and
thank
you
to
the
POC
staff
for
guiding
us
through
this
process.

project
in
question
is
the
complete
replacement
of
the
norm.
The
city-owned
North
Washington
Street
Bridge,
also
known
as
the
Charlestown
Bridge.
This
replacement
is
a
collaboration
between
the
City
mascot
and
the
Federal
Highway
Administration.

so
here's
just
a
welcome
to
you-
and
this
is
an
overhead
of
the
in
in
progress
instruction.
Boston
Public
Works
was
before
the
Commission
in
August
2017
2K
in
the
original
temporary
construction
easements.
D
In
that
hearing,
we
obtained
a
five-year
easement
five-year
easements
with
an
expected
construction
duration
of
four
years.
This
project,
the
construction
is
administered
by
massdot
and
math
dot,
had
a
delayed
notice
procedure.
The
contractor
that
ultimately
was
issued
in
August
of
2018.

This
delayed
notice
to
proceed
and
construction
delays,
which
I'll
get
into
in
a
moment,
have
required
us
to
come
back
before
PFC
to
obtain
these
new
easements
at
four
privately
owned.
Parcels.
There's
two
property
owners
that
were
here
today
to
obtain
the
temporary
easements
for
and
we'll
be
back
before
the
commission
next
month.
For
the
last
two,
you
can
go
to
the
next
slide,
just
a
little
bit
on
the
work
done
to
date.

We've
installed
the
contractors
installed
a
temporary
bridge
to
the
West
Charles
River
Side
of
the
old
bridge.
The
old
structure
has
been
demolished,
including
the
piers
in
the
water.

New
construction
in
the
water
has
included
a
seat
foundations
and
new
piers

of
the
structural
steel
has
been
erected,
which
you
can
see
there,
that
steel
tub
girders
to
the
right
as
part
of
the
state's
Matthews
inspection
of
this
new
steel
cracks
in
the
vertical
welds
were
identified.

cracks

inside
of
those
steel
tub
girders,
showing
the
the
crack
locations
at
the
the
interior
diaphragm
locations.

go
to
the

massdot
in
coordination
with
the
city
and
the
contractor
has
developed
a
corrective
action
plan
to
address
these
cracks
and
ensure
that
the
bridge
forms
well
through
its
intended
service
life.

All
these
cracks
occurred
at
a
particular
type
of
well
detail.
This
detail
was
was
used
at
the
interior
diaphragms
in
192
locations
throughout
the
project,
out
of
thousands
of
total
welds
at
these
locations
out
of
the
192
locations,
where
we
might
find
a
crack.

in
total
were
bounds,
but
at
all
192
locations
will
be
mapped
and
tested
for
cracks.

The
paint
will
be
removed
and
the
the
connection
will
be
key
treated
which
will
make
this
feel
more
ductile
and
less
susceptible
to
cracking
and
then
repainted
at
the
locations
where
we
did
find
cracks
again.

the
weld
will
actually
be
ground
out
and
a
new
wells
would
be
performed.

The
contractor
is
actively
working
on
this
corrective
action
plan,
with
the
intent
on
completing
the
work
in
December
or
January
this
year,
both
in
the
field
erected
on
site
and
in
the
steel
fabricator
up
in
up
in
Maine.
Once
this
corrective
action
is
completed,
regular
contract
work
will
be,
will
Begin.
Again
traffic
is
currently
scheduled
to
switch
to
the
new
bridge
in
December
of
next
year.

The
project
will
continue
to
have
one
sidewalk
now
on
the
harbor
side,
as
opposed
to
the
Riverside,
with
the
three
land
vehicular
traffic
same
as
the
condition
now
flipping
the
traffic
onto
the
new
bridge
will
allow
us
to
complete
the
work
with
a
temporary
Bridge
land
on
the
North
End
side
of
the
river.
So
there's
a
couple
more
foundations
and
Piers
that
need
to
go
be
installed
with
a
temporary
Bridge,
apparently
land.

this
is,
of
course
the
contractor
is
scheduled
now
and
we
hope
that
they
can
maintain
that
all
right
next
slide,
please
so.

The
easement
term
is
that
we're
at
requesting
is
for
five
years,
and
that
was
based
on
a
recommendation
by
massdot.
As
you
heard
from
Joe,
a
construction
is
planned
for
three
years,
but
the
massdot
is
recommended
a
five-year
easement
term
and
that's
what
we're
going
with
and
on
the
plan
here
we
show
three
easements
temporary
easements
that
we
are
before
the
commission
here
today.

Street

with

Avenue,
the
the
easements,
the
temporary
easements.
Are,
this
the
same
size,
shape
and
location,
as
we
had
previously
been
before
the
Commission
in
2017.,
and
we
are
acquiring
these
temporary
easements
following
the
fhwa's
guidance,
the
uniform
act,
Massachusetts
General,
Law,
chapter
79
and
the
pfc's
enabling
legislation.

The
team
has
held
a
series
of
six
public
meetings
during
the
course
of
construction,
and
then
that
was
both
in
person
and
virtual
and
then
most
recently,
back
on
October,
18th
and
19th.
Two
more
public
meetings
were
held
to
update
the
public
on
the
current
status
and
the
plan
to
Construction
the
Outreach
that
we've
performed
with
the
property
owners
includes
contacting
each
owner
by
mail
phone
or
in
person,
starting
in
July
of
this
year.
All
mailings
have
been
sent
by
a
certified
mail.

The
right-of-way
team
has
made
at
least
three
contacts
with
the
individual
owners
or
their
representatives,
and
we've
discussed
the
the
overall
process,
the
temporary
easements
and
their
rights,
and
they
were
given
the
federal
aid
guide
to
Property
Owners.
They
will
get
provided
with
project
plans
and
an
overview
of
the
project
status
and
the
nature
of
the
work,
the
purpose
and
location
of
the
easements
and
likely
construction,
duration
and
coordination
and
access.

We
had
new
appraisals
done
this
summer
and
fall
for
these
properties
and
the
property
values
in
this
area.
The
city
have
increased
substantially
prior
back
in
2017.
There
are
on
the
in
the
order
of
a
hundred
dollars
per
square
foot
and
now
they're
in
the
range
of
260
to
270
dollars
per
square
foot.
So
there's
been
a
very
substantial
increase
in
property
values
here.

Some
larger
contacts,
the
total
estimated
construction
cost
for
the
project
is
176
million
dollars.
The
city
is
contributing
15
million
dollars
and
the
balance
is
a
mix
of
80
Federal
and
20
State
funds
all
right
next
slide.

easement.
It's
for
bridge
Wing
wall
modifications
if
the
property
is
at
160,
North,
Washington,
Street
and
the
size
is
251
square
feet
and
just
for
the
benefit
of
commission's
knowledge.

This
was
originally
appraised
back
in
2017
as
an
11
000,
temporary
easement,
with
the
same
duration
and
this
time
in
2022.
The
easement
is
values
at
twenty
eight
thousand
three
hundred
dollars
and
that
reflects
the
significant
increase
in
property
values
in
this
area
of
the
city.

sidewalk
construction
work
will
occur
on
the
left
hand,
side
in
front
of
the
building
face,
and
the
contractor
in
the
city
will
be
coordinating
closely
with
the
private
with
the
property
owner,
while
that
sidewalk
work
is
ongoing
and
the
city
will
also
be
posting
a
detour
route
as
the
those
entrances
will
be
temporarily
closed
during
the
sidewalk
construction.

then
the
last
season
today
is

which
is
associated
with
44
Charles
River
Avenue,
that's
the
property
of
the
Tudor
Wharf,
and
this
easement
is
primarily
in
the
intertidal
zone
and
the
contractor
will
be
using
this
on
an
exclusive
basis
so
that
they
can
facilitate
the
completion
of
the
bridge
workplace,
barges
and
cranes
there
and
other
equipment
in
the
space
to
finish
up
the
remaining
outstanding
work
on
the
bridge,
because
this
easement
was
determined
to
be
needed
exclusively
by
the
contractor.
