wasn't

but
at
the
last
meeting,
two
expulsions

students,

motions

expulsions

students
were
approved.
One
was
to
be
handled
administratively.
The
other
was
to
be
the
student

assigned
to
another
school.
Now,
why
were
those
students
expelled?
Were
they
armed
were
they
selling
drugs?

Might
this
have
been
how
that
situation
of
two
girls
being
sexually
assaulted
at
two
different
schools
in
loudoun,
county
virginia
arose
and
a
candidate
with
a
two
percent
recognition
became
governor
of
the
commonwealth.
Certainly,
the
privacy
of
students
and
employees
should
be
protected
as
the
board
makes
decisions,
but
we
we
need
to
know
some
information
again.

recommendation
of
the
board
was
just
that
was
discussed
at
executive
in

session

it
was
phrased
was
approved,
no
discussion.

recommendation?

was

about

increase
in
salaries

love

million
of
outstanding
debt,
that's
in
the
form

general
obligation
bonds.
You
have
one
special
obligation
bond
and
then
you
have
several
series
of
installment
purchase
revenue
bonds.

a
couple
of
months
three
months
you
have
about

million
that'll
be
maturing.

pretty

drop

way
those
installment
purchase
revenue
bonds
are
paid
by
issuing

due
in
that
fiscal
year.
So
those
are
the
two
uses
of
eight
percent
bonds
currently
to
pay
the
debt
service
on
the
installment,
purchase,
revenue,
bonds
and
special
obligation,
bonds
and
then
to
fund
any
new
money
projects
that
you
all
may
elect
to
fund.

When
we
look
at
the
the
revenues
that
are
available
to
pay
the
general
obligation
bonds
under
your
eight
percent
debt
limit,
the
main
one
is:
is
property
tax
revenue,
your
debt
service
millage,
not
to
be
confused
with
your
operating
millage,
totally
separate
millage
we're
talking
about
here.
That's
just
levied
to
pay
debt
service
on
general
obligation
bonds.
Your
value
of
a
mill
is
about
just
under
1.2
million.

When
we
look
at
funding
capacity
going
forward,
we
need
to
make
some
assumptions
on
what
that
value
of
a
mill
is
going
to
do.
To
give
you
an
idea
of
what
your
capacity
is,
and
so
we've
assumed
that
you
all

a
collection
rate
standpoint
you
collect
95
of
that
going
forward
and
that
the
annual
growth
rate
is
one
and
a
half
percent.

all
have
well
exceeded
that
annual
growth
rate
over
the
last
several
years,

so
when
I

some
examples
of
what
your
funding
capacity
is
based
on
historical

their
conservative
numbers.

tend

outperform

mill

debt

millage

primary

pay

other
miscellaneous
revenues
available
that

around
four
million
dollars

lieu
of
tax
money
that
goes
there,
there's
also
about
three
million
dollars
of
multi-county
business
park,
revenues,
manufacturers,
reimbursement
and
motor
carrier
revenues.
So
you've
got
around
7
million
per
year.
What
I'd
call
miscellaneous
revenues
that
come
in
there,
but
the
bulk
of
it
is
from
the
property
tax
revenue,
the
debt
service
millage.

you
all
the
school
district
has
over
the
last
several
years.
You
all
have
been
loving
70
debt
service
mills,
if
you
all
maintain
that
70
debt
service
mill
levy,
you'd
use
that
to
make
the
payments
on
your
installment
purchase
revenue
bonds,
first
and
foremost,
you've
got
to
make
those
payments,
and
so
that
leaves
what
I
called
your
new
money
capacity
these.
This
is
the
amount
of
money
you
would
have
to
fund
projects
each
and
every
year.

If
you
look
at
that
far
right
hand
column
in
the
upper
chart-
and
this
is
just
over
the
next
five
years-
you
would
have
approximately
35
million
per
year,

to
35
million
per
year
to
fund
new
money
projects,
you're
not
getting
into
the
type
of
projects
you
would
fund.
But
you
would
have
that
there
that
roughly

to
35
million
in
terms
of
your

debt
capacity,
remember
we're
limited
in
terms

you
can
issue
without
voter

millage
around

equate
to

terms

to
see
other
scenarios,
we
can
certainly
run

We
have
a
model
that
we've
been
using
with
the
school
district
for
a
number
of
years
that
helps
us
kind
of
quickly
and
easily
look
at
different
millage
rates,
change
certain
assumptions
and
see
what
your
new
money
capacity
would
be.

But
if
you
went
from
70
mils
and
you
lower
that
to
60
mils
each
of
the
next
five
years,
you'll
see
that
you
go
from
30
to
35
million
in
new
money
projects
available
to
about
20
to
25
million
and
clearly
you're
issuing
less
debt.
So
your
8
debt
capacity
is
not
an
issue
at
all.
Conversely,
if
you
went
up
to
80
mil
so
you
went
up
10
mills,
you
would
see
that
you'd
provide
about
45
million
per
year
for
new
money
projects
you're
still
able,
even
though
you're
issuing
more
debt.

fit
under

we've
shown

a
couple

different

ramp
up
once

bill

tells

much
the
tax
is

misnomer
that
that
folks
think
that
they're
being
taxed
and
paying
taxes
on
their
single
home
dwelling

actuality

the
money
away
from
the
school
districts

seeing
where
we
got
60
meals,
which
is
less
than
our
current
70
mils,
because
the
thought
process,
in
my
mind,
would
be
if
we
were
to
put
forth
to
the
voters
of
penny
sales
tax
and
ask
for

money

would
also
we
could
lower
the
military
on
their
property,
some
because
property
tax,
whether
it
be
business
or
second
homes,
or
what
have
you.

type
of
things,
really
drive
the
market
and
drive
growth.
So
that's.

gets

again
just
the
capital
projects
you
have
on
the
horizon.
The
board
wants
to
get
done.
Looking
at
potential
penny
sales
tax
revenue
coming
in
versus
what
you
may
need
in
addition

that,

that's

money

out
there.
So
it
really
boils
down
to
what
your
capital
project
list
is
and
what
you
all
want
to
fund.

that
the
public
is

confused.

funding
options
for
the
district,
so
we
can
continue

fund

obligation
bond
issuance
of
70
meals
for
debt
service.

can

service
millage,
we
can
have
a
bond
referendum
or
the
penny
sales
tax
option.

same
information

which
provides
our
what
we
call
our
new
money
capacity
to
fund
capital
projects
over
the
next
five
years
and
I'm
going
to
discuss
what
the
needs
look
like
over
the
next
three
to
four
years
through
the
issuance
of
general
obligation,
bonds
at
70
mills,
the
capital
fund
supports
construction,
preventative
maintenance
and
repair
renovations
and
technology
to
support
the
one-to-one
student-to-device
ratio
in
the
district.
As
a
reminder,
we
do
not
use
general
funds
our
operating
fund
to
cover
any
of
these
costs.

about
the
need
to
build
schools,
renovate,
add
wings
and
we're
basing
this
on
the
continuous
growth
in
our
district,
historic
growth
from
2015
2016
through
2020
2021
was
about
700
students
per
year.
We
did
see

slight
reduction
in
2021
due
to
covid,
numbers
have
increased
and
we're
projected
to
increase
between
650
to
1
000
students
per
year
through
20

31,
and
this
is
based
on
large
residential
development
throughout
berkeley
county.

Our
second
largest
expense
is
facilities
and
maintenance.
This
slide
in
the
next
slide,
I'm
going
to
show
our
facility
needs
over
the
next
three
years,
including
district-wide
maintenance
of
buildings,
athletic
fields
and
tracks,
air
quality,
modular
classrooms,
painting
roofing
and
furniture
and
equipment
to
name
a
few.
It
is
important
to
note
that
we
have
received
esser
funding
and
we
have
used
for
hvac,
roofing
and
painting,
which
is
significantly
decreased,
the
totals
here,
because
this
is
a
non-recurring
funding.

we're
addressing
our
facility

issue

million
square
feet
of
space
and

you're
going
to
have
cyclical
maintenance,

to
have
need

replacements
