myself.
My

am
the
executive
director
of
the
office
of
police,
accountability
and
transparency,
but
before
we
get
started,
I
want
to
go
over
a
few
housekeeping
matters
with
you.
First
of
all,
this
meeting
is
being

members
of
the

the
civilian
review
board,
also
known
as
crb.

what
I
want
to
jump
right
into
is
going
over
what
today's
agenda
looks
like.
We
will
do
an
introduction,
which
I
just
did
the
approval
of
our
april
19th
meeting.
I
do
want
to
note
so
that
everyone
understands
how
our
meetings
work.
We
buy
ordnance
meet
four
times
a
year,
as
do
the
other
two
boards
that
my
commissioners
chair.

what
we
do
at
opec
staff
is
that
we
post
draft
minutes
online
and
then,
when
we
get
back
together,
we
finalize
these
minutes
just
so.
If
there's
any
discussion
that
we
have
the
discussion,
but
we
do
want
to
have
an
opportunity
for
the
public
to
not
have
to
wait
until
we
get
back
together
to
see
these
minutes,
so
we
did
meet
a
couple
of
months
ago.
So
I
want
an
opportunity
for
my
fellow
commissioners.

april
19
minutes

been
accepted

opec
commission

That
report
will
also

meeting

something
that
is
mandated
by
the
audience

created

office
of
police,
accountability
and
transparency.

opec
commission
again
is
comprised
of
the
three
commissioners
we
come
together
to
give
you
information
on
what
we
have
been
doing
as
staff
as
well
as
what
the
two
boards
have
been
doing
and
let
you
know
what
has
been
going
on
here
and
give
you
some
updates
all
around,
and
so
one
of
the
things
that
and
I'm
not
going
to
read
it
verbatim.
You
can
see
the
report
when
it
gets
posted,
but
I
wanted
to
give
you
some
highlights
of
this
report
has
been
noted
and
it's
still
ongoing.

We
have
the
fy
23
budget
that
has
come
out,
so
the
mayor
offered
a
budget,
as
the
new
charter
was
changed
last
year,
city
council
now
has
been
able
to
offer
their
budget
and
then
the
mayor,
as
of
yesterday,
gave
back
a
budget,
so
their
budget
passed
on
the
final
budget
will
need
to
be
voted
on
june
29th.

So
as
far
as
opac's
budget
is
concerned,
we
saw
an
increase
of
165
000
comparative
to
last
fyi
last
year,
fy
22's
budget,
and
that
was
because
we
look
for
three
new
investments.
Those
three
new
investments
were
one,
a
community
mediator,
a
new
full-time
position
in
our
office,
and
that
comes
really
from
the
ordinance.

The
audience
did
call
for
one
of
the
directions
of
when
we
do
get
complaints
here
at
opat
to
see
if
we
can
get
the
police
officer
and
the
complainant
to
come
together
as
a
different
avenue,
rather
than
a
full
complaint
or
going
before
the
crv
and
try
to
get
them
to
resolve
their
their
matter
with
the
mediator.
So
this
is
the
position
that
we
asked
to
have
funded
so
that
is
currently
pending
in
the
fy
23
budget.

We
also,
as
part
of
the
budget
process,
sorry
part
of
the
audience
we
have
to
report
every
semi-annually
on
the
hiring
promotion
and
retention
of
bipark
officers
and
bpd
and
during
the
first
annual
semiannual
report
in
last
december.
We
realized
that,
while
we
can
get
this
data
from
bpd
and
just
report
on
it,
I
am
of
the
mindset
that
reporting
data
without
any
process.

And
if
you
heard
me
at
any
of
these
meetings,
I've
heard
me
speak
anywhere
else,
I'm
all
about
procedures
and
solutions,
and
so
I
thought
it
was
really
important
that
we
look
into
not
just
what
the
data
is
telling
not
just
look
at
the
data,
but
look
at
what
the
data
is
telling
us
and
where
bpd
could
do
better
in
the
promotion
hiring
retention
of
by
officers.

So
we
sought
money
for
a
consultant
to
look
at
that
and
see
ways
that
we
can
strengthen
the
relationship
of
retire
of
hiring
retention
and
promotion
of
bypark
officers.
So
we
have
that
as
one
of
the
second
key
investments
that
we
looked
at
and
lastly,
looking
at
a
year-long
paid
internship,
everyone
heard,
if
you
heard
me
talking-
I
get
very
excited
about
this
for
high
school
and
college
students
in
opec.
So
this
is
not
something
that's
in
the
audience.
This
is
not
something
someone
asked
us
to
do.

This
is
something
that
I
believe
that
we
need
to
do
to
have
a
continuous
ongoing
relationship
and
conversation
with
the
youth
in
boston
about
police
reforms,
so
that
we
are
constantly
involving
our
youth
in
our
conversations
about
how
they
feel
their
relationship
with
the
police
are
doing.
Our
work
is
going
to
be
centered
around
trust
building
in
the
community,
and
we
need
to
make
sure
that
you
stay
centered
and
focused
in
this.

So
it
is
a
paid
internship
high
school
students
are
getting
paid
more
than
a
minimum,
so
they
are
getting
paid
18
an
hour
and
college
students
will
be
getting
paid,
22
dollars
an
hour,
so
we're
looking
forward
to
that.
We
actually,
this
summer,
we'll
be
starting
the
program
with
the
having
some
high
school
students
start
because
we
have
summer
youth
programs,
some
of
you,
starting
through
y
e,
starting
next
week,
the
week
after
the
27th
and
we'll
talk
a
little
bit
more
about
that
later.

I'm
trying
to
stall
and
giving
you
too
much
information
because
we're
going
to
talk
a
little
bit
more
about
that
later,
but
we
will
have
some
kids
that
come
in
this
summer,
so
I'm
very
excited.
So
that's
one
of
the
investments
for
165
000
comes
in
at
the
next
thing
I
do
want
to
talk
about.
Is
the
post
commission
and
I
know
not
in
april,
I
think
in
the
meeting
we
had
before
that
we
talked
about
the
90
days
that
the
post
was
proposing
for
their
investigations.

So
they
want
to
pause
and
have
a
little
bit
more
conversation,
and
let
you
all
know
I
I
think
I
did
mention
this
in
april,
but
they
did
vote
on
this,
and
the
regulation
did
pass
that
90
days
was
the
time
frame
that
was
given
for
law
enforcement
bodies
and
including
ourselves
to
actually
complete
investigation.

So,
the
time
that
a
complaint
comes
in
till
the
time
that
it
it
it's
complete
it's
90
days,
I
immediately
after
they
passed
this,
sent
an
email
to
the
executive
director
about
this
and
explain
to
them
the
process
in
which
we
by
ordinance
have
to
go
through,
including
you
know,
having
a
complainant
who
may
email
who
may
call
leave
a
message
who
you
know
could
mail
in
their
complaint.
That
requires
follow-up
and
the
process
of
having
a
civilian
review
board.
A
Look
at
every
complaint,
make
a
recommendation
and
then
send
it
over
to
the
police.
Commissioner
there's
90
days.
This
is
not
sufficient
enough.
They
understood
that
and
agreed
that
we
needed
more
time
the
we
can
ask
for
every
time
we
could
ask
for
more
time,
but
I
explained
that
it
means
every
time
we
get
a
complaint
immediately.
We're
going
to
ask
you
for
more
time,
because
the
crb
only
meets
four
times
a
year.

So
we
we're
working
with
crb
about
extending
that
time
in
a
boston
carve
out,
but
we
have
not
gotten
anything
back
from
them,
but
they
did
indicate
that
they
did
not
believe
that
it
was
unreasonable
that
we
have
more
time
as
a
standard
because
of
the
civilian
review
board
meeting
four
times
a
year
and
the
way
the
ordinance
is
written
written.
But
I
did
want
to
let
you
know
that
I
did
have
a
conversation.
I
think
it
was
within
days
of
them
passing
their
regulation.
I

It's
kind
of
just
depends
on
when
that
investigation's
concluded
that
when
it
goes
to
crb,
I
was
thinking
like
maybe
bifurcating
it
in
that
way,
where
it's
not
like
crb,
rendering
some
recommendation,
but
at
least
the
completion
of
the
investigation
itself
right
where
I
don't
know,
if
that
you
know,
if
we
we
thought
of
it.
That
way
too,
because
I
mean
obviously
where
crb
is
only
four
times
a
year.
I
It
it
just
probably
won't
be
possible
unless
the
timing
just
works
out
exactly
you
got
the
you
got
the
complaint
like
right
after
the
last
crb
meeting,
and
it
will
be,
you
know,
decided
on
at
the
next
one
and
that's
assuming
the
crb.
Doesn't
you
know
hold
it
for
the
next
meeting
or
you
know
I
I
don't
know
if
it
could
be
kind
of
based
on
just
like
the
the
the
investigation
itself
being
complete
by
opac
versus
like
a
recommendation
as
well,
and
then
it
going
to
the
commissioner.

Yes,
so
the
way
the
regulation
is
written
is
the
whole
thing
is
just
resolved
in
that
90
days
and
that's
the
biggest
issue.
I
mean
the
inves
the
way
that
we
envision
when
we
are
trying
to
we're
drafting
up
our
own
internal
structure
and
manuals.
A

They
will
call
and
say
they
or
they
send
something
through
our
online
format
and
we
reach
out
back
to
them
and
the
timing
of
just
trying
to
get
them
back
on
the
phone
could
be
two
three
weeks
and
then
we
have
to
make
sure
that,
as
you
know,
we've
had
this
happen
in
this.

The
first
crb
meeting
thing
on
may
10th
when
we
had
something
that
was
out
of
scope,
but
you
have
to
do
so
much
work
to
determine
that
it's
out
of
scope
and
once
you
find
out
that
it's
out
of
scope,
you
then
have
to
put
it
before,
so
it
can
be
shorter
right,
because
that
was
a
shorter
one.

However,
we
have
some
that
are
just
ongoing,
because
people
travel
their
work
schedules.
A

We
don't
want
to
make
a
complainant
feel
like
if
you
don't
give
us
an
answer
in
10
15
days
that
you
really
want
to
complete
this
we're
going
to
have
to
close
this
because
there's
no
way
we're
going
to
meet
this
deadline.
So
we
do
we're
not
asking
for
a
substantial
amount
of
time
to
be
extended
on
to
90
days.
We're
still
going
to
be
underneath
the
same
amount
of
rush
to
get
work
done,
and
I
don't.
I
don't
think
it's
going
to
just
be
specific
to
opat.

I
think
that
there
is
going
to
be
a
further
conversation
that
they
need
to
have
about
just
truly
understanding
that
complainants
themselves
are
not
always
available
to
follow
through
on
giving
you
all
the
information
or
witnesses
being
available.
So
what
to
figure?
All
of
that
out.
I
don't
have
a
real
answer
for
you
at
this
time,
but
I
do
think
that
90
days
just
for
the
investigative
piece,
if
we
got
everything
from
the
complainant
in
a
short
period
of
time
or
say
they
gave
us
everything
on
day
one
and
we
spoke
to
them.

We
got
everything
we
needed.
We
find
out
that
it's
in
scope
and
we
move
it
over
into
an
investigative
side.
There's
a
chance.
We
could
get
all
that
investigative
piece
done
in
90
days,
but
it
still
would
not.
It
would
still
require
us
to
seek
permission
from
well.
It
wouldn't
even
it's
not
us
who
are
seeking
permission.
We
would
have
to
let
bpd
know
and
boston
police
department
who
then
would
have
to
send
it
up
to
the
post
because
we
are
not
allowed
underneath
the
legislature.

You
know
kind
of
consent
or
waiver
of
that
requirement,
whereas
you
know
I
would
imagine
that
a
good
number
still
will,
but
just
wanted
to
see
if
there
was
a
way
to
make
it
so
that
a
chunk
do
not
just
because
it
feels
like
they
voted
on
it
and
we,
you
know
opaque
was
in
communication
with
them
and
I'm
sure
it's
not
just
oppa
that
has
this
issue,
there's
probably
other
community.
You
know
civilian
review.

And
organizations
that
also
are
probably
have
the
same
issue,
but
you
know
just
trying
to
think
of
ways
to
at
least
elect
some
of
our
ones.
Our
investigations
kind
of
like
fall
within
that
time
frame
if
there
were
carve
outs
for
the
recommendation,
part.

Yeah-
and
no
so
I
know
like
I
know
more
familiar
with
cambridge
cambridge
uses
the
cambridge
police
department
to
do
the
investig
investigatory
work
on
civilian
review
on
board
on
their
civilian
review
board
work,
so
they
would
still
be
using.
They
would
just
be
using
posts
we
are
uniquely
situated.
So
it
is
something
that
we
are
still
working
with
the
post
commission
to
figure
out.
How
do
we
do
reporting
we
buy
ordinance
when
we
do
get
complaints,
in
addition
to
posting
it
on
our
website?
A
We
inform
bpd
of
these
complaints
and
because
we
are
informing
bpd
of
the
complaints
that
we
receive.
Bpd
then
sends
them
up
to
the
post
commission,
but
they
themselves
are
not
investigating
them,
but
it
does
put
internal
affairs
on
alert
that
this
complaint
has
been
received
before
this
officer
around
this
issue,
so
it
doesn't
preclude
bpd
from
starting
their
own
complaint
investigation,
but
it
does.
Let
them
know
that
this
is
going
on.
So
post
commission
is
alerted
through
about
all
of
our
complaints
through.
I
Bpd
and
just
one
question:
what's
the
if
it
doesn't
like?
Let's
say
I
know
we're
in
conversation,
so
that's
good,
but
what
what's
the
consequence
or
is
there
none?
It's
just
just
trying
to
figure
out
what
would
be
like.
What's
the
consequence
for
lack
of
a
better
word,
if,
if
it's
not
done
on
time,.

So
by
statute
you
actually
have
a
year
to
complete
an
investigation.
I
think
the
90-day
rule
is
just
to
give
post
a
heads
up.
I
don't
really
have
an
explanation
on
what
the
90
why
they
reduced
it
to
90
days.
I
think
in
the
year
post
commission
now
has
the
statutory
authority
authority
to
come
in
and
take
over
a
case
if
they
wanted
to,
because
the
case
has
been
stalled
for
a
year.
However,
that's
as
far
as
I
know,
I
think,
they're
still
creating
their
rags
around
this.

So
I
don't
know
if
there's
any
fines
or
penalties
that
they
will
add
on
to
it.
I
haven't
seen
any
that
are
that
are
attached
to
it,
but
we
by
statute,
don't
qualify
as
a
law
enforcement
body,
so
we
would
not
face
those
things,
but
we
don't
want
to
what
we
have
been
doing
for
our
own.
Accountability
is
following
the
same
mandates
that
have
been
placed
on
bpd,
and
so,
if
they
tell
bpd,
they
have
90
days
to
complete
an
investigation.

Thank

the
other
thing
the
post
commission
is
in
the
process
of
doing
right
now
is
recertifying
police
officers.
So,
with
the
passage
of
their
state
reforms
around
police,
they
also
post
commission
was
created
to
also
certify
police
officers.
So
now
they
have
to
be
certified
to
be
police
officers.
There
are
now
they
started
with
a
through
h
and
in
that
process
they
are
splitting
it
out.
There's
a
questionnaire
and
an
attestation.
I
don't
know
if
I'm
saying
that
right
that
they're
requiring
officers
to
fill
out
in
their
superiors.

Now
there
was
a
similar
process
that
was
used
earlier
this
year
for
officers
who
were
in
the
new
recruit
class,
who
were
in
police
academies
they're
supposed
to
be
in
the
ordinance.
It
says
they're
supposed
to
go
before
the
post
commission
and
have
this
interview
done
and
the
like,
but
they
just
don't,
have
the
capacity
build
up
yet
because
they're
a
new
organization
to
do
this.

So
that's
why
there
is
a
questionnaire
and
attestation
that
they're
putting
on
to
the
law
enforcement
departments
themselves
to
do
this
has
been
causing
quite
some
stir
law
enforcement
world
across
the
state.
As
of
last
week,
bpd
had
not
turned
in
any
of
the
questionnaires
or
assassinations,
because
there's
932-
and
I
don't
know
if
they're
going
to
meet
their
deadlines.

I
believe
that
they
all
had
to
they
have
to
all
be
in
shortly,
but
they
I
don't
know
that,
and
I
don't
want
to
that
I'll
do
by
tomorrow,
and
I
don't
think
that
they
will
meet
that
deadline.

Like
it's
online,
it's
all
on
the
post
on
it's
all
online,
the
questionnaire
attestation,
I
have
been
posted
online.
It
is
they're
very
transparent
about
what
they're
asking,
and
I
think
the
biggest
issue
is
that
everyone
has
to
be
interviewed.

There
is
a
process
that
they
are
allowing
and
what
the
post
commission
has
been
doing,
because
it's
been
so
contentious
is
that
they've
been
meeting
almost
weekly.
They
have
been
meeting
weekly
in
the
last
couple
of
weeks,
so
they
have
established
a
way
that
you
can
ask
for
an
extension
or
of
time,
and
some
almost
certain
bpd
will
be
asking
for
that
extension
of
time,
but
they
are
working
toward
getting
these
things
done.
It's
what
I
was
told
last
week.

So
they
can
do
conditional
certification,
there's
all
these
things
that
they
voted
to
amend
last
week,
just
because
it's
it's
been
a
daunting
task
on
a
lot
of
the
municipalities
to
get
this
work
done.
But
I
do
I
did
want
to
highlight
that
for
the
commissioners,
so
that
you
do
you
didn't
know
that
there
are
that
deadline
is
tomorrow
and
then
boston
would
most
likely
not
be
able
to
make
that
date.

So
any
questions
on
that
and
once
they
are
done,
all
this
stuff
will
be
online
and
available
and
on
the
post.
Commission
post
commission's
website
is
full
of
a
lot
of
information.
If
you
do
want
to
attend
their
hearings
or
public
meetings,
they
are,
they
do
have
a
sign
up.
They'll,
send
you
an
email
for
you
to
participate
in
listening
to
their
hearings
or
meetings,
stop
saying
here's
their
meetings
and
a
lot
of
people
do
attend.

They
ask
great
questions
and
they
provide
good
information
on
what's
going
on
and
we
do
have
larry
calderon
as
a
commissioner
who
is
the
head
of
the
patrolmen's
union
and
larry
ellison,
who
service
also
sits
on
the
boston
police
department?
So
we
do
have
two
commissioners
from
boston
police
department
serving
on
the
post
commission.

So
now,
I'm
going
to
go
into
some
more
updates
that
are
also
required
by
ordnance
from
that
we
report
out.
So
these
will
just
be
read
directly
so
some
activities
for
our
quarter.
This
is
what
our
website
looks
like.
So,
if
you
ever
go
on
our
website,
it's
it's
pretty
good.
At
looking
at
what
our
complaints
look
like,
we
do
update
at
the
end
of
the
month,
all
the
complaints,
demographics
on
our
dashboard,
where
they
are
located
the
demographics
of
the
complainant.

If,
given
to
us,
it's
not
required,
if
someone
declines,
we
do
not
ask
for
it.
You
will
see
that
if
there
is
any
discipline
once
we
start
disposing
of
cases
and
recommendations
of
discipline
come
in
from
the
civilian
review
board.
That
would
also
be
listed
up
here
as
well.

So
that's
april,
through
june,
we've
had
one
case
go
in
to
the
slovenia
review
board
and
that
was
ruled
as
out
of
scope,
and
in
that
case
we
just
needed
to
help
identify
a
different
city
department
which
our
staff
did
to
help
answer
a
question
for
someone:
we've
had
no
dispositions
that
were
referred
to
any
cases.
Nowhere
for
cases
referred
right
now
to
the
internal
affairs
oversight
panel.

We've
had
no
disciplinary
actions
referred
to
the
commissioner
in
this
quarter,
and
so
the
number
of
complaints
received,
the
type
of
misconduct
alleged
and
the
investigatory
type
of
statuses.
So
we
received
nine
complaints
in
the
second
quarter.
Two
were
on
racial
profiling.
A
One
alleged
unlawful
detention,
two
com,
alleged
disrupt
disrespectful
interactions,
one
alleged
unresponsive
regarding
an
investigation
and
two
issues
were
regarding
the
brick
gang
database
and
one
we
have
is
miscellaneous
out
of
scope.
A
So
we
will
report
on
all
cases
that
come
in,
even
if
they
are
out
of
scope,
we're
just
going
to
report
on
everything
that
comes
in
all
these
cases
are
currently
in
the
pending
status,
so
they
have
not
been
heard
before
the
crb.
A
As
of
yet
the
demographics
of
the
complainants,
we've
had
one,
they
were
one
asian
one,
cape
verdean,
one
white
to
latino
and
four
complainants
declined
to
answer.
A
One
complainant
was
between
the
ages
of
36
and
39,
and
six
complainants
decided
not
to
disclose
five
complainants
were
identified
as
male
one
complained
identified
as
female
and
three
complainers
declined
to
answer
three
complainants
identified
as
straight
heterosexual
and
six
complainants
declined
to
answer.

So
I'm
going
forward,
we
have
done
a
lot
of
work
in
the
last
year,
so
I've
had
my
one
year
anniversary
as
the
executive
director
of
the
office
of
police
accountability
last
month
and
really
did
some
reflective
work
on
what
we've
done
in
that
one
year
and
it's
been
some
great
foundational
building,
having
staff
having
a
building
here
in
new
being
square
and
having
a
fully
seated
two
seat,
fully
seated
boards
and
really
getting
the
foundational
work
done
and
still
building
on
that
foundational
work,
and
one
of
the
things
that
has
continuously
come
up
is:
who
are
we?

What
do
we
do
and
who
do
we
serve,
and
so
I'm
looking
at
going
forward
in
year,
two
as
in
getting
really
getting
to
know
opat
moving
being
beyond
the
marches.
What
work
needs
to
be
done?
The
policy
really
really
being
put
into
pla
practice,
and
so
that's,
where
we're
moving
ahead
to
this
summer.

this
two
youth
is
really
again
looking
at.

do
we
keep
those
voices
coming?

we

we

them
engaged

civilian
review

is
one
youth
voice

thought
it
was
very
important
that
we
continuously
engage
our
youth
in
high
school
and
also
teach
them
the
foundations
of
how

we
engage
them,
but
give
them
to
so
that

they

older,
they
continue
to
do
this
work.

youth
coming
this
summer.
They
will
start
to
develop

youth
advisory
council,
as

they
will
develop

skills

how

to
the
end,
and
I'm
excited
to
have
them
here.

that
they
are
members

community
and
they
won't

regular
filing

have
kids
in

summer.

kids
really
need
to
be
engaged.

have
speakers

want

that
they
know

in
our
community

and

program

youth
