From YouTube: Public Improvement Commission Hearing 7-22-21
Description
The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.
A
Good
morning,
everyone
thanks
for
joining
us
today,
again:
apologies
for
the
delay
in
starting
recording
in
progress.
A
Thank
you
don
good
morning.
Everyone
again
apologies
for
the
10-minute
delay
upon
the
advisement
of
the
city's
I.t
department.
We've
changed
the
format
to
zoom
and
unfortunately
we
are
having
a
bit
of
a
growing
pace
here.
A
But
that
being
said,
let's
get
on
with
it.
So
would
like
to
call
to
order
the
public
improvement.
Commission
hearings
of
july
22nd
2021
thought
if
you
could
do
the
honors
of
being
a
role
model.
Please.
B
Certainly
we're
upsetting
the
public
works
department,
alright,
guys.
E
B
A
A
Out
in
favor
aye
aye
aye
motion
passes
first
item
on
the
public
hearings
agenda
public
hearing
number,
one
on
application
by
verizon
new
england
inc
for
a
grant
location
with
lead
company
status
and
no
participants
to
install
them
new
telecommunication
convicts
with
city
shadow
within
hancock
street,
the
public
rochester
located
generally
between
addresses,
number
233
and
chester
avenue.
This
was
brought
up
the
new
business
on
july,
8th
of
2021,
as
shown
on
a
plan
entitled
secret
foster
public
works
department,
engineering
division,
graduate
location
plan,
verizon,
233,
hamburg,
street
dollar.
B
In
the,
in
my
haste,
to
triage
some
of
the
technical
issues,
I
just
sent
the
meeting
link
to
the
verizon's
contractor.
So.
B
For
another
minute
or
two,
we
can
go
ahead
and
proceed
to
public
hearing
number
two,
perhaps
and
then
come
back
to
number
one.
If
that's
all
right.
B
He's
right
here,
actually
richard
yep,
richard
forman.
I
apologize
for.
F
Yes,
hang
on,
let
me
see
if
I
can
turn
my
camera
off
there.
We
go
okay
good
morning
morning.
Sorry,
I'm
late
to
the
meeting.
F
A
F
You
so
I'm
not
sure
was
the
the
public
hearing
read
for
the
verizon
petition.
Already
that's
what
we
are
speaking
from.
F
A
A
F
F
Okay,
it
says:
host
disabled
participant
screen.
B
F
So
this
this
petition
is
to
place
one
four
inch
schedule:
40
pvc
conduit
with
four
inch
and
a
quarter
city
shadow
dots
from
existing
verizon
manhole
609,
a
on
hancock
street
228
feet
following
the
edge
of
the
road
to
point
a
from
point:
a
is
going
to
be
a
17
foot
piece
of
the
same
conduit,
so
one
four
inch
and
four
inch
and
a
quarter
city
shadow
ducts
to
the
property
line
of
this
is
244
hancock
street.
F
This
is
also
going
to
be
17
feet
from
point
point
b
to
the
property
line
of
244
hancock
street.
F
Also,
one
four
inch
schedule:
40
pvc
and
four
inch
and
a
quarter
city
shadow
ducks
following
the
same
pattern
as
the
rest
of
the
petition
and
then
from
point
b,
198
feet
of
one
four
inch
schedule:
40
pvc
and
four
inch
and
a
quarter
city
shadow
ducks
going
along
the
edge
of
the
road
and
then
crossing
to
233
hancock
street.
F
Again
this
is
for
a
new
service.
You
know
for
these.
This
new
construction
at
244,
hancock
street
and
233
hancock
street.
F
I
I
would
like
to
add
there
was
a
concern
about
the
the
roadside
parking
at
the
first
iteration
of
this
hearing,
and
it
has
been
addressed
by
verizon.
I
have
a
comment
here.
It
says
in
regards
to
concerns
on
street
parking.
F
Once
verizon
receives
the
permit,
they
will
reach
out
to
the
city
to
coordinate
any
parking
situation
prior
to
commencing
any
work,
as
the
team
as
verizon
would
have
a
more
accurate
timeline
of
when
the
work
would
take
place.
So
I
would
just
like
to
point
out
that
before
any
work
is
completed,
it's
going
to
be
coordinated
with
the
city
for
any
handicapped
roadside
parking
spaces
that
will
be
disturbed.
That's
going
to
be
worked
out
before
any
work
commences.
A
G
Good
morning,
this
is
adam
heller
from
cnn
engineering
group
representing
tc
systems,
for
this
petition.
Thanks
for
the
introduction,
thanks
for
having
us,
so
I
stated
this
is
a
petition
to
install
about
400
feet
of
microproduct
on
public
ally,
435
and
dartmouth
street
to
serve
customers
in
the
area
at
the
new
business
hearing.
Who
has
asked
that
we
provide
some
photographs
of
public
alley
435
to
show
what
that
currently
looks
like.
G
So
I
do
have
some
photos
that
I'll
be
able
to
share
and
was
also
asked
that
we
coordinate
around
trash
today,
because
there
are
several
as
the
as
you
can
see
in
the
photos,
I
believe
dumpsters
along
public
alley
35.
So
it
appears
that
trash
day
is
mondays
and
thursdays.
G
I
think
it's
every
other
week,
so
we
will
of
course
coordinate
around
that
plan,
the
work
to
be
on
tuesday,
wednesday
or
friday,
or
we
can
work
if,
if
allowable
and
if
the
commission
takes
it
appropriate,
we
can
notify
the
residents
of
you
know
along
public
alley,
435
that
way
that
they're
aware
that
somebody
will
be
in
that
alley
where
I
assume
they
you
know,
come
in
and
out
of
to
get
to
their
parking
spaces
and
whatnot.
Let
me
try
to
share
these
photos
for
you.
G
All
right,
can
anyone
see
this
photo?
Yes,
we
can.
This
is
la
435,
as
you
can
see,
there's
actually
a
micro
trench
along
435
right
here,
so
ours
is
going
to
look
very
similar
to
that.
That's
that
black
line
right
there
and
you
can
see
the
dumpsters
here.
So
this
will
just
be
a
quick
installation
very
similar
to
what
you
see
here
and,
as
I
said,
we
can
coordinate
around
trash
data,
make
sure
there's
no
interference
with
the
with
the
trash
trucks.
A
Thank
you
so
much
truly
appreciate
your
compliance
with
what
we
have
asked
when
contractors
work
in
a
concrete
manner
as
you
all
should
do
and
do
it
makes
our
life
a
little
bit
easier
so
that
extra
step
which
you
may
want
to
take.
You
notify
the
mothers,
but
it
is
just
putting
a
notice
on
the
windshields
of
the
cast
after
hours
helps
to
take
us
a
long
way
so
appreciate
your
cooperation.
G
Sure
so
you
think
it
would
be
appropriate
to
have
a
notification
on
the
windshields
along
public
alley.
435
a
few
nights
before
the
construction
starts.
A
A
A
G
Hello-
this
is
adam
heller,
again
from
cn
engineer
group
representing
ttc
systems
for
this
petition.
I'm
going
to
share
this
plan
now,
so
this
is
a
proposed
installation
of
a
four-inch
pvc
telecommunications,
conduit
about
a
thousand
linear
feet
along
commonwealth
avenue,
starting
just
west
of
granby
street
heading
to
the
intersection
of
silver
way,
we're
tying
in
between
two
verizon
mantels,
where
the
existing
verizon
conduit
was
unavailable
according
to
verizon
survey
and
a
licensed
petition
that
we
had
started
with
them
earlier
this
year,.
G
This
plan
was
recently
revised
in
coordination
with
the
mbta
to
make
sure
that
we
fall
outside
of
their
zone
of
influence
to
guarantee
that
there's
no
impact
to
the
green
line.
So
the
orange
line
that
you
see
here
is
there
is
about
30
feet
offset
from
the
tracks,
and
so,
let's
just
make
sure
that
we're
you
know
well
outside
of
their.
G
You
know,
zone
of
influence
this
plan,
the
recent
plane,
was
resubmitted
to
water
and
sewer
accordingly,
and
we
sent
all
the
city
departments
prior
to
this
appearing
and
we
intend
to
coordinate
with
the
mbta
in
order
to
temporarily
either
I
guess
close
or
relocate
the
two
bus
stops
that
are
involved
this
this
route.
I
think
that
about
doesn't
have
to
be
able
to
take
any
questions.
A
Common
with
avenue,
you
know,
from
packard's
corner
to
kenmore
square
university,
with
partnerships
with
bu
invested
billions
of
dollars
in
rebuilding
that
whole
corridor.
So
again,
I
am
a
little
bit
concerned
about
chopping
up
this
spray
because
there's
so
much
infrastructure
between
how
would
you
like
to
so
you're
complaining?
How
many
compliments
again
here.
G
This
is
going
to
be
two
four
inch:
pvcs
and
a
single
quad
duct
city
shadow.
G
That
is
correct.
The
results
from
verizon
came
back
negative.
I
can
before
the
public
hearing.
I
can
double
check
on
any
available
city
shadow,
but
I
don't
believe
the
results
that
come
basically
we're
tying
into
verizon
and
riding
verizon
the
on
either
side
of
these
two
manholes.
So
it's
really
the
intercept
between
this
unavailable.
Verizon
section
that's
needed
to
be
built
and
verizon's
always
surveys
and
shows
what
all
the
available
empty
ducts
are,
and
they
said
that
they
have
none.
A
Just
a
weird
coincidence,
discarding
research,
direct
of
interior
for
the
boston
transportation
department
may
have
played
a
role
during
the
design
phase
of
this
any.
What's
this
part
of
the
world,
when
you
were
at
veda.
C
Yep
show
us
yeah.
I
think
that
for
one.
D
A
Any
other
comments
by
fellow
commission
members
hearing
none
comments
by
psg
stuff
thought:
can
you
please
find
out?
Hopefully
we
have
a
better
way
of
finding
out
whether
there
are
empty
shadows
along
them.
I
find
it
a
little
bit
difficult
to
fathom
that
along
this
corridor,
that
there
aren't
any
mps.
B
Sure
I
can
work
with
adam
to
to
double
check.
A
B
A
I
Good
morning,
just
bringing
up
my
screen
here,
you
can
all
see
this
right.
Yes,
exactly,
okay,
great
thank
you!
Zach
wasmuth,
chief
design,
engineer
for
boston,
public
works
department,
I'm
here
to
talk
about
our
boston
street
improvements
here,
just
a
quick
overview
of
the
location
we've
been.
I
As
you
know,
we've
been
constructing
sections
of
the
sidewalk
on
boylston
street,
concentrated
on
the
north
side
of
the
street,
and
then
we'll
do
the
south
side
of
street
starting
at
dartmouth
street.
So
this
is
the
next
block
that
we
have
on
our
on
our
list
and
we're
going
to
go
from
fairfield
to
gloucester
street.
I
The
design
is
the
same
design
that
we've
been
going
since,
since
dartmouth
street,
with
the
you
can
see
here
with
the
meeting
at
the
back
where
the
private
property
is
coming
out
with
a
concrete
sidewalk
and
then
a
paver
accent
strip,
so
it'll
be
the
same
same
design,
concrete
path
of
travel
paper,
accent
strip
with
the
with
the
trees.
I
This
is
right
where
the
traffic
signal
exists
and
where
the
blue
bike
station
currently
is
so
we'll
be
extending
out
the
the
sidewalk
to
make
sure
that
the
the
ramps
work
and
the
grading
can
work
and
it'll
also
be
an
improvement
for
the
for
pedestrian
access
at
this
location
and
just
a
couple
slides
here
showing
the
overall
plans-
and
these
are
if
these
are
a
little
small,
I
can
bring
them
up,
but
showing
the
you
know.
I
We
have
an
eight
foot,
concrete
path
of
travel
and
well
six
and
a
half
feet
of
pavers,
plus
the
plus
the
edge
stone
for
a
total
of
15
feet.
We
won't
be
doing
this
section
because
it's
recently
done
by
development
and
then
getting
over
to
the
next
section
here,
showing
the
bump
out
and
the
pedestrian
ramps
for
this
crossing,
and
that's
all
I
have
so.
I
welcome
any
questions
or
comments.
A
A
Just
a
point
of
not
clarification,
just
procedural
stuff,
miss
meg
myself
was
absolutely
a
strong
supporter
instrument
in
keeping
us
focused
on
this
project.
We
truly
appreciate,
if
you
could
let
her
know
that
we
are
at
this
point
with
this
block,
so
that
she
has
the
opportunity
to
join
us
at
the
public
hearing.
I
A
Let
her
know
that
the
efforts,
the
leadership
efforts
which
he
brought
into
this
equation
is-
and
we
truly
absolutely
appreciate
your
efforts
to
get
these
things
done.
But
do
let
me
myself
and
know
that
we
are
moving
to
this.
A
To
say
or
comment
on
it:
okay,
absolutely
yeah!
Thank
you.
That's
all!
I
have
any
further
comments
by
eic
staff.
Sorry,
commission
members.
E
Sorry,
we
just
like
to
confirm
that
we
should
coordinate
on
some
of
the
accessible
parking
spaces
if
they
exist.
On
this
stretch,
I
can't
remember
specifically,
if
they're
located
on
this
block,
but
exactly
if
we
can
coordinate
offline.
That
would
be
great.
J
Hello
commissioners,
hello,
mr
chairman,
this
is
michael
ross
attorney
for
the
project.
A
J
Thank
you.
Yes,
you
and
I
both
have
a
little
more
gray
hair,
but
otherwise
everything
is
very
good.
Thank
you.
Yes,
thank
you
all
for
the
opportunity
I'm
joined
by
tony
cavichetti
from
hayes
engineering
who
just
shared
his
screen.
J
J
Small
project
review,
49,
000
square
foot
condominium
project
here
on
this
section
of
tara
street
in
in
mission
hill,
we'll
be
coming
back
to
the
board
for
curb
cuts
and
and
the
like.
But
we
are
here
at
this
point
just
to
seek
the
abandonment
of
terrorist
place.
We've
provided
a
packet
with
the
requisite
sign-offs
from
the
various
agencies
and
departments,
and
hopefully
you
don't
have
too
many
questions
for
me,
but
you
might
have
one
or
two
for
our
engineer
tony
cavachetti
who's
on
the
call
with
us.
A
Thank
you,
michael
just
to
set
the
state
here,
todd
I'm
going
to
assume
this
is
obviously
a
public
way
that
is
going
to
be
abandoned
and
is
the
fee
ownership,
the
cities
or
the
immediate
of
others.
A
A
Very
straightforward
questions,
sorry
michael
clear,
consult
to
your
engineers.
Are
there
any
private
utilities
or
public
utilities
that
have
had
prior
easements
through
this
area?.
H
The
title
title
search
showed
no
easements.
There
is
an
existing
utility
pole
that
looks
like
it's
carrying
communications
cable,
either.
Horizontal
comcast
from
the
pole
at
terra
street
onto
the
site
and
we'd
be
looking
to
to
extinguish
that
that
service,
but
they
are
the
private
services
that
the
utility
pole
doesn't
have
any
leads
that
go
beyond
the
end
of
terrorist
place
into
the
I'm.
Sorry,
I
don't
have
the
north
arrow
here,
but
to
the
I
guess,
east
of
the
site.
H
A
B
Yes,
they've
notified
everybody
that
they
need
to
notify.
I
would
ask
the
project
to
just
confirm
my
understanding
that
these
parcels
are
going
to
get
consolidated
as
part
of
this
development
project,
so
there
will
no
longer
be
any
landlocked
parcels.
J
That's
that's
correct.
We
will
be
assembling
the
parcels,
it
will
be
a
single
development
project
along
the
I
think,
17
000,
almost
18
000
square
feet
in
total.
A
J
J
We
will
be
there,
mr
chair
and
commissioners.
I
thank
you
very
much
for
your
time
today.
A
Thank
you
just
just
before
michael
leaves
I'll.
This
is
again
a
useless
thing
with
some
information.
Michael
ross's,
I
don't
want
to
say
better
sister
julie,.
A
Of
the
public
improvement
commission
that
goes
back
at
least
20
years,
but
favoritism
correctly.
Thank
you
for
remembering
that
we
appreciate
it.
Thank
you,
michael
we'll
see
you
in
two
weeks.
Thank
you
next
item
on
the
agenda.
I'm
sorry,
a
new
business
item
number
four
foresight:
street
huntington
avenue,
raspberry
product
location,
on
a
petition
by
crown
passer.
A
E
Good
morning
my
name
is
crown
castle
and
ryan.
Cunningham
is
a
mutant
himself
right
now.
I
know
that
I.
K
K
K
This
is
a
micro
trench
installation.
The
total
length
will
be
about
830
feet,
beginning
at
an
existing
crown
castle,
hand
hole
on
huntington
ave
near
the
intersection
with
the
foresight
just
to
orient
you.
This
is
huntington
out
this
way.
Four.
This
way
our
plan
is
to
dig
place.
Micro
trench
from
that
existing
hand,
hole
over
to
a
new
handhold
to
be
placed
here
near
corner.
K
A
Thank
you,
brian
todd.
My
memory
is
obviously
not
the
best.
I
know
we
had
a
big
project
where
you
state
funds
to
rebuild
foresight.
I'm
not
sure
I
think
we
may
have
gone
past
the
five-year
monitoring,
but
sometimes
five
years
goes
by
too
fast
or
too
slow.
A
D
B
And
it
cleared
the
streets
list.
C
C
It's
the
imprinted
style
crosswalk,
so
either
you
gotta
hug,
the
curb
line
really
close
or
you're
gonna
have
to
repeat
that.
K
Would
it
be
this
one
right
here?
Can
you
see
me,
I
have
a
screenshot
of
the
area.
Can
you
see
that?
How
do
I
have
to
re-share
my
screen.
C
You
know
it's
the
the
huntington
side
right
like
across
the
top
of
forsyth.
All
of
that
is
so
where
that
handicap
ramp
is
and
you're
on
the
other
side
of
it
is
all
painted.
K
It's
paint,
yes,
we
looked
at
that
it
is
painted
and
we
would
restore
that
to
it
to
the
way
it
is
right
now.
Okay,.
A
K
Okay,
thank
you
power.
This
is
brian
cunningham
again
and
with
me
is
anna
sebastian.
This
is
a
petition
for
a
grant,
a
location
for
telecom
conduit
again.
This
is
on
center
street
in
roslindale
and
I'm
showing
this
plan
now.
Can
somebody
confirm
that
you
can
see
that
plane,
you're
good?
We.
K
You
okay.
Thank
you
power.
The
total
length
of
this
trench
is
about
1171
feet,
of
which
the
first
294
feet
is
within
city
of
boston
jurisdiction
and
then
the
remainder
is
in
dci
jurisdiction,
we're
working
directly
with
dcr
for
the
portion,
that's
in
their
jurisdiction
and
we're
seeking
approval.
From
pick
for
the
portion,
that's
in
the
city
jurisdiction.
K
We
plan
to
place
microduct
here
and
starting
over
here
on
the
left
side
of
the
plan.
This
is
center
street.
In
roslindale.
We
would
like
to
connect
from
a
a
customer
for
this
service
at
1300.
Center
street
is
harvard
university.
They
have
a
private
manhole
system
here,
we'd
like
to
connect
from
their
private
manhole
system
right
here
into
the
street,
down
to
bfw
parkway
roughly,
and
that
is
the
border
with
the
dcr
jurisdiction.
K
A
Thank
you,
brian,
just
for
my
identification
purposes,
a
project
of
this
nature.
How
long
will
it
take
you
to
construct
this?
If
you
don't
have
that
information,
that's
fine!
Just
recognizing
the
amount
of
traffic
that
is
there
on
center
street
around
this
whole
area,
including
the
water
center.
The
whole
area
with
this
that's
trapping.
K
Yeah,
it's
a
feeling,
long
trench
for
sure,
I'm
going
to
estimate
three
to
four
days
for
that
once
we
have,
the
permit
we'd
be
happy
to
do
this
at
night.
If
that
would
be
allowed
in
that
area
to
minimize
the
impact
on
traffic.
A
K
Good
good
point
yeah
and
we
are
working
with
dcr.
We
do,
we
don't
have.
You
know
permagent
from
them.
Obviously,
so
we
have
to
coordinate
that
for
sure.
A
K
Yes,
thank
you,
and
that
was
a
comment
we
received
on
one
of
our
inquiries,
so
we
will
certainly
be
careful
about
that
and
fix
anything
that
we
break
when
we
obviously
will
attempt
to
not
break
anything.
A
To
follow
up
this
coding's
point
this
the
stock
light
or
the
traffic
signal
at
bmw
and
center
street,
just
because
I
think
it
belongs
to
pcr
amy
powering
steam
is
the
one
that
runs
it,
and
it
is
one
of
the
few
traffic
signals
that
actually
works
well.
So
if
there
are
any
loops,
please
a
try
another
choppy
b,
if
you're
chopping
fix
it.
Your
earliest
sorry
will
do.
