misconceptions,

about
raising
chickens
or
having
a
small
flock
in
your
backyard.
Many
people
think
that
chickens
attract
wild
animals
or
pests.
If
they
have
a
clean
coop,
then

don't
attract,
attract
any
more
pests,
robins
or
other
wild
animals
than
a
dog
or
a
cat.
In
fact,
a
chicken
in
and
of
itself
one
can
consume
up
to
two
pounds
of
bugs
a
day
and
they
eat
small
mice
and
snakes.

love
to
eat
mosquitoes
and
flies
and
even
ticks
the
fact
that
they're
smelly,
you
know
they
really
don't
smell
any
worse
than
other
pets.

opinion

true

dogs
or
clean
your
cat

chickens

loud,

more
quiet

ordinance
I
like
chickens
as
well

I
grew
up,
as
you
mentioned,
with
an
abundance
of
chickens.
My
parents
raised
them
and-

I
understand
these
folks-
love
for
their
chickens
and
their
pets
and
everything.

concern
is
the
health,

neighborhood
neighbors.
If,

if
they're
wanting
to
have
a
free
range,
where
the
chickens
can
run
in
their
yard,
chickens,
eat
everything
they're
going
to
pick
all

grass
up
and
then
you're
going
to
have
a
bear
yard.

blade

grass
in

it
rained

water
all
went
to

dividing
fence

daughter's
property

theirs,
and
it
had

poop

dogs

back
and

of
allergy
problems
and

think

eggs

projects
on
bossier
parish
because
it's
home,
and
so
I'm
constantly
looking
at
statistics
and
data
bozer
parish
is
one
of
the
healthiest
parish
in
louisiana.
So
that's
something
we
should
be
very
proud
of,
but
one
rate
that
is
concerning
is
our
children
and
poverty
rating
is
on
par
with
the
state
of
louisiana
at
26
percent.

with

I've
never
owned
chickens.

like
to,

I
followed
the
law,
and
so
I'm
waiting
to
see
if
it
gets
approved,
my
husband
he
owned
chickens
growing
up,

him
and
he
fills
me
in
on
things.
But
I
am
not
the
person
that
can
answer
questions
actually
about
raising
them,
but
I
I
do
support
it.

families

able

sustain
themselves
feed
themselves,

the
price

groceries

everything
right
now,

poverty
rate
should
not
be
that
high

bossier
for
us
to
be
such

healthy
parish
overall

think
that's
something
we
need
to
be
aware
of

keep
our
eyes
out
on

see
where
that
rating
lies
in
the
next
couple
of
years.

ordinance.
The
state
of
louisiana
has
a
revised
statute
of
38
colon
2224.
I
believe
that
prohibits
the
employment
of
of
what's
known
as
a
solicitor,
which
is
basically
a
third
party
to
secure
a
public.

contract
of
public
works
basically
for
alteration:
construction,
demolition
of
public
projects,
public
buildings,
roads,
things
of
that
nature.

We've
always
followed
that
before
it's
we
have
the
and
what
the
law
requires
is
an
affidavit
from
the
contractor,
basically
stating
that
we
did
not
employ
a
third
party
or,
what's
termed,
as
a
solicitor
to
secure
that
contract
for
either
a
fixed
price
or
the
percentage
of
the
contract.
It's
basically
an
anti-kickback
type
ordinance
our
statute
for
the
state
of
louisiana,
since
its
enactment
we've
always
followed
it,
in
fact,
just
to
be
on
the
safe
side.
I
talked
to
finance
and
lily,
and
it's
this
affidavit
required
by
this
statute.

we
do
it
anyway,
so
it
is
it's
redundant.
In
my
opinion,
you
know
the
problem
that
I
see
with
it.
If,
if
we
start
copying
every
state
law
into
our
code
of
ordinances,
we're
already
required
to
follow
the
state
law,
we
already
do
follow
the
state
law,
such
as
the
public
bid
law,
it's
not
in
our
code
of
ordinances,
but
we're
still
bound
to
follow
it.

But
it
could
set
a
precedence
where
we
start
replicating
state
and
federal
law,
because
in
our
oath
of
office
we
swear
to
uphold
the
constitution
of
the
united
states
of
america
as
well
as
the
louisiana
state
constitution.
So
each
of
us
sitting
here
today,
as
elected
officials,
follow
both
the
constitution
of
the
u.s
and
the
state.

don't
think
I

we're
all
aware
that
at
every
level

government
people
have
concerns

so

us

hey

transparent.

there's
nobody
getting
kickbacks

we'll

good
stewards

thought
that
it

good
government

done

mayors

councils
that

doing

nefarious

of

thought

this

thought
this
was
a
good
government
piece

code

make
sure
that
our
constituents
know
that
we
are
good
stewards

up

future

best
possible

budget
amendments
to
the
2020
budget
after
the
2021
budget
was
already
adopted,
and
those
were
appropriations
of
fund
balance
which
affected
the
estimated
beginning
fund
balance
for
the
21
budget.

we're
going
ahead

amending
it
to
what
it
actually
is,
so
the
budget
will
match
the
actual.

past
what's
occurred
as
evidence
with
our
meeting
mr
williams
and
myself,
and
ms
williamson
was

fact
that
during
the
year
you
have
project
demands
that
were
unforeseen
at
the
time
of
the
budgeting
process,

now

august

there's
no
way
to
tell
if
you're
going
to
need
a
million
or
2
million
here
and
there
for
various
needs
throughout
the
city.
So
naturally
that
is
a
non-budgeted
item
and
somehow,
through
the
audit
process,
that
does
not
get
picked
up
and
it's
just
something.

this

was
never
really
a
viable
option
with
kcs
owning
the
rail
and
so
with
the
merger
of
kcs
and
canadian
pacific.

pacific
is
a
willing
partner
now
and
so
we're
requesting
your
support
that
we
want
the
rail
to
come
through
here,
we're
not
ready
to
work
through
where
the
stops
are
going
to
go,
and
so
from
an
economic
and
community
development
standpoint
we
feel,
like
it'd,
be
very
impactful,

what
this
would
do
is
allow
california
all
the
way
to
the
east
coast
through
here
through
atlanta,
so
transit
through
this
area.

the
united
states
if
this

part

ranges
from
fort
worth,

way
to
atlanta
through
meridian,
through
shreveport
beaujour
monroe
rustin,

role
in
this

kind

with
the
board
of
trustees.

merger

the
service
transportation
board

federal
level

step

pacific's

it

do

mess
with
their

business

after

a
unified
council

governments
across
that

corridor,
saying
we
want
