Description
The September 22, Public Facilities Commission Meeting was recorded live at the Winter Chambers, 26 Court Street in Downtown Boston.
B
Good
morning,
commissioners,
before
us
today
is
the
Department
of
Neighborhood
Development.
Rick
Wilson
is
here
for
the
Department
of
Neighborhood
Development
in
place
of
Sheila
Dillon,
as
the
director
and
Rick
Wilson
is
the
budgeting
director
for
the
Department
of
Neighborhood
Development.
Also
before
us
this
morning
is
Beverly
Estes
Margie
Ozzie
this
morning
the
Commission
has
an
agenda
that
is
comprised
of
four
votes.
The
first
vote
begins
with
Beverly
Estes
Margie
Ozzie
assistant
director
for
the
Neighborhood
Housing
Development
Division
of
the
Department
of
Neighborhood
Development.
Before
I
read
out
the
vote.
B
B
For
the
specific
project
which
will
be
presented,
my
understanding
is
that
Commissioner
Irish
has
not
been
approached
by
anyone
at
the
Madison
Park
Development
Corporation,
nor
at
the
Department
of
Neighborhood
Development,
nor
also
at
the
Boston
Housing
Authority
or
any
other
Department
that
I
have
not
identified
or
an
agency.
Concerning
the
vote
request
before
the
commissioners
today,
there
is
no
influence
offered
by
Commissioner
Irish.
B
There
is
no
monetary
gain
or
loss
in
the
vote
concerning
Commissioner
Irish's
status
with
the
Madison
Park,
Development
Corporation,
and
therefore
I'm
advised
that
the
Commission
is
able
to
move
forward,
and
here
the
vote
requests
that
Commissioner
Irish
is
able
to
participate
in
the
discussion
of
the
vote,
requests
and
may
vote
accordingly.
Commissioner,
Irish
I
would
ask
you
if
the
information
I
have
disclosed.
If
that
is
accurate
and
true
to
your
understanding,
information.
B
Thank
You
commissioner
Irish
moving
forward,
then
I'm
going
to
present
vote
number
one,
and
this
vote
is
ready
to
be
heard
by
the
commissioners
again
for
clarity.
Vote
number
one
is
presented
by
Beverly
Estes
Margie
Ossie

for
the
Neighborhood
Housing
Development
Division
of
the

This
is
an

or
in
the
surrounding
area.
D
The
BHA
is
also
responsible
for
providing

to
the

including

as

also
includes
the

the
city
and
the
award
letter
from
BHA
to
D
&
D
I
have
provided
two
handouts
related
to
this
request.
D
D
The
second
and
handout
which
is
in
your
packet
provides
the
budget
breakdown
for
the
4.3
million
dollars
to
be
managed
by
DD.
The
budget
identifies
a
city
agency
responsible
for
each
of
the
various
projects
where
D
and
E
has
fiscal
oversight.
The
budget
also
shows
the
leverage
and
the
agencies

and
it
shows
the
level
that
leverage
and
that
the
agencies
are
pledging
to
the
overall
grant
plan.
D
You'll
see
that
D
and
D
will
be
coordinating
with
a
number
of
city
agencies
on
this
grant,
including
Public
Works,
Economic,
Development,
Parks
and
Recreation
School,
Department

and
technology
and

department.
The

point:
three
million
dollars-
includes
three
point:
nine
million
in
direct
program
funds
and
$400,000
for
administrative
overhead.
D
In
summary,
if
PFC
provides
the
Vote
request,
D&D
will
be
able
to
take
a
lead
role
in
the
transformation
of
the
Whittier
Street
neighborhood,
by
coordinating
significant
neighborhood
improvements,
as
well
as
provide
for
program
funds
to
enhance
the
quality
of
life
for
the
neighborhood
residents.
I'm.
Here
to
answer
any
questions
you
may
have.
Thank
you.
C
B
Phone
number
two
is
being
presented
by
Christopher
Rooney,
a
project
manager
with
the
real
estate
management
and
sales
division
of
the
Department
of
Neighborhood
Development.
The
vote
request
concerns
an
amendment
to
the
vote
of
October
5th
2016
to
extend
the
tentative
designation,
an
intent
to
sell
period
from
12
to
24
months
to
Vietnamese
American
initiative
for
development
incorporated
this
concerns
vacant
land
located
at
191
voting
Street
in
Dorchester
Chris.
If
you'd
present
your
vote
request,
it's
specifically
a
time
extension
morning.
E
Commissioners,
DDS
requested
Commission
the
Commission's
approval
of
an
extension
to
the
developer
designation
for
the
Vietnamese
American
initiative
for
development,
also
known
as
Viet
aid
for
the
city-owned
parcel
located
at
191
bone
Street
in
Dorchester.
The
vote
package
contains
a
comprehensive
memos
about
the
project.
There
was
also
a
handout.
The
first
slide
is
a
map
of
the
site.
The
city-owned
parcel
is
outlined
in
red
at
191
bone
Street
and
the
abutting
privately
owned
parcel
at
195
bone
Street
is
included
with
this
project.
E
Viet
ade
is
acquiring
that
parcel
and
combining
the
two
to
do
the
project.
In
summary,
if
the
Commission
approves
the
request,
it
will
result
in
the
following
public
benefits:
revitalization
of
a
partial
of
underutilized
vacant
land
in
the
abode
in
Geneva
neighborhood,
that's
been
in
the
city's
inventory
for
more
than
16
years.
41
residential
units,
affordable
of
families
with
incomes,
less
than
60%
of
the
area,
median
income,
a
thousand
square-foot
community
room
and
outdoor
plaza,
and
the
project
is
expected
to
create
72,000
574
construction
hours,
which
will
generate
jobs
among
the
building
trades.
E
Removal
of
this
parcel
from
the
inventory
will
allow
the
city
to
avoid
future
costs
and
liabilities
associated
with
meaning
the
maintaining
the
property,
and
the
project
is
estimated
to
generate
23,000
650,
an
annual
property
tax
revenue.
I
do
have
a
couple
of
the
slides
I'd
like
to
show
you.
This
is
a
current
view
of
the
site.
Looking
from
Bowden
Street,
it's
at
the
corner
of
top
left
next
is
a
current
rendering
of
the
project.
E
It's
still
going
through
design
review,
so
chances
that
when
we
come
back
for
a
conveyance
vote,
the
design
will
be
slightly
altered
and,
lastly,
is
a
site
plan
how
it's
gonna
sit
at
the
corner
of
both
street
and
top
that's
a
very
high
profile
site
on
Bowen
Street,
and
we
think
it's
gonna
be
a
huge
improvement
to
what
currently
it
currently
looks
like
I
can
answer
any
questions.
If
any.
E
They
have
been
approved
by
article
80
at
Boston,
Planning
and
Development
Agency.
However,
they
still
need
to
go
through
the
state
funding
round,
which
is
upcoming,
so
we
need
this
extension
in
order
to.
You
know,
go
through
the
funding
round
and
hopefully
they'll
get
awarded
next
year,
and
we
can
come
back
for
conveyance
vote
12
months
or
or
less.
C
A
B
Before
you,
commissioners
are
votes,
three
and
four.
Both
votes
are
presented
by
Christine
O'keefe,
a
senior
housing
development
officer
with
the
Neighborhood
Housing
Development
Division
of
D&E,
specifically
votes
three
and
four
are
interrelated
and
Christine.
O'keefe
has
asked
me
to
kindly
request
from
the
commissioner
as
if
it
would
be
agreeable
if
she
may
present
the
overall
process
concerning
these
properties
for
votes
three
and
four
to
you,
and
if
we
may
do
a
separate
roll
call
thereafter,
specifically
for
vote
three
and
thereafter
for
vote
for.
D
B
You
thank
you
that
is
agreeable
with
the
commissioners.
Therefore,
I'll
begin
with
vote
number
three
and
thereafter
I'll
read
vote
number.
Four
vote
number
three
concerns
a
tentative
developer,
designation
and
intent
to
sell
to
Magnolia
Woodford
ceylon
joint
venture
LLC.
This
concerns
vacant
land
located
at
various
parcels
in
Dorchester.
The
purchase
price
is
thirty,
six
thousand
one
hundred
and
twenty
nine
dollars,
specifically
those
vacant
parcels,
concern
98,
100,
164
and
170
Magnolia
Street.
B
In
addition,
the
parcel
includes
seven
through
nine
sale
on
Street
moving
over
to
vote
number
four
again
not
to
is
a
tentative
developer,
designation,
intent
to
sell
to
Magnolia
Woodford,
ceylon
joint
venture
LLC,
the
vacant
land
parcels
that
are
located
in
Dorchester
at
a
purchase
price
of
thirty
eight
thousand
eight
hundred
and
sixty
one
dollars
specifically
concerned.
Eight
Woodford
Street
an
unnumbered
address
at
Magnolia
Street,
21:23,
Magnolia,
Street,
seven
Half
Moon
Street
in
four
Shambala
Street
Christine.
If
you
would
present
votes
three
and
four
to
the
commissioners.
Thank.
F
You
good
morning
my
name
is
Christine
I'm,
a
senior
development
officer
in
the
neighborhood
housing
division
of
the
Department
of
Neighborhood
Development,
on
behalf
of
the
department
I'm
here
requesting
PFC
approval
for
the
tentative
developer,
designation
for
the
parcels
referenced
in
the
vote
to
Magnolia
Woodford
ceylon
joint
venture
LLC.
The
LLC
is
has
principles
of
KNG,
who
is
a
development
team
that
has
long
housing
experience
in
Dudley
neighbors
Inc,
who
was
the
first
Community
Land
Trust
in
the
city
of
Boston
I've,
also
provided
a
few
handouts
that
include
site
maps.
F
We
received
responses
from
three
eligible
applicants
that
responded
to
both
RFPs
based
on
deity's
review
of
the
applications.
We
are
selecting
Magnolia
wood
for
sale
on
joint
venture
LLC,
as
we
found
their
proposals
to
be
financially
feasible
and
they
provided
long-term
affordability
under
the
ground
lease.
F
We
expect
to
create
over
22,000
construction
hours
to
generate
jobs
among
several
different
building
trades.
We
will
save
over
$13,000
in
maintenance
cost
to
the
city
annually
and
generate
an
additional
forty,
six
thousand
yearly
and
tax
revenues.
Thank
you
again
for
consideration
of
these
votes
and
I'm
here
to
answer
any
questions.
If
you
have
them
I.
A
C
F
There
are
homes
that
will
be.
This
is
under
the
neighborhood
homes
initiative
where
we're
doing
a
third,
a
third,
a
third,
so
we'll
be
selling
some
of
the
homes
to
home
buyers
at
or
below
80%
of
the
area,
median
income
also
to
homeowners
added
below
100
percent
of
the
area
median
income.
And
then
we
will
also
have
some
market
rate
units,
and
we
will
also
have
some
rental
units
in
the
project
as
well.
