Description
Berkeley County Board of Education Meeting - February 21, 2023
A
A
Second,
there's
a
motion
by
Mr
Ramsey,
a
second
by
Miss
Littleton.
The
stated
purpose
of
executive
session
is
discussion
of
release
of
teachers
from
employment
contracts
and
or
appointment
of
administrator
or
administrators
as
needed
receipt
of
legal
advice
regarding
Penny
sales,
tax
referendum
projects,
a
foia
request
from
the
Post
and
Courier
for
public
records,
public
records
protected
by
attorney-client
privilege
and
attorney
work,
product,
Doctrine
and
the
potential
disclosure
thereof.
Is
there
any
discussion
hearing?
None
will
call
the
question
all
in
favor,
please
respond
by
saying
aye,
aye
opposed,
nay
the
eyes.
Have
it
eight

What
Berkeley
County
is
and
it's
a
place
where
everybody's
coming
for
the
same
thing
and
that's
what
school
is
about,
we're
all
coming
there
for
the
the
same
thing
and
that's
a
a
quality
education,
and
so
this
is
a
very
good
place
to
start
to
have
a
conversation,
brown,
sugar,
brown,
sugar,
yes,
coffee
and
conversations,
it's
just
an
opportunity
for
me
to
have
like
genuine
conversations
with
community
members
in
our
neighborhoods
close
to
our
schools.
It
tears
down
this
wall.
That
seems,
like
you,
can't
get
to
the
superintendent
I
think
these
are
good.
D
Opportunities
to
you
know
get
to
know
me
as
a
person,
and
then
we
can
have
just
conversations
about
what's
going
well
within
our
schools.
What
would
community
community
members
like
to
see
more
of
with
a
very
good
education?
We
can
close,
you
know
gaps,
we
can
build
Bridges,
we
can
break
down
barriers.
I
think
we
together
can
make
that
positive
difference.
Thank.
F
G
F
Tic-Tac-Toe
thing
after
they've
researched
and
having
their
head
what
they
want
to
create.
They
took
some
time
you
know
drawing
it
by
hand,
they
created
their
Google,
drawing
that
mirrored
their
original
drawing
and
then
from
there
they
uploaded
it
to
the
software,
and
so
once
they
were
able
to
do
that,
they
could
actually
see
the
laser
cutter
in
action.
I
I
F
I
F
See
I
love
to
come
to
work
every
day
and
Cain
Hoy
is
a
very
special
place
and
you
can't
describe
the
feeling
that
you
have
when
you're
watching
a
kid
excited
about
school.
You
want
them
to
want
to
be
here.
You
want
them
to
see
that
hey
what
I'm
learning
here
is
going
to
make
a
difference.
For
me,
one
day.
K
500

going
to
be
your
Youth

ad
I
love
being
the
first
face,
people
see
Beta
Club,
that's
another
really
good
club
I
recommend
you
join
so
when
I'm
doing
tours
and
things
I
make
sure
that
I'm
the
first
fresh
face
that
they
see
just
all
science
classes.
So
what
I'm
giving
them
tours
and
things
like
that
they
get
excited
about
the
school,
so
mainly
English
stuff
like
that
down
this
hallway.
This
is
going
to
be
your
earth.
K
I
am
a
gator
Ambassador,
and
that
is
someone
who
just
kind
of
helps
around
the
school.
They
do
chores
for
new
students,
so
we
can
put
Ethan
on
the
posters.
A
gator
Ambassador
helps
with
everything
not
in
this
class,
but
for
that
event
he
will
I'm
also
part
of
National
Honor,
Society,
Beta

Q
We
are
the
Elite
Physical
Fitness
team
of
Junior
ROTC.
All
teams
are
made
up
of
nine
individuals
and
then
the
mixed
team
has
to
have
a
minimum
of
four
females
on
the
team.
You
could
have
as
many
as
nine
females,
but
the
team
must
have
four
females
on
the
team
to
be
considered
a
mixed
team
for
the
Raiders
I.
Don't
think
that
people
truly
understand
the
athletes,
the
high
performance
athletes
that
we
truly
have
on
this
team
and
what
it
takes
to
excel
at
such
a
high.
W
Q
R
Q
S
Once
they
caught
that
up,
we
all
just
like
look
at
each
other
and,
like
my
mom,
even
has
it
on
video
or
like
we
just
saw
like
you
know
we
go
forward
and
then
like
as
soon
as
you
know,
they
give
like
a
round
of
applause.
We
turn
on
and
like
we're
just
like
smiling
at
each
other
hugging
each
other.
You
got
a
few
people
like
crying.
They.
R
Cried
at
the
state
meet
and
I'm
pretty
sure
we
have
some
pictures
floating
around
there
for
that
I
have
I
hugged
my
mom
and
I
was
just
overwhelmed
with
emotions
and
I
started
crying
because
I
didn't
know
what
to
do.
At
that
point,
I
mean
you
just
won
State.
What
are
you
going
next?
You
know.
Q
This
year,
not
only
were
was
our
co-ed
or
mixed
team
Raider
state
champions,
but
our
male
team
was
runner-ups
for
the
state
championships.
So
on
both
sides
of
the
house.
We
we
excelled.

He
is
probably
the
biggest
influence
on
my
life.
There
have
been
days
where
I
did
not
want
to
continue,
and
he
pushed
me
through
that
somebody.
S
Q
I
said
it's
just
an
affirmation
that
what
I'm
doing
each
day
is
really
making
an
impact,
and
that's
that's
important
to
me.
S

AA
I
think
one
of
the
best
things
about
working
here
at
Phillips
Simmons
is
my
co-workers.
I
love
the
unity
among
the
staff
and
the
camaraderie
I
feel
like
we
all
get
along
really
well,
I!
Think
that's
what
makes
working
here
and
teaching
here
so
fun.
Happy,
twins,
happy,
twins,
twins
day
is
something
that
we
have
been
doing
for
about
four
years
now.
Every
Wednesday.

I

I
said:
if

Let
me
go
and
help
these

so
they'd

I

she

she's

20

I
said:
you've
been
there
that
long
having
I've
gotten
a
piece
of
my
artwork,
so
you
can
get
folks
to
do
anything
if
you
can
get
them
motivated
and
inspired
to
do
it.
So
that
was
that's
how
I
use
my
artwork
so
Savannah?
Here's
your
piece,
kids
knew
that
I
could
draw.
They
wanted.

I

well,

what
my

is,
what

No
one
can
tell
about
where
you
work
better
than
the
person
who
work
in
the
system.
If
someone
wanted
to
come
to
work
for
Berkeley,
County,
School,
District
I
would
say
it's
a
great
place
to
work.
Sometimes
it's
not
all
about
the
salary
but
at
the
work
environment
and
when
they
realized
that
they
could
they're
making
a
difference
because
of
the
environment.
That's
what
my
theme
is
sharing

they're
the

That
make
sense,
honestly
it
was
going
back
to
you

Remember
like
it
was
yesterday
kind
of
building
our
own

and
once
I
got
into
teaching
and
just
trying
to
find
out.
You
know
how
can
I
make

exciting

It
was
too
small.
What
is
the

gonna
do
all
those

those

kind

They
had
to
work
in
groups
so
for
them
to
collaborate
and
come
together
to
make
a

was
very
exciting
and
all
of

got
off

I
said
earlier,
with
focusing
on
human

today
we're
in

talking
about

Human

why'd,
you
say:

so
create
a

I,
couldn't
ask
for
a
better
situation
than
to
be
in
Berkeley.

I
went
to

my
mom
taught
here
for
20
some
odd
years.

BD
I
love
the
quietness
of
the
spring
when
I'm
on
the
golf
course
with
these
guys
and
you
know
watching
them,
develop
and
become
better
players.
There.
You
go
I
love,
you
know,
coaching
those
guys
up
and
trying
to
develop
them
to
be
the
best
they
can
be
there.
You
go
Brody
it's
getting
in
there.
We
go
good
job.
I
actually
lost
my
dad
and
my
freshman
year
in
high
school,
and
my
coaches
were
like
they
just
circled
around
me
and
McCain.
Those
father
figures
for
me
and
I
was
like
you
know.
BD
This
is
I,
want
to
be
this
to
somebody
else
same
stroke,
every
time
making
a
difference
in
kids
lives.
So
they
did
that
for
me,
so
I
just
wanted
to
repay
the
favorite.
Remember
all
Rhythm,
all
Rhythm
Berkeley
County
just
has
a
special
place
in
my
heart.
Being
from
Berkeley.
County
is
a
sense
of
pride
of
saying
that
I
graduated
from
Berkeley
County
school
I
graduated
from
Timberland
high
school
as
a
sense
of
Pride
and
saying
those
things.
How
can
we
make
this
work
for
Our
Generation?
BD
How
can
we
make
Equity
a
part
of
what
we
want
for
our
future
kids
and
their
kids?
The
satisfaction
I
get
every
time.
I
come
home
at
night.
Knowing
that
I'm
making
a
difference
in
somebody's
life
I
mean
that
that's
what
does
it
for
me?
You
guys
have
a
large
task
at
hand
right,
there's
no
place
I'd
rather
be
than
in
Bergen.
County
use
this
to
change
the
world.
All
right,
that's
the
goal.
You
guys
will
change
the
world
right.

just

just

My
class
is
considered
a
cross-categorical
So
within
that
is
a
range
of
disabilities,
so
some
of
my
students
actually
predominantly
I,
have
students
with
autism,
but
I
can
also
have
students
with
other
health
impairments,
some
mild
intellectual
abilities,
medical
disabilities.
Things
like
that.
Can
you
try
that
again
using
your
big
boy?
Words,
the
chips?
Oh,
that's.
What
I
thought?
BE
BE
BE
No,
it's
okay,
I
didn't
think
I
would
get
emotional
because
you
have
your
school
family,
the
kids
that
become
your
kids,
but
you
also
have
your
own
family,
so
it
was
hard.
It
was
hard
finding
that
balance.
If
you
want
to
use
your
words,
hey
it's
your
hand
and,
oh
my
God.
The
drive
was
for
online
learning.
You
know
digital
learning,
but
with
students
with
special
needs.
BE
That
is
not
necessarily
the
best
method
of
teaching,
especially
when
it
came
to
teaching
social
skills.
How
do
you
teach
social
skills
virtually
when
you
can't
do
hand
over
hand
when
you
can't
be
next
to
them
when
you
can't
have
them
with
that
quick
redirection,
so
that
was
that
was
a
struggle.
The
social
skills
and
the
behavior.
BE
Some
behavioral
challenges
is
what
I
find
myself
addressing
the
most
Michael
Com
72
70,
a
lot
of
reteaching
behaviors,
a
lot
of
re-teaching
skills:
how
to
love
themselves,
how
to
make
friends
how
to
talk
to
people
appropriately
I
couldn't
teach
their
numbers
and
letters
and
and
grammar
if
they
couldn't
build
on
those
skills.
So
when
I
call
your
name
come
up
to
me
and
come
get
your
math
journal
is
that
in
it's
a
beyond
beyond
the
clock
job,
it's
even
if
you're,
not
doing
paperwork.

conversations
with
community
members
in
our
neighborhoods
close
to
our
schools.
It
tears
down
this
wall.
That
seems,
like
you,
can't
get
to
the
superintendent
I
think
these
are
good.
D
Opportunities
to
you
know
get
to
know
me
as
a
person,
and
then
we
can
have
just
conversations
about
what's
going
well
within
our
schools.
What
would
community
members
like
to
see
more
of
with
a
very
good
education?
We
can
close,
you
know
gaps,
we
can
build
Bridges,
we
can
break
down
barriers.
I
think
we
together
can
make
that
positive
difference.
Thank.

Thing
after
they've
researched
and
having
their
head
what
they
want
to
create.
They
took
some
time
you
know
drawing
it
by
hand,
they
created
their
Google,
drawing
that
mirrored
their
original
drawing
and
then
from
there
they
uploaded
it
to
the
software,
and
so
once
they
were
able
to
do
that,
they
could
actually
see
the
laser
cutter
in
action.
I
I
F

See
I
love
to
come
to

every

and
Cain
Hawaii
is
a
very
special
place
and
you
can't
describe
the
feeling
that
you
have
when,
when
you're
watching
a
kid
excited
about
school,
you
want
them
to
want
to
be
here.
You
want
them
to
see
that
hey
what
I'm
learning
here
is
going
to
make
a
difference.
For
me,
one
day.

another
really
good
club
I
recommend
you
join
so
when
I'm
doing
tours
and
things
I
make
sure
that
I'm
the
first
fresh
face
that
they
see
just
all
science
classes.
So
what
I'm
giving
them
tours
and
things
like
that
they
get
excited
about
the
school,
so
mainly
English
stuff
like
that
down
this
hallway.
This
is
going
to
be
your
earth.

I
am
a

that

someone

just
kind
of
helps
around
the

they
do

for
new

so
we
can
put
Ethan
on
the

A

helps
with
everything
not
in
this

for

Q
We
are
the
Elite
Physical
Fitness
team
of
Junior
ROTC.
All
teams
are
made
up
of
nine
individuals
and
then
the
mix
team
has
to
have
a
minimum
of
four
females
on
the
team.
You
could
have
as
many
as
nine
females,
but
the
team
must
have
four
females
on
the
team
to
be
considered
a
mixed
team
for
the
Raiders
I.
Don't
think
that
people
truly
understand
the
athletes,
the
high
performance
athletes
that
we
truly
have
on
this
team
and
what
it
takes
to
excel
at
such
a
high
level.
Q
R
S
Once
they
caught
that
up,
we
all
just
like
look
at
each
other
and,
like
my
mom,
even
has
it
on
video
or
like
we
just
saw
like
you
know
we
go
forward
and
then
like
as
soon
as
you
know,
they
give
like
Round
of
Applause.
We
turn
on
like
we're,
also
like
smiling
at
each
other
hugging
each
other.
You
got
a
few
people
like
crying.
R
They
cried
at
the
state,
meet
and
I'm
pretty
sure
we
have
some
pictures
floating
around
there
for
that
I
have
I
hugged
my
mom
and
I
was
just
overwhelmed
with
emotions
and
I
started
crying
because
I
didn't
know
what
to
do.
At
that
point,
I
mean
you
just
won
State.
What
are
you
going
next?
You
know.
Q
This
year,
not
only
were
was
our
co-ed
or
mixed
team
Raider
state
champions,
but
our
male
team
was
runner-ups
for
the
state
championships.
So
on
both
sides
of
the
house.
We
we
excelled.

my

There
have
been
days
where
I
did
not
want
to

and
he
pushed
me
through
that
somebody.
S
Q
I
said
it's
just
an
affirmation
that
what
I'm
doing
each
day
is
really
making
an
impact,
and
that's
that's
important
to
me.
S
Q
I
want
you
to
look
back
at
this
10
years
from
now
and
going
and
Sarah
had
she
he
really
cared
about
me.
He
really
was
teaching
me
something
he
was
really
instilling
values
in
me.
That
necessarily
didn't
appreciate
then,
but
I
sure
do
now
and
without
that
I
wouldn't
be
the
man
or
woman
that
I
am
today.

I
think
one
of
the
best
things
about

my

I
love
the
unity
among
the

the

I
feel

get
along
really
well,
I.
Think
that's
what
makes
working
here
and
teaching
here
so
fun.

something
that
we

about
four

now.

BH
BH
As
many
of
you
know,
I've
been
before
this
board
many
times
discussing
and
reading
excerpts
from
a
Freedom
of
Information
Act
regarding
Mr
Barrow
I
have
called
for
his
resignation
numerous
times
based
on
the
past
findings
by
EEOC,
and
that
is
administrator
in
Berkeley
County
School
District.
He
created
a
hostile
working
place
for
one
of
his
subordinates
by
continually
commenting
about
her
in
an
unwelcome
manner.
Additionally,
he
has
demonstrated
that
he
does
not
wish
to
abide
by
the
will
of
the
people
and
their
choices
in
the
electoral
process
of
this
state
and
County.
BH
While
he
has
every
right
to
disagree
with
the
decisions
of
this
duly
elected
board,
he
has
no
right
to
continuously
relitigate
them
over
and
over.
His
unacceptable
comments
to
situents
constituents
and
other
board
members
have
essentially
ruined
his
ability
to
represent
the
voters
on
this
board
of
public
education.
BI
Good
evening,
chair,
McQuillen
board
members
and
Dr
Dixon
I'm
Victoria
Cowart
I'm,
the
chair
of
the
Berkeley
County
Republican
party,
I'm,
here
this
evening,
to
speak
quickly
to
two
issues
that
I
draw
a
parallel
between
inappropriate,
behaviors
and
inappropriate
emergency
materials
of
every
reason.
To
believe
this
board
will
resolve
at
least
one
of
these
issues.
BI
That
said,
I
believe
they
should
be
supported
in
their
efforts
by
ensuring
their
constituents
are
aware
of
the
depth
of
the
problems
and
the
difficulty
of
the
journey
that
laid
before
them
to
begin
I'll
illuminate
the
issues
with
inappropriate
reading
materials.
What
I'm
about
to
read
may
shock
many
in
the
room,
and
it
must
be
incredibly
difficult
for
our
students
to
have
to
read,
especially
when
we
realize
how
many
of
them
have
suffered
adverse
childhood
events
or
Aces.
This
is
an
excerpt
detailing
a
rape.
BI
Please
be
warned,
and
please
remember,
as
you
hear
me
reading
it,
this
is
required
reading
from
Berkeley
County
students.
She
flings
me
on
to
the
bed
next
to
the
old
man,
and
then
he
is
on
top
of
me
holding
me
down
with
the
strength
of
10
men.
He
kisses
me
with
lips
that
are
slack
and
wet
and
taste
of
onions.
His
teeth
dig
into
my
lower
lip
underneath
the
weight
of
him.
I
cannot
see
or
move
or
breathe.
BI
I'll
stop
there
now
juxtapose
that
excerpt
with
this
one.
You
called
on
her
several
occasions
and
asked
her
to
come,
see
you
you
look
her
up
and
down
and
make
her
feel
uncomfortable.
You
touch
her
shoulders
and
rub
them.
You
move
your
hands
down
her
arms
and
she
has
slapped
them
away.
You
comment
on
the
way
she
looks.
She
stated
that
you
have
made
sexual
advances
towards
her.
Specifically.
BI
She
stated
that
you
stick
your
tongue
out
of
your
mouth
in
a
sexual
way
and
make
kissing
motions
with
your
lips,
and
you
took
your
shirt
off
in
your
office,
called
her
into
your
office
and
tried
to
block
her
exit
standing
in
the
doorway.
You
then
asked
her
to
change
her
shirt
in
your
office.
While
you
were
present,
she
slapped
your
hands
and
left
inappropriate
curriculum,
inappropriate
conduct
from
board
member
David
Barrow.
That
excerpt
was
about
him
from
the
sexual
harassment
documents,
acclaimed
Berkeley,
County,
School
District.
BI
We
as
constituents
paid
thousands
of
dollars
for
a
claim
that
resulted
in
an
EEOC
finding
of
a
hostile
workplace.
Add
to
that
recent
behaviors
of
frustrating
the
board's
purpose.
Speaking
out
of
turn
vulgarly
cursing
constituents
from
the
Deus,
including
the
board,
chair
and
I,
see
a
Continuum
of
behavior
and
I
hope
others
do
as
well.
In
short,
no
one
who
sexually
harasses
even
a
single
woman
deserves
to
sit
in
a
seat
of
Judgment
of
her
body,
a
school
district,
no
less.
That
is
likely
80
percent
women.
BI
BJ
Good
evening
board
members
chairman,
McQuillen
and
superintendent
Dixon
I've,
come
before
the
board
many
times,
speaking
about
inappropriate
materials
and
the
welfare
of
our
children.
Here
in
the
district
I've
heard
from
parents
who
have
brought
things
to
my
attention
and
I
have
brought
them
to
yours.
To
the
previous
board,
I
would
I
brought
many
times
issues,
discipline,
reading
materials
and
assignments.
BJ
The
previous
board
would
not
take
action.
They
in
fact
even
would
smirk
and
be
disrespectful
when
I
would
speak
and
I
believe,
as
the
head
goes.
So
does
the
tale
our
previous
chairman,
who
now
sits
on
the
board,
who
has
also
demonstrated
inappropriate,
conduct
an
elite
in
a
leadership
position.
You
should
be
respectful
to
everyone
and
we
have
seen
many
times
only
disrespect
not
only
to
the
fellow
board
members
to
audience.
BJ
It
just
speaks
to
self-promotion
and
self-preservation
instead
of
the
good
of
the
county,
the
residents
and
the
children,
and,
if
that
board,
member,
which
is
Mr,
Barrow
cannot
conduct
himself
in
a
professional
manner
and
we've
also
heard
of
some
other
personal
failings
that
have
been
accusations
have
been
made
and
actually
a
finding
by
the
EEOC
in
the
other
person's
favor.
The
person
who
made
the
claim
so
I
suggest
that
if
Mr
Barrow
cannot
conduct
himself
in
a
professional
manner
and
be
respectful
of
the
board
members
that
he
stepped
down,
thank
you.
BL
R
BL
Berkeley
High
was
17
Timberland
with
15
Stratford
and
Kane
Bay
with
14..
This
is
an
enormous
amount
of
effort
that
needs
to
be
made
to
just
make
the
day
work
and
we
want
to
be
the
best
that
we
can
be,
and
so
I've
been
hearing
a
lot
of
negative
commentary
about
the
distrust
of
teachers
and
public
schools
and
I
just
want
to
take
a
second
as
a
history,
I
mean
as
a
high
school
teacher
and
tell
you
a
personal
story.
BL
When
I
was
a
grad
student,
the
University
of
South
Carolina,
my
advisor
Dr
John
safko
in
the
physics
and
astronomy
Department
gave
me
a
graduate.
Students
have
to
do
I
had
to
clean
out
his
file
cabinet
and
in
that
file
cabinet
there
was
a
bunch
of
floppy
disks,
the
size
of
records
and
a
speech
that
he
gave
to
the
Rotary
called
Sputnik.
It's
real.
BL
To
bet
big
on
teachers-
and
he
wasn't
the
only
Professor
that
thought
that
way-
that's
how
we
got
NSF,
that's
how
we
got
all
the
school
scholarships
from
the
National
Defense
of
Education.
That's
how
we
have
this
Cascade
of
innovation
that
got
us
all
these
things
from
phones
to
computers
and
I,
I,
listen
and
I.
Try
as
hard
as
I
can
to
be
pragmatic,
but
I
have
to
ask
everyone
here.
BL
Well,
I've
seen
what
happens
when
we
do
that
Dr
sapco
used
to
have
me,
go
out
to
the
schools
into
the
to
the
equipment
rooms
and
look
in
there
to
see
all
of
the
science
equipment
that
it
had
bought
us
I
was
there
in
the
90s,
the
late
90s
and
2000s.
There
was
still
equipment
there.
That
stuff
is
gone
time
for
you
to
set
aside
your
politics
to
set
aside
the
fear-mongering
and
bet
big
on
your
people,
that
big
on
the
teachers
that
big
on
the
librarians
but
big
on
our
schools.
BL
BM
Good
evening,
I
want
to
address
issues
related
to
bullying
and
assault
within
the
school
system.
It
seems
to
be
happening
a
lot,
especially
with
disabled
kids,
people
who
aren't
like
everybody
else,
or
has
issues
with
being
able
to
talk
with
other
students
or
other
people.
My
daughter
ended
up
being
assaulted.
She
has
a
504
plan
and
she
was
physically
assaulted
after
being
picked
on
during
an
entire
class
period,
to
which
no
teacher
or
nobody
was
watching
her.
BM
She
ended
up
with
a
concussion.
She
was
allowed
to
do
homebound
from
October
through
December,
and
then
we
went
to
renew
it
because
she
is
still
under
doctor's
care.
The
board
declined
to
allow
her
homebound
I
mean
this
is
happening
numerous
times
with
kids
being
picked
on
and
bullied
and
they're
supposed
to
be.
A
no
tolerance
policy.
BM
BN
Good
evening
is
here
in
the
public
I'm
here
today
to
kind
of
touch
up
on
what
the
lady
Pyrenees.
BN
Bully
in
the
school
it
is,
you
know
we're
sitting
there
with
a
no
tolerance
policy.
Bullying
is
not
allowed.
I
would
like
to
know.
How
is
it
that
we
were
supposed
to
put
our
trust
into
the
board
members,
the
teachers
and
the
staff
and
the
principals?
But
yet
when
it
comes
to
the
case
of
my
child,
that
is
who
is
bullying
him
to
the
point
where
I
read
the
procedures
of
policy
manuals,
I
asked
the
vice
principal.
She
can't
explain,
none
of
it,
but
yet
I
read
it
perfectly
clear.
BN
A
teacher
is
not
supposed
to
be
getting
a
kid's
face
in
jail
and
tell
them
to
shut
up
they're,
not
supposed
to
make
him
stand
up
for
hours
at
a
time.
They're
not
supposed
to
make
him
take
his
headphones
because
we're
waiting
to
get
his
ADHD
test.
He
has
severe
problems,
I'm
the
full-time
single
father
she
made
him,
take
his
headphones,
throw
them
in
the
trash
can,
at
the
end
of
the
day,
walk
out
and
pick
them
back
up
now
we're
during
the
pandemic.
There
is
no
telling
what
has
got
thrown
in
that
trash
can.
BN
Does
that
not
break
the
way
that
she's
supposed
to
handle
her
classroom?
It
comes
down
to
sros.
They
are
not
obviously
they're,
not
you
supposed
to
be
utilized
as
colorful
correct,
they're,
not
supposed
to
actually
be
called
on
until
you
until
you
get
to
threat
level
three,
as
you
call
it
criminal
conduct.
Why
would
she
tell
my
kid
on
a
Thursday
if
you
don't
straighten
up
today,
I'm
gonna
call
the
cops
on
you
and
then
Friday
the
next
day.
BN
He
shows
up
pulls
him
out
of
class
without
my
knowledge,
without
my
consent
takes
him
to
a
room
by
himself
and
God
knows
what
was
said
to
him
and
then
on
the
way
back
tells
my
kid
don't
make
me
come
back.
Is
that
not
considered
a
scare
tactic
and
then
the
biggest
thing
is
this?
When
it
comes
to
this
teacher,
I
have
asked
principal
vice
principal:
nobody
has
wanted
to
help.
No,
my
kids
already
ruined.
We
go
to
the
Santee
Cooper
Christmas
life,
thousands
of
different
lights.
BN
The
first
thing
he
picks
out
is
a
cop
car
about
a
hundred
yards
away
with
a
slice
flashing,
because
now
he
is
scared
of
the
cops
was
never
that
before,
and
the
biggest
thing
that
gets
me
is
this
is
the
lack
is
I
had
to
call
and
call
I
finally
got
in
touch
with
the
Mr
Willie
Bear.
He
helped
me
tremendously
once
again,
I
read
the
policy
procedure
that
I
told
him.
She
couldn't
answer
that
she
didn't
know
when
to
implement
an
SRO,
because
this
is
the
first
time
they
had
it.
BN
Well,
yes,
it
might
be
the
first
time
that
school
has
it,
but
you'll
have
an
entire
District
policy
set
up.
So
how
are
we
supposed
to
put
our
trust
in
the
teachers
and
Educators
and
the
board
when
they
are
blatantly
disrespecting
policy?
To
the
point
where
my
kid
went
every
day,
just
like
the
lady
before
me
said,
I
was
having
to
force
my
kid
to
go
to
school,
in
my
opinion,
be
tortured
because
every
day,
if
she
just
looked
wrong,
she
would
make
him
stand
up.
She
would
make
him
you
know,
subjugate
him
humiliate
him.
BN
BF
BO
This
is
regarding
banned
books.
What
do
we
fear
really?
This
is
the
question.
I
have
been
asking
myself
over
the
last
few
months
as
the
social
climate
of
polarization
misunderstanding
and,
quite
frankly,
witch
hunting
in
America
has
filtered
its
way
into
the
public
education
Arena
and
has
been
pointed
directly
at
teachers.
BO
If
what
we
are
teaching
is
not
what
parents
want
for
their
children,
then
what
is
appropriate
I
welcome
a
list.
Are
we
forgetting
that
teachers
are
human
beings
and
parents
too,
or
are
we
just
robots
who
indoctrinate
if
you,
the
parent,
have
a
concern
about
a
text?
What's
the
most
logical,
Next
Step
contacting
the
school
board
or
having
a
human-to-human
conversation
with
your
child's
teacher
as
parents?
We
know
our
students,
parents
want
what
is
best
for
their
children,
because
that
this
is
also
what
we
want.
BO
BP
BP
If
we
do,
what
will
we
have
left
I
have
found
as
a
public
school
educator
for
who
is
also
a
person
of
deep
faith
that
the
people
who
have
the
loudest
concerns
about
what
is
happening
in
a
child's
classroom.
Are
those
who
claim
to
be
concerned
because
of
their
faith?
Aren't
we
on
the
same
side?
Don't
we
want
our
children
to
be
aware
of
the
atrocities
that
happen
in
our
world
so
that
they
can
be
a
part
of
the
change?
BP
Ellie
weasel
one
of
the
most
well-known
survivors
of
the
Holocaust,
whose
book
night
also
contains
many
horrifying
images
and
has
been
taught
in
public
schools
for
years
said
we
must
always
take
sides.
Neutrality
helps
the
oppressor.
Never
the
victim
silence
encourages
the
Tormentor.
Never
the
tormented
hard
stories
have
to
be
told
as
a
high
school
English
teacher
I
choose
to
take
the
side
of
teaching
literature
that
matters
and
that
will
stir
students
to
wanting
to
be
that
change.
BP
The
point
is
this:
public
Educators
never
have
the
AIM
to
be
sensationalists.
We
want
to
teach
the
standards
with
meaningful
and
relevant
content.
Our
students
deserve
this
also
real,
quick.
The
book
that
I
think
that
is
in
question.
In
any
book
that
I
know
of
in
30
years
there
are
processes
to
get
permission
forms
to
go
the
students.
If
the
parent
does
not
want
that
book
for
their
child
to
read
that
book
as
a
mandated
read,
they
can
get
an
alternative
assignment.
BQ
Good
evening
board,
chair
and
members
of
the
board,
I
am
reading
a
statement
for
you
tonight
from
one
of
our
special
education
teachers
in
Berkeley
County
good
evening
I'm,
a
speech
and
language
pathologist
with
a
caseload
of
55
students,
the
district
average
approximately
is
57
students.
My
caseload
consists
of
students
with
a
wide
variety
of
challenges,
from
autism
to
emotional
aggressions
to
genetic
disorders,
to
low
IQ,
to
non-verbal,
just
to
name
a
few.
The
high
rate
of
turnover
and
retention
of
speech
and
language
Pathologists
in
our
county
has
forced
us
to
contract
our
services.
BQ
Approximately
50
to
60
percent
of
our
slps
are
contractors.
A
bcsd
colleague
decided
to
leave
our
school
district
and
returned
back
as
a
contracted
SLP.
There
are
many
reasons
why
this
is
problematic.
One
problem
is
that
the
cost
of
this
system
is
quite
High,
because
the
contracted
slps
make
far
more
money.
BQ
Another
problem
is
that
contracted
slps
have
no
South
Carolina
Department
of
Ed
responsibilities,
no
committees,
no
school
duties,
and
so
on.
It
sounds
like
a
great
working
condition
and
a
great
alternative
for
those
who
are
still
employed
by
bcsd
and
additionally,
slps
must
write
an
average
of
4
000
service
notes
annually.
In
addition
to
the
IEPs,
they
must
write.
A
service
note
is
a
summary
of
what
was
accomplished
in
each
session.
BQ
First
step
for
our
slps
would
be
no
more
than
40.
Students
on
a
caseload
require
service
notes.
Only
when
necessary.
We
need
to
keep
an
eye
on
the
entire
special
education
department
to
make
sure
that
working
conditions
are
better,
so
we
can
recruit
and
retain
the
best
in
a
growing
School
District.
Thank
you.
Thank.

today

quite
a
long
list,
which
is
a
great
thing,
but
also
I
recognize
that
I
may
leave
someone
out.
D
So
please
just
make
sure
to
share
all
of
the
positive
news
with
our
office
of
communications
and,
as
my
grandmother
said,
please
charge
it
to
my
head
and
not
my
heart.

We
have
to
receive
preliminary
feedback
from
our

who
participated
in
the

this
weekend
and
while
I
do
not
have
yet
have
all
the
details
from
our
winners
and
do
not
wish
to
leave
anyone
out.
I
did
want
to
say
congratulations
to
those
students
who
competed
and
did
well
this
weekend
and
their

D
D
Last
week
was
bus
driver
appreciation
week
and
by
all
accounts,
our
bus
drivers
were
celebrated
well
by
their
schools,
their
bus
riders
bus
slots
and
supporting
departments.
Our
bus
drivers
are
vital
to
the
success
of
our
students
and
the
district.
We
could
never
say
thank
you
enough
for
what
they
do
to
ensure
more
than
twenty
thousand
students
get
to
the
school
and
back
home
safely.
Every
day
we
also
celebrated
our
school
resource
officers
last
week
for
SRO
Appreciation
Day.
D
D
This
month
is
Black
History
Month,
and
we
have
enjoyed
the
many
activities
sponsored
by
our
schools
and
Community
organizations
to
recognize
the
accomplishments
of
our
African-American
Heroes.
Last
Monday
I
had
the
opportunity
to
attend
the
Goose
Creek
naacp's
black
history
month
program,
during
which
I
gave
a
brief,
welcome
and
our
very
own
Dr
Glenda
Levine
was
our
Miss
Master
of
Ceremonies.
I
also
want
to
thank
our
I
said
it
again.
D
Our
Glenda
Levine
for
her
service
in
this
program,
The
Goose
Creek
chapter
of
the
NAACP,
also
unveiled
a
new
stamp
at
this
event,
and
it
was
of
the
author,
Ernest
Gaines.
Thank
you
to
Our,
Community
Partners
and
our
schools
for
your
support.
This
past
Friday
was
a
busy
day
for
our
teachers
and
District
staff.
As
we
all
gathered
for
Berkeley
County,
School
District's
annual
conference
Day
event
conference
day
is
a
professional
development.
Day
held
every
February.
D
It
is
a
chance
for
teachers
and
staff
to
sign
up
for
classes
and
most
of
them
led
by
other
teachers
within
our
district,
and
they
share
lesson
plans,
skills
and
techniques
that
they
can
incorporate
into
their
own
classrooms.
There
was
a
large
variety
of
classes
and
workshops
being
offered
all
day
between
the
Cane,
Bay
and
Sangaree
school
campuses.
D
Teachers
learned
about
new
Ela
standards
that
are
coming
in
to
unplay
the
art
of
the
Japanese
fish
Printing
and
how
it
can
be
used
in
both
Art
and
Science
classes.
There
were
CPR
and
stopped
the
bleed
training
sessions.
Teachers
could
sign
up
for,
and
there
was
even
a
nice
quiet
room
where
some
teachers
did
a
quick
yoga
session
to
woosa
and
learn
how
students
can
also
benefit
from
it.
D
During
the
day,
some
classes
feature
special
guests
certified
instructors
from
Charleston
craft
McGraw,
LED
selected
staff
through
training
on
real
life
scenarios
like
hostage
situations
and
the
district's
security
and
emergency
team
led
an
active
shooter
gunfire
assimilation
for
staff.
Members
I
want
to
personally
thank
our
teacher
forum
and
our
office
of
professional
development
for
making
this
conference
a
world-class
event
and
a
reality
each
year.
D
It
is
no
easy
feat
to
have
different
sites
and
people
going
different
places
and
everything
just
ran
very
smoothly,
and
thank
you
to
all
of
our
staff,
our
teachers,
our
invited
guests,
our
senior
cabinet,
our
division,
coordinators
and
directors
for
your
participation
in
leading
in
this
event
as
well.
If
you
want
to
check
out
the
photos
and
more
information
again
check
out
our
website,
there's
is
so
much
that
you
can
gain
from
there
from
the
work
that
you
have
done.
It's
definitely
inspiring
and
I
look
forward
to
continuing
to
improve
the
work
that
we
do.
AU
D
Our
teaching
and
learning
and
our
instructional
framework
together
here
at
in
Berkeley
County
Schools
Mr
chair.
That
concludes
my
report.
For
this
evening.
BF
Thank
you,
Dr
Dixon,
I
didn't
have
much
to
report
tonight,
but
one
of
the
hardest
things
that
we
deal
with
as
board
members
is
hearing
about
students
that
leave
us
too
soon,
and
this
past
week
we
lost
the
first,
a
first
grader
Philip
Simmons
Elementary.
BF
In
a
car
accident
on
the
way
home
from
school,
I'm,
sorry
I
didn't
think
I
was
going
to
do
this
I
just
like
to
remind
everyone.
It
was
a
reminder
to
me
to
treat
every
day
like
it
should
last
with
your
family,
with
your
students
and
just
hug,
your
loved
ones
and
I'd.
Ask
that
you
please
keep
the
family
in
your
thoughts
and
prayers.
