Description
The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

the

Turning
to
the
question
of
the
raised
crosswalk
along
Thorne
Street
on
East
Canton
Street,
we
took
a
look
at
that
with
our
engineer
and
determined
that
it's
not
really
feasible
to
do
a
raised
sidewalk
for
a
number
of
reasons.
That
is
the
turn
into
the
rear
garage
entry
and
that
the
the
race
side,
where
the
transition
slopes,
would
impede
the
garage
entrance
and
sort
of
act
like
a
speed.
Hump
there's
also
a
small
Island,
a
separated
Island
that
has
been
put
into
place
on
Thorne
street.
I
So
there's
already,
there
are
a
lot
going
on
there.
So,
instead
of
doing
the
Race
crosswalk
I
think
the
proposal
is
just
true
if
I'm
correct
to
just
paint
paintball
condition.

look

this
and
the
green
lines
here
represent
the

boundaries
of
the

raised
sidewalk
as
as
it

need
to
be
implemented
per
code.
So
it's
a
10
foot
wide
crosswalk.
As
you
can
see
the
seven
foot
the
dimension's
a
little
hard
to
see
there,
but
on
either
side
of
those
dotted
lines.
Those
would
mean
the
boundaries
of
the
transitional
slopes
going
from
the
brain
of
the
sidewalk
back
to
Elevation
grade.

it's
difficult
to
know
whether
or
not
that's
that's
the
minimum
Dimension
it's
difficult
to
know
without
the
actual
spot
grades,
whether
or
not
that
would
be
wider,
but
just
for
representation.
We
put
in
these
lines
and,
as
you
can
see,
the
transitional
slopes
would
not
only
impede
pretty
far
into
the
East
Canton
Street.

very
difficult
to
implement
that
appropriately,
and
it
would
also,
in
our
opinion,
would
make
a
very
kind

strange
maneuvering
circumstance
where
you
would
be
going
kind
of
up
over
a
bump
and
then

trying

curve
into
your
the
garage
there.

the
the
Smith
parking
garage
is
accessed
off
of
Orange
Street
as
well,
and
they
would
need
to
navigate
over
that
hump
and
back
into
the
East
Canton
Street
side.

definitely
agree
that
there
should
be
a
pedestrian
connection
here
well
defined.

street

our
design
consultant

provide
again
some
background
information
on
this
major
project
that
will
not
only
Revitalize
Cummins
Highway
Corridor,
but
create
this
multimodal
Transportation
quarter
that
improved
safety
for
all
modes
of
transportation
win.
This
reconstruction
project
was
initiated
back
in
October
2018.
Our
main
focus
was
to
address
the
speeding
and
safety
concerns
along
this
quarter.

In
addition
to
these
traffic
safety
concerns,
the
roadway
and
sidewalks
were
also
in
need
of
intention,
and
we
want
to
bring
everything
up
to
kind
of
a
good
State,
a
state
of
good
repair,
to
address
all
these
issue
issues.
We
wanted
to
take
a
holistic
look
at
this
Corridor
four
and
a
half
years
later.
In
collaboration
with
you
know
many
City
departments
and
the
matapan
neighborhood.

We
developed
this
design
that
transforms
coming
highway
into
a
street
that
is
safer
for
our
families,
to
walk,
wait
for
the
bus,
ride,
bikes
and
or
travel
by
vehicle,
also
aligned
with
the
city's
goals
and
policies
and
initiatives.
We've
implemented
green
infrastructure
along
the
corner
and
the
project
itself
also
provided
great
Bicycle
Connection
from
the
southwest
Corridor
and
Franklin
Park
to
the
Dorchester
and
Neponset
River
Trail
River
Trail
in
Mattapan.
Another
thing
I
want
to
point
out.
This
is
a
significant
investment
into
the
blood
neighborhood
of
Mattapan.

I
want
to
again
make
sure
that
I
mention
that
the
huge
credit
needs
to
go
out
to
the
transportation
department
and
their
active
Transportation
team
they're,
vital
in
developing
a
design
and,
most
importantly,
developing
the
engagement
process

strategy

making
sure
that
the
ideas
and
thoughts
of
the
community
were
involved
in
this
design
process.

starts

west

Street.
It
continues

Cummins
Highway
over

MBTA
tracks
and
down
through
the
intersection
of
green
Greenfield,
and
my
Boston
I'll
talk
about
that
more
specific
later
and
it
terminates
here
at
the
wood
Harvard
Ave
intersection
just
about
4
600
feet
again
very
large,
lengthy
project.

specific
repair
plans
that
we've
submitted
are
about
20
sheets.
This
is
one
of
them
again.
This
is
a
location
of
of
the
Greenfield
wybosset
Cummins
highway
intersection
the
the
corridor.
The
pavement
on
the
core
is
being
reduced
from
the
four
lanes.
It
is
today
to
two
lanes,
one
in
each
Direction,
along
with
a
parking
Lane,
we're
introducing
a
roundabout
at
this
intersection
to
slow
down
traffic
and
along
the
corridor.

We're
moving
the
curve
lines
out
to
provide
areas
where
fire
retention
areas,
brain
infrastructure,
a
new
separated,
raised,
icicle
facility
made
of
worse
asphalt,
a
wider
sidewalks
string,
trees
and
New
Street
lighting,
or
with
minor
drainage
inputs
or
modifications.
These
plans
are
basically
the
same
that
I
presented
two
weeks
ago
with
minor
modifications
as
a
result
of
our
conversations
last
week
with
Boston,
Water
and
Sewer,
and
some
comments
from
Public
Works
Street
lighting,
rather
than
that
they
are
very
much
the
same.

we
are

adjacent

a

this
is
the

replacement
of
the
existing
brick
sidewall
with

new

will
be

feet
wide,
so
we're

total
sidewalk

have

foot

Zone
along

with
Forest
brick
pavers
and
bike
