statements

month,
ending
March
31st
2020
on
page
one,
you
can
see
we're
at
a
hundred
and
nineteen
percent
of
revenue
and
the
sales
tax
collection
portion
for
the
general
fund.

eleven
percent
page
to
our
expenses
by
fund
and
we're
at
89
percent
to
budget
here

sales
tax
they're
very
strong
and
I
just
want
to
point
out
to
you
that
the
year-to-date
collections
are
twelve
point
four
percent
better
than
prior
year.
That's
because
half
of
that
amount
was
due
to
an
audit
that
we
settled
with
oil
and
gas
company.
That
was
for
four
years
worth
of
sales
tax.
So
that's
why
it's
so
high,
but
the
other
half
is
actual
sales,
mostly
retail.

and

our
last
meeting,

project

beginning

one

million.
The
first
bid,

first
bond
that
we
did
was
in
2005.
It
was
for
35
million.

used

land
sale
money

moved
into
that
fund.
We
used
a
million
gaming
revenue
and
moved
into
that
fund.
This
18
million
from
this
2018
bond
and
2
million
from
the
riverboat
Trust
Fund
all
comes
to
the
60
million
it'll
all
be
in
this
one
fund.
By
making
these
moves.

of
material
error
that
occurred
last
year
when
we
were
what
12
million
or
something
short
you
know,
I'm
sure
everyone
wants
to
see
this
roadway
completed,
not
to
mention
the
general
public
and
the
taxpayers
as
well.

we
thought
it
prudent

identify
the
money
appropriate,
the
money
and
hopefully
stay
within
budget
and
I
pointed
out
to
mr.
Williams
and
mr.
Larkin
that
we
had

meeting

they
are
meeting
with
the
railroad
consultants
as
well

TRC

TRC,

the
design
group

the
engineers
that
are
actually
drafting
the
plans
for
the
carriageway,

hopefully
getting
them
together
and
basically
ironing
out
what
needs
to
be
done
on
the
plans
and
so
forth.

mr.
Larkins
has
been
a
big
part
of
that
as
well.

The
guidance
that
has
come
out
federally
as
most
you'll
notice,
it's
just
that
in
their
guidance
and
their
recommendations
that
has
been
set
at
the
federal
level
by
the
Homeland
Security
FEMA,
the
doctors
and
Trump
and
so
on.
But
it's
all
that
is
a
guideline
that
is
set
up
in
three
phases
and
then
it
has
gateway
to
go
from
one
to
the
other.
But
the
gist
of
it
is
these
are
guidelines
and
that's
just
a
recommendation
and
the
intent
is
that
the
governor
will
each
state
will
actually
implement
it.

The
big
hang-up
seems
to
be
on
a
number
of
tests
and
the
tracking
of
the
tests,
which
is
crucial,
but
the
bottom
line
is,
is
we're
awaiting
decision
by
the
governor.
He
has
not
made
a
decision,
but
they
have
established
a
test
force
down
there,
something
about
40
people
and
we
have
three
people
from
Northwest
Louisiana
on
that
task
force.

There's
some
disagreement
between
apparently
the
governor's
office
and
some
legislators
who
want
to
do
it
incrementally
maybe
parish
by
parish-
and
this
is
one
of
the
guidelines
federally-
that
it
could
be
done
parish
by
parents
or
region
by
region.
But
the
governor
thing
wants
to
do
it
statewide,
perhaps
flip
the
switch
a
little
bit
differently,
putting
more
so
make
it
a
state
law
declaration
rather
than
a
parish
by
parish.
