So
excited
to
welcome
38
000
students
into
our
48
schools,
and
we
are
also
excited
to
welcome
back
all
of
our
administrators,
our
teachers
and
our
families
to
our
schools.
We
thank
you
for
the
commitment
that
you
have
given
and
the
dedication
that
you
give
each
and
every
day
to
Berkeley
County
Schools.
E
Just
want
you
to
know
that
this
year
is
going
to
be
one
of
the
best
years
ever
and
if
we
all
commit
to
making
a
positive
difference
and
understanding
that
the
differences
that
we
may
have
between
us
I
have
nothing
in
comparison
to
all
the
great

that
lie

we

all
those
things
that
are
right
and
we

all
of
the
wonderful
possibilities
that
lie
ahead,
we
will
create
a
district
and
a

H

You
do
thank
you
for
the
countless
hours
of
planning
and
preparation
that
you
put
into
making
day
one
a
memorable
experience
for
our
students
and
for
our
parents.
Thank
you
for
saying
yes
to
Berkeley
County,
and
we
appreciate
that.
Yes
and
I
share
that.
Yes
with
you,
because
everyone
chose
this
district
for
a
reason
and
that
reason
is
to
make
a
positive
difference
at.
L
N
M
O
O
I'm
super
thankful
for
it
you're
trying
to
get
your
room
ready.
You
want
that
first
impression
for
your
parents.
You
want
your
room
to
be
nice,
but
you
know
you're
not
on
staff,
yet
so
you're
waiting
you're
getting
ready
for
your
first
paychecks.
You
can
buy
stuff,
so
it's
nice
to
just
help
them
and
encourage
them
by
giving
them
stuff
to
go
ahead
and
get
that
set
up.
So
they
can
feel
confident
going
into
their
first.
N

Know
actually
pretty
fast
moving
I,
don't
even
know,
maybe
maybe

I
was
clear
back
there.
So
yeah
it
moved
pretty
quick.
It.

That's
a
great
feeling:
I
want
to
create
that
District
people
run
to
and,
as
you
can
see,
if
you
saw
the
lines,
this
starts
off,
that
feeling
of
running
to
a
district
being
excited
about
the
school
year
being
excited
about
your
individual
schools,
and
this
just
kicks
off
that
that
culture
and
climate
of
that
positive
feeling
that
we're
making
a
positive
difference
and
all
together,
United,
One,
Berkeley
and
just
moving
forward.
So
it's
a
good
field,
foreign.
V
Lots
of
fruits
and
vegetables,
some
of
the
kids
were
coming
up
with
things
and
even
teaching
me
things
about
plants.
We
each
were
able
to
pick
our
own
bed.
Their
iron
horse
drop
each
class
decided
on
what
they
wanted.
Our
garden
is
actually
the
school
colors,
which
I
thought
was
really
kind
of
cool
creative.
It.
V
N
When
first
grade
was
talking
about
the
potential
for
the
Steam
Unit,
it
just
struck
me
like
this
is
where
the
funds
are
meant
to
go,
look
I'm,
planting
it
as
teachers.
We
know
that
sometimes
what
can
hinder
something
is
the
funding
you
know.
Where
are
we
going
to
get?
The
funding
from
I
was
just
so
lucky
and
blessed
to
be
the
district
teacher
of
the
year,
and
with
that
came
the
Judy
Rainey
student
driven
project
scholarship.
N
V
D
V
The
kids
put
so
much
effort
into
this
Garden.
This
is
kind
of
a
safe
place
where
we
can
come
and
remember
him,
making
the
Garden
in
honor
of
one
of
the
students
that
we
lost
this
year.
He
was
in
a
car
accident
and
it
was
very
challenging
for
the
whole
first
grade
team.
It
was
definitely
a
very
big
loss
personally
and
for
our
Philip
Simmons
family.
So
it's
wonderful
to
have
this
space.

Cameron
likes

Every

I

him
up
and
never
had
no
problem
with
him.
You
wouldn't
even
know
he's
on
the
bus
in.
Z
The
beginning,
I
didn't
know
what
was
going
to
be
like
beneficial
for
Cameron.
So
I
always
ask
the
kids
well
like
what
do
you
want
to
work
for
today?
He
said:
I
want
to
work
to
see
the
bus.
How
was
your
day
today
good,
so
we
had
a
great
day.

go
see

knock.

To
whom
it
may
concern
from
a
mother's
perspective,
I've
always
believed
Angels
come
when
you
least
expect
them.
This
holds
especially
true
in
regards
to
Mr
Charles,
the
bus
driver
of
school
bus
220
of
Berkeley
County
South
Carolina
that
transition
into
kindergarten
at
the
beginning
of
the
school
year
for
my
son
had
been
an
especially
challenging
time
for
not
only
him
but
his
teachers,
School
administrators
and
his
parents
as
well
their
first
few
months
of
school.
Z
My
son
found
himself
almost
daily,
sometimes
multiple
times
in
the
office
of
school
administrators,
for
his
behavior
issues
after
plenty
of
trial
and
error,
with
reward
systems
to
encourage
positive
behavior
changes,
the
only
effective
method
is
Mr
Charles.
It
has
always
been
said
that
it
takes
a
village
to
raise
a
child,
yet
one
to
make
a
difference.
Mr
Charles
has
absolutely
made
the
difference
in
my
son,
easy
for
me
to
stand
outside
of
my
house
and
wave
to
him
every
day
and
tell
him.
Thank
you.

I
enjoyed
it
so
much
hands-on

as
a

helped
me
while
I
was
in

I

I'm

we'll
put

here,
whether
it

just
to

What's
the
problem
here,
why
can't
we
keep
plants
in

they
use
their

from
our

came
up

move

then

we
looked

why

it

Good
evening
I
just
wanted
to
let
you
know
that
as
of
right
now
we
have
over
130
teacher
openings
across
the
district,
the
impacts
of
which
parents
are
being
told
right
now
that
they
will
once
again
have
permanent
Subs.
As
their

some
people
will
have
virtual

BC
It's
like
one
step
forward,
10
steps
back
for
us
right
now.
Guys
I
really
hope
that
you
get
an
opportunity
to
look
at
the
SC
teacher
survey
that
all
teachers
took
in
the
district.
Well,
not
all,
but
they
we
got
about
55
percent,
which
is
about
1200
and
basically
said
the
same
thing
that
we
just
do
not
have
enough
time
to
do
the
work
that
we
need
to
in
the
classroom.
So
we
need
to
take
time
seriously
right.
It's
precious.
We
shouldn't
waste
it.
BC
You
need
to
take
it
seriously
with
the
unencumbered
time
for
our
teachers.
The
spirit
of
that
law
is
to
give
the
teachers
a
break.
It
doesn't
look
like
that's
happening
right
now:
you're
extending
the
work
day
and
making
teachers
stay
away
from
their
their
loved
ones,
so
that
they
can
sit
for
that
time
so
that
you
stay
legal
also,
you
need
to
take
take
the
time
to
actually
figure
out
how
much
time
these
English
teachers
are
going
to
have
to
take
to
change
their
syllabuses.

BE
Good
evening,
I'm
speaking
for
a
colleague
in
Berkeley
County,
the
teacher
work
week
has
brought
more
confusion,
anxiety
and
work
than
I
thought
possible
for
teachers.
We
are
overworked
and
underpaid,
and
these
new
changes
have
simply
piled
even
more
work.
All
instructional
texts
are
to
be
submitted
to
an
unknown
committee
for
review
using
unknown
criteria,
including
magazine
subscriptions
newspaper
articles
and
the
hundreds
of
books
in
classroom
libraries,
even
if
they're
not
used
in
instruction.
We
learned
of
this
last
Wednesday.
They
are
due
tomorrow.
BE
Lesson
agendas
need
to
be
written
for
every
class
every
day
for
the
whole
year,
an
average
high
school
teacher
with
three
different
classes
would
have
to
submit
540
daily
lesson
agendas.
Again
we
were
notified
Wednesday.
Many
of
us
have
not
had
the
chance
to
start
them.
Due
to
previous
obligations
of
all
the
changes
discussed,
it
never
mentions
how
the
district
will
support
and
protect
their
teachers,
who
will
review
the
works?
If
there
are
problems,
what
will
the
inquiry
process
be?
Will
teachers,
who
did
everything
asked
of
them
just
to
be
safe,
be
victimized?
BF
Good
evening
this
is
a
statement
from
an
active
Berkeley
County
teacher
I'm,
a
teacher
in
Berkeley
County
Schools
I
also
lived
in
China
for
several
years,
while
many
proponents
of
book
Banning
claim
they
are
trying
to
keep
children
from
communism.
Book
Banning
in
the
Forum
proposed
in
Berkeley
County
School
District
is
actually
eerily
similar
to
tactics
used
in
China
to
censor
books
in
China.
All
books
must
go
through
a
process
to
ensure
they
promote
Chinese
values.
Historical
horror
and
books,
featuring
diverse
characters
and
themes
are
also
targeted.
BF
BG
I
do
not
believe
a
small
group
of
individuals
has
the
authority
to
determine
what
literature
should
and
should
not
be
in
our
school
libraries
I
believe
the
parents
deserve
the
opportunity
to
review
and
determine
which
of
the
opposed
books.
They
feel
should
continue
to
be
part
of
their
child
children's
libraries.
Thank
you.
AX
Have
you've
always
nailed
it
before?
So
that's
fine.
Thank
you,
sir
good
evening.
I
want
to
revisit
part
of
the
discussion
from
several
meetings
ago
when
board
member
Barrow
expressed
concerns
about
how
the
board
had
arrived
at
the
decision
to
forego
any
consideration
of
a
millage
increase,
as
it
might
have
related
to
additional
pay
grade
increases
for
the
coming
year.
A
standard
for
conservative
physical
management
includes
the
notion
of
cost-benefit
analysis
in
the
context
of
the
known
linkages
between
pay,
morale
and
retention.
B
I'm
going
to
shorten
my
speech
to
a
three-minute
speech
to
like
30
seconds,
you
know
the
Librarians
are
competent,
well
educated
and
they're
under
a
lot
of
stress.
You
know:
there's
a
bigger
burden,
that's
added
on
to
them
the
new
constraints
and
restrictions
that
add
the
stress.
They
provided
a
revised
school
policy
before
spring
break.
The
revisions
originally
came
from
former
superintendent
experiment
last
year.
I
wanted

know
what's
the
status
of
the

on
this
revised

this

We
need

it

my

that
the

one
two

three-
is
to

permission
for
the
rate
increase
I.
Think
it's
well
below
Market.
What
a
lawyer
that
would
charge
and
the
work's
already
done,
and
so.
BK
BM
AU
May
be
recognized
yeah
one
second,
just
briefly
on
that,
though
Mr
Barrow,
we
were
told
that
this
was
a
contract
that
was
needed
on
an
expedited
emergency
basis
because
of
deadlines
in
it.
So
we
did
I
mean
I'm
sure.
If
we
had
time
we
would
have
voted
on
approving
this
rate
ahead
of
time.
Look
that
said
Michael
you
can
say
what
you
want.
BM
But
I
don't
want
to
say
it
real,
quick,
because
I
always
try
to
make
it
real
simple,
so
I
can
understand.
I
was
a
residential,
real
estate
appraiser
for
a
long
time,
and
so
I
appraised,
single-family
houses.
Now
the
fee
for
that
way
back
in
the
day,
was
only
like
300
an
hour.
Now
it's
about
500
550.
But
the
point
is
the
fee
to
do
a
residential
appraisal
which
is
similar
like
to
be
a
certain
type
of
attorney,
was
300
an
hour.
BM
Now,
if
you
wanted
to
do
a
commercial
appraisal
which
I
later
became
a
commercial
appraiser,
and
if
I
wanted
to
charge
a
fee
for
that,
it
would
be
3
000
for
the
job
or
maybe
like
five
six
seven
hundred
dollars
an
hour.
So
my
point
being
just
to
simplify
it
and
make
an
analogy
so
you
can
understand,
is
all
attorneys
are
not
created
equal.
BM
AU
BL
All
that
being
said,
I
don't
know
how
much
of
an
emergency
it
was
that
a
simple
phone
call
for
a
call
meeting
that
we
could
have
had
prior
to
this
contract
now
I'm
going
to
vote
in
favor,
because
it's
already
been
done.
However,
I
don't
like
the
back
door,
payments
I
just
want
everybody
to
understand.
Tell
me
up
front
we're
gonna.
Have
this
call
meeting
we're
going
to
discuss
this?
It's
an
expedited
expense
that
we
need
to
incur.
H
BN
AU
I
will
say
too
to
Brandon
and
More
in
Van
Allen's
credit.
He
called
me
to
see
if
I
would
approve
it
and
I
said
I
can't
do
that.
A
chair.
The
Board
needs
to
vote
on
this.
So
that's
why
it's
coming
afterwards,
because
he
did
bring
it
up
to
me
and
I
said
we
need.
We
need
to
deal
with
this
at
the
next
point.
I.
BL
Don't
have
a
problem
with
all
of
that,
but
when
he
called
it
wasn't
to
date,
it
was
prior
to
the
contract
being
signed.
However,
that
time
should
have
been
a
special
call
meeting
or
a
phone
call
or
a
quick
little
email.
We
need
to
decide
yay,
nay.
What
do
you
think
I
don't
have
a
problem
with
any
specialized
work.
If
it
has
to
be
done
must
be
done,
it
needs
to
be
done.
I.
Just
don't
like
to
know
Mr
Baker
later
that
my
Plum
is
going
to
charge
me
500
for
running
that
snake.
BL
BL
The
constituents
in
District
Berkeley
County
want
to
know
what
are
we
spending
their
money
on
if
this,
this
highly
specialized
work
is
highly
specialized,
then
highly
specialized
folks
like
us,
should
have
known
ahead
of
time.
Mr
Ramsey
just
talked
about
his
training,
so
that's
all.
He
knew
ahead
of
time.
What
he's
going
to
charge?
Tell
me
what
you're
going
to
charge
I'm
the
I'm
the
client
right,
tell
me
what
you're
going
to
charge
ahead
of
time
same
with
fixing
my
car,
auto
mechanics
will
get
you
every
time.
BL
I
don't
want
to
put
lawyers
in
that
category,
but
they
can
go
there.
Just
tell
me
ahead
of
time
what
you're
going
to
do
a
simple
email,
a
simple
phone
call
special
call
meetings.
We
have
that
ability
to
do
special
call
meetings
and
we
can
do
Zoom
with
you
know:
hey,
there's
a
way
to
do
this.
That's
all
I'm,
saying
I'm
going
to
vote
in
favor,
but
as
I
said,
because
it's
already
been
done.

BO
Yes,
sir,
after
reviewing
our
Sr
funding
that
for
sr2,
that
has
to
be
utilized
by
September
30th
2023,
the
Esser
plan
does
provide
for
incentives
for
bus
drivers
and
teachers.
So
we
would
like
to
use
those
remaining
funds
to
pay
those
incentives
for
those
bus
drivers
and
teachers,
and
that
would
be
all
full-time.
Active
employees
would
be
4.8
million
dollars
from
sr2
and
we
would
like
to
include
all
full-time
employees
which
would
require
another
4.4
million
from
fund
balance.
BO
No
mammoths
we
factored
in
what
we
had
in
s
or
remaining
s
or
funds
and
divided
that
by
our
number
of
bus
drivers
and
teachers
and
arrived
at
the
1825.
And
then
we
wanted
to
match
that
for
all
full-time
employees.
BO
Like
our
folks
that
work
in
the
daycare,
some
of
our
temporary
coaches,
that
type
of
thing
but.
A
BL
And
they
will
not
be
included
because
they're
Kelly
Services.
BO
BO
BK
I'm,
supportive
of
that,
but
there's
also
it's
not
a
catch,
but
it's
a
it's
an
incentive.
So
there's
a
there's,
a
letter
that
the
employees
have
to
sign
is
that
correct.
BO
The
lump
sum
payment
of
1825
dollars
will
be
for
active
full-time
employees
that
have
been
employed
by
the
district.
As
of
September
1st
2023,
the
payment
is
subject
to
state
taxes
and
federal
taxes.
Therefore,
the
district
and
employee
agree
employee
agrees
to
continue
working
for
the
district
through
September
15
2023,
provided,
however,
that
the
agreement
shall
not
create
any
expectation
of
employment
for
any
definite
period,
nor
after
the
terms
and
conditions
of
the
employees,
employment,
except
as
provided
herein
and
then
it
says
in
witness
thereof.
BO
BK
This
was
I
assume
written
by
legal
counsel
and
yeah,
and
the
board
approval
tonight,
through
committee
and
through
the
full
board,
will
will
authorize
this
letter
to
so.
Basically,
they
have
to
sign
up
for
it
on
by
September
1
and
they
have
to
remain
employed
just
for
two
weeks.
Yes,
after
that,
there
was
no
long-term
requirement.

Yes,
sir,
just
do
just
a
question
earlier
in
the
budget
process,
we
talked
about
teacher
pay
raises
and
did
a
6.5
percent
with
also
the
step,
but
we
also
made
a
commitment
and
I
want
to
make
sure
that
we're
still
on
the
same
page
here
that,
notwithstanding
this
incentive,
if
there
are
additional
revenues
that
surpass
the
budget
projections
that
we
still
are
looking
at
in
a
retroactive
employee
pay
raise
by
January.
Is
that
still
the
commitment
of
the

BK

Thank
you
I'd
just
like
to
say
thanks
for
the
administration
for
putting
this
incentive
for
forward,
particularly
after
our
budget
had
an
eight
percent
pay
increase
and
then,
as
Mr
Barrow
mentioned,
hopefully
additional
revenues
come
in
and
we
can
make
that
10
percent
I
think
this
is
looking
back
at
District,
History,
Dr,
Dixon
and
other
board
members
ought
to
be
applauded
for
what
they're
doing

we're
doing
a
good
job.

thank
you
all

Good
evening

board

I
have
been
very
alert
and
focused
all
day
on
welcoming
back
our
students
and
that's
the
most
exciting
update
that
I
will
share
with
you
that
our
students
are
back
and
they
are
in
the
buildings
and
they
are
very
excited.
I
started
off
strong
at
St

alongside
Dr

Graham,
a
board
member
Bradley
mayor
Rivers,
representative

and
Octavia

and

other

E
This
was
an
important
full
circle
moment
for
me,
as
I
began,
my
teaching
career
at
Dr
Graham
was.
She
gave
me
my
first
opportunity
to
teach
students
with
exceptional
needs
at
St,
Stephen
Elementary,
so
I
appreciate
the
invitation
to
have
me
back
out
for
my
first
full
year
as
a
kickoff
as
superintendent
I
was
able
to
visit
a
total
of
nine
schools
just
today
and
in
total
our
cabinet.
Together
we
visited
All
48
schools,
including
our
brand
new
Carolyn

school
and
we'll
continue
my
visits
throughout
the
week.
E
I
must
commend
our
entire
bcsd

for
a
great
first
day
of
school.
Opening
Our
challenges
were
minimal
when
we,
when
you
think
of
how
large
our
system
is
and
I
know
how
hard
everyone
worked
to
make
this
an
overall
positive
opening
day.
Since
we
last
met,
we
celebrated
two
large
and
important
events.
Our
One
Berkeley
goes
back
to
school.
Festival
was
a
great
success
on
August
12th,
we
handed
out
more
than
3
000
backpacks
filled
with
school
supplies
and
parked
up
more
Vehicles
than
we
ever
have
in
previous
years.

I
want
to
thank
you
to
Safety

Academic

every
division
had
a

such
a
a
great
event,
our
school
administrators,
our
department,
representatives
and
Community

were
integral
to
the
success
of
this
event,
and
our
students
also
gave
of
their
time

ensure
that
we
all
had
so
much
fun.
I
appreciate
the
support

the

and
very
much
appreciate
the
planning

It
was
a
very
hot
day,
but
it
was
definitely
worth
it
to
see
the
smiles
on
the
faces
of
our
students
and
their
parents
on
August
14th,
we
celebrated
the
ribbon
cutting
of
the
Carolyn

our
new

The

forced
us

location

did
not
dampen
the
excitement.
Our

participated
in
this
event
and
helped
to
make
it
one
to
remember.
It
was
a
very.
E
I
just
can't
say
thank
you
enough
for
everything
that
you've
done
to
make
today
a
success,
but
I
would
be
remiss
if
I
did
not
recognize
our

they
gave
up
a
had
a

You
Dr

so
a
couple
items
on
the

share
report:
I'll
start
with
the
least
happy
one:
it's
the
South

accidental
death
and
dismemberment
policy.
That's
in
your

board
members
fill
that
out
please
and
give
that
back

We
also
have
Trident
United

that
are
in
your
packets.
Those
are
due
on
August.
AU
Let's
see
it
says
all
August
7th
due
to

oh
they're,
due
today
to

So
if
you're
gonna,
if
you're
gonna,
do
that
for
Trident
United

it's
due
today
and
those
forms
are
in
your
packet
as
well
I.
Now
we
have
some
congratulations
or
in
order
three
of
our
board
members
got
boardmanship
recognition,
I've
got
memos
certificates
and
pins
for
three
of
you.
So
first
I'll
present
yours,

And
then,
finally,
we're
celebrating
the
first

and
we've
got
a
welcome
back
poster
that
we
all
need
to
go.
Get
our

front.
So
I
do
want
to
Echo
what
you
said:
I
thank
all
of
the
teachers,
the
cabinet
Transportation
Dr

everyone
that
is
just
working
like
crazy
to

So
really,
let's
board
I,
think
we
ought
to
give
them
all
a
round
of
applause.
