Description
Bossier City Council Meeting March 19, 2019
A
B
That's
great,
thank
you,
Father
for
this
state
that
you've
allowed
us
to
see.
We
thank
you,
Lord
God,
for
your
greatness,
for
your
goodness.
We
thank
you
for
your
mercy.
We
ask
you
Lord
God,
to
direct
us
in
this
meeting
and
we
pray
for
those
who
are
here.
We
ask
you
to
bless
those
families
who
are
represented.
We
thank
you
for
those
who
serve
citizens.
We
ask
you
Lord
to
help
those
who
are
suffering
in
other
places,
and
we
ask
that
you
will
give
them
recovery
in
the
name
of
Jesus,
I
pray,
amen,.

I
I
I
drove
it
at
two
o'clock
today,
that's
an
hour
ago,
there
were
three
guys
with
hand,
tools
close
to
Benton
Road.
There
were
two
guys
with
hand
tools
close
to
airline
Drive.
We
still
have
to
patch
some
concrete
grind:
some
concrete
seal,
some
concrete
and
stripe.
Some
concrete
Councilman
Darby
asked
about
damages
last
month.
I
think
we
calculated
him
through
the
end
of
March
was
going
to
be
a
hundred
and
eleven
days
or
was
it
a
hundred
and
eleven
thousand
dollars?
I?
I
Viking
Drive
we've
got
all
our
right-of-way
mats
done,
we're
running
tidal,
doing
the
title,
work,
I'm,
gonna,
thirty
three
parcels
we
need
to
acquire
will
be
at
95
percent
final
plans
by
April,
the
12th.
That's
when
the
highway
department
guys
come
to
Tanner.
We
walk
the
project,
the
plan
in
hand
and
it's
kind
of
a
milestone.
We
were
getting
close
to
having
a
set
of
plans
then,
but
of
course
we
still
need
to
acquire
the
33
parcels
and
do
some
utility
relocations
coleman
streets
doing
good,
since
we
lowered
it
to
avoid
Fort
Smith
park.
I
Should
have
my
90%
plans
by
the
end
of
this
month
and
then
we'll
have
a
plan
in
hand
for
Coleman
Street
innovation
Drive.
We
just
got
a
letter
this
morning,
I
think
it's
called
the
decision
document
Jimmy's
gonna.
He
is
reviewing
that
to
see.
If
we
can
go
to
the
next
step,
which
is
mitigating
the
wetlands,
then
we
can
put
the
project
out
to
bid
Walter.
Oh
Big
B,
the
phase
one,
the
us
80
portion.
We
were
kicking
and
getting
it
out
there.
We
started
a
week
ago
today.
I
I
Walter,
a
big
B
phase
to
the
bigger
project
went
to
Vicksburg
last
week
to
visit
with
our
friends
at
the
core
about
some
drainage
issues.
We
got
some
direction
from
them.
We
know
what
to
do
now.
It's
going
to
involve
a
little
redesign
but
shouldn't
be
any
big
deal,
Pam's
doing
good
with
the
right-of-way
acquisitions.
We
had
33
parcels
to
buy
we've
closed
on,
18
of
them
and
Pam's
got
a
little
momentum
going
she's
doing
about
one
a
week
right
now.
She
tells
me
the
east
bank
parking
lot
downtown.
It's
finished
turned
out
pretty
nice.
I
We
got
a
punch
list,
a
few
items
left
to
go,
one
driveway
hose
water.
It's
going
to
have
to
be
removed
and
replaced,
but
contractor
understands
that
shed
Road
I
to
20
high
mass
lighting,
the
project
of
councilman
freeze.
We've
got
that
design.
We
shared
it
with
Wilhite
electric,
our
good
friend
there.
He
put
an
estimate
out
of
four
hundred
and
forty
four
thousand
dollars.
We
only
have
four
hundred
thousand
budgeted,
so
we
might
need
to
plus
that
budget
up
a
little
bit
if
we
choose
to
go
forward
with
bidding
that
project
or
you.
G
I
Stripes
on
the
Parkway
and
Swan
Lake
wrote
our
contractor
understands
that
his
contract
is
over
with
April
the
30th
and
so
we'll
just
look
for
him
to
be
finished
by
the
end.
He
worked
this
past
weekend.
He
didn't
work
today,
he's
all
over
the
place,
but
he
understands
he's
supposed
to
be
finished
by
April
30th.
I
K
Got
Platt
mark
and
I
have
to
argue
about
the
fact
that
we're
trying
to
put
two
entrances
into
the
parking
lot
instead
of
one
which
would
make
it
easier
because
it
leaves
out
another
entity,
and
so
we
have
to
have
a
discussion
about
that
before
we
really
get
into
the
mix
with
them.
It
just
seems
like
it's
a
little
heavier
sledding
to
add
another
party
and
to
ask
Kroger
to
agree
to
two
entrances
into
the
parking
lot.
Okay,
thank
you.

Can
we

yeah.

Council
this
case
was
started
back
in
August
of
2018.
The
letter
was
sent,
it
was
signed
for
by
Allison
sellers
notice,
condemnation
was
filed
and
we
gave
for
the
honor
to
be
able
to
take
and
work
with
the
insurance
company.
It's
been
seven
months
at
this
time
and
the
house
is
still
there
and
we've
been
receiving
several
complaints
and
stuff
about
the
condition
of
the
house.
I
would
ask
at
this
time
stuff
that
basically,
that
allow
us
to
condemn
it
and
remove
it.

House
caught
fire
in
June
and
it
was
under
investigation
up
until
about
a
month
ago.
I've
just
now
received
my
check
two
weeks
ago.
I
got
a
contractor,
that's
adorable,
and
you
know
how
my
hands
were
tired.
I
wasn't
able
to
touch
it.
The
fire
marshal
says
I'm
not
allowed
to
touch
my
property,
so
I
mean
I
understand.
It
was
a
bother
to
everybody,
but
it
was
to
me
too
I
lost
my
home.
M
O
Id
Justin
thorne
with
by
you
contractor
services,
Allison
contact
me
about
three
weeks
ago
and
I,
went
out
and
looked
surveyed
the
property
we're
waiting
on
her
mortgage
company
to
get
the
check
in
hand
before
we
can
start
work.
But
we
could
very
quickly
have
this
house
torn
down
cleaned
up.
We
have
to
have
an
engineer,
support
on
the
slab
before
we
can
move
forward
and
then
we
can,
within
six
months,
have
the
house
faster
than
that.
But
just
saying
for
the
courts
at
least
six
months
have
it
rebuilt
and.
G
O
D
H
Recommend
we
give
them
30
days,
30
extension
and
then
you
wouldn't
mind
either
responding
back
to
you
and
saying:
we've
begun
we've
demolished
and
you
can
report
back
to
the
council.
So
my
motion
is
to
give
them
30
days
to
complete
this
process
through
the
engineer,
get
their
checks
and
get
everything
in
lined
out
and
get
their
plans
or.

witness
opening

silk
bids
for
bid

p1,
9:05,
sewer,
sub-basin,
BC,
14
rehabilitation,
project,
I'm
gonna,
go
ahead
and
read
all
the
bits
that
we've
got
thus
far
and
then
add
the
last
one.
The
first
one
that
was
on
the
record
is
David
Lawler
construction
for
1
million,
eight
hundred
and
ninety
three
thousand
five
hundred
and
six
