Description
The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

improvements

connection

Washington
Street

on
this

the
Forest
Hills
Orange
Line
station
Arboretum
road
is
located
just
south
of
that
it's
a
dead
end
roadway
currently
accessed
by
Washington
Street
and,
at
the
very
end,
is
the
commuter
rail
tracks
which
go
over
a
tunnel
which
is
a
pedestrian
way
to
the
Arboretum
and
trails
that
lead
to
the
forest
hill
key
station.

So
this
project
is
in
collaboration
with
BTD,
who
has
a
sister
project
that
is
going
to
reconstruct
the
plaza
and
the
entrance
to
the
tunnel
and
the
trails
and
bike
paths
on
the
other
side
of
the
tracks.
So
this
project
I
will
go
to
the
pic
plans
right
now
again,
here's
Washington
Street
on
the
right.
The
commuter
rail
tracks
are
on
the
left
side
here
and
this
street
is
in
much
needed
repair
like
Jeff
mentioned.

currently
really
no
curbing
or
sidewalks
per
se
on
this
street,
no
Street,
trees,
very
limited
drainage
and
it's
in
very
much
disrepair.
So
we
are
going
to
install
new
curbing
to
formalize
the
sidewalks
New
Street
trees,

few
bike
racks.

have

desire
line

sidewalk,

due

tight
constraints
directly
behind
the
right
of
way
here

the
need

this
transition
again.
This
is
a
raised
crosswalk.
So
there
needs
to
be
at
least
three
or
four
feet
from
the
gutter
line
to
the
top
of
the
race
crossing
here
and
that's
why
we
have
this
pushed
back.

speak

little
bit

what
coordination
has
been
done
related
to
their
access
needs,
both
for
the
their
primary
facility
located
on
the
north
side
of
Arboretum
Road,
as
well

secondary
parking
on
the
south
side

to
ensure
that
this
design
is
compatible
with
their
effective
and
safe
operations?.

we
recognize.
This
is
somewhat
of
an
industrial
neighborhood
with
very
various
uses.
There
is
currently
parking
allowed
on
both
sides
of
the
street,
which
is
very
problematic
for
emergency
services,
because
it's
very
difficult
to
get
down
here
with
that
parking
setup
as
it
is
so
we're
proposing
to
eliminate
parking
along
the
north
side
entirely
and
only
allow
parking
along
the
south
side,
and
even
that
is
very
constrained.
But
with
that
we
have
checked
with
our
design.
Software
Auto
turn
the
Turning
movements
in
and
out
of
this
driveway.

This
is
the
ice
cream
manufacturing
facility.
They
have
a
wide
driveway
right
now
that
we
are
maintaining
and
again
we
have
checked
the
Turning
movements
for
large
vehicles,
box
unit
trucks
and
Boston
fire
trucks.
To
make
this
turn.
While
there
are
parked
cars
on
the
south
side
of
Arboretum,
so
we
don't
believe
that
we're
impinging
on
their
axis
at
all
and
maintaining
the
desired
emergency
access
and
business
Commercial
access
to
their
facility.

and
the
second
question
I
had
relates
to
the
Western
end
of
Arboretum
Road,
and
there
is
we
earlier
this
week
or
late.
Last
week
there
was
a
filing
done
for
a
large
residential
development
at
22
Arboretum
roads
that
sailing
included
some
conceptual
designs
for
the
portion
of
Arboretum
Road,
directly
adjacent
to
the
development
site
that
are
somewhat
different
from
what
is
being
shown
in
these
plans.

So
I
would
like
to
just
understand
our
expectations
for
what
is
being
proposed
here
and
how
a
future
development
projects
might
alter
this
or
how
this
this
design
May
interface,
with
development,
where
to
be
successfully
approved
through
the
article
80
and
other
Associated
processes.

Yeah
we
we
just
heard
about
this,
as
you
mentioned
recently,
and
we
fully
expect
to
coordinate
with
them
and
adjust
our
design
as
needed,
so
that
we
are
not,
you
know,
wasting
taxpayer
dollars
just
to
have
this
ripped
up
in
the
future
by
a
private
development.
So
again,
this
is
very
early,
but
we'll
coordinate
with
dpda
and
others
to
possibly
remove
the
improvements
that
we
show
here
in
front
of
this
development.
This
this
existing
building,
which
is
this
object
of
development.

will
again
probably
not
perform
these
improvements
and
leave
that
for
the
developer
in
the
future.
Again,
we
probably
will
instruct
the
ones
on
the
other
side
of
the
street
as
again
we're
looking
to
get
this
work
done
fairly
quickly.
As
we
know,
BTD
has
a
project
again
to
complete
a
pedestrian
bicycle
improvements
under
the
under
the
tunnel
of
the
rail
tracks.
We
want
to
make
sure
these
curb
line.

I'll
add
that
we
are
looking
at
our
project
limits
and
what
would
be
needed
for
for
our
project
and
our
construction
documents.
From
my
understanding,
we
may
need
to
include
the
drainage
improvements
towards
the
end
of
the
roadway,
which
we'll
probably
look
at
completing
as
part
of
our
project,
but
in
terms
of
the
the
Broadway
and
sidewalk
surface
improvements,
I
think
believe
past
kitchen
Road
will
need
to
determine
whether
our
limit,
where
our
limits
go
in
regards
to
those
improvements.

to
put

concrete
sidewalks

Stone

all

at
least
I'm
a
walkable
Surface
versus
having
nothing

this
project,
the

project

developers

penny

can
walk

bit
easier
than
what
they

faced

dialogue

going

wonderful
Improvement
to
Arboretum
Road

most
welcome,
especially
additional
lighting.
That
particular
Street
can
be
a
little
dicey,
very
late
at
night,
and
this
might
help
eliminate
some
problematic
usage.
So
to
speak,
a
couple
of
points.

The
people
parking
on
Arboretum
road
now
are
predominantly
maybe
two
or
three
people
that
live
on
Washington
Street
that
do
not
have
off
street
parking
they'll
have
to
relocate.
The
remainder
are
people
who
are
parking
there
and
walking
to
Forest
Hill
station,
so
they're
using
this
as
on
Street
commuter
parking.

As
to
the
housing
complex,
the
preliminary
plans
that
have
been
released
calls
for
the
elimination
of
kitson
road,
which
is
a
private
way
connecting
lockdale
and
Arboretum
roads.
Kitson
will
become
a
driveway
for
the
housing
building,
so
you
could
probably
want
to
check
with
their
plans
as
far
as
I
know.
Do
you
have
butters
on
that
road
have
not
been
consulted
on
that
design?
So
that's
going
to
be
a
little
bit
up
in
the
air.

parking
lot
could
Puritan,
isn't
a
butter
and
there's
been
no
dialogue
there
with
them
as
yet

and

reservations
for
the
heavy
trucks
coming

this
work

to
keep

extending
the
curb
out
into
the
roadway
farther
than
it
is
today
to
provide
basically
the
extension
of

asphalt
cycle
track
on
both
sides
of
the
street
that
exists
on
Summer
Street
up

point
today.

this
will
be
an
extension
of
it
down
to
the
limits
of
the
projects,
there's
a
further
extension
which
provides
for
a
pedestrian
ramp
at
this
location,
as
well
as
a
bus,
shelter
on
each
side
of
the
street.

then
continuing
down
towards
the
convention
center,
we
get
the
West
Side
Drive
at
the
Edward
Convention
Center.
The
curb
extension
continues,
as
well
as
the
bike
lane
cycle
track,
which
will
exit
back
out
into
traffic
at

edge
of
the
limits
of
the
work.
The
bridge
is
going
to
be
micro,
milled
with
new
pavement,
where
needed,
where
the
medium
is
being
thereof.

only
other

there
will
be
stamped
concrete
between
the
cycle
track
and
the
curb?

is
really
it's
the
similar
detail
to
what's
out
there
on
the
piece
of
the
cycle
track

exists

Street

the
commission
might

I

BSC
staff

folks
to
make
sure

we

support

improvements,

the
authorization
for
set
improvements

understood

being
said,
have
you
had
any
conversations
with
mass
activity,
because,
right
now
the
segments
of
Summer,
Street
and
of
Congress
State
might
be
within
their
purview,
so
don't
want
to
make
a
big
deal
out
of
it
truly
support
all
of
this
stuff.

eventual
landlords,
are
okay

and

past
discussion
of
potential
permanent
changes
to
Summer
Street
that
could
involve
permanent
constructed
bus
priority
at
various
points.

has
been
floated

interested
in
whether
that
discussion
has
taken
place
to
look
at
any
potential
compatibility
issues
with
either
a
short-term
pilot
projects
that
may
roll

that
might
be
under
consideration.

upgrades

systems

well

Street
improvements

were
requested
as
we

gone
through
the
articulating
process,
and
this

design,
we've
met
with
numerous
agencies
to
coordinate
streetscape
features.

have
met
with
the
MBTA
as
well
as
disabilities
on
site
to
review
turning
movements

real
time
of
the
buses

melter
Street

a
Street
intersection.

repair

specific
repairs,
the
sidewalks

edge

sidewalks
new
cities.

racks
will
be
installed

as

alignment
at
melter
Street
intersection
with
a
street

includes
these
curb
extensions

both
sides

Melcher
Street,
will
also
be
installed

part
of
that

Pedestrian
ramps
are
being
redesigned

work
with
the
new
sidewalks,
as
well
as
the
existing
to
make
sure
there
is
an
accessible
path
to
get
to
those
the
City
standard
tree
pits
will
also
be
installed
along
here,
allowing
for
at
least
five
feet
clear
from
the
tree
pad
to
the
building
to
allow
for
that
that
space,
the
only
other
thing
would
be
that
the
pedestrian
signals
are
being
relocated
slightly
with
the
new
orientation
of
the
ramps

allow

the
pedestrians

access
there,

well
as
the
two
street
lights

little
closer
to
the
curb

willingness
to

do
a
design
for
the
rest

Melcher.

intersection

Neko
and
Melcher
and
whether

looked

would

willing

consider

accessible
crosswalk

that

provide

to
Summer

where
many

coming
