Bossier City Council Meeting June 16, 2020.

If
you
look
on
page
one,
our
revenue
by
fund,
is
it
a
hundred
and
eight
percent
page
two,
our
expenses
by
fund
or
at
ninety
percent
page
three:
is
our
sales
tax
year
today
we're
at
point
seven
percent
negative,
the
main
reason
that
we're
not
down
further?
It's
because
our
audit
collections
are
2.1
million.
If
we
were
to
back
that
out,
we'd
be
about
ten
percent
down
from
last
year
year.
Today,
page
four
is
our
Manning.
D
We
were
rated
double-a
which
at
this
particular
time
is
excellent.
It's
the
same
as
before,
with
a
stable
forecast.
So
there's
no
negative
in
the
report
at
all
issued
by
SMP
they're
in
the
process
of
doing
one
for
water,
but
there
was
nothing
negative.
All
the
data
I
presented
to
them
was
all
positive,
so
we
should
get
another
good
rating
there
and
I'll
share
it
with
you
and
I
get
that
so.

F
B
A
A
G
G
I
What
was
before
us
is
the
task
to
fill
the
position
of
the
Bossier,
City,
Engineer
and
then
outlined
in
our
Charter
are
all
of
the
powers,
duties
and
authorities
that
are
vested
in
that
position
and
in
the
discussions
that
I
know
that
we
had
as
they
relate
to
the
appropriateness
of
this,
the
the
position
ultimately
has
to
be
approved
by
the
council
and
the
mayor
and
the
method
by
which
we
fill
that
position
was
not
one
that
was
addressed
in
in
in
her
countervailing
way
in
them.
Well,.
G
H
H
C
G
But
but
if
that
person
is
the
head
of
the
city
engineering
apartment
according
to
the
shorter,
then
there
has
the
power
to
remove
anybody.
If
this
person
is
in
that
role
and
effect,
and
the
mayor
does
no
longer
have
that
power
that
dilutes
or
circumvent
this
power
because
he
doesn't
fall
within
that
shorter
domain.
H
H
G
C
G
But
he's
not
a
city
employee,
he
works
with
men
Shack,
he
is
staffed
by
men,
shot
he's
a
man
shot
employee,
not
a
sitting
point.
So
therefore,
it's
not
saving
the
taxpayers
any
money.
If
his
salary,
it's
three
men,
shot
this
contract
to
be
compared
to
a
city,
employee
engineer
versus
a
contract.
Engineer
that
should
not
dinner
to
me.
It
should
have
been
a
application
on
those
premise.
If
we
were
going
to
save
tax
dollars,
I
may
have
been
a
little
bit
more
inclined
to
support
this
ordinance,
but
it's
not
saving
the
taxpayers
at
all.
C
Is
not
costing
more,
that
is
not
is
not
a
correct
statement.
You
know
we.
If
we
did
it's
costing
the
city
taxpayers
now
or
the
engineering
position,
one
hundred
and
fifty
one
thousand
dollars.
That's
what
comes
out
of
the
checking
account
and
all
we
did
was
take
one
hundred
fifty
one
thousand
and
say
here:
man
check
you
hire
an
engineer
and
then
we
will
appoint
him
as
city
engineer
through
the
mayor.
D

E
A
B
Adopt
an
ordinance
to
declare
that
an
emergency
did
exist
in
the
city
of
Bossier
City,
which
affects
property,
public
health
and
safety
due
to
the
requirement
to
repair
a
course
screen
at
the
Red
River
wastewater
treatment
plant
at
a
cost
of
twenty
one
thousand
four
hundred
seventy
dollars
and
twenty
four
cents
to
come
from
sewer
capital,
contingency
funds.
First
and
final
readings.

Approve
report
of
change
order
number
one
for
US,
Highway,
80
improvements;
project,
an
increase
of
427
thousand
six
hundred
nineteen
dollars
for
a
contract
contract
price,
with
change
order
of
eleven
million
four
hundred
eighteen
thousand
six
hundred
ninety
one
dollars
and
ninety
two
cents,
with
an
increase
of
a
hundred
and
twenty
one
calendar
days.
So.

So
that
motion
carries
that
was
number
19
and
that's
all
the
items
on
our
formal
agenda
I
would
just
like
to
thank
the
council.
This
is
my
last
meeting
as
president
and
it's
it's
been
an
unusual
year
and
I
want
to
thank
you
all
for
your
cooperation
and
for
how
serious
you
are
take
your
jobs,
you're,
always
there
when,
when
I
need,
you
and
you've
always
had
great
ideas
and
and
through
this
hope,
kovat
crisis.
You've
adapted
wonderful
way
to
this
whole
whole
environment
that
we're
in.
