Liaison Name: Jeysaun Gant
Host Neighborhood: Roxbury
Date: Wednesday, March 24, 2021 6:30 p.m.
Applicant Name: Brian Keith
Address: Rooted in Roxbury
License Type: Retail Cannabis License
A
Has
been
reviewed
by
both
our
team
at
the
boston,
cannabis
board,
our
team
at
inspectional
services
and
the
ccc.
So
what
that
means
is
this
applicant?
Has
the
legal
due
process
right
to
go
through
the
process,
just
like
any
other
applicant
in
any
other
location?
The
proximity
to
schools
is
something
that
will
be
considered
by
the
board
when
we're
evaluating
the
appropriateness
of
the
location,
but
legally.
This
applicant
has
every
right
to
go
through
the
process
and
there
is
no
statutory
prohibition
based
on
their
proximity
to
this
school.
A
So
I
just
wanted
to
make
that
clear
that
that
has
been
and
the
applicant
has
been
very
patient
while
this
was
vetted
at
the
city
level
and
the
state
level,
because
these
regulations
only
recently
changed.
A
So
this
applicant
is
absolutely
permitted
to
go
through
the
process
and
come
to
a
hearing
after
the
community
process
before
the
boston,
cannabis
board
and
again,
the
the
board
will
take
many
things
into
consideration
when
evaluating
any
application,
including
the
specific
location
and
its
proximity
to
other
other
businesses,
schools
and
things
of
that
nature,
and
I
just
want
to
emphasize
to
to
miss
dillon's
point.
This
is
the
first
of
the
of
the
conversation
moving
forward.
A
The
boston
cannabis
board
accepts
public
comment
not
only
up
until
the
public
hearing
but
after
the
public
hearing
up
until
the
the
tuesday
before
the
voting
meeting.
So
we
and
I
want
to
assure
you-
we
read
all
comments.
We
listened
to
all
the
the
spoken
testimony.
We
reviewed
the
written
testimony
and
no
additional
weight
is
given
to
spoken
testimony
than
it
is
written
testimony.
A
So
I
really
appreciate
miss
dillon
for
giving
me
the
opportunity
to
explain
why
we
are
here
and
and
where,
where
we
are
going
with
this
application
and
after
the
presentation
I
I
can
answer
any
questions
about
that
buffer
zone
as
well.
So
thank
you
very
much.
B
Thank
you
so
much
so
with
that
brenda.
If
you
want
to
start
sharing
your
screen
and
brian,
if
you
want
to
start
presenting
and
please
remember,
to
keep
it
in
a
timely
manner,
because
there
are
people
that
will
have
questions
at
the
end.
Thank
you.
C
All
right,
thank
you,
hayley
and
leslie,
and
thank
you
everyone
for
attending
this
evening.
My
name
is
brian
keith,
co-founder
and
co-owner
of
rudin
roxbury
and
I'm
joined
tonight
by
several
members
of
our
team,
including
co-owners
joanne,
keith,
brokiya,
begum
and
salman
choudhary,
as
well
as
our
security
consultant,
michael
ware
of
ware
security.
C
Tonight,
we'll
be
sharing
background
on
our
company
and
our
experience,
as
well
as
our
proposal
for
a
recreational
cannabis.
Retail
business
at
195
dudley
street,
we'll
get
through
this
presentation
as
quickly
as
possible,
while
still
providing
you
with
thorough
information
in
detail,
and
we
will
leave
plenty
of
time
at
the
end
of
this
presentation
for
question
answer.
C
I'm
a
big
believer
that
the
easiest
way
to
get
an
understanding
of
what
a
company
stands
for
is
by
reading
their
mission
statement.
So
here
is
ours
to
build
a
community
conscious,
cannabis
business
that
engages
serves
and
benefits
members
of
our
communities
through
financial
success
and
social
responsibility.
This
is
who
we
are.
This
is
what
we
stand
for.
C
This
statement
is
a
guidepost
for
everything
we
do
about
three
years
ago,
as
we
realized
that
legal
cannabis
was
on
its
way
towards
becoming
part
of
the
fabric
of
main
street
businesses
in
massachusetts
and
in
the
city
of
boston.
The
four
of
us
came
together
to
be
came
together
to
develop
a
plan
that
could
prevent
big,
pharma
and
out-of-state
corporations
from
coming
into
our
neighborhoods
to
profit
from
the
legal
legalization
of
cannabis.
C
Many
of
you
have
probably
heard
this
background
from
our
team
before
and
that's
because
we've
already
presented
our
proposal
for
195
dudley
street
to
the
community
before
back
in
2019.
At
the
time
we
received
significant
support
from
within
the
community,
including
the
residents
of
butters
and
neighboring
businesses.
C
We
then
identified
a
new
location
at
2177
washington
street,
which
we
also
present
to
the
community
and
again,
for
which
we
receive
substantial
support
from
the
same
stakeholders,
including
district
7,
counselor
and
now
mayor
kim
janey
in
november
of
2020.
Our
proposal
was
approved
by
the
boston
cannabis
board
and
we
successfully
negotiated
a
host
community
agreement
with
the
city
of
boston,
our
nest.
Our
next
step
in
the
process
was
to
go
before
zoning,
the
zoning
board
of
appeals
and
then
the
state's
cannabis
control
commission.
C
Unfortunately,
ahead
of
our
zba
hearing,
we
were
notified
by
our
landlord
that
we
had
been
significantly
outbid
for
a
lease
on
our
space
and
it
was
an
offer
he
couldn't
turn
down.
We
had
to
abandon
our
plans
at
2177
washington
street
prior
to
receiving
this
news.
However,
there
had
been
a
change
as
leslie
mentioned,
to
the
buffer
zone
requirements
as
it
relates
to
citing
their
school.
C
The
new
law
takes
into
account
impassable
barriers
when
calculating
the
distance
between
a
dispensary
and
a
school,
and
therefore
195
dudley
street
no
longer
falls
within
the
buffer
zone
and
does
not
require
a
variance,
and
so
we
have
returned
tonight
with
essentially
the
same
proposal.
We
brought
to
the
community
in
2019
with
a
clear
pathway
to
approval
and
a
lot
of
knowledge
gained
by
our
team
in
the
process.
C
We
wanted
to
be
sure
to
address
this
at
the
beginning
of
our
presentation.
As
we
know,
many
of
you
have
heard
from
us
before.
Here's
a
look
at
our
location.
The
map
on
the
left
shows
the
previous
mapping
of
the
buffer
zones,
and
you
can
see
that
195
falls
right
at
the
edge
of
the
previous
buffer
zone
of
the
day
and
evening
academy.
C
However,
there
is
an
impassable
barrier
within
this
500
foot
circle,
the
shortest
publicly
accessible
pedestrian
travel
path
is
greater
than
500
feet,
which
no
longer
puts
us
within
the
buffer
zone.
As
you
can
see
from
the
image
on
the
right,
we'll
need
to
seek
a
variance
due
to
our
proximity
to
another
cannabis
facility.
C
All
four
of
us
are
long-time
boston
residents
with
deep
ties
in
the
community
joanna
and
I
live
in
roxbury
off
dudley
street
and
rokia
and
solomon
live
in
dorchester
off
humboldt
street,
while
being
local
residents
is
certainly
a
positive
attribute.
We
couple
this
with
a
strong
track
record
of
running
successful
neighborhood-based
businesses
and
having
extensive
experience
in
the
operation
of
regulated
industries
and
managing
thriving
retail
operation.
C
C
C
As
you
will
see
later
in
this
presentation,
one
of
our
biggest
goals
is
to
uplift
and
promote
businesses
of
color,
especially
in
communities
of
color
like
roxbury
and
nubian
square
fire
code.
Design
is
a
black
owned
business
that
my
partners
have
partnered
with
for
many
years
and
continue
to
partner.
With
to
this
day,
we
look
forward
to
being
their
neighbors.
C
The
location
comes
with
12
on-site
parking
spaces
that
we
would
not
be
using
for
customers.
Instead,
we
plan
to
work
with
neighbor
nearby
businesses
to
identify
unused
spaces
and
will
also
direct
our
customers
to
use
the
more
than
90
spaces
in
the
public
blair
lot,
which
is
just
a
short
walk
from
the
location.
C
The
next
slide
is
a
look
at
pettier
place,
which
is
a
private
way
that
we
would
be
closing
to
vehicular
traffic
other
than
direct
the
butters
during
our
business
hours.
This
is
to
ensure
the
safety
safety
of
our
customers,
who
will
be
entering
the
store
from
dudley
street
and
exiting
onto
pebbier
place,
as
well
as
provide
space.
In
the
event,
we
need
to
form
a
queue
outside
residents
of
dudley
greenville
will
still
have
vehicular
access
to
their
parking
area
in
the
rear
of
the
building.
C
By
way
of
warren
place,
we
would
be
looking
to
operate
seven
days
a
week.
10
am
to
10
pm
with
reduced
hours.
On
sunday
we
will
use
line
management
order,
head
capabilities
and
virtual
cueing
to
reduce
lines
forming
outside.
We
will
also
have
dedicated
space
inside
of
our
location
specifically
for
this
purpose.
D
Hi
folks,
my
name
is
mike
ware.
I
am
the
owner
of
with
security,
I'm
just
going
to
tell
you
a
quick
background
about
our
company
and
I'm
going
to
kind
of
jump
right
into
what
we
plan
to
do.
To
keep
this.
This
property
safe
and
secure
we've
been
operating
since
november
of
2002,
so
it's
been
just
over
19
years.
D
D
We
have
a
few
sites
in
dorchester,
the
st
mary
center
for
women
and
children
and
a
bunch
of
others
that
surround
those
areas.
We,
the
makeup
of
our
company,
consists
of
security,
where
many
of
us
are
special
police
officers.
What
that
means
is
you
know
we
go
through
the
academy.
We
have
powers
of
arrest
that
allow
a
higher
level
of
security
on
any
one
of
our
sites.
D
This
is
the
level
of
security
we
plan
on
bringing
to
rooted
in
roxbury
and
the
195
deadly
street
premise
when
they
open
their
cannabis
business
I'll
be
around
pretty
much
the
entire
time
that
we
have
this
this
meeting
during
the
q
and
a
and
see
any
questions
about
the
company
itself
and
then
what
our
plan
is
to
secure
the
property.
In
the
meantime,
just
in
security
relations
to
systems
and
protocols,
our
team
will
lead
security
efforts
and
will
ensure
the
location
and
customers
are
safe
at
all
times.
D
This
slide
details
the
extensive
security
requirements
we
will
have
in
place
to
meet
and
exceed
all
state
regulations,
as
accredited
special
police
officer
that
I
just
talked
about,
we
will
work
to
enforce
all
applicable
laws.
Ensure
traffic
is
moved
along
and
not
allowed
to
idle
and
will
liaise
directly
with
boston
police.
D
D
E
Thanks
mike
and
good
evening,
everyone
I'm
joanne,
keith
and
I'll,
be
sharing
a
little
more
detail
about
our
operations,
starting
with
the
transportation
and
traffic
management.
We
have
the
advantage
of
a
location
with
ample
options
for
transit.
Our
proposed
business
is
located
in
the
heart
of
nubian
square
short,
walk
from
the
nubian
station
bus
terminal,
as
brian
mentioned
earlier.
We
do
not.
We
do
have
12
parking
spaces
on
site,
but
we
do
not
plan
to
use
them
for
customer
parking.
E
Brian
will
speak
about
our
good
neighbor
policy
in
just
a
few
minutes,
but
one
element
I'll
bring
up
now
that
we
absolutely
will
not
allow
is
double
parking
and
our
customers
will
be
agreeing
to
this
policy
ahead
of
their
first
purchase
with
us.
If
a
customer
does
not,
if
a
customer
does
double
park,
our
security
team
powered
by
mike
ware
we'll
be
immediately
aware
of
it
and
then
and
that
person
will
not
be
served.
E
We
will
also
be
offering
order
ahead
via
mobile,
app
and
computer
and
virtual
queuing,
which
is
going
to
help
us
control
the
flow
of
cost,
the
flow
of
our
customers
coming
into
the
store
on
the
next
slide.
You
will
see
we
have
a
very
aggressive
hiring
plan,
which
we
are
confident
we
can
meet
or
exceed.
We
will
commit
to
hiring
at
a
minimum
of
80
percent
boston
residents,
a
minimum
of
50
percent
roxbury
residents
with
fifty
one
percent
of
those
hires
being
people
of
color
and
fifty
one
percent
of
those
hires
being
women.
E
E
Our
employees,
wages
will
be
competitive
and
beyond
that
and
beyond
what
is
considered
a
living
wage
as
defined
by
the
city
of
boston.
In
addition
to
the
benefits
mentioned
on
the
slide,
we
will
create
a
profit
sharing
program
where
employees
will
receive
a
financial
benefit
based
on
location
success.
We
will
be
quarry
friendly
and
have
a
preference
for
those
with
cannabis
infractions
with
that,
I
will
turn
it
back
to
brian
and
he
will
close
us
out.
C
C
Believe
believe
that
our
customers
are
extensions
of
us
and
we
want
to
be
good
neighbors
this
community.
We
expect
the
same
of
our
patrons
as
joanna
looted.
We
will
institute
a
good
neighbor
pledge,
which
first
time,
customers
will
be
required
to
sign.
Violations
of
this
policy
will
see
those
customers
banned
from
future
purchases.
C
Being
a
good
neighbor
also
means
being
committed
to
the
community
in
which
we
will
cite.
We
are
committed,
and
as
a
show
of
this
commitment,
we
will
create
a
community
advisory
board
made
up
of
local
cannabis
supporters,
as
well
as
cannabis
critics
ensuring
that
we
are
always
holding
ourselves
to
the
highest
standards.
This
board
will
also
oversee
a
community
benefits
fund
and
we'll
serve
certainly
will
have
autonomy
to
direct
those
funds
to
local
worthy
causes.
C
Our
most
exciting
program
is
what
we
plan
to
do
to
support
local
businesses
in
nubian
square.
I
take
no
pride
in
saying
that
nubian
square
is
one
of
the
worst
performing
main
street
districts
in
boston.
To
help
change
this,
we
will
create
a
coupon
program
which
will
incentivize
our
customers
to
visit
the
local
businesses
in
the
square
and
spend
money
with
them
simply
put.
If
you
shop
with
rooted
in
roxbury
and
then
shop
in
a
participating,
newbie
square
business,
you
will
receive
a
discount
on
your
day's
purchase
with
that
business.
C
C
In
summary
of
all
discussed
today,
you
will
see
we
anticipate
400
000
in
tax
revenue,
which
is
separate
from
the
400
000.
We
discussed
for
the
nubian
square,
coupon
program,
25
plus
local
jobs,
and
an
unmistakable
intentionality
of
keeping
revenues,
jobs
and
wealth
creation
within
boston's
communities
of
color.
With
that
we
look
forward
to
taking
your
questions.
Thank
you.
So
much
for
your
time.
B
Thank
you
and
jason.
The
new
he's
just
going
to
read.
C
I
have
to
say
this
because
you
know
it's
what
I
do
if
you
were
moved
by
anything
you
heard
this
evening.
Please
visit
www.rootedinroxbury.com
support
in
order
to
sign
a
letter
of
support
for
either
our
nubian
square
location
or
our
newbury
street
location,
or
you
can
sign
a
letter
of
support
for
both,
but
we
welcome
your
support
as
we
move
through
this
process.
B
F
F
No
problem,
no
problem
so
I'll.
Just
repeat,
I
want
to
make
sure
I
want
to
make
it
clear
that
no
decisions
are
being
made
tonight
and
at
no
time
will
it
be
acceptable
to
be
disrespectful
to
anyone
during
the
meeting,
everyone
is
entitled
to
their
own
opinion.
There
is
no
right
or
wrong
opinion.
We
are
here
tonight
to
try
to
collect
as
many
comments
and
questions
for
this
proposal.
I
am
not
here
to
facilitate
debates
amongst
neighbors.
F
I
ask
that
all
questions
be
directed
toward
the
applicant
and
myself.
The
applicant
will
answer
all
questions
related
to
their
proposal
to
the
best
of
their
ability,
and
I
will
answer
all
questions
specific
to
the
city's
process.
If
I'm
unable
or
the
applicants
are
unable
to
answer
a
question
tonight,
we
will
follow
up
with
you
after
the
meeting
to
get
that
information
to
you.
B
So
now
I
just
ask
that
everybody.
If
anybody
has
a
question,
please
raise
your
hand.
You
can
raise
your
hand
by
clicking,
on
the
raise
your
hand,
button
right
next
to
your
name
or
if
you're
calling
in
from
a
phone,
you
can
dial
star
three.
So
again,
you
can
click
raise
your
hand
by
the
raise
your
hand,
option
next
to
your
phone
and
next
your
name
or
dial
star
three.
So
right
now
we
have
colon
user,
I'm
gonna
unmute.
You
call
calling
user
five
you're,
muted.
H
This
is
inaudible,
I'm
a
long-standing
resident
of
roxbury
and
the
head
of
the
mosque
for
the
president
of
we've
been
here
for
50
years,
my
family,
and
we
have
a
very
rooted
interest
in
the
well-being
of
this
community,
not
just
from
a
religious
standpoint
but
from
a
socio-economic
standpoint.
The
people
who
are
applying
for
for
this
application
for
this
rifa
store.
Where
do
they
live.
C
I
live
on
mount
pleasant
ave
in
roxbury,
it's
about,
what's
something
I
say
like
four
blocks
or
so
from
the
actual
site.
So
it's
in
my
backyard,
if
you
will
and
our
partners
live
off
of
humboldt
in
dorchester,
some
people
consider
that
roxbury,
but
I
guess
legally,
we
have
to
call
it
dorchester.
C
C
H
H
Yeah!
Thank
god!
I'm!
If
I
really.
If
I
lived
to
august
27
and
my
children
were
raised
in
roxbury,
and
this
whole
idea
of
marijuana
has
been
a
problem
for
the
black
community
for
many
many
years
and
I've
some
seen
so
many
people
go
under
this,
but
now
because
they've
legalized
it
according
to
you
know
civil
law,
then
they
think
it's
it's
an
okay
thing.
H
So
there's
a
a
moral,
social,
immoral
issue
that
I'm
concerned
with,
because
I've
seen
the
negative
effects
of
marijuana
on
people,
and
I
know
you're
trying
to
make
money,
and
I
see
that
you'd
like
to
give
a
little
bit
that
money
back
to
the
community,
but
that's
not
enough
for
us
who
are
at
the
mosque
of
the
praising
of
allah,
the
society
for
islamic
brotherhood,
islamic
multi-service
organization
and
a
number
of
the
community
members
as
well.
H
So
I
have
true
and
deep
concern
for
this,
because
let
me
just
state
now:
I'm
gonna
get
off
the
line.
Maybe
you
can
answer
a
few
questions.
I'm
gonna
get
off
the
line
in
just
one
minute,
so
I
don't
pick
up
all
the
time.
H
My
concern
is
for
the
well-being
of
our
humanity,
not
for
commerce
and
because
of
the
the
nature
of
the
degrading
effect
of
marijuana
on
people.
I'm
I'm
deeply
concerned
with
your
effort
and
I'm
certainly
against
it,
but
I'm
not
going
to
fight
you.
I'm
just
going
to
tell
you
what
my
concerns
are,
and
you
know
I
don't
know
if
you're
going
to
raise
your
children
in
this
neighborhood,
but
that's
not
a
good
thing.
Okay,
let
me
let
get
off
now,
I'm
out
I'll,
listen.
C
In
yes,
I
am
raising,
we
are.
We
are
both
raising
one
child
in
this
neighborhood,
and
you
know,
we've
been
here
at
this
home
for
eight
years,
we've
been
in
boston
for
37
years,
so
our
entire
lives
having
gone
to
school
at
o'bryant
as
well
as
other
school
boston,
public
schools
in
the
neighborhood.
You
know
we
are
enjoying
wetland
academy.
C
You
know
we
are
residents
and
and
lifers
in
this
community,
and
I
agree
with
you
from
something
you
said
at
the
beginning,
as
far
as
cannabis,
having
a
negative
effect
on
black
people
and
this
community
for
many
years.
That
is
absolutely
right
and
now
that
it's
legalized,
it
would
be
an
additional
harm
to
this
community.
C
People
from
this
community
who
you
know
normally,
wouldn't
have
the
opportunity
the
opportunity
wouldn't
be
created
or
presented
to
them,
where
they're
allowed
to
then
crea
be
involved
in
this
industry,
we're
creating
that
opportunity
so
that
when
this
industry
does
come
to
nubian
square,
not
if,
when
it
does
come
to
nubian
square,
that
it's
the
people
who
live
here
and
it's
the
people
who
are
from
here
who
are
financially
benefiting
from
it
because
it
will
come
and
someone
will
financially
benefit
from
it.
C
I'd
rather
it
be
it'd,
be
us
in
the
people
in
this
community,
rather
than
people
who
are
coming
from
westin
or
watertown
or
can't
or
colorado
or
california.
I
think
the
way
we're
doing
this,
whether
you
agree
with
cannabis
or
not.
I
think
that
the
way
we're
bringing
this
to
the
community
is
maybe
not
the
best
way,
but
I
think
it
is
one
of
the
best
ways
that
I've
seen
it
done
in
this
city,
and
I
thank
you
for
your
question.
B
Thank
you
now,
I'm
just
going
to
ask
executive
secretary
is
still
here:
leslie
delaney
hawkins.
She
has.
If
anybody
has
any
questions
about
the
boundaries,
would
you
please
let
us
know
in
the
chat,
because
a
few
of
you
guys
already
have
your
hands
up
if
you
have
a
question
specifically
on
the
boundaries,
if
you
have
any
confusion
about
that,
please
put
it
in
the
chat
and
we
can
get
it
to
you.
A
And
and
thank
you
haley
and
everyone
who's
here-
I
just
want
to
make
it
clear.
I
do
have
to
jump
off
in
about
15
minutes,
but
I'm
going
to
put
my
email
in
the
chat.
So
this
is
not
your
last
opportunity
to
ask
process,
questions,
buffer
zone
questions
or
anything
of
that
sort
from
me,
but
I
just
wanted
to
make
myself
available.
B
Thank
you.
Connie
says
what
is
the
purpose
of
the
boundary
originally.
A
So
that's
a
good
question
so
initially,
when
adult
use
cannabis
was
legalized,
the
buffer
zone
was
for
in
terms
of
the
statutory
prohibition,
not
the
half-mile
buffer
zone
between
cannabis
establishments.
The
initial
language
at
the
state
level
was
very
broad.
It
spoke
to
areas
where
children
tend
to
congregate.
A
The
state
then
amended
that
to
be
very
limited
to
k
through
12,
existing
private
or
public
schools
providing
education.
The
city
of
boston
does
not
have
the
legal
ability
to
be
more
restrictive
under
the
law.
I
will
again
emphasize
that
not
even
speaking
about
this
applicant
speaking
about
every
applicant,
the
boston,
cannabis
board's
role
is
to
evaluate
the
location.
We
are
the
siting
authority
and
the
ordinance
that
established
this.
This
cannabis
board
is
very
specific
about
what
we
are
to
consider
and
proximity
to
schools,
proximity
to
other
establishments.
A
All
of
that
is
part
of
the
conversation.
So
the
fact
that
there
is
a
school
nearby
will
still
be
taken
into
consideration
and
obviously,
when
this
applicant
comes
to
a
hearing
before
the
board,
their
their
security
and
operations
plan,
just
like
anyone
else's
will
be
very
strictly.
B
Thank
you
very
much,
we'll
let
you
go
and
if
there's
any
other
questions
regarding
the
boundaries
we'll
follow
up
with
you
via
email.
Thank
you
so
much
for
being
here
and
answering
all
the
questions.
Thank
you
all.
Thank
you
for
taking
the
time.
I
Okay,
hi,
how
are
you
I
just
wanted
to
get
more
clarification
if
there's
supposed
to
be
a
500-foot
buffer
zone,
how
were
they
able
to
change
it?
So
are
you
basically
saying
that
you
all
are
changing
that
since
there's
only
one
actually
one
ordinance
and
then
two
one
state
law?
Well,
how
is
it
that
you
all
are
changing
the
two
things
that
there's
only
two
at
bare
minimum
that
that's
there?
So
I'm
just
trying
to
understand
that.
A
And
I'm
just
going
to
jump
in
you
got
me
right
before
I
was
signing
off.
So
there
is
the
state
law
on
the
school
buffer
zone
and
that's
still
in
place,
but
the
way
the
buffer
zone
is
measured
has
legally
changed
so
the
buffer
zone.
If
you,
if
you
are
within
the
500
foot
school
buffer
zone,
it
means
that,
based
on
how
it's
measured,
that
you
cannot
proceed,
you
can't
even
go
before
the
boston,
cannabis
board
or
the
cannabis
control
commission
for
for
consideration.
A
I
A
Sure
and
I'm
happy
to
post
the
I'm
happy
to
post
the
regulations
in
the
chat.
It
was
part
of
a
very
public
process
at
the
state
level.
I
want
to
be
very
clear.
This
is
not
something
the
boston
cannabis
board,
the
city
of
boston,
the
boston
city,
council,
the
mayor's
office.
This
was
not
done
at
the
city
level.
This
was
done
at
the
state
level.
There
was
a
a
public
process
that
the
risk
control
commission
undertook.
There
was
a
public
comment
period.
I
cannot
speak
to
their
process.
A
What
I
can
tell
you
is
that
we
are
legally
obligated
to
adhere
to
their
measurement
requirements
and,
and
we'll
be-
we
will
be
doing
so
that
so
that
is
what
allows
this
applicant
to
proceed
when
rooted
in
llc
previously
could
not
proceed
and
that
this
was
chained.
I
believe
the
ccc
voted
on
the
changes
in
november
or
december,
and
the
final
regulations
were
promulgated
in
january,
but
I'll
also
certainly
put
that
link
in
the
chat,
but
I
just
want
to
be
clear.
A
This
was
not
something
that
this
applicant
or
the
city
had
any
involvement
in
changing.
This
was
something
at
the
state
level.
This
is
not
being
petitioned
for
by
this
individual
applicant
or
by
the
boston
cannabis
board.
This
is
state
law
as
the
way
it
currently
exists
and
and
that's
what
we
have
to
apply
when
we're
determining,
if
someone's
within
the
school
buffer
zone.
So
I
understand
it's
very
confusing
trust
me,
it's
confusing
for
me.
So.
I
Since
it's
confusing,
I
just
questioned
the
ethics
of
this
organization
or
this
business
that
they
wouldn't
tell
the
community
about
that
before
this
meeting
happened,
it's
kind
of
like
a
sneaky
attack.
I
It
seems
so
the
community
was
against
it
from
the
beginning
because
of
the
school,
so
the
schools
are
still
there,
regardless
of
whether
this
changed
and
there's
going
to
be
major
construction
near
there
as
well
for
the
next
10
years,
and
the
fact
that
there's
no
parking
and
there's
a
fire
station
right,
caddy
corner
to
this
place
would
make
it
horrific
for
them
to
be
able
to
get
to
fires
and
the
mobility
for
them
to
turn
around
when
there's,
because
there's
always
traffic
there
already.
I
So
the
people
on
the
cannabis
board,
if
they're
not
familiar
with
the
area
and
not
know
how
much
traffic
is
involved.
I
There
are
times
when
I'm
waiting
like
more
than
the
amount
of
minutes
that
I
need
to
wait
in
the
traffic
so
and
then
also
to
the
fact
that
51
of
the
ownership
is
by
an
asian
person
that
has
not
been
impacted
by
the
war
on
drugs,
like
one
out
of
every
three
black
men
were
incarcerated
for
marijuana
use
and
one
out
of
every
17
latin
acts,
but
the
majority
of
the
owner
is
asian,
he's
south
asian,
so
he
hasn't
been
impacted
by
the
war
on
drugs
and
and
and
also
the
community.
I
Nubian
square
is
symbolic
of
person,
a
person
of
african
descent,
a
person
of
latin
war
of
african
descent,
because
they're
the
ones
who
mostly
went
to
jail
for
for
marijuana
use.
So
I'm
just
really
curious
about
that,
because
the
people
who
are
paying
for
this
business
to
to
come
up
are
black
people
paying
for
an
asian
person
who,
who
is
actually
going
to
be
the
the
majority
owner?
That
is
it's
a
bad
look
and
it's
a
bad
location.
I
The
feasibility
I
was
just
there
are
more.
There
is
another
location,
that's
more
feasible,
so
I'm
just
curious
to
know
why
you,
because
you
said
that
you
don't
want
any
other
person
who's,
not
from
the
community,
but
there's
another
person
who's
more
deeply
rooted
in
roxbury
than
you.
I'm
just
curious
to
know.
That
is
a
more
feasible
location
and
it's
right
across
the
street
from
the
from
the
the
bus
station
and
it's
not
going
to
have
major
construction
and
it
doesn't
have
any
schools
next
to
it.
So
why
you.
I
A
A
I
just
want
to
make
it
clear
there
will
there
will
be
a
full
presentation
by
this
application
and
public
comment
before
the
boston
cannabis
board.
I
am
I'm
the
attorney
of
the
non-voting
member,
so
I
just
want
to
make
it
very
clear
that
this
is
not
the
discussion
before
the
cannabis
board
and
again
any
questions
about
the
legality
of
the
school
buffer
zone.
I
ca.
I
can
absolutely
have
follow-up
conversations
with
anyone,
but
now
I'm
gonna,
I'm
gonna
sign
off
and
let
the
the
applicant
address
your
questions.
I
Currency
problem,
for
me,
brian,
please,
please
answer
the
transparency
problem
for
me
before
I
answer
any
of
your
questions.
Please
do,
oh
sure,
absolutely.
C
So
first
I
just
want
to
talk
about
what
you
mentioned
about
asians,
first
and
foremost,
given
the
climate
that
we're
currently
in
it's
very
you
know
disconcerting
that
you
would
even
bring
someone's
race
into
this
level.
Can
I
just
finish:
I
let
you
speak.
May
I,
additionally,
the
the
the
law
that
created
the
boston
cannabis
board
was
written
by
said
it
was
written
in
part,
but
mainly
by
city
councilor,
for
district
7
kim
janey,
when
it
was
first
written
asians
actually
were
not
written
into
it.
C
She
pushed
hard
to
ensure
that
it
wasn't
just
blacks
and
latinos
that
were
part
of
this,
but
that
asians
were
also
part
of
it.
So
the
current
mayor
is
who
made
sure
that
you
know
people
of
asian
descent
had
the
opportunity
to
be
viewed
as
equity
candidates,
so
I'm
not
sure.
C
I
B
I'm
just
going
to
cut
in
really
quick
we're
not
going
to
be
arguing
back
and
forth.
This
is
please,
let
us
know
your
comments,
it's
nothing
to
mount
pleasant,
it's
nothing
to
brian!
It's
just
this.
Bickering
back
and
forth
is
not
going
to
happen.
I'm
going
to
I'm
not
pleasant,
please
state
as
your
facts
and
why
you're
clearly
opposed
or
what
your,
what
your
concerns
are.
Thank
you
you're
unmuted.
B
I
Don't
mind
I
wouldn't
be
doing
back
and
forth
but
see
the
problem
is
we've
seen
this
and
we-
and
there
was
another
meeting
that
you
weren't
at
where
we
were
all
shut
down.
So
I'm
a.
I
appreciate
the
fact
that
you're
making
sure
that
there's
some
some
actual
order
here,
because
the
other
one
I
was
being
threatened
because
I
was
asking
some
legitimate
questions.
Somebody
threatened
to
like
beat
me
up
at
the
last
meeting
that
they
had
and
they
did
not
control
people.
I
Okay.
So
I'm
just
really
concerned
I'm
not
making
any
stance
right
now,
I'm
making
a
concern
about
the
lack
of
transparency
and
the
manner
in
which
information
is
not
provided
when
brian
clearly
knows
who
who
to
contact.
So
I'm
really
concerned
about
the
underhandedness
of
a
number
of
different
practices.
That's
my
only
my
huge
concern.
C
So
I'll
answer
the
question
that
you
have
about
contact.
The
city
has.
B
Created
we're
just
gonna
we're
gonna
move
on
to
the
next
person,
because
that's
it's
not
really.
She
just
stated
her
what
she
was
concerned
about
and
then,
if
you
please,
I
don't
know
your
full
name
mount
pleasant.
If
you
please
follow
up
with
an
email
to
json,
if
you
guys
want
to
have
further
conversations,
you
can
do
that,
but
this
is
just
right
now,
just
for
people
to
state
their
concerns
state
their
questions,
not
a
problem.
C
K
Oh
hi,
can
you
all
hear
me?
Yes,
we
can
okay.
I
was
wondering
if
the
team
could
specifically
describe
their
plans
to
manage
any
queue
along
dudley
street
and
also
whether
their
proposed
use
will
have
any
impact
on
the
adjacent
pavier
place.
C
The
queue
will
not
be
on
dudley
street.
The
queue
would
either
be
on
heavier
place,
which
is
a
private
way
or
within
the
building
itself.
We
have
space
inside
of
the
building
for
about
a
you
know,
depending
on
kovitt
or
noncovid,
between
10
and
15
people,
for
as
to
use
as
a
line,
and
then
the
actual
retail
space
has
space
for
about
20
to
25.
People.
C
Excuse
me
not,
including
employees.
As
far
as
previewer
place
itself,
as
mentioned
in
the
presentation,
our
plan
currently
is
to
close
heavier
place
to
vehicular
traffic
during
our
hours
of
operation.
So
closure
wouldn't
involve.
You
know,
putting
up
solid
jersey,
barriers
on
both
sides,
or
anything
like
that.
Closer
closure
would
just
mean
that
you
know
cones
or
something
like
a
rope
line
would
go
up
that
way.
C
Cars
would
visually
see
that
there's
no
access
to
this
private
way
as
far
as
dudley,
greenville
residents
of
dudley
greenville
would
still
be
able
to
access
the
rare
of
the
building,
whether
it's
madison
park,
employees
or
residents
of
the
building.
Actually,
if
brent,
if
you
could
pull
up
that
slide,
where
we
kind
of
where
we
kind
of
put
it
out
there,
that
might
be
helpful
to
just
visually
show
what
I'm
referring
to,
but
you'll,
be
able
to
access
from
warren
place.
C
C
So
next
one
next
slide:
oh
yeah,
you
really
can't
oh
yeah,
you
can
see
it.
So
if
you
see
that
orange
bar-
that's
a
that's
just
an
orange
bar
that
we
placed
on
the
picture
so
right
at
that
fire
hydrant
and
you
know
coming
towards
where
the
camera
took
the
picture.
That's
where
we
would
plan
to
have
any
kind
of
overflow
line
or
any
kind
of
kind
of
customer
access
the
customer
would
customers
would
exit
through
the
the
double
door
on
the
right
of
the
screen.
C
Vehicles
that
go
into
the
rear
of
dudley
greenville
would
enter
from
warren
place,
which
is
beyond
that
orange
bar
and
they'd
be
able
to
take
a
right
into
that
parking
lot
or
they'd
be
able
to
take
a
left
out
of
that
parking
lot
and
then
go
down
one
place
which
brings
you
out
to
warren
street.
C
There
would
be
no
approvals.
What
we
would
have
to
do
is
work
with
you
wesley,
because
you're,
the
ceo
or
president
of
madison
park
cdc.
What
we
would
have
to
do
is
come
to
an
agreement
with
you
and
us
as
the
only
two
of
butters
to
pev
your
place,
and
we
would
just
have
to
come
to
an
agreement
on
how
we
would
like
to
manage.
The
preview
manage
the
closure.
C
If
we,
if,
if
it
was
determined
that
we
could
not
come
to
an
agreement,
then
we
would
have
to
come
to
a
different
solution
to
how
we,
you
know,
manage
our
line,
but
I
think
that
you
know
just
looking
at
it
as
it's
a
temporary
closure
as
opposed
to
a
full-time
closure,
which
is
not
something
we're
interested
in
doing,
seeing
that
it's
a
private
way
which
shouldn't
have
vehicular
access
other
than
those
who
are
party
to
the
private
way.
C
K
C
Yeah
I
mean
if
we
wanted
to
go,
have
a
block
party
right
now.
We
absolutely
could
as
long
as
you
know,
the
the
owners
which
currently
are
not
us,
it
would
be
the
landlord
who
you
know,
I
believe
ian
you
know
ian
and
yuga
in
madison
park
would
be
the
two
parties
involved
in
that
conversation
right
now,
private
ways
are
as
they
sound.
You
know,
they're
private
ways,
they're
owned,
operated
administered
by
those
who
are
party
to.
B
L
Okay,
first
things:
first,
I
represent
the
business
across
the
street
of
14
years
and
I
heard
you
made
a
couple
of
statements
that
you
had
a
community
support
which
I
am
not
aware
of.
I'm
not
even
aware
of
you
have
the
businesses
in
that
business
and
business
location
support,
but
my
question
to
you
is
other
than
the
moral
issue
of
being
by
a
school
and
two
schools:
three
schools
in
the
church
and
and
your
business
affecting
young
teenage
children
from
school.
L
How
are
you
going
to
control
the
problem
of
traffic
of
the
drug
addicts
in
the
area,
who
will
be
kind
of
like
watching
or
cohabitating
around
your
business
when
we
already
have
a
serious
heroin
problem
that
the
police
can't
control
and
you're
telling
me
that
your
security
officer
is
going
to
be
able
to
control
this
issue.
C
Just
just
to
clarify
before
I
answer,
I
let
mike
answer
it.
Are
you
referring
to
the
drug
issue
of
like
drug
dealer
retribution,
or
are
you
talking
about
people
who
are
suffering
from
addiction.
L
Yes,
we
have
a
serious
heavenly
problem
on
the
street
and
in
dudley
station
right
now,
currently
we're
in
the
highest
crime
zone
in
the
city
of
boston,
so
your
business
will
definitely
be
causing
attention
and
there
will
be
issues
of
drug
addicts
and
people
using
drugs
and
harassing
and
or
trying
to
purchase
drugs
as
well
as
school.
Kids.
What
about
the
school
kids
trying
to
buy
drugs
to
get
people
to
buy
drugs?
I
mean
by
marijuana
from
your
place
of
business.
Have
you
factored
that
into
your
state
mission.
C
Statement
yeah,
I
mean
well,
that's
illegal,
so
someone
purchasing
drugs
as
an
adult
legally
and
then
giving
those
drugs
to
young
people.
That's
illegal!
That's
against
the
law!
If
it's
something
that
we
can
control,
we
would
stop
it
by
and
not
allow
it
by
not
serving
that
individual.
C
C
That's
not
something
that
we
would
do
and
it's
not
something
that
we
would
knowingly
allow
now
can
we
sell
someone
sell
drugs?
Excuse
me,
sell
cannabis
to
legally
to
someone
and
then
they
drive
10
miles
down
the
street
and
then
sell
it
to
a
young
person.
No,
we
can't,
but
what
we
plan
on
putting
in
place
ourselves
in
coordination
with
the
state.
You
know
if
they
want
to
do
something
like
this.
C
They
currently
have
seat
to
sale
tracking.
So
if
a
young
person
does
come
into
contact
with
a
package,
you
know
from
our
store
or
from
someone
else's
store,
if
a
parent
or
responsible
adult
takes
that
from
them,
brings
it
to
any
cannabis
location.
That
package
can
be
scanned
and
you
can
tell
who
sold
that
that
item
to
that
person
that
person,
what
I
want
to
do
and
what
we
will
do
in
our
store
is
put
that
individual
on
a
no
sell
list.
C
You
know
that's
what
we
can
do
and
that's
what
that's
what
we
can
do
to
control
who's,
getting
our
product
to
ensure
that
only
responsible
people
are
using
it.
That
being
said,
if
someone
wants
to
do
that
today,
we
can't
control
that,
but
we
can
control
what
we
can
control
and
what
we
would
do
is
not
sell
to
people
who
are
being
irresponsible
or
using
or
doing
taking
a
legal
action
I'll.
Let
mike
also
speak
to
the
security
aspect
of
your
question,
but
I
just
wanted
to
you
know
answer
that
piece
of
it
myself.
L
D
Okay,
hi,
sir,
that's
a
great
question.
One
of
the
things
I
want
you
to
think
about
is
a
couple
things
one
you
know
brian
and
the
partners
are
going
to
be
installing
a
state-of-the-art,
sophisticated
camera
system
that
can
monitor
everything
that
happens
outside
of
the
premise
as
well
as
inside
the
premise,
and
what
we
plan
to
do
is
to
set
up
what
we
call
a
security
command
center
in
the
command
center.
D
We're
going
to
have
one
officer
monitoring
all
of
the
cameras
at
all
times
of
operation
during
the
day
that
the
business
is
in
operation.
In
in
lieu
of
that,
we
will
also
have
an
officer
inside
of
the
showroom
area
as
well
as
an
officer
outside
monitoring
customer
behavior
customers.
You
know,
make
sure
they
stay
in
line
and
making
sure
that
one
people
don't
double
park
and
two
that
everything
is
orderly
outside
until
customers
are
allowed
inside.
D
The
cameras
themselves
will
be
allowed
to
look
at
directions
north
and
south
on
dudley
street
to
monitor
when
people
make
a
purchase
which
direction
of
flight
that
they
go,
and
we
can
monitor
them
up
to
a
certain
amount
of
us
time
once
they
get
beyond
that
camera
view.
Okay
again,
as
brian
mentioned
before,
we
probably
won't
be
able
to
monitor
what
happens
after
that
and
who
they
come
in
contact
with
after
that.
D
But
one
thing
I
can
assure
you
is
that,
if
our
offices
at
any
given
time
witness
any
kind
of
illegal
transaction,
we
will
enforce
all
of
massachusetts
general
laws
all
of
the
city,
boston
ordinances,
and
we
will
do
everything
in
our
power
to
make
sure
that
the
the
person
who
committed
this
act
is
not
a
part
of
this
this
business
and
that
we
enforce
every
aspect
of
the
law
to
ensure
that
they
are
not
able
to
make
these
kind
of
illegal
purchases
or
sales
or
sales
in
our
in
the
deli
area.
D
Again
so
again,
just
just
in
you
know
in
to
comment
on
your
question.
I
want
you
to
think
about
the
type
of
security
we're
going
to
have
there
the
level
of
authority
they're
going
to
have
inside
and
outside
as
well
as
that.
Our
goal
is
to
ensure
that
any
school
children
going
to
and
from
school
don't
come
in
contact
with
any
of
the
business
sales
that
are
going
to
be
sold
at
the
this
cannabis
business,
okay
and
again
think
about
the
command
center.
L
Mike
not
to
cut
you
off
right
yep,
but
there's
14
police
stations
in
rocks
bay,
we're
across
the
street
from
the
newest
police
station,
and
they
still
can't
stop
the
crime
problem.
A
marijuana
dispensary
right
now
on
that
ground,
dudley
street
ground
zero
is
only
exacerbating
the
problem.
You're
gonna
draw
all
the
heroin
addicts
from
the
deadly
station
over
to
this
location
and
people
like
me,
who've
been
here
for
14
years
and
invested
their
time
and
energy
and
their
family's
time
and
energy.
I
fight
in
this
problem.
L
Every
day
I
see
the
work
that
you
do.
I
know
you
personally.
I
know
your
family
and-
and
I
respect
you
and
I
believe
everything
that
you
said,
but
I
don't
see
that
at
this
particular
time
in
this
location,
marijuana
dispensary,
add
in
value
because
you're
not
going
to
be
able
to
control
it.
You
come
outside
right
now,
there's
about
30
heroin
addicts
at
that
location.
Right
now,
the
police
can't
control
that
deadly
station.
L
The
buses
don't
even
go
in
the
station,
and
this
is
this
is
one
of
the
things
that
was
not
spoke
about
with
the
community
and
I'm
recent.
A
recent
member
of
dudley
main
streets
and
we're
changing
some
things,
even
though
brian
gave
us
a
slight
earlier
and
his
new
active
members.
But
this
proposal
was
not
talked
about.
Oh
the
community
was
not
engaged,
and
I'm
talking
about
the
community
that
that's
born
and
raised
here
and
invest
cannot
move
here
to
invest,
there's
a
difference.
C
D
I'll
speak.
I
definitely
hear
you
what
you're
saying.
One
thing
I
just
want
to
remind
you
of
is
one
that
you
know
where
security
went
out
of
there
to
to
police.
You
know
the
general
public,
okay,
two,
the
heroin,
cocaine,
crack
cocaine
problem
across
the
state
is
spiraled
out
of
control
and
has
been
out
of
control
for
a
very
long
time.
Three.
D
The
thing
I
want
you
to
remember
is
that
one
you
know
having
a
physical
officer
outside
is
somewhat
of
a
deterrent
and
again
we're
we're
out
there
to
make
sure
that
that
you
know
products
from
the
store
do
not
end
up
in
in
the
hands
of
young
people
and
that
it's
being
used
properly
with
all
aspects
of
the
city,
ordinances
and
massachusetts,
general
laws,
so
we'll
be
physically
presently
out
there.
Okay,
that
doesn't
mean
it's
going
to
stop.
You
know
someone
who
has
unlawful
behavior.
D
I
don't
think
that's
going
to
be
the
answer
with
us
physically
being
outside.
I
do
think
again.
Our
goal
is
to
make
sure
that
our
product
and
customers
are
safe
and
that
the
product
is
is
transported
to
its
destination
legally
and
that
is
used
properly.
You
know,
can
we
combat
and
stop
everything?
D
Do
I
think
that
we're
securing
is
gonna,
be
to
stop
everything
happening
on
dudley
street
and
in
delhi
square?
Absolutely,
not.
We
don't
have
enough
manpower
and
eyes
to
be
able
to
do
that.
But
again
I
want
you
just
to
think
about.
You
know
where
security
being
physically
outside
our
radios
have
the
capability
to
go
right
to
boston
police.
So
when
assistance
is
needed,
okay,
we
can
call
for
it
and
get
an
immediate
response.
Okay,
that's
in
my
book.
D
That's
going
to
really
help
combat
some
of
the
issues
that
community
folks
may
have,
and
residents
may
have
about
ensuring
that
these
you
know
cannabis.
Products
do
not
end
up
in
the
in
the
hands
of
young
people.
C
C
In
I
just
want
to
make
sure
that
everyone
has
a
chance
to
ask
more
questions.
I
just
want
to
add
to
what
mike
is
saying
that,
on
top
of
his
security
presence
being
there
being
a
deterrent,
one
of
the
biggest
issues
that
that
nubian
square
has,
especially
after
five
o'clock,
is
having
people
who
are
actually
in
the
square.
The
problems,
a
lot
that
you're
describing
yeah,
you're
100
correct.
If
you
go
there
now
those
people
that
you're
describing
are
there
and
they're
all
over
nubian
square.
L
No
one
right
now,
I'm
hoping
right
now,
yes,
you're
proposing
to
stay
open,
seven
days
a
week
to
ten
o'clock,
but
no
allow
me
I
would.
I
would
respect
it
more
if
you
didn't
open
during
school
hours,
because
you
know
you're
going
to
have
the
kids
conjugating
there.
One
couple
of
security
guards
in
the
car
is
not
going
to
hold
the
fort
I'm
dead
center
across
the
street.
My
business
will
be
affected
by
traffic
and
people
coming
to
your
business.
L
Of
business
people
today,
I
talked
to
a
lot
of
business
people
today
who
was
not
on
board
with
your
proposal,
some
in
that
very
same
building
who
fear
displacement.
So
I
think
there
needs
to
be
more
trans.
This
plan
needs
to
be
more
translucent
and
and
and
and
share
with
the
community
to
get
a
real
community
consensus
in
real
time.
L
Well,
you
open
until
10
o'clock,
10
o'clock
at
night,
the
buses
don't
even
go
in
the
dudley
station
after
about
eight
o'clock.
That's
what
mbta
and
the
boston
police
and
you
have
a
security
guard
and
you're
going
to
be
selling
against
marijuana.
Let
me
say
that
first
things
first,
although
I'm
not
against
it,
but
I'm
just
talking
about
the
quality
of
life
and
the
consideration
for
the
other
businesses.
B
Thank
you,
so
much
you've
definitely
made
your
point
clear.
We
just
have
so
many
other
people
we
have
to
get
to.
If
you
could,
please
send
your
comments
written
in
an
email
or
to
a
letter
to
json
whose
address
is
in
the
chat.
M
Thank
you.
Thank
you.
Can
you
hear
me?
Yes,
I
can
great.
I
have
two
areas
I
have
questions
on.
Where
can
we
find
the
traffic
study
that
would
verify
the
what's
happening
in
that
area?.
M
Okay-
and
you
mentioned
the
blair
lot
as
being
an
alternative
for
parking-
and
I
don't
know
if
you
realize
that
the
blair
lot's
going
to
be
no
longer
parking,
so
just
kind
of
not
clear
if
you
knew
that
or
not
patrons
from
other
cannabis.
Shops
have
been
jumped
as
they
leave
the
establishment
where
they
buy
their
cannabis,
and
so
your
cameras
don't
go
around
the
corner
and
if
you're
proposing
they
they
park
somewhere
else
and
they
walk
towards
their
car.
C
I'll,
let
I'll
let
mike
respond.
D
Yes,
okay,
so
you
know
again,
the
cameras
we're
going
to
put
in
are
state-of-the-art,
high-def,
digital
cameras
that
can
see
you
know
500
feet
going
in
either
direction
and
in
some
cases
there
are
cameras
that
can
see
even
further.
D
I
don't
know
how
to
answer
your
question
directly,
because,
if
you're
talking,
if
someone's
you
know
mile
out
of
you,
it's
almost
impossible
to
see,
you
know
you
know
what
what
their
interactions
are
and
who
they
come
into
contact
with
we're
going
to
do
everything
in
our
power
within
camera
view
within
site
view
to
make
sure
one
customers
are
safe,
two
that
again
cannabis
products
to
end
up,
do
not
end
up
in
the
the
hands
of
young
people
that
are
underrated
to
even
possess
or
purchase
cannabis
products,
and
we're
going
to
work
closely
with
boston
pd
to
make
sure
that
there's
something
that
we're
aware
of
and
brought
to
our
attention
outside
of
the
area
that
we
can
view
we
will
handle
that
many
of
our
offices
are
state
and
special
state
and
boston
special
police
officers,
including
myself,
I'm
also
a
city
of
boston
constable.
D
So
we're
sworn
in
to
to
uphold
the
constitution
of
the
united
states,
as
well
as
massachusetts,
laws
and
city
boston
audiences
on
every
level,
and
we're
going
to
enforce
that
as
much
as
we
can.
But
I
think
there's
something
we
can
arrest
our
way
out
of
absolutely
not.
But
again,
we
want
to
make
sure
that
our
presence
out
there
is
strong
enough
and
visible
enough
that
we're
able
to
see
what
goes
on
with
our
customers
after
they
make
their
purchase.
M
And
the
second
part
of
the
question
I
had
is
more
related
to
the
fact
that
you
mentioned
four
hundred
thousand
dollars
in
tax
revenue
would
be
generated
based
on
the
history
of
the
major
shareholder
and
the
issues
from
interactions
with
cambridge
and
interactions
with
non-payment
of
taxes
and
withholding
money
from
paying
staffs
money
to
the
you
know
to
the
proper
authority.
M
M
C
So
I'm
not
sure
what
you
are
referring
to,
but
that
being
said,
what
I
can
say
to
speak
to
your
question
is
that
there
is
a
fund
that
is
created
with
the
host
community
agreement.
The
maximum
amount
of
that
fund
is
three
percent
of
revenues,
and
typically
the
city
has
discretion
to
go
from.
You
know
zero
to
three
percent.
Typically
from
what
we've
seen
on
all
of
the
sign
host
community
agreements,
including
ours
from
from
washington
street,
was
that
they
did
it
at
a
three
percent
level.
C
We
would
be
going
on
top
of
that,
creating
a
community
advisory
board
that
will
have
autonomy
to
direct
funds
that
we
put
aside
on
top
of
the
tax
money
that
we
have
no
control
over.
That
goes
to
the
city.
The
city
directs
those
funds
themselves.
We
would
be
creating
something
separate
that
would
that
would
go
to
the
direction
of
that
community
advisory
board
and
they
would
direct
those
funds.
C
The
400
000
that
I
don't
think
you
mentioned,
was
an
estimate
of
not
having
to
do
anything
with
taxes,
but
it
was
an
estimate
that
actually
kind
of
speaks
to
what
I
wanted
to
say
to
allah
as
well
about
his
question
about
the
traffic
that
we
would
be
bringing
to
the
neighborhood
nubian
square
is
a
business
district
businesses.
C
C
What
we
propose
is
bringing
cannabis
into
nubian
square,
which
would
then
bring
people
from
all
over
boston
people,
who've
never
passed,
who
never,
who
passed
through
new
being
square
but
have
never
actually
stopped
the
nubian
square,
so
the
traffic
that
you
described
or
that
levet
describes
where
it
takes
her
forever
to
get
through
nubian
square.
It's
because
level
and
others
are
just
passing
through
no
one's
actually
stopping
and
spending
dollars
in
nugent
square.
So
what
we
would
be
doing
is
incentivizing
our
customers
to
not
just
come
and
spend
money
with
us.
C
We
would
be
incentivizing
them
to
come,
spend
money
with
us
and
then,
if
they
spent
money
at
allah's,
barber
shop,
which
I
go
to
all
the
time
or
if
they
spent
money
at
suya,
joint
or
at
us,
foseka
or
if
they
spent
money
at
daily
table,
frugal
bookstores
or
the
silver
slipper,
they
would
get
a
discount
at
those
businesses.
A
discount
that
we
would
cover
rooted
roxbury
would
cover.
C
Typically
when
those
discounts
and
those
promotions
happen,
it's
the
business,
that's
covering
that
five
or
ten,
but
whatever
percent
discount,
and
it's
a
it's
a
cost
to
that
business.
What
we're
saying
is
that
that
cost
wouldn't
be
realized
by
the
business.
We
would
be
subsidizing
that
so
we
would
basically
be
subsidizing
getting
them
new
customers
and
new
business
coming
in
the
door.
That
would
basically
be
a
product
and
a
function
of
you
know
the
traffic
that
we
are
generating
in
nubian
square.
C
So
I
will
never
apologize
for
bringing
foot
traffic
and
bodies
and
traffic
to
nubian
square.
I
think
that
that's
a
beautiful
thing,
I
think
that
that's
what
nubian
square
needs
to
grow
and
I'd.
Rather
it
come
in
this
manner
than
what
allah
is
describing,
which
is
you
know,
after
five
o'clock
six
o'clock,
there's
nobody
in
nubian
square,
there's
nobody
shopping
and
spending
money
in
nubian
square,
which
is
what
they
should
be
doing
in
a
business
district.
M
C
I
again,
I
can't
answer
that
question.
I
can
tell
you
that
our
partners,
you
know
own
several
restaurants
in
the
city
of
boston,
restaurants,
are
having
a
difficult
time
right
now
in
the
country,
but
his
restaurants
are
doing
very
well,
including
the
cafe
in
nubian
square,
as
well
as
the
shanti
restaurants.
C
C
N
Okay,
all
right,
can
you
hear
me.
B
N
Great,
so
I
was
born
in
boston
over
40
years
ago.
I
won't
date
myself
too
much,
but
I
continue
to
live
in
boston.
For
over
two
years
I
lived
across
the
street
from
the
boston
dane
evening
academy,
so
I
know
the
area
the
location
very
well.
Personally,
I
continue
to
be
part
of
that
community.
I
I
work
at
the
boss.
I
am
part
of
the
boston
day
and
evening
community
garden
and
involved
with
lots
of
arts
projects
in
in
nubian
square.
N
So
I
also
keep
abreast
of
of
cannabis
startups
and
entrepreneurs,
and
I
will
say
to
to
the
to
the
board
and
people
that
are
listening,
that
it's
really
rare
to
find
a
diverse
local
team
in
cannabis
in
massachusetts,
and
it's
even
more
rare
to
find
one
that
is
a
hundred
percent
funded
by
the
community.
N
N
I
I
truly
believe
that
this
will
be
an
asset
to
the
renaissance,
taking
place
in
nubian
square,
which
I
think
will
be
artistic
and
cultural
and
economic,
and
I
having
lived
in
this
neighborhood,
I
am
com.
I
am
sympathetic
and
fully
aware
of
of
the
real
the
real
problem
with
vagrancy
and
and
and
addiction,
but
it
is
my
hope
and
and
sounds
like
it's.
N
The
hope
of
the
of
the
the
team
here
that
the
increased
foot,
traffic
and
increase
security
will
potentially
be
in
assistance
to
those
people
and
and
to
the
to
the
other
businesses
in
in
dudley's
in
nubian
square,
who
I
consider
friends
whether
that's
final
touch
or
mr
g
or
the
silver
slipper.
N
I
guess
the
one
thing
I
would
ask
of
the
of
the
team,
because
I
watched
this
sort
of
happen
when
with
arts
organizations
is
that
you
spoke
about
a
community
advisory
board
for
distributing
the
funds,
and
I'm
wondering
if
you
might
consider
having
people
on
that
on
that
board,
that
might
be
just
in
their
mid-20s
or
early
30s,
and
so
that
the
the
the
creatives
and
the
the
creators
in
the
neighborhood
are
potentially
getting
access
to
allocating
funds
and
it
doesn't
necessarily
and
to
sort
of
bring
life
and
new
ideas.
N
So
that's
that's
the
that's
the
question
I
had.
C
Yeah,
I
think
that
roxbury
is
a
multi-generational
neighborhood
and
you
know
we
would
be
doing
ourselves
a
disservice.
If
we
didn't
include
everyone,
you
know
I'm
a
just
like
allah,
I'm
a
member
of
the
roxbury
main
streets
as
well,
and
one
thing
that
we're
missing,
which
you
know
through
no
fault
of
their
own.
We
just
haven't
located
the
right.
You
know
the
person
is
a
youth
representative.
C
I
want
to
make
sure
that
you
know,
because
of
our
proximity
to
schools,
that
we
have
used
with
youth
representation
on
that
board.
That's
keeping
us
honest
and
making
sure
that
that
we've,
you
know
done
the
right
thing
and,
as
we
said
that
we
would
but
also
directing
those
funds
to
worthy
causes.
You
know
that
you've
mentioned.
N
Great
thank
you,
I
would
just
add,
I'm
I'm
in
support
of
this
proposal
and
thanks
for
the
opportunity
to
ask
questions.
G
G
C
Not
that
not
that
orchard
wasn't
included
couple
things.
We
followed
the
city's
process
as
to
who
we
should
formally
outreach
to,
and
we
did
that.
Secondly,
you
know
when
we
first
looked
at
195.
C
C
Nothing
has
changed
on
this
proposal
from
when
it
was
initially
at
195
to
2177
to
now
back
at
195.
So
I
I
just
didn't
think
that
you
would
have
changed
your
mind
on
whether
or
not
you
would
be
supporting
this
project.
G
C
Well,
both
just
to
offer
correction
when
we
first
proposed
195
dudley,
we
did
speak
with
you
and
one
of
your
requests
was
that
we
closed
for
an
hour
during
school
dismissal.
We
agreed
to
that.
No,
if
I
may,
we
agreed
to
that.
We
agreed
to
that
through
2177.
C
in
this
iteration.
We
have
removed
that
we
will
not
be
closing
for
an
hour
during
the
school
dismissal.
That
being
said,
it's
something
that
we're
willing
to
talk
to
anyone
about
where
this
proposal
is
not
set
in
stone,
we're
here
and
we're
available,
because
we're
willing
and
open
to
make
adjustments
to
our
proposal
based
on
community
feedback.
C
But
if
the
community
is,
you
know
that
I
take
that.
I
I
use
community
too.
Broadly,
there
are
a
handful
of
people
who
purport
to
represent
the
entire
community.
If
those
individuals
aren't
willing
to
you
know
to
work
with
us,
then
you
know
we're
we're
not
we're
not
unwilling
to
work
with
you.
We
just
want
a
true
commitment
that
when
we
work
with
you
that
you
know
that
we're
working
together-
but
you
know
again
for
those
for
that
small
minority
of
individuals
who
do
not
support
this.
G
C
Yeah
and
that's
why
we
changed
our
opening
time
to
10
a.m.
We
did
contact
the
schools.
I
actually
have
a
list
of
all
of
the
schools
and
all
the
individuals
that
we
contacted,
including
the
dates
that
we
reached
out
and
what
feedback
we
received
from
them
or
did
not
receive
from
them.
So
I
have
that
list
of
of
individuals
with
regards
to
the
schools.
G
C
Oh,
no,
it's
not
it's
not
a
list
that
I
made
public,
it's
a
list
that
we
kept
ourselves.
That
being
said,
the
the
school
we
adjusted
our
opening
time
to
10
a.m.
To
conform
to
the
requests
that
you
made,
we
were
planning
on
closing
for
an
hour.
I
think
it
was
either
one
to
two
or
two
to
three.
I
don't
remember
exactly
what
time,
but
it
was
an
hour
in
the
middle
of
the
day
and
then
we
would
open
up
and
close
at
10
pm.
That
was
our
original
plan.
C
Currently,
our
plan
is
to
open
from
10
a.m
and
close
at
10
p.m.
With
no
closures
in
between
that
said,
you
know
if
someone
wants
to
work
with
us
to
determine
a
different
plan,
you
know
rudenroxbury
gmail.com
and
I
can
reach
out.
You
can
reach
out
to
me
and
I
can
absolutely
get
back
to
you
and
I'm
open
to
having
a
conversation
with
anyone.
O
O
O
You
said
at
the
beginning
of
this
call:
hey
it's
not
going
to
affect
when
it's
business.
This
is
affecting
my
business.
When
you
all
told
me
in
october
that
you
were
not
going
to
need
the
place,
I
expanded
my
operations,
I
remodeled
and
made
a
conference
room
and
all
these
things
and
I
take
the
full
amount
of
rent.
O
Now
I've
been
on
the
dudley
main
streets
now
the
roxby
main
streets
we
met
in
january,
we
met
in
december
week
in
february,
and
neither
you
or
solomon
gave
me
the
respect
to
tell
me
that
you're
going
to
move
back
there.
I
respect
the
fact
that
roots
or
a
cannabis
store
is
coming
to
dudley,
but
you,
solomon
and
my
landlord
could
not
even
tell
me
say:
hey
renee
they're
coming
back.
So
when
you
talk
about
helping
small
businesses,
how
is
that
helping
me?
This
is
detrimental
to
me.
O
How
many
kids
are
fighting
all
this
negativity
activity
there
and
just
see
how
it
is,
and
I'm
pretty
sure
you
wouldn't
want
that
in
front
of
your
house,
I
understand
you're,
a
business
person
and
I'm
a
business
person.
I
want
to
see
your
company
grow,
but
I
really
think
what
you've
done
is
really
selfish,
undermining
and
I'm
just
making
my
opinion,
no
matter
what
it's
a
dollar
bill,
I'm
gonna
have
to
move,
but
it
really
affects
me
run
that
and.
C
First,
I
will
fall
on
my
sword
and
admit
that
you
know
we
did
not
inform
you
directly
that
we
were
moving
back
and
you
know
that's
on
us.
We
should
have
let
you
know
100
and
I
apologize.
I
take
I'll
take
responsibility.
It
is
the
responsibility
of
us
for
owners
to
have
informed
you,
given
the
special
circumstances
and
agreement
that
we
had
with
the
the
space
that
we
initially
wanted
to
occupy
and
are
now
going
to
occupy
again.
So
my
apologies,
we
sh.
We
should
have
informed.
G
O
I
have
is
I'm
doing
four
fire
sprinkler
jobs
for
solomon.
I
found
out
on
march,
8th
now
march
5th
and
6th.
I
talked
directly
to
solomon
about
putting
water
on.
Nobody
said
when
did
you
find
out
that
she
was
not
going
to
move
to
washington
street
because
I
remember
being
at
the
board
meeting
roxby
board
meeting,
and
you
announced
this
big
thing
that
you're
moving
there.
So
I
need
to
know
how
long
did
you
know
that
you
was
gonna
want
to
move
back
to
dudley
street?
O
R
C
O
C
We
were
approved
by
the
cannabis
board
for
washington
street
in
november.
I
believe
it
was
december
or
january
when
we
realized
that
we
would
be
moving
back
to
dudley
street.
O
Okay,
so
december
january,
so
now
you
agree
that
you
was
in
contact
with
me.
You
never
took.
Did
you
tell
any
now
we're
in
the
we're
in
dublin
main
street
you're
supposed
to
be
a
a
person
on
the
board?
Someone
is
supposed
to
be
a
person
on
the
board,
and
why
couldn't
you
all
say
that?
Do
you
think
that
the
roxray
main
streets
deserve
to
know
that
the
cannabis
is
no
longer
going
to
washington
street
or
oh,
do
you
feel?
O
Do
you
think
that
you're
the
ideal
candidate
to
be
on
a
board
like
that
to
just
leave
that
and
not
do
that?
I
mean
I
really
feel
like
you
all:
don't
care
about
growth
for
development,
about
no
small
businesses,
because
what
you've
done
to
me
and
you're
just
looking
at
the
mighty
dollar,
but
I'm
going
to
accept
it.
I'm
trying
my
best
to
move
and
then
with
the
parking
block
in
the
parking
spaces.
O
C
As
I
was
saying,
we
would
allow
your
customers
full
access
to
the
building
so
that
they
can
get
in
and
out
of
your
location
as
far
as
trucks
we
would
as
far
as
trucks,
we
would
locate
additional
space
that
is
literally
right
next
door
to
where
you're
currently
parked,
so
that
it
does
not
affect
where
you
know
it
does
not
affect
the
distance
that
you're
currently
experiencing
with
where
your
trucks
are
currently
parked.
Will
it
be,
you
know
about
50
feet
more
yes,
but
the
space
would
be
free
and
clear.
C
Excuse
me
for
the
exact
number
of
trucks
that
you
have
now,
with
additional
space
to
grow.
If
you
were
to
get
more
trucks.
O
O
O
C
Run
to
be
clear,
it
would
be
the
same
door
that
they
currently
use.
So
it's
not
like
we're
allowing
your
customers
to
go
one
way
or
another.
We're
just
saying
that
that
our
traffic,
our
customers,
would
not
impede
your
customers,
nor
would
it
impede
you
or
your
employees
from
entering
the
same
door
that
they
currently
use
today
that
that's.
O
Now
I
have
to
go
to
the
side
door,
because
this
is
what
routes
of
roxray
want,
and
I
really
think
that
what
you
did
is
terrible
and
I'm
just
voicing
my
opinion
because
you're
talking
about
being
honest
and
you
are
hurting
a
small
business
and
the
whole
key
of
this
cannabis
was
not
to
hurt
a
small
business.
This
is
hurting
my
business
and
to
downsize
for
you
to
go
there.
When
is
this
supposed
to
happen?
C
C
Know,
as
they
say,
business
in
the
street,
but
to
be
fair
and
transparent
as
you're
requesting
the
the
agreement
that
you
have
to
occupy
the
space.
The
additional
space
that
you're
currently
occupying
is
with
rooted
in
roxbury.
It's
a
sublease
agreement
and
you're
subleasing
it
from
us
and
you're,
paying
the
landlord
directly
so
to.
O
Be
fair
that
is
wrong
and
everybody
on
this
phone.
Are
you
telling
me
that
you
you're
telling
me
that
I
just
put
a
granite
counter
that
you're
telling
me,
because
you
all
did
not
get
that
space
on
washington
street,
that
I've
been
subleasing
paying
my
rent
to
my
landlord?
Do
you
all
because
you
all
were
coming
back?
Are
you
saying
that
that's
what
I
just
heard?
You
say
that.
O
O
B
Ronna,
thank
you.
I
know
it's
a
sensitive
subject.
If
you
could,
please
send
us
your
written
comments.
So
it's
on
the
record
and
filed
jason's
email
is
in
the
is
in
the
chat.
If
not
it's
boston.gov,
roxbury
yeah.
O
C
B
B
P
P
Yes,
I
put
the
question
in
the
in
the
box.
I
you
know,
I
was
just
just
wanted
to
know
that,
because
I
know
that
they're
picking
up
community
again,
but
if
they
already
have
clearance
with
the
500
feet,
I
would
want
to
know.
Why
would
why
are
we
having
this
community
meaning
if
they
already
have
like
approval
from
what
they
already?
What
I
see
from
what
I
heard
in
the
presentation.
B
Oh
yeah,
so
that's
just
they
still
have
to
go
through
like
the
zoning
variances
and
they
still
have
to
go
to
the
cannabis
board.
So
this
is
just
part
of
the
step,
so
this
is
just
like
communicating
just
like
if
somebody
wanted
to
put
a
deck
on
the
back
of
their
house
and
they
got
a
zoning
variance,
they
still
have
to
come
and
have
a
community
meeting
and
then
go
to
the
zoning
board.
So
this
is
the
community.
B
This
is
just
a
community
meeting
where
like,
if
you
can
just
send
us
your
feedback
and
then
any
follow-up
questions
nothing's
happening
tomorrow
or
in
the
next
month.
They'll
go
to
the
cannabis
board
and
you'll
be
notified
of
that.
As
long
as
you
stay
in
touch
with
jason,
the
community
liaison.
P
C
P
C
If
there's,
if
there's
any
time
that
you
would
want
us
to
meet
with
your
neighbor
association
or
garrison
trotter
or
a
path
forward
or
any
of
the
other
local
neighborhood
associations
we're
here
and
available,
I
emailed
them
all
yesterday.
So
again,
please,
just
let
me
know
respond
to
that
email
bailey!
You
were
on
that
email,
so
happy
to
meet
with
anyone
who's
willing
to
meet
with
us.
Okay,
thank
you.
R
Good
evening,
I
have
just
a
few
comments
for
sure
hi.
My
name
is
giuseppe
picabo.
I
live
street,
I'm
very
close
to
this
suggested
location
and
I've
heard
multiple
times
that
keith
is
claiming.
There
is
support
for
my
brothers
and
from
the
community
around
this
place.
I
am
not
supporting
this.
I
don't
know
anybody
around
here
supporting
this.
I
have
not
heard
anyone
on
this
call
supporting
this,
so
that
claim
is
is
really
surprising.
R
The
second
thing
I
want
to
bring
up
is
that
this
person's
partner,
he
has
managed
clubs
in
cambridge
and
I'm
reading
from
the
cambridge
chronicle.
This
person
has
been
sighted
multiple
times
for
a
variety
of
violations,
including
over
capacity
overserving
and
endangering
the
public.
This
is
the
person
that
is
gonna
manage
a
cannabis
dispensary
in
this
neighborhood
and
I
don't
think
that's
a
good
choice.
R
Another
comment
I'm
gonna
make
is
that
keith
has
repeatedly
referred
to
the
player
lot
as
the
site,
where
the
parking
would
happen.
That
site
is
not
available,
and
the
second
thing
I
don't
understand
is
how
is
a
security
people
are
going
to
enforce
the
control
over
double
parking?
Are
there
going
to
be
hundreds
of
them
in
the
neighborhood,
checking
all
the
cars
part
of
the
customers
and
the
one
last
thing
I
want
to
say
I
I
frankly
don't
care
about
the
answers,
because
I
don't
trust
the
answers
that
are
being
given
to
this
community.
R
Everything
looks
so
unclear,
muddy
and
not
transparent.
The
thing
I
want
to
bring
up
is
that
there
is
another
side
that
was
proposed
in
the
square
for
a
cannabis
dispensary.
I
have
seen
keith
attending
the
meeting
where
such
dispensary
was
proposed
and
the
fact
that
he's
pretending
not
to
know
what
we're
talking
about
says
a
lot
about
him.
C
I'll
answer
your
last
question.
First,
I
was
pretending
to
not
know.
I
know
exactly
what
levette
was
referring
to,
but
she
was
being
very
vague
and
I
wanted
her
to
again,
like
you're,
mentioning
be
transparent
with
what
she
was
saying,
as
opposed
to
being
vague.
With
regards
to
the
cambridge
clubs,
you
read
from
a
from
a.
C
R
Q
R
C
No,
that
that's
your
opinion.
No
no.
R
C
C
C
Thank
you.
I
would
suggest
that
you
compare
what
we're
proposing
to
open
in
nubian
square
to
similar
projects
that
my
partner
currently
has
retail
establishments
that
serve
customers
during
regular
business
hours,
such
as
the
dudley
cafe.
That
is
managed.
I
hope
you
would
agree
in
a
manner
that
is
very
consistent
with
how
the
community
would
like
to
see
businesses
in
new
being
square
managed
and
run.
C
Additionally,
I
would
point
to
you,
the
shanti
restaurants,
also
in
cambridge
and
in
dorchester
and
in
roslindale,
similar
to
the
the
dudley
cafe.
Those
businesses
are
run
and
I
in
a
similar
manner
and
they're
more
in
line
with
what
we're
proposing
in
nubian
square
and
if
you
they
are
not
nightclubs,
they're,
not
after
our
establishments.
R
C
I'm
saying
that
that
what
you're
referring
to
is
a
different
type
of
business
and
if
you
look
at
nightclubs
in
major
cities,
what
you'll
see
are
similar
crime,
similar
reports
for
from
the
local
police
departments,
because
once
you
mix
alcohol
in
young
people
and
loud
music
over.
R
B
So
we're
gonna
go
next
to
the
collin
user
eight.
So
if
your
number
is
six
one,
seven,
seven,
five,
six
you're
unmuted.
H
B
H
Oh
I'm
glad
I
stayed
online
and
waited
you
know,
like
I
told
y'all,
I
sped
online
before
thank
you
for
letting
me
back
on
and
my
concern
and
I'm
the
religious
leader
of
the
boss
of
the
praising
of
allah,
I'm
a
few
blocks
away
from
dublin
station
and
we've
been
there
for
50
years.
I've
been
there
as
the
leader
for
25
years,
and
I
see
that
our
group
there
that's
trying
to
push
for
that.
195
w
is
pure.
H
It
seems
to
me
that
their
pure
interest
is
about
making
some
money
and
whether
not
not
including
in
their
thinking
the
psychological,
spiritual
or
moral
well-being
of
the
people.
Of
course,
moral
morality
comes
from
god,
but
at
least
the
ethics
that
men
can
make.
Knowing
that
down
the
line.
H
Marijuana
is
not
never
mind
children,
it's
not
good
for
grown-ups.
I
don't
know
anybody.
That's
really
successful.
That's
psychologically
balanced!
That
really
I
mean
and
and
there's
not
just
concern
for
making
money,
because
I'd
like
to
ask
them.
What
are
you
there
for
you're
there
to
make
some
money
and
the
whole
conversation
is
about
making
the
almighty
dollar
no
concern
for
the
well-being
of
the
community
itself
or
the
well-being
of
the
people,
except
for
that
who's
going
to
be
making
money?
So
I
want
you
to
keep
that
in
mind.
H
As
you
move
along
I'm
going
to
do
everything
I
can
to
make
sure
that
at
least
the
people
will
know
what
your,
what
your
intentions
are,
and
it's
clear
to
be
seen
by
whether
you're,
asian
or
black
or
white,
or
whether
you're
a
muslim
christian,
jew
buddhist.
It's
about
the
almighty
benjamin,
so
I
just
want
everybody
who's
listening
to
let
them
let
them
know
that.
That's
the
concern
for
these
people.
H
They
care
nothing
about
a
dudley
station,
accepted
how
much
money
they're
going
to
be
able
to
make
and
they
don't
care
about
the
well-being
of
the
people.
So
that's
just
a
comment.
C
C
C
If
I
may
just
finish
and
then
get
to
get
to
answering
that
piece
of
your
question
and
then
I'll,
let
you
speak
further.
If
I
may
also
serving
on
the
unit
unitarian
universalist
urban
ministry,
it's
the
white
church
on
the
hill
to
ensure
that
you
know
they
connect
more
with
the
community
in
roxbury,
also
on
roxbury
main
streets,
which
is
a
board.
That's
a
main
role
is
to
ensure
the
economic
vitility
of
nubian
square.
C
Yes,
the
goal
of
this
project.
The
goal
of
this
project
is
to
be
financially
successful.
C
The
easiest
path
to
putting
this
together
and
it's
the
path
that
most
people
take
is
doing
it
as
a
as
a
sole
person
or
a
few
people
who
re
who
ram
it
through
with
a
lot
of
funds,
whether
it's
their
own
funds
or
funds
from
out
of
state.
We
chose
not
do
that,
because
we
wanted
to
ensure
that
the
economic
success
that
came
from
this
project
was
distributed
to
people
of
color
from
this
community.
C
So
yes,
the
goal
of
this
project
is
to
make
sure
that
black
people
and
asian
people
and
latinx
people
are
able
to
benefit
from
something
that
is
going
to
come
to
nubian
square.
There
are
other
proponents
who,
when
their
project,
is
successful
and
gets
off
the
ground,
they're,
the
only
ones
who
are
who
are
benefiting
from
it.
So,
yes,
are
we
here
to
finance
to
be
financially
successful
in
this
endeavor,
one
thousand,
ten
thousand
percent?
C
Yes,
yes,
that
is
why
we're
here,
but
we're
not
here
to
just
do
it
alone-
we're
here
to
bring
other
people
from
this
community.
Other
people
of
color,
along
with
us
and,
like
I
said
in
the
presentation
when
opportunities
like
this
come
around,
where
we
who
live
here
in
roxbury,
are
looking
at
the
people
coming
in
from
weston
and
saying
man
look
at
those
guys,
they're
so
great.
C
I
wish
we
had
an
opportunity
to
do
that,
we're
creating
that
opportunity
and
we're
bringing
people
from
this
community
along,
so
that
we're
not
looking
out
and
seeing
them,
but
we're
the
ones
who
are
in
the
store
and
saying
yes,
this
is
ours.
We've
made
it
for
us
by
us
right:
that's
what
we're
trying
to
do
the
creative
to
create
something
that
has
harmed
this
community
for
so
many
years
and
now
create
and
now
building
now
that
it's
legal
allowing
it
to
benefit
people
in
this
community.
Yes,
financially!
Yes,
that's!
Why
we're
here.
H
Well,
it
might
be
legal,
but
still
immoral.
It's
still
unethical
and
still
causes
negative
effects
to
the
people.
C
So,
and
so
is
alcohol
and
you
know,
and
so
is
alcohol
there's
two
there's
two
out:
there's
just
two
liquor
stores
or
maybe
even
there's
three
liquor
stores
nubian
square,
so
are
strip
clubs,
there's
a
strip
club,
that's
right
in
in
nubian
square
that
you
should
be
out
in
front
of
every
single
day
saying
that
how
immoral
and
how
wrong
this
is
like.
Why
don't
we
talk
about.
B
That
thank
you,
I'm
just
going
to
jump
in
colin
user
8.
Thank
you
so
much
for
your
input.
Please
send!
Please
send
your
feedback
to
json.
We,
it
is
8
20
and
the
meeting
does
end
at
8
30.
So
I
do
want
to
get
through
everybody.
We
have
two
more
people.
I
think
it's
phaedra.
Sorry
if
I
pronounced
it
wrong,
you're,
a
muted.
J
No,
you
pronounced
it
right.
Thank
you.
Thank
you
for
allowing
me
to
speak
brian.
You
know,
I
really
don't
agree
with
it.
If
I
would
agree
with
it
if
it
wasn't
where
you're
putting
it
because
one
the
drive-by
shootings
I'm
fighting
in
this
community
for
the
killings
to
stop
I'm,
I
I
go
there
every
week
and
there's
more
candles
out
there.
Somebody
just
got
shot
on
mount
pleasant
not
long
ago
that
traffic
is
going
to
make
people
sitting
dunks.
J
That's
what
I'm
concerned
about.
You
know
I'm
concerned
about
the
schools.
Like
I
said
I
don't
have
a
problem
about
the
cannabis.
I
have
a
problem
with
where
it
is.
I
think
what
you're
trying
to
do
for
the
community
can
be
a
good
thing,
but
I
know
I
lived
in
orchard
park.
I
lived
on
fairly
street
as
a
little
girl.
I
live
on
vine
street.
Now
I
lived
on
mount
pleasant.
I
know
what
that
kind
of
traffic
can
bring
that
way.
J
People
can
get
shot,
there's
so
many
people
that
got
shot
right
there
by
that
by
the
store
across
from
where
you're
trying
to
set
up
at
it.
You
know
I
mean,
and
no
you
can't
stop
it
all.
Yes
and
it
has
been
going
on
for
a
while,
but
I
was
looking
for
us
to
try
to
find
a
solution
to
get
that
stop
before
we
try
to
put
something
there.
That's
going
to
bring
more
traffic,
so
that's.
C
J
Okay,
let
me
give
you
a
good
example:
I've
been
fighting
for
over
10
years
to
get
a
speed
bump
on
mount
pleasant
because
of
the
drive-by
shooting.
I
can't
get
a
speed
bump,
but
yet
until
people
are
pushing
for
a
cannabis
place,
now,
there's
no
speed
bumps
there,
so
people
can
drive
through
there
and
do
drive
by
shooting
to
somebody
they
see
standing
in
line
which
can
affect
other
people
that
are
standing
in
lines.
J
J
I
didn't
have
lost
young
people
in
my
life,
my
kids
friends
getting
killed,
I'm
just
saying
it's
a
dangerous
spot,
that's
what
I'm
saying
not
just
for
them
for
you
for
anybody
coming
in
and
out
of
your
establishment.
That's
what
I'm
thinking
about
I'm
not
talking
about.
I
know
we've
been
sold
forever
and
no,
it
is
not
federally
legal.
It's
only
state
legal
because
we
live
in
a
subsidized
place
and
if
they
come
in
my
house
and
they
see
marijuana,
I
can
still
be
evicted
and
they
they've
clearly
told
us
that.
J
So
no
so
when
we
speak
about
it
being
legal,
make
sure
you
say
the
state,
because
it's
not
federally
legal
and,
like
I
said
my
concerns,
is
the
traffic
that's
going
to
bring
more
traffic
than
than
already
we
have
it's
going
to
bring.
We
got
all
those
people
that
they
closed
the
shelter
down
and
then
they
turned
around
and
they
had
them
in
those
little
spots
and
now
because
at
10
10
mass
average
was
too
much
for
them.
J
They
moved
them
down
their
boston,
medical,
then
it's
too
much
for
them,
not
even
shut
them
down
down
there
now
they're
coming
up
this
way,
I
just
thought
we
was
going
to
try
to
get
our
community
and
some
they
renamed
it
newbie
and
square.
But
when
I
go
to
it,
it
makes
me
embarrassed
to
know
that
it's
supposed
to
be
named
after
us
as
being
black
people.
It
is
because
of
the
things
that's
going
on
down
there
and
what
and
how
we
do
things
and
yes,
I
do
want.
I
am
concerned
about
the
kids.
J
I
really
am,
but
I
am
concerned
about
the
drive-bys
because
I
know,
but
that
kind
of
traffic,
your
security,
let
they're
just
security
if
the
police
hasn't
stopped
this
and
it's
been
going
on.
So
I
lived
in
a
project
16
years
and
then
I
lived
up
here
25
years
and
lived
on
failing
13.
You
can't
tell
me
it's
going
to
stop
now.
It's
just
going
to
set
innocent
people
up
to
getting
hurt
and
that's
my
biggest
concern.
That's
all.
B
Thank
you,
phaedra,
and
if
you
could
please
put
that
in
writing
to
json
and
in
an
email
that
will
be
awesome
and
I'm
sorry
for
your
losses.
That's
very
sad.
C
C
They
had
a
lot
of
people
that
were
out
actively
walking
around
going
in
and
out
of
stores
shopping
eating
inside
eating
outside.
That's
what
you
don't
see
in
nubian
square
and
it's
a
combination
of
everything
that
you
know.
We
will
not
be
the
ones
who
solve
this
problem.
But
what
again?
What
I'm
trying
to
describe
is
that
those
neighborhoods
those
communities,
those
main
street
districts,
have
a
lot
of
foot
traffic.
C
It's
those
people
who
are
who
are
out
there,
that's
keeping
those
neighborhoods
differently
than
than
than
this
than
our
nubian
square.
Neighborhood,
our
new
been
square
main
street
district.
So
what
I'm
saying
is
that
our
establishment
will
bring
people.
C
C
If
you
have
more
people
that
have
never
been
there,
that
are
just
out
there
actively
spending
money
and-
and
you
know,
engaging
in
commerce
you're
going
to
see
crime
reduce
because
the
types
of
crimes
that
you're
describing
they
don't
want
to
be
where
people
are
those
types
of
crime
happen
where
people
aren't
or
where
there's
met
very
few
people
or
people
who
won't
say.
I
don't
want
this,
I
can't
stand
for
this.
C
We
need
our
local
residents
as
well
as
a
customer,
more
customers
who
are
coming
in
to
demand
better
from
the
police
to
demand
better.
You
know
from
from
the
businesses.
J
Brian,
can
I
say
one
thing
to
you
and
then
I'm
gonna
say
god
bless
you.
You
have
came
to
one
of
my
I've
been
doing
for
18
years
to
stop
the
violence
picnic.
Every
year
you
came
twice
out
of
the
18
years.
I've
been
doing
it.
I
do
that
every
year
to
get
people
in
the
community
so
that
we
can
stop
the
shooting
that
goes
on.
J
People
come
to
the
picnic
I
have
about
seven
people
that
steadfast
with
me
to
try
to
get
this
done.
I
don't
see
any
of
the
rest
of
them
until
it's
something
that
you
all
have
a
bright
idea
and
you
all
want
done,
and
I'm
just
saying
this
could
have
been
stopped.
There
are
other
communities
that
don't
have
that
problem
anymore,
because
the
people
in
that
community
themselves
stick
together
to
fight
these
problems.
J
That's
all
I'm
saying
to
you
and
I'm
saying
with
this
business,
not
saying
it's
a
bad
business
like
I
couldn't
figure
out
why
you
can
move
it
further
down
into
the
big
publicity
part
of
nubian
square
down
the
other
end.
But
the
principal
issue
is
it's
right
here
near
people's
homes,
where
our
homes
are
where
the
shooting
goes
on
already,
that's
my
issue.
That's
all.
Thank
you.
B
Thank
you
very
much
again.
Lastly,
we
have
robert
george
you're
unmuted.
Q
I'm
the
executive
director
with
walks
bay
main
street
and
while
the
goal
was
not
to
speak
here
this
evening,
since
the
organization
name
was
mentioned
on
several
occasions,
I
think
I
need
to
clarify,
while
I'm
not
here
to
speak
on
behalf
of
this
specific
proposal,
I'm
here
to
state
that
yes,
roxbury,
main
street
board
of
directors,
did
vote
to
endorse
the
business
of
cannabis
in
nubian
square.
Q
History
has
shown
here
in
the
commonwealth
of
massachusetts
that,
since
cannabis
has
been
made
legal
in
all
of
the
communities
that
they
are
open,
they
saw
a
significant
increase
in
foot
traffic,
not
speaking
to
this
proposal,
but
the
square
in
general.
We
are
struggling
in
nubian
square
for
the
survival
of
the
business
that
exists
here.
We
see
this
as
one
of
the
other
catalysts
that,
in
the
long
run,
can
attract
significant
foot
traffic.
Q
How
does
business
district
flourish
is
significant
for
traffic,
not
there
just
for
the
cannabis,
but
to
participate
in
all
the
other
things
that
are
there.
So
if
we
can
attract
a
new
audience
or
reinvigorate
the
community
neighbor
to
be
in
nubian
square,
this
is
the
reason
why
we
voted
to
endorse
cannabis
in
the
square,
because
we
do
believe
that
the
entire
business
district
will
benefit
from
the
influx
of
new
foot
traffic.
Q
Just
like
we
have
a
brand
new
anchor
store
in
this
district
to
attract
a
new
traffic
and
new
individuals
to
help
increase
the
revenues
for
all
of
the
business
within
the
districts.
I
just
want
to
make
it
clear-
I'm
not
here
speaking
on
behalf
of
this
proposal,
but
the
general
concept
of
cannabis
in
the
square
was
voted
on
because
of
economic
viability
and
legality.
Thank
you.
So
much.
C
Thank
you
and
I'll
I'll
say
that
to
piggyback
on
what
robert
said,
the
roxbury
square
main
streets
did
not
support
us.
It
supported
cannabis,
but
that
said,
it
supported
cannabis
for
all
of
the
reasons,
for
all
the
economic
reasons
that
I
described
here
tonight
is
because
of
the
foot
traffic
that
we
believe
we
would
generate
our
our
numbers.
C
C
We
anticipate
that
our
customers
will
spend
between
50
to
80
in
every
transaction.
C
We're
then
incentivizing
our
customers
not
just
to
come
to
shop
with
us
and
then
go
back
to
where
they
live,
whether
it
be
in
roxbury
or
elsewhere.
We're
then
incentivizing
them
to
take
advantage
of
what
if
you
live
in
roxbury,
you
know
exists
in
nubian
square
to
go
to
the
silver
slipper
to
go
to
foseka,
to
go
to
a
daily
table
to
go
to
so
you
join
to
go.
Get
a
cut
at
everything
is
real,
we're
incentivizing
them
by
offering
a
discount
to
go
to
those
different
businesses
in
the
neighborhood.
C
So
it's
not
like
we're,
saying
just
go
and
have
at
it
we're
saying
we're
giving
our
customers
a
financial
incentive
to
visit
nubian
square
businesses
so
that
what
we're
getting
again
is
not
just
for
us
as
the
owners
and
it's
even
not
just
for
the
investors.
People
who've
put
up
their
money
to
invest
in
our
business,
but
it's
also
to
support
the
local
businesses
in
nubian
square
that
we
all
know.
If
you
pay
any
attention
to
this
area.
We
all
know
that
they're
struggling
and
they
were
struggling
before
the
pandemic.
B
Thank
you
and
with
that
it
is
past
8
30..
If
you
have
further
questions,
if
you
didn't
get
to
speak
tonight,
if
you
have
questions
you
think
about
tomorrow,
please
follow
up
with
us.
This
is
not
the
end
of
the
discussion.
We
do
just
have
to
end
the
meeting
because
we
do
have
other
meetings
tonight.
So
please
send
your
email
to
json.
You
can
find
his
email
at
boston.gov
roxbury
and
with
that.
