background

why
I
called
the
meeting.
There
was
a
phone
call
that
I
received
sunday
evening,
a
board
member
that
was
very
concerned
about
particular
schools
in
their
district,
with
particular
emphasis
on
custodial
cleaning,
and
there
was
an
issue
that
last
meeting
the
board.
The
finance
committee
approved
some
custodial
outside
services,
but
the
full
board
had
not
approved
that
yet,
and
it
was
in
the
in
the
estimation
of
the
board
member
that
spoke
to
me
was
an
emergency
situation.

indicated
that
they
had
spoken
to
other
members
and
and,
if
necessary,
were
willing
to
call
a
special
meeting
but
to
preclude
them
from
having
to
do
that.
I'll
call
one
myself.

happy
to
talk

So,
ultimately
I
got
a
couple:
emails
and
phone
calls
from
parents
the
principal
at
the
school
and
when
a
principal
at
a
school
reaches
out
to
a
school
board
member.
You
know,
typically,
at
least
in
my
area,
they've
exhausted
their
choices,
and
so
my
understanding
is
starting
back
in
at
the
end
of
last
year,
phillip
simmons
high
school
had
one
custodian
who
left
they.
We
then
had
four
folks
from
a
cleaning
crew
at
daniel
island.

That
would
just
come
in
the
evenings
to
clean
the
school,
but
there
are
no
janitorial
services
at
all
during
the
day
which,
as
a
result,
teachers
have
been
forced
to
take
out
their
own
trash.
During
lunch,
the
administrators
and
teachers
have
had
to
take
out
lunchroom
trash,
etc,
and
so
literally,
there
have
been
no
janitorial
services
during
the
day
at
that
school.

The
district
was
contacted
in
january
and
then
again
in
march,
to
try
to
get
somebody
to
come
out
there
as
it
stands
right
now.
There
are
four
janet
janitors
that
come
in
the
evening
after
hours
to
clean
the
school,
but
there
is
absolutely
nobody
there.
During
the
day,
there
was
a
news
article
because
parents
were
so
upset
about
the
cleanliness
and
issues
at
the
school
that
came
out
this
weekend,
and
I
believe
that
prompted
several
folks
from
the
teachers
and
other
folks
at
the
school
to
reach
out
to
me,
they
emailed
me
and
said:
look.

This
is
a
real
issue.
We
really
need
your
help,
and
so
I
know
it's
frustrating
to
come
to
special
meaning
I
hate
that
we
had
to
call
it.
I
wish
I
would
have
known
this
at
the
last
meeting
because
we
could
have
taken
it
out
of
finance
committee
and
then
brought
it
to
the
full
board,
but
I
felt
like
our
students
and
our
teachers
deserve
better
one
of
the
things
we
we
do
other
than
providing
a
safe
environment
is.
We
need
to
provide
a
clean
environment.

think
they
have
one
custodian.
They
have
several
allocations
for
that
school.
I
think
they
have
one,
maybe
two
custodians
that
are
higher
through
the
district,
maybe
one
the
one
that's
higher
through
the
district
they've
had
efforts
to
get
some
other
folks
onboarded,
it's
not
successful.
At
this
point
there
is
a
company
that
is
contracted.
I
believe
the
scenario
is
very
similar
to
what
mr
mcquillen
described.

as

far
as
thinking

budget,
I
know
of
a
principal
personally
and
probably
several
principals,
but
at
least
one
principal
I
know,
and
some
of
her
folks
that
have
gone
on
the
weekend
to
clean
some

classrooms

order
to
be
to
be
prepared
for
the
start
of
school
now,
one
that
just
shows
a
sincere
dedication
of
our
people
and
I
sincerely
appreciate
it
but
two
that
shows
just
as
we
all
recognize
a
serious
workforce
issue,
and
I
know
this
year
during
our
budget.

worked
hard
to
address
that
and
we
made
some
strong
moves
towards
that.
But
I
just
would
want
to
reiterate
that.
That's
just
another
reason
why
we
find
ourselves
at
this
point-
and
it
just
is
not
at
philip
simmons,
but
it's
at
several
schools,
because
and
it's
just
not
at
our
schools,
but
it's
in
all
our
industries
and
all
our
workforce
here
in
the
low
country.

a
whole,
so
again,
this
is
not
just
a
berkeley
county
school
district
issue.

believe
we

They
did
talk
about
providing
workers
during
the
course

school
day,
but
I

want

lean

a
little
bit
into
what
mr
ramsey
was
speaking
of
in
just
the
labor
issue
in
and
of
itself,
if
you
look
at
our
vacancies,
you
look
at
those
those
tough
to
fill
areas.

maintenance
is
also
one
of
those,
and
so
while
the
recommendation
could
be
very
easily
take
someone
from
maintenance
and
we're
taken
from
a
department,
that's
already
basically
depleted.
In
fact,
we
talk
about
removing
a
custodian
or
two
from
another
location,
while
philip
simmons
is
certainly
one
of
the
more
drastic
cases
of
not
being
able
to
source
or
find
custodians.

it's
not
a

philip
simmons,
specific
issue.
This
is
an
issue
throughout
the
district
as
far
as
sourcing
custodians
and
so
removing
a
custodian
from
a
school,
that's
already
short
as
well.
You
know
we're
creating,
basically
the
same
issue.
You
know
there
are
some
different
strategies
that
we
can
try
to
use.
I've
heard
distance
is
a
barrier,
so
perhaps
there
is
a
mileage
incentive
that
we
can
provide
for
those
individuals
to
to
cross
the
east
cooper.

and
I
understand
that
this
is
an
issue
at
all
schools,
because
you'll
recall
previously,
it
happened
at
daniel
island.
They
couldn't
find
anybody.
So
that's
when
I
contacted
you
and
were
able
to
get
a
third
party
company
in
there
based
on
daniel
island,
which
relieved
a
lot
of
that
issue,
but
we
were
having
issues
still
throughout
the
district.
So
what
we
increase
custodian,
pay
as
part
of
the
budget
and
now
we're
approving
more
third-party
contractors,
but
this
apparently
isn't
working
either,
and
so
we
need
to
think
of
something
else.

we
can't,
because
right
now,
we've
got
a
school
that
has
students
in
it
all
day
and
nobody's
there
to
clean
it
during
the
day
or
help
with
that.
And
so
you
know,
one
option
that
was
thrown
out
was
pulling
somebody
from
maintenance
which
is
already
under
staffed.
The
other
is
to
see
if
these
folks
can
start
sooner,
which
apparently
they
can't
okay.

they
can
start,
that
would
be
better.
But
in
the
me,
like
I'm
sure,
if
philip
simmons
is
having
this
issue,
there
are
other
schools
too,
that
are
having
the
same
issue
and
figure
out
a
way
to
be
proactive,

at
least
in
situations
like
this,
where
a
school
has
zero
janitorial
custodian
services
during
the
day,
we
need
to
get
somebody
in
those
schools
and
whether
that's,
if
we
have
to
approve
more
contracts,
do
that
more
vendors
bid
it
out
again.
We
need
to

gave
us
time
to
put
out
a
new

did
an
rfp
last
year
for
custodial

only
had
one
company,
that's
based
out
of
west
columbia.

we
did

emergency
to
provide
services
until
we
could
formulate
a
new
solicitation
which
we
decided
to
do
as
a
fixed
price
bid,
because
that
way
we
can
award
to
as
many
vendors
as
we
want
to
as
long
as
they're
willing
to
work
for
our
fixed
price
and
we
used
market
analysis
to
determine
that
fixed
price
of
what
was
a
fair,
adequate
fee,
and
for
that
we
can
and
normally
on
a
fixed
price
bid.
You
only
add
vendors
quarterly
or
you
annually
we're
allowing
vendors
to
be
added
monthly
to
this
contract.

kind
of
spoke
about
this
as
a
board
retreat
and
what
we
would
like
to.
We
have
been
hyper
vigilant
and
hyper
transparent
and
have
brought
everything
to
the
board
for
consideration
and
approval.

alleviate

it
to
the
committee
and
our
our
board
structure
will
delay
a
procurement

additional
month.

superintendent

it's

think
the
practice
has
been
to
bring
it
to
the
board.
That's
correct,
but
the
policy
does
not
say
that

not

place

to
move
back
towards
operating
based

how

policies
are

it's
hard
to
pull
back

that
once

started
doing
it

just
want

sure

clear

the
board.

was

intent,

that's

daniel
island

approved

emergency
procurement,
they

able
to
provide
it
for
them,
but
they
were
not
able
to
provide
it.

the
course
of
the
day

philip
simmons
high.

phillip
simmons
high's
staff
was
extremely
involved
in
picking
this
vendor
because
we
had
a
previous
emergency
vendor
that
didn't
work
out,
and
so
they
basically
interviewed
and
vetted
their
vendors
and
laid
out.
The
expectations
and
procurement
wasn't
a
part
of
that.
We
kind
of
left
that
to
the
school
so
that
we
could
work
on
getting
the
rfp
or
the
fixed
price
bid
completed.

they
were
very
involved
in
the
selection
of
who
they're
using
for
the
emergency.

five
days
that
are
not
covered,
and
you
said
the

24th
is
when
this
next
company
starts.
