where
is
Black
History
Month
affords
special
opportunity
to
become
more
knowledgeable
about
black
Heritage
and
to
honor
the
many
black
leaders
who
have
contributed
to
the
progress
of
our
nation
and
whereas
the
city
of
Bossier
City
recognizes
and
celebrates
Black
History
Month
by
honoring,
a
few
standout
leaders
in
our
community
and
whereas
most
of
us
would
say
that
we
care
for
and
support
those
who
have
physical,
emotional
and
spiritual
disabilities.
But
Norman
Moore
has
lived
it
for
the
past
37
years
of
his
life.

Thankfully,
28
years
ago,
Bossier
city
became
his
home
and
his
passion
became
our
Good
Fortune.
He
is
currently
the
executive
director
of
Evergreen
life
services
for
the
Northwest
Louisiana
division
because
of
his
leadership
in
our
community.
Our
citizens
have
found
support
and
help
in
making
their
dreams
a
reality,
and
whereas
Norman
Moore
is
an
excellent
example
of
leadership.
His
selfless
choices
and
Compassionate
Heart
have
brought
hope
to
those
who
are
often
forgotten
and
overlooked
in
our
culture.
He
has
spent
his
career,
helping
others
find
and
make
a
place.
They
can
call
home.

licenses
at
a
time
when
only
a
few
women
worked

asset
management
and
trading
after
her
employment
at
one
of
the
largest
multinational
Financial
Service
corporations,
she
entered
law
school
graduating
at
the
top
of
her
class.
She
began
her
legal
career
as
a
civil
rights
attorney
at
Louisiana,
Department
of
Justice
Office
of
the
Attorney
General
and
later
opened
a
private
law
firm
in
Louisiana.
She
accomplished
all
of
this
while
overseeing
a
successful
family
business.

She
has
served
as
the
chief
executive
officer
and
license
funeral
director
of
Good
Samaritan
Funeral
Home
in
Shreveport
for
nearly
nearly
20
years.
She
is
also
the
founder
of
the
Hollingsworth
group.
A
sports
management
company
and
talent
agency
throughout
her
career
Winifred
has
represented
various
plaintiffs,
including
professional
athletes
in
the
NFL
and
NBA
models,
entertainers
and
film
directors,
following
enrollment
at
the
University
of
Texas
at
Austin,
Law
School
in
2015.
Winifred
obtained
certification
as
an
NFL
contract
advisor.

is
also
an
NBA
WNBA
and
FIBA
international
basketball
agent
and
whereas
Winifred

Jackson
Jackson,
is
an
excellent
example
of
leadership.
Her
confidence,
determination
and
hard
work
have
made
a
difference
wherever
she
called
home.

city
of
Bossier
City
is
honored
to
recognize

Jackson.

There
are
several
persons
that
have
made
invaluable
contributions
to
my
career,
beginning
with
my
mother,
Dorothy
Hollingsworth,
who
was
my
first
example
of
a
business
owner
and
a
fiercely
independent
woman
who
remains
as
such
at
the
tender
age
of
83.,
my
late
grandmother
Minnie,
my
Aunt
Clara
both
set
examples
of
commitment
and
dedication
at
the
age
of
16
I
was
hired
as
a
student
worker
in
the
Communications
Department
at
the
Caddo
Parish
schools
by
Bernadine
Moss
Anderson.

My
second
mom.
It
is
her
professionalism,
expertise
and
Excellence
that
I
have
emulated
throughout
my
career,
a
successful
company
is
defined
by
its
staff
and
I
am
fortunate
to
have
the
support
of
many
talented
and
dynamic

hard
work
and
the
support

family

created

sustained
both

Alice
Jeter
never
backed
down.
She

herself

survive
in
the
ever-changing
and
often
hostile
Environmental
environment
in
Bossier,
City
Alice
Jeter
became
a
force
to
be
reckoned
with.
She
saw
the
world
differently
than
many
many
and
in
a
quiet
respectful
way
she
stood
her
ground.

her

holding
my

I

it

me

holding
my
hand,
I
would
not
have
been
able

things
I

was
walking
with
me
every

something
we
don't
want

appreciating
this
citizen
here
so
previous,
in
recognition
of
your
outstanding
service
by
quickly
recognizing
and
taking
action
to
assist
the
fellow
citizens
from
a
burning
vehicle
on
January
13,
2022
Because
of
Your
Action,
the
Bossier
City
Fire
Department
Personnel
were
able
to
respond
quickly
and
efficiently
to
his
Aid
by
extinguishing
the
car
fire
without
injuries.
Therefore,
I
present
the
appreciation
award
to
officially
recognize
your
efforts
and
thank
you
very,
very
much.

first
off
I
just
wanted
to
say
thank
you
thank
you
to
everyone,
who's
put
in
so
much
effort
to
see
that
this
day
has
become
a
reality,
thanks
to
my
leadership,
who's
been
so
kind
and
uplifting
from
the
beginning,
and
to
those
who
have
refused
to
see
let
this
go
unseen.

you
to
the
city
of
Bossier
and
the
Bossier
City
Fire
Department,
for
the
efforts
they
have
made
to
this
event
and
ensuring
the
safety
of
their
citizens
truth
be
told.

I
never
wanted
this
I
never
felt
deserving
of
some
of
this
kind
of
recognition
and,
if
at
all,
certainly
not
all
of
it,
I
may
have
been
there
at
the
right
place
at
the
right
time
in
order
to
ensure
the
gentleman
was
aware
and
safe
from
the
situation.
However,
there
were
two
other
gentlemen:
there
that
arrived
shortly
after
myself
and
were
willing
to
put
their
lives
at
risk
to
ensure
the
motorist
safety
as
well.

They
came
running
fire
extinguishers
in
hand
ready
to
face
the
issue
on
head-on,
even
though
they
weren't
able
to
put
out
the
fire
entirely.
They
were
able
to
tame
it
briefly
and
lessen
the
danger
for
those
near
it,
and
until
the
fire
department
arrived,
I
do
not
personally
know
who
they
were,
but
because
they
left
shortly
after
the
Emergency
Services
arrived,
but
I
hope
that
they
know
that
their
actions
did
not
go
unseen.

I've
always
had
faith
in
humanity
and
those
two
men
helped
reiterate
why
I
have
so
much
faith
I
have
in
no
way
felt
like
I
did
anything
more
than
what
anyone
else
would
have
done
and
I
certainly
have
never
felt
deserving
of
this
kind
of
moment.
Four
years
ago
this
month,
my
father
passed
away
in
a
trucking
accident,
and
at
that
time
there
were
people
who
stopped
by
to
help
my
father
and
the
other
driver,
and
although
my
father
passed
those
individuals
who
stopped
to
help
are
the
people
I
try
to
emulate.

percent

Revenue
comes
back
to
the
Enterprise
fund
of
Bossier
City,

is
the
taxpayer's
money.

our

costs
have
increased
by

we
don't
ever
have
to
look
at
raising
rates

long
period
of
time

was
the
whole
purpose
of
this
again:
the
win-win
situation.

port
receives
that
secondary
source
of
water,
which
they're
going
to
need
for
their
tenants.
They
get
the
secondary
source.
We
in
turn
make
money
to
ensure
to
the
taxpayers
of
Bossier
City
that
we
don't
have
to
go
up
on
water
rates
and
I
think
we've
all
been
here
long
enough,
not
all
of
us,
but
several
of
us
did
when
you
raise
water
rates.
You
raise
the
blood
pressure
of
everybody
in
this
city
and
you
will
hear
about
it
and
I'm.
We
sit
here
before
us
with
an
opportunity.

To
create
revenue,
and
essentially
it
doesn't
cost
us
any
Debt.
Service
I
mean
we
don't
have
to
put
anything
on
the
books.
We
don't
have
to
go,
borrow
money,
the
ports
bar
and
the
money
for
us,
and
until
we
sell
our
first
drop
of
water,
we're
not
responsible
for
paying
anything.
We
built
this
water
plant
for
an
additional
20
to
25
million
gallons
a
day
capacity.

this
very
reason,
so
that
one
day
we
could
provide
institutional
sales
of
water,
which
would
in
turn
ensure
that
the
taxpayers
of
Bossier,
City
and
I'll
repeat
it
again
over
and
over
again,
don't
have
to
worry
about
a
rate
increase
going
forward.

long
would
you
say,

ten
years
at
least

believe.

we

potentially
if
we
sell
what
we're

in
the
agreement,

million
gallons
of
water
a

it

feasible

nine

dollars

a
lot

this

a
big
program.

read
the
paper

anything
published
on
the
cost,
details
about
this
and
when's
the
break-even
port
point
for
the
Port
Commission
there's
a
lot
that
I
would
like
to
see
from
a
business
case
perspective
for
the
city,
I'd
like
to
see
how
it's
going
to
serve
me.

that
the
current
system

they're
running
is
the
original
system
and
that
system
has
been
in
place
for

least
20
years.

so
we
are
making
the
assumption
that
this
system
will
make
it
that
lifespan.

Bonneville
on
the
the
Readiness
and
availability
of
that
particular
equipment.

down

there

a
transfer
of
800
000
from
Riverboat
gaming
trust
fund
prior
year.
Water
revenue
is
up
mainly
due
to
an
increase
in
water
sales

the
base.

revenue
is
up
due
to
an
ambulance.
Alliance
payment
of
approximately
331
000
received
in
January
2023,
combined
with
a
decrease
in
EMS
Billings
of
approximately
195
000
for
January
2023
compared
to
January
2022..

Council
we'll
run
through
our
monthly
engineering
update,
came
down
from
about
101
million
from
last
month,
we're
down
to
about
94
million
capital
projects
going
on
that
is
The,
Interchange,
rolling
off
East
Bank
fire
station
and
a
couple
other
smaller
projects
that
have
been
closed
out,
got
86
actually
under
construction.
Nine
in
designer
bid,
nine
other
actually
in
construction
and
eight
subdivisions
that
are
in
or
nearing
the
construction
phase
carriageway
phase
two.

They
did
lose
a
little
bit
of
time
with
some
of
the
weather
delays
that
we
have,
but
they're
still
chugging
ahead
at
about
42
days
ahead
of
schedule,
LTR
they
are
showing
behind
schedule
here,
talk
to
the
architect.
They
are
doing
some
weather
days
in
November,
December
and
January,
so
they
will
get
a
little
bit
there
most
of
the
stuff
that
they
have
to
do
is
inside
and
is
in
relation
to
fixture
and
furnaces

most
part,

wrapped

only
thing
we
are
waiting

the

working
with
the
KCs
trying

make
sure
we
have
our
live
entry
agreements,
so
we
can
get
that
out
to
bid
start
getting
those
underway
and
we're
also
trying
to
get
right-of-way
agreements
for
the
Tinsley
base
and
phase
two
project.
