City of Boston Licensing Board Transactional Hearing 09/27/2023
A
B
B
All
for
being
with
us
this
morning,
as
a
reminder,
please
do
remain
on
mute
when
you
are
entering
from
the
waiting
room
unless
or
until
you
are
speaking
before
the
board.
B
Good
morning,
this
is
a
hearing
before
the
licensing
board
for
the
city
of
Boston.
Today
is
Wednesday
September
27
2023..
Today's
hearing
is
being
held
pursuant
to
Temporary
amendments
to
the
open
leading
law.
That
is
what
allows
us
to
meet.
Virtually
today's
hearing
is
being
recorded
and
will
be
posted
to
the
city
of
Boston's
website.
D
D
B
B
B
F
Yeah
absolutely
so
painted
Clover
Provisions
is
going
to
be
a
craft
made
soda
bar.
So
it's
going
to
be
all
fresh
ingredients,
local
fruits
and
herbs.
F
So
there's
going
to
be
that
portion
of
it
where
we're
making
all
the
fresh
sodas
and
seltzers
and
we're
also
going
to
be
selling
healthy,
salads,
press
sandwiches,
there's
gonna,
be
fun
stuff
like
gelato
and
then
there's
another
portion
of
the
space.
That's
going
to
be
a
retail
store
which
is
going
to
be
featuring
all
independent
handmade
items
from
across
New
England,
so
anything
from
jewelry
Bath
and
Body
homewares
Ceramics
apparel.
That
kind
of
thing,
so
that's
kind
of
at
the
back
of
the
space.
F
Like
you
said
it's
it's
around
a
thousand
square
feet.
The
front
space
is
going
to
be
the
food
and
Bev
section,
there's
going
to
be
about
20
seats,
but
the
idea
is
that
it's
kind
of
a
community
meeting
place
where
people
are
coming
in
and
spending
time
and
getting
a
drink
and
some
food
and
perusing
the
the
the
handmade
Wares
in
in
the
retail
section.
D
Thank
you,
Holly
is
the
plan
to
be
open
seven
days
a.
F
Week,
we're
planning
to
be
open
Tuesday
through
Sunday
from
10
to
7.
B
A
Good
morning,
Madam
chair
members
of
the
board
Manuela
villagomez,
with
the
mayor's
office
of
Neighborhood
Services.
This
pass
bring
the
applicant
flyer
to
their
Butters
and
met
with
the
Maverick
Central
neighborhood
association.
The
group
voted
to
support
the
project
and
stated
excitement
for
the
idea
and
the
business
it
would
bring.
At
this
time.
Our
office
would
like
to
defer
judgment
to
the
board.
Thank
you.

H
Good
morning
attorney
green
John,
Aida
McDermott,
quillton
Miller
on
behalf
of
the
applicant
Boston
Hospitality
Partners
LLC
joining
me
is
Sasha.
Nissenbaum
Sasha
is
the
proposed
manager.
Just
briefly
by
way
of
experience,
he
has
over
20
years
in
the
restaurant
industry.
He's
also
previously
been
a
manager
of
record
that
held
the
liquor
license,
although
these
are
just
the
CV
licenses,
but
he
is
does
have
that
experience
in
this
industry.
H
So
this
is
I
know
we
have
two
other
matters
behind
we'll
take
each
one
that
probably
makes
sense
individually.
This
is
the
ground
floor
of
the
Winthrop
Center
the
board,
probably
about
a
year
and
a
half
ago
approved
ACV
alcohol
license
for
what's
known
as
the
connector.
It's
the
large
Space
9
300
square
feet
that
runs
from
Federal
Street
to
demonshire
street.
So
these
are
areas
that
are
off
of
that
location
that
weren't
previously
licensed
the
space
is
now
activated.
We
have
residents
in
the
building.
H
Often
this
there's
over
800
000
square
feet
of
office
space.
A
few
of
those
leases
have
been
signed
and
a
few
tenants
are
in
there
now.
So
we
hope
to
really
be
able
to
provide
this,
this
food
service
to
both
the
residents,
the
workers
and
then
obviously,
certainly
the
public
as
they
come
to
and
from
so
this
location
is
day
shift.
It's
going
to
be
coffee,
baked
goods,
sandwiches,
which
will
be
offered
for
takeout
only
and
again
we'll
be
closed
on
Sundays.
H
The
hours
of
operation
will
be
Monday
through
Saturday
from
7
A.M
to
4,
P.M
and
Sasha
is
present
as
well
in
case
I
missed
anything
or
the
concept.

D
B
K
D
Danny
I
do
have
another
question
for
the
applicants
in
the
description
on
the
agenda.
It
says
an
annual
sidewalk
patio,
but
you
said
it's
going
to
be
seasonal.
What
months
do
you
plan
on
operating.
D
Okay,
I,
just
if
it
is
annual
you
can
even
operate
outside
of
that
and
I
just
wanted
you
to
think
through
that
as
a
business
model,
because
sometimes
we
might
get
you
know
warm
week
in
March,
but
if
you
don't
have
permission
from
us,
if
it's
not
on
your
license
until
April
1st,
you
can't
operate.
So
would
you
like
us
to
keep
it
as
an
annual
patio
and
then
you
can
just
pick
what
months
you
want.
As
you
know,
the
weather
permits.
Yes,
please.
D
Okay,
I
think
that's
probably
more
helpful
to
you
than
picking
arbitrary
months
without
knowing
what
the
weather
is
going
to
be.
Okay,
thank
you
sure.
Gonna
go
back
to

Saxon.
Anything
else,
you'd
like
to
ask
that.

you'd

AB
Thank

I
I
appreciate
the
privilege
and
Madam
chair
members
of
the

good
morning,
Tony
desidoro,
representing
the
Alston

Again,
we
want
to
thank
the
Indulgence
of
the
board
allowing
the
proponent
to
come
before
us
last
Wednesday,
to
make
a
formal
presentation
I'm
here
to
report
that
the
vote
that
was
taken
by
membership
was
a
slightly
majority
in
favor
of
the
proposal.
AB
They
like
the
fact
that
the
space
of
the
old
Great
Scott
nightclub
is
being
finally
occupied
with
a
company
that
has
a
solid
reputation
in
the
food
and
beverage
industry.
They
have
also
reached
out
to
our
local
food
pantry
and
to
the
artist
Community
as
well.
AB
Those
who
oppose
the
proposal
again,
I
think
I,
mentioned
this
at
the
last
hearing
cited
concerns
about
the
3
A.M
close,
given
the
demographic
tricks
of
the
neighborhood
and
the
understaffing
that
we
have
at
T14
right
now,
and
also
to
the
abutting
residential
Community
I
mentioned
the
Planet
Fitness
on
Harvard
Ave
made
accommodations
to
their
operating
hours
as
a
result
of
feedback.
They
got
from
the
community.
A
couple
of
interesting
things
have
come
up
and
I
wanted
to
share
with
you
as
well.
AB
One
a
member
of
the
ACA
had
an
opportunity
to
visit
their
establishments
in
Brookline
and
one
in
Boston
and
given
the
challenges
of
pickup
and
delivery
in
that
location,
even
though
they're
slightly
better
than
across
the
street
that
McDonald's
has
to
deal
with.
There
was
an
interesting
proposal
made
that
he
noticed
that
there
was
no
soft
drink
dispenses
behind
the
counters
of
both
establishments
and
his
concern
was.
AB
So
that
was
an
interesting
suggestion
made
and
I
talked
to
the
licensing
attorney
on
that,
and
he
was
going
to
talk
to
the
proponents
about
that.
So
I
greatly
appreciate
that
the
the
only
other
thing
that
I
offer
up
just
for
consideration
and
again
I
I
mentioned
it
to
the
licensing
attorney
a
suggestion,
a
possible
compromise.
But
again
that's
that's
up
to
the
proponents
was.
Is
there
a
possibility-
because
we've
done
this
before?
AB
As
you
know,
they
have
agreed
to
a
1am
close
on
the
beer
and
wine
which
we
appreciate
and
there
seems
to
be
no
problem
with
that.
But
could
it
be
a
situation
where
they
simply
close
the
establishment
at
1am,
so
they're
allowed
to
do
everything
up
to
1am
and
then
allow
them
to
do
pick
up
and
delivery
through
3
A.M
as
a
compromise.
So
in
essence
they
they
shut
down
the
the
brick
and
mortar
aspect
of
the
business
at
1am.
AB
So
that
was
a
suggestion
to
me,
but
again
to
repeat
the
vote
was
close,
but
it
is
slightly
in
majority
in
favor
of
the
proposal
before
you.
Thank
you.
B
Thank
you,
Mr
desidoro,
and
we
have
received
correspondence
from
the
licensing
attorney
as
well
summarizing
the
community
process
and
the
compromises
that
were
made.
The.
D
Noah,
just
to
ask
Mr
does
Doro
if
he
would
put
that
into
an
email
to
the
board
for
us
to
take
a
look
at.
AB
AB
B
AC
I'm,
a
community
resident
I've
gave
concerns
about
this
particular
development.
Only
in
my
top
three,
they
were
all
addressed
at
the
public
meeting
we
had
with
this
group
I
believe
last
week.
The
first
is
this
and
they're
not
going
to
check
ages
at
the
door.
Person
of
any
age
can
walk
into
this
establishment
that
serves
liquor.
AC
The
second
is
it's
in
two
rooms,
as
they
serve
the
liquor
from
the
counter,
and
it
gets
taken
back
to
a
table
in
another
room.
There
is
no
way
that
this
staff
can
supervise
whether
underage
people
are
drinking,
as
you
may
be
aware.
Also
has
a
large
student
concentration
people
below
age
of
25
people
being
encouraged
not
only
to
drink
but
to
drink,
to
excess
and
to
have
the
expectation
that
people
under
age
are
not
coming
in.
This
establishment
is
I,
think
a
little
wishful
thinking.
AC
I
know
people
more
in
the
loss
of
Great
Scott,
which
was
a
wonderful
music
venue,
or
it's
been
closed
for
several
years
now,
and
this
business
will
be
directly
below
Apartments.
This
is
not
a
commercial
building.
This
is
a
residential
building.
There
are
other
businesses.
On
the
first
floor,
the
type
of
business
is
all
close
at
five
o'clock.
AC
D
B
Thank
you
for
that
and
thank
you,
Miss
Jane,
we'll
quickly

the
matter
on

most

it'll

If
you

and

I
will
be
brief,
as
I
was
not
overly
prepared
to
present
today.
Just
to
be
clear
on
the
the
premise
the
the
premise
is
in
two
rooms,
the
back
room
is
for
the
preparation
of
food.
All
service
of
alcohol
is
within
sight
of
the
count.
All
service
and
consumption
of
alcohol
is
within
sight
of
the
counter
staff
has
full
control
over
the
room.
AD
They
have
training
in
the
sale
and
service
to
what
not
only
for
iding
but
to
watch
for
handoffs
to
prevent
that
from
happening,
and
just
as
a
brief
comment
of

This

at
157,
Brighton
Ave
in
Alston
has
applied
for
a
retail
Package,
Store
wines
and
Malt
Beverages
license
to
be
exercised
on
the
above
premises.
S
Morning,
Madam
chair
members
of
the
board,
Kristin
Scanlon,
representing
the
applicant
signed
on
with
us
this
morning,
is
grishma
Patel,
who
is
the
owner
and
proposed
manager
of
record
this
application
before
you
is
for
a
new
beer
and
wine
Package
Store
license
for
an
existing
Neighborhood
Market
at
157,
Brighton
Ave,
which
has
been
in
existence
at
this
location
since
2021..
S
The
space
was
vacant
for
at
least
five
years
prior
to
Harvard.
Convenience
opening
but
historically
has
been
a
Neighborhood
Market
at
this
location.
I
know
for
I
believe
several
decades.
Prior
to
that
was
a
Tedeschi
Market.
It
is
a
true
small,
Neighborhood,
Market
and
Convenience
Store.
S
The
store
itself
is
approximately
1500
square
feet
with
basement
storage
upon
opening
the
store
was
updated
to
include
new
lighting
paint
coolers
and
a
security
and
camera
system,
which
includes
two
dozen
cameras
in
and
around
the
store
the
market
brought
in
and
increased
its
its
offerings
with
dairy
products
and
dairy
Alternatives,
and
also
a
whole
host
of
items,
including
bread,
cleaning
supplies.
A
variety
of
healthy
and
traditional
drinks,
snacks,
Dry,
Goods,
even
limited
fresh
fruit
like
apples
and
bananas
to
grab
and
go
some
frozen
items
as
well.
S
So
really
in
keeping
with
the
nature
of
having
a
true
neighborhood
convenient
market
One-Stop
shopping
for
things.
People
need
on
the
way
home
definitely
a
mix
of
flying
Talent.
The
demographic
varies,
but
the
majority
of
their
regular
customers
in
the
store
live
in
the
immediate
vicinity
and
within
walking
distance.
They
do
try
to
accommodate
everyone
with
the
Market's
offerings
and
requests
raised
to
them,
including
the
sale
of
beer
and
wine
at
this
location.
S
Right
now,
their
hours
are
8
to
11
Monday
through
Wednesday
and
8
to
2
A.M
Thursday
through
Saturday,
with
the
proposals
for
8
to
11
pm
for
beer
and
wine.
Grishma
is,
as
I
mentioned,
the
owner
and
proposed
manager
of
Records
she's
at
the
store
80
to
100
hours
a
week.
She
is
tip
certified
a
U.S
citizen,
an
Austin
resident
living
nearby,
the
store
and
she's
been
in
the
industry
for
nearly
a
decade,
working
in
retail,
with
sales
of
alcohol,
so
she's
familiar
with
the
rules
and
regulations
regarding
the
sale
of
alcohol.
S
Her
24-hour
contact
information
I
know
that
I'm
sure
you
mentioned
that
in
some
previous
applications
heard
today
is
included
in
the
manager
application
that
was
submitted
with
the
abcc
application
to
the
board.
With
the
addition
of
beer
and
wine.
They
have
no
plan
to
take
away
from
the
grocery
options.
It's
just
a
reconfiguration
of
how
many
items
are
forward-facing
in
the
store.
They
do
currently
have
a
larger
cooler.
That's
under
utilized,
as
well
as
storage
space,
upstairs
that
they
would
turn
into
wine
shelving.
S
It
will
remain
approximately
80
percent
Grocery
and
non-beer
and
wine
product
offerings,
with
approximately
20
of
the
overall
floor
plan
to
be
beer
and
wine
offerings.
They
have
no
plans
to
sell
singles.
They
do
plan
or
may
have
already
purchased
a
scanner
for
IDs
as
well,
because
this
is
a
new
application
and
as.
E
S
S
Okay,
sorry,
as
evidenced
by
the
numerous
support,
letters
or
emails
received
by
the
board,
several
residents
have
requested
and
are
in
support
of
this
application.
Additionally,
the
regular
customers
of
the
market
are
customers
that
walk
and
live
in
the
nearby
vicinity.
So
it's
really
a
matter
of
convenience
to
better
serve
the
immediate
Community
they're,
not
changing
the
overall
nature
of
the
business,
which
again
is
a
neighborhood
market.
S
Really
One-Stop
shopping
is
Paramount
and
keeps
people
shopping
local
and
is
really
a
great
asset
to
the
community
and
serves
a
true
Community
purpose,
and
they
seek
to
maintain
that
aspect
of
it.
As
far
as
community
outreach
is
concerned,
we
did
having
a
Butters
meeting
at
the
end
of
May,
which
was
met
with
great
support
and
we
did
meet
with
the
Austin
civic
association
in
June
as
well.
D
L
L
Guys
the
applicant
did
have
an
abutters
meeting.
It
was
relatively
well
attended
with
a
majority
of
the
abutters
who
are
the
attendees
there
were
in
support.
We
also
received
a
number
of
support
letters
which
we
forwarded
to
the
board
and,
as
noted,
the
applicant
did
meet
with
the
Austin
civic
association,
the
president
of
which
Tony
desidoro
is
on
to
testify,
as
to
the
ACA
stance
after
myself,
again
we'd
like
to
defer
to
the
Judgment
of
the
board
in
this
matter.
Thank
you.
L
B
AB
B
Thank
you
very
much.
The
next
hand
I
see
raises
from
Jacob
to
blequart.
You
may
please
provide
your
testimony.
B
Thank
you
for
your
testimony.
The
next
hand
I
see
raised
is
from
bavik.
You
may
please
provide
your
testimony.
You
have
two
minutes.
AF
Testimony
hey,
how
are
you
my
name
is
Christy
Andrea
I
live
right
down
the
street.
This
is
my
favorite
convenience
store.
They
have
the
best
staff
they're
very
responsible
and
friendly.
They
got
great
snacks
and
ice
cream,
I'd
love
for
them
to
have
options
providing
beer
and
wine
I
think
it'd
be
very
convenient
to
our
whole
community.
B
E
B
AC
You
Mr
Green
I'm,
a
member
of
the
awesome
community
and
I
posed
this
lessons.
AC
What
they're,
not
telling
you
is
that
they're
directly
across
the
street
from
a
large
liquor
store
called
Blanchard's
and
there
really
is
no
need
to
have
another
beer
and
wine
distributor
on
the
same
Corner
I'm,
also
very
concerned
with
them
getting
swarmed
by
high
school
students,
their
ability
to
control
the
use
of
fake
IDs
to
purchase
one
of
them.
Thank
you.
Excuse
me
Wine
and
More
beverages.
Thank
you.
B
Thank
you
for
your
testimony
and
I
do
see.
One
more
hand
raised
from
the
the
title
on
the
screen
is
Samsung
SM
s918u.
B
D
Danny,
someone
just
noticed
me
I
think
attorney
Scanlon
did
you
testify
that
there's
a
second
floor
because
that's
not
in
the
description
basement
for
storage?
Oh
basement,
for
storage?
Okay,
all.
S
D
That
makes
sense.
Thank
you,
I,
don't
have
any
other
questions.
B
Thank
you
and
Kushner
Saxon
anything
further
from
you.
