a

update
on
the
Miss
USA
and
the
Miss
Teen
USA
pageants.
As
you
know,
the
events
went
off
extremely
well
in
our
community
in
a
very
short
timeline,
and
we
could
not
have
done
it
without
your
support.
So
I
wanted
to
thank
you
for
that,
and
I
brought
a
little
something
memory.

thank

Given
you
some
of
the
the
water
bottles,
we
had
a
number
of
community
supporters
and
business
supporters
that
really
stepped
up
to
the
plate
to
help
out
and
one
of
those
was
music

printed
labels.
As
you
can
see
that
let
people
know
the
pageants
were
being
held
here
at
your
desk.
You
also
have
the
competition,
a
competition
publicity
report.

This
is
provided
by
the
Miss
Universe
Organization
and
it
outlines
the
successful
media
coverage
that
the
pageant
garnered
for
Shreveport,
Bossier,
keto
and
Bossier
parishes
for
the
Miss
USA
pageant
itself
over
seventeen
and
a
half
million
viewers
nationally
viewed
media
broadcast
coverage.
Now
that's
not
the
actual
televised
event.
This
is
coverage
of
the
event
so
either
leading
up
to
the
event
or
after
the
event,
the
other
networks
that
kind
of
things
that
we're
covering
it
or
it
could
be
what
they
consider
local
coverage
is
the
hometowns
of
the
competitors,
so
their
hometowns.

All
of
that
coverage
cumulated
to
over
seventeen
and
a
half
million
dollars
in
that
there's
also
a
value
of
1.6
million
dollars
for
their
what
they
call
their
local
coverage,
which
is
the
hometowns
of
the
competitors,
which
is
not
our
local,
so
this
is
still
outside
of
the
our
market
that
is
being
covered,
then
the
hometowns
for
the
competitors,
so
a
total
value
of
the
media
broadcast
coverage
was
7.2
million,
and
this
is
just
for
the
Miss
USA
pageant
another
area.
That's
very
important
is
the
online
engagement.

So
domestically
there
were
280,000
people
who
watched
it
online.
There
were
different
segments,
different
articles
that
were
online,
that
they
saw
and
they
clicked
on,
and
they
they
asked
for
more
information
and
viewed
that.
But
one
of
the
things
I
said
is
I
also
want
to
know
how
many
of
those
articles
featured
something
about
shreveport-bossier
of
those
280.
It
was
two
hundred
and
seventy
nine
thousand,
so
the
majority
of
that
coverage
also
talked
about
Shreveport
Bossier
in
our
community
in
some
way.

Also
internationally,
there
were
almost
fifteen
thousand
five
hundred
that
provided
articles
internationally
on
social
media
impressions.
There
were
over
4.4
million
social
media
impressions
with
a
value
of
over
1
million
dollars
and
then
the
domestic
and
international
broadcast
of
the
actual
television
coverage.
With
six
point,
three
million
domestic
visitors
or
viewers
was
over
three
and
a
half
million.
So
the
number
of
media
articles
that
covered
the
pageant
was
a
little
over
six
thousand.

Mentioning
Shreveport
Bossier
was
about
thirty
four
hundred,
so
the
total
media
approximate
value
was
thirteen
million
for
the
Miss
USA
pageant.
Now
the
Miss
Teen
pageant
was
not
quite
as
large,
but
it
still
Garner's
a
significant
amount.
At
2.2
million,
the
estimated
Louisiana
spend
generated
by
the
Miss
Universe
organizations
themselves
was
about
three
million
dollars,
but
perhaps
what
is
really
more
important
to
our
community
is
the
actual
visitors
who
came
to
Shreveport
Bossier
for
the
pageants.
The
contestants
brought
a
significant
number
of
family
members.

In
fact,
during
a
the
telecast
of
the
Kelly
and
Ryan
show
immediately
following
the
pageants,
the
winner,
Miss
Nebraska,
said:
I
didn't
have
to
phone
a
lot
of
people,
because
25
of
my
closest
family
and
friends
were
in
the
audience
and
that's
from
Nebraska,
so
these
people
traveled
they
came,
they
stayed.
The
majority
stayed
at
least
five
nights
in
our
community
and
many
of
them
stayed
the
full
ten
nights
or
more.
What
we
found
from
their
visitation
is.
G
They
also
came
ahead
of
time
so
really
where
we
tracked
them
is
the
actual
start
date
of
them
coming
in
and
starting
their
preparation
for
the
pageant.
Almost
all
of
the
competitors
came
in
five
or
more
days
ahead
of
the
pageant,
which
kind
of
messed
up
our
welcome
for
them
at
the
airport,
but
that
was
a
good
problem
to
have
of
those
contestants
102.
They
figuring
they
generated
at
least
two
room
nights
in
addition
to
their
stay
as
well.

That's
over
two
thousand
room
nights:
the
miss
universe
itself
paid
for
over
3500
room
nights
during
that
10
day
stay.
However,
we
know
that
there
were
also
contractors
who
came
in
that
were
not
a
part
of
their
room
block.
For
instance,
chi
was
one
of
the
companies
that
was
a
major
sponsor
and
if
you
were
there
at
the
pageant
during
every
break,
you
saw
several
people
run
onto
the
stage.
Fix
hair,
do
a
little
spray
here
and
there.

In
fact,
if
you
saw
a
lot
of
spray,
so
all
of
those
people
are
not
included
in
that
block,
so
a
lot
of
their
other
vendors
and
additional
people,
including
the
other
visitors
and
people
who
didn't
necessarily
come
as
a
friend
or
family
of
the
pageant
members,
but
just
enjoyed
coming
to
the
pageants.
So
we
we
can
safely
say
we
had
at
least
7,000
hotel
room
nights
during
that
period
for
the
pageant
itself
in
looking
at
what
we
call
our
day
star.

That's
the
Smith
Travel
researchers,
the
company
that
looks
at
hotel
stays
and
during
that
time
period,
especially
during
that
five
nights
of
the
main
parts
of
the
the
preliminaries
and
the
pageants
themselves,
we
were
doubled
in
increases
over
the
prior
year.
So
we
saw
significant
increases
even
significant
increases
over
the
rest
of
this
year,
because
this
year
is
a
little
higher
than
last
year
because
of
some
of
the
oil
and
gas
increases,
but
even
during
even
considering
that
we
saw
significant
increases
in
those
overnight
rooms
we
saw
from
the
restaurants,
not
just
the
hotels.

We
also
heard
from
the
lyft
and
uber
drivers
and
the
carbonyl
companies,
and
all
said
we
heard
we
saw
people
we
took
them
around,
they
went
shopping.
Dillard's
mentioned
we
had
a
great
week.
The
lots
of
people
came
in
brought
their
dresses
and
decided.
We
wanted
another
one.
While
we
were
here
so
they
went
shopping,
so
it
really
provided
a
significant
impact,
but
also
what's
important
is
the
quality
of
life
for
our
local
people.
I
can't
tell
you
how
many
people
came
up
to
me.
Stopped
me
in
the
street,
called
the
offices
emailed
and
said.

Thank

much
for
hosting
us
here.
I
was
able
to
take
my
daughter
or
my
granddaughter
some
grandsons
as
well
to
the
pageants
and
really
enjoy
hosting
that
here
and
if
you
went
out-
and
you
saw
the
Hirsch
Coliseum,
you
saw
a
totally
different
place
and
I
have
to
really
give
kudos
to
the
Mudbug
staff.
They
did
a
tremendous
job,
getting
it
ready
for
the
pageants,
then
the
pageants
also
hired
decorators
to
really
totally
redo
the
place.

So
it
gave
a
number
of
people
the
opportunity
to
see
George's
pond
with
Hirsch
Coliseum
as
a
different
venue
and
the
possibilities
of
other
things
that
can
go
in
that
vein.
So
it
really
opened
a
lot
of
eyes
in
addition
to
that,
the
Miss
Universe
Organization,
hired
local
people
and
local
contractors.
In
fact,
they
hired
over
115
local
individuals
plus
companies.
A
number
of
those
companies
performed
so
well
they've
stated
they
will
actually
take
them
to
other
places
to
do
work
for
them.

So
we've
seen
that
in
the
past,
in
fact,
some
of
our
local
people
have
been
traveling
with
them
over
the
year
since
they
were
here
20
years
ago.
In
fact,
you're
thinking.
Well,
the
pageants
happen
back
in
May,
so
it's
all
finished.
Our
impact
is
done
wrong.
I
got
a
text
from
one
of
my
cousins
over
in
Central
Texas.
Over
the
weekend
she
goes.
I
was
watching
the
Miss
Teen
pageant
with
my
daughter
and
guess
who
I
saw
in
the
audience.

So
it
was
awesome
to
see
that
that
continues
and
more
people
and
more
people
are
seeing
that
message.
You
know.
One
of
the
things
we've
learned
in
promoting
tourism
is
that
many
years
ago
it
used
to
be
the
Bureau
of
promoting
outside
the
market,
but
we
also
had
the
casinos
and
hotels
and
others
promoting
outside
the
market.
Now
it's
pretty
much
just
the
convention
and
tourist
bureau.
So
we
need
that
added,
lift
and
I,
while
I'm
up
here
say
a
little
plug
for
the
B
Bossier
campaign.
That
is
definitely
a
plus.

You
know
people
that
are
looking
to
move
to
our
area,
see
it
as
a
tourist
destination
first,
but
when
they're
looking
to
move
they're
going
to
want
to
see
what
is
this
place?
What's
the
quality
of
life
and
that
be
Bossier
campaign
adds
another
layer
of
what
can
I
see?
What
can
I
do
and
it's
a
tremendous
asset
for
our
community
as
well.

Well,
as
you
can
tell
your
$50,000
investment
generated
more
than
four
million
dollar
local
spend
with
local
companies
were
hired
more
than
fifteen
million
dollars
in
media
value,
with
an
economic
impact
of
about
five
point:

million
dollars
direct
and
about
two
million
dollars
indirect.
So
it
was
definitely
a
major
investment,
but
it's
something
that
paid
off
for
our
community,
so
I
just
wanted
to
take
the
time
to
say.

you
might

Just
briefly
again,
on
daily
operations,
I've
discussed
with
you
before
what
your
information
services
consist
of
the
area
behind
the
scenes
of
compute
and
storage.
Your
network
that
connects
everything
together,
then
your
client
systems
that
all
your
end-users
use
you're
running
right
now,
a
piece
of
what's
called
three
nines
of
uptime
99.9%
uptime.
That
equates
to
about
nine
hours
of
unscheduled
downtime
a
year,
there's
mainly
been
networks.
There's
been
a
few
compute
things,
but
a
little
bit
of
network
outages.
H
It's
a
little
bit
worse
right
now,
just
because
of
one
system
that
was
taken
out
due
to
the
security
issue
and
I'll,
discuss
that
a
little
more
in
a
minute.
As
far
as
servers
and
network
there's
been
about
a
25
percent
increase
over
the
years
since
I've
been
here
of
added
services
for
various
reasons
or
another
25
percent
additional
servers,
20
percent
additional
network
and
about
a
40
percent
increase
in
this
storage.
That's
not
to
say
all
that
dis
storage
is
allocated
right
now.

It
is
used
it's
allocated,
but
it's
not
used
so
that
your
services
are
growing
there
during
the
month
this
past
month,
there's
about
800
helpdesk
tickets
that
averages
out
to
about
40
a
day
part
of
those
are
in
users
calling
and
asking
for
help
with
their
computer
system
or
a
problem
or
an
application.
This
this
800
does
not
include
firing
police.
Also,
this
is
the
administrative
area
and
it's
some
system
administrator
tickets,
where
they
put
in
their
own
tasks
with
some
things
things
they
have
to
do.
Moving
quickly.
There's
security!
H
You
did
have
a
data
loss
event
that
y'all
are
all
aware
of
that
I
briefed
you
on
and
that
did
cause
a.
It
was
due
to
a
third
party
software
vulnerability
that
that
had
a
glitch
that
hackers
were
able
to
get
in
due
to
that,
you
shut
down
your
own
line
water
payment
system
taking
of
credit
cards
online
and
that
again
equates
to
some
of
your
uptime
being
lower.
Due
to
that,
the
city
has
chosen
to
implement
a
new
merchant
services,
so
the
software
that
had
the
vulnerability
has
gone
away.
H
New
software
is
being
installed
a
whole
new
vendor
is
being
installed
to
work
with
your
accounting
system
and
to
improve
that.
You
also
implemented
a
third-party
managed
security
service.
The
the
security
service
came
in
put
in
a
lot
of
new
hooks
into
your
environment,
to
evaluate
it
to
hopefully
prevent
stuff
down
the
road
initial
findings.
Everything
was
pretty
solid
so,
but
still
that's
a
very
good
spend
to
have
experts
from
out
in
the
industry
monitoring
your
your
systems
on
a
daily
basis
and
providing
billing
company
hell.

Likewise,
they
continue
to
do
employee
training.
We
purchased
a
system
and
are
sending
out
emails
for
employees
to
look
at
a
little
video
watch
a
little
short
video
and
about
the
take
rates
about
75%
at
the
time.
So
I'll
encourage
to
the
department
heads
to
continue
to
get
people
to
watch
these
and
it's
just
educational,
it's
explaining
phishing
and
explaining
what
how
the
hackers
try
to
come
at
you
through
social
engineering
to
get
to
the
data
and
to
interrupt
your
operations
to
tell
you
that
the
threat
is
real.
H
In
the
last
30
days,
the
firewall
has
detected
and
blocked
25,000
threats
coming
at
the
city.
The
email
system
filter
has
stopped
10,000
spam
emails
and
that
number
seems
very
low
to
me.
That's
that's
unusually
low
and
then
your
antivirus
software
has
stopped
over
a
hundred
and
eighty
thousand
viruses
and
malware
and
intrusions
that
it's
detected.
That
number
is
very
high,
but
you
have
to
take
that
this.
This
software
is
loaded
on
every
PC,
that's
approximately
six
hundred,
so
it
Quast
down,
but
in
a
month's
time
that's
it's
coming
at
you
daily.

We
move
the
equipment
back
in
there.
When
that
happens,
we'll
with
software
will
transfer
everything
to
your
disaster
recovery
site
it'll
run
there
that'll
be
behind
the
scenes
to
the
end
user.
Nobody
will
realize
it
and
will
shut
everything
down,
move
it
into
the
new
data
center,
bring
it
back
up,
transfer
the
load
back
over
here.
So
it's
a
good
exercise.
Some
of
that
exercise
has
been
done
a
couple
of
times
to
do
some
maintenance,
so
I'm
very
confident
that
it'll
it'll
happen
very
well.

Some
of
the
technology
that
you
purchased
after
the
water
incident
is
is
doing
well.
In
addition
to
that,
we're
bill
is
fine-tuning
a
purchase
order
for
the
cambrian
network
or
your
tower
and
communications
out
to
wireless
communications
out
to
all
your
remote
sites
about
ready
to
issue
that
purchase
order.
Local
networks,
we
continue
to
add
power
backups
into
closets
and
monitoring
of
those
your
disaster,
recovery
site,
we've
added
internet
capability
and
an
additional
firewall
out
there.

So
we're
continuing
to
add
the
redundancy
and
robustness
to
your
disaster
recovery
site,
new
PCs
due
to
staffing
and
issues.
Last
year
there
was
very
few
minimal
pcs
rolled
out
and
updates
in
the
organization
bill
has
ordered
25
and
about
to
order
25
more
so
they'll
be
rolling
out
some
new
pcs,
replacing
some
of
the
more
outdated
ones,
not
directly
managed
by
myself
and
Bill,
but
something
that
his
team
also
supports
is
the
new
surveillance
system
going
into
police
in
jail
and
evidence.

One
of
the
worst
viruses
are
malware
that
that's
out
there
is
called
ransomware
and
you
click
on
it
and
it
locks
up
the
files
on
your
computer,
and
then
you
get
an
email
saying
that
all
your
files
are
being
held
at
ransom.
If
you
pay
this
certain
amount
of
money,
you
can
get
them
back
and
you
either
get
them
back
from
a
backup
or
you
pay
the
ransom
that
well
that
one
has
cost
companies
billions
and
billions
of
dollars.

That
we've
learned
correct,
it's
referred
to
as
spoofing
the
email
say
may
have
mr.
Jeffries
name
up
there,
but
if
you
hover
over
it
and
out
to
the
side,
the
address
may
be
Tom
Jones
at
1,
2,
3,
Gmail
and
you'll
see
the
difference.
One
big
thing:
that's
happened
in
the
industry
to
many
companies
with
social
engineering.
The
hackers
are
able
to
go
out
and
look
at
a
business
look
and
see
who
the
president
is
look
and
see
who
the
CFO
is.

Do
various
research
and
find
out
and
the
next
thing
you
know
a
person
in
a
position.
An
accounting
position
is
getting
an
email
that
the
CEO
is
out
working
on
something
and
says:
hey,
I'm
kind
of
keeping
this
secret
right
now,
but
I'd
like
for
you
to
wire
transfer
X
number
of
dollars
to
this
bank.
For
me,
I'll
explain
later
when
I
get
back
and
the
person
does
exactly
what
they
think
they're
supposed
to
be
doing,
and
the
next
thing
that
money's
overseas
that
one
manual
processes
go
in
place
to
stop
that
one.

there's
been
many
companies
called
the
last
company.
I
worked
for
supposedly
the
president
said
good
morning.

percent
on
the
cash
basis,

percent
on
the
accrual
method

general
fund,

we're

excellent,

we
hope
we
can
continue
that
moving
on
to
the
expenses
we're
running
at
96
percent
of
budget.
So
you
know
between
those
two
spreads:
that's
over
ten
percent
as
far
as
to
what
I
would
call
being

the

closer

We
restored
two
lanes
of
traffic
in
front
of
Cassio's
I'm
happy

tomorrow

signals

bitten
Road
is
scheduled
to
take
place.
I'll
tell
you.
This
is
the
third
time
it's
been
scheduled,
so
I've
got
my
fingers
crossed
that
it
works
out
this
time.
But
according
to
the
grand
plan,
we
should
be
finished.
The
first
week
of
October
Bradley
Road
right-hand
turn
lane.
That
was
a
project.

Council
Harvey
was
most
fond
of
it's
complete
us.
Sunflower
turn
lane
for
councilman
Irwin
I
just
had
those
plants
delivered
to
me
after
lunch.
Today,
the
new
estimate
is
217.
What
was
it
the
first
time?
It's
like
a
half
a
million
bucks
or
something
so
we
got
a
more
reasonable
turn
lane
that
I'll
get
out
to
bid
right
away.

Coleman
Street
project
that
new
Street
downtown
plants
are
90%
finished.
Our
engineers
are
proceeding
with
the
design
of
that
Street.
Even
though
we're
still
waiting
on
an
environmental
review,
we
got
our
fingers
crossed.
There
won't
be
any
problems
with
that
Viking
Drive.
We
have
had
an
environmental
clearance
done
on
that
project.
That's
good
news.
Plans
are
60%
finished
and
we're
due
to
have
our
right-of-way
Maps
completed
by
the
end
of
October,
so
we
can
initiate
perhaps
the
purchase
of
all
those
the
additional
right-of-way
we
need
for
Viking.
Drive
innovation
drive
the
public
comment
period.

we
were
going
through
the
wetlands
exercise.
The
public
comment
period
was
over
with
a
week
ago.
Today
the
emails
I've
gotten
back
from
the
Corps
say
they
actually
had
a
few
comments
in
house
I.
Don't
think
the
public
wrote
any
letters,
but
the
Corps
had
some
comments
and
questions
I'm,
not
sure
what
they
are,
but
we'll
address
those
I'm
just
kind
of
looking
in
my
crystal
ball.

can
see
us
trying
to
get
straight
with
the
Corps
for
about
a
month
and
then
I
can
see
us
bidding
wetlands
of
mitigation
and
then
I
can
see
us
spending
a
month
with
the
project
out
to
bid
and
opening
bids.
I'm
I've
got
I'm
thinking
it's
going
to
be
about
January.
When
we
finally
open
bids
on
innovation,
drive
highway
80
improvements,
we
have
one
more
right-of-way
to
acquire.
Jimmy
and
Pam
are
all
over
that
and
they're
going
to
get
that
done
real
soon.
The
next
couple
of
weeks
swept
goes
back
at
work.

started
work,
but
they
pulled
off,
but
the
other
back
they've
got
some
more
relocations
to
do.

Centrepointe
has
resolved
some
of
their
own
in-house
right-of-way
problems.
That
was
no
business
of
ours,
but
they've
got
that
taken
care
of
so
they're
gonna
be
back
at
work.
They
tell
me
probably
next
week,
I've
had
to
fiber
companies
come
out
of
the
blue.
That
I
never
was
aware.
They
were
out
there,
a
company
called
NX
utilities
and
another
company
called
Conterra.
Apparently
they
have
some
fibre
to
relocate.

Oh,
a
big

carriageway,
nothing
new
to
report
there,
we're
just
rocking
along
our
designers,
are
doing
a
good
job
and
staying
on
schedule.
We're
scheduled
to
go
to
the
levee
board
in
November
with
a
completed
set
of
plans.
We
need
four
different
permits
from
the
Corps.
None
of
these
will
involve
public
comment
period,
so
they
shouldn't
take
too
long
to
get.
We've
got
to
have
a
permit
for
each
roundabout
there's
two
of
them
one
levee.

call
it
up
and
over
the
bridge
up
over
the
levee,
and
we
have
a
drainage
outfall
that
goes
out
to
the
Red
River,
but
I,
don't
anticipate
those
taking
the
extremely
long
time
with
the
Corps
to
get
permitted
and
Pam's
continuously
working
on
the
right-of-way
issues.
The
street
in
in
Green
Acres
place
North,
Hardwick
and
Glen
Haven.
That
was
a
project

He
was
quarterback
and

Think
it's
complete.

rebuild

money's
not
appropriated

always

streets

the
public
rather
than
our
own
entrance
Drive.
But
the
public
uses
that
too,
and
and
especially
the
the
drive
on
the
way
out
of
here,
is
getting
pretty
bad.
So
we
need
to
look
at
the
think
more
about
that
good.

arena
projects
they're
rocking
along
really
well,
you
know
I'll
report

you
about
that
change
order
here
in
a
minute,

you
have
any
questions

we
open
bids
last
council
meeting
some
miscellaneous
repairs
to
air
conditioning
and
the
ice
floor
and
a
few
other
things.
We
got
a
real
good
bid
on
that
and
