the
folks
are
behind

I
want
to
thank
you,
they're,
all
going
to
be
speaking.

Most
people
be
speaking,
we're
looking
forward
to
hosting
sale
Boston
this
weekend
in
the
city
of
Boston,
we're
grateful
and
thankful
for
the
collaboration
between
the
Commonwealth,
the
city,
not
support
the
US
Coast
Guard,
the
FBI
and
all
the
different
authorities
on
it.
Thank

for
the
great
work
that
they've
all
done
here.
Boston
is
proud
to
be
the
only
American
port.
That's
going
to
just
going
to
host
the
tallship
regatta
as
they
sail.
A
As
we
all
know,
we
have
a
rich
maritime
history
in
the
city
of
Boston
in
a
legacy
as
a
port
city,
and
not
just
the
city
of
Boston,
but
also
the
Commonwealth
of
Massachusetts
hosting
these
esteemed
charl
ships
is
a
great
honor
for
our
city.
Cel
Boston
runs
from
Saturday
June
17th
to
Thursday
June
22nd.
It
will
be
the
gladdest
gathering
of
international
ships
in
our
city
since
2009
the
parade
sale
takes
place.
This
Saturday
morning
will
involve
50
ships
sailing
through
Boston
Harbor
at
different
times.
A
Are
these
different
ships
and
learn
about
history,
we're
expecting
around
2
million
people
that
will
come
to
this
visit
the
city?
The
economic
impact
will
be
enormous,
obviously,
from
people
staying
in
our
hotels
to
dining
in
our
restaurants,
shopping
in
our
districts
and
much
more
so
I
encourage
all
visitors
that
come
to
the
City
of
Boston.
Please
spend
as
much
money
as
you
want.
We
will
not
stop
you
all
of
the
eyes.
The
showcase
will
be
on
the
City
of
Boston
in
the
state
of
Massachusetts
over
the
next
over
the
next
five
six
days.

well
I
know:
I
want
everyone
have
fun.

also

everyone
to
be
cautious
and
vigilant.
You're
going
to
hear
a
lot.
Commissioner
Evans

in

preparation
working

both
local
and
federal
authorities.

the
colonel
the
state
police
coming
up
here,
we're
going
to
make
sure
that
this
event
runs
smoothly
and
safely.
The
Transportation
Secretary
Gina
panda
is
going
to
talk
about
streets
of
the
clothes
and
and
also
something
Polly

talk
about
some
other
transportation
issues.

be
affected
most
as
far
as
traffic
goes
onset
on
Saturday
and
possibly
Friday

ships

asking
people

take
public
transportation.

out

town,
so
you're
not
stuck

traffic.

want
people

something
out

the
ordinary
in
the
public
during
the
next
few
days,
just
just
grab
a
public
safety
official
there's
going
to
be
plenty
of
awesome
police
officers
down,
there's
gonna
be
plenty
of
state
state
troopers
on
it.
There's
going
to
be
firefighters
down
and
EMTs
down
there,
just
asking
people
just
to
grab
one
of
those
folks.
If
you
see
something,
that's
not
right
rather
be
safe
than
sorry.

about
the
fact
that
the
last
time
we
had
this
parade
of
sail
through
Boston
Harbor
was
in
2009

Think,
the
last
time
we
had
this
many
ships
was
probably
2000.
Am
I
right
about
that?
You're

Let's
face
it,
the
waterfront
looked
a
lot
different
in
2000
than
it
looks
today
and
I
think
that's
an
important
element
for
people
as
they
go
about
the
process
of
figuring
out
where
they
might
want
to
view
these
from
the
mayor
talked
about
the
website.

It
is
really
important
that
people
check
that
out,
because
one
of
the
big
pieces
of
work
that's
been
done
by
folks
outside
of
sort
of
the
basic
logistics
of
the
event,
is
figuring
out
where
the
best
viewing
spots
would
be,
and
then
creating
transportation
and
security
protocols
to
make
it
possible
for
people
to
be
actually
able
to
get
to
the
places
where
the
best
viewing
sites
would
be.
And
as
the
mayor
said,
this
is
probably
going
to
be
about
2
million
people
over
the
course
of
four
or
five
days.

It's
going
to
be
a
ton
of
humanity
and
I.
Think
it's
really
important
for
people
to
do
some
homework
on
this
and
to
plan
ahead.

a
look
at

planning

you

transportation

be

try

sure
that
people
can
get
in

out

reasonably
orderly
way,
given
the

size
of
the

the
event
itself
and
the
any
issues
associated
with
getting
people
to
and
from

places

they're

certainly

heightened
level
of
security
about
this,
but
that's
not
new

the

people
in

issue
weeks
and
months
ago.

do
your

threats

this
event

people
are
worried
about
the

rating,

you

that

months

it's
more
because
of

complexity
of
the
event

International
themes
of
the
event,
but
I
don't
believe.

There's
any
threat
to
this

encourage
everyone
to
come
down,
but,
like
the
governor
says
in
may,

but
pay
attention
to
some
of
the
restrictions.
Obviously
it's
going
to
impact
the
cell
boston
community,
so
there'll
be
certain
road
closures
in
south
boston,
the
downtown
area,
as
we
move
over
the
Chou's
town
and
other

over
in
East
Boston.

know
I
want
to

Ridge
and
Pat
crossing
and
my
team

working
with

from
the
FBI

all
our
Patton
is

This
planning
went
on
for
the
last
year
and
I
think
we
have
a
great
plan.
We
really
do,
but
that
being
said,
obviously
we're
taking
a
lot
of
safety
precautions
like
we
do
with
the
marathon.
You
know
we're
going
to
have
checkpoints
that
people
are
going
to
have
to
pass
through
all
along
from
South
Boston,
all
the
way
to
East
Boston.

So
we
ask
you
to
cooperate,
you
know,
don't
bring
large
backpacks,
don't
bring
the
coolest,
don't
bring
that
don't
bring
things
that
might
slow
down
the
process
of
you're
moving
into
a
particular
area
when
a
particular
area
gets
full.
We're
going
to
ask
you
to
move
on
to
another
area
to
watch
the
ships
commit
not
all
along.
The
waterfront
is
going
to
have
public
access.

that's
why
the
public
has
to
look
to
where
the
access
is
going
to
be
some
of
those
areas
of
private
and
you're
not
going
to
be
allowed
to
help
public
asset.

that
will
block
access

the
waterfront

Boston

mean

make
sure
that
the
route

shut
down,
but
I
really
want
to
stress
that
there
is
no
threats
to
this
race.

been
working
with
Hank
Shaw,
the
FBI,
the
state,
colonel
McEwing
jofi
and
the
fire
department
Rene
fielding.
You
know
we're
working
hard
on
this
plan
just
to
make
it
a
great
day
and
we
have
no
doubt
other
one
other
than
I
hope
the
weather
gets
a
little
better,
that
it's
going
to
be
a
super
day,
but
I'm
also
don't
want
to
lose
focus
here.

main
concern
not
only
is
here
but
in
the
neighborhood,
so
I
want
to
make
it
clear.
In
the
last
two
nights,
we
had
two
homicides
in
Mattapan:
we're
not
going
to
lose
focus
that
you
know.
That's
a
big
concern
for
us,
so
we're
going
to
have
plenty
of
assets
down
along
the
waterfront.
Well,
it
will
not
pull
from
resources
in
a
neighborhood
because,
honestly,
that's.
Why
keeps
me
up
more
than
this
event?
Keeps
me
up
just
these
young
kids
getting
shot
on
the
street.
So
together
we
got
a
great
plan.
Everybody
please

This
is
really
going

event

city
expecting
teeming
crowds
of
people
to
be
in
fluxing
in
our
neighborhoods.
So
we
want
everyone.
That's
taken
part
of
the
festivities
to
get
access
to
the
viewing
areas,
but
also
to
be
aware
that
there
will
be
significant
parking
restrictions
and
also
road
closures.

So,
for
this
reason
motor
vehicles
will
be
prohibited
from
a
lot
of
the
streets
that
are
close
to
the
viewing
areas.
So
we
want
residents
and
anyone
who's
planning
their
trip
in
really
take
the
opportunity
to
visit
the
website.
Boston,

Boston
and
from
here
you
can
look
at
Street
impact
and
you
can
see
neighborhood
by
neighborhood
exactly
what
the
plans
are.
All
of
those
streets
will
be
posted
for
parking
restrictions
and
you'll
see
security
barriers

out

enough
that
visitors
should
take
the
opportunity
to
take
a
look

the

a

effort

trip

public
transportation

shuttles

some
of

outlying

from
west
of
the
city
and
from
north
of
the
city.

there's
really
no
reason

bring
your
car
in.

also
want

emphasize
that
there
are
some
other
activities
that
are
taking
place
in
the
city
in
Kenmore
Square
and
in
some
of
our
other
neighborhoods.

impact

travel
plans
as
well
and
some
other
events
that
are
taking
place
throughout
the
sale
Boston
weekend.
Everything
kicks
off
on
Saturday,
with
a
parade
of
sale,
which
is
going
to
be
a
great
event
with
multiple
viewing
locations
in
Charlestown,
East,
Boston
and
South
Boston
in
viewing
along
the
waterfront,
but
there's
also
other
activities
that
are
taking
place
on
Sunday
and
Monday
all
the
way
through
Thursday
when
the
ships
sail
out

plan

diverse

involve
state
troop
as
you'll,
see
in
uniform,
including
patrols,
farm
squads,
k9
units,
the
Marine
unit
and
the
a
wing.

fantastic

with
the
confidence
that
a
meticulous

comprehensive
plan

place

ensure
their
safety.

sees
anything

anyone

Ships
in
the
United
States
in
2009.
We're
reminded
it's
the
first
time
this
event
is
being
held
in
Boston,
since

terrorists
struck
at
the
heart
of
our
city
four
years
ago.
Since
that
day,
a
lot
has
change
in
how
we
prepare
resource
that
address
special
events
within
the
Commonwealth,
and
this
event
is
no
different
on
a
positive
front.
There's
nothing
conspicuous
regarding
the
current
threat
picture
at
this
point
in
time.

The
FBI
and
our
law
enforcement
partners
at
every
level
are
unaware
of
any
specific,
credible
threats.
Targeting
this
event,
however,
we
are
closely
monitoring
world
and
national
events.
We
remain
concerned
about
the
continued
interest
that
international
terrorists
in
homegrown,
violent
extremists
have
been
exploiting
mass
gatherings
in
soft
targets.

Ie,
illogically,
inspired
or
homegrown
violent
extremists
will
continue
to
be
a
particular
concern
to
their
ability
to
remain
undetected
until
operational.
As
recently
seen
in
the
Manchester
London
and
Paris
attacks,
the
FBI
has
actively
worked

collect

share
intelligence
relevant
to
these
attacks,
so
Lauren's
law
enforcement
first
responders
and
emergency
management
have
the
latest
information
to
make
the
most
informed
decisions
regarding
the
best
use
of
their
resources.

critical
role

safety
and
security

this

reporting

suspicious
activities
or
behaviors

the

vibrant
Harbor.
Thus

Coast
Guard
will
be
out
in
force
leading
all
maritime
safety
and
security
operations
together
with
our
city
and
state
partners.

We'll
maintain
a
strong
presence
as
the
tall
ships
arrive
on
shore
during
the
parade
of
sails
they
transit
in
and
throughout
the
week
to
ensure
safety
of
the
public
and
the
port.
Saturday's
parade
of
sale
will
be
led
by
the
Coast
Guard's
cadet
trading
ship
eagle.
We
will
enforce
the
safety
zone
a
protective
buffer
around
each
tall
ship
as
they
transit
in
more
than
500
active
duty.
Coast
Guard
men
and
women
are
dedicated
to
ensuring
the
success
of
sail
Boston
along
with
100
Coast
Guard.

Reservists
will
also
have
a
24/7
incident
command,
post,
three
Coast
Guard
cutters,
seven
response
boats,
our
anti-terrorism,
Quick,
Reaction,
Force
and
hazmat
WMD,
Response,
Team
and
augmentation
from
17
of
the
vessel's
is
my
priority
that
the
voting
public
has
fun
but
keep
safe
while
operating
their
boats
in
Boston
Harbor.
We
expect
hundreds
of
recreational
and
charter
boats
to
be
spectators.
These
vessels
must
be
positioned
in
temporary
Anchorage's
from
8:30
a.m.
Saturday
morning.

No
movements
will
be
allowed
after
8:30,
except
with
explicit
permission
from
the
Coast
Guard
and
after
the
conclusion
of
the
parade
we
created
informational
cards
depicting
Anchorage
locations
in
the
traffic
pattern
for
boats
to
follow
after
the
prey
to
sail.
These
are
available
to
the
press
and
we've
been
giving
them
out
to
the
public
as
a
mayor,
and
everyone
emphasized.
Safety
is
paramount.
The
Coast
Guard
urges
recreational
boats
and
paddle
craft
users
to
be
especially
conscientious
and
cautious
throughout
sail
Boston,
and
particularly
on
Saturday
and
Sunday.

Guard
was
founded
right
here
in
Massachusetts
more
than
225
years
ago,
so
I'm
thrilled
for
the
public
to
experience
sail
Boston
in
this
vital
port
with
such
a
rich
maritime
history,
as
captain

port

the
city
and
state
partners
in
this

closely

foster

safe

secure
event

the
water
and
the

that

really
want

convey

people

the
tea
is
ready
to
give
everyone
who
wants
to
come
to
sail
Boston

transportation
they
need
to
get
to
all
the
events
beginning
with

parade

sail,

who
live
outside
of
Boston
may
not
be
regular
users
of
the
MBTA.
We
want
you
to
know
we
put
on
extra
service.
Usually
Saturday
is
a
pretty
light
commuter
rail
day,
because
it's
a
commuter
rail
system.
We
have
extra
trains.

The
schedules
are
posted
they're
designed
to
get
people
in
and
out
for
when
we
would
think
people
want
to
come
in
on
Saturday
or
Sunday
there'll
be
shuttle
buses
to
take
people
directly
from
the
community
rail
system
to
the
viewing
areas.
As
the
governor
mentioned,
we've
put
special
passes
together.
So

you
don't,
you
know,
usually
ride
the
T
and
you
don't

a
pass.
You
can
buy
a

have
extra
volunteers
at
the
stations.
Just

are
pretty
open
on
weekends,

drive-in
park,
your
car
there'll

staff
and
volunteers

hand

commuter
rail
system
and
the
shuttle

So,
as

evidence
you

mentioned,
we've
seen
an
increase
in
the
use
of
vehicles,
you
know,
has
a
means
of
a
device
or
you
know
activity.
So
there
were
different.

effort
to
be
able
harden
certain
areas,
so
a
vehicle
will
be
that
much
more
difficult.
You
know
how
our
viewing
areas
will
ultimately
mean.
You
know
we
would
actually
go
into
warning
and
so
forth
to
be
able
to
get
you
know
into
those.
Those
spots
will
be
a
more
of
a
heightened.
You
know,
law
enforcement
presence
in
those
certain
areas
and
then,
in
terms
of
you
know,
having
the
police
presence,
barriers
and
so
forth.
That's
what
we
became
by
hardening.
You
know
a
soft
area.

as
you
would
see,
it's
something
that
just
wouldn't
have
the
same
degree
of
police
presence
or
so
forth
within
it.
So
you
know
the
reality
of
the
world
that
we're
dealing
with
today
is
that
we
do
the
best
we
can
to
harden
as
much
as
possible
to
be
able
to
allow
the
public
to
have
really
a
safe
viewing
experience,
but
the
reality
behind
what
we're
confronted
with
is
that
you
know
any
potential
area
you
know
could
be
vulnerable.

the
most
part
come
Monday,
you
know,
is
certain
locations
to
view
the
ships
that
would
be
dark,
but
we
really
don't
see
a
major
impact
other
than
you
know,
asking
people
to
take
public
transportation,
but
we're
really
ramping
it
down.
There'll,
be
offices
around
the
different
ships,
but
I
think
clearly,
with
we're
going
to
see
the
most
visitors
on
Saturday
and
Sunday.
Obviously,
people
probably
should
be
aware
of
the
commute
coming
into
the
city,
but
we
don't
anticipate
it
having
a
significant
impact
on
the
city.

don't
anticipate
road
closures
for
the
most
part
on
Monday
morning,
so
we're
hoping,
there's
very
minor.
You
know
influence
on
the
commute,
so
obviously
Saturday
is
the
big
day.
That's
what
we're
all
gearing
up
for
these
are
post
all
along
the
waterfront
but
other
than
in
the
immediate
area
where
there
might
be
some
spill
out.
We
don't
anticipate
this
impact
in
the
morning,
commute
on
Monday.

census
numbers
just
how
many
officers
will
be
on
three
people,
I
mean,
but
we
don't
use
it
get
into
numbers.
But
I
can
tell
you
a
significant
amount
to
make
sure
this
event
goes
well
and
obviously
a
lot
out
on
traffic
because
of
the
impact
will
have
offices
on
traffic
post
to
outsell
Boston,
as
when
roads
are
blocked.
It's
going
to
impact
that
we're
going
to
have
them
in
downtown
we're
going
to
have
a
lot
of
in
Charlestown
and
a
lot
in
East
Boston.
So
a
lot
of
it.

are

post
just
to
alleviate
what
might
be
road
closures,
but
I
can
tell
you
a
significant
amount,

going
to
be
working,

we
don't

Fire
Department,
we're
all
going
to
be
out
there
to
make
sure
this
couldn't
be
a
great
event
and
a
safe
event,
which
is
the
most
important
thing

there's
a
multi-layered
approach,
like
the
colonel

So
when
you're
walking
up
to
the
event

going
to
be
undercover
officers
who
have
been
specifically
trained

watching

someone

might
be
carrying
a
bomb
I
know
we
sent
a
couple
hundred
offices
to
be
trained,
they'll
be
undercover.

if
you
approach
they'll
have
eyes
on
you
when
you
approach
the
barrier,
there'll
be
private
security
working
with
both
the
state
place
in
Boston
to
one,
but
also
to
check
bags
for
the
most
part,
and
then
when
you
go
in
and
that's
why
I'm
asking
honestly,
if
you
have
large
bags
or
coolers
or
you
know,
leave
them
at
home
that
way
we
can
move
the
process
in
and
I.
Ask
you
your
cooperation.
If
we
actually
move
to
another
location?

only

don't
want
an
area
too
crowded
that
we
can't
have
a
bond
technicians
and
our
dogs
move
around
we've
done
that
with
the
marathon

last

multi-layered
approach

keep
it

key
is
not
to
show
a
type

force
that
people
are
allowed
and
we'll

vests

we

watching

the
vulnerabilities
that
other
places
might
have
had-
and
you
know
I
feel
really
safe
of
the
fact
that
when
my
commissioner
stands
at
the
podium
and
talks
about
Boston
being
safe
for
the
weekend-
and
you
have
the
FBI
track
to
standing
at
the
podium
saying
that
we're
watching
every
single,
credible,
any
type
of
information
that
we
feel
safe
and
the
kernel
the
State
Police
gets
up
here,
I
feel
it
Boston's
in
a
safe
place.
Now
that
doesn't
mean
that
something
can
happen.

it
means
is
that
we
have
no
threats
today.
What
I
would
ask
the
public
to
do
and
it
constantly
will
and
we're
going
to
do
it
all
weekend
is,
if
you
see
something
that's
out
of
the
ordinary.
Just
just
call
scrap
somebody's
going
to
be
plenty
of
plenty
of
Public
Safety
officials
there
or
just
call
9-1-1.
We
will.
We
will
pursue
every
single
lead
or
every
single
concern
that
people
might
have.

the

we've
done
all

high-profile
events
and
we
have
great
collaboration.

The
most
important
lesson
in
all
this
is
is
the
continued
vigilance
matters
and
as
every
single
person
who
spoke
up
here,
spoke
and
said,
you
know,
if
you
see
something
out
of
the
ordinary
say
something
grab
a
grab.
Somebody
in
the
law
enforcement
community
who
is
standing
near
you
and
tell
them
what
your
concerns
are.
People
will
chase
that
stuff
down
and
follow
it,
but
my
I'm
very
relieved
that
the
congressman
seems
to
be
okay.
