I
think
it's
hysterical

talking
about
our
moms,
it's
Valentine's,
Day
and
there's
lots
of
love,
certainly

this

and
I,
of
course,
love.

mother

I
remember
the
day.

was
sharing
this

stricken
and
replaced
with
the
term
quadrennial
in
various
sections,
and
other
references
to
popular
elections
in
two
years
have
been
updated.
Accordingly,
a
provision
was
added
in
section
1
to
clarify
that,
beginning
in
the
year,
2021
that
municipal
elections
will
take
quadrant
in
Quadra
annually
in
every
second
odd-numbered
year.

section
has
also
been
added
relating
to
the
vacants
in
the
office
of
mayor,
in
order
to
reflect
that
municipal
elections
would
take
place
on
quadrennial
basis
and
no
longer
on
a
biennial
basis.

the

fairness

criticism
of
the
proposals
that
voters
would
like
to
naturally
take
care

problem

than
one
seat
by
simply
not
voting
for
them.
The
committee
also
heard
support
proposals
from
most
both
mass
vote
in
Massachusetts
voter
tables.
At
the
hearing,
technical
changes
were
made
to
the
docket.

council

as
a

I
just
start
with
the
one
that,
unfortunately,
we
did
not
call
forward
today,
but
I
did
want
to
express
that
the
what
I
felt
that
what
was
lacking
at
current
currently
in
our
system
and
the
fact
that
we
would
go
to
a
default.
That
fifth
position
is
it's
almost
like
we're
trying
to
get
a
rank
choice
voting
result
without
actually
having
rank
choice
voting.

So
what
I
would
prefer
in
the
conversation
as
we
come
back
to
deal
with
this
issue
is
whether
we
should
just
go
ahead
and
go
to
rank
choice.
Voting
are
there
for
the
at-large
or
for
all
of
our
election,
where
people
can
rank
the
folks,
and
so
when
person
leaves
that
person's
ones,
twos,
threes,
fours
and
fives
are
then
flowed
down
to
the
other
folks
who
are
at
a
ran,
and
then
we
can
actually
have
a
combination
of
who
is
really
the
fifth
place
position.
So
I
actually
think
we
do
need
to
reform
that
I.
H
Just
think
that
you
need,
we
need
to
go
deeper
and
really
look
at
how
ranked
choice
voting
can
actually
solve
all
of
this
with
the
one
election
and
not
costing
us
additional
funds.
So
I
just
wanted
to
say
that
when
you
bring
that
back
up
again
mm-hmm
with
regards
city,
the
guards
of
the
terms
I
fully
support
that,
but
I
wanted
to
just
address
some
of
the
concerns
that
people
have
been
voicing,
both
in
the
media
and
in
general,
with
the
concentration
of
power,
with
the
fact
that
it
would
discourage
folks
from
running
I.

Think
if
anything,
the
fact
that
this
is
enacted
in
2021
in
that
election
I
can
imagine
that
folks,
who
are
looking
at
a
four-year
term,
rather
than
a
two-year
term,
will
come
out
of
the
woodwork
to
try
and
run
for
City
Council,
which
I
think
is
a
good
thing.
I
also
think
that,
if
the
constant,
if
the
concern
is
about
concentration
of
power
over
time,
then
it's
not
necessary
should
be
making
us
less
powerful
or
less
powerful
or
maintaining
our
current
two-year
terms.

I,
if
it's
a
matter
of
turnover,
a
matter
of
people
running
then
I
think
we
can
look
at
our
four-year
term
position,
which
is
the
mayor
and
if
it's
a
real
concern,
then
I
don't
know
why
people
aren't
pushing
to
make
that
two
years.
So
my
point
is
I.
Guess
if
you
really
are
concerned
about
the
turnover
and
people
running,
there's
a
way
of
also
making
sure
that
happens
and
that's
reducing
the
four
years
to
two
years.
I.

Just
don't
think
that
this
is
really
going
to
stop
a
four-year
term
is
really
going
to
prevent
folks
from
being
here
for
thirty
years,
as
we've
seen
it's
not
going
to
prevent
folks
from
challenging
people
from
coming
forward
and
saying
it's
not
only
my
turn,
but
I
think
that
you
know
it's
time
for
a
change.
We've
seen
that
with
your
own
election,
we've
seen
that
with
other
elections
as
well,
so
I
fully
support
it.
But
I
also
think
the
concerns
that
are
expressed
are
really
politicized
and
they
should
be
consistent.

on

thinking

it
over

last
couple
of
weeks,

we
talked
about
the
money
that

we

save

election
here
at
large
and

when
I
was
thinking
about
it.
I
I
thought
of
my
my
colleague
and
I
think
a
vote
for
this
is
a
vote
against
my
colleague,
Althea
garrison
and
I'm
not
prepared
and
I
wasn't
prepared
to
take
that
vote.
I
was
planning
on
voting.
I
No,
so
I
think
it's
a
good
move,
let's
put
it
in
the
in
in
committee
and
just
to
briefly
touch
on
the
mayor's
term.
Coming
back
to
two
years.
I
think
the
mayor's
job
is
so
complex
and
there's
so
much
with
it
and
involved
I
think
that
Mia
whoever
it
is,
it
could
potentially
be
someone
in
this
body
in
a
couple
of
years.
You
never
know,
but
that
the
mirror
definitely
needs
at
least
four
years
a
sad.
So,
although
I
commend
you
on
in
two
years,
I
would
not
be
unfair
for
that.

sure
and
reiterate
how
much
I
support
your
push
and
and
the
council's
push
to
have
this
conversation
and
keep
bringing
people
in
to
talk
about
what
the
big
structural
discussions
are,
that
empower
civic
engagement
and
bring
people
in

think
you

I've.
We've
all
talked
enough
on
the
other
two,
so
I
just
wanted
to
weigh
in
on
the
the
docket
around
two-year
term
versus
four-year
term
that
one
again
record
I
had
three
categories
of
concerns.
One
is
around
campaign,
finance
and
separate
from
or
absent
changes
around
how
our
cycles
work.

know,
for
example,
when
you
raise
money
for
Congress,
people
can
donate
once
up
until
the
primary,
and
then
they
can
donate
once
again
for
the
final
election
rather
than
year
by
year
by
year
by
year
and
I
do
think
that
that
would
create
a
barrier
for
new
people
as
the
the
amount
of
time
increases
that
people
are
able
to
use
that
yearly
cycle.

briefly
about
docket

talking
about
extending
from
two

year
terms.

intend

vote
no
on
this
docket,
certainly
for
some
of
the
reasons
our
good
colleague

large

council
woo,
just
shared,
but
I
also
think
we
need
to
perhaps
broaden
this
discussion
and
I
do.

not

easy
proposal

file

talk
about,
but
if
we're
talking
about
expanding
turnout,
expanding
opportunity,
we
should
also
be
talking
about.
As
councillor
Edwards
said,
rank-choice
voting
in
all
of
our
city
elections.
Certainly
in
our
state
elections,
that's
needed,
I'm
talking
about
the
potential
to
move
our
municipal
elections
to
even
years.
If
higher
turnout
is
really
the
goal,
that's
something
that
we
see
dramatically
higher
turnout,
even
when
it's
a
non-presidential
year.
That's
something
we
should
be
talking
about
as
well,
and
we're
talking
about
saving
money.
It's
important,
I
know
countess.

may
have
some
comments
on
on
our
fiscal
responsibility
here
and
I.
Think
we
all
take
that
responsibility
very
seriously,
but
not
the
expense
of
having
people
the
opportunity
to
challenge
us
when
we
do
make
mistakes
or
when
they
think
they
have
better
ideas
or
when
they
think
there's
a
time
for
change
here
in
this
body.
So
I
I
do
appreciate
the
discussion.

hopper

choice

election

want
to
be
civically
engaged
to
run
for

doing

something
that
makes
sense.

two
sets
of
rules
right
now.
If
a
district
council
relieved
mid
term,
there
would
be
a
special
election
for
his
or
her
seat.
If
a
net
large
council
were
to
leave,

the
system
now
that

don't
think,

the
optimal
way
to
go.
So
I
appreciate
your
leadership
on
that
supported,
disappointed
that
I
can't
vote
on
it
today,
because
I
think
it
makes
a
lot
of
sense
in
terms
of
the
other
two
issues.

that
these
are
common-sense
reform
that
helped
the
body
and
helped
get
more
people
involved
in
the
process.
After
talking
with
my
dear
colleague
and
friend,
the
at-large
counselor
from
Roslindale
I
did
a
little
back
of
the
envelope
and
it's
my
understanding.
I
just
went
back
to
93
that
there
have
been
six
scenarios
of
incumbents
losing
their
seats
and
I'm
sure
that
Clarke
would
know
this
as
well.

Three
of
those
occurred
in
an
off-year
elections,
three
of
those
occurred
in
mayoral
elections,
the
two
at-large
councilors,
who
lost
re-election
that
occurred
in
off
year
elections
and
then
the
three
of
the
four
district
councillors
lost
in
mayoral
elections.
So
I
think
the
point
is,
is
that
a
four
year
term
is
not
does
not
make
it
set.

The
bar
make
it
more
difficult
for
a
new
person
to
get
in
the
process,
but
in
fact
I
would
argue
that
it
does
just
the
opposite
and
get
some
more
involvement,
higher
turnout
in
and
more
people
involved,
which
is
something
we
should
celebrate.
Similarly,
I
think
docket,
0,
3,

2,
which
I
believe
is.
That
is
the
role
that
a
person
cannot
run
from
more
than
one
office
at
once.
I
would
assume
I
know.
All
of
us.

99.9%

people

seek
office
intend

win

rule

removing

initiatives

lot

quality

life

all
residents

for
bus

huge
impact
if

you
look

ridership

the
different
modes
of
public
transit,
there
are
a
hundred
and
twenty-one
thousand
trips
on
commuter
rail.
On

average
weekday.
Even
if
you

people
riding

all
the
different
community
rail
lines,
it
would
still
be
way
less
than
the
number
people
of
riding
buses.
So
bus
ridership
is
about
three
hundred
fifty
five
thousand
trips
per

weekday

it's

huge
equity

low-income
residents,

of
color
spend

longer

buses

stuck
in
traffic.

african-american
rider

hours
per
year

rider

commuter

whatever
we
can
do
to
help
them
speed
this
along
better
and
finally,

was
just
hoping

we
can
maybe
bundle
this
hearing

the

worked

legislation
for

The
council
passed
in
2017,
looking
at
city,
spend
and
equity
in
contract
dollars,
made
available
by
the
city
of
Boston,
both
on
the
procurement
side,
in
terms
of
services
and
in
contract
and
and
on
the
purchasing
side
for
goods
that
we
use
in
municipal
buildings.

But
a
couple
figures
I
came
out
of
that
report
in
FY
2018,
the
city
of
Boston
spent
six
hundred
and
sixty
four
million
dollars
on
goods
and
services
and
out
of
that
dollar
value
the
amount,
the
percentage
that
went
to
businesses
owned
by
people
of
color
was
point
six
five
percent
and
the
percentage
that
went
to
businesses
owned
by
women
as
women
certified
business
owners
at
0.75%.
So
we
have
a
lot
of
work
to
do.

if
you
look
at
the
dollar
value
that
went
to
Boston
residents
its
way
lower
than
where
we
could
be
if
we
are
really
trying
to
make
every
squeeze
every
bit
of
value
out
of
public
dollars,
I'm
so
excited

partner

continuing
to
work
with
the
city,
discuss
efforts
to
keep
expanding
that
investment,
particularly
building
wealth
in
our
communities
in
our

companies

triple

companies

gotten

tax

move

look
at
our
tax

bonding

different
ways

trying
to
move
our
money

help,
invest

benefit
developers

we're
looking
at
these
long-term
projects,
we're
looking

ways
in
which
they're
coming
forward

benefit

communities.
We
need
to
be
able
to
hold
them
not
only
accountable,
but
I
would
also
look
at
possibly
building
into
some
of
these
contracts.

neighborhood
advocate

teacher
and
a
mother,
I
cannot
begin
to
imagine
the
pain

fear

faculty
parents
and
community
members
of
Marjory
Stoneman
Douglas
high
school
felt
in
the
aftermath
of
this
tragedy.

That
happened
in
parkland
was
devastating
and,
as
we
close
this
meeting
today,
I
do
ask
that
we
remember
the
lives
lost
and
the
the
families
and
the
individuals
impacted,
but
also
remember
in
our
moment
of
silence
the
many
precious
lives
that
have
been
lost
in
violent
acts,
especially
in
our
