Bossier City Council Meeting September 17, 2019
B
And
this
crate
holy
father,
we're
thankful
for
this
state
that
you've
allowed
us
to
see.
We
thank
you.
Lord
God
for
rests
on
last
night.
We
pray
for
those
who
are
in
arms
way
in
Houston.
We
ask
you
Lord
God
to
cover
them
father,
we
pray
for
those
who
are
here.
We
pray
for
our
loved
ones
or
distant.
We
pray
for
those
who
provide
service
to
those
who
are
in
need.
What
we
ask
for
direction
to
do
the
things
that
benefit
those
we
serve
in
Jesus,
name,
I,
pray,
amen,
amen,.

Okay
to
add
on
a
resolution
giving
preliminary
approval
to
the
issuance
of
not
to
exceed
fifty
million
dollars.
Aggregate
principal
amount
of
public
improvement,
sales,
tax,
refunding
bonds
of
the
city
of
Bossier
city,
state
of
Louisiana
for
the
purpose
of
refinancing
outstanding
debt,
providing
certain
terms
of
said
bonds,
making
an
application
to
the
state
bond
Commission
for
approval
of
set
bonds
and
providing
for
other
matters
in
connection
therewith.
So.
A
A
H
I
I
E
Hey
counselor,
Viking
drive
is
still
on
track
to
bid
September
of
next
year.
I
met
with
a
EP
swept
Co.
Just
yesterday
about
their
relocations
along
Viking
drive.
They
got
a
big
project
to
relocate
a
lot
of
their
facilities
there
that'll
start
after
we
acquire
all
the
right-of-way
our
land
man.
Mr.
Ronnie
Smith
tells
me
that
he's
sending
out
the
project
notice
letters
this
week.
That's
the
letter
that
the
property
owners
get
that
gives
them
a
heads
up,
that
we
need
some
of
their
property.
E
E
Innovation
drive
we're
killing
it
on
innovation,
Drive,
it's
hot
and
it's
dry
and
they're,
making
great
progress
every
day.
There's
three
crews,
Lee
and
sue
remain
the
waters
in
the
ground
and
I
expect
the
painting
to
start
in
about
a
month
they're
supposed
to
be
finished
about
this
time
next
year,
but
we're
going
to
beat
the
heck
out
of
that
Walter
o
Big
B
of
phase
1,
the
highway
80
section.
E
If
you
drive
down
there,
you'll
see
a
lot
of
activity
and
the
good
news
is
a
lot
of
people
work
on
it
six
days
a
week.
The
bad
news
is,
we've
uncovered
more
surprises
than
thought
we
would
the
water
main
relocation
down.
There
is
probably
10
weeks
behind
schedule
if
everything
goes
according
to
plan
that'll
be
done
tomorrow
in
Council
I'll
tell
you
I
bet:
we've
got
$200,000
worth
of
change
or
relocating
that
watermain.
E
If
you've
been
down
there,
you
might
have
noticed
the
cleared
off
area
in
front
of
the
police.
Evidence,
storage
building:
that's
where
our
roundabouts
going
to
go,
laying
drainage
pipe
through
there
about
two
weeks
ago
we
uncovered
essentially
a
small
landfill
I,
didn't
know
it
was
there.
I
haven't
found
anybody
that
knew
it
was
there
there's
an
old
rail
bed
that
goes
through.
There
looks
like
some
construction
debris
was
dumped
I
heard
from
an
old-timer.
Just
yesterday
there
used
to
be
a
pond.
E
There
got
photographs,
but
probably
looking
at
about
a
hundred
and
seventy
thousand
dollar
change
order.
There
we
spent
a
week
hauling
out
debris
and
hauling
in
new
dirt.
Their
quantities
were
big
and
it
just
dollars
out
to
about
170
grand
so
those
two
items
together,
the
water
main
and
this
debris
field
at
the
roundabout
they
a
little
bit
south
of
$400,000,
but
11
million
dollar
project
we're
still
about
three
and
a
half
percent.
E
Walter
Oh
Big
B
phase
1.
Yes,
thank
you.
Walter
Oh,
big,
be
the
bigger
project
phase
2
we're
making
good
progress
on
all
those
items
we
need
to
accomplish
before
we
put
it
out
to
bid
we're
acquiring
the
remainder
of
the
right-of-way,
pretty
pretty
fast
now
AEP
swept
go.
It's
got
a
transmission
line
to
relocate
down.
Hamilton
I
mentioned
that
to
you
before
I've
learned,
they're,
going
to
drop
ship
all
their
equipment
in
December
and
commits
the
relocation
of
that
transmission
line
in
January.
E
E
E
Looking
in
my
crystal
ball
thinking,
maybe
we
can
bid
it
next
June
or
July
Swan
Lake
Road
I-220,
our
change
order
there
to
add
lanes.
You
recall
you
know
we
passed
an
ordinance
to
provide
a
million
and
a
half
dollars
towards
that
change
order
and
the
police
juries
come
up
with
another
500
thousand.
Our
change
order
plants
are
complete.
The
engineers
estimate
the
total
change
order
to
be
about
a
million
seven,
so
I
think
we're
going
to
have
enough
money.
E
The
plants
are
going
to
be
delivered,
I
think
today
or
tomorrow
to
the
contractor
to
let
him
take
a
peek
at
them.
For
the
first
time,
our
Rena
projects
are
coming
to
a
close.
The
bigger
projects
that
is
the
roof
is
99.9%
finished.
We
got
a
good
project.
There
were
some
difficulties
encountered
along
the
way
like
there
are
almost
projects,
but
we
work
through
them.
E
E
The
tensley
ballfield
expansion
Samantha
our
project
coordinator
over
in
Vicksburg
Corps
of
Engineers,
told
me
yesterday
that
our
permit
was
going
to
be
put
in
the
mail
today
for
the
wetlands
mitigation
once
we
have
that
in
hand,
I
hope
it's
by
the
end
of
the
week,
we'll
put
that
project
out
to
bid
our
mitigation
cost
on
tensley
were
two
hundred
and
ninety
four
thousand
dollars.
It's
a
big
number,
but
I
had
a
million
dollars
budgeted
for
that.
E
E
My
good
friend
over
the
levee
board
tells
me
mark
long
and
that's
a
significant
project.
You
know
the
flood
fights
we
have.
What
seems
like
every
six
or
seven
years
will
be
a
lot
easier
with
that
levee
being
so
much
wider
Council.
That's
all
I
got
if
you
got
any
more.
If
I
can
help
you
with
anything,
you
have
any
questions.
B
E
H
C
J
I
Counsel,
the
engineers
estimate
for
this
project
is
four
hundred
thirty
three
hundred
dollars
and
the
approved
budget
is
five
hundred
and
eight
thousand
to
come
from
the
2018
LCD
a
bond.
There
are
two
addendums:
the
first
change
specifications,
drawings
mechanical
plans
and
provided
the
sign-in
sheet
for
the
non-mandatory
pre-bid
meeting.
The
second
addendum
had
the
geographical
report,
changes
to
specs
and
drawings.
I
I
I
I
I
I'll
go
ahead
and
read
this,
but
they
only
marked
a
number
two
where
everybody
else
put
one
and
two,
but
six
hundred
thirty,
four
thousand
five
hundred
thirty
five
dollars:
six,
three:
four:
five:
three:
five:
the
next
bid
is
from
M
&
M,
Builders
Inc.
They
acknowledge
the
addendums.
The
bid
bond
is
included.
It's
four
six
hundred.
Seventy
eight
thousand
six,
seven,
eight,
zero,
zero,
zero.
I
J
J
Smith
I've
dealt
with
him
many
times
in
the
past,
but
he
gave
us
no
response
this
time.
Well,
he
sold
the
house.
This
is
an
unusual
kind
of
thing,
but
he
sold
the
house
to
someone
and
then
they
sold
it
again
to
someone
else.
Since
we
started
the
kind
of
nation
and
in
order
for
them
to
sell
it,
they
required
to
bring
us
a
notarized
statement
saying
that
the
buyer
is
aware
of
the
condemnation
and
he's
gonna
take
responsibility.
The
open
case.
J
Our
own
ban
has
been
met
and
the
current
owners
can't
be
found.
So
I
just
wanted
to
make
you
aware
of
that
and
I'm
not
sure.
If
you
can,
I
I'm
comfortable
with
tearing
it
down
since
we
found
a
notice
of
condemnation,
making
them
aware
that
this
was
going
on.
But
if
not,
we
can
pull
it
office
and
notices
to
the
new
owners.
J
G
F
I
may,
prior
to
the
condemnation,
Kevin
Schmidt
was
the
owner
of
record.
He
sold
the
property
to
mr.
Juan
padrone.
The
closing
attorney
actually
reached
out
to
the
closing
attorney
to
attempt
to
get
information
on
the
location
of
mr.
want
padrone.
Mr.
padrone
sold
it
after
the
condemnation
on
July,
the
24th
to
mr.
says
our
Pavone
mr.
pay,
Vaughn's
deed,
provided
the
only
mailing
or
contact
information
for
him
was
4613.
Voss
I
checked
the
Bossier
conveyance
records
and
mortgage
records
the
cattle
conveyance
in
mortgage
records.
There
is
no
such
says
or
pavan
to
be
located.
F
We
reached
out
and
did
internet
searches
for
Spokeo
been
verified,
reverse
for
one
one
I
reached
out
to
mr.
Charlie
Newport,
who
was
the
attorney
of
record
in
the
sale
between
mr.
padrone
mr.
pavan,
he
didn't
have
a
phone
number
or
anything
from
mr.
Pavan.
The
only
address
he
had
for
him
was
the
46:13
boss.
Mr.
padrone,
who
was
the
seller
to
mr.
Pavan
I,
reached
out
to
to
attempt
to
get
any
information
that
he
had
for
him
on
his
whereabouts
and
location,
and
he
did
not
respond
to
our
various
efforts.

L
Lucious

This
this
resolution
is
just
starting
the
the
process
of
refunding
these
bonds,
where
we
can
make
application
to
the
state
bond
commission
just
preliminary.
What
we're
looking
at
is
around
the
1st
of
December
is
winning
the
bonds
would
be
sold
and
right.
The
first
of
the
year
would
win.
The
bonds
would
be
delivered.
L
It
just
takes
that
while
to
get
through
the
process
but
depending
on
interest
rate,
where
interest
rates
are
right
now
we're
looking
at
saving
it
around
a
couple
hundred
thousand
to
two
hundred
fifty
thousand
dollars
a
year
on
annual
debt
service
on
this
particular
bond
issue.
So
this
what
we're
going
about
here
is
just
trying
to
save
the
city
and
taxpayers
a
little
money
and.

Council
I
just
like
to
say
on
behalf
of
this
Bressler
he's
he's
had
a
long
history
with
the
city
of
Bossier
and
I
know
some
guys
have
not
been
on
the
council
as
long
but
has
always
done
a
great
job
and
I
think
he's
going
to
prove
that
to
be
so
this
time
as
well
that
Rayna
James
company.
Yes,
so
glad
that
you
are
able
to
to
save
us
money.
