Description
Bossier City Council Meeting September 3, 2019
A
Team
I'm
gonna
get
the
implication,
will
have
the
Pledge
of
Allegiance
by
councilmember
David
Montgomery
jr..
Please
stand
bow
your
heads
Heavenly
Father.
We
thank
you
for
this
beautiful
day
that
you
have
given
us
today.
Lord
we
pray
for
all
of
those
affected
by
Hurricane
Dorian
and
for
those
in
the
Grand
Bahamas
Lord.
We
pray
that
they
have
a
peace,
Lord
and
safety
as
they
recover.
We
pray
for
for
wisdom
as
they
begin
the
rebuilding
of
their
island,
Ward
and
Lord.

Like
to
read
this
Proclamation
on
behalf
of
the
City
Council
myself
and
after
that
coaches,
we've
got
an
individual
copy,
forever
team
member
and
for
our
coaches
and
of
course,
this
plaque
will
go
back
to
you
school
querĂas
bones.
The
city
has
been
representative
with
distinction
by
a
standout
team
of
Bossier
Parish
students
and
their
outstanding
coaches
and
I
want
to
say
up
front
I
apologize
for
any
mispronunciations
words:

A
G
About
a
year
ago,
I
stood
in
front
of
you
and
talked
to
you
and
ask
for
your
support
of
our
wind
catcher
wind
project.
It
was
a
ambitious
project
using
wind,
clean
wind
energy
that
required
the
approval
of
four
states
that
we
operate
in
about
halfway
through
that
process.
We
pull
the
application
for
that,
decided
that
we
needed
to
come
back
and
take
a
second
look
at
it.
Please
just
say
that
earlier
this
year
we
put
out
an
RFP
for
a
new
wind
project.
It
still
requires
regulatory
approval
in
Louisiana,
Texas,
Arkansas
and
Oklahoma.
G
Any
state
can
approve
it.
Any
state
can
disapprove
it,
but
it
does
not
kill
the
entire
project.
So
we
are
excited
about
that.
We
listen
to
what
the
regulator
said.
We
listen
to
what
community
members
said
and
we
made
a
lot
of
changes.
We
think
with
this.
This
should
this
one
wind
project
will
power
200
homes
average,
and
it
will
amount
to
one
third
of
our
generated
power
coming
from
wind
and
solar
in
the
next
20
years.
So
we're
excited
about
that.
G
Smart
switches
are
being
installed
on
our
long
circuits,
especially
whitehurst
and
Trishelle,
which
run
from
north
airline
drive
all
the
way
to
south
bossier
city,
councilman
or
Huan's
area,
where
we
have
had
some
outages,
the
Smart
Switches
when
the
installation
is
finished,
which
we
think
will
be
toward
the
end
of
October
this
year,
we're
able
to
communicate
with
each
other
if
there's
a
Fault
in
the
system.
If
a
tree,
limb
Falls,
if
there's
a
car
accident
and
a
power
pole,
goes
down
within
a
millisecond,
these
switches
talk
to
each
other.
G
G
In
the
past
year
we
have
tariffs
approved
with
the
Public
Service
Commission
for
LED
streetlights.
They
were
approved
last
year,
so
moving
forward
any
new
street
light
installations,
we
do
will
be
led
as
fixtures
need
to
be
replaced.
We
will
replace
the
old
high
pressure,
sodium
and
Mercury
halide
fixtures
with
LED
as
well,
and
that
will
lower
your
bill
over
time,
because
the
tariffs
and
the
fees
for
LED
lights
are
much
lower
than
what
the
older
style
lights
are.
G
Electric
vehicles
swept
Co
is
working
with
Louisiana
clean
fuels
to
have
I
20
and
I-49
certified
as
evey
quarters.
That
means
you
have
to
have
a
public
charging
station
every
50
miles,
no
more
than
five
miles
off
of
the
roadway.
That
would
give
us
certified
status.
They're
signing
up
right
now
that
both
of
these
corridors
are
C
and
G
certified,
but
not
electric
vehicle.
We
feel
that
electric
vehicles
are
the
future.
G
We
will
see
more
and
more
of
them
coming
out,
there'll
be
more
mainstream
and
we've
got
to
have
ways
to
charge
these,
so
people
can
use
them
to
make
road
trips
instead
of
just
driving
around
in
town
and
plugging
them
in
your
garage
at
night,
a
finally
storm
recovery.
Certainly
we
know
we
had
a
rash
of
spring
storms
that
affected
Shreveport
Bossier
and
North
Moser
Parish
pretty
hard.
Our
crews
worked
tirelessly
to
get
power
back
on.
One
of
the
things
I
wanted
to
bring
to
you
is
when
we
have
storm
outages
a
lot
of
times.
G
Our
guys
are
able
to
get
the
power
back
on
very
quickly,
but
it
may
result
in
a
temporary
repair,
and
you
know
a
week
down
the
road
or
something
like
that.
We
may
see
additional
outages
which
upsets
customers.
We
do
contact
them
via
telephone
if
they
have
a
working
telephone
on
file.
Let
them
know
when
there's
going
to
be
a
scheduled
outage
to
make
those
final
repairs
and
we
have
about
a
hundred
swept
coworkers
in
Florida
staged
right
now
we
ask
to
you,
keep
them
in
your
thoughts
and
prayers.
G
E
Good
things
you
know
where
they
come
in
chop
down,
trees
around
the
powerlines
stuff
like
that
and
you
neighborhood
I've
got
some
complaints
about
leaving
big
limbs
logs
he's
just
acted
by
trees.
Well
went
through
the
mayor
contact
Michael
him
do
knocking
on
my
door
next
morning.
You
know
you
know,
and
the
other
thing
is
I
saw
a
whole
street.
The
streetlights
was
out
one
night.
E
G
A
Questions
or
comments
Michael
I
personally
would
like
to
thank
you.
I
know.
A
number
of
months
ago
we
had
issues
in
South,
Bossier
I
think
you
immediately
went
out
in
certain
countries
that
made
an
instant
difference.
I
know
that,
coupled
with
some
other
strategies
or
smart
switches
and
other
things,
you've
done
have
made
a
huge
difference.
C
A
C
A
C
A
C
A
E
I
Afternoon
I'm
here
this
morning,
because
our
this
afternoon
STIs
well
the
the
contractor
they
won't,
has
been
contacted
to
do
this
job
cannot
get
the
job
done
within
the
30-day
time
period.
I've
talked
to
him.
He
told
me
he
could
get
it
done
between
this
by
the
7th
of
October
and
that's
probably
faster
than
we
could
get
it
done.
If
we
have,
we
were
doing
it
takes
time
to
get
this
bestest
things
done.
It
just
takes
the
time
to
get
this
kind
of
ball
rolling
and
I.
I
E
One
other
thing
Mickey
and
you
might
want
expound
Vicky
told
me-
was
you
know
when
we
gives
my
thirty
days
to
turn
down
the
house.
You
have
to
go
in
and
do
an
asbestos
assessment,
and
usually
that
takes
30
days
so
really
30
days,
there's
not
a
whole
lot
of
time
to
do
anything,
but
this
contractor
come
up
and
talk
to
Mickey.
He
said
you
know
he
could
get
this
done.
You
know
it
saves
us
from
spending
money.
The
city
where
this
guy
can
tear
down
cells.
I
I
H
G
E
E
E
E
I
I
B
I
I
know
you
say:
deployment
was
going
to
happen
he's
in
south
Louisiana.
He
couldn't
get
the
permit
because
he
has
to
get
a
plumber
first
and
the
plumber
is
supposed
to
be
out
here
this
week
to
get
the
permit
and
all
that
to
do
that
stuff.
I'll,
keep
pushing
it
now.
Well,
I'd
talk
to
him
daytime.
Look
I
need
you
to
get
it
today,
but
he
was
he's
in
South
Louisville.
Any.
A
J
J
A
K
Gentlemen,
as
we
discussed
at
the
agenda
meeting,
this
is
a
this
is
a
building
located
at
1605
East.
Third,
it
has
been
a
as
far
as
I
know
always
has
been
an
automotive
repair
facility,
because
it's
in
the
riverfront
district
now
it
has
has
a
non-conforming
status
and
when
a
non-conforming
use
like
that
closes
for
a
period
of
longer
than
six
months,
it
loses
its
non-conforming
status
and
can
no
longer
reopen.
But
there
is
ability
of
the
UDC
for
the
council
and/or
the
Police
Jury,
whose
district
it
is
jurisdiction.
H
K
Neighborhood
I'm
working
with
the
prospective
new
owner
to
see
if
he'll
have
to
do
any
changes
to
the
architectural
style
of
the
building.
If
he
does
it's
not
going
to
be
a
whole
lot,
because
it's
a
siting
on
there
now,
it
may
be
simple,
as
paint
scheme
to
break
up
the
siding
on
it,
but
it
shouldn't
be
too
difficult
if
that
does
come
up,
but
we
are
trying
to
determine
that
at
this
time.
Thank.
A
C
Adopt
an
ordinance
declare
that
an
emergency
did
exist
in
the
city
of
Bossier
City,
which
affected
property,
public
health
and
safety
due
to
the
requirement
to
restore
sewer
service
along
Northside
Drive
from
Bardo
or
dot
Lane
to
airline
drive
at
a
cost
of
four
hundred.
Eighty
thousand
dollars
to
come
from
sewer
capital
contingency
funds
into
contract,
with
axis
construction
for
this
emergency
project.
First
and
final
reading
shall.
E
F
A
C
B
B
J
B
B
Once
miss
Fernandez
has
assimilated
these
two
balances
out
if
y'all
could
get
together
and
show
the
council,
as
well
as
the
mayor
and
administration,
how
this
is
going
to
impact
and
help
us
get
ahead
of
the
curve
when
it
comes
to
water
and
sewer,
our
I
would
appreciate
it
all
right.
Okay,
thank
you,
sir.
J
B
These
are
actually
surpluses
that
have
kind
of
been
sitting
around
on
the
general
ledger
and
rather
trying
to
figure
out.
Where
is
that?
And
it's
a
lot
easier
to
consolidate
each
one
of
them
into
one
surplus
fund,
so
I
think
mr.
Darby,
if
I
appreciate
it,
when
we
have
when
we
don't
spend
bond
money,
you
know
that
surplus
very
possibly
could
go
into
this
fund
like
when
we
did.
Let's
say
we
have
an
engineer's
estimate
and
budget
of
1.3
million
and
sometimes
they're
coming
in
at
eight
or
nine
hundred.
J
B
A
C
Introduced
an
ordinance
to
clearing
that
property
described
an
exhibit
a
attached
here
to
a
surplus
to
the
needs
of
the
city
of
Bossier
City
and
authorizing
the
same
to
be
advertised
and
sold
to
the
highest
bidder
for
not
less
than
the
appraised
value
of
eleven
thousand
five
hundred
dollars.
First
reading.
A
A
C
A
L
D
One
of
the
purposes
of
it
is
that
from
a
law
enforcement
standpoint
is
to
you
know
we
it's
a
SWAT
training
facility,
but
now
all
the
patrolmen,
the
guys
you
saw
mr.
Raman
and
mr.
butcher,
the
other
day
received
a
life-saving
award.
There
are
operators,
and
this
will
allow
the
people
to
train,
to
be
operators
out
on
the
street,
which
is
necessary
for
them
to
engage
people
and
in
our
fire
department,
will
be
able
to
train.
But
it's
not
a
it's.
Not
a
area-wide
facility.
It'll
be
used
for
the
training
of
our
people.
C
A
C
Adopt
a
resolution
authorizing
the
acquisition
of
property,
and/or
institution
of
expropriation,
proceedings
for
a
highway
Road
and
our
street
and
traffic
safety
project
in
connection
with
to
cross
access
drives
between
Walmart
Supercenter
and
Kroger
marketplace
on
airline
drive
in
Bossier,
City,
first
and
final
reading.
So.
H
A
D
D
Developer,
did
you
know
they
they
put
it
in
there
and
actually,
when
we
first
started,
Kroger
was
wanting
the
cross,
access
and
Walmart
good
morning
now
they've
switched
places,
but
but
it's
you
know
it's
necessary
and
we
have
a
letter
from
dotd
endorsing
the
cross
access,
because
it'll
relieve
a
lot
of
problems
with
people
coming
out
going
from
place
to
place.
I
mean
people
shop
at
both
stores.
D
Now
we
got
that
fence
in
the
way
we
we
can
eliminate
that
and
we
can
I
think
we
can
shut
down
a
lot
of
problems
on
the
airline
drive
from
that
going
in
and
out
I
mean
people
I
routinely
see
it
I'd.
Do
it
I
got
a
monitor
the
other
and
ended
up
the
other
one
because
they
don't
have
something
or
whatever
the
case
is
I.
Think
it'll
it'll,
be
that
but
I
don't
know
what
the
corporate
thinking
was,
but
essentially
they
switch
places.
D
E
A
C
B
A
I
C
A
A
K
Council,
this
is
the
language
that
was
created
by
Neil
Irwin
law
for
the
amendment
to
unified
development
code
that
will
put
into
action
what
mr.
Hall
was
speaking
about,
where
you'll
take
out
the
confusion
of
this
cross
access
in
the
future
of
one
party,
not
wanting
it,
the
other
one
does
and
or
vice
versa
when
they
change
their
mind.
So
this
should
clear
up
that
issue
forever
and
ever.
