Description
Bossier City Council Meeting December 3, 2019
B
That's
free
Holy,
Father,
we're
thankful
for
this
day
that
you
allowed
us
to
see.
We
thank
you
Lord
for
us
on
last
night.
We
thank
you
for
those
who
are
here.
We
thank
you
for
the
students
we
pray
for
them.
We
pray
for
their
learning
and
their
protection
father.
We
ask
that
you
will
give
us
direction
to
do
the
things
for
the
people
that
we
serve.
We
thank
you
for
the
privilege
of
serving
others.
We
ask
you
Lord
to
bless
those
who
are
sick
among
us
and
give
them
recovery
in
the
name
of
Jesus.

The
next
item
I,
have
on
the
agenda
request,
would
be
number
12
under
new
business,
introduced
an
ordinance
authorizing
Maryland's
Walker
to
acquire
property
on
behalf
of
the
city
of
Bossier
and
to
execute
any
documents
and
furtherance
thereof
for
any
city,
funded,
Road
or
utility
project.
First
reading
this
add-on
is
being
requested
to
facilitate
the
speed
of
acquiring
property
and
eliminate
the
necessity
for
meetings
to
take
place
on
each
acquisition.
So.
G
H
I
Viking
Drive,
for
instance,
has
35
or
so
acquisitions,
and
so
that
we
don't
have
to
come
in
every
time
and
you
know
bring
you
all
up
to
speed
we're
just
going
to
go
ahead
and
do
this
blank
and
resolution
or
ordinance
and
with
all
these
you
know
we're
getting
dotd
appraisals
done
we're
following
the
letter
of
the
law
that
dotd
uses
in
their
standards,
I'm
working
with
Ronnie
Smith.
He
worked
at
dotd
for
38
years,
varied
from
the
unit
of
process,
and
so
this
is
all
just
about
making
this
process
a
little
smoother.
I
G
Not
changing
anything
that
we
do
we're
doing
it
by
the
letter
of
the
law,
so
all
it
does.
Is
it
in
the
case
that
he,
if
we
kept
doing
the
process
that
we're
doing
now,
he'd
have
to
come
with
over
a
hundred
ordinances.
Let's
say
on
the
two
various
projects
we
have
going
on
and
that
takes
a
two
week
time
span.
So
what
we're
just
trying
to
do
is
eliminate,
probably
a
you
know,
three,
four
or
five
months.
C
E
Drive
five
times
point
of
water,
just
a
point
of
water:
this
isn't
appropriate
see
what
we're
supposed
to
do
is
we're
supposed
to
decide
whether
we
want
this
on
the
agenda
and
then
at
the
meeting
time
we're
supposed
to
have
this
exchange,
so
you
can
thoroughly
investigate
it.
So
I
would
I
would
discourage
anything
other
than
just
putting
it
on
the
agenda
or
not
putting
it
on
the
agenda.
No,
there
shouldn't
be
any
reason
and.
G
I
want
to
ask
mr.
Hall:
we
have
we're
adding
this
on.
We
have
to
get
public
comment,
it's
out
right
right,
okay,
so
that
means
that
anybody
out
there
can
come
ask
about
anything
they
want
relative.
Did
it
that's
being
added
okay,
there
is
no
limitation
as
to
what
questions
they
can
ask
or
what
the
council
can
ask
now.
That's
what
I
appreciate
the
statute
being
for
the
state
Louisiana.
G
G
G
H
E
E
J
G
That
we're
having
this
argument
over
something
that
we're
trying
to
protect
and
provide
the
expedition
of
road-building,
which
has
been
delayed
for
years,
because
if
certain
actions
are
that
lack
thereof
and
we're
arguing
about
some
kind
of
procedural
issue,
but
just
in
the
sake
of
time
so
that
we
can
move
forward.
Mr.
Mosely,
would
you
please
come
back
up
once
it's
added?
That's
considering
the
fact
that
no
one
objects
on
the
council?
Oh.
A
E
G
D
All
right
next
one
would
be
number
13
under
new
business,
introduced
an
ordinance
authorizing
Moran's
Walker
took
wire
property
on
behalf
of
city
of
Bossier
and
to
execute
any
documents
and
furtherance
thereof
for
any
state
or
federal,
any
federal
or
state
funded
Road
and
utility
projects.
First
rating.
This
add-on
is
being
requested
to
facilitate
the
need
of
acquiring
property
and
eliminate
the
necessity
for
meetings
to
take
place
on
each
acquisition.

seven,

our

to

for
a

warehouse
facility.
So.
A
D
D
H
I'm
not
totally
familiar
with
the
project,
but
I
know
Mike
McSwain,
designed
what
he
thought
would
be
under
budget
and
I
know
that
there
was
a
rash
of
high
bids
for
whatever
and
I
know.
Mike
McSwain
visited
with
the
contractor
to
value
engineered
the
project
down
to
a
certain
budget
number,
and
this
is
as
good
as
he
could
do.
Is
that
about
right?
What.
J
Happened
is
in
order
to
engineer
down
to
within
budget.
It
would
have
taken
out
toilets
and
sinks
and
depreciated.
What
really
the
cost
was
overrun
was
the
fill
required,
because
the
flood
elevation
that
was
the
that
was
the
largest
segment
of
it.
But
the
the
reason
for
the
request
of
the
appropriation
is
to
avoid
having
bathrooms
the
sort
of
a
facility
that
don't
have
adequate,
toilets
and
stuff
for
the
crowds
that
will
be
there.
I
mean
that's
a
you
know:
it's
something
Georgia
men
always
talk
about
with
CenturyLink.
You
know
how
many
women's
bathroom.
F
D
Introduced
an
ordinance
to
appropriate
$900,000
to
come
from
the
2017
sales
tax
bond
issue
to
be
used
to
supplement
the
previously
appropriate
at
1.5
million,
with
all
going
towards
funding
change
order,
quantities
for
the
Swan
Lake
Road
improvement
project,

Adopt
an
ordinance
to
declare
that
an
emergency
did
exist
in
the
city
of
Weiser
city,
which
affected
property,
public
health
and
safety
due
to
the
requirement
to
repair
water
main
blowout
on
Hamilton
Road,
at
a
cost
of
thirty,
eight
thousand
nine
hundred
twenty
seven
dollars
and
ten
cents
to
come
from
the
water
capital,
contingency
funds.
First,
a
final
reading.

E
E
J
J
You
know,
dotd
has
to
approve
the
the
ride
away,
point
acquisition
plan
and
then
then
the
first
appraisal
has
to
be
done
and
then
it's
sent
to
the
owners
and
like,
like
you,
said
some
people
may
accept
it.
Some
people
reject
it,
but
ultimately,
in
the
appropriation
process,
we
will
come
back
for
individual
authorization
on
each
issue
of
expropriation.
But
getting
a
report
done
once
a
month
on
where
we
are
on
the
project
with
maps
will
show
you
how
things
are
developing
is.
E
J
It's
just
because
of
the
Ltd
project:
every
you
know.
Yes,
you
know
every
stage
has
to
be
approved
by
them
before
you.
You
can't
do
the
appraisals
until
they
approve
the
plan
and
then
you
can
go
forward
with
the
appraisals,
but
you
have
to
get
the
right
away
determined
and
get
dotd
to
bless.
It
then
go
through
all
the
all
the
steps
in
order
to
do
the
project.
J
B
I
Yes,
sir,
on
a
lot
of
these
projects,
there's
utility
and
sewer
projects
that
have
to
be
done.
All
that
was
included
for
is
things
like
servitudes
things
that
are
just
the
acquisition
of
actual
land,
maybe
land
under
the
under
the
road,
for
instance
on
the
the
Melrose
extension
there's
a
there's,
a
road
project
and
then
there's
also
a
utility
project.
We
have
to
compensate
the
landowners
not
only
for
the
roadway
used,
but
also
the
servitude
for
using
under
their
land,
for
instance,
or
maybe
even
going
on
their
land
construction
servitude.
I
B
I
Sir,
and
also
all
we're
doing
dealing
with
is
the
actual
acquisition
and
in
the
servitudes
to
sign,
on
behalf
of
the
city,
to
compensate
landowners
for
a
utility
project.
That's
already
been
approved
by
other
methods.
This
is
only
given
mayor,
Walker
the
the
authority
to
sign
to
sign
for
these
utilities
on
these
projects
and
to
acquire
him
to
compensate
these
landowners.
C
Thanks
mr.
Mosley,
the
ordinance
that
we
approved
number
seven
authorizing
the
mayor
to
acquire
property
on
behalf
of
the
city
and
execute
any
documents
and
further
for
the
Viking
Drive
that
covers
all
I,
think
you
mentioned
there
might
be
35
different
pieces
of
property
that
we're
going
to
be
yes,.
C
F
Are
we
gonna
lose
I
think
we're
taking
the
castle
Oliver.
You
can
straighten
me
out
kind
of
only
Lupo
what
project
we're
doing
like
this,
you
know
and
when
we
give
them
all
to
you,
how
we're
gonna
know
where
we're
at
on
what
roads
and
people
ask
us
questions
we're
doing,
because
we're
doing
so
many
projects
at
once
how
we
gonna
relate
to
the
people
we're
we're
out
on
the
project
of
what's
going
on.
I
Yes,
sir
I,
can
we
can
do
it?
However,
y'all
like
I,
can
do
it
by
each
individual
project.
You
know
Colman
Street,
for
instance,
that's
a
project
that
marks
going
down
to
Alexandria
to
me
with
dotd
on
December
17th
and
they're
gonna,
basically
formalize
the
right
away
plans
and
after
the
right
away
plans
are
finalized.
We
can
begin,
you
know,
acquiring
properties
and
that's
about
10
properties.
I
That's
just
a
case
where
you
know
I
would
have
to
resubmit
an
ordinance
and
then
we'd
have
to
wait
till
January
6
to
actually
start
acquiring
properties
for
that
particular
project.
But
of
course,
if
that's
the
way
the
council
wants
to
do
it,
I
can
do
that.
I
have
no
problem
or
if
y'all
would
like
me
to
start
doing
a
monthly
report
on
any
and
all
projects.
However
y'all
want
to
handle
it
say.
F
That,
because
that
you
bring
up
Coleman,
Street
becuase
I
talked
to
mr.
mr.
strache,
the
principle
moser
a
lot.
You
know,
he'll
call
me:
what
are
you
doing?
You
know,
but
we
talked
a
lot
about
different
things
and
I
want
to
keep
him
abreast
and
what's
going
on,
especially
that
project,
because
that's
the
kind
of
like
the
one
way
out.
You
know
we
have
an
entrance
on
the
other
end,
but
we
don't
have
another
way
out.
F
A
Correct
me,
if
I'm
wrong
but
week
ever
we
get
a
road
update
report
from
mark,
so
mark
will
tell
us,
for
example,
what
we're
doing
a
bike
you
drive
but
often
you'll
say
we
have
some
property
acquisitions,
but
we
don't
have
a
lot
of
detail
on
that.
So
I
think,
but
we'll
keep
Mark's
report
and
then
you'll
come
up
and
give
a
report
that
shows
a
map
with
the
pieces
of
property
we're
trying
to
acquire
and
which
ones
have
been
closed.
A
I
I
Not
in
particular
no
sir,
you
know
Viking
drives
the
first
project
that
I've
started
with
Ron
and
Ronnie
has
started
in
and
of
itself,
and
so
he,
with
his
experience
in
other
cities
around
the
area
and
then,
as
I
said,
he
worked
with
dotd.
He
just
said
it's
nice
to
have
a
clear-cut
ordinance
that
we
can
always
refer
to
in
the
deed
that
lays
out.
B
I
I
G
I'm
happy
to
share
that
with
you.
I
have
a
file
this
hi
I
mean
it
would
take
me
a
while,
but
I'm
happy
to.
In
fact,
I
had
mr.
Moseley
look
into
that.
Okay
and
prior
to
us
when
we
made
the
change
if
y'all
are
familiar
and
the
council
voted
unanimously
to
hire
mr.
Smith
and
put
Gordon
charge
of
the
right
away
acquisitions.
There
was
a
reason
that
we
did
that
and
in
there
were
a
very
long
time
delays
that
had
occurred
in
the
acquisition
process.
Mr.
Moseley
and
mr.
G
Smith
have
streamline
that
process,
and
this
was
just
another
method
that
mr.
Smith
had
brought
up
that
the
way
other
people-
you
know
governments,
do
things
to
expedite
the
process
so
that
we
can
get
these
projects
completed
as
fast
as
we
can,
because
we
all
are
very
well
aware
that
in
the
polls,
what
is
the
number
one
thing
that
people
are
concerned
about
here
in
Bossier
City
in
Bossier,
Parish.
C
G
Identify
with
the
fact
that
that's
what's
on
people's
minds
and
I
think
that
anything
that
we
can
do
is
a
governmental
body
to
expedite
that
process
is
something
that
we
should
try
in
implement
in
in
it's
not
by
passing
any
type
of
procedure
or
law
or
statute
that
we've
done
in
the
past
other
than
the
fact
that
he
doesn't
have
to
come
to
us
on
each
and
individual.
Each
and
the
individual
project.
G
I
think
the
process
that
y'all
have
put
up
as
far
as
a
monthly
report
to
see
what
the
acquisitions
are
and
have
been,
will
enlighten
you
as
to
what's
going
on
I'm
for
anything
that
we
can
do
that
will
keep
these
construction
projects
on
time
or
ahead
of
time,
especially
given
the
fact
and
I've
talked
to
mr.
Williams
about
it.
He's
very
well
aware
he
he
was
there
with
me
on
some
of
these
projects
that
had
been
delayed
a
quite
a
long
time
unnecessarily.
F
David
Jimmy
Dalton
chimed
in
please
how
much
of
a
problem
will
it
be
to
just
do
it
like
we
did
number
seven
on
each
project.
You
break
them
down
me
I,
don't
I,
don't
think
we're
gonna
lose
time
by
doing
just
that
way.
Things
may
come
to
right
here
when
we
do
each
project
here.
I
think
we're
gonna
forget
about
things
as
a
council.
J
If
you
get
a
monthly
report
in
addition
to
Mark's
report
on
the
road
projects,
you're
gonna
get
actually
a
map
showing
you
what
acquisitions
are
left
to
do
so
I
think
you're
gonna
leave
with
a
better
sense
of
where
the
project
is
I.
Think
mark
when
he
did.
This
report
was
talking
about
the
length
of
time
it's
gonna
start
to
to
get
Coleman
done,
because
it's
down
the
road
and
there's
some
property
acquisitions.
So
I
didn't
know.
J
Till
after
that
meeting,
taw
talked
to
Gordon
that
there
were
acquisitions
that
we,
you
know
that
we
had
to
do
for
homeless,
treats
so
you
own.
Every
project
that
we
have
you're
gonna,
get
an
idea
of
how
many
properties
we
needed
to
acquire
and
you're
gonna
get
a
monthly
report
on
where
we're
at
an
acquisition
process
on
not
that,
but
just
even
a
utility
line.
So
that
that
you
know
we
may
have
a
water
and
sewer
line
that
will
run
through
somebody
that
we've
got
to
get
an
easement
on.
F
F
E
I'm
not
I'm,
not
necessarily
advocating
one
way
or
another
other
than
I
do
know
that
what
what
they're
talking
about
here
is
something
that's
it's
typical
and
ordinary,
and
and
in
fact,
what
we
are
doing
is
a
typical
and
extraordinary,
and
for
what
it's
worth.
What
and
and
I
actually
think
that
by
bringing
this
up
and
then
having
a
map,
and
you
could
see
the
map
and
see
what's
happening
and
then
having
each
of
the
properties
on
the
map
identified
and
then
and
and
requesting
what
the
amount
that
was
paid
for
the
properties
beyond
there.
E
I
Sir,
a
lot
of
you
know,
obviously,
some
projects
have
state
and
federal
funding
and
then
some
are
completely
city
funded.
For
instance,
biking
drive
is
a
that's.
A
state
funded
project
in
Coleman
Street
is
a
state
funded
project,
but
then
other
projects
are
not
state
funded,
and
so
this
just
delineates
between
the
two.
I
You
know
types
of
projects,
our
city
in
summer
state
and-
and
it's
just
that
way
with
whatever
project
were
with
the
deeds
they're
part
of
a
particular
project,
and
we
can
list
the
particular
ordinance
referencing
to
that
in
that
deed,
whether
or
not
it's
a
city
versus
state
or
federally
funded
project.
E
I
G
G
Just
you
know
it's,
you
know
we
have
a
rule
of
order
here
for
everyone.
That's
present.
If
you
need
to
speak
or
go
talk
on
your
cell
phone
we'd
appreciate
it.
If
you
would
just
go
to
the
lobby
and
have
your
conversation,
if
not
you're,
more
than
welcome
to
speak
here
at
the
mic,
and
we
just
want
to
treat
everyone
with
respect
when
they're
at
the
mic
or
up
here
on
the
council,
Thank
You.
Mr.
president,
yeah.
I
G
I
G
E
K
Still
a
little
unclear,
why
would
we?
Why
can't
we
not,
as
we
did
in
old
business
number
seven
Viking
job
project
comes
up?
We
give
the
authority
for
the
entire
project
and
then
have
the
knowledge.
Why
can't
we
do
that
as
well
as
get
updates,
monthly
and
maps,
and
and
just
do
that
for
each
project,
Walter,
Oh,
Big,
D,
carriageway
done
so.
G
G
I
Mister
free
just
going
back
to
what
I
said
earlier,
you
know
with
Coleman
Street,
for
instance,
marks
meeting
with
dotd
on
the
17th
and
and
if
they
approve
the
right
away
plans
on
that
day,
we
can
start
closing
on
the
18th,
whereas
if
we
have
to
get
an
ordinance
approved
it'll
delay
in
another
four
weeks,
but
it's
it's
whatever
y'all
want
to
do.
That's
just
what
Ronnie
Smith
recommended
he
does
with
Ruston
and-
and
it's
just
a
blanket
deal
but
however
y'all
want
me
to
do
it.
G
G
A
Personally,
I
would
feel
informed
if
we
have
the
monthly
report
and
I'd
be
better
informed
that
we
have
been
in
the
past.
Just
knowing
where
we
stand
on
a
project
and
if
we
see
property
not
being
acquired,
then
we
can
ask
questions.
If
it's
we
get
that
monthly
report
and
the
same
properties
keeps
showing
up
so.
G
F
Me
just
say
one
thing:
I,
don't
think
nobody
wants
to
delay
any
projects.
You
know
I'm,
okay,
we're
getting
the
map
a
lot.
It's
gonna
have
to
be
smushed.
Gonna
put
some
time
in
it.
Cuz
it's
gonna
be
a
lot
of
detail
if
he
shows
everything
I'm
fine
with
it,
but
after
that
first
hand
will
well
know
what
we
wanted.
You.
