The

the

councilmember

the

Walkthrough,
a
big
big
carriageway
project,
we're
just
gonna
kind
of
use
that,
as
the
agenda
for
our
discussion,
you
all
approved
a
ordinance
on
March
31st,
assigning
Manchac
Consulting
Group
is
the
lead,
engineer
and
manager
of
the
Walter
o
Big
B
carriageway
project.
Since
that
time,
we've
had
a
lot
of
meetings
with
many
different
people.
Many
different
agencies,
I
would
like
to
say
with
all
the
parties
involved,
but
there
still
may
be
more,
so
one
of
the
tasks
was
to
prepare
a
schedule
which
we
spent
some
time
doing.

The
first
item
on
the
schedule
is
the
design
completion
I've
got
that
shown
in
red
because
it's
a
critical
path
item.
Obviously
you
can't
move
the
project
forward
until
the
design
is
complete.
You
have
a
item
on
the
agenda
today
up
limit
number
five
for
NTB
to
allocate
some
funding,
so
the
design
can
be
finished.
You
also
have
an
item
on
the
agenda:
allocating
a
contract
and
some
funding
for
coil
engineering
to
do
the
Citizens,
Bank
Drive
extension
piece.
So
you've
really
got
three
different
pieces
of
the
project.

That'll
be
bid
separately
for
if
you
include
Bigham,
dentistry,
the
Citizens
Bank
Drive
extension,
the
actual
roadway
portion
with
the
bridge
and
in
the
stormwater
pump
station
they'll
all
be
separate
projects
so
just
moving
down.
If
you
look
at
the
Union
Pacific
Railroad,
we
had
a
conference
call
with
Union
Pacific's
representative
rail
Pro.
We
also
had
Union
Pacific's,
Louisiana
or
area
representative
on
the
phone
with
us.
The
route
essays
is
there
he
actually
coordinated
the
phone
call
for
us.
It
was
a
good
call.

and
NTB
was
also
also
participated
in
the
call
that
call
was
on
May.
The
6th
yupi
said
their
review
process
would
take
anywhere
from
five
to
seven
weeks,
TRC
made
it
submitted
to
them
just
I
think
a
day
or
a
couple
of
days
after
the
phone
call.
So
the
seven
weeks
is
what
I
have
factored
into
the
schedule
which,
if
we
haven't
heard
from
them
at
the
end
of
next
week,
I'll
start
making
some
calls.

I've
got
some
time
in
here
for
TRC
to
respond
to
any
comments
you

might
have,
and
also
some
time
for
you
P
to
look
at
the
response.
There's
a
lot
of
utility
companies
that
we've
been
dealing
with
they're
all
listed
here,
the
majority
of
them.
We
that
we've
asked
them
to
give
us
their
time
frame
for
when
the
design
would
be
completed
and
also
when
we
could
expect
the
construction
to
be
completed.

Some
of
the
utility
companies
need
permits
from
the
levee
board,
which
also
means
the
Corps
and
some
will
need
a
permit
from
Union,
Pacific,
Railroad
or
kcs,
whatever
the
case
may
be,
but
anyway,
you
can
see
the
timeline
of
all
the
utility
company
relocation
efforts
here.
At&Amp;T
is
actually
the
longest
again
it's
why
I
have
that
in
red,
because
it's
kind
of
a
critical
path,
item,
they're,
saying
they'll
have
all
their
stuff
permitted
and
out
of
the
way
by
the
middle
of
December,
a
couple
of
the
companies
haven't
really
reached.

We
talked
to
all
of
the
representatives
of
the
companies,
but
a
couple
of
the
companies
haven't
given
us
their
timeframes.
Yet
so,
where
we'll
be
dealing
with
that
the
levee
board,
we
had
several
phone
calls
with
the
Corps
and
we
had
a
meeting
with
the
levee
board
today.
Mark
long
and
there
were
also
two
representatives
from
dotd
they're.

Basically,
the
levee
board
is
going
to
issue
one
permit
for
the
whole
project,
but
well
we're
going
to
try
to
do
is
give
all
the
people
that
are
review
the
work,
the
information
they
need.
So
we
can
expedite
the
process
of
getting
the
permit.
The
Corps
said
they
wanted
to
see
a
completed
set
of
drawings.

So
as
we
complete
certain
sections
of
the
work,
we're
going
to
be
submitting
the
information
to
them
and
hopefully
meet
the
date
that
I
have
here
of
obtaining
a
permit
from
the
levee
board
on
October
31st,
the
Corps
told
us
that
mark
long
was
the
gatekeeper
for
this
project,
so
everything's
going
through
him
and
when
the
Corps,
satisfied
and
dotd
is
satisfied.
Mark
said
he'll
issue
the
permit.

So
with
all
that
being
said,
we're
shooting
to
advertise
for
bids
in
very
early
right
after
New
Year's
award
the
project
and
get
under
construction
in
April
of
next
year.
So
it's
a
three
year.
Construction
duration,
so
it'll
be
March
of
2020
for
approximately
maybe
like
in
2023,
when
the
project
will
be
done.
So

Tro
Bigby,
carriageway
project,
we've
acquired
all
these
parcels
and
the
only
the
last
parcel
we
have
before
we
can
put
this
project
out
to
bid.
Is
this
parcel
with

brigham
dentistry,
we're
still
in
negotiations
with
them
through
their
attorney
David
Whyte?
Additionally,
we
still
have
to
acquire
these,
but
we
do
not
have
to
acquire
these
before
the
project
is
put
out
to
bid
their
what
is
considered
an
access,
restricted
parcel
and
they
are
not
part
of
the
projects.

Right-Of-Way
moving
on
Melrose
plantation
projects,
we
have
just
one
product,
one
property
left
to
acquire
here:
it's
the
coal
Butte
property
we
filed
expropriation
and
on
June,
let's
see
it's
June
8th.
We
will
have
that
final
order
of
expropriation
signed
so
in
less
than
a
week,
and
then
once
we
have
that
acquired,
we
will
own
all
parcels
of
this
project
and
we
can
put
that
project
out
to
bid
moving
on
the
Coleman
Street
on
this
on
this
project.
We
have
two
properties
left.

The,
Omen
and
Road
utility
project.
We
still
have
to
acquire
this
parcel.
It's
owned
by
a
holding
company
called
Glo
max.
The
owner
has
sent
the
signed
deed
in
the
mail.
So
we
expect
to
receive
that
shortly
before
we
can
record
it
and
will
officially
own
all
this.
This
property-
and,
lastly,
is
this
temporary
easement
that
we
have
acquired
and
that's
all
I,
have
any
questions.

from
their
substation
on
Hamilton
all
the
way
down
Coleman
to
Horseshoe

we

decide
if
we
want

spend

extra
money

not
the

phase
one-
if
you
ever
drive
down

those
guys
this
is
best
yet
construction
company.
They
work
from
candy
can't

six
days
a
week
they
are
supposed
to
their
contract
expires
July
the
16
that's
about
six
weeks
from
now,
and
they
tell
me
they've,
actually
got
about
five
months
worth
of
work
to
go.

We've
never
sat
down
and
discussed
what
additional
days
they
need
due
to
bad
weather
or
too
wet
to
work
or
unforeseen
issues
they've
run
across.
So
we
intend
to
do
that
real
soon
and
get
squared
up
on
what
their
new
completion
dates
going
to
be.
I,
don't
know
if
we're
going
to
get
out
to
five
months
or
not,
but
we'll
just
have
to
wait
and
see
it
was.

It
was
about
an
11
million
dollar
contract
I've
always
referred
to
it
as
a
twelve
million
dollar
job,
because
I
assumed
we
would
have
about
a
million
dollars
worth
of
change.
Orders
on
this
project
recall
we
uncovered
that
debris
field
right
where
the
roundabouts
going.
That
was
a
two
hundred
and
twenty
five
thousand
dollar
surprised
and
then
relocating
the
water
main
down
the
road,
all
kinds
of
issues
and
problems
with
that.
That
was
a
two
hundred
and
two
thousand
dollar
change
order.

Innovation
drive
it's
a
three
lane
concrete
street.
You
know
that
they've
poured
one
lane
from
one
end
to
the
other.
They
finished
that
last
week
they
turned
around
they're
paving
machine
and
they
were
heading
back
now.
They've
had
I
think
three
pours
since
then.
They're
making
good
progress
then,
obviously,
when
they
get
finished
with
that,
they'll
need
to
put
the
center
lane
in,
and
you
know,
that's
a
milestone
to
get
all
the
pavement
on
the
ground,
but
still
lots
of
work
to
do.
After
that.
Their
contract
runs
through
August
28th.

There
was
a
meeting
to
discuss,
swept
Coast
power,
how
they
get
power
from
Swan
Lake
Road
over
to
airline
drive,
as
well
as
street
lighting.
I.
Think
they've
worked
that
issue
out,
but
I
don't
know
the
particulars
on
that.
Swept
Co
needed
to
get
an
easement
from
the
private
landowner.
Jimmy
tells
me
they've
done
that
so
I
hope
they've
got
that
figured
out
the
Swan
Lake
Road
project.
That's
a
parish
project!

So
we're
gonna
visit
with
them
this
week
Thursday
afternoon
about
what
additional
days
they
may
be
due
due
to
bad
weather
days,
I
think
if
it
would
just
quit
raining,
they
can
make
a
ton
of
progress
this
summer,
building
ball
fields
and
fences.
And
you
know
it's
not
it's
not
that
complicated
of
a
project.
They
just
need
some
good
weather
to
work
in
and,
lastly,
the
Parkway
lighting
new
light
fixtures,
LED
fixtures
on
our
Parkway.

The
total
project
is
303
new
fixtures
they've.
We
took
delivery
on
96
fixtures
about
a
month
ago.
They
hung
them
in
about
four
days.
They
start
down
at
the
Jimmy
Jimmy
Davis
bridge
and
we
headed
north.
We
got
up
to
Shady,
Grove
I
haven't
seen
him
at
night
time,
but
John
Kelly
tells
me
he
has,
and
he
said
they
look
really
nice
July
the
10th.
The
remainder
of
the
streetlights
are
supposed
to
ship
and
our
contractor
came
us.
I
bet
he
can
hang
him
in
two
weeks
and
we'll
have
all
new
lights
on
the
Parkway.

So
a
little
different
and
and
that
these
numbers
include
all
of
last
year
and
the
first
four
months
of
this
year,
and
so
what
you
see
on
that
first
slide
are
all
the
various
divisions
in
the
utility
department.
What
was
actually
spent
versus
what
we
had
budgeted
over
the
course
of
that
time
and
if
you'll
remember
we
are.

We
just
talked
about
that
actual
operating
savings
at
2.3,
which
averages
per
month
just
shy
of
about
150,000,
and
we
actually
hit
a
little
more
at
the
end
of
the
year
at
the
end
of
that
time
period,
a
little
over
little
less
than
$300,000
or
roughly
$16,000
ahead
of
our
target
month-to-month
over
the
course
of
that
time.

That's
a
total
savings
to
the
city
of
about
three
hundred
and
two
thousand.
When
you
take
out
the
engineering
and
competitive
bid
processes
and
things
like
that,
the
savings
you
get
with
those
items
and
these
pictures
I
should
mention
that
these
are
these.
Are
our
crews
out
here
doing
some
dirty
work?
A
a
lot
of
people
don't
realize,
and
that
happens
three
four
times
a
day.

You've
got
the
north
side,
water
main
repair
on
their
industrial
drives,
sewer
main
repair,
lift
station
cleaning,
lampkins
street
repairs,
tons
of
miscellaneous
sewer
and
water
improvements
throughout
the
city.
We
estimate
those
somewhere
around
1.3
million.
These
would
have
been
expenses
that
the
city
historically
would
have
contracted
out
to
other
construction
companies,
and
we
do
all
that
work
with
city
and
Manchac
personnel.

like
this

it's
hard
to
see
here,
but
this
is
what
all
of
this
is
roughly
plus
or
minus
what
we
do.
We
track
the
repairs
in
the
city
a
little
differently,
but
I'm
Mac
everything
that
I
would
consider
significant,
so
that
might
be
a
service
line,
repair
or
sewer
blockage
or
sewer
main
repair,
and
you
can
see
if
you
look
at
that
map
from
north
to
south
east
to
west.
The
repairs
in
the
city
are
not
discriminatory.
It's
everywhere.

You
know
just
like
I
said
no
utility
service
areas
gone
untouched.
We've
got
journeyman
electrician
on
staff
to
perform
a
lot
of
electrical
work.
I've
done
a
lot
of
work
in
educating
our
personnel,
trying
to
find
creative
ways
to
add
value
to
the
city
and
something
that
that
we're
beginning
to
look
at
hard
is
the
city
of
Bossier
has
invested
a
significant
amount
of
money
in
improving
and
rehabilitating
the
sewer
system.
How
do
we
create
a
metric
to
see
how
that's
improving
those
areas?
And
it's
hard
lately
over
the
last
18
to
24
months.

We've
had
you
know
it
hasn't
been
dry,
but
even
during
that
time
period
in
the
select
areas
that
we
started.
Looking
at
we're
seeing
almost
a
40%
reduction
in
power
on
lift
stations,
meaning
those
lift
stations
are
pumping
40%
less
in
those
areas
and
they
had
historically
so
that's
encouraging
not
to
mention
they
don't
get
as
many
call-outs
and
things
of
that
nature,
so
total
utility
apartment
savings
and
I'll
just
kind
of
spare
all
of
those
details
just
for
the
last
16
months.

If
you
will
we're
sitting
just
shy
of
four
million
and
from
our
start
date
back
in
July
of
2016
somewhere
around
nine
point,
seven
million
in
actual
savings
for
the
city
of
Bossier
thought
it'd
be
prudent
to
look
at
Co,
vid
19
in
packs
just
trying
to
put
this
in
a
way
that
makes
sense
to
everybody,
but
the
main
thing
to
see
there's
on
the
water
fund.
If
you
look
at
our
revenue,
this
was
through
the
end
of
April.

The
environmental
divisions
out
there
enforcing
all
of
the
various
ordinances
we
have
and
so
on
proud
industries.
Some
of
y'all
may
not
know,
but
towards
the
end
of
last
year
they
pratt
industries
over
down
in
the
mikado
Bossier
port
suffered
a
significant
infrastructure
problem,
shall
we
say
and
reached
out
to
Bossier,
and
since
that
time
we've
been
receiving
truckloads,
as
you
can
see
here,
plus
or
minus
eleven
or
twelve
a
day
every
day,
and
that
is
required.

A
tremendous
amount
of
work
on
the
point
of
the
city
of
Bossier
employs
Manchac
employees
out
at
the
wastewater
plant
to
make
sure
that
we
can
continue
to
meet
our
permit
requirements.
We've
treated
a
little
over
5.6
million
gallons
of
septage
from
Pratt,
and
that's
introduced
nearly
half
a
million
dollars
of
additional
revenue
into
the
Public
Utilities
Department
that
otherwise
wouldn't
be
there.
Most
people
would
have
turned
them
away
and
we
figured
out
a
way
to
to
make
it
happen.

We
correct
looked
at
from
a
cost
accounting
standpoint,
the
impact
to
all
of
the
brand-new
equipment
and
I,
don't
even
know
what
the
number
was
was
that
a
50
million
dollar
project
or

at
the
fact
that
this
wastewater
was
going
to
have
on
the
equipment
and
how
it
was
going
to
discount
the
depreciable
life
of
the
equipment
and
been
factored
that
all
in,
so
that
we
are
assured

we're

reimbursed
appropriately
and
taking
care
of
the
taxpayers,
assets
and
money.

people

work

city

oh
sure,
and,
and
it
wouldn't
happen
without
them,
I
get
to
report
all
the
good
work,
but
they
love
what
they
do.
They
show

touch

it,
but
we
didn't
sit
at
home
and
have
social
distancing
during
Co
bed,
water
man
breaks
the
sewer,
main
breaks
and
Pratt
deliveries
and
everything
else
we
were
out
in
the
field
every
day

after
it
any.
