the
violence

our

for
our
state

city
council
meeting
today
in

It's
going
to
adopt
an
ordinance
to
declare
that
an
emergency
did
exist
in
the
city
of
our
city,
which
affected
property,
public
health
and
safety
due
to
the
requirement
for
the
utility
relocation
on
Cross
Creek
Drive
for
a
total
of
two
hundred
and
ten
thousand
dollars.
Fifty
percent
of
the
funds
are
to
come
from
the
sewer
capital,
contingency
fund
and
fifty
percent
from
the
water
capital
contingency
fund
and
authorizes
the
city
to
enter
into
a
contract
with
pulley
construction
Inc
for
completion
of
work.

Council
appreciate
you
guys
having
me
here
today.
This
presentation
will
primarily
look
at
our
expenses,
our
activities
from
June
of
2018
to
June
of
2019
the
last
12
months.
So
these
slides
gonna
look
pretty
similar
a
slide
you've
seen
in
past
presentation,
just
freshened
up
for
the
last
12
months.
You
could
see
in
operational
savings
compared
to
if
you'll
recall,
we
compare
everything
back
to
2016
budget.

We
beat
our
target
for
the
year
and
ranged
somewhere
in
the
neighborhood
about
ten
thousand
dollars
extra
in
savings
you'll
see
in
further
slides.
We
we
did
a
lot
of
work.
There
was
a
lot
of
emergency
self,
performed,
cost
avoidance
work
throughout
the
year
due
to
moisture
and
precipitation,
cold
weather
and
everything
else
something
we
track.
We
look
at
emergency
repair
work
in
that
span
of
12
months.
There
was
about
1.1
million
dollars,
approved
by
the
council
for
emergency
repairs.

The
lion's
share
of
that
is
in
deep
sewer
projects,
they're
difficult
for
our
internal
staff
to
to
perform
and-
and
we
look
at
a
competitive
bid
process
when
we
do
that,
we
don't
have
you
know
any
engineering
and
construction
admin.
All
of
that
is
is
performed
internally,
and
that
amounts
to
just
shy
of
three
hundred
thousand
dollars
in
savings,
and
then
we,
the
primary
thing
that
we're
constantly
looking
at,
are
cost
avoidance
measures.

These
are
things
that
we
want
to
self
perform,
whether
it
be
lift
station,
cleaning,
big
water,
main
repairs,
major
sewer,
main
repairs
and
the
like-
and
these
are
things
that
we
do
not
have
to
subcontract
out
and
get
kind
of
a
picture
of
that.
Hopefully
you
can
kind
of
see
on
this
slide,
but
the
the
blue
dots
that
you're
looking
at
the
lion's
share
of
those
are
water
service
repairs.
The
the
green
dots
are
sewer
repairs
and
you
see
a
bunch
of
them
on
there.

We
were
excited
about
that
project
being
done,
and
hopefully
the
number
of
green
dots
will
be
reduced
there
and
then
kind
of
the
same
focus
of
green
dots
a
little
to
the
left.
That's
that
BC
15
or
old,
North
Bossier
area
and
again
Big
Basin
project,
that's
underway
there
to
kind
of
clean
up
some
of
those
older
parts
of
town,
and
on
top
of
that
you
know
the
maintenance.

Crews
have
become
experts
and
using
trench
boxes
to
get
in
and
do
some
of
these
deeper
utilities
and
and
work
with
with
the
equipment
and
people
and
personnel
materials.
If
we
have
to
help
save
the
city,
some
money
we've
gotten
confirmation
from
local
contractors
that
there
has
been
a
decline
in
subcontracted
work.
I
think
they're
super
happy
about
that,
but
they
have
acknowledged
it.
We
also
have
journeyman
electrician
on
staff
and
that's
in
our
live
station
division
and
that
helps
out
a
lot.
We
don't
have
to
call
electricians
to
come
to
work.

So
if
you
combine
all
of
that,
the
emergency
work
cost
avoidance
you're,
looking
at
in
2018
over
the
last
12
months,
between
June
of
18
and
19,
a
little
shy
of
3
million
dollars
in
savings,
and
you
track
that
from
when
we
started
in
2016.
It's
just
shy
of
9
million
in
operational
savings
to
the
city,
just
kind
of
a
recap
of
some
of
the
things
we've
been
actively
involved
in
over
the
last
12
months.
We
just
completed
our
operating
and
capital
budgets.

Draft
budget,
so
I
should
say
those
still
haven't
come
the
all
for
approval,
we're
finalizing
the
five-year
capital
improvement
plan
we
do.
Every
year
we
talked
about
that
327
water
and
sewer
main
repairs,
water
treatment
plants,
completed
41
capital
improvement
projects
over
the
last
12
months
in
excess
of
a
million
dollars,
lift
station
division.
We've
got
a
bunch.

We
just
kicked
off
a
big
miscellaneous
low
station
improvement
project,
it'll
rehab
6,
lift
stations,
just
lots
of
lots
of
work,
wastewater
treatment
plant,
they
monthly,
are
doing
continual
routine
preventative
maintenance,
a
lot
of
work
within
the
water
distribution
system
to
monitor
water
quality.
You
know
we're
out
sampling
daily
flushing.
Many
of
y'all
probably
seen
that
in
some
of
your
districts,
with
our
guys
out
there,
flushing,
sampling,
testing
and
mix
and
repeat,
we
meet
with
LDH
quarterly
they're,
actually
here
with
their
field.

Are
nice-looking
trees?
We
spent
a
lot
of
energy
trying
to
protect
those.
It
hasn't
been
easy
unbeknownst
to
us
that
Leyland
cypress
is
not
a
real
easy
species
to
get
rooted
and
kicked
off,
but
we've
got
operational
procedures
in
place.
They
inspect
them
daily.
We
put
herbicides
on
them
and
pull
the
bag
worms
off.
If
we
see
any
and
continue
to
do
that
until
the
tree
is
looking
like
that
and
they
are,
they
gained-
probably
50%
or
better
in
size
they're
starting
to
get
big.

an
all-day
everyday
effort,
we
love
it
and
we're
happy
to
be
out
there.

I
think
the
partnership
between
Manchac
and
the
closure
city.
Folks,
I've
spent
many
late
nights
and
early
mornings
out
there
and
I
hate
to
admit
sometimes
I'm,
the
one
bitching,
the
worst.
You
know
there
used
to
the
heat
in
the
bud
and
sweat,
wet
and
I'm
proud
of
the
work
they
do
appreciate
it.

contribute

employment

executive
director
for
keep
Bossier
beautiful.
The
expenditure
will
be
divided
equally
between
the
Bossier
Parish
Sheriff's

cheering
and
the
city
of
Bossier
City.
The
annual
salary
and
benefits
package
totals
$65,000
with
the
city's
portion
totaling
twenty
one
thousand
six
hundred
and
seventy
seven
dollars,
and
that
is
