Description
The Public Facilities Commission: Boston Transportation Department meeting held on 8-04-21.
B
A
B
D
Can't
forget
the
gavel
good
afternoon,
commissioners,
just
as
a
reminder,
this
meeting
is
being
recorded
and
broadcast
us
live
pursuant
to
the
open
meeting
law.
Before
we
get
started,
I've
asked
colleen
daly
the
pfc
secretary
to
take
a
roll
call
of
the
meeting
participants
clerk
daily.
If
you
would
please
conduct
the
roll
call.
A
A
E
A
E
A
I'll
read
for
the
record
the
remainder
of
the
individuals
who
are
in
attendance,
but
will
not
be
presenting
in
today's
meeting
and
do
not
need
to
unmute
the
device
when
I
call
your
name:
henry
lutein
corporation
council
law
department,
patrick
hoey,
neighborhood
planning,
director
btd,
brian
valancourt
manager,
planning
and
permitting
department,
aecom,
katherine
klein,
attorney
kp
law.
This
concludes
the
roll
call.
Thank
you.
D
Thank
you
for
daily
this
morning
with
the
boston
transportation
department.
We
have
charlotte
fleetwood
and
she's
senior
planner
with
btd
and
also
melissa
ryan
was
a
project
manager
with
the
planning
and
permitting
department
at
aecom.
Btt
has
one
vote
on
the
agenda
before
the
pfc
today.
Vote
number
one
is
an
order
of
taking
with
regard
to
various
property
interests
located
in
boston
for
the
fenway
multi-use
path
phase,
one
construction
project.
This
concerns
both
the
permanent
easement
and
temporary
easements.
D
F
Thank
you,
seamus
before
charlotte,
speaks
to
you
regarding
the
fenway
multi-use
path
and
gives
you
an
overview
of
the
project.
I
just
want
to
thank
the
commissioners
and
your
staff
for
your
attendance
today
and
accommodating
our
schedule,
the
public,
the
public
facilities.
Commission,
we've
worked
with
you
in
the
past
and
we
look
forward
to
continuing
our
work
with
you.
So.
E
E
So
this
is
a
the
point
where
it
would
project
off
of
the
emerald
necklace
path
in
brookline
and
then
it
would
extend
north
go
underneath
park
drive
along
the
edge
of
the
landmark
center
and
then
continuing
north
ending
at
lansdowne
station
or
at
maitland
street.
So
what
we're
discussing
today
is
phase
one
of
the
path.
That's
the
northernmost
most
segment.
E
Mass
d.o.t
will
be
putting
this
project
out
to
bid.
If
all
goes
well.
At
the
end
of
this
month,
phase
two
is
currently
under
construction
by
the
landmark
center,
and
that
is
it's
almost
complete,
so
that'll
be
done
even
before
phase
one
is
completed
and
then
phase
three,
the
part
that
goes
under
park
drive
is
a
little
bit
more
complicated.
E
We
need
to
do
some
more
work
with
the
mbta,
but
they
have
been
willing
to
work
with
us
on
it,
and
so
we
hope
that
that
will
follow
in
short
order
after
we
complete
phase
one.
E
This
is
what
we
call
a
green
link,
so
it's
kind
of
a
missing
link
in
our
greenway
network
or
really
a
link
between
the
neighborhood
and
the
greenway
system.
That
includes
the
emerald
necklace,
the
southwest
quarter,
the
naponza
greenway
and
the
whole
system
of
greenways
that
we
have
throughout
boston.
E
F
F
So,
as
you
saw
in
the
aerial
boston,
children's
hospital
parcel
is
to
the
left
the
parking
lot
and
the
iq
hq
property,
which
is
it's
a
real
estate.
Investment
trust
that
owns
that
building
right
off
to
the
right
is
the
other
private,
privately
owned,
parcel
that
we
are
here
before
before
you
today
for
the
boat.
F
So
before
we
get
into
the
details
of
the
actual
easements,
as
you
know,
there's
there's
seven
total
easements
that
the
project
needs,
but
for
four
of
them
are
owned
by
publicly
owned,
publicly
owned
entities
massdot
and
mbta,
so
we
will
not
be
taking
against
them
today.
F
The
subject
of
the
order
taking
is
only
against
these
two
privately
owned
parcels
and
we
have
been
working
diligently
with,
with
both
sets
of
private
property
owners
since
the
fall
to
go
through
the
right
of
way
compliant
process,
as
prescribed
in
the
uniform
act
and
mass
general
laws.
F
Chapter
79
and
mass
dots
right
away
guidelines,
we've
worked
with
katie
klein
and
rob
arcangeli
of
btd's
btus
law
department
and
we've
gone
through
the
process
to
ensure
that
we
are
in
compliance
so
on
the
screen
here
today
is
819
beacon
street,
which
is
the
parcel
owned
by
boston
children's
hospital,
and
you
can
see
there's
two
easements,
the
permanent
easement,
which
is
sup
shared,
used
path.
F
It's
1,
725
square
feet,
it's
about
9,
feet
wide
and
196
feet
long
and
it's
outlined
in
yellow
here.
It
is
to
actually
be
part
of
the
path
become
part
of
the
path
and,
as
charlotte
mentioned,
boston.
Children's
hospital
is
going
through
a
development
of
their
own
on
this
parcel
and
they
have
included
these
plans
for
the
path
in
their
development
plans.
So
they're
fully.
F
F
Second
parcel
is
the
iq
hq
reit,
real
estate,
investment,
trust
at
the
corner
of
brookline,
recline
ave
and
burlington
nav.
The
address
in
the
assessor's
department
is
overland
street.
So
that's
why
it's
shown
here
today,
but
again
it's
a
it's
a
small
sliver
taking
at
the
back
of
their
property.
It's
a
temporary
easement
of
285
square
feet
that
will
facilitate
construction
of
the
pack.
F
F
However,
the
construction
is
only
going
to
take
one
year
anticipated
to
take
one
year.
As
charlotte
mentioned,
master
ut
is
planning
to
advertise
the
project
on
august
21st.
We
are
in
line
to
to
do
that.
This
is
an
important
step,
so
once
we
once
we
get
your
vote,
we
will
be
well
on
our
way
to
average
heisman.
F
These
resources,
as
a
result
of
these
of
these,
of
the
acquisition
of
these
easements,
the
path
will
be
built
with
reconstructed
and
improved
pedestrian
and
bike
facilities
in
the
area,
increased
safety
and
accessibility
and
also,
as
charlotte,
mentioned,
providing
that
missing
green
link
in
the
neighborhood.
F
So
with
that
again,
we
we
thank
the
commissioners
in
and
ask
that
you
vote
in
favor
of
this
acquisition
and
we
would
look
forward
to
answering
any
questions
you
may
have.
It
sounds.
C
Like
a
great
project
larry,
commissioner
molly
any
questions.
B
Sorry
about
that,
sorry
about
that
on
the
permanent
easement.
Again,
I'm
assuming
that's
a
surface
easement
and
only
in
children's
museum
across
children's
hospital
reserves
still
owns
it
in
fee,
which
I
assume
they'll
want
for
zoning
purposes
for
their
land
and.
D
B
F
Answer
your
first
question:
the
land
area,
the
land
does
remain
in
fee
to
boston,
children's
hospital
and
it's
a
surface
easement
it
does.
There
is
approximately
four
feet:
sub-surface
that
the
easement
is
applicable
for
drainage,
drainage
work.
We.
F
A
memorandum
of
agreement,
the
final
form,
has
has
been
circulated.
The
city
of
boston
has
signed
off
on
it
and
it
does
outline
the
parameters
of
the
easement
and
it
was
a
requirement
to
get
the
the
certificate
of
donation.
F
So
so
we
worked
that
out
with
bhakti
children's
hospital
and
they
sent
us
the
the
donation
and
so
now
in
the
next
coming
days,
boston
children's
hospital
will
be
signing
the
memorandum
of
agreement
to
your
second
point,
charlotte,
probably
can
answer
that
best.
So
I'll
turn
that
over
over
to
charlotte.
E
Yes,
we're
also
working
with
children's
hospital
on
a
maintenance
agreement
for
the
portion,
that's
adjacent
to
their
site
and
that's
in
their
original
transportation
action
plan
agreement
for
the
development
of
the
site.
So
they
were
not
surprised
that
we
asked
for
that,
and
they
have
told
us
that
they're
they're
willing
to
sign
the
agreement
and
it
is
going
through
the
process.
E
Now
they
have
the
draft
and
they
told
us
that
they
will
sign
it
and
then
the
other
half
of
the
path
is
adjacent
to
harvard
vanguard
medical
associates
and
they
they
have
also
agreed
to
sign
it.
We
met
with
them
and
their
lawyers
about
two
weeks
ago,
they're
comfortable
with
the
agreement.
They
just
want
to
make
sure
that
by
signing
the
agreement,
they're,
not
it's
not
going
to
trigger
anything
else
that
they
might
have
to
do
with
any
property.
B
Oh,
it's
a
great
project.
I
make
a
motion
to
approve.
B
F
D
This
concludes
the
btd
agenda
before
the
public
facilities
commission
this
morning.
Is
there
a
motion
to
adjourn
this
meeting
motion
to
adjourn.
