Description
The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

major
project
that
would
not
only
Revitalize
coming
the
common
sideway
quarter,
but
it

improve
safety
for
all
models
of
Transportation
Cummins
Highway
was
identified
as
a
high
crash
quarter,
based
on
the
volume
of
injury
causing
crashes
that
occurred
between
2015
2017..

It
is
among
the
most
crash
prone
quarters
Citywide
and
when
this
reconstruction
project
was
initiated
back
in
October
2018.,
our
main
focus
was
to
address
like
speeding.
I
mean
the
safety
concerns
Alliance
quarter,
in
addition
to
the
traffic
safety
issues
on
the
roadway
and
sidewalks
from
poor
conditioning,
the
existing
lighting
did
not
provide
enough
visibility
at
night
and
the
curb
ramps
were
not
accessible.

Another
thing
that
I
want
to
point
out
is
that
this
is
this
is
a
significant
investment
in
the
underserved
neighborhood
of
Mattapan
and
from
what
we've
heard
and
gathered
from
the
residents
during
our
engagement
Outreach
process
is
that
this
project
would
be
would
be
a
major
step
in
repairing
the
trust
between
the
city
and
this
Boston
Neighborhood,
especially
if
we
hope
to
implement
more
of
these
transformative
and
quality
quantities.

Improvement
projects
like
this
one.

Lastly,
I

be
remiss
if
I
didn't
mention
that
huge
credit
needs
to
go
out
to
the
transportation
department
and
the
actual
Transportation
team.
They
were
vital
in
developing
the
design
as
most
and
most
importantly,
developing
the
engagement
process
and
staff
and
strategy
for
the
community
with
that
I'll.

and

him
introduce

the

is
one
of
the
pic
plans
that
we
submitted,
there's
about
eight
or
nine
sheets
to
incorporate
this
whole
4
500
foot
corridor.
Cummins
Highway
was
last
redesigned
in
the
1950s
to
remove
trolley
tracks
and
incorporate
four
travel
Lanes
to
facilitate
faster
vehicle
trips
from
the
suburbs
south
of
Boston
into
the
city.
Recently,
as
Jeff
mentioned,
Cummins
highways
developed
into
the
one
of
those
crashed
phone
corridors
in
the
city,
with
vehicles
being
significantly
higher
than
the
25
mile
an
hour.

The
project
goals
would
reduce
these
vehicle
speeds,
improve
safety
and
accessibility
from
all
modes
of
travel
and
create
a
Greener,
more
sustainable
comets.
Highway
input
and
feedback
from
the
community
was
vital
to
developing
the
project
design
and
the
project
team.
As
Jeff
mentioned
with
the
leader
from
BTD,
the
public
works,
we
performed
extensive
public
Outreach
over
two.

results
of
the
demonstration
clearly
indicated
that
the
reduction
in
the
travel
Lanes
would
not
significantly
or
at
all
increase
the
delay
in
constructing
congestion
along
the
boil.
The
work
involved,
which
is
shown
here
on
these
drawings-
and
this
is
I'll
zoom
in
the
specific
location
of
Cummins
at
Greenfield
and
waipasa,
where
we
have
proposed
to
install
a
roundabout.
This
is
an
unsignalized
intersection
today
very
wide,
open
and
very
very
dangerous.
So
this
will
definitely
slow

down
here.
