The
best
location
for
the
proposed
substation
may
be
nowhere
at
all.
The
substation
poses
serious
health
and
environmental
risks.
A
local
business
channel
fish
said
the
substation
was
too
dangerous
to
put
next
to
their
food
processing.
Plant
eversource
responded
by
moving
the
proposed
site
away
from
the
plant,
but
even
closer
to
a
children's
playground
from
heating
oil
storage
to
airport
runways.
This
community
of
color
has
been
asked
to
give
up
their
open
spaces
and
clean
air
to
serve
the
needs
of
the
envir
entire
region,
and
now
eversource
wants
to
take
even
more.

kids
and
I'm
very
concerned
about
the
build
of
this
substation,
not
only
as
a
mom
but
because
around
this
park
my
kids
have
played.
One
of
them
has
is
older
now,
but
he's
been
playing
and
growing
around
here.

people

community
not
only
speak
spanish
or
english.
They
also
speak
arabic.
They
also
speak
portuguese,
so
we
are
here
to
keep
fighting.
We
do
not
accept
the
substation
in
our
neighborhood.

to
remove
the
substation.

don't
want
it
here
in
east
boston.

want
a
environment
that
is
safe
and
clean
and
out
of
pollution.

too
often
the
opposite,
dynamic
is
seen
in
other
communities
where
there's
plenty
of
access
to
open
space
where
the
air
is
significantly
cleaner
and
the
water
is
something
that
people
can
easily
enjoy.
You
may
not
know
it.
We
are
right,
alongside
the
chelsea
creek,
an
area
that
many
more
of
these
residents
should
be
able
to
enjoy
as
a
natural
wonder
and
instead.

this
just
continues

movement

join
this
community

to
do
whatever

stand

residents

their
green
space,

their
open
space
of
the
water,
and
we

that
jointly

new
chief

certainly

the
residents

this

steps

prevent
this
from

order

the
judge,
today,
the
superior
court
judge
to
order
a
new
trial
for
sean
ellis,
basically,
which
is
gonna
end
up,
dropping
all
the
charges
for
the
police
officer.

does
it
say

that
affirms
that
this
has
been
a
flawed
process
and
that
we
need
to
call
that
flawed
process
out.

we

thus
far,
which
is
very
limited
there,
does
not
seem
to
be
a
need
for
a
substation
here.
The
the
last
report
came
out
almost
10
years
ago.
There
has
been
no
updated
information
or
evidence
that
this
is
even
needed.
We
know
that
this
puts
an
unfair
burden
on
the
residents
of
this
community.
It
means
that
they
would
lose
their
green
space,
lose
access
to
the
water
and
it
it.
You
know
people
have
questions
about
the
actual
risk
of
living
near
a
substation.

So
I
think
what
we
don't
want
to
do
here
is
repeat
what
has
happened
throughout
history,
which
is
that
poor
people
of
color
are
left
to
take
on
all
of
the
responsibility
in
terms
of
things
that
may
be
dangerous
for
their
community,
while
it
may
benefit
other
communities.
That
is
not
what
we're
going
to
do
here
in
east
boston.
We're
going
to
stand
with
the
residents
here
against
this
substation.

You
know
many
organizations,
the
entire
community
coming
out
against
something,
and
we
feel
over
and
over
again,
like
our
voices
just
keep
getting
stepped
on
by
the
companies
that
make
the
money,
the
companies
that
fuel
political
campaigns
and
those
of
us
that
live
here
and
perhaps
can't
afford
to
donate
generously
to
campaigns
and
those
that
are
actually
in
power.
What
would
you
have
to
say
to
those
of
these
boston,
brothers
residents
who
feel
like
it's
really
nice
to
say?
Yeah,
we
hear
you,
but
when
is
something
really
going
to
be
done?.

Well,
this,
so
so
that
you
know
as
your
new
mayor
six
weeks
into
my
administration,
and
I
think
this
shows
certainly
a
change
of
course.
It
it
you're
right
too
often
people
are
not
heard.

That
is,
that
is
always
the
case
or
often
the
case,
and
so
I
am
here
to
say
today
with
all
of
you
that
I
hear
you,
I
see
you
and
we
are
going
to
stand
together
on
this
and
we're
going
to
continue
to
fight
and
make
sure
that
we
have
our
green
space
protected
our
water
protected
and
really
the
health
and
safety
of
our
residents
and
our
children
as
you've
heard
from
noemi
who
lives
in
this
community.
The
benefits
versus
the
burden,
as
you've
heard
from
our
chief.

I
do
know
that
some
some
folks
are
calling
on
the
dep
to
shift
in
light
of
the
new
environmental
justice
law.
We
saw
that
actually
make
a
difference
in
springfield
and
so
we're
calling
for
some
courage.
I
think
there
there
are
folks
who
understand
this.
We
as
a
city,
the
mayor,
is
doing
what
she
can
with
the
with
the
the
leverage
that
she
has,
but
we
hope
that
the
department
of
environmental
protection
will
actually
protect,
protect
this
environment
and
protect
the
people
of
east
boston.

just
to
come
back
to
your
question
about
sean
ellis,
and
this
will
be
the
last
question
I
would.
I
would
say
that
you
know
I
don't
understand
why
we
would
need
yet
another
trial
after
this
has
been
tried
several
times,
and
I
would
question
if
this
is
a
good
use
of
taxpayers
dollars.
I
have
not
seen
that
actual
judgment,
so
I
don't
want
to
comment
further
on
that,
but
I
would
question
whether
this
would
be
needed
at
all,
given
that
this
case
has
been
tried
several
times
before.
