neighborhood

and

outlined
in
the
book.

LLC
on

16th
2022
for
a
12-month
period,
an
extension
of
the
attendant
developer
designation
for
six
months
on
February
22nd
2023..
The
vote
package
includes
a
comprehensive
memo
about
the
project
and
the
PFC
vote
request.

a
background,
these
Parcels
were
included
in
the
El
Mart
Noble
neighborhood
homes,
initiative
request
for
proposals
which
was
publicly
advertised
pursuant
to
chapter
30
B
requirements,
including
advertisements
in
the
Boston
Herald

October
4th
and
October
11
2021
in
the
states
Central
register
on
October
6
2021
and
in
the
city
record
on
October
11th
and
October
18th
2021.
The
RFP
was
issued
on
October
4th
2071.

only
applicant
to
the
RFP
Norfolk
presented
a
strong
application
and
has
a
strong
track
record
of
development.
They
outlined
the
most
competitive
and
reasonable
development
budget
and
have
the
capacity
to
take
on
the
development,

addition

their
experience,
norfolk's
application
provided
evidence
of
the
group's
ability
to
access
financing.

is
also

certified
MBE,
veteran-owned
Community
company
and

malicious
goal

diversity.

their
leadership

important
element
of
this
proposal.
Norfolk,
has
included
a
plan

engage
local

subcontractors
to
maximize
diversity
through
its
bidding
process.

held

meetings

September

order
to
announce
the
development
and
design
criteria
for
the
RFP
after
receiving
resident
support,
moh
issued
the
RFP
in
March
2023
and
my
weight
received
three
responses,
two
of
which
met
the
RFP
eligibility
criteria
and
moh
staff
posed
additional
questions
to
representatives
of
these
eligible
teams.
As
part
of
our
review
process,
habitat
was
the
highest
ranked
applicant
receiving
rankings
that
were
equal
to
or
higher
than,
the
other
proposals
for
all
evaluation
criteria.

Habitat
is
a
residential
developmental
profit
that
brings
years
of
experience
in
single
and
multi-family,
affordable
housing
development
in
and
around
Boston,
including
direct
experience
working
with
moh
to
develop,
affordable
housing
on
City
Island
land
habitat's
proposal
offered
the
most
feasible
and
competitive
development
budget.
Habitat
also
stated
their
commitment
to
prioritize
Outreach
and
talk
to
and
hiring
of
local
and
mwbe
businesses
and
subcontractors
on
June
7th
2023
moh
hosted
a
community
meeting
to
introduce
the
eligible
development
teams.
Community
members
were
supportive
of
the
habitat
team
and
their
plans
for
the
site.

return

PFC
in
late
2024

a
conveyance
vote.

if
the
PFC
approves
the
vote
request,

project
will
create
the

Community

we'll
create

total

restricted,
homeownership
and
remain
affordable

50
years.

contextually,
appropriate
housing
on
a
currently
vacant
site,
strengthening
the
contiguous

environment

vitalize

underutilized
vacant
land
in
the
neighborhood.

remove

the
city's
inventory.

the
Roxbury
neighborhood

parcels

Washington
Street,
almost
at
the
intersection
with
Melania
Cass
Boulevard,
were
part
of
the
second
phase
of
the
plan,
Nubian
development
process
together
with
parcel
8
and
Blair
law.
The
vote
package
includes
a
comprehensive
memo
about
the
project
and
the
PFC
vote
request.

was
publicly
advertised
pursuant
to
chapter
30b
requirements,
including
advertisements
in
the
State
Central
register
on
November
20th
2019.,
the
Boston
Herald
on
November
18th
and
25th
in
2019,
and
the
City
record
on
November
25th

2nd

2019.,
beginning
in
2016
moh
conducted
an
extensive
public
process
that
resulted
in
this
vote
request.
There
were
numerous
community
and
evaluation
committee
meetings
as
part
of
plan
Nubian
Square
planning
process
in
coordination
with
the
Roxbury
strategic
master
plan
oversight
committee,
which
I'll
refer
to
as
the
oversight
committee
throughout
this
presentation.

part
of
the
plan,
a
project
Review
Committee,
which
I'll
call
the
Review
Committee,
was
established
and
consisted
of
community
residents
and
businesses
that
worked
with
moh
and
the
bpda
to
evaluate
the
applications.
Sponsor
Community
presentations,
evaluate
Community
comments
and
ultimately
approve
the
developer
recommendation.

The
Review
Committee
recommended
the
developer
designation
of
ilyb
LLC
to
the
oversight
committee,
who
approved
this
recommendation
on
December
7th
2020..
Since
the
original
designation,
ilyb
LLC
has
returned
to
the
oversight
committee
multiple
times
to
provide
status
updates,
including
the
most
recent
update.
This
past
July
moh
received
two
proposals
for
the
sites
identified
in
this
vote
request:
a
team
composed
of
staff
from
oh
bpda
and
representatives
of
the
Review
Committee
reviewed
the
RFP
responses
against
the
RFP
evaluation
criteria
and
recommended
ioib
LLC
as
the
preferred
developer.

The
Review
Committee
determined
that
Iowa
ilyb
LLC
was
responsive
to
RFP
criteria
addressed
important
local
and
Equity
inclusion.
Rfp
values,
ilyb
is
an
LLC,
is
a
Roxbury
based
and
black
owned,
and
will
provide
the
most
appropriate
and
significant
development
and
Community
benefits
to
the
Roxbury
Community
in
the
form
of
dance
studio,
spaces,
Community
cultural
spaces
and
a
public
Plaza
for
Community
use
to
achieve
the
development
plan.
I'm
only
just
proposing
a
land
cross
subsidy
of
194
800
dollars.

calculated
by
taking
the
difference
between
the
appraised
value
of
the
land,
195
000
and
the
sales
price
to
land,
which
is
two
hundred
dollars
in
return
for
the
above.
The
following
Community
benefits
will
be
created:
youth
programs
for
performing
arts
space
for
small
groups
to
rent
Studio
space,
hourly
in
lieu
of
renting
a
full-time
space
at
significant
cost
and
establishing
a
mentorship
environment
for
the
Area
Youth
slides
for
the
POC.
