Description
The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

to
decarbonization
and

with

interim
period
to
help
better
understand
your
approach
to
decarbonization
and
your
long-term
strategy
for
evolving.

fuel
fired

product

something

more
compatible
with
the

strategy

not
come

pass,

understanding

is
for

these
facilities
of

larger
overall
carbon
intensity
and
carbon
emissions,
but
also
an
issue
of
localized
air
pollution.

the

facility,

not
seen
a
sort
of
any
kind
of
clarity
about
how
you
intend
to
audit
or

review
the

sort
of
zero
carbon
Ledges.
The
way
that
your
Cambridge
facility
operates
because
of
its
function
as
the
electric
power
source
on
the
grid
is
complicated
and
the
nature
of
any
sort
of
zero.

commitment
typically
involves
multiple
parties
from
the
generation
side
through

the
delivery
side,
and
it
is

unclear
to
us
the
level
of
accountability
of
transparency
and

independent
assessment
of
your
zero
carbon
claims

both
the
Massachusetts
Department
of
Transportation,
in
its
capacity
as
the
fee
owner
and
lessor
of
air
rights,
parcel
12.
and
p12
property
LLC
in
its
capacity
is
the
lessee
and
developer
of
the
parcel
12
project.

However,
ultimately,
the
city
desired
in
massdot
to
developer
agreed
for
that
area
to
be
laid
out
as
a
highway,
easement
Instead,
at
least
in
part,
because
there's
a
new
cycle
track.
The
project
team
is
also
constructing
within
that
area.
We
know
that
the
building
elements
that
are
the
subject
of
this
request
have
not
changed.

It
was
an
oversight
not
to
have
done
that
on
our
part.
So
we
worked
with
Todd
and
Chong
to
see
if
there
was
an
administrative
solution
here
but
understand
the
formal
approval
process
is
required,
so
we're
of
course
happy
to
do
that
in
the
interest
in
making
sure
the
record
is
accurately
reflected
with
that.

more
detail
about
the
projects
and
the
specific
building
elements.

you
through
sort
of
a
brief,
a
little
introduction
to
the
projects.
I.
Think
as
Brian
was
saying,
it
was
last
in
front
of
the
Commission
in
2019,
so
it's
been
a
while
and
then
talk
about
the
four
specific
areas
that
that
are
being
related
to
the
vertical
discontinuances.

Here's
illustrative
site
plan:
this
is
the
site
plan
that
represents
what
was
approved
by
the
bpda
back
in
August
of
2019,
and
this
consists
of
you
know
you
can
see
the
the
air
rights
parcel,
12
site
outlined
and
sort
of
red
here
on
the
Olsen
Street
side,
you
have
the
the
office
life
science,
building
on
the
Newbury
Street
side,
there's
a
hotel
building
and
then
in
between.
There
is
a
there's,
a
ground
ground
floor,
Plaza,
that's
connected
at
the
at
the
ground
level
by
retail.

That
forms
the
base
of
the
two
buildings
is
also
a
publicly
accessible
stair
and
elevator
that
gets
Folks
up
to
this
upper
Plaza
as
well.
So
Brian
was
standing
along
along
Mass
Ave
we've
created
all
sorts
of
new
pedestrian
realm.
We've
we've
moved
the
highway
ramps,
which
created
a
better
Crossing
at
the
Newbury
Street
intersection
and
improved
all
of
the
frontage
along
the
Boston
Street
side
as
well,
and
so
this
was
sort
of
the
subject
of
the
area
of
the
the
highway.

Easement
was
the
sort
of
the
portion
between
the
red
line
and
into
the
building
into
the
footprint
on
the
site
here
towards
to
the
West.
Almost
what
you
can
see
here,
sort
of
in
this
sort
of
beige
tone
is
sort
of
what's
represented.

There's
a
MBTA
stair
head
house:
that's
a
new,
a
new
part
of
the
this
project
that
was
constructed.
There's
an
elevator
here
and
below
below
this
area.
There's
a
there's
a
a
little
station,
if
you
will,
where
the
pedestrians
can
get
down
to
what's
a
below
grade
tunnel,
that's
that
was
built
back
in
this
in
the
60s
that
goes
underneath
the
portion
of
Mass
Ave,
that's
actually
on
terraforma.

construction

we

This

approved

the

construction
commenced

July
of
2020,
and
so
here
we
are
today.
This
is
probably
about
a
month
ago

these

we're

There
almost

completes,
so
this

right
now
is
the
the
highway
easement
plan
that
was
before
the
pic
back
in
in
2019.

building

which

starts

it's
well
above

small
triangular
area

is
overlapping.

highway
easement

small
area
of
a
building
a
canopy,
and
this
is
sort
of
the
entry
canopy
for
the
hotel.
It
is
a
sort
of
a
covering
that
is
extended
over
their
revolving
door
and
again,
it's
sort
of
small
triangular
area

see
on
the
plan
there
and
then
the
fourth
piece
is
along
the
base
of
the
Life
Science
office
building,
and
that's
that's
at
the
top
of
the
podium.
So
it's

the
building

part

the
overall
pedestrian
wind
mitigation
that
was
sort
of
designed
into
the
project
after
wind
tunnel
tests
and
through

whole
review
process

piece
as
well
is
subject
of
this
vertical
discontinuates.

you
that
both
of
the
pieces
of
the
building
that
are
just
quote-unquote,
canopies
sort
of
the
the
wind
canopy
at
the
life
science
building
and
the
the
the
canopy
that's
over
the
revolving
door
for
the
hotel
that
both
have
are
internally
drained.
They
are
all
any
of
the
piping.
That's
on
the
exterior
of
the
building
of
that
is
heat,
traced
and
insulated.

Network
Solutions.
They
are
proposing
a
four-inch
conduit
with
City
Shadow
to
be
installed
along
Dartmouth,
Street
and
in
front
of
149
Newbury
Street.

purpose
of
this
condo
installation
is
to
for
the
in
order
for
them
to
serve
customers
in
this
area.
As
you
can
see,
it's
the
con
wouldn't
start
at
their
existing
manhole
running
along
Dartmouth,
Street
and
then
Crossing
into
the
construction
area
of
149.
Newbury
Street
with
a
proposed
hand,
hole
right
outside
the
building
which
would,
in
the
future,
be
used
to
intercept
future
conduits
from
the
building
to
provide
service
to
those
customers
there.

have
been
working
with
the
with
the
construction
company
and
the
building
to
ensure
that
any
future
needs
are
met
and
if
any
issues
arrive
arise,
they
can
work
together
to
come
to
the
solutions.
