is
requested

that,
as
soon
as
plans
are
approved
by

city

has
been
involved
in
a
change
in
the
way
we
do
business
over
the
last
several
years.
We
used
to
exist
as
basically
a
pass-through
fundraising
arm
for
nonprofit
organizations,
and
that
is
no
longer
the
case.
It's
a
very
small
part
of
our
business.
We
have
stood
up
several
specific
kinds
of
programs
that
we
fund
and
we
run
in
order
to
improve
the
lives
of
the
citizens
of
the
parish
as
we
serve
as
specifically
Bossier
City,
but
one
you
invest
in,
and
that
is
the
dialling
code
to
one
one
so
I'm
here.

to
give
you
a
brief
update
and
to
answer
any
questions
you
might
have
concerning
this.
When
people
get
in
times
of
trouble,
they
don't
know
where
to
turn
they'll
make
phone
calls
to
the
city
or
the
make
phone
calls
to
their
church
or
their
places,
and
they
just
can't
get
immediate
kind
of
help.
What
the
dialing
code
2-1-1
does
is
it
connects
people
with
that?
So,
in
other
words,
they
call
and
they
say,
I
can't
pay
my
light
bill
or
I'm
having
trouble
meeting
my
rent
payment.

They
then
get
referrals
to
people
and
services
that
can
help
them
get
that
need
to
one
one
existed
statewide
with
one
exception,
and
that
was
Northwest
Louisiana
until
November
of
2017,
and
we
stood
up
to
1
1
then
and
begin
offering
the
services
to
one
one
is
interconnected.
Statewide.
The
telephony
is
such
that
when
someone
calls
to
one
one,
the
call
is
actually
answered
in
Monroe
at
the
United
Way
of
Northeast
Monroe
and
that's
for
the
whole
state,
with
the
exception
of
the
Lafayette
area.

our
house,
we
have
someone
this
lewd
rowdy
who's
here
in
the

She
is
our
resource
database
specialist.
In
what
she
does
is
she
makes
sure
that
all
the
resources
are
current
and
valid
in
the
2-1-1
database.
So
when
their
call
is
answered
on
the
screen
it
pops
up.
First
question
they'll
be
asked
after
they've
been
welcomed.
Is
what
zip
code
do
you
live
in
and
then,
once
that
zip
code
is
done,
then
all
the
resources
are
there
for
the
person
to
be
given
that
that
help
that
they
need.

Since
November
of
2017
from
Bossier
Parish,
we've
had
27
22
calls,
and
that
is
an
increasing
number.
Although
it's
somewhat
stabilized
during
hurricane
buried,
there
were
14
calls
coming
out
of
Bossier
City.
It
was
primarily
people
who
had
evacuated
from
down
south
and
found
themselves
in
Bossier
Parish.

One
of
the
things
we've
also
done
is:
we've
integrated
some
statewide
contracts,
one
is
with
the
Department
of
Child
and
famine
and
Family
Services,
and
what
that
hat,
that?
What
that
does
is
in
a
time
of
emergency,
the
governor
can
activate
the
two
one
one
calling
system
as
the
primary
resource
for
disaster,
and
that
actually
happened
governor
Edwards
activated
us
and
that
just
lets
you
see
a
little
bit
of
that.
We
also
activated
in
time
of
disaster.
We
have
a
texting
platform
that
people
can't
actually
text
like
to
find
out.
Where
is
the
nearest
shelter?

Where
can
I
go
to
receive
SNAP
benefits
since
I've
been
relocated?
Questions
such
as
that,
and
so
we
have
that
available,
and
this
is
a
sample
of
what
texting
looks
like
there
were

messages
to
the
892
and
one
number,
and
that
just
shows
you
what
was
on
32
shelters
with
533
people
and
shelter.

We've
also
entered
into
a
relationship
with
the
Department
of
Corrections,
we're
running
a
program
called
exit,
3
1/8,
which
stands
for
ex-offenders
in
transition.
Last
year
it
was
in
Caddo
Parish.
We've
now
been
awarded
the
contract
for
Bossier
Parish,
and
we
will
be
expending
approximately
two
hundred
thousand
dollars
per
year
for
the
next
three
years:
helping
prisoners,
re-enter
the
system,
wrapping
services
around
them,
but
2-1-1
will
play
a
huge
part
in
that
process.

also
working
with
the
Department
of
Health
and
Hospitals.
We
have
entered
into
an
opioid
contract
and
so
that
when
somebody
has
an
opioid
issue,
whether
they
need
treatment,
whether
they
suspect
someone
in
their
family
has
some
needs
they'll
be
able
to
help
some
new
advancements.
We
are
trotting
out
at
time
of
the
disaster.

Google

think
has
Alexa
well,
we
have
Carla
Carlos
better
looking
than
the
other
two,
ladies,
but
anyway,
I
didn't
mean
for
that
to
be
a
sexist
response.
It
stands
for
cognitive,
automated
response
learning
agent,
and
it
is
exactly
that
at
a
time
of
disaster
you
can
you.

pull
that

speak

approached

Louisiana
sociation

Way's

asked

we
would
work
with
them
to
develop
that
we're
only
the
second
state

have

service
that
will
be
available

the
citizens,

this

it
looks
like
it'll
show
up
on
your
smart
phone,
giving
you
answers,
I've
been
fast.

work
real
hard.

first
responders
are
very
much
aware
of
it.
We
have
briefed
all
the
fire
departments
in
Bossier,
Parish,
Motor
City,
as
well
as
city
government.
If
you
go
across
the
hallway
and
go
up

the
mayor's
office,
you'll
see
prominent
posters
with
two
on
one
and
so
we're
continuing
to
work
to
get
to
get
the
word
out,
but
it's
a
fantastic
system
and
we've
been
able
to
help
and
reach
more
people.

changed,

we
work
with.
We
used
to
be
you'd.

Ask
somebody
what
is
the
United
Way
work
with
they'd,
say
poor
people?
Well,
what
that
means
is
generally
people
who
fall
below
the
federal
poverty
line
family
of
four
that's
22,000
proximate
dollars,
there's
all
kind
of
services
available
for
people
that
make
less
than
that.
There's
very
few,
though,
if
you
make
above
22,000,
and
so
what
2-1-1
does
is
it
helps
us
identify
what
the
issues
are
and
then
bring
other
resources
to
bear
on
that.

the
financial
statements
for
the
month
October
2019
page
one
is
our
revenues
by
fund
we're
at
a
hundred
and
twelve
percent
and
the
portion
that
pertains
to
the
sales
tax
collection
collections
for
the
general
fund
is
at
a
hundred
and
three
percent
page
towards
our
expenses
by
fund,
and
we
are
at
95
percent
page
three
or
our
sales
tax
collections
and
we're
very
close
to
being
break
even
with
last
year.
At
a
point,
two
percent
below
last
year,
which
is
eighty
six
thousand
dollars
page
four,
is
our
Manning.

documents

owners
of
the

different
parcels.

arrange

project
still
set

bid
November

holidays,
I'm
going
to
visit
with
our
friends

how
we

move
that
bid
date
up.

Innovation
drives
coming
along.
Well
all
the
water
and
sewers
in
the
ground,
but
wet
Wells
being
constructed
with
the
big
bridge.
The
big
box
culverts
they've
all
been
set
in
place.
That's
a
big
deal
right
now.
The
head
walls
are
being
constructed
on
either
end
of
them.
After
that's,
complete,
there's,
there's
virtually
nothing
left
to
do,
but
commence
the
start
build
on
the
street.
I
That
contract
runs
through
August
28th
of
next
year.
We're
gonna
beat
the
heck
out
of
that.
There's
an
ordinance
on
the
day's
council
hope
you
approve
it
to
provide
some
money
for
street
light
street
lighting
along
innovation,
driving
wall
tro,
big

phase,
1
that
section
highway
a
that's
under
construction
right
now
we
work
hard
at
it.
Our
contractor
does
every
single
day.
Last
week,
I
tell
you
we
needed
to
bore
a
6-inch
diameter,
storm
culvert,
underneath
7
railroad
tracks.
We
did
that
everything
went
well,
but
that's
not
to
say
we
haven't
had
some
problems.
I
I've
mentioned
to
you
before
the
issues
with
relocating
or
installing
the
new
water
line,
hooking
up
all
the
old
lines
to
the
new
waterline
council
I've
spent
about
two
hundred.
Fifty
nine
thousand
dollars
change
our
stuff
to
get
that
done,
and
at
the
roundabout
in
front
of
the
police
evidence
storage
building,
we
actually
uncovered
a
small
landfill
there,
the
additional
expense
there
was
about
two
hundred
and
twenty
five
thousand
dollars.
So
you
add
those
two
numbers
together,
we're
a
little
bit
north
of
four
percent
of
our
contract
amount.
It's
not
four
percent
is
four
percent.

storm
storm
water
outflow
to
the
river.
That's
going
to
help
us

going

a
permit
from
the
Corps
of
Engineers.

slow,

have
a
supreme
level
of
confidence.

Reviews
were
coming

pretty

they

dark
on

about
four
months

shake-up

off

500
people

their
engineering
and
land
department
that

review

a
new
project
manager.
He
emailed
me
this
morning
and
tells
me
in
nine
days
they
should
be
finished
with
their
review.

That's
the
truth.

Our
Swan
Lake
Road
project,
the
big
change
order,
is
what
I
call
it.
The
retail
value
now
is
1
million
nine
hundred
and
fifty
thousand
dollars,
plus
or
minus.
You
recall.
We
passed
an
ordinance
to
contribute
a
million
and
a
half
dollars.
We
have
a
letter
from
word
of
god:
ministries
committing
a
hundred
thousand
dollars.
I
Bruce
easterly
tells
me
before
the
end
of
this
week,
he'll
bring
to
me
a
change
order
for
me
to
sign
and
for
butch
ford
to
son.
I
won't
do
that
because,
at
least
not
until
we
have
all
the
money
in
place,
I
think
we're
going
to
be
bringing
another
ordinance
back
to
the
council
to
appropriate
some
additional
money
to
construct
it.
All
you
might
want
to
think
about.
If
you
want
to
add
street
lighting,
that
was
never
part
of
the
project.

got
a
budget
of
two
hundred
and
seventy
thousand
dollars
there.

light
that
section
of
so

like
rode,
the
arena
roof
is
complete,
came
out
real
nice,
we
got
a
$50,000
change
order.
We
added
almost
a
hundred
new
roof
drains,
there's
a
small
deduct,
I
think
or
some
roof
vents,
but
I'll
be
bringing
you
a
change
order
there.
The
Kroger,
Walmart
connection
is
complete,
turned
out
pretty
good.
A
lot
of
people
use
it.
We
need
to
put
sod
out
there,
but
the
sod
fields
are
too
wet
to
cut,
saw
it.
When
we
saw
it's
available,
we'll
get
it
we'll
put
it
down.

think
we
even
took

consideration,
was
how
it's
going
to
help
with
the
foot
traffic
bicycles,
wheelchairs,

seen
all
that
using
that
pass
through

fence

of
the
fast
food
restaurants

things
they
had
to
come
all
the
way
out

drive
and
it

those

is
rehabilitating
their
tracks
throughout
town

had

that

Kansas
City
southern
plants

replacing

bridge

underpass

Motor
City

Parish

out

Metairie
area
who's
working
with
us.

the
cause

communities

the
state
are
doing

basically
are
doing
this
in

committee

out
to
local
churches,
so
I

in
at
one

for

big
meeting

out

can

parishioners

monies
