E
J
I
don't
understand
what
you
mean.
This
has
to

E
B
Are
you
ready,
let's
hold
on
one
second.
E
M
Good
afternoon
this
is
robert
pugh
I
get
by
hagen,
that's
my
middle
name.
I
was
appointed
to
serve
as
adopt
curator
to
provide
notice
to
these
owners.
The
property
is
located
at
511
kelly
street.
As
requested,
I
used
information,
that's
provided
by
property
standards.
M
I
also
searched
through
various
search
engines,
including
the
bezier
parish,
taxes
website,
google
and
facebook,
attempting
to
determine
its
location
and
their
names.
I
I
determined
that
both
properties
are
currently
owned
by
the
city
of
measure
and
but
I
did
find
I
did
try
to
make
contact
with
the
prior
owners
of
both
properties.
M
B
B
Okay,
if
there's
no
public
comment
council,
please
cash.
Your
vote.
G
Good
afternoon
council
we
started
this
case
back
in
december
of
2019,
we
filed
the
condonation
in
january
of
2020..
This
house
is
in
bad
shape,
the
roof
leaks,
the
siding
and
the
framing
are
rotting.
They've
got
old,
rags
shoved
in
the
holes
in
the
side
of
the
house
to
take
and
try
to
seal
it
up.
It's
got
windows
missing.
It's
got
electrical
problems.
The
floor
joists
are
rotten.
Basically,
the
house
is
falling
down.
G
This
one
needs
to
be
torn
down.
Robert
pugh.
He
was
contacted
to
take
and
try
to
contact
the
owners.
M
A
E
N
Okay,
this
is
jeff
darby
represent
district
2
city
council.
I
was
interested
in
knowing
something
about
the
2.1
million
dollars.
Given
the
fact,
the
design
of
the
wlb
project
is
80
to
approximately
90
percent
complete
and
the
fact
that
the
menshak
engineering
group
is
coming
in
somewhat
in
the
fourth
quarter
of
the
game.
N
How
is
it
that
their
involvement
would
justify
an
additional
budgetary
amount
of
2.1
million
dollars?
Is
there
a
way
to
to
answer
that?
Someone.
L
Well,
first
of
all,
there's
a
lot
of
components.
Ninety
percent
complete
with
the
plans,
is
not
exactly
accurate,
they're
they're
they're
now
say
they
can
be
done
in
90
days,
but
there's
a
multitude
of
of
right-of-way
issues
that
need
to
be
addressed
in
terms
of
relocation.
They've
already
been
addressed
with
center
point
plains,
all-american
pipeline
at
t,
conterra,
fiber,
sudden
link
and
others
that
have
to
be
relocated
before
the
bid's
done.
L
The
other
is
that
there's
a
there's
already
been
hosted
a
meeting
with
uop
and
railway
and
trc,
which
had
never
been
accomplished
before
so
there's
a
lot
of
moving
parts
that
have
to
get
it
to
that
part,
then
there's
also
the
management
of
the
construction
as
it
comes
up,
which
is
the
bigger
part
of
it,
but
but
mainly
if
we
don't
get
the
the
all
these
utilities
to
relocate
their
lines.
This
project's
dead
in
the
water.
L
They
haven't
broken
down
in
the
schedule.
That's
attached
to
the
contract.
I
don't
it's
in
schedule
c
of
the
contract.
That's
attached
for
the
mayor
to
execute,
there's
a
variety
of
different
costs,
but
this
is
the
totality
of
what
they
feel
is
going
to
be
necessary
to
get
it
from
here
to
the
end.
L
They're
gonna
assign
a
full
staff
person.
I
will
tell
you
this
that,
since,
since
they've
been
engaged,
the
the
person
that's
been
on
this
job
is
justin
haydale
and
he's
led
the
charge
daily.
I'm
copied
in
emails
copy
with
various
innocentry
things,
they've
had
meeting
after
meeting
with
trc.
L
They
had
a
meeting
monday
with
up
rail
pros
trc
trying
to
get
this
thing
to
the
end
and
he
set
timetables
on
trc
to
complete
the
design
they
now
are
addressing
the
issue
of
bit
specs
and
he's
also
conducted
numerous
calls
and
meetings
with
all
the
people
that
are
have
to
relocate
right
away,
not
the
least
of
which
is
arkla
who's.
Looking,
it
looks
like
for
them
to
design
bid
and
complete
their
processes.
Five
months.
L
I
don't
see
a
role
for
the
city
engineer
I
mean
thus
far.
All
this
stuff
could
have
been
done
under
his
watch,
which
it
wouldn't
frankly,
there
was
no
effort
to
put
in
the
contract
with
trc
the
design
of
the
bit
specs,
which
are
the
key
to
designing
any
project.
L
If
you
don't
have
the
bit
specs
in
the
project,
then
you're
not
going
to
be
able
to
bid
it
publicly
number
two
is,
if
you
haven't
relocated
the
utilities
by
now,
then
the
representation
about
the
time
that
you
asked
earlier
in
a
meeting
wasn't
accurately
reflected
as
to
how
it
can
be
done,
because
it
can't
be
done.
You
can't
bid
it
until
you
get
the
right
of
way
clear.
N
L
I
agree,
I
agree
with
that,
mr
darby
and
I
think
that's
easily
achievable.
The
information
that
I'm
receiving
on
a
weekly
basis
could
give
you
a
update
every
two
weeks,
but
but
bottom
line
is
once
a
month
would
suffice
to
to
to
encapsulate
with
the
movement
of
the
project,
and
I
think
you'll
be
impressed.
H
Can
you
hear
me?
I
can't
okay,
I
would
was
looking
at
mr
hall
when
he
was
speaking
and
in
the
beginning.
I
would
recommend
that
we
have
them.
Give
us
updates
every
two
weeks.
You
know
when
we
actually
have
our
council
meetings,
given
the
fact
of
what
they
are
doing
right
now
and
what
has
the
lack
that
has
been
done
over
the
past
years?
Would
that
be
fair?
That's.
C
H
So
I
think
it
would,
to
your
point,
be
a
lot
more
enlightening
to
this
entire
council,
where
we
actually
were
on
the
project
a
month
ago
and
how
fast
this
is
moving
forward,
and
I
think
it
would
be
in
the
beginning,
a
better
representative
if
you've
got
that
update
every
two
weeks.
If
that's
good
with
you.
E
A
H
B
B
Thank
you,
okay,
so
in
two
weeks
we'll
get
a
report
from
manchak
and
jeff.
I
appreciate
your
comments.
Any
other
questions
from
the
council.
Well,.
I
One
question:
when
does
the
I
guess
the
vital
part
of
this
is
the
framework
of
that
schedule
that
you're
going
to
create?
Does
that
when
does
that
get
complete
justin?
Are
you
can
justin?
Are
you
on
the
air.
I
D
I'm
still
at
this
point
trying
to
get
my
arms
around
where
everything
lies.
As
you
know,
you
have
issues
with
the
up.
We
have
eight
utility
companies
that
we've
been
in
contact
with
that
have
to
get
their
utilities
relocated.
So
when
you
talk
about
a
schedule,
are
you
talking
about?
You
want
the
schedule
to
show
when
you're
going
to
bid
the
job
and
then
subsequently
move
into
construction.
D
I
Well,
at
any
rate,
the
I
guess
the
way
I
pictured
this
is
is
that
you
will
become
the
operational
engineer
of
the
project
which
it
you
know
it.
No
doubt
it
needed
that
it
just.
I
think
it
was
just
a
much
bigger
project
than
anybody
envisioned
and
so
that
so
the
one
way
that
we
would
be
able
to
follow
things
that
would
be
useful
is
to
have
that
critical
path.
I
Schedule
that
would
get
us
from
now
to
you
know
to
a
ribbon
cutting,
and
that
to
me
is
the
you
know
when
mr
darby
speaks
of
the
cost
of
the
of
the
management.
I
D
The
date
of
which,
oh
I'm
sorry,
you're,
going
to
get
a
realistic
schedule
and
I
could
probably
have
something
drafted
for
the
next
council
meeting
on
the
19th.
I
Yeah
great
I
mean
I,
I
wasn't
implying
that
just
what
I
I
wanted
to
know
when
that
you
saw
that
I
guess
what
you'll
be
reporting
to
us
is
just
what's
the
difference
between
what's
on
the
schedule
and
what's
happening.
I
That
would
be
just,
although
it
sounds
simple,
it's
that
that,
in
the
essence
of
this
contract,
the
way
I
read
it
is
the
way
that
will
perform
and
should
put
a
lot
of
things
at
rest
and
take
some
of
the
take
some
of
the
indecision
and
the
things
that
are
on
us
now
away.
I
So
when
you,
when
you
do
figure
out
that
when
that
comes
forward,
I
think
the
that'll
tell
us
how
often
the
reports
should
should
come.
You
agree
with
that.
H
H
In
the
last
week
or
two,
it's
an
enormous
assimilation
of
information
and
pulling
people
together
that
weren't
talking,
I
mean
it's
just
it.
You
know
this
is
happening
fast
and
I'm
sure
it'll
slow
down,
and
at
that
point
I
think
the
council
could
say-
or
mr
haydell
could
say
you
know
things
have
kind
of
slowed
down.
So
let's
do
every
30
days
if
it
starts
to
where
we
need
every
two
weeks.
H
I
think
it's
imperative,
given
the
fact
of
our
history,
you
know
I
always
like
to
go
back
in
history
in
in
there
were
representations
made.
Historically,
you
know
on
a
monthly
basis
that
may
or
not
have
been
what
actually
existed.
So
I
think
it's
important
that
we
stay
on
top
of
this
every
two
weeks
in
the
beginning,
and
then
we
can
readjust
as
necessary.
C
From
the
council,
yes,
I'd
like
to
refer
back
to
something
mr
hall
was
talking
about,
exhibit
c
that
had
a
breakdown
of
the
estimated
distribution
of
compensations
and
I'm
a
little
confused
with
what
the
resident
inspection
is.
I
was
reading
that
as
that's
the
two
rpr's,
the
representatives
that
we're
paying
to
be
here,
full-time
40
hours
a
week
for
a
year
that
that
was
covered
in
that
five
hundred
thousand.
Now,
that
comes
to
three
hundred
and
twelve
thousand.
D
Yeah,
yes,
the
if
you
could
just
view
the
resident
inspection
money,
it's
a
pool
of
money
that
we're
asking
the
city
to
budget
that
we
can
draw
from
to
pay
the
inspectors
at.
D
D
Yes,
it's
a
flat
hourly
rate,
it
doesn't
matter,
it
pays
for
their
mileage
and
everything
comes
out
of
that
and
you
know
you're
going
to
need
different
types
of
inspectors
at
different
periods
of
time
during
the
project.
So
that's
why
we're
asking
for
that?
Much
and
also
you
know,
the
construction
duration
will
probably
be
more
than
a
year.
I
think
that
money
should
last
for
more
than
a
year,
but
you
got
to
get
some
good
inspectors
out
there
for
a
project
like
this
and
the
guys
that
do
that
kind
of
inspection
work.
C
D
It's
it's
to
where
we
weren't
hired
to
do
the
design.
I
think,
is
that
mr
harvey
talking,
yes,
yeah,
okay,
yeah,
you
got
the
ncb
and
trc
were
hired
to
do
the
design
which
they
have
a
separate
contract
to
do
that,
so
we're
being
hired
as
the
project
managers
to
oversee
everything
that
needs
to
get
done
to
get
the
design
finished
and
then
to
manage
the
construction
of
the
project
and
provide
the
qualified
inspectors.
That
you'll
need
to
do
the
work.
D
A
A
J
C
While
they're
working
on
that
justin,
can
you
answer
a
question
for
me,
this
mister
you're?
You
are
not
acting
as
the
resident
project
representative
right
you're,
not
one
of
those
two
you're
the
project
manager.
D
No,
no,
no,
those
people
will
be
hired
by
me.
D
You
know
qualified
people
there's
a
pool
of
people
in
your
area
that
do
that
kind
of
work,
so
we'll
hopefully
hand-pick
the
best
people
to
serve
as
the
inspectors
on
the
job,
but
they'll
be
they'll,
be
manchac
employees
during
the
time
they
serve
as
inspectors
on
the
job.
C
Do
you
know
