Council
shed
road,
we
have
two
lanes
open
from
Benton
Road
to
airline
drive.
That's
a
good
thing,
there's
still
a
considerable
amount
of
work
to
be
done
on
the
northernmost
Lane.
The
mayor
asked
me
this
morning
mark
when
it's
the
no
kitten
finished
date.
Well,
my
best
answer
is
I'm
not
sure,
but
this
morning
I
drove
out
there
I
asked
a
worker
I,
usually
ask
management
or
some
higher-up
person
today,
I
just
asked
a
worker
out
there.
So
what
are
you
guys?
Gonna
be
finished?
F
He
said,
I'm
thinking
the
end
of
January,
our
project
right-hand
turn
lane
sunflower
Road,
nothing
new
to
report
there
we're
gonna
start
in
January
with
a
great
contractor.
We
selected
a
few
weeks
ago,
Coleman
Street.
We
got
some
issues
on
Coleman
Street.
You
know
federal
and
state
money's
involved
on
that
project
and
an
environmental
review
is
required.
F
There's
Fort
Smith
Park
along
the
route
and
it's
really
problematic
for
the
federal
highway
administration
for
us
to
take
any
property
from
that
park
and
if
we
get
on
to
the
park,
there's
another
issue,
its
allegedly
the
site
of
a
Confederate
fort,
and
they
want
us
to
do
an
archaeological
exploration
to
determine.
What's
really,
there
I've
asked
our
engineers
to
redesign
Coleman
Street
just
to
avoid
the
park
and
I
think
that
puts
all
those
problems
to
the
side.
G
F
Need
about
15
feet
and
no
construction
there.
We
just
wanted
to
slope
the
ground
from
the
back
of
our
new
curb
up
to
the
existing
elevation.
Nice,
gradual
slope,
all
sod.
It
would
look
nicer
after
we
build
the
project
than
before.
Had
a
conference
call
with
the
Highway
Administration
a
couple
of
days
ago.
I
hope
common
sense
would
prevail,
but
it
didn't
and
so
I
think
I've
worked,
like
I
said
we're
working
on
a
redesign
to
avoid
the
park.
F
Viking
drive.
We
just
got
all
of
our
maps
delivered
to
us
just
yesterday:
right-of-way
takings
I
think
there's
about
45
tracks,
but
about
30
property
owners.
So
we
should
be
able
to
start
negotiating
with
those
folks
real
soon
acquired
the
right-of-way
for
Viking
Drive.
The
u.s.
80
improvements
part
of
the
carriageway
project,
we're
going
to
open
bids
on
that
this
22nd
ten
point:
two
million
dollars
is
our
estimate.
If
you've
been
out
there,
you
see
all
the
utility
companies
hustling
to
get
out
of
the
way
innovation.
Drive
still
don't
have
a
sign
street
dedication
plat.
F
The
owners
have
asked
that
we
tweak
the
drawings
a
little
bit
to
net
out
some
additional
property
that
can
be
so
I.
Don't
think
it's
going
to
be
an
issue,
but
we
do
have
to
go
back
to
the
levee
board.
For
another
approval
could
be
another
one:
a
two-month
delay
to
get
our
ticket
punched
with
their
local
levee
board,
Walter
a
big
B
carriageway,
we're
making
good
progress
on
that
I.
Think
I've
told
you
before.
F
We
need
I
think
for
individual
permits
from
the
Corps
I
just
got
the
second
one
since
our
last
meeting
and
things
are
rocking
along
pretty
good.
There
Commerce
Drive
that
portion
of
the
road
in
Commerce
Drive
excuse
me:
Commerce
Drive
industrial
park,
that's
completed,
that's
the
new
road
that
goes
back
to
Cassidy,
Jones,
building
material
store,
and
so
I
won't
tell
you
about
that
anymore.
It's
done
arena
projects,
we're
underway
rehab
in
the
parking
lot
right.
F
Now
it's
going
pretty
well
considering
the
weather
we've
had
and
planted
on
a
new
roof
this
coming
summer
and
to
date,
I've
spent
about
3.2
million
bucks
on
various
arena
projects
and
we're
looking
at
a
couple
subdivisions.
The
legacy
office,
Swan
Lake
Road,
to
preserve
off
of
sunflower,
Road
or
to
new
subdivisions
a
lot
of
activity
in
those
neighborhoods
and
council.
That's
all
I
got
if
I
can
help
you
answer
any
questions.
F
A
H
Afternoon
count
so
I've
distributed
the
financial
reports
for
November
2018
on
page
one.
Our
revenues
by
fund
we're
at
a
hundred
and
eleven
percent
to
budget
and
the
general
fund
sales
tax
portion
we're
at
a
hundred
and
three
percent
h2
as
their
expenses
by
fund,
and
we
are
at
ninety
five
percent
upon
expenses.
H
H
Then,
on
page
four
is
our
Manning:
we
have
667
employees
to
665
last
month,
so
we're
to
better,
but
we
are
still
26
below
budget.
And
finally,
the
last
pages
are
water
and
sewer.
The
month
of
November
is
down,
that's
mainly
due
to
the
water
revenue
being
only
at
91
percent
compared
to
last
year
and
our
debt
service.
But
if
you
look
at
the
year-to-date,
we're
at
102
percent
we're
at
a
hundred
and
eighty
percent
to
budget
and
the
rolling
twelve
months
is
a
hundred
percent.
G
G
G
You
know
we
had
five
handlers
in
that
budget.
We
have
only
have
four,
so
it's
gonna
be
a
minute.
The
police
department,
operational
budget
by
appropriating
one
hundred
sixty
six
thousand
eight
and
fifty
dollars
sixty
two
cents
to
compensate
k9
handlers
for
overtime
from
the
2018
and
2019
general
fund
fund
balance.

Council,
the
engineer's
estimate
and
the
budget
for
this
bid
is
$200,000,
it's
being
funded
by
the
sewer
capital
and
contingency
fund.
There
was
one
addendum
that
listed
the
attendees
to
the
non
mandatory
meeting.
Contractors
were
reminded
that
the
project
is
tax
exempt
and
it
has
a
lump
sum
project.
There
were
questions
and
answers
provided
and
resection.
Zero
1,200
of
the
specs
and
contracts
were
updated.

A
L
The
the
project's
complete
100%,
that's
a
final
reconciliatory
change
or
so
everything's
been
complete,
dressed
up,
had
a
bunch
of
rain.
I
didn't
go
back
and
do
a
little
dress
up,
but
they
are
all
of
the
customers
down.
There
have
a
service
brought
to
their

I
can't
report
on
who's
tied
in
or
not,
but
we're
billing
them
for
their
their

out.
