To
the
graduates
of
2023,
this
is
a
culmination
of
13
years
of
hard
work
and
celebration
for
you,
The
Graduate,
for
your
families,
for
your
teachers
and
your
Administration
foreign
years.
You've
had
something
significant,
a
significant
challenge
as
a
group
to
deal
with,
and
you
have
adapted
to
those
situations
each
time
you
have
shown
us
that,
no
matter
what
we
throw
your
way,
no
matter
what
the
world
sends
you,
you
are
going
to
adapt
to
that
and
you're
going
to
do
extremely
well.
In
all
circumstances,.
D
Here
at
Berkeley
County
that
mission
to
making
a
positive
difference
is
not
just
for
our
faculty
and
staff:
it's
not
just
for
the
employees,
it's
as
far
as
students
in
our
community
as
well.
We
hope
that
you
take
that
same
vision
of
making
a
positive
difference
wherever
you
go,
and
in
whatever
situation
that
you're
in.

I

him

G
The
beginning,
I
didn't
know
what
was
going
to
be
like
beneficial
for
Cameron.
So
I
always
ask
the
kids
well
like
what
do
you
want
to
work
for
today
and
he
said
I
want
to
work
to
see
the
bus.
How
was
your
day
today
good,
so
we
had
a
great
day.
I
picked

we
went
to
go
see

they
think

and
it'll
never
be
right
again
for
them.
You
just
talk
with
them
and
you
figure
out
a
way
to
get
them
to
settle
down
and
they
leave
and
they're
ready
for

then
you
see
them
the

they
tell
you.

During
the

the
demographics
of
the
student
population
of
Whitesville
changed
dramatically
as
our
school
district
went
through
the
total
integration
process.
My
fellow

and
I
would
like
the
Berkeley,
County

to
officially
recognize
the
history
of
Whitesville
Elementary
as
being
the
school
for
African-American
students
in
the
Whitesville
and
surrounding
communities.
We
would
like
to
present
this
plaque.

To
be

to
acknowledge
the
historical
importance

I
have
another
copy
of
the

to
be
placed,
maybe
in
the

of
Whitesville.
So
the
students
there
will
be
aware
of
the
school's
history
with
us.

Greetings,
my
name
is
Cynthia

and
I
am
a
member
of
the
concerned.
Citizens

community
and
I
am
here
to
speak
on
behalf
of
our
beloved
Alma
Mata
King

school
from

Elementary
I'm
here
with
a
couple
of
my
neighbors
friends,
alumni
and
friends,
and
we
just
want
to
share
with
you
our
desire
and
our
interest
to
make
sure
that
kinoy
Elementary
stay
in
the
community
and
stay
relevant
superintendent,
Dixon
and
board
members.
BX
We
have
heard
over
the
years
rumors
that
there
has
been
a
discussion
of
the
closing
of
our
Beloved
School
due
to
low
enrollment
and
the
academic
performance
of
our
students.
Growth
and
development
are
all
around
school.
Families
are
purchasing
homes
and
if
they
have
researched,
they
would
have
known
that
King
Hawaii
Elementary
is
the
school.
Their
child
would
be
zoned
to
attend.
BX
Superintendent
Dixon,
you
know
also
well
the
struggles
of
our
students
and
that
what
they
face,
because
you
were
the
principal
of
this
school,
as
you
know,
growth
and
development
are
increasing
in
the
huge
area.
Currently
we
have
several
subdivisions
either
being
billed
or
already
built
in
this
area.
BX
The
funding
for
teaching
teachers
and
resources
for
Kinder
comes
from
the
district,
not
the
school,
based
on
enrollment.
As
long
as
parents
can
request
that
their
child
attend
Phillip
Simmons
instead
of
kenoy,
our
enrollment
will
never
increase.
Many
parents
in
the
hugee
area
do
not
need
child
care
because
family
members
care
for
their
children
in
the
afternoon.
We
know
that
this
is
not
the
case
for
new
residents.
BX
Therefore,
Cano
will
offer
before
and
after
school
care
for
the
2023-2024
school
year.
It
should
also
be
noted
that
many
parents
who
would
like
to
send
their
children
elsewhere
never
visited
King,
hoy
I,
understand
the
value
of
our
students
being
exposed
to
the
Fine
Arts.
However,
the
board
uses
the
same
funding
formula
for
all
schools
related
to
the
Arts
the
school
year.
Music
and
art
were
on
for
two
days
a
week
due
to
our
enrollment
next
year.
We
will
offer
it
once
a
week.
BX
It
should
be
noted
that
music
was
offered
three
days
a
week
before
the
pandemic.
Our
students
learned
how
to
play
the
steel,
drum
ukulele,
guitar
and
band
instrument,
and
we
had
a
chords
when
the
music
teacher's
position
was
cut
to
two
days.
He
could
not
offer
these
classes.
Although
music
teachers
are
offered
a
stipend
to
stay
after
school
for
our
children
to
receive
training.
The
reality
in
rural
areas
is
that
children
after
practice
is
difficult
for
them
to
to
get
home.
BX
BX
So
with
that
being
said,
we're
asking
the
school
board
to
understand
that
one
formula
does
not
fit
all
and
understand
that
the
whole
child
is
greater
than
some
of
its
parts.
Thank
you.
Thank
you.
BY
Good
evening,
up
until
July
the
12th
2016.,
our
school
board
meetings
were
opened
with
the
Lord's
Prayer.
It
was
a
historical
and
common
practice
by
this
body
for
decades,
for
fear
of
legal
repercussions.
The
board
at
that
time
made
the
decision
to
place
on
the
agenda
a
moment
of
silence
instead
of
the
long-standing
practice
of
opening
prayer.
BY
Since
that
time,
rulings
and
legal
opinions
have
surfaced
which
have
been
found
to
be
in
favor
of
opening
prayer
as
being
acceptable
in
government
assemblies,
as
long
as
it
had
been
historically
done,
not
only
that
it
is
time
to
stop
living
under
the
spirit
of
fear
which
God
does
not
give
us,
but
rather
gives
us
the
spirit
of
faithfulness,
hope
and
prayer
based
on
these
premises.
I
beseech
you
to
reinstate
that
historical
practice.
BY
With
that
said,
there
are
some
who
came
before
you
and
misused
God's
words
from
The
Book
of
Matthew
granted.
Some
Christians
fail
to
grasp
and
tire
scriptural
Parables,
without
full
comprehension
behind
the
meaning.
Thus,
their
attempts
are
clear,
misrepresentations
of
God's
truth
and
a
gross
misrepresentation
of
his
word
and
Matthew
Jesus
was
not
teaching
that
public
prayer
is
bad.
Quite
the
contrary,
if
you
fully
understand
that
Parable
in
Matthew
about
public
prayer,
you
would
know
the
purpose
behind
it.
BY
BY
BY
Furthermore,
in
Matthew
18
20
Jesus
tells
us
that
genuine
prayer
in
assembly
is
welcome
and
required.
I
quote
where
two
or
three
are
gathered
in
my
name:
I
am
in
the
midst
of
them.
Also
I
remind
those
of
us
in
this
room
that
our
founding
fathers
knew
this
and
understood
it.
They
oftentimes
engaged
in
prayer,
albeit
together,
not
just
in
private
Franklin
once
said.
I,
therefore,
begged
to
leave
to
move
that
henceforth,
prayers
imploring
the
assistance
of
Heaven
and
its
blessing
on
our
deliberations
be
held
in
this
assembly
every
morning.

all

Additionally,
funding

another
issue
that
the

to

I

that

that

Right
good
evening
board,
chair
McQuillan
and,
ladies
and
gentlemen
of
this
fine
board
and
our
community
members
of
Berkeley
County
before
I,
just
share
a
short
report
for
today.
I
just
wanted
to
again
thank
our
teacher
Forum
members.
If
you
don't
mind,
standing
up,
Mrs,
Zimmerman
you're
always
going
to
get
recognized
for
being
Who
You
Are.
D
Thank
you.
Thank
you
for
attending
today.
So
just
wanted
to
one
congratulate.
We
have
wrapped
up
nine
graduations.
It
was
nine
that
we
completed
as
of
last
week.
So
congratulations
to
all
of
the
graduates
from
for
2023.
We
are
so
proud
of
you
and
your
representation
of
Berkeley
County,
Schools
and
then
also
today
we
are.
D
It
began
our
first
day
of
summer
for
Berkeley
County,
School
District
in
terms
of
all
of
our
summer
programming,
so
we
had
about
nine
different
programs,
or
is
that
that's
the
roundabout
number
about
nine
different
programs
all
over
this
District?
So
I
just
wanted
to
personally
thank
academics
and
Innovation
to
include
curriculum
and
instruction
to
include
CTE
special
services,
I
think
and
esol.
There's
I
mean
the
entire
Division
I
wanted
to
thank
you
for
that
work.
Putting
it
together,
I
I
think
our
office
of
Transportation
always
miss
Ramsey
is
I'm.
D
Here
we
appreciate
the
coordination
and
all
of
the
phone
calls
I
know
you've
gotten
this
morning,
just
making
sure
we
get
of
all
our
students
around
and
across
the
district
to
the
various
programs
to
help
support
their
their
growth
and
their
enrichment
over
the
summer
and
Child
Nutrition
in
their
backs
are
making
sure
that
every
student
has
a
a
healthy
and
hot
meal
or
a
good
meal
that
they
can
have
during
lunch,
and
we
also
invite
you
to
check
out
our
website
for
our
Child
Nutrition
summer
feeding
sites.
D
If
you
know
of
any
one
that
or
you
know
you
have
any
children
that
need
to
participate
or
want
to
participate
in
those.
You
are
most
welcome
in
the
Summers
when
we
begin
to
do
a
lot
of
our
planning
and
positioning
ourselves
for
another
successful
school
year.
So
I
am
excited
that
that's
what
we
are
in
the
process
of
doing.
D
There's
a
lot
of
work
that
goes
in
behind
the
scenes,
from
budgeting
the
maintenance
to
getting
all
of
our
technology,
ready
that
is
put
into
our
summers,
and
so
just
thanking
everyone
in
advance
for
your
hard
work
and
as
we
go
on
the
summer
and
create
these
developments
that
are
going
to
take
place
academically
and
instructionally
and
within
our
leadership
we'll
make
sure
that
we
bring
those
back
to
the
board.
So
we
can
keep
you
up
to
speed
with
all
of
the
exciting
developments
that
are
going
to
happen
to
particip.
D
You
know
to
improve
our
student
achievement
and
then,
finally,
just
to
close
tonight,
I
am
particularly
excited
for
all
of
our
recommendations
and
for
the
collaborative
work
that
you'll
see
ahead
an
hour
and
I'll
share
a
little
bit
more
in
our
committee
meetings,
as
it
turns
you
know,
in
terms
of
our
budgeting
processes
and
all
of
our
capital
projects
that
are
ahead
of
us.
So
thank
you
for
this
wonderful
opportunity.
D
A
Thank
you,
Dr

The
next
agenda
item
is
the

update
I
have
two
things:
one.
If
you
have
not
done
the

as
a

you
need
to
do
that
and
fill
out
the
form.
That's
in
your
packet
and
then
number
two
Miss
Lacy
would
like
us
to
take
a
picture
congratulating
the
graduates.
So
if
we
could
all
come
around
and
snap
a
quick
picture,
then
we'll
go
into
the
committee
meetings.

covid-19
mitigation
policy.
What's
the
pleasure
of
the
committee.
AO
CA
Aye
Miss
Littleton
can
can
I,
say
one
thing.
I'm
sorry
can
I
say
one
thing:
yes,
so
the
the
school
board
is
actually
the
governing
body
of
Head
Start.
We
don't.
We
move
through
these
items
kind
of
quickly
because
we
go
through
them
before
we're
here,
but
we
do
get
trained
on
that
and
we
are
the
governing
body
of
the
Berkeley
Dorchester
Head
Start,
which
is
a
federally
funded
program.
We're
trained
on
it
I
feel
like.
CA
Sometimes
it
moves
so
fast
up
here
that
it
that
it
doesn't
acknowledge,
but
we
have
one
of
the
best
programs.
We
have
one
of
the
top
programs,
I
would
say
in
the
country,
but
I
know
in
the
state
and
how
well
it's
run
and
what
we
do
to
to
provide
for
the
kids
that
are
coming
into
head
start.
So
I
just
wanted
to
acknowledge
that
work.
Parents
come
on,
you
know,
parent
committees
and
their
policy
committees.

CD
Thanks
Marcy
Dr
Dixon
board
members
good
evening,
as
always
thanks
for
having
me
here
as
you'll.
Remember,
I
was
here
just
a
couple
of
weeks
ago,
talking
about
the
district's
long-term
capital
needs
and
the
different
funding
options
you
have
at
your
disposal
to
fund
those
needs,
specifically
the
new
Penny
sales
tax
and
then
also
property
tax
revenues,
since
that
meeting
a
couple
of
weeks
ago
got
in
some
new,
very
positive
information
on
the
property
tax
front
from
the
county
county
treasurer's
office.
CD
To
date,
the
the
school
district
has
received
a
significant
amount
of
property
tax
revenue
coming
in
such
that
the
value
of
a
mill
based
on
what
came
in
this
year
was
was
higher
than
what
we
were
assuming
in
terms
of
long-term
projections.
So
with
that
very
positive
news,
we
updated
our
value
of
the
mill
projections
going
forward
and
that
therefore
reduce
the
potential
property
tax
revenues
needed
to
fund
that
Capital
plan.
So
I
wanted
to
walk
through
some
of
these
results
with
you
here.
CD
If
you
look
at
our
first
page
as
a
reminder,
we
had
a
long
list
of
projects
that
your
staff
developed.
This
was
new
construction
renovation,
repair
technology
Etc.
This
was
over
the
next
10-year
period.
We
assumed
different
inflation,
annual
inflation
inflation
rates
on
those
as
well.
We
had
went
back
on
that
and
see
if
I
can
scroll
down
a
bit
on
this.
We
went
back
and
took
another
look
at
that
Capital
list
as
well
and
tweaked
it
slightly.
The
total
amount
you'll
see
there.
CD
825
million
in
current
dollars
is
about
25
million
dollars
less
than
what
it
was
a
couple
of
weeks
ago,
again,
some
very
minor
adjustments
in
those
different
categories
there
from
an
inflation-adjusted
standpoint
over
the
next
10
years,
it's
a
little
over
a
billion
dollars
but
again
slight
adjustments.
825
million
is
the
current
value.
CD
When
we
look
at
the
funding
capacity
and
the
revenues
available,
the
biggest
change
as
I
mentioned,
is
in
that
value
of
a
mill.
We
were
assuming
a
value
of
a
mill
of
1.3
million
dollars
and
that's
a
value
of
a
single
that
a
single
Debt,
Service
Mill,
that's
Levy,
generates
over
the
last
couple
years.
CD
You
all
have
levied
70
Debt,
Service
Mills
and
again
we
were
assuming
1.3
million
dollars
per
Mill
based
on
the
revenue
collections
year
to
date,
that
value
of
a
mill
is
closer
to
one
million
four
hundred
and
fifty
thousand
dollars.
So
given
what
you've
brought
in
this
year,
very
comfortable
assuming
that
again
for
next
year-
and
that's
also
got
some
conservatism
obviously
baked
in
to
that,
because
your
assessed
value
will
likely
continue
to
grow.
But
we
have
assumed
that
one
million
four
hundred
fifty
thousand
going
forward
with
slight
annual
growth
rates
as
well.
CD
What
you'll
see
in
the
proposed
or
the
plan
of
Finance
here
over
the
next
10
years,
is
a
flat
55,
Debt,
Service
Mill
Levy
over
the
next
10
years.
So,
as
a
reminder,
again,
you
all
have
been
loving,
70
Debt,
Service
Mills.
CD
When
we
were
before
you
a
couple
of
weeks
ago,
we
were
looking
at
a
stair
step
down
method
for
that
millage
Levy,
starting
at
68
mils
for
this
upcoming
fiscal
year
2024
and
then
going
down
a
little
bit
thereafter,
which
you'll
see
on
the
next
page
is
again
is
a
flat
55
mils
starting
in
fiscal
year.
2024.
So
really
positive
news,
that's
just
again,
driven
by
all
of
the
growth
in
the
county
and
that
increase
in
the
value
of
a
mill.
CD
You'll
also
have
some
additional
revenues
that
flow
into
your
debt
service
fund
that
you
can
use
for
General
obligation,
bonds,
approximately
eight
million
dollars
there,
and
then
we
got
some
updated
data
from
the
county
treasurer's
office
as
well.
On
the
current
balance
you
have
in
your
debt
service
fund,
you
continue
to
get
some
revenues
from
going
in
so
with
that
updated
number
that
also
added
a
couple
of
million
dollars
to
our
assumption
and
then
lastly,
we
no
change
on
the
projected
sales
tax
revenues.
CD
Those
Bond
proceeds
will
fund
a
lot
of
these
projects,
along
with
your
sales
tax
revenues.
But
if
you
look
at
the
columns
to
the
left
starting
this
fiscal
year,
the
plan
proposed
plan
has
a
55
mil
Levy
and
you'll,
see
that
that's
constant
over
the
next
10
plus
years
and
what
that
would
generate
in
terms
of
the
annual
eight
percent
new
money.
So
as
a
part
of
your
general
obligation
bond
issue,
it
serves
two
purposes.
The
first
is
to
pay
the
debt
service
in
the
upcoming
fiscal
year
on
all
of
your
non-general
obligation.
CD
Bonds
and
then
the
second
purpose
is
to
fund
these
new
money,
construction
and
renovation
and
Technology
projects.
So
what
you'll
see
in
that
column
is
this
fall?
We
should
be
able
to
generate
approximately
57
million
dollars,
that'll
go
towards
those
projects
and
then
on
a
projected
base
going
forward
about
30
to
35
million
for
the
next
five
years,
and
then
it
could
potentially
ramp
up
closer
to
75
million
once
you
get
out
into
fiscal
year
2030..
In
addition,
you
have
your
sales
tax,
projected
sales
tax
revenues
available.
CD
What
we're
focused
on
on
our
end
is
the
combination
of
your
eight
percent
General
obligation,
Bond
proceeds,
plus
your
sales
tax
revenues
and
comparing
those
to
your
project.
Cash
flow
needs
that
825
million
current
year
dollars
a
billion
adjusted
dollars
over
the
next
10
years,
and
we're
focused
on
that
far
right
hand
column
to
make
sure
you've
got
enough.
Revenue
coming
in
from
those
two
sources
to
cover
your
project.
Cash
flow
needs
and
you'll
see
that
that
remains
positive
in
that
far
right
hand
column
as
another
reminder
here.
What
you'll?
CD
What
you
have
is
you're
just
setting
your
millage,
your
debt
service
millage
for
the
upcoming
fiscal
year,
we'll
be
back
before
you
this
time
next
year,
as
well.
Refresh
all
the
assumptions
refresh
any
updates
on
your
Capital
plan
and
make
any
adjustments
necessary.
So
this
is
just
to
give
you
the
long-term
picture
of
what
this
could
look
like,
but
the
near
term.
B
CC
Okay
tonight
we
are
bringing
before
you
a
general
obligation,
Bond
resolution.
We
do
this
each
year
in
June
and
administration
request
approval
of
a
resolution
authorizing
the
issuance
and
sale
of
General
obligation
bonds.
This
request
is
for
the
approval
of
the
issuance
and
sale
of
a
general
obligation,
Bond
bonds
not
to
exceed
95
million
for
the
purpose
of
paying
existing
debt
funding
capital
projects,
as
well
as
the
cost
of
issuance
for
the
bond
or
any
other
lawful
purpose.
CC
As
the
board
May
determine
Administration
will
present
the
capital
budget
Capital
project
budget
for
the
new
money
portion
of
the
issuance
for
approval
in
July.
The
closing
date
for
the
bonds
will
be
in
September,
and
a
copy
of
the
resolution
was
uploaded
to
board
docs
for
the
board's
review.
Additionally,
our
bond
attorney
Jeremy
cook
is
with
us
tonight.
If
anyone
has
any
questions.
CA
Mr
Tara
moved
to
approve
the
issuance
and
sale
of
General
obligation,
bonds
of
the
school
district
in
the
principal
amount
of
not
to
exceed
95
million
dollars
for
the
purposes
of
repayment
of
existing
debt,
funding,
capital
projects
and
funding
other
initiatives
of
the
school
district
and
also
paying
the
cost
of
issuance
of
the
bonds
or
any
other
lawful
purpose
as
necessary.
Do.
BV
B
CC
At
the
end
of
each
fiscal
year,
we
have
the
opportunity
to
flex
or
transfer
the
carryover
portion
of
certain
State
funds
unused
Revenue
to
the
general
fund.
This
year
we
are
requesting
the
approval
of
the
funding
flexibility
for
22
2022
2023.
The
transfer
amounts
are
the
maximum
amounts
that
can
be
transferred
and
will
most
likely
significantly
be
significantly
lower.
Due
to
the
programs
and
and
salaries
planned
through
June
30th
2023,
the
amount
to
flex
is
2.5
million
from
at-risk
funds
fund,
338
and
180
000
from
the
summer
reading
program,
which
is
fund
357.
CA
CA
Yes,
sir,
the
the
plan
for
the
money
that
we're
flexing
is
it
it's
just
going
to
move
over
to
the
account
that
it's
currently
in
and
and
move
forward,
or
do
we
assign
specific.
B
D
D
It
was
a
a
great
learning
experience
for
for
myself
and
an
outstanding
opportunity
for
us
to
collaborate
under
the
leadership
of
our
interim
CFO,
in
collaboration
with
our
buying
consultant,
our
financial
advisors,
individual
members,
the
contributed
members
of
our
board,
sharing
feedback
and
questions,
and
we're
just
very
excited
that
the
priorities
of
the
board
were
consistent,
and
that
was
to
ensure
that
we
had
teacher
raises
were
in
intact
that
our
salaries
for
all
of
our
employees
were
the
there
and
to
ensure
that
we
were
physically
responsible
of
our
budget
to
ensure
that
we
had
a
balanced
budget.
CC
Referring
back
to
the
capital
budget,
I
think
it's
important
to
recognize
the
fact
that
the
55
Mills
that
we're
presenting
for
the
eight
percent
Debt
Service
money
that
actually
will
fulfill
a
1999
promise
that
that
school
board
made
to
the
taxpayers
to
reduce
millage.
CC
So,
to
get
on
with
the
general
fund
budget,
this
is
going
to
be
the
first
reading
of
the
general
fund
budget.
It's
based
on
the
house
projections
that
we've
received
thus
far
we're
hoping
to
get
additional
feedback
from
the
state
this
week,
they're
supposed
to
be
working
on
the
budget,
so
we
hope
to
get
some
final
numbers
by
then
until
that
time.
CC
For
tonight
we
are
going
to
present
the
first
reading
and
we
kind
of
just
talk
about
the
process
that
we
went
through
after
the
budget
Workshop
that
we
held
on
May
15th
finance,
took
the
direction
from
the
board
and
ran
some
alternate
scenarios
for
employee
pay
increases
that
would
include
a
six
and
a
half
percent,
a
seven
percent
and
a
seven
and
a
half
percent
increase
to
the
salary
schedules.
Looking
at
a
28-year,
29-year,
30-year
and
35-year
salary
schedule,
we
I
included
some
of
that
information
as
additional
information
in
your
board.
CC
Packets,
we're
going
to
show
you
the
one
scenario
tonight
that
we
feel
works
the
best
for
for
our
budgeting
purposes.
CC
Once
we
completed
the
initial
exercise,
we
knew
that
we
were
going
to
have
to
make
some
additional
reductions
to
our
supply
budgets,
to
provide
the
prioritized,
pay
increases
for
employees
and
achieve
a
balanced
budget.
Our
departments
took
a
second
pass
at
their
individual
budgets
and
made
further
reductions
to
those
budgets
for
supplies
and
services,
and
our
schools
budgets
were
reset
to
the
current
FY
2223
funding,
so
they
will
not
see
an
increase
in
their
budgets
for
FY
2324.
CC
After
that
exercise,
you
can
see
by
this
salary
schedule.
I
mean
I'm.
Sorry,
this
worksheet,
we
can
bring
you
a
balanced
budget
for
23
24
by
providing
a
six
and
a
half
percent
pay
increase
for
all
employees
and
increase
the
salary
scales
to
30
years
and
maintain
the
current
operating
Mill
at
General
operating
Mills
of
151.8,
and
this
Administration
felt
that
it
was
very
important
that
we
not
only
bring
a
balanced
budget
to
you,
but
a
physically
sound
budget.
CC
With
these
projections
in
mind,
we
are,
this
is
just
a
snapshot
of
what
the
salary
scales
will
look
like
for
the
teachers
with
this
change
in
step
to
30
years
and
with
the
six
and
a
half
percent
increase
that
takes
our
first
year
teacher
salary
from
forty
two
thousand
six,
twenty
seven
to
forty
five
thousand
three
hundred
and
ninety
seven,
and
we
feel
like
this-
gets
us
very
well
on
track
to
have
a
fifty
thousand
dollar
per
year.
Minimum
teacher
salary
within
three
years,
if
not
sooner,.
CC
This
is
a
comparison
of
our
revenue
and
expenditures
from
current
year
to
our
projected
revenues
for
23.24,
as
you
can
see,
from
our
amended
budget
of
385
million
for
the
current
year,
we're
expecting
an
increase
of
32
and
a
half
million
dollars
to
418
million
for
23.24.
And
if
you
look
at
the
expenditures
at
the
bottom
table,
you
can
just
see
that
most
of
our
budget,
our
operating
budget,
goes
to
salaries
and
benefits
and
our
purchase
service
budget.
CC
CC
CC
One-Time
incentive
for
all
employees
and
we'd
also
want
to
establish
a
salary,
Review
Committee
to
start
work
in
July
to
review
all
of
our
salary
schedules
and
ensure
that
our
salaries
are
fair
and
competitive
at
every
level,
and
we
will
work
to
build
that
into
our
budget
for
next
year.
CC
So
our
next
steps
are
to
bring
the
first
reading
back
to
the
full
board
for
approval
on
June
19th.
Our
plan
is
for
a
public
hearing
on
June
26th
and
obtain
final
approval
that
night
as
well,
and
the
delay
in
that,
of
course,
is
because
we're
still
waiting
on
the
final
numbers
from
the
state.
BR
B
CC
This
request
for

was
conducted
to

a
highly
highly
qualified

to

conducted

with
the

after
completing
an
initial

and
ranking
of
their

After
completing
the

CC
A
second
round
of
scoring
was
completed
and
negotiations
were
conducted
with
the
highest
rank
firm
and
we
are
requesting
Award

for
a

5.25
and
a
quarter
percent
of

which
translates
to

of
one
one

five

seventy
five

approve
the

a
maximum
negotiated
fee
of
5.25
of
the

575
000,

on
the

Budget

30

CE
CA
Were
you
going
to
say
the
same
thing,
Mr
Baker
I,
don't
know
I
assume
this
was
a
quality
in
price
bid.
Were
the
other
bids
in
the
realm
of
5.25
I'm
a
little
surprised
by
how
high
the
percentage.
CC
When
you
do
architect
negotiations,
you
can
only
hire
based
on
qualifications,
and
then
you
can
negotiate
the
fee,
and
if
you
are
unsuccessful
with
the
highest
ranked
firm,
then
you
cease
negotiations
and
go
with
the
second
firm,
and
you
can
do
that
through
the
process,
but
just
historically
on
renovation
projects,
we've
paid
as
much
as
seven
or
eight
percent
on
a
renovation
project,
because
they
are
much
more
complex
than
building
something
straight
out
of
the
ground
on
new
construction
and
these
fees
are
actually
lower
than
our
this
current
standard
rate.
Okay,.
CA
Okay,
that's
what
I
wanted
to
hear
it?
Just
it
surprised
me.
It
seemed
high,
but
I
guess
if
we
paid
seven
percent
before
always
wonder
about
the
architect
and
Engineering
fees,
because
I
feel
like
it's
a
significant
part
of
the
budget,
so
I'm
sorry,
I
defer
to
Mr
Baker.
CE
CC
We
feel
like
feel
a
good
rate
and
that
we'll
negotiate
with
the
fixed
fee.
We
have
a
preliminary
budget
of
somewhere
between
30
and
40
million.
If
it's
significantly
higher,
we
can
maybe
look
at
something
but
I'm
going
to
let
Mr
Galloway
speak
to
some
of
that,
and
what
the
risk
of
those
negotiations
may
be.
CF
Yes,
I
think
it
is
important
that
seven
to
eight
percent
is
more
the
market.
I
think
OSF
has
a
recommended
rate
for
new
projects
of
six
which
just
aren't
as
complex
as
Renovations.
Also
this
particular
architect
did
the
renovations
on
the
last
phase
of
Hanahan
middle.
So
in
looking
at
the
fee,
you
also
have
to
consider
what
would
the
increase
in
construction
cost
or
timing
potentially
be
if
we
chose
to
abandon
negotiations
because
we
had
heartache
with
the
fee.

CA
CA
Appreciate
that
you
stated
our
part
is
twenty
eight
thousand
dollars
a
year,
because
I
wrote
down
two
million
dollars
in
ice
cream,
which
I
think
is
something
people
might
hear.
B
CA
Was
gonna,
say
yeah
we
we're
thinking
big
here.
No,
we
are
sharing
over
multiple
school
districts,
and
so
our
portion
of
this
entire
contract
should
average
about
twenty
eight
thousand
dollars
a
year.
Yes,
ma'am,
correct,
okay,
gotcha
I'm.

we're

You
the

The

The
proposed

include
changing

I'll
question
this:
someone
I
just
have
a
question
for
clarification
in
bullet
item
four.
It
says
something
about
a
regular
election
cycle.
Can
you
just
clarify
that,
for
me.
BK
Yes,
ma'am
the
Regular
election
cycle
is
every
two
years
anytime.
There's
a
board
election
and
new
members
come
on
board.
Then
there's
a
election
of
the
officers.
