prep

came

carolina

we
affectionately

ashley
river
school

misguided
boys.
Many
of
you
know
it

citadel,
both
both
in
tennessee
and
at
the
citadel.
I
learned
the
principles
of
what
I
speak.

world

times
with
the
military
overseas
and
I
have
used
this
same
principle,

today
in
our
society.

see
too
many
people
who
cannot
move
without
having
their
cell
phone
in
their
hand
and
their
head
down

they're

know
how
to
communicate
so,
the
national
association
for
speech
and
debate,
which
in
my
earlier
days
was
called
the
national
forensically.

taught
people
how
to
speak
and
how
to
debate.

funding
is

this

per

student

the
parent

responsible

that
tuition
to
berkeley
county
schools.

recent
configuration
of
the
board
began
these
conversations
back
in
january,
where
we
discussed
the
different
the
needs
of
the
district,
the
various
funding
options
to
fund
those
capital
projects,
and
then
our
current
situation,
we've
recently
reached

point

this
district
where
the
school
district
is
able,
the
county
with
the
school
district
is
able
to
request
an
additional
pending
by
exceeding
the
accommodations
tax
threshold
of
one
million
dollars,
and
so
we've
had
previous
discussion
january.
We
discussed
this
at
the
board
retreat
as
well.

we
consider
funding
required
to
build
these
schools,
we
have
three
main
options
and
those
options
include
an
increase
in
debt
service
millage
over
the
70
mills,
a
bond
resolution
and
revenue
generated
from
a
penny
sales
tax
referendum.

the
15
projects,
have
been
presented
to
you
this
evening
for
approval
and,
as
mr
jackson
stated,
mr
cook
is
here.

bond
council
he's
here
to
answer

may
have
about

resolution

the

the

ballot
question

in

resolution
authorizes
the
imposition
of
the
tax
for
a
period
of
not
to
exceed
seven
years
under
the
statute.
The
tax
would
go
into
affect

months
after
it's
certified
to
the
state

has
been
approved
by
the
electorate

november
8th
referendum,
so
the
the
start
date
would
be
march
1st
2023
and
would
run
for
the
remainder
of
the
following
seven
calendar
years.

it
would

think
it's
really

We've
been
working
for
a
long
time
discussing
funding
mechanisms
and
I
think
it's
really
important
for
the
public
of
berkeley
county
to
decide
the
funding
mechanism
they
want

use.
So
I
would
like
for
this
to
be
on
the
ballot,
because
I
want
the
people
in
berkeley
county
to
have
a
voice
of.
If
this
is
the
mechanism
that
they
want
to
use
to,
fund
education,
capital.

to
quickly
piggyback
on
what
ms
wofford
is
stating
for
my
previous
job,
I
worked
22
years
for
the
berkeley
county
tax
assessor's
office
during
that
time.
So
when
someone's
taxes
went
up,
they
would
call
our
office
and
speak
to
me
and
other
appraisers
concerning
that
the
taxes
went
up
and
wanted
to
know
why
and
would
voice
their
displeasure.

So
I
had
been
aware
of
a
sales
tax
for
some
time
and
when
we
interviewed
dr
eddie
ingram,
this
was
even
part
of
the
interview
process
that
he
stated
that
he
was
for
a
sales
tax
referendum.
We've
seen
charleston
county
be
really
successful
with
it.
We've
seen,
other
counties
be
successful
with
it.
So
I
really
am
in
agreement
with
miss
wofford
that
the
voters
need
to
decide.

had
a
bond
referendum
in
the
past
that
did
not
go
well.
That
caused
a
lot
of
distrust
that
caused
a
lot
of
issues,
and
I
can
tell
you
as
far
as
this
board
member
is
concerned,
if
the
public
does
have
put
the
trust
in
us
that
this
will
be
something
that
we
will.

Public
doesn't
really
understand
that
because
they
think
their
property
tax
and
they
think
the
other
taxes
and
so
forth,
go
to
the
capital
projects
and
that's
not
the
case,
because
we
don't
we're
not
funded
to
build
other
schools
or

major
renovations
and
additions,
and
this
is
really
one
of
I
think,
there's
four
ways
for
us
to
really
generate
money.
The
first
is
the
eight
percent
money
which
we've
used
for
three
consecutive
years
was
cash
to
actually
pay
for
the
carolyn
lewis
school.

other
would
be,
as
mr
ramsey
rightly
stated,
was
a
bond
referendum.
We've
had
a
couple
of
those
within
the
last
20
22
years,
which
were
successful,
but
it
put
the
onus
and
burden
of
the
responsibility
on

people
who
own
property-
and
that's
not
I'm
not
in
favor.
Of
that,
I
don't
think
most
people
are,
the
other
would
be
a
millage
increase
and
we
certainly
don't
want
to
increase
millage.

However,
we
will
build
schools,
we
will
build
schools
because
it
is
incumbent
upon
this
board
and
whoever
the
board
members
might
be
in
the
near
future
to
make
sure
that
we
satisfy
the
needs
of
the
communities
that
we
serve.
So
we
will
build
schools,
hopefully
we'll
utilize,
this
particular
method
of
of
funding.
So
we
encourage-
and
we
will
have-
let
me
just
say
this:
we
will
have
some
community
input,
we'll
have
some
community
meetings
and
we
know
that
there,
the
growth
has
to
be
has
to
be
addressed.

not
just
the
growth
in
the
next

cane
cane
bay
area,
but
it's
also
satisfying
the
needs
of
schools,
as,

you
see
there,
hanahan
middle
school,
a
major
renovation
or
major
addition:
goose,
creek,

school

berkeley,
high
school-
all
of
these
are
they're,
not
just
important
they're
needed
they're
necessary
for
the
growth,
so
that's
kind
of
where
I
was
coming
from,
and
I
I
hope
that
the
board.

know

this
board
will
support

highlight

implement
restorative
practices
in
berkeley
county
school
district,
see.

is
why
I

my

real,
quick,

mission
and
our

one

the
tools

use

order

quick
recap:

a
new
initiative.

So
our
leadership
was
concerned
that
our
discipline,
a
disciplinary
matrix
and
the
consequences
actually
addressed
the
behavior
after
it
occurred
as
opposed
to
being
proactive,
and
so
we
were
being
reactive
as
opposed
to
proactive
and
they
sought
out
restorative
practices
as
one
of
the
tools
that
we
can
use
in
order
to
be
more
proactive-
and
this
is
again,
this
is
2018..
I
can't
take
credit
for
this
one.
This
was
a
great
vision
and
foresight
by
previous
administration.

Previous
board,
berkeley,
county
school
district,
our
director
of
family
student
and
family
support
became
a
trainer,
so
she
became
a
the
trainer
of
four
restorative
practices.
It
was
a
trainer
trainer
process,
she
became
the
trainer
for
berkeley
county
school
district
and
the
goal
was
to
prevent
or
decrease
disruptive
behaviors
in
our
schools
and
in
our
classrooms.

The
staff
at
sangre
middle
school
received
restorative
practice,
training
and
why
middle
school,
why?
The
middle
school
focused
so
much
that
goes
to
what
we
have
the
disciplinary
matrix
we
presented,
the
disciplinary
matrix
and
it
was
created,
started
being
created
in
2021.

We
crea
presented
it
a
couple
of
months
ago,
but
why
the
disciplinary
matrix,
why
the
focus
on
the
middle
schools,
where
we
were
disciplined
disciplining
students
in
middle
school?
The
same
way
we
did
high
school
students,
and
so
a
12
year
old
sixth
grader
was
being
was
going
along
the
same
disciplinary
matrix
as
a
17
year
old,
high
school
junior,
and
so
that
needed
to
be
addressed.
Also
the
decision-making
ability
for
middle
school
students
being
a
former
middle
school
principal.
It
is
not
the
best
at
times
and
they
need
as
much
guidance
as
possible.

They
need
some
assistance
in
being
able
to
make
those
informed
decisions,
make
the
best
choices
for
themselves,
and
so
our
disciplinary
matrix.
As
I
mentioned
before,
it
added
it
didn't
take
away
much
or
anything
it
added,
and
so,
in
addition
to
the
consequences,
it
added
explicit
instruction
and
intervention.
It
added
restorative
cost
conferences
with
the
student
and
those
impacted,
and
that's
that
asterisk
is
there,
because
if
those
that
are
impacted,
they
don't
want
to
participate.
They
don't
they're
not
required
to
participate.

Restorative
formal
conference
with
the
student
had
those
impacted
and
restored
a
formal
conference
with
the
student
and
the
parent
and
we'll
get
into
that
a
little
bit
later
again,
it's
the
the
science
of
relationships
and
community.
So
what
is
restorative
practices
in
berkeley
county
school
district?
It
is
a
school-driven
and
a
school-led
initiative.
This
is
not
a
it's,
not
a
district-led
initiative.

It
started
at
one
school.
This
has
been
in
berkeley
county
school
district
for
around
about
20
years,
20
plus
years.
This
is
one
initiative
that
I've
seen
that
it
was
truly
a
grassroots
effort.
It
started
at
one
school
as
a
pilot
and
it
has
taken
off
to
all
of
the
middle
schools,
and
this
was
a
choice
by
the
middle
schools.
This
was
not
a
mandate
by
the
administration.

The
administrators
at
the
school
level,
they
saw
it
working
and
they
became
interested
and
they
wanted
their
staffs
trained
in
restorative
practices.
It
is
a
preventative
measure
as
well.
It
may
not
prevent
that
initial
infraction,
but
it's
designed
to
prevent
additional
infractions
again.
This
is
not
a
avoiding
consequences.

They
run
parallel,
and
so
it's
it's
both
happening
at
the
same
time
and
it's
not
one
of
the
other.
It
is
both
happening
at
the
same
time,
so
the
behavior
is
addressed,
utilizing
our
disciplinary
procedures
or
the
consequence,
but
the
student
is
also
supported
with
restorative
practices
in
order
to
prevent
re-offense
or
further
disruption
to
the
classroom.

50
of
our
students
that
were
home,
and
so
I'm
not
showing
this
to
say
that
restorative
practices
were
they
just
did
a
great
job.

These
are
this
past
year's
numbers,

expulsion
numbers,
a
number
of
high
school
students
that
were
expelled
or
recommended
for
expulsion,

number
of
middle
school
students
89
elementary
students
too-
that
that
too,
is
is
far
less
than
the
other
numbers,
but
it's
still
troubling,
because
it's
it's
two
elementary
school
students.
We
typically
we
don't
even
see
that
number,
and
so
the
objective
of
restorative
practices
is
not
to
escape
the
consequences.
The
objective
is
to
prevent
future
incidents
future
infractions
future
expulsions,
so
that
that
boomerang
there
we
recommend
students
for
expulsion.

The
student
and
the
parent
are
required
to
participate
and
the
student
does
not
attend
their
home
school
for
45
days
and
habitual
offenders
do
not
qualify
for
this.
For
the
a
step
program
and
certain
certain
offenses
preclude
you
from
participating
in
the
a
step
program
as
well,
and
so
our
students
that
have
qualified
and
have
completed
the
program
they
have
been
successful,
so
they've
not
been
recommended
for
expulsion
again
and,
like
I
said
two
of
the
students
that
were
recommended,
they
were
non-completers,
and
so
they
were
not
successful
in
the
program.

So
this
is
has
not
taken
off
and
been
widespread.
Yet,
like
I
said,
since
2019
we've
only
had
41
students
be
recommended
for
the
a
step
program.
What
restorative
practices
is
not
is
not
a
district
initiative.
Again,
it's
not
a
top-down
initiative,
it's
not
a
mandate
by
the
administration.
This
is
a
an
initiative
or
a
program
that
our
administrators,
our
principals
and
assistant
principals-
they
they
have
bought
into
they
saw
some
value
in
it
and
they
are
interested
in
pursuing
it.
It's
not
exclusive,
it's
not
the
only
tool
that
we
have
on
our
tool
belt.

This
is
one
of
many
tools
or
resources
that
we
use
in
order
to
assist
and
support
our
students.
In
addition,
it's
open
to
to
all
of
our
students
as
well
not
exclusive
to
any
one
group
of
students
or
individuals.
It's
not
the
absence
of
consequences
it
this.
This
takes
place
in
addition
to
the
actual
consequence.
So,
in
addition
to
and
in
school
suspension,
in
addition
to
an
expo,
excuse

an
out-of-school
suspension
and
it's
not
a
one-size-fits-all.

it's
implemented

state

one
district
is
not
the
same
way
that
it
will
be
implemented
in
another
way

implemented

vary

one
school
to

idea

that
procurement
conducted

secure
additional
resources

custodial
services

district
schools
and
locations

unable

recruit

Dubose

services

awarded
a
contract
in
late
2021.
However,
they
have
struggled
to
meet
the
district's
demand
for
these
services.

purchased

chromebooks,

the
difference

dollars
per
chromebook
versus

nineteen
dollars
per
chromebook.

benefits

worth
more
than

dollar

personally
feel,
as
far
as
part
of
what
I
feel

important.

year

employee

works

berkeley
county
school
district

least
15,
is
what

personally
would
like
entry

just
one
board
member,
I'm

throwing

berkeley
county
government.

year

establish
that,
and
I
think,
in
order
for
us
to
be
competitive
and
for
us
to
be
able
to
continue
to
find
the
workers
that
we
need,

think
we
need
to
be
looking
at
a
15
minimum.

of
