identified
in

in
the
Roxbury
section
of
Boston

design

construction,
a
massachusetts-based
minority
environment,
veteran-owned
firm
and
smj
Development
LLC
in
New
York
city-based
minority
business.
These
Parcels
are
offered
under
moh's
local
Avenue
action
plan
in
the
book.
Packet
includes
a
comprehensive
memo
about
the
project
and
the
POC
class.

this

Community
residents
and
discussed

development
and
design
criteria

RFP

23rd
2020

consistent
with
the
requirements
of
Mass
General
Law
chapter

two
community
supported
applicant
conferences
to
review
the
RFP
and
provide
development
and
finance
training
to
developers
and
potential
applicants.

efforts
to
assist
and
attract
applicants
from
the
local
Avenue
in
Mattapan.

Partners
is
the
sole
applicant
for
the
sites
identified,
indivisible
request,
based
on
a
team
review
of
the
RFP
response
and
an
analysis
of
the
application
against
the
RFP
evaluation
criteria
and
as
part
of
the
NS
partners
team,
including
the
joint
applicants
of
Norfolk
design
and
smk
development,
is
recommended
as
a
designated
developer.
The
development
team
has
demonstrated
relevant
development
development
experience
and
the
capacity
to
access
financing
to
successfully
undertake
a
project
of
the
proposed
sizing
scale.

Furthermore,
the
development
team
composition
is
diverse
and
means
the
RFP
goals
regarding
local
wbe
and
MBE
participation
and
inclusion.
As
we
mentioned
before,
Norfolk
design
is
a
local
MBE
and
veteran-owned
Enterprise,
Wallace
and
J
is
a
New
York
based
firm,
but
it
is
also
a
minority
owned
firm.
The
development
team
presented
their
proposal
for
mixed
use,
home
ownership
at
an
MOA
sponsored
community
meeting
on
September
27th,
and
the
proposal
receive
the
extensive
support
from
the
community
residents.
Local

elected
officials
during
the
meeting.

during
the
subsequent
10-day
comment
period
in
return
for
the
above,
the
following
Community
benefits
will
be
created,
so
the
project
will
create

income,
restricted,
homeownership

units
will
be

they'll
probably

create

square
feet
of
ground
floor
retail
space.

co-working
space
and
the
proposal
also
aims
to
address
neighborhoods
needs
for
affordable
home
ownership,
housing,
promote
business
growth
and
provide
staple
housing
for
families
and
a
space
for
entrepreneurs
in
the
Roxbury
Community
to
operate
their
businesses
in
the
in
return.
The
project
will
also
put
back
into
productive
use,
Parcels
that
have
been
in
the
season
inventory
between
16
and
36
years,
so
they've
been
in
our
inventory
for
quite
a
while,
and
this
will
allow
those
Parcels
to
be
productive
again.

development
firm

experience

single

multi-family,
affordable
housing
development
in
and
around
Austin
and
direct
experience
working
with
moh
to
before.
To
develop,
affordable
housing
on
city-owned
land,
Norfolk
design
and
constructions
proposal
offered
a
feasible
and
competitive
development
budget,
our
Focus
also
on
MBE
and
veteran-owned
business,
and
showed
examples
of
past
successful
hiring
of
MBE
and
local
subcontractors.

January
5th
2023
moh
hosted
a
community
meeting
to
introduce
the
Norfolk
team.
Community
members
are
supportive
of
the
develop
developer
and
their
plans
for
the
sites
requested
that
they
continue
to
engage
with
batteries
in
the
adjacent
schools
they
forward.
The
vote
package
includes
a
comprehensive
memo
about
the
project
and
the
PFC
voted
request.
I've
also
provided
handouts
related
to
this
vote
request,
which
I
displayed
on
the
screen.

project
will
result
in
a
total
of
six
new
home
ownership
units
and
a
7
000
square
foot
community
garden.
All
housing
units
will
be
two
bedroom
Condominiums
and
one
building
the
homes
will
be
all
affordable,
evenly
split
between
80
Ami

100.
Ami
Norfolk
will
develop
the
garden
and
ultimate
for
ownership
and
operations
of
those
two
Parcels
to
the
trustees
of
preservations
their
partners.

PFC
approves
the
vote,
request,
Norfolk
design

construction
will
complete
various
tasks
undertaken
to
date
that
include
finalized
EBA
approval,
general
contractor
cost
and
budget
receive
moh
funding,
commitment

development

the
affordable
homes,
receiving
permit
sign
off
approvals
for
possible
Water
and
Sewer
Commission
and
public
works
department
prior
to
inspectional,

approval
and
Department.

expect
to
return
to
PFC
in
mid-2024

project
will
create
the

the
preferred
developer,

was
met
with
a
positive
response.
Norfolk
design

construction
was
the
only
applicant
to
the
RFP
Norfolk
presented
a
strong
application
and
has
a
strong
track
record
of
development.
They
outlined
the
most
competitive
and
reasonable
development
budget
and
have
the
capacity
to
take
on
the
development,
in
addition
to
their
experience,
norfolk's
application
provided
evidence
of
the
group's
ability
to
access
financing.

Norfolk
is
also
a
certified
MBE
and
veteran-owned
Community
company
and
meets
mlh's
goals
of
diversity
and
inclusion
in
their
leadership
team.
An
important
element
of
its
proposal
Norfolk,
has
included
a
plan
to
engage
local
minority
contractors
and
subcontractors
to
maximize
diversity
through
its
bidding
process.

enlisted
a
surveyor
to
survey
the
sites.
Surveys
were
completed
in
August
2022.,
prepare
drawings
for
the
sites,
incorporating
the
design

mayor's
office
of
housing,
design
staff
submitted
plans
to
inspectional
services
department
and
received
rejection.
Letters
have
continued
Community
engagement
and
will
meet
with
neighborhood
residents
on
February
28th
and
a
zoning
board
of
appeals
carrying
is
scheduled
for
March
14
2023.

is
requesting
a
six-month
extension
of
the
developer
designation
to
allow
additional
time
for
Norfolk
design
and
construction
to
achieve
the
following
tasks:
continue
to
conduct
Community
meetings
around
the
Elmont
Norwell
nhi
Project,
work
towards
receiving
a
CVA
approval
and
permits
finalized
drawings
and
finalize
financing
commitments
and
closing.
If
POC
approves
the
vote
requests,
the
project
will
create
the
following
public
benefits:
the
creation
of
eight
affordable
homeownership
units
in
five
buildings.

include

income
sales
for
households,
earning

air
and
medium
income
and
four
middle
income,
sales
for
households,

of

and
