Have
a
motion
from
mr
wright
a
second
from
miss
tanner,
to
enter
into
executive
session?
A
The
stated
purposes
of
executive
session
are
as
follows:
to
be:
is
a
discussion
of
the
employment,
demotion
discipline
or
release
of
an
employee
or
employees
as
needed
to
see
a
legal
update
regarding
a
pending
pending
threatened
or
potential
claim,
or
other
matters
covered
by
attorney-client
privilege
and
d?
One
student
attendance
appeal
and
two
student
expulsion
appeals.
A
A
Ladies
and
gentlemen,
welcome
again
entertaining
motion
to
return
to
regular
session.
A
A
We
are
in
regular
session
and
for
the
record,
no
action
was
taken
in
executive
session.
The
next
item
on
the
agenda
is
I'll
defer
to
miss
tanner
for
our
national
anthem.
B
D
B
B
I
would
also
like
to
recognize
berkeley
intermediate
school
and
their
visual
arts
department
taught
by
miss
carolyn
molinax
student
artwork
has
been
displayed
in
the
entryway
for
everyone's
enjoyment.
If
you
have
not
done
so
before
the
meeting,
please
take
time
afterwards
to
look
at
this
display
of
talent
by
our
students.
Please,
let's
give
another
round
of
applause
to
cane
bay
middle.
B
A
The
next
item
on
legion
is
item
number
four
citizens
comments:
I'll
read
the
guidelines
in
order
to
conduct
the
meeting
in
an
orderly
and
efficient
manner.
We
ask
that
you
honor
the
following
guidelines.
Stakeholder
comments
are
welcomed
and
encouraged.
However,
the
board
will
not
take
immediate
action
on
public
comments
at
this
meeting.
A
A
A
F
A
little
bit
better,
okay,
I
haven't
been
up
here
to
speak
in
front
of
you
all
yet,
but
I
have
been
watching
you
on
youtube
and
I
have
been
following
every
policy
guideline
and
I
want
to
start
off
by
saying
thank
you
for
not
immediately
jumping
on
the
test
to
stay
bandwagon
that
a
lot
of
counties
have
done
and
for
looking
at
it
a
little
bit
more
thoroughly.
F
F
F
In
addition,
schools
are
asked
to
champion
coven
19
prevention
methods
among
students
and
teachers.
These
include,
encouraging
vaccinations
masking
indoors
hand,
washing
physically
distance
and
staying
home
when
sick.
Now,
for
two
years,
you've
heard
speakers
come
up
here,
saying
that
mass
aren't
doing
the
job
they're
supposed
to
do.
K-95
baths
are
not
fitted
for
children,
they're
not
going
to
help
and
cloth
max
have
been
proven,
although
dhec
has
not
proven
otherwise
to
not
be
effective
in
curbing
the
spread
of
coke
at
19.
F
to
ask
a
teacher
or
a
principal
or
even
a
school
nurse
to
encourage
minors
to
get
a
vaccination,
isn't
practical
and
also
it
shouldn't
be
legal,
that's
for
their
doctors
to
do,
and
when
dx
puts
these
requirements
on
our
staff
on
our
teachers,
you
have
to
see
that
these
policies
are
not
going
to
go
anywhere.
Knowing
this
we're
asking
you
not
to
champion
them,
there
is
a
resolution
going
through
the
counties
right
now
to
ask
dhec
to
re-evaluate
their
covid
quarantine
measures.
F
You've
all
seen
the
staffing
shortages
they're,
not
just
because
of
the
quarantine
measures.
A
lot
of
them
have
to
do
with
teachers
giving
up
on
policies.
I've
spoken
to
a
lot
of
these
teachers.
I've
spoken
to
three
principals
within
my
district
there's
nothing
they
can
do
because
they
have
to
champion
these
policies.
They
have
to
enforce
these
policies,
but
they
can't
hold
on
to
staff
members
and
kicking
volunteers
out
of
school
in
november
was
a
huge
mistake.
F
A
G
Thank
you
good
evening
board
chairman
barrow
superintendent
jackson
in
the
district
y'all
know
that
this
is
my
bible
study
night.
So
it's
important
for
me
to
be
here,
because
I
wanted
to
extend
thank
you
and
encouragement.
I
know
that
you
guys
sit
in
hot
seats
all
the
time
and
you
are
weighing
between
criticisms.
G
You
know
finger
pointing
and
etc,
and
that's
par
for
the
course,
but
I
also
want
to
as
much
as
we
might
complain
or
criticize
to
thank
you
and
encourage
you
to
continue
to
advocate
for
our
school
district
and
the
autonomy
of
our
school
district
and
to
make
sure
that
the
voice
of
the
citizens
of
berkeley
county,
who
really
extended
their
voice
in
the
last
election
cycle,
that
it
continues
to
be
heard
and
is
not
suppressed.
G
I
truly
believe
that
there
is
an
attempt
to
suppress
the
voice
of
the
people
and
the
will
of
the
people,
and
I
need
to
remind
you
and
encourage
you
that,
regardless
of
the
rhetoric
that
you
hear
on
a
daily
basis,
there
is
a
majority,
sometimes
silent,
but
there
is
a
majority
that
is
always
with
you
and
that
will
stand
with
you,
and
I
also
want
to
share
this.
I
promise
you
because
of
the
stand
that
you
are
taking,
there
will
be
attempts.
G
There
will
be
attempts
to
undermine
your
work,
whether
publicly
or
through
policy
or
something
like
that,
but
trust
trust,
the
capital
that
you
have
built
in
our
building
with
the
community
with
the
citizens
we're
trying
our
best
to
educate
our
citizens
and
make
sure
that
they
are
aware
of
the
many
nuances
of
of
what
you
all
have
to
deal
with.
So
from
a
large
majority
of
the
constituents
we
say.
Thank
you,
stay
encouraged
and
please
keep
fighting
for
the
voices
of
the
many.
Thank
you.
A
Thank
you,
miss
lankford.
Our
next
agenda
item
is
any
action
is
required
for
items
from
executive
session.
We
originally
had
one
attendance
appeal,
but
that
has
been
resolved.
We
have
two
expulsion,
appeals,
I'll
entertain.
A
motion
for
the
expulsion
appeal
for
student
number.
One.
C
A
We
have
a
motion
from
miss
walford,
a
secretary
for
mr
mcquillen,
to
allow
the
administration
to
handle
this
privately
and
individually
with
the
parents
of
the
student.
Is
there
any
discussion
hearing?
None
will
call
the
question
all
in
favor.
Please
respond
by
saying
aye
aye,
all
opposed,
nay
motion
carries
unanimously.
I
A
We
have
emotional,
mr
mcquillen
secretary,
ms
littleton,
to
assign
the
student
to
the
berkeley
alternative
school
for
the
remainder
of
the
school
year.
Is
there
any
discussion
hearing,
none
we'll
call
the
question
all
in
favor
of
the
motion.
Please
respond
by
saying:
aye
aye
any
opposed,
nay,
you
guys
have
it
by
a
vote
of
non-zero.
The
motion
carries.
A
We
also
have
some
other
hr
motions.
A
B
A
Second,
for
ms
tanner
to
accept
the
personnel
recommendations
of
the
administration
as
discussed
in
executive
session,
is
there
any
discussion
hearing,
I'm
call
a
question
all
in
favor
of
the
motion.
Please
respond
by
saying:
aye
aye
any
opposed,
nay,
yes,
have
it
by
vote
of
non-zero.
The
motion
passes.
B
A
I
have
a
motion
from
ms
tanner,
a
second
from
ms
littleton,
to
submit
a
mandated
report
to
the
state
of
educate
state
board
of
education
regarding
unprofessional
conduct
discussed
in
executive
session.
Is
there
any
discussion,
we'll
call
the
question
all
in
favor
of
a
motion?
Please
respond
by
saying
aye
aye,
any
opposed,
nay
guys
have
a
vote
of
9-0.
H
A
We
have
a
motion
from
miss
walker,
the
second
from
ms
maroon-
to
approve
contracts
in
advance
for
100
unspecified
allocations
that
currently
exist,
which
will
be
filled
for
the
2022-2023
school
year.
Is
there
any
discussion,
I'd
like
to
say
that
this
is
money
that
was
already
allocated
for
positions
this
year,
but
positions
were
not
filled?
This
is
an
attempt
to
make
certain
that
that
berkeley
county
is
in
a
cutting
edge
on
the
cutting
edge
of
being
able
to
hire
qualified
teachers
early
for
next
year.
A
E
A
B
B
A
A
The
next
agenda
item
is:
agenda:
item
number,
seven
attendance
lines
and
student
assignments.
This
has
been
added
to
the
agenda
at
the
request
of
three
board
members
who
feel
that
another
reading
is
required.
A
A
All
advice
indicates
that
a
third
reading
is
not
needed,
as
the
board
action
in
december
was
final.
Andrea
white
from
white
and
story
is
here
to
discuss
this
matter
and
is
available
to
answer
any
questions.
The
board
may
have
miss
white.
Please
come
to
the
podium
and
and
explain
your
rationale
in
your
judgment
and
entertain
any
questions.
The
board
members
may
have
good
evening.
D
K
Mr
barrow,
you
contacted
me
about
a
question
whether
or
not
the
board
was
obligated
to
give
another
reading
to
the
passage
of
a
change
in
student
attendance
lines.
The
board
states
in
its
policies
that
it
follows
robert's
rules
of
order
with
regard
to
the
conducting
of
its
meetings
and
robert's
rules
of
order
does
not
require
that
two
readings
be
given
to
any
policy
or
to
any
change
in
policy.
I
also
reviewed
all
of
so
that
leaves
that
question
then
to
a
board's
own
internal
operational
guidelines.
K
I
have
reviewed
all
of
your
relevant
board
policies
and
there
is
nothing
in
board
policy
that
requires
that
two
affirmative
votes
occur
in
order
to
pass
a
policy
or
a
change
in
policy.
The
purpose
of
giving
readings
to
a
proposed
policy
or
a
policy
change,
is
to
provide
notice
to
the
public
of
what
is
going
to
be
contained
in
the
policy
or
in
a
revised
policy,
so
that
the
public
will
have
the
opportunity
to
comment
on
the
topic
of
the
policy
or
the
changes
in
the
policy
and
based
on
the
information.
K
I
have
been
provided
by
the
district
that,
in
fact
has
occurred
not
just
at
the
two
readings
in
november
and
december
of
last
year,
but
also
through
workshops
and
on
the
district's
website,
where
the
public
was
given
notice
of
what
the
changes
were
going
to
be
before
the
board
acted
on
them.
So,
based
on
all
of
that
information,
I
do
not
believe
that
the
board
is
legally
obligated
to
take
this
matter
up
for
a
third
time
and
I'm
happy
to
answer
any
questions
that
any
trustees
might
have.
C
I'd
like
to
ask
you
the
same
question.
I
asked
you
back
in
executive
session,
so
we
got
a
memo
from
another
law,
firm
dave,
duffle
from
duff
freeman
in
line,
and
in
that
memo
they
say.
Although
the
chair
during
discussion
at
the
november
meeting
did
refer
to
a
first
and
second
reading
of
attendance
plan,
the
agenda
for
the
november
meeting
did
not
list
the
action
to
be
taken
at
the
meeting
as
a
first
reading
and
vote.
C
Likewise,
the
agenda
for
the
december
meeting
did
not
list
the
action
to
be
taken
as
a
second
reading
and
vote
concerning
certain
other
matters,
perhaps
by
historical
practice.
The
board
may
have
at
times
followed
a
procedure
of
giving
two
readings
and
two
votes
and
in
those
situations,
presumably
the
two
readings
and
two
votes
process
was
specified
in
the
agenda
for
the
two
meetings.
C
That
does
not
appear
to
be
the
case
here
and
so
there's
been
board
confusion
amongst
board
members
about
whether
we
had
a
first
and
second
reading
and
I've
heard
from
several
members
that
the
public
has
also
had
concerns
and
wondered
whether
or
not
there
was
a
first.
There
was
a
second
reading,
so
is
there
anything
legally
that
prevents
us
in
the
interest
of
transparency
and
to
clear
up
the
public
confusion
to
vote
on
this
again
tonight.
K
There
is
no
reason
that
you
cannot
vote
on
it
again
tonight
in
reviewing
the
recording
from
the
november
9th
meeting.
It
was
clear
to
me
that
chair
vero
indicated
that
it
was
a
first
reading
and
that
there
would
be
a
final
reading
at
the
next
meeting
the
meeting
in
december.
Apparently,
the
agenda
did
not
specify,
did
not
specify
that,
but
looking
at
your
agenda
example
for
the
for
this
evening,
your
your
agendas
are
pretty
bare
bones.
K
B
Thank
you.
I
would
like
to
make
a
statement
in
that
same
letter
from
duff
freeman
and
lyon.
It
is
stated
that
a
recent
recitation
I.e
a
reading
and
review
of
at
least
one
plan
took
place
at
both
the
november
and
december
meetings
in
an
effort
to
be
transparent.
I
just
want
the
public
to
hear
that
and
understand
that.
A
Any
other
questions
for
miss
white.
A
Thank
you
very
much
for
the
presentation,
ms
white.
I
thank
you
for
coming.
I
I
know
it
was
some
travel
for
you
and
safe
travels
back
home.
C
D
A
A
C
A
Understood,
thank
you
for
that
comment.
Any
other
comments,
any
other
information
or
questions
from
the
board
board
members.
A
So
we
will
need
a
motion
to
to
actually
approve
2a
again,
I'm
not
sure
how
that
was
how
that
was
crafted
in
terms
of
a
motion
earlier,
but
does
anybody
anybody
want
as
chair,
I'm
not
going
to
make
that
that
motion
who
wants
to
make
the
motion?
If
you
agree
with
mr
ram
mr
mcquillen,
if
not
you
can
you
can
state
your
opposition
or
your
concerns
about
this
at
this
time?
D
A
Prior
motion
and
to
affirm
for
a
second
reading
the
vote
for
2a
as
a
part
of
that
last
item
in
december,
so
we
have
a
motion.
We
have
a
second
do
we
have
any
other
discussion.
H
I
appreciate
the
board
taking
it
up
again.
I
have
had
questions
about
it.
I
do
believe
there
has
been
past
practice
to
have
two
affirmative
votes.
I
appreciate
the
legal
advice
and
the
policy.
H
I
think
we
need
to
address
this
policy
long
term
to
make
it
clear
because
confusion
is
is
never
good,
especially
when
people
are
thinking
about
their
children,
they're,
emotional,
and
then
we
should
be
have
absolute
clarity,
so
I
appreciate
the
board
taking
it
back
up
again.
My
opinion
hasn't
changed
of
what
I
think
is
the
good
outcome,
but
for
the
for
the
benefit
of
our
families,
I
appreciate
it
being
added
to
the
agenda
and
being
taken
up
again.
A
Very
welcome
is
there
any
other
discussion
regarding
this
before
we
call
the
question
hearing,
then
we'll
call
the
question
to
approve
the
item
2a
under
the
attendance
lines
and
student
assignment
all
in
favor
of
that
motion,
please
respond
by
saying
aye
aye,
all
opposed,
say,
nay.
A
L
L
L
L
The
students
also
required
to
wear
a
mask
during
that
period,
while
participating
in
tests
to
stay
even
with
a
negative
test.
I've
shared
the
tested,
stay
program,
information
with
our
covet
team
and
we're
currently
working
on
a
plan.
We're
not
prepared
to
administer
that
at
this
present
time,
but
we
are
working
on
a
plan.
More
information
will
be
available
soon
for
a
few
weeks.
Excuse
me,
a
few
weeks
ago
we
requested
an
increase
in
our
substitute
pay
rate
and
we
shared
that
our
fill
rate
had
decreased
to
54.
L
I'm
happy
to
report
to
you
tonight
that
our
fill
rate
is
now
approximately
90
percent,
and
actually
today
it
was
94
percent,
so
that
was
a
board
for
approving
that
recommendation.
L
Substitutes
play
a
vital
role
in
sustaining
our
operation
for
our
schools.
Please
visit
our
website
if
you're
out
there
listening.
Please
visit
our
website
if
you're
interested
in
becoming
a.
L
We're
still
recruiting
we're
always
recruiting.
I
want
to
take
an

The
next
item
is
the
board
chair
update
just
a
couple
of
items,
but
first
I'd
like
to
to
recognize
two,
ladies,
that
are
instrumental
in
in
our
teacher
forum,
I'd
like
to
recognize
teachers
of
here
miss
judy
rainey
from
a
couple
years
ago
and
brittany
gary
thank
you
for
coming
tonight.
God
bless
you
and
I
know
it's
a
tiring
task,
but
you
you

done
a
marvelous
and
miraculous
job
with
teacher
forum,
and
we
appreciate
that
very
much.
Let's
give
them
a
round
of
applause.
A
A
No
laughs,
I
guess
that's
real
the
other.
The
other
item
that
I
have
is
the
appointment
of
a
special
committee.
I'm
asking
the
board
to
approve
my
recommendation
for
an
evaluation
committee
for
external
financial
auditors.
A
This
board
committee
will
will
oversee
the
process
of
recommending
to
the
full
board
a
group
or
a
firm
for
the
external
financial
auditors,
and
if
you
will,
I
would
I'd
like
to
appoint
mr
mike
mcquillen
from
district
2.
As
the
chair

Oh,
mr

I
didn't
see
him

so
I'll,

a
motion
to
adjourn
so
that
the
committees
may
proceed.
A
I
have
a
motion
from
this
littleton,
a
second
from
who
made
the
second
miss

to
adjourn
the
meeting,

C
P
Thank
you
good
evening,
chairman
mcquillen,
mr
jackson,
and
board
members.
At
our
january
meeting,
there
was
a
request
for
additional
information
regarding
rfp
617-2122
for
cell
tower
leasing
and
licensing.
Mr
john
arthur
from
wireless
edge
is
with
us
this
evening
to
provide
additional
information
and
to
answer
any
questions
that
you
may
have
regarding
this
project.
This
is
for
information
only,
and
there
is
no
item
on
the
agenda
for
an
approval
this
evening.
Q
Good
evening
superintendent
board
members,
my
name
is
john
arthur
with
apc
edge.
Unfortunately,
danny
agresto
wanted
to
be
here
tonight.
He
had
back
surgery
a
couple
weeks
ago,
so
he
really
wasn't
ready
to
come
out
he's
still
in
recovery,
so
he
sends
along
his
apologies.
Q
Thank
you
yeah.
It
was
a
long
trip.
This
morning
I
came
down
from
new
york,
so
oh
wow,
it
might
be
a
little
bit
crusty
but
we'll
get
through
it.
I'm
here
to
answer
any
of
your
questions.
I
have
a
short
presentation.
It's
a
lot
of
material
that
we've
seen
before
I've
tried
to
target
some
of
the
questions
that
I
understand
you
you
folks
have
and
without
further.
O
Q
Q
So,
a
little
bit
about
the
summary
of
the
project,
we're
very
hands-on
company,
a
boutique
tower
company.
We
have
a
lot
of
hands-on
by
our
principals,
so
the
district
really
get
a
lot
of
attention
and
high
priority
in
this
type
of
program.
We're
not
a
large.
You
know,
international
company,
that
you
know
subs
everything
out.
We
take
every
everything
internally.
Q
Q
Q
Bases
we
would
also
like
to
emphasize
that
the
district
properties
are
not
going
to
compete
with
other
apc
edge
properties,
and
that
includes
properties
that
are
by
wireless
edge
and
by
apc
towers.
So
that
means
that
we're
not
going
to
have
properties
that
we're
when
we're
presenting
to
the
carriers
that
we
have
alternates
to
present
to
them.
So
we're
presenting
your
properties
as
the
only
property
we're
backed
by
pepper
tree
capital
based
out
of
the
screen,
falls
ohio.
Q
So
for
for
each
tower,
we
start
out
with
an
sla
signing
bonus.
So
that's
a
site
license
agreement.
So
once
we've
presented
a
site
to
the
district
and
you've
approved
the
site
and
we
go
forward
once
we
execute
the
lease
agreement.
Is
a
five
thousand
dollar
signing
bonus
once
the
site
gets
constructed,
there's
an
additional
seventy
five
thousand
dollar
bonus
and
then,
as
we
sub
license
to
each
of
the
wireless
carriers,
this
five
thousand
dollar
bonus
for
each
of
those.
So
in
this
market
there
are
really
four
active
wireless
carriers.
Q
There's
a
the
big
nationals,
18t
verizon
t-mobile.
You
know
you
know
t-mobile
merged
with
sprint
not
long
ago,
and
it's
a
new
entrant
dish
network
they
really
haven't
built
yet
but
they're
just
coming
into
the
market,
so
they're
they're
really
considered
a
fourth
carrier
coming
along.
Q
Q
The
tower
the
compensation
package
is
really
a
revenue
sharing
deal,
so
it's
50
50
and
that's
50
percent
of
the
gross
proceeds
we
get
from
the
wireless
carriers.
We
have
a
minimum
guarantee.
So
you
know
there's
there's
an
absolute
for
15
000.
Q
So,
for
example,
if
we
sublease
to
a
carrier
for
thirty
thousand
dollars
a
year,
an
annual
rent
you're
getting
fifteen
thousand
if
we
sublease
for
twenty
thousand
dollars,
you're
still
getting
fifteen
thousand.
Obviously
our
goal
is
align
with
yours
to
get
as
much
as
possible,
and
you
know
we
consider
the
floor.
Q
15
000
an
absolute
minimum
and
we're
also
guaranteeing
two
percent
per
year.
The
market
is
about
two
percent,
three
percent
annual
escalation.
So
again
you
know
we're
pushing
for
the
higher
escalations,
but
you
know
we
know,
as
as
a
minimum
level
that
we
can
guarantee
to
you
we're
putting
out
two
percent.
Q
Q
We
also
have
a
small
cell
license:
option
which
is
50
50.
small
cells
could
be
on
street
lanterns.
It
could
be
on
a
utility
pole.
It
could
even
be
on
a
building
they're
generally
lower
to
the
ground
single
carrier
installations.
There's
not
a
lot
of
revenue
involved,
but
they're
a
supplementary
site.
Q
If
a
wireless
carrier
wants
to
bring
one
to
the
district,
we
want
to
offer
you
that
option
that
we
can
come
in
and
get
those
licenses
done,
and
those
are
generally
a
few
hundred
that
the
few
thousand
dollars
a
year
so
maybe
two
to
five
hundred
dollars
a
month.
It's
kind
of
what
you're
talking
about
for
a
small.
D
Q
Than
the
the
tower
sites,
we
also
have
an
option
and
I
don't
believe
you
have
any,
but
we
have
an
option
if
there's
existing
licenses
on
your
buildings,
we'll.
Q
Q
Q
So
this
general
structure
is
we
have
a
management
agreement
that
allows
us
to
market
to
the
wireless
carriers,
identify
opportunities,
bring
them
to
you
and
for
those
that
you
approve
we
go
forward
and
then
for
each
site.
We
write
a
individual
license
agreement
using
a
standard
template
that
we
pre-negotiate.
Q
Q
There's
nothing
else
around
there,
there's
no
competing
structures,
there's
no
existing
cell
towers
and
that's
a
good
opportunity
for
a
wireless
carrier
to
come
in
bring
coverage
to
that
particular
community
and
we've
divided
that
into
two
categories:
kind
of
a
lower
rate
upper
rate.
So
when
we
did
our
projections,
we
said
you
know,
what's
the
top
of
the
market,
you
know
what's
the
bottom
of
the
market,
and
these
are
the
numbers
for
for
those
sites
and
again
that's
per
site
and
then
tier
two
properties.
Q
Those
are
properties
where
maybe
it
is
a
cell
tower
within
you
know,
half
a
mile
to
a
mile
away:
it's
still
an
opportunity
for
for
a
site.
It
may
be
more
of
a
capacity
expansion
site.
So
it's
not
an
area
where
there's
simply
no
towers
and
the
carriers
all
need
that
area.
So
those
we
assign
percentages
to
determine
how
many
we
think
are
going
to
be
actually
interested
into
the
carriers
are.
J
Those
yellow
numbers
for
tier
one
and
two,
the
upper
and
lower
rate,
are
those
over
a
50-year
period
or
because.
Q
I
see
you
they,
they
are
over
50-year
period.
Okay,
yes
again,
we
I
believe
we
escalated
it
using
the
the
range
for
sell
carrier
leases
is
pretty
narrow,
you're
generally
negotiating
with
hundreds
of
dollars,
and
then
the
opportunity
is
really
once
you
get
carries
on
on
the
sites.
They
upgrade
the
equipment
over
time,
so
they
had
antennas.
Q
And
then
they
pay
more
rent
associated
with
that,
so
we
did
based
on
our
projections.
We
did
a
50-year
program,
revenue,
projection
of
73
million
and
again
it
could
be
more.
It
could
be
less.
It
depends
on.
You
know
how
it
actually
rolls
out,
there's
also
additional
benefits
to
the
county
and
the
district.
Q
We
generally
let
local
first
responders
the
the
districts
and
tenants
the
county
antennas
can
occupy
the
top
of
the
tower
for
rent
free
and
when
I
say
top
of
the
tower,
it
could
be
top
of
the
tower,
but
it
could
also
be
on
the
side.
So
sometimes
agencies
will
put
antenna
at
the
top
and
put
a
microwave
dish
below
and
then
we'll
do
all
that
installation
work
for
for
the
district
at
at
our
cost.
Q
We
have
a
24,
7
emergency
live
operator
phone
service,
so
all
our
sites
have
signage
and
someone
can
call
that
number
and
get
to
a
live
person
to
get
to
one
of
us.
If
something
happens
and
it
does
happen,
you
know
I
do
get
calls
at
four
in
the
morning
when
someone
breaks
into
a
site
or
something
happens,
you
know
or
they
find
a
chain
loose
and
they
want
to
report
it.
So
it
does
happen.
Q
We
also
have
a
security
plan,
so
that's
something
we
would
work
with
the
district
on
and
how
do
you
want
to
handle
it
globally
and
also
each
particular
school?
You
know:
what's
the
procedures
for
accessing
the
school
during
during
school
hours,
after
school
hours
or
during
weekends
or
in
the
evenings,
you
know
their
dates,
combinations?
Who
do
you
notify?
Q
You
know?
What
do
you
want
us
to?
Do?
You
want
to
do
background
checks
on
the
contractors.
Obviously
background
checks
on
our
own
employees
and
those
are
the
type
of
things
that
we
will
bring
to
the
program.
Q
And
this
is
just
goes
back
to
what
I
was
saying
earlier
about
the
cut
the
tears
that
we
broke
down.
I
won't
get
into
the
details
here,
but
it's
really
a
good
potential,
some
potential
or
poor
potential
and
in
our
proposal
we
had
some
examples
and
we
there's
a
couple
schools
where
there's
a
tower
literally
next
door
and
obviously
that's
not
going
to
make
for
a
tower
on
your
property.
Q
So
the
way
we
approach
these
projects
is,
we
are
under
the
marketing
agreement.
You
know
we're
your
communications
site
manager
when
a
site's
developed,
that's
a
tower
facility,
so
that
tower
facility
pays
rent
to
us
as
a
as
a
manager,
and
then
we
aggregate
it
and
provide
you
with
the
remittance
with
with
reporting,
so
we'll
do
typically
a
monthly
report
and
then
that's
a
rolling
report.
So
at
the
end
of
the
year
that's
going
to
be
an
annual
report
and
then
we
also
take
that
we
send
it
to
our
cpas.
D
Q
To
change
marketing
companies
the
system
is
established,
so
the
remittances
can
then
go
to
the
new
marketing
company.
You
know
the
new
manager,
so
it's
kind
of
pre-set
up
for,
if
you
had
to
you,
know,
change
this
out
for
another
company
for
whatever
reason,
and
obviously
we
don't
believe
you
would,
but
it
just
it's
structured
that
way.
We
have
complete
program,
transparency,
it's
something
that
you
don't
often
find
in
the
tower
business
copies
of
all
the
sub-lease
agreements.
Amendments
rents.
You
know
we
scan.
Q
Q
However,
you
have,
if
you
like,
we
also
have
ability
to
do
services
in
kind
so,
for
example,
we're
working
on
a
fire
department,
it's
actually
a
fire
department,
installation
on
a
school
property
and
as
part
of
putting
the
fire
department's
equipment
on
there,
we're
purchasing
materials
for
them
and
then
we're
deducting
it
from
the
rents.
That
would
be
due
to
them,
so
we
we
provide
them,
quotes
from
the
materials
we're
doing
all
the
labor
for
free.
Q
So
a
bit
about
the
district
and
involvement,
so
the
district
will
review
and
approve
all
tower
facilities
so
for
each
facility
we'll
work
with
you
to
select
the
best
location
on
each
property
and
general
considerations.
You
know
we
like
to
keep
the
sites,
so
they
have
independent
access,
so
they
don't
have
to
go
through
the
regular.
You
know
school
entrances
or
regular
school
grounds,
so
putting
them
out
of
the
way
and
and
in
the
best
location,
you
know
really
works
best
tower
design,
that's
going
to
vary
by
sites.
Q
I
got
a
couple
examples
coming
up
on
different
tower
types
and
that
a
lot
of
it's
going
to
be
what's
the
aesthetics
of
the
community,
how
close
is
it
to
residences?
You
know?
What's
the
sensitivities
in
that
particular
school
for
for
for
the
type
of
sites,
the
fencing
is
different
materials
landscaping.
Q
You
know
all
that
we
will
work
out
on
a
site-by-site
basis.
Likewise,
how
we
access
the
site
and
how
we
bring
utilities
in
both
have
to
be
decided
some
sites.
You
might
need
road
gates
and
those
will
be
individually
locked
as
well,
and
then.
Q
We
do
is,
we
will
have
a
combination
to
get
into
a
site,
but
we'll
have
a
different
combination
for
the
road
gate
because
you
may
not
want
to
have
the
carriers
have
that
combination
you
may
want
to
have.
You
know
us
provide
that
or
have
someone
from
the
school
open
it
up
for
them,
and
then
we
have
signage.
All
our
sites
have
is
required.
Q
And
here's
some
examples
of
of
the
signs
that
we
on
our
sites.
We
also
do
custom
signs,
so
you
know
a
couple
of
these
examples:
one's
located
at
a
police
station
and
that's
the
one
on
the
right
in
mont
valle.
They
want
someone
to
check
in
the
police
station
every
time
they
go
to
the
site.
So
we
put
a
special
sign
on.
Q
We
have
another
property,
which
is
it's
actually
fairly
remote,
but
they
want
to
notify
the
police
when
someone's
on
the
property,
even
though
there's
no
other
facilities
there,
that's
just
what
they
they
wanted
us
to
do,
and
here's
some
of
the
tower
types
typical
monopole
you've
seen
many
of
them
around
the
area.
We
do
a
brown
monopole
very
often
and
again
that
depends
on
the
backdrop,
are
there
any
hills
woods?
So
we
find
that
that
site
tends
to
look
better
than
it's
the
standard.
Q
Galvanized
pole,
it's
pretty
serviceable,
there's
also
a
mono
pine,
which
is
a
stealth
tree
again,
it's
a
matter
of
placement.
Sometimes
these
can
look
good
in
the
right
setting
and
sometimes
they
can
look
silly
in
the
right
setting.
You
know
the
wrong
side.
We
also
have
a
unipole
design,
which
could
be
a
flagpole.
Q
Q
Here's
an
example
of
the
facility
governor
flemington
high
school,
there's,
130
foot
monopole.
You
see
it's
kind
of
off
the
to
the
side
of
the
the
athletic
fields.
Q
That
was
a
five
carrier
capacity
with
public
safety
and
that
particular
site
was
a
was
a
was
a
known
coverage
hole
they
had
no
coverage
in
the
school.
The
school
was
very
much
in
favor
of
it.
Q
Q
Q
Q
Okay,
so
see
up
there.
Okay,
so
actually
I'll
put
it
up
on
this
one.
So
this
was
an
existing
road
which
serviced
the
athletic
fields.
They
had
a
baseball
field
over
here.
This
was
a
field
that
was
just
more
of
a
practice
field
less
used
and
we
had
soccer.
So
we
created
a
new
road
that
went
down
and
actually
goes
through
some
some
trees
to
a
lower
level
and
that's
where
the
site
is
located.
So
it's
pretty
well
hidden-
and
this
is
a
residential
neighborhood
up
in
here.
Q
And
this
is
the
ground
installation.
What
you
don't
see
in
this
photograph
is
off
to
the
right
there's
a
layer
of
landscape.
So
we
had
some
scotch
pines
that
that
was
maybe
20
feet
or
so
in
front
of
the
fence.
And
then
we
used
the
perma.
D
Q
Q
Now
I
don't
understand
there
were
some
questions
about
rf
safety,
so
I
put
together
this
exhibit.
This
was
actually
it's
that
same
school
berkeley
high
school-
and
this
is
an
rf
report.
So
very
often
when
we
go
through
a
zoning
and
planning
process,
we'll
do
an
analysis
of
the
carriers
that
are
going
on
there
and
what
the
radio
frequency
emissions
would
be
from
that
site
and,
as
a
general
rule,
we
have
to
comply
with
the
fcc
limits,
which
is
the
maximum
permissible
emissions.
Q
There's
a
public
limit
and
there's
a
a
worker
limit,
so
a
public
and
a
you
know
mainly
for
workers
on
the
cell
tower
itself.
So
really
with
their
concern
is,
if
someone's,
really
climbing
the
tower.
That's
really
where
this
becomes
relevant.
So
what
you
see
in
this
case
is
we
have
whoops.
Q
So
we
have
verizon
18
t
in
this
case
t-mobile's
and
sprint,
including
the
next
tele
frequencies,
which
brent
owns
so
really
now
it's
t-mobile
sprint
and
excel
all
together.
C
Q
So
the
fcc
had
determined
a
safety
level,
so
they
went,
and
you
know,
there's
a
there
was
a
number
of
committees
and
you
know
the
the
ieee
and
they
they
agreed
on
what
would
be
considered
to
be
an
unsafe
level
and
then
they
gave
it
a
safety
factor
and
that
safety
factor
something
like
50
000
times
below
that
level.
So
they
came
up
with
a
level
that
the
wireless
carriers
have
to
have
to
meet
and
if
they
don't
meet
it,
then
they
have
to
go,
get
special
approvals
and
have
special.
Q
You
know
you
know
protections,
so
this
would
be
what
a
person
would
the
missions
that
you'd
see
just
walking
around
a
site
and
you
could
be
hundreds
of
feet
from
the
site.
So
what
really
happens
is
that
when
you
do
the
calculations,
there's
a
particular
point:
that's
theoretically
the
maximum,
so
they
just
max
everything
out
across
the
board.
That's
why
these
numbers
are
so
conservative
because,
let's
say
verizon,
you
know
maxes
out
at
400
feet
and
18.
T
max
is
out
at.
Q
Just
take
the
worst
across
the
board
to
come
up
with
a
number
and
then
on
on
all
these
reports,
we're
always
in
that
four
percent
or
less
range
and
really
public
safety
is
those
type
of
antennas
which
are
the
lower
frequencies.
You
know,
police
and
fire
are
generally
the
big
contributors
in
the
sites,
more
so
than
the
wireless
carriers.
Q
So
I
mean
another
way
to
think
about
it
is
you
know
your
cell
phone
that
has
to
transmit,
and
that
has
to
reach
the
tower.
Likewise,
the
tower
has
to
reach
you.
So
it's
basically
the
same
power
level.
You
know
where
you're
at
so
so.
Q
They
do
okay,
so
we
had
actually
pretty
interesting
discussion
during
the
recent
zoning
presentation
with
one
of
the
carriers,
and
there
are
folks-
and
this
was
a
town
where
they
had
no
cell
phone
coverage.
We
we
brought
a
tower
to
them-
maybe
six
or
so
years
ago,
but
it's
very
far
away
and
the
plan
was
always
to
have
two
towers
to
cover
the
town.
Q
So
now
we're
going
back
to
them
with
the
second
tower
to
cover
the
other
half
of
town-
and
you
know
what
was
explained
was
that
if
you're
living
in
the
part
of
town
that
you
have
barely
any
coverage,
you
might
still
have
a
bar
on
your
phone.
You
might
be
able
to
make
a
phone
call,
but
your
phone
is
trying
to
reach
that
five
mile
away
tower.
So
your
phone
is
constantly
powered
up,
so
it's
actually
more
energy
coming
out
of
your
phone,
because
there's
not
a
cell
tower
nearby.
Q
Q
The
wireless
carriers
are
pretty
sophisticated
players
in
the
market
and
you
know
we've
over
the
years,
learned
kind
of
all
the
tricks
and
traps
and
how
to
manage
these
facilities
so
that
you
know
the
carrier's
equipment
is
properly
monitored
and
you
get
the
revenue
that
you're
supposed
to
get,
and
you
know
the
structural
integrity
of
the
towers
is
maintained.
So
we
do
all
that
ours
ourselves.
We
don't
let
the
carriers
do
their
own
structural
analysis.
We
control
that
process
so
that
you
know
we
have
the
data.
Q
You
have
access
to
that
data
at
all
times
and
it's
really
our
asset.
So
we
want
to
make
sure
that
it's
appreciated
5g.
E
D
Q
So
when
I
I
started
out
in
the
cell
business
in
96,
so
that's
just
about
when
the
pcs
carriers
like
sprint
and
t-mobile
just
came
out
of
the
gate
and
they
were
really
coming
out
with
2g
networks
and
then
not
long,
maybe
six
or
seven
years
later
they
started
going
3g
and
then
maybe
it's
10
years
ago
they
went
to
4g
with
the
lte.
Q
It's
a
long-term
evolution.
So
now
they're
talking
5g
so
what's
also
happened
in
between
is
that
we
used
to
see
equipment
changes
every
five
years,
then
maybe
every
four
years.
So,
if
you
ask
me
five
years
ago,
I
was
saying
well
every
24
months
we're
seeing
something
being
changed
out:
a
new
technology,
a
new
antenna,
a
new
way
of
you
know
getting
more
out
of
the
cell
sites.
Now
it's
almost
every
year,
so
we've
got
lots
of
amendments
that
going
on
they're,
constantly
moving
equipment
around
the
cell
towers,
the
cell
sites.
Q
The
carriers
are
putting
out
now,
unless
you're
in
a
really
dense
urban
area,
they're
generally
4g
coverage.
So
it's
going
to
take
a
while
to
get
5g,
so
the
5g
the
way
to
look
at
it.
The
way
I
look
at
it
is
there's
kind
of
two
pieces
to
that.
One
is
it's
faster
service,
so
how
does
the
carrier
get
faster
service,
we'll
have
to
add
more
equipment
and
they
have
to
add
more
a
backhaul,
so
they're
putting
in
higher
speed
more
fiber
for
that
size?
Q
That
site
can
go
faster,
they're
trying
to
get
the
that
backhaul
closer
to
the
sites.
So
there's
a
lot
of
talk
now
about
edge
computing,
where
they
they
put
the
the
services
actually
at
the
cell
tower
to
reduce
the
latency
and
the
delays
and
the
data
going
back
and
forth.
So
that's
all
really
part
of
5g
there's
also
another
part
of
5g,
which
is
utilizing
new
frequencies
that
the
government
has
put
out
for
new
services.
Q
A
Q
And
this
is
just
a
closing
slide,
just
so
again,
some
some
photographs
of
some
of
our
capabilities.
We've
done
a
lot
of
on
governmental
properties.
Custom
designs
that
that
site
up
to
the
upper
left
is
a
smoke
stack.
That's
a
six
level
cell
tower
inside
of
there
that
we
custom
designed.
Q
I
don't
really
want
to
do
too
many
of
those
they're
very
expensive,
but
in
that
particular
case
that
the
town
wanted
something
to
look
like
a
smokestack.
That's
what
we
designed
in
the
middle.
We
have
a
stealth
chimney,
that's
on
the
rooftop
in
the
historic
district,
and
we
we
designed
that,
in
collaboration
with
a
manufacturer
to
to
get
through
the
local
landmarks
approval
process.
Q
I
can
send
you
some
links,
so
I
can.
I
can
get
you
that
I'm
certainly.
Q
An
actual
copy
of
an
rf
safety
report,
so
the
report
that
I
presented
here
I'll
send
you
guys
that
report
it's
a
bit
technical
to
get
through.
You
might
get
go
to
sleep
by
like
third
page
there's
a
lot
of
calculations,
but
you
know
if
you
go
through
the
summary
you'll
see
that
table
and
it'll
really
break
it
down,
and
it
will
also
give
you
some
references
to
to
look
at.
C
I
tell
you
the
revenue
looks
great
and
for
ashley's
purposes
the
guaranteed
rent
is
a
great
thing
for
budgeting
purposes
too.
We
did
at
the
prior
meeting
when
this
first
came
up.
We
had
a
speaker,
actually
wasn't
a
board
member.
We
had
a
speaker
come
up
and
talk
about
the
health
concerns
and
health
issues,
and
so
I
think
that
would
be
helpful
for
you
to
send
us
that
my
question
is
you
know
if
it's
over
that
four
percent?
Are
there
known
health
issues?
Is
it
cancer?
C
Q
We've
never
seen
a
site
that
goes
that
far,
but
you
know
the
industry
relies
on
the
the
numbers
put
forth
by
the
fcc
and
one
of
the
reasons
why
they
did
it
was
because
they
didn't
want
when,
when
carriers
had
gone
before
zoning
boards,
they
didn't
want
each
one.
You
know
trying
to
renegotiate
the
health
standards.
So
that's
why
they
established
this
level,
where,
if
you're
within
that,
that
can't
be
an
issue
for
denial.
Q
So
the
board
can't
deny
based
on
health
issues
if
they're
compliant,
but
it
really
turns
out
that
the
levels
that
that
we're
actually
seeing
are
way
way
below
anything
close
to
to
that
I
mean
I've
even
been
on
rooftops
where
we
had
safety
monitors
and
you're
holding
them
right
next
to
an
antenna
and
you're
still
getting.
You
know
13
or
something
like
that,
so
it
it's.
O
Q
More
concerned,
if
you're
in
a
very
heavy
and
rf
environment
for
for
workers
on
a
rooftop
with
you
know,
hundreds
of
antennas,
radio,
station
type
transmitters
are
high
power.
That's
really
where
these
things
really
come
into
play.
The
cell
towers
themselves
is,
is
pretty
low
and
the
further
away
you
get
from
it.
It's
really
the
it's
inversely
proportional
to
the
square
of
the
distance.
So
as
you
get
further
away,
you
know
it's,
you
know.
10
feet
is
100,
so
it's
like
that.
C
Q
Those
workers
don't
go
into
anything:
it's
like
a
heavy
arf
environment.
They
they're
going
to
wear
protective
gear,
they're
going
to
be
wearing
safety
monitors
and
all
that,
but
that's
not
really
the
type
of
sites
that
we're
talking
about
here.
We've
never
had
anything
close
to
that.
We
don't
have
any
protective
gear
required
because
the
levels
are
so
low.
C
C
P
P
Is
so
soft
for
information?
Only
the
procurement
items
have
been
uploaded
to
board
docs
for
your
review
and
marcy,
and
I
are
here
for
any
questions.
If
you
have
any.
C
P
You
administration
is
requesting
an
amendment
to
the
cares
spending
plan.
The
first
part
of
the
amendment.
A
non-monetary
change
is
a
request
to
update
the
verbiage,
which
currently
states
provide
additional
personnel
to
schools
in
response
to
staff
absences
and
or
additional
staff.
Due
to
covic.
The
request
is
to
add
the
verbiage
to
include
funds
to
pay
for
temporary
assistance
to
help
assist
with
contact,
tracing
parent
calls
and
entering
information
into
the
cova
tracker
retroactive
to
the
beginning
of
the
year.
A
Mr
chairman,
I
I
make
a
motion
to
approve
the
amendment
to
the
karazhak
spending
plan,
to
update
the
language,
to
include
compensation
for
temporary
employees,
to
assist
schools
and
nurses
and
to
decrease,
purchase
services
and
increase
supplies
to
purchase
ppe
and
supplies
for
the
cova
testing
and
vaccination
sites.
In
the
amount
of
three
hundred
thousand
dollars.
C
O
O
S
S
I
want
to
make
this
brief
as
if
I
can
to
start
with
we
when
I
got
here
in
may
of
last
year.
S
S
L
A
Keep
that
in
mind,
I
have
a
question
on
that.
Mr
jackson.
Maybe
mr
roberts,
is
this
1475
possible
going
to
relieve
some
of
the
students
that
are
on
the
cap.
L
We're
we're
monitoring
that
situation
now
preliminarily,
it
looks
like
came
bay.
Middle
school
may
be
satisfied
as
far
as
their
enrollment
and
capacity
needs
with
the
1475.
A
It's
a
hopeful
prognosis.
S
S
S
We
are
addressing
still
punch
list
items
and
getting
the
contractor
through
to
final
completion,
we're
still
working
on
that,
but
there's
no
impact
to
the
students,
no
impact
to
operation
on
campus,
while
that's
going
on
we're
projected
to
complete
all
of
our
punch
list
items
by
the
end
of
the
month.
Although
there
are
some
supply
chain
issues
that
we
are
faced
with,
here's
a
cane-based
science
lab
outfitted
with
sinks
at
the
rear
of
the
classroom.
There
are
another
set
of
sinks
down
the
other
side
and
the
lab
tables.
As
you
see,
this
is
sangeri.
S
S
S
S
We
are
we're
addressing
some
issues
at
sangeri,
in
fact
we'll
be
meeting
with
the
principal
tomorrow
to
get
any
input
or
complaints
that
she
might
have
and
get
the
contractor
to
address.
All
all
of
those
issues
on
to
oh
sangeri
and
kane
came
in
by
the
skin
of
our
teeth
on
time,
we're
slightly
under
budget,
and
I
think,
with
all
the
constraints
of
covet
and
that
whole
deal,
it's
still
a
quality
project.
But
there
are
some
issues
that
we
have
to
address
and
we
will
continue
as
long
as
it
takes
to
get
them
resolved.
B
R
I
definitely
appreciate
you
coming
into
what
you
did
come
into
and
then
being
able
to
make
sure
that
the
project
was
on
time
as
much
as
it
could.
The
communities
appreciate
it
too
so
well
done.
Thank.
S
We've
really
pressed
it
with
this
next
one
I
think,
but
we're
going
to
push
through
this
one
too.
This
is
the
karns
crossroads
project,
we're
targeted
for
completion
summer
of
2023.
S
S
S
This
coming
out
this
way
will
be
the
front
of
the
building
front
entry
along
in
here
parent
drop
off
up
front.
This
is
our
administration
wing,
where
these
foundations
are
going
in
and
coming
straight
across
second
grade
wing
that
you
would
see,
foundations
poured
where
my
arrow
is
pointing
now
contractors
continually
working
on
foundations.
S
We're
able
to
avoid
some
soils
issues
that,
in
in
the
beginning,
were
estimated
to
the
tune
of
about
a
million
dollars
and
with
some
adjustments
with
the
contractor,
looking
at
doing
things
a
different
way
again
buck
and
david
really
pressing
the
contractor
to
do
their
jobs
right.
We
got
that
down
to
no
cost
and
the
latest
that
I've
gotten
is
a
90
000
change.
Instead
of
a
million
dollar
change
for
unsuitable
soil.
C
N
S
You
look
at
this
area
to
the
back
of
the
that
west
side.
All
of
that
is
a
wetland
which
affected
this
portion
of
the
building,
this
gymnasium
area
that
had
to
be
treated
and
there's
another
area,
that's
not
on
screen
and
across
the
road
that
were
heavily
affected
by
unsuitable
soil,
but
we've
been
able
to
manage
so
far
without
any
major
change
orders
other
than
the
90
000
that
will
be
presented
in
the
next
few
weeks
or
next
few
days.
S
S
With
this,
there
are
some
supply
chain
issues
that
we're
having
and
we're
trying
to
work
through
now
getting
material
ordered
now
making
sure
our
designs
are
vetted
and
contractors
are
all
on
board
and
being
able
to
go
as
soon
as
school
is
out
and
get
these
six
projects
finished
by
the
end
of
the
summer.
Am
I
right
bro.
S
We
have
esther
3
projects
that
are
going
into
design
now,
that's
another.
I
think
this
is
17.
18
million
dollars
worth
of
roofing
that
we'll
do
in
sr3
as
soon
as
those
designs
are
completed
and
approved
through
osf,
we'll
schedule,
those
following
which
would
in
the
next.
C
On
those
roofing
projects
that
we,
some
of
which
may
have
to
be
finished
during
the
school
year,
we
can
y'all
try
to
pryor,
and
I
don't
know
that
you
can.
But
can
you
try
to
prioritize
them
to
schools
that
have
a
lot
more
capacity
in
terms
of
students
so
that
if
there
is
the
roofs
off
of
one
area,
students
and
you
know,
for
cane
hoy,
for
example-
is
very
low,
low
student
capacity,
but
the
building
has
a
lot
more
space.
That
would
be
one.
You
could
probably
easily.
S
M
S
The
next
project-
and
this
would
be
the
last
one-
is
the
sangri
elementary
and
intermediate
roundabout.
It's
been
a
heavily
congested
area
for
some
time
now.
This
was,
if
you
could
see
my
cursor.
This
was
a
four-way
stop
that
caused
a
lot
of
congestion
in
this
area.
Now
the
roundabout
is
in
operation
now
as
a
part
of
that
project.
The
county
performed
this
whole
work
and
funded
this
and
the
school
district
provided
additional
funds
to
have
the
stacking
loop
for
the
campus
for
sangria
elementary
extended
and
as
early
as
or
as
late
as
today.
S
S
This
is
actually
slated.
It
was
supposed
to
be
completed
december
of
21..
The
contractors
had
several
issues,
coved
me
and
one
of
them,
and
they
are
now
projected
to
finish
march
25th.
