Licensing
today
is
Thursday
July
20th
2023.
This
hearing
is
being
held
conducted
pursuant
to
certain
temporary
amendments
to
the
open
meeting
law.
That
is
what
allows
us
to
meet.
Virtually
this
hearing
is
being
recorded
and
will
be
posted
to
the

Boston's

present

behalf
of
the
applicant.
You

then
make
a
brief
presentation
regarding
your
proposal,
followed
by

entertainment,
Division

testimony
beginning.

applicant

Fuentes
Cleaning,
Services
Inc,
doing
business
as
Bill
Yaris
Columbia,
located
at
28
Bennington
Street
in
East
Boston.
The
application
is
to
maintain
and
operate
the
live,
entertainment
categories
consisting
of
disc
jockey
dancing
by
patrons
karaoke
and
instrumental
vocal
music
added
to
the
existing
non-live
entertainment
license
for
Thursdays
Fridays
and
Saturdays
until
1
40
A.M,
who
is
present
on
behalf
of
the
applicant.

It
seeks
to
have
live
entertainment
for
Thursday
Friday

Saturday
nights
till

40,

and
I
previously
operated
many
events
with
one
day
live.

licenses,
I
know
that
this
board
is
very
familiar
with
this
licensee
and
it's
had
a
number
of
noise
complaints
in
the
Years
prior,
but
we
have
spent
over
forty
thousand
dollars
this
spring
and
into
the
early
summer
in
a
sound
proofing
organization
of
the
premise,
I
believe
we
have
presented
the
board
with
pictures
of
all
the
soundproofing
that
we've
installed
and
the
invoices
to
show
how
much
we've
spent.
We
think
at
this
point.

reference
the
December
5th
2018
East,
Boston
security
agreement
and
I'm
inquiring
as
to
whether
or
not
there
are
working
cameras
installed.

agreement
right
before
me,
but
I
think
I
may
have
drafted
that
so
I
have
a
general
recollection.
I
understand
that
in
April
there
was
a
incident
April
this
year
there
was
an
incident
and
the
police
came
out
to
investigate
and
inspected
the
premise
and
found
that,
due
to
the
sound
proofing
that
we
were
installing
at
the
time
that
the
cameras
had
either
been
obstructed
or
the
electricity
or
the
power
had
had
failed
it.

had

officers

to
the
back

told

loud

there
was
absolutely
no
noise
whatsoever,
so
we're
very
confident
that
we
would
not
have
a
problem
with
the
noise.

long
way

better
organizing
the
operations
of
this
establishment,
but
the

the
neighborhood
association
meetings.
There
was
opposition
obviously
to
this
based
on
past
noise
complaints,
but
we
think
we've
resolved
those.

restaurant

of
age
groups
are
you
hoping
to

there
with
the

they
brought
me
lunch
from
this
restaurant
and
it's
very
good.
The
food
there
is
actually
very
good,
so
I
wouldn't
I
wouldn't
qualify
it
exclusively
as
anything
other
than
what
any
other
place
is
in
that
neighborhood.

we've
had
previous
noise
complaints
in
last
year.
At
this,
for
this
location,
I
think
we
had
five
in
2022
connected
to
having
a
DJ
without
a
license.

I
can
start

rigoberto
can
finish
up,
but
basically
what
we've
said
is
that
we
think
we've
solved
any
noise
issues.
We've
spent
a
lot
of
money
on
those
issues.
The
previous
one
days
were
always
problematic.
They
expired
at
a
certain
time
that
was
generally
earlier.
Then
you
know
we
have
a
two
o'clock
license
liquor
license
and
we
think
that
this
entertainment
license
will
be
a
lot
easier
to
manage
without
having
to
always
look
at
whatever
the
one
day
license
was.

we
think
that
all
the
entertainment
there
that
they've
provided,
which
I've
seen
over
the
years
on
various
videos
and
so
forth,
seems
to
be
very
organized
and
very
nice
and
it's
sort
of
representative
of
the
neighborhood.
We
think
that
we've
learned
a
lot
over
the
years.
Certainly
the
slicing
C
is
paid
a
lot
to
learn
these
lessons
and
I
think
that
going
forward
this
licensees
learns
learned
its
lessons.
It
intends
to
be
a
good
licensee
going
forward.

with
the
mayor's
office

Neighborhood
Services,
this
time
the
mayor's
office
deferred
to
the
Judgment
of
this
board.
Some
background
information
in
the
community
process,
ons
conducting
a
Butters
meeting
on
October
11th
of
last
year.

Butters
that
attended
were
uniformly
in
opposition,
citing
concerns
with
noise
issues
with
public
urination
in
the
neighboring
Municipal
lot,
as
well
as
noise
from
fights
and
arguments
that
occurred
outside
of
the
property,
the
applicant
they
went
out
to
meet
with
the
eagle
Hill
and
the
Maverick
Central
Civic
groups.
Both
Civic
groups
voted
to
oppose
this
proposal,
citing
concerns
that
were
brought
up
from
the
Boston
Police
Department
about
the
number
of
calls
they've
responded
to
at
this
location
with
that
information,
we'll
defer
to
the
board
at
this
time.

I've
been
a
resident
of
East
Boston
for
all
my
life
and,
honestly
speaking,
this
is
a
good.
You
know
this
is
owned
by
hard-working
people
who
have
great
intentions
and
have
done
a
lot
for
this
community
and,
to
be
honest
with
you,
this
bar
has,
as
previously
mentioned,
the
problems
that
have
been
outside
I
could
guarantee.
Most
of
them
have
never
been
from
this
bar.

It's
a
neighborhood,
it's
a
it's
a
it's
a
street
where
there
are
many
other
bars
and
they
all
have
entertainment
license,
but
this
one
specifically,
which
seems
a
little
unfair
and-
and
you
could
a
lot
of
times
you
could
get
calls
from
other
people
to
the
police
and
stuff
like
that,
because
you
know,
and
they
they
always
come
up
to
the
conclusion
that
the
bar
of
villares
Colombia
is
the
one
responsible
for
most
of
the
fights
that
come
from
other
other
bars
in
the
area.

like
I,
said
it's
owned
by
a
good,
hard-working
people,
and
it
would
be
great
if
they
can
actually
get
the
entertainment
license.
It's
a
really.

a
really
nice
bar
and
usually
no
problems
come
from
this.

particular
place.
