So
when
you
get
down
to
the
end,
we
were
targeted
to
save
approximately
2.1
million
in
operational
expenses
and
we
actually
saved
just
over
two
and
a
half
million
in
operational
savings,
so
did
very
well
in
2017,
and
what
we
do
there's
is
compare
just
as
a
reminder.
We
looked
at
the
2016
budget
and
compared
that
to
our
proposed
2017
budgets
to
come
up
with
what
that
target
is
so
we
we
did.
We
beat
our
expectations,
so
you
kind
of
break
that
down
and
a
little
bit
more
detail
again.

Historically,
the
city
of
Bossier
would
go
into
a
contract
about
soliciting
quotes
for
that
work.
We
we
get
quotes.
We
do
it
quickly
and
we
do
all
the
engineering
and
the
construction
ad
and
then
all
of
that
is
done
internally,
and
so
we
come
up
with
a
cost
avoidance.
If
you
will
savings
there
of
about
400
and
we
call
it
about
half
a
million
dollars
just
in
doing
that
work,
the
other
area
we
call
it
cost
avoidance.
These
are
things
that
we
do
internally
that
have
historically
not
been
internally
performed.

Anywhere
from
big
to
little
projects,
you
may
see
a
crew
out
on
East
Texas
right
now
doing
a
big
gravity,
sewer
main
repair-
that's
that's
being
done
internal
by
the
city
of
Bossier.
All
of
that
stuff
adds
up.
So
when
you
get
to
the
end,
if
you
figure
all
of
the
operation
savings,
the
emergency
work
and
cost
avoidance
you're,
looking
at
in
excess
four
million
dollars
in
overall
savings
by
the
utility
department,
so
they're
they're
doing
well.

Outside
of
that,
we've
been
very
active,
I
don't
want
to
I,
don't
unless
you're
very
interested
in
these
things.
You
know
we
review
the
budgets
both
Capitol,
we
review
the
five-year
capital,
expense
plan
and
the
operating
budgets
continuously.
Those
things
are
very
dynamic:
we've
gone
through
and
revised
all
of
the
job
descriptions
for
the
whole
department
updated
those
and
on
and
on
it
goes
so
we're
constantly
trying
to
refine
and
improve
all
the
various
little
systems
that
we
have
within
the
utility
department
to
make
it
better.

Just
like
to
tell
you
all
thank
you
for
all
your
service
to
the
city
of
Bossier,
and
it's
been
a
wonderful
partnership
which
I
think
the
council
and
the
mayor
would
in
the
administration
as
well
would
say,
it's
been
a
pleasure
to
do
business
with
y'all
and
we
hope
to
continue
that
through
the
future.
Just
to
put
things
in
perspective,
they're
estimated
savings
budget
was
2.1
million.

They
ended
up
saving
roughly
2.5
million
I
believe
the
cost
of
the
raises
to
the
utilities
department
was
400,
that's
Kareem,
I'm
speaking
in
general
terms,
so
just
in
that
additional
savings
that
was
recuperated
both
on
the
efforts
of
Manchac,
as
well
as
the
employees
of
the
water
and
sewer
department.
They
were
able
to
cover
the
cost
of
their
raises.
Now:
that's
real
business
being
applied
to
city
government
and
again
hats
off
both
to
the
employees
of
Moser
city
administration
as
well
as
Manchac.
So
thank

all
y'all.

company's

department

the
city.

can't
think
of
anything
that
we've
recommended
or
requested
that
we
haven't
been
able
to
get
quickly
and

get
moving.

on

utility
department

all

employees
that

tirelessly.

really

sporting
events

You
know

help
house
all
those
folks,

events

volunteer
coordinator,
special
events
director

again
they

a
phenomenal
job
and
I
just
wanted
to
recognize
them

I
coach
Bohannon
is
the
two
appointees
for
the
city
of
Bossier
and
I
want
to
just
update
a
couple
of
things
that
we've
had
over
the
last
couple
weeks
and
coming
up.
We
had
the
state
wrestling
tournament
with
the
CenturyLink
and
Rebecca
bond
of
ear
and
her
team
over.
There
really
did
a
great
job.
They've
got
a
little
country
concert,
Blake
Shelton,
and
not
so
they
were
getting
ready
for
that.

But
again
this
was
a
third
year
we
hosted
the
state
wrestling
tournament
record
attendance,
which
was
really
great
for
our
area
and
even
with
the
state
wrestling,
it's
always
great
to
have
the
economic
impact,
which
is
a
little
bit
over
a
million
dollars.
But
it's
also
a
great
thing.
Like
I'm
Saturday
night,
the
know
mayor
Walker
was
there
to
see
Park
Way
bring
home
a
state
team
championship
it
literally
at
the
very
end,
so
that
makes
it
all
worthwhile
and
of
course
we
lies
about
160
volunteers.

And
then
last
weekend
we
had
the
state
archery
tournament
and
again
that
the
regional
in
the
state
we've
had
for
the
last
two
years
and
we've
not
really
announced
yet,
but
we
did
secure
that
again
for
next
year.
So
again
you
know
Bossier
Parish,
that
you
know
school
just
do
a
phenomenal
job
and
I
believe
miss
Phyllis.

look
at
the
screen
we
had
somebody
come
out
of
nowhere
and
literally
make
the
national
team,
which
I
think
will
be
later
this
year.
This
was
mayor
Walker
at
the
press
conference
on
Thursday
afternoon
at
the
convention
center,
and
that
really
was
his
shot,
so
I'd
be
willing
to
put
an
apple
on
my
head
for
you,
marijuana.

We
just
got
some
great
things:
we've
got
something
again,
you
know
one
thing
we
really
like
to
let
people
know
is
just
you
know
the
Advocate
that
you
know
the
sports
events
is
an
economic
impact,
so
we're
partnering
again.
This
will
be
our
third
year.
We've
done
it
the
first
years
at
the
Red
River
brewery,
but
it'll
be
at
the
Hilton
Homewood
Suites
Bossier
on
Thursday
April,
the
fifth
and
we
call
it
this
report,
Moser
sports
pits
connect.

So
that's
a
free
event,
but
it's
really
just
an
opportunity
to
engage
the
business
community
in
the
sports
community
and
really
allow
network.
And
again
this
will
be
our
third
years.
You
know
and
we're
excited
about
doing,
that
at
the
Hilton
Holmen
suites
are
great
partners.
You
know
it's
talking
to
Kathy
French
about
the
Red
River.
We've
got
our
first.
We've
got
more
nationals,
bass
fishing
tournaments,
lined
up
for
this
year
than
I
think
we've
ever
had
in
the
history.

So
my
understandings,
the
waters
gonna
go
down
to
a
good
fishing
level,
but
we'll
keep
the
national
tournaments
off
the
first
week
of
April
with
the
ABA
race
got
Nationals,
which
is
the
largest
national
bass
trail,
so
they'll
bring
fishermen
in
from
all
50
states
to
compete
on
the
Red
River
and
then
we'll
have
the
BFL
all-american
and
college
yeti.
National
bass
fishing
in
late
May,
early
June
and
both
of
those
would
be
televised
for
an
hour
on
NBC
Sports.

Of
course,
why
the
Basinger
open
back
as
well
so
again
well,
have
the
powerboat
Nationals
coming
up
again
Labor
Day
weekend.
You
know
they
got
canceled
out
last
year
because
of
Hurricane
Harvey,
but
we're
super
excited.
We
are
gonna,
bring
in
even
larger
boats
and
what
we
had
in
the
past.
So
we
were
involved
with
about
130
for
sporting
events.
Last
year
and
we're
on
track
to
probably
do
about
150
this
year,
so
it's
really
just
partnerships
and
really
the
community
getting
on
board
and,
of
course,
utilizing.

Got
the
state
wrestling
one
more
year
and
then
that'll
be
a
bid
next
summer
and
again,
I
appreciate
the
partnership
of
the
city
of
Bossier
on
helping
to
make
that
happen
and
also
the
CenturyLink
Center
staff
are
just
phenomenal.
In
fact
we
got.
You
know
lots
of
comments
on
those,
but
again
it
just
really
took
an
army
of
folks
to
make
that
happen
now.
I
did
get
in
that
date
from
John
rainy
and
it
I
was
hoping
for
good
news,
but
the
Bossier
Parish
boys
were
playing
Kilgore
and
they
got
beat.

He
just
texted
me
a
minute
ago,
72
to
68,
and
then
the
girls
play
tomorrow
at
1:00
and
he
was
wanting
to
be
here,
but
we
did
partnering
with
bitsy
and
we
will
host
the
2019
and
2020
JUCO
region
14
championships.
So
that's
you
know.
As
you
know,
the
JUCO
is
the
junior
college.
Like
sec,
you
know
basketball,
so
we're
super
excited
about
hosting
that
that'll
be
at
the
gold
dome
this
same
time
next
year.
So
again,
that'll
be
a
good
opportunity
and
so
I
miss
anything.

doing

alleviate

problems,

the
mayor

everybody

big

we
run

poll

community

traffic

mean
that
that's
the
one
thing
on
people's
mind
and
we
need
to
let
them
know
that
we're
spending
their
taxpayer
dollars
and
we're
doing
things
for
the
future
to
help
alleviate
that.

we
can
keep
it
front
and
center

think
and
be
good
for
everyone.

know,
miss
McCraw
has
excel
in
all
areas.
She
continued
to
be
very
I,
guess,
assertive
and
moving,
and
she
has
done
a
great
job
for
the
city
and
with
that
board
that
she's
owned.
It
brings
us
more
expertise,
so
I
appreciate
her
and
she
does
a
great
job.
