

that,
potentially,
if
the
schedules
change
or

potentially
revisit
that
issue
next
year,
but
for
this
year's
schedule,
we
will
meet
again.

Monday
because
of
some

events
that
occurred
during
the
course
of
the
week,
particularly
on
Tuesday
I've,
spoken
to
several
people
and
and
I.
Don't
think
this
initiative
really
originated
from
from
the
school
level.

I,
don't
know
that
it
originated
from
the
from
the
cabinet
level,
I'd
like
to
find
out
where
it
actually
did
initiate
from
and
there's
some
other
concerns.
I
have,
because
you
indicate
that
the
board
will
now
meet
on
the
first
and
third,
but
by
policy.
The
board
has
to
approve
the
schedule
on
an
annual
basis
policy.
Ba
is
very
specific.
It
says
generally.
The
first
excuse
me
the
second
and
fourth
Tuesdays
of
each
month,
with
the
exception
of
November
and
December,
and
it
clearly
says
that
the
board
will
will
will
put
this
out
annually.

The
board's
already
published
it's
annual
schedule
of
board
events
and
it
goes
all
the
way
through
June
or
July.
So
what's
the
purpose
in
extending
or
changing
it
now,
I,
just
don't
see
it
and
after
our
discussion,
it
just
indulged
me
one
minute
because
I'm
really
concerned
about
this,
because
I
did
do
a
little
research.
After
our
conversation
and
the
December
15th,
there
was
a
publication
from
Isle
of
Palms.

That
said
that
you
were
the
the
lawyer,
The
General
Counsel
for
the
Isle
of
Palms,
City
Council
and
that's
true,
but
it
also
indicated
and
I
looked
at
the
at
the
dates
that
the
Isle
of
Palms
city
council
meets
and
they
coincide
with
the
Berkeley
County
School
District
second
and
fourth
Tuesday.
So
is
this
initiative
generated
and
a
desire
for
you
to
be
able
to
attend
the
Isle
upon
City
Council
meetings,
as
opposed
to
the
Berkeley
County
School
Board.

It
did
say
mac
McQuillen
of
Haynesworth,
Sinclair
and
Boyd,
but
it
named
you
as
the
council
as
the
legal
counsel
for
the
Isle
of
Palms,
and
they
do
meet
I've
looked
at
the
schedule.
They
meet
all
the
way
through
October,
the
second
and
fourth
Tuesday
of
every
month.
So
why
are
we
in
a
rush
now
to
change
it
to
the
first
and
third,
except
to
possibly
suit
your
needs
to
be
able
to
attend
those
meetings?.

special
counsel
meeting
Workshop
and
on
the
fourth

council

but
I
mean
it's
public
information.
All
you
have
to
do
is
look
on
the

Those
are
the
meeting
dates

the
Isle

Palms
city
council,

fourth
Tuesday,
which
coincide
coincidentally,
I
suppose
with
our
meeting
schedule.

conflict.
That's
a
personal
conflict

monetary
compensation

to

very
careful
on
making
sure
that
you're
aware
of
what
you
may
be
voting
on.
