Description
Public Improvement Commission 01/26/2023
B
Thank
you
very
much.
Todd
good
morning,
everybody
and
I
called
to
order
the
public
Improvement
commission
hearing
of
January
26
2023.
Mr
Landing.
Would
you
please
take
the
Roll
Call.
C
Certainly,
what
the
representative
from
the
public
works
department
State
his
or
her
name,
please.
C
Cool
one
more
time,
Mr
chair,
you,
sorry
I,
think
I
was
muted
there,
yeah
Franklin
Hodge
perfect.
Thank
you.
E
C
B
G
B
So
moved
on
to
our
first,
our
first
public
hearing
on
a
petition
by
10
Walnut
Condominium
Association
from
the
making
of
specific
repairs
within
Walnut
Street
public
Way,
Boston
Proper,
located
on
its
easterly
side
at
address
number
10
generally
across
from
the
consisting
of
new
and
reconstructed
vertical
curved
sidewalks
and
Specialty
pavers.
This
was
new
business
on
January
12th
of
this
year,
as
shown
on
a
plan
entitled
city
of
Boston,
Public,
Works,
Department
engineering
division,
specific
repair
plan,
10,
Walnut,
Street,
Beacon
Hill,
one
sheet
dated
August,
2nd
2022,
revised
January
5th
2023.
B
Due
with
the
proponents,
please
introduce
themselves.
Their
affiliations,
give
us
a
brief
overview,
a
reminder
of
what's
being
proposed
and
any
updates.
Since
your
last
hearing.
H
Yes,
sir,
thank
you
very
much.
My
name
is
Timothy
Burke
I'm,
the
architect
for
the
project.
I
have
a
business
address
of
142
Berkeley
Street
in
Boston.
The
project
is
currently
the
Bluestone
sidewalk
is
in
severe
disrepair
in
front
of
10
Walnut
Street.
This
occurred
after
the
parking
was
changed
on
Walnut
to
the
Westerly
side,
and
so
certainly
people
started
using
the
sidewalk
as
a
loading
zone
and
it
has
deteriorated
the
edge
of
the
blue
stone
and
become
a
real
hazard.
H
I'd
be
happy
to
answer
any
questions.
The
owner
is
also
with
me
owners,
representative
from
the
Condominium
Association
Chris
cianti.
B
Thank
you
very
much
before
we
move
ahead.
I
just
want
to
as
a
noted
process
and
to
give
some
members
in
the
public
here
to
testify
on
various
matters
that
are
on
the
agenda
today
with
each
of
these
sections
or
each
of
these
projects
that
we
consider
we'll,
we
will
start
with
a
representation
from
the
proponent.
We
will
give
the
Commissioners
a
chance
to
ask
questions
or
make
comments.
We'll
then
give
pic
staff
a
chance
to
speak,
followed
by
members
of
the
public.
B
So
if,
with
any
hearing
item
that
you
are
interested
in
speaking
on
as
a
member
of
the
public,
we
asked
to
use
the
raise
hand
function
in
Zoom,
which
you'll
find
in
the
by
clicking
the
reactions
button
within
the
the
interface
of
zoom,
and
that
will
put
you
in
queue
and
once
we've
heard
from
pic
Commissioners
and
staff,
we
will
then
call
on
folks
from
the
public
to
speak
for
the
agenda
item
that
we
are
currently
considering.
B
So
just
let
everyone
know
about
that
process
and
with
that
Commissioners,
any
questions
or
comments
on
public
hearing
number
one.
C
H
Just
a
brief
intro:
this
is
the
drawing
that
we
submitted
to
the
architectural
commission.
It
helps
to
explain
these
are
the
panels
that
are
being
replaced.
These
will
be
salvaged
and
then
some
patching
that
had
been
done
in
the
past
will
also
be
restored
to
its
original
Bluestone.
H
The
this
is
the
engineering
drawing
from
Joyce
engineering
that
shows
they
work
in
front
of
the
building
on
Walnut
Street.
C
Just
one
question
I
have
is
actually
in
regards
to
maintenance.
There's
an
existing
coal
shoot
here.
Is
that
correct,
Tim.
H
C
Okay,
I
think
we
will
need,
it
might
just
might
be
a
limited
The,
Limited
version
of
our
LMI
agreement,
but
I
believe
that
we'll
need
that
on
file,
assuming
that's
expected
by
your
client.
C
Great
okay,
we
will
put
you
in
touch
with
our
legal
counsel
Chung
to
have
that
document
drafted
up.
Okay,.
B
Thank
you
very
much,
members
of
the
public
I'm
not
seeing
any
raised
hands
going
once
going
twice
seeing.
None
do
I,
hear
a
motion
to
approve
public
hearing
number
one
I'll.
J
B
This
was
new
business
on
January
12th
of
this
year,
as
shown
on
a

with
the

please
introduce

give
a

of
what's
being
proposed
and
any
changes
or
responses
to
issues
raised.
In

Hello
good

as

I'm
joined
here
by

who's,
our

GPI,
and
he
will
be
providing
more
details
in
regards
to
this
project.
L
Thanks
Jeff
hi
I'm,
Mike,
adube
I'm,
with
GPI
and
I'll,
be
presenting
the
design
specifics
for
creight
Park
crate
Parks,
founded
by
Columbus
Ave
on
Northwest
Canton
on
the
south
and
Appleton
Street
as
well.
The
proposed
design
features
a
newly
landscaped
area,
including
brick
sidewalk
raised
Planters
with
new
plantings
and
trees,
site
Furniture,
including
seating
tables
and
pergola
structure,
site
lighting
within
the
park
on
the
particular
structures,
storm
water
management
and
also
an
irrigation
system.
The
improvements
also
include
underground,
Street
lighting
infrastructure,
adjacent
on
Appleton
Street
for
future
Street
lighting
improvements.
L
The
project
as
a
note
has
received
comments
and
is
currently
going
through
the
BWC
site
plan
process.
We
will
be
addressing
all
comments.
We
have
no
issues
with
any
of
the
common
suicide
plan
process,
so
those
will
be
addressed
as
part
of
this
and
then,
as
you
can
see
in
the
plan,
all
the
improvements
shown
in
this
pic
yeah
answer
any
questions.

C
Yes,
I
believe
that
we
have
a
few
people
who
would
like
to
speak.
Ben

if
you'd
like
to

yourself,
please
go
ahead.
A
Good
morning
and
thanks
my
wife
and
I
have
lived
in
the
South
End
for
more
than
50
years.
We
raised
our
children
here.
We
are
in
full
support
of
this
infrastructure.
Innovation
in
the
entire
Community
is
supportive.
This
is
a
historic
opportunity
and
Alan
Rohan
Cripe
just
lived
a
couple
of
blocks
away
and
we
have
met
his
family
and
we
were
just
at
the
Athenaeum
and
the
Athenaeum
has
12
of
Rohan
Crites
paintings
and
we've
seen
them
all
over
the
country.
I
B
I
C
C
In
the
801
hearing,

Ashley
is.
N
Good
morning
my
name
is
Cheryl
Dickinson
I'm,
the
president
of
the
friends
of
the
Creek
Park
organization,
I,
live
at
189,
West,
Canton
Street
in
the
South
End
of
Boston,
when
a
group
of
neighbors
committed
to
building
the
crepe
Park
six
years
to
the
day.
Today
ago,
we
decided
that
the
park
would
be
more
than
a
pretty
space,
but
rather
it
would
strive
to
build
a
community.
N
This
piece
that
I'm
about
to
read
is
one
voice
among
those.
Many
from
our
crepe
Park
Community,
dear
Commissioners,
I,
am
in
full
support
of
approving
the
expansion
of
the
park
located
at
Appleton,
Street
and
Columbus
Avenue
into
an
exciting
new
space.
Craig
Park,
named
in
honor
of
Ellen
Rowan
Kreit
a
nationally
recognized
artist,
who
lived
nearby
and
created
Unforgettable
images
of
the
south
end.
He
knew
during
the
last
two
pandemic
years.
N
Since
the
unfortunate
incidence
of
the
Museum
of
Fine
Arts
a
few
years
ago
that
revealed
an
embedded,
racial
and
sensitivity
to
visitors
and
artists
of
color
alike.
The
institution
has
dramatically
changed
course
and
made
big
strides
and
successfully
integrating
the
many,
vibrant
and
previously
unknown
artists
of
color
in
the
Museum's
exhibits
in
their
collections
for
the
benefit
of
all.
N
Similarly,
turning
a
neglected
corner
of
real
estate
on
Columbus
Avenue
and
Appleton
Street
into
an
inviting
outdoor
space
that
also
honors
the
nationally
acclaimed
but
locally,
not
widely
known
artist.
Alan
Rowan
Craig
is
a
perfect
project
for
our
times
as
a
donor
and
advocate
for
Parks
the
Arts
and
libraries
by
enthusiastically
support
your
approval,
Craig
Park
Board
and
is
spent
well.
The
crite
park
board
has
put
in
yeoman's
work
for
years
to
bring
about
the
project
close
to
reality,
with
almost
two-thirds
of
the
funds
having
been
raised
for
groundbreaking.
N
Their
success
is
living
proof
that
public
space
matters
that
the
Arts
matter,
that
citizen
volunteers
efforts
matter
the
time
and
opportunity
to
combine
the
belated
recognition
of
a
nationally
recognized,
South,
End
artist,
with
a
beautiful
new
park
in
a
neighborhood
that
has
the
lowest
percentage
of
green
space
in
Boston
is
now
kind
regards
Marlene,
nighthouse,

Canton
Street.
Thank
you,
Marlene.

N
N
Our
advisory
Council
consists
of
10
community
members,
who
are
there
to
offer
us
support
and
advice
who
are
there
to
show
their
share
their
skills
as
we
need
them,
and
we
have
a
seven
person
Board
of
people
that
are
crazy
enough
to
go
ahead
and
do
this
to
spend
their
time
not
just
beyond
the
working
day,
but
to
be
able
to
share
with
their
Community
the
vision
that
we
have
for
us
all
our
byline,
and
this
is
what
we
believe.
This
is
not
just
just
talk,
but
we
walk
the
walk.
N
B
Thank
you
very
much
for
those
wonderful
comments,
any
additional
public
testimony
or
comments
from
the
commissioners
chief.
I
Go
ahead,
para
I
want
to
take
this
opportunity
to
publicly
acknowledge
the
tireless
and
dedicated
work
of
Cheryl
dickasant,
her
husband
and
all
those
that
supported
her.
They
have
a
Visionary
and
it
has
been
our
privilege
to
support
him
in
this
task,
and
I
want
to
publicly
acknowledge
her
entire
separates.
Thank
you.
B
J
O
B
Aye
I
any
opposer
abstain,
don't
move!
Thank
you
very
much
and
really
wonderful
to
see
this
community
and
City
collaboration
with
board.
It's
a
very
exciting
project
and
the
echo
Parks
thanks
to
Cheryl
and
all
the
other
folks.
Who've
been
a
part
of
making
this
and
getting
this
to
this
place.
So
I'm
excited
to
see
this
park
in
in
the
short
order,
all
right.
B
Moving
on
to
our
third
order
of
business,
public
hearing
number
three:
on
a
joint
kitchen
by
the
city
of
Boston
transportation
department
in
the
city
of
Boston,
Parks
and
Recreation
Department,
the
city
of
Boston
public
works
department
and
the
Arnold
Arboretum
we're
making
the
making
of
specific
repairs
within
Arboretum
Road
public
Way,
West
Roxbury,
located
at
its
northwesterly
Terminus
generally
Northwest
of
Lanesville
Terrace,
consisting
of
sidewalk
reconstruction
as
well
as
new
and
relocated
specialty,
pavement
storm
drain
infrastructure,
Street
trees,
Landscaping
bollards,
fencing,
Granite,
piers
and
Decorative
Stone
walls,
new
business
on
January
12th
of
this
year,
as
shown
on
a
set
of
plans
entitled
city
of
Boston,
Public,
Works,
Department
engineering
division,
specific
repairs,
plan,
Arboretum,
Road,
Roslindale,
seven
sheets
dated
December
27
2022.
B
O
I'm
Charlotte
Fleetwood
I'm,
a
planner
with
the
Boston
transportation
department
and
with
me,
is
Hannah
Carlson
from
Horsley
Whitney,
Design,
Group
and
Danny
shisler
from
the
Arnold
Arboretum,
so
I'll
just
quickly
run
through
what
we
shared
last
time
and
then
any
changes
to
the
plan.
So
this
diagram
is
showing
the
larger
context
of
the
pic
action.
So
the
pic
action
covers
the
small
orange
area
sort
of
near
the
middle
of
the
screen,
and
this
is
the
gateway
to
a
larger
set
of
New
Paths.
That
will
connect
to
some
existing
paths
within
the
Arnold
Arboretum.
O
So
this
is
showing
a
little
bit
more
of
a
close-up.
The
Shaded
area
is
not
within
the
public
right-of-way,
so
we're
looking
at
just
this
area.
That
is
not
shaded
and
it
includes
Granite
Piers,
stone
walls,
bollards
catch
Basin
and
some
pavement.
O
O
O
We
met
with
them
and
with
the
Arboretum
and
came
up
with
an
alternative
plan
which
would
be
a
smooth
thermal
Granite
pavers
and
we're
continuing
to
work
with
them,
but
but
they're
comfortable
working
with
us
on
this
revised
plan,
and
there
was
also
a
comment
about
the
fact
that
Arboretum
Road
has
some
industrial
uses
on
it,
and
there
are
tractor
trailers
on
it
now.
There's
currently
no
sidewalks
on
Arboretum
road,
but
the
public
works
department
has
committed
to
reconstructing
Arboretum
road
to
add
sidewalks,
so
that
will
improve
the
safety
for
pedestrians
along
Arboretum
Road.
O
B
It
would
be
great
to
put
the
plans
up
on
the
screen,
but
Commissioners
I
mean
comments
or
questions.
B
C
I'm
not
seeing
anybody
from
the
public
I
will
mention
that
I
understand
these
plans
have
been
updated
and
I
will
need
to
receive
copies
of
those
updated
plans
on
mylar.
So
the
description
is
right
into
the
record
by
the
chair
may
change,
but
we
have
a
couple
raised:
hands
Danny,
you're,
a
partner
with
this
project.
Why
don't
you
go
ahead?
First,
yeah.
D
D
Q
Let's
go
ahead.
Thank
you
very
much
for
the
opportunity
to
speak
I'm
very
pleased
to
see
that
concern
has
been
raised
regarding
Arboretum
Road
being
a
heavy
Industrial
Area.
There
are
many
heavy
trucks
entering
and
leaving
that
street
on
a
day-to-day
basis,
and
this
will
be
directing
a
lot
of
pedestrian
traffic
to
Arboretum
world.
That
is
traditionally
not
there
and
there's
going
to
be
a
major
learning
curve
both
for
the
commercial
occupants
in
that
area,
as
well
as
the
user.
Q
Public
I
would
again
stress
that,
insofar
as
this
is
an
industrial
area
that
there
should
be
additional
considerations
for
signage,
a
plethora
of
signage,
so
that
people
entering
Arboretum
Road
from
the
Arboretum,
as
well
as
people
coming
from
the
opposite
direction,
understand
that
there
are
heavy
trucks.
You
know
the
usual
type
of
signage
that
you
would
use
in
active
Industrial,
Area
trucks
are
entering
and
leaving
this
area
starting
at
six
o'clock
in
the
morning,
and
they
can
also
be
leaving
very
late
into
the
night.
Q
Some
of
the
business
there
during
a
seasonal
operations
can
be
there
till
nine
o'clock
at
night.
Well,
past
dark,
and
so
it's
important
that
people
are
educated
for
the
sake
of
Public
Safety
and
to
avoid
unnecessary
accidents.
So
I
would
appreciate
that
the
plans
include
specific
documentation,
saying
that
specific
signage
announcing
this
is
an
industrial
area
with
heavy
truck
traffic,
be
added
to
the
plant.
I
I
think
that's
the
logical
and
reasonable
thing
to
do.
This
is
a
very
reasonably
low-level
travel
area.
Q
Only
since
the
archway
under
the
tracks
have
been
opened
up
have
people
started
to
actually
walk
through
there.
It
had
been
blocked
off
for
a
couple
of
generations,
and
so
this
is
a
new
thing
and
with
new
thing,
you're
going
to
have
the
appropriate
comments.
Thank
you.
O
Thank
you,
Dennis
and
I.
Think
you
know
we
love
I,
would
personally
love
to
work
with
you
on
something
like
that
and
also
you
know.
We
have
guidelines
for
side
guards
on
on
tractor
trailers
that
are
also
like
a
safety
measure
that
industrial
property
owners
have
been
adopting
more
and
more
so
I
will
definitely
follow
up
with
you
and
I
would
love
to
follow
up
as
well
with
the
industrial
property
owners
along
this
way,.
Q
Thank
you
leave
my
electronic
mail
address
in
the
chat
room
and,
if
necessary,
I
can
arrange
a
meet
up
with
those
businesses,
I'm
part
of
the
local,
Business,
Association
and
so
I'm
very
concerned
about
that,
but
mainly
Public

coming
through.
This
is
a
new
thing
and
new
things
you
know
can
have
issues
unless
they're
addressed
up
front.
Thank
you.

today,
James
or
Maddie
yep
next
slide.
Thank
you
just
give
a
brief
overview
of
the
background
of
the
site.
This
is
a
combined
site
of
1.3
Acres
Mr
chair.
U
U
It's
bounded
by
a
six-story
parking
garage
along
District
Avenue
that
Services
South
Bay,
and
it
also
has
a
a
bunch
of
four
and
five
story:
condo
and
rental
apartment
buildings
along
Baker
and
Willow
courts
and
commercial
buildings
along
Graham
Court
in
Mass
Ave,
and
you
can
see
the
three
properties
in
the
three
buildings
here
on
the
screen
in
front
of
you.
Just
briefly.
U
On
the
actual
project
you
can
see
here,
it
does
include
three
buildings:
it's
approximately
181
thousand
square
feet
of
total
gross
floor
area
up
to
191,
total
residential
units
and
on-site
vehicular
parking
spaces
scattered
throughout
building.
One
you
can
see
here
in
the
middle
is
75
Willow
Court.
It
says
six
story,
building
of
approximately
86
000
square
feet
of
gross
floor
area.
It
includes
85
rental
units
and
at
great
service
parking
building.
Two
you
can
see
on
the
right
is
78
Willow
Court,
and
that
is
a
five
to
six
story.
Building.
U
It's
also
approximately
85
000
square
feet.
This
is
a
condo
home
ownership,
building
98
units
and
we'll
also
have
36
on-site
parking
spaces
in
the
basement.
Garage
and
you'll
see
that
there's
a
lot
of
ground
floor,
open
space
that
will
be
accessible
to
the
public
along
Enterprise,
Street
and
then
finally,
off
to
the
left,
is
16
Baker
courts
much
smaller
building.
It's
four
stories
only
about
7
500
square
feet
and
that's
a
six
unit
rental
building
with
no
on-site
parking.
U
So
you
can
see
from
this
area,
which
is
really
a
good
shot
of
everything
going
on
in
this
kind
of
corner
of
the
new
South
Bay
neighborhood.
So
to
speak,
it's
been
master
planned
and
designed
together.
It
has
site
and
pedestrian
access
improvements,
robust
usable,
open
spaces
and
related.
You
know
public
realm
improvements
which
are
will
be
in
front
of
the
commission
today,
and
it's
been
really
designed
as
a
Transit
and
pedestrian
focused
development,
looking
to
kind
of
enhance
future
connectivity
and
walkability
for
this
emerging
neighborhood.
U
One
of
the
biggest
aspects
that
you'll
see
as
part
of
the
project
is
we're
looking
to
remove
and
ground
13
utility
poles
in
the
area
and
that's
going
to
greatly
enhance
the
public
realm
as
well.
James
can
describe
that
as
we
go
through
the
overall
project,
James
or
Maddie,
you
can
go
to
the
next
slides,
which
just
quickly
show
the
existing
sites.
This
is
75
Willow
Court
at
the
buildings
there
on
have
been
demolished.
U
Next
page,
you
can
see
70
sizeable
Court
in
its
more
specifically
in
kind
of
the
robust
public
realm
that
we're
adding
to
the
site.
This
is
78
Willow
Court,
which
is
the
existing
site,
and
then
the
next
slide
again
shows
you,
where
the
building
and
again
a
lot
of
you
know
new
sidewalks
Street
trees,
a
lot
of
really
great
improvements
to
the
neighborhood
as
part
of
the
project.
U
Just
finally,
as
far
as
approvals
are
concerned,
Mr
chair
this
has
gone
through
a
really.
You
know
three.
Four
year
process,
we've
got
bcdc
approval,
bpda
board
approval,
the
scope
and
determination
has
been
issued
by
the
bpda
and
we
did
receive
zoning
approval
as
well
through
the
zoning
board
for
all
three
of
these
projects,
all
back
in
2021..
U
This
was
a
highly
supported
project
throughout
the
two
and
a
half
year
process.
A
lot
of
it
was
supported
because
of
these
improvements
to
the
area
we
got.
You
know
a
robust
and
positive
community
outreach
for
the
project
throughout
you
know
throughout
the
process.
So
that's
where
we
kind
of
how
we
got
to
today
and
I'll
toss
it
to
James
and
Maddie
in
their
capable
hands
at
Howard
Stein
Hudson,
to
kind
of
go
over
the
specifics
of
the
public,
improving
commission
petitions
in
in
Project
aspects,
so
James
and
Maddie
over
to
you.
M
Excuse
me
I
agree
thanks,
Nick,
good
morning,
everyone
James
Downing,
with
Howard
St
Hudson
Project
Engineers,
we've
prepared
a
few
slides
this
morning
for
each
of
the
petitions
before
you.
This
is
this.
Is
your
career
plan
associated
with
75
Wood
Court?
The
building
is
shown
in
this
like
10
color,
the
various
landscape,
imprudence
and
Shona
green.
Some
of
the
the
kind
of
light
brown
colors
are
just
harriscape
features
associated
with
a
project.
M
Improvements
within
the
public
ground
will
include
sidewalk
reconstruction
and
lightning,
curb
relayment
paper
installation
course,
pavers
with
information
zones
and
also
two
Street
trees
and
additional
plantings
along
the
frontage
as
well.
Next
slide,
please
may,
as
a
result
of
the
improvements
within
the
right-of-way
The
Whiting
location
will
be
required
in
front
of
75
bullet
Court.
This,
as
you
can
see
here,
is
extending
from
Big
port
to
the
North
heading
south
for
approximately
114
feet.
That
is
variable
with
with
its
whole
area
of
1267
square
feet.
Can
you
go
back
to
previous
slide?
M
M
Although
big
Accord
is
a
private
way,
we
are
looking
to
construct
a
new
cellular
along
greater
court
and
also
install
some
some
new
Street
trainings,
and
also
some
additional
plantings,
like
my
I,
have
one
more
yep
as
a
result
of
that
new
cellular,
Public
public
sidewalk
installation
and
we
are
looking
to
widen,
intermed
locate
back
a
court
that
would
extend
approximately
169
feet
from
each
section
of
the
blue
Accord.
That's
available
with
an
effort
total
area
of
2753
square
feet
without
having
to
answer
any
questions
specifically
on
Civic
life.
Will
partner.
B
Thank
you
very
much.
I
will
just
kick
off
to
confirm.
I
know
that
some
of
these
students
involved
are
quite
narrow
at
the
moment,
but
is
it
correct,
based
on
these
drawings,
that
you
anticipate
to
have
a
20-foot
width
on
Willow
Court
throughout
its
entire
length
of
the
conclusion
of
this
effort,
and
that
is
correct.
M
It'll
be
a
first
condition
out
here.
So
we
are,
we
are,
it
will
be
provided
a
20-foot
white
piratescape
for
for
the
Emergency
apparatus.
What.
M
Can
you
go
back
to
the
previous
slide
mode?
I?
Don't
think
we
have
that
here.
Dimension
I
think
right
now,
it's
16
feet
is
the
flush
curved
curve.
M
Oh
I'm,
sorry
I
thought
you
were
referring
to
a
bigger
Court.
It's
14
feet
is
a
curved
curve
for
World
Accord.
B
Given
the
narrow
widths
I'd
be
interested
in
understanding
expectations
for
loading
access
to
these
buildings
and
where
that
is
intended
to
happen,
you
know
certainly
a
14-foot
Street
would
not.
For
example,
a
pre-delivery
vehicle
was
parked
on
it
offer
enough
width
for
a
emergency
vehicle
to
pass.
So
what
is
the
larger
context
of
how
you
anticipate
loading
in
the
temporary
stopping
happening
at
this
buildings?
Sure.
M
I
James
or
the
sorry
James
for
the
public
hearing
yep,
please
I
think
it
might
be
useful
for
the
record
to
update
the
dimensions
on
the
below
code
segment
because
he
got
a
pretty
good
right
of
way.
You
are
making
the
effective
weight
matter
by
putting
extended
sidewalks.
So
that's
why
we
have
Dimension,
but
the
additional
sidewalk
width
is,
but
unless
someone
press
arithmetic
in
one's
head,
the
neck
right
of
neck
path
of
travel,
Dimension
is
not
there.
I
I
There
is
absolutely
no
future
decide
to
turn
this
thing
to
a
river
2014,
so
the
lighting
and
all
of
that
good
stuff,
just
just
Dimension
it
so
that
the
operations
people
can
understand
when,
when
we
have
more
than
couple
of
snow
storms,
we
haven't
had
any
lately,
but
we
may
have
like
two
or
three
snowstorms
in
a
row.
I
We
do
have
the
reduction
of
camel
waste.
So
it's
a
con.
It
can
be
a
concern
for
emergency
vehicles
and
operational
Vehicles.
It's
all
you
know
finite
Dany.
On
a
nice
warm
day,
you
will
have
that
made
with,
but
think
about
two
snow
plans
on
either
side
and
how
that
plays
out
from
all
up
there.
Do
they
to
show
the
dimension
that
is
relevant,
so
anyone
who
is
looking
at
these
plants
is
as
most
informed
as
possible.
If
you
know
what
I'm
trying
to
say.
M
Yep
yeah
we'll
also
be
very
explicit
repair
plan
for
a
bigger
Court
as
well,
likewise
to
show
all
those
Dimensions
yeah.
I
See
field
code
is
a
private
way,
so
the
liability
is
U.S.
Yeah
I'm
not
trying
to
be
cute
about
this
thing,
but
those
are
private
ways
and
then,
if
something
should
get
delayed,
it's
like
the
flavor
can
the
flame
of
the
conversation
can
be
a
little
bit
more
interesting,
less
interesting,
okay
hold
on.
C
B
All
right
will
you
be
ready
for
your
public
Hearing
in
a
few
weeks
on

M
9Th,
yes,
we.
U
B
Excellent,
it's
wonderful,
we'll
see
you
for
that.
Hearing
in
three

and
I
think
you
have
new

number
two

an

M

Building
the

movement
within
the

M
It
will
include
sidewalk
construction
since
there's
no
site
over
there
today
curb
realignment
as
soon
around
installation,
of
course,
pavers
proxy
11,
News
Street
trees
along
Willow

at
Enterprise,
but
also
include
horse
pavers
bike,
racks,
New,
Street
lighting
and
also
the
tailing
at
the
field,
support
and
will
Accord
again
to
allow
for
emergency

to

Court.
M
That
next
slide
please
money
as
a
result
of
the
the
widening
sorry
as
a
result
of
the
improvements
of
the
the
right-of-way
that
we'll
be
requiring
it
to
widen
the
street
in
front
of
semi
Willow.
This
lightning
will
extend
from
Enterprise
street
from
our
for
approximately
190
feet,
as
variable
width
for
a
total
area
of
1576
square
feet.
M
As
a
result
of
the
new
cycle,
I've
been
constructed
between
the
building
facade
and
the
widening
location
plan,
a
permission
easement
will
be
required,
along
with
the
court.
Similarly,
along
Enterprise
Street
production
will
also
be
required.
The
person
isn't
extends
from
Enterprise
Street
North
along
Willow
Court
for
230
feet
from
that
intersection
has
variable
width.
Similarly,
along
the
Enterprise
Street,
it
extends
for
approximately
107
feet,
with
an
approximate
Tempo
width
for
total
area
of
2619
square
feet.
C
One
more
thing,
I
will
mention
it's
a
little
bit
more
clear
on
these
specific
repair
plans
as
as
opposed
to
the
previous
projects.
They
are
introducing
a
new
meeting
Island
at
the
intersection
of
Enterprise
and
Willow
I
believe
they've
run
turning
movement
analyzes
on
and
all
that,
but
James
could.
M
Yeah
apologies
for
not
mentioning
that
yeah
during
the
BPA
process.
There
was
a
request
made
for
you
know
installing
some
new
production
ramps
for
for
potentially
safely
across
Enterprise
at
the
end
of
one
Accord,
which
resulted
in
this
meeting
design.
We
have
done
training
movements
for
those
at
light
bodies
with
the
other
tournament.
Let's
build
that
we'll
pass
those
on
to
PSU
staffer
review.
B
Excellent
hearing,
no
other
questions
or
comments,
so
you'll
be
ready
for
your
public
hearing
on
this
matter
as
well
on
February
16th,
correct.
That
is
correct.
Yes,
all
right,
we'll
see
in
three
weeks.
Thank
you
so
much.
Thank
you.
Have
a
good
day
me
too,

as
well
as

from

the
vertical

aspect
of
this,
and
also
Justin

I'm
going
to
turn
over

for
a

and
then
I
went
to
the

Greg.
W
Good
evening,
Mr,
chairman
and
commission
26
Court
Street
is
surrounded
by
the
court
Square,
which
runs
around
the
the
back
of
26
Court
Street
in
a
horseshoe
fashion.
It's
175
square
foot
building
used
to
be
the
site
of
a
courthouse.
It
became
the
City
Hall
built
the
city
hall
Annex
in
1912
and
housed
the
school
department
for
many
years.
W
This
is
a
historic
structure,
11
story,
municipal
office
building
located
one
block
from
City
Hall.
The
building
has
not
had
a
lot
of
attention
for
a
while.
So
this
is
a
complete
renovation
of
the
building
that
will
be
housing.
The
public
facilities,
Department,
the
mayor's
office
of
Housing
and
other
City
departments.
At
the
first
floor,
we'll
be
having
a
Lobby,
a
big
counter.
Public
transaction
space
and
meeting
room
and
Forest
2
to
11
will
House
Office
Space
up
to
21st
century
standards.
W
We
will
be
doing
a
complete
overhaul
of
the
exterior
and
facade
as
well
and
including
many
different
trades
throughout
our
interior
renovation
will
be
making
the
building
more
accessible
and
Performing
some
site
work
as
well,
so
I'll
turn
it
over
to
to
Chris
that
showed
us
nature.
Thank
you.
Thanks.
V
Greg,
so
getting
into
Casey
plan.
So
the
first
action
that
we're
here
for
is
a
vertical
discontinuance
underneath
Court,
Square,
I,
guess
south
of
Oats.
It's
you
know
not
really
label
on
this
planet,
but
the
South
part
of
Court
Square,
as
it's
at
the
bottom
of
the
horseshoe
around
the
building.
There's
an
existing
tunnel
which
connects
this
building
with
the
former
Old
City
Hall,
which
is
this
parcel
on
the
left
side
of
the
plant
here,
and
so
that
tunnel
remains.
V
There
are
a
couple
utilities
that
run
through
it
and
at
my
understanding
is.
This
is
really
more
just
a
kind
of
a
cleanup
item
here.
The
tunnel
is
partially
owned
by
The
dpda
partially
owned
by
our
project,
but
it
was
not
ever
vertically
discontinued
from
the
right-of-way
and
so
we're
here
for
that.
So
there
any
questions
on
this
piece
of
it
before
I,
move
on
to
the
specific
repairs.
I
Chris
stupid
question
I'm
going
to
assume
within
that
space.
There
are
no
prior
easements
that
have
been
given
to
utilities,
especially
the
juice
company,
because
when
you
think
about
the
age
and
these
two
buildings
connected
just
check
on
it,
okay,
not
now
check
on
it,
yeah
make
sure
that
there
are
no
sub
easements,
okay,
both
of
them.
Thank
you.
V
V
So
the
existing
condition
out
here
is,
let's
just
say
less
than
ideal.
The
sidewalk
in
some
areas
is
as
narrow
as
about
2.2
feet.
You
can
see
right
here
on
the
east
side
of
the
building
and
it's
pretty
consistent
between
two
and
about
three
and
a
half
feet
along
the
existing
face.
As
you
walk
around
the
building,
it
gets
a
little
bit
wider.
You
know
as
much
as
he
feet
in
the
back
and
then
along
the
west
side.
V
There's
some
Jersey
barriers
littering
the
sidewalk
in
the
curb
the
curb
is,
is
very
low,
and
so
it's
not
meeting
current
Ada
standards.
There's
a
very
steep
cross
loop
on
this.
So
our
goal
here
is
to
improve
this
situation.
As
best
we
can
given
the
very
tight
constraints
of
the
just
the
existing
streets
that
we
have
so
we're
proposing
three
curve:
extensions
along
Court
Square,
so
Court
Square
East.
V
So
we
have
this
one
here:
kind
of
up
at
the
intersection
of
Court
Square
Court
Street,
which
I'll
get
into
on
the
next
plan.
We
have
another
one
in
the
middle.
This
is
really
just
to
give
us
better
access
to
the
egress
store
located
at
the
center
of
the
building.
Just
so
there's
a
landing
outside
for
people
to
exit
onto
and
then
another
another
one
down
at
this
end
here,
really
just
kind
of
defining
this
corner.
V
This
is
a
it's
been
a
popular
place
for
vehicles
to
park
illegally,
and
this
is
also
over
the
building.
So
this
will
hold
the
over
the
an
Airy
way
of
the
building.
This
will
help
to
prevent
some
of
that.
So,
as
we
move
around,
the
curb
is
going
to
stay
mostly
the
same.
We're
going
to
make
some
minor
changes
to
the
the
radii
here,
just
to
facilitate
turning
movements
around
for
vehicles
getting
around
sidewalk
materials
are
going
to
be
just
standard
City
of
Austin
cement
concrete.
V
You
know
no
specialty
materials
both
here
vertical
Granite
curbs.
There
are
some
EV
stations
which
are
going
to
be
where
they're,
where
we're
along
the
building
they'll
be
mounted
on
the
building
and
when
we're
across
the
street.
You
can
see
there's
three
here,
and
there
are
three
here,
so
those
will
be
electrical
charging
stations
located
on
the
sidewalk
and
parking
in
this
area
is
for
City
of
Austin
Vehicles,
so
it'll
be
charging
for
those
the
city
of
Boston
fleet
vehicles.
V
Let's
see
what
else
do
I
have
here,
the
the
sidewalk
along
Port,
Square
East,
is,
as
I
noted,
very
narrow,
and
there
are
some
areas
where
we
simply
can't
bump
it
out,
while
maintaining
the
appropriate
width
of
the
road
for
fire
access.
So
in
an
effort
to
well
sort
of
bring
this
into
compliance,
or
at
least
as
much
as
we
can
we're,
posing
some
Ballers
to
these
circles
here,
which
are
going
to
basically
close
those
areas
of
sidewalk
off
so
so
there
is
no
pedestrian
access
for
them.
V
The
disabilities
commission
we've
been
working
with
on
this
and
they've
requested
that
we
discuss
this
with
the
mass
architectural
access
board.
So
we
are
beginning
that
process,
but
it's
still
in
progress
and
so
but
we've
been
working
with
them
on
that.
I
Go
ahead,
yeah
Chris!
You!
You,
give
a
lot
of
information
I'm
just
going
to
take
some
the
key
ones
on
the
code:
choir,
East,
Side.
Okay,
you
basically
from
what
you
said:
I
am
when
I
say:
I,
Public
Works
is
not
going
to
have
a
compliance,
sidewalk
adjacent
to
a
government
building
I'm,
not
sure
how
that
is
going
to
play
out.
So
that's
issue,
one
issue:
two:
is
you
say:
well,
you
can't
make
it
complain
because
of
the
five
departments
needs.
Can
you
amplify
the
second
part?
I
What
was
the
fire
department's
needs
in
terms
of
effective
weight,
because
we
better
have
a
consistent,
High
Department
domain
in
this,
because
this
conversation
will
spill
over
to
Court
Street?
Also,
so,
can
you
help
me
to
understand
how
come
we
are
not
going
to
have
a
compliance
sidewalk
next
to
a
government
building,
that's
going
to
have
an
entrance
on
the
court
Square
East
side
also.
V
So
this
door
on
Court,
Square
East,
is
only
for
egress.
It
is
not
an
accessible
entrance
to
the
building
and
Justin
correct
me
if
I'm
saying
that
incorrectly
the
end
the
accessible
entrance
and
to
the
building
the
main
entrance
is
going
to
be
here
which
is
currently
not
accessible
at
all
those
there's
leading
up
to
it.
V
I
W
I
V
We
did
meet
with
the
fire
department
and
you'll
see
we
actually
made
some
modifications
to
the
curb
here.
You
can
see
this
radius
is
getting
pulled
back
just
a
bit,
so
we
can
make
this
turn
while
allowing
for
this
bump
out,
but
it
was.
We
were
essentially
trying
to
make
the
road
no
narrower
than
it
is
in
the
existing
condition,
which
is
to
say
it
does
vary
in
width
and
it
is
narrower
than
you
would
typically
have
there's
parking
on
both
sides
of
the
street
in
existing
conditions.
I
V
I
That's
what
I?
Okay,
so
it's
putting
it
out
there
because
I
think
in
the
previous
hearing
and
I
think
it
may
have
been
your
own
team.
I
may
be
wrong
like
Okay,
who
wants
to
consultant
okay,
we
brought
it
down
to
14
feet
or
we
were
entertaining
entertaining
something
even
less,
and
this
is
a
broader
conversation
with
the
chair
is
having
so
I.
B
Can
I
ask
so
just
to
amplitude's
point
a
bit
I
think
it
would
be
Worth
US
exploring
what
would
be
involved
in
creating
a
an
accessible
sidewalk
here
and
what
the
implications
would
be
for
both
fire
width
and
for
parking
on
that
section
of
Court,
Square
I
think
you
know
to
Paris
point
it
is
you
know,
understanding
that
the
side
entrance
is
not
primary
is
not
intended
for
General
act.
That's
you
know
the
it's.
B
It's
uncomfortable
to
have
a
building
like
this,
where,
where
with
changes
of
this
magnitude,
where
we're
not
looking
at
bringing
things
to
our
standard
of
or
our
preferred
outcome
of,
having
accessible
sidewalks
on
significant
blocks
on
both
sides
of
the
street,
so
I
would
like
to
explore,
see
us
explore
that
in
a
bit
more
detail,
I
also
share
ours.
Concern
about
the
lack
of
a
crosswalk
here
and
I
guess.
My
question
from
the
public
facilities
team
is
understanding
that
this
is
intended
to
be
used
for
deliveries.
B
Is
it
will
this?
Will
the
interior
of
the
lobby
be
constructed
in
such
a
way
that
you
know
it?
Will
this
door
be
alarmed
or
in
some
ways
or
egress,
or
will
it
be
possible
for
members
of
the
public
or
staff
members
people
who
are
inside
the
building
building
to
exit
through
the
side
door?
There
is
I
think
a
pedestrian
desire
line
here,
given
the
access
that
this
provides
to
the
pathway
alongside
Old
City
Hall
into
downtown
crossing.
B
The
concern
would
be
that
unless
there's
a
physical
restriction
that
people
will
use
this
door
as
an
egress
door
and
having
them
then
exit
into
enforced
across
the
street
with
no
crosswalk
would
be
concerning
so
Greg
I,
don't
know
if
you
can
provide
a
little
bit
more
detail
on
what's
being
done
to
prevent
people
from
using
this
door.
As
a
you
know,
normal
everyday
egress
detection,
Passage.
X
W
The
path
the
pathway
for
this
accessible
delivery
entrance
goes
to
a
security
room
where
they
do
package
screening.
So
there
there's
going
to
be
three
MPS
officers
now
assigned
to
the
building,
and
one
of
them
will
be
focused
on
this
delivery
entrance
and
additional
up
at
the
front
with
the
the
the
regular
screening
of
the
the
normal
visitors
into
the
building.
B
G
B
Can
I
ask
when
it
comes
to
deliveries
and
Drug
access?
You
know,
there's
a
loading
dock
across
the
street
close
to
where
the
successful
entrance
is
for
the
for
the
the
office
building.
That's
it's
at
Court
in
Washington,
and
certainly
I've
observed
completely
trucks,
larger
trucks
using
Court
Square,
as
the
you
know,
for
various
types
of
deliveries
both
to
to
the
buildings
that
that
sit
along
Fort
Square.
B
What
are
the
expectations
with
this
new
curb
layout?
That's
shown
here
about
the
sizes
of
vehicles
that
will
be
able
to
use
Court
Square.
Do
we
anticipate
a
change
to
that
and
what
is
what
that's
been
given
to
addressing
concerns
about
blocking
or
Vehicles
kind
of
getting
stuck
back
here,
given
the
wider
sidewalks
that
are
being
set
put
in
place
here,.
V
So
I
I
can
answer
that,
so
the
the
sidewalks
themselves
there's
parking
the
full
length
of
the
curve
today,
so
the
sidewalks
are
being
extended
out,
but
no
farther
than
where
cars
are
currently
be
parked.
So
you
know
that
wouldn't
be
an
act,
any
impact
that
loading
for
one
bus
to
place
across
the
street.
Since
the
assumption
is
there's
a
car
park
there.
So
usually
it's
today,
foreign.
B
V
So
we're
really
minimal
changes
here,
we're
going
to
maintain
the
existing
pipeline
along
the
south
side
of
the
Court
Square
I
mean
we
have.
We
have
this
carb
extension
which
we'll
just
tie
back
into
existing
and
then
just
to
make
this
corner
a
little
bit
easier.
So
you
know
you're
not
just
tripping
that
tripping
right
there
on
that
sharp
corner,
we're
stopping
that
a
little
bit,
but
otherwise
no
no
major
changes.
Okay
got
it
other
than
bring
it
up.
P
Yes,
I
just
like
to
Echo
my
fellow
board
members
and
getting
inaccessible
sidewalk
along
the
the
page
bottom
right
of
the
sidewalk,
even
given
that
the
entrance
is
not
intended
to
be
a
primary
entrance,
I
think
there
are
ways
to
think
creatively,
especially
if
there
are
conversations
with
the
fire
department
on
minimum
Dimensions.
P
P
Additionally,
I
don't
know
if
I
had
asked
previously,
but
if
the
width
of
the
parking
spaces,
if
those
could
possibly
be
reduced,
to
grab
some
oxygen,
Dimensions
I
think
through
the
variance
process.
If
we're
to
go
that
way,
we
would
still
be
having
those
conversations.
So
we
look
forward
to
working
with
the
team
on
that
as
well.
V
So
thanks
Sarah
yeah,
we'll
we'll
work
with
you
on
this
I
think
you
know
we're
starting
the
nav
process,
so
we'll
work
with
you
and
with
them
moving
forward
on
this
and
take
a
look
at
it.
Yeah.
If
we
can
I
mean
if
we
can
get
that
extra
foot,
I
think
that's
something
we
could.
We
could
definitely
try
to
do
to
get
to
the
state
standard.
V
I
don't
have
the
Turning
movements
available
at
the
moment,
but
it
was
very,
very
tight.
So
you
know
we'll
take
a
look.
C
While
we
are
still
talking
about
the
court
Square
side,
I
do
know
that
a
number
of
these
sidewalks
are
Hollow
and
I.
Think
some
of
the
line.
D
C
V
C
No,
that's
perfect,
thank
you
and
we'll
have
a
license
agreement
for.
V
All
right
so
moving
on
to
Court
Street
itself,
so
this
is
in
front
of
the
building.
So
the
major
changes
here
would
be
so
first
step
is
to
extend
the
existing
curve,
which
is
really
just
almost
right
up
against
this
MBTA
vent
shaft
here
and
here
out,
to
create
a
a
sidewalk
I
mean
an
accessible
sidewalk,
but
there
is
no
sidewalk
there
today,
which
is
really
capturing
the
desire
line
which
is
there.
V
So
if
you're,
a
pedestrian
today,
you'll
be
coming
in,
hitting
the
ramp
having
to
come
into
the
site
go
through
and
then
go
back
well,
except
for
the
fact.
There
are
Jersey
barriers
out
there
today,
but
that's
that
was
the
existing
condition.
So
this
allows
for
a
relatively
straight
path
to
travel
through
the
site
accessible
path.
So
this
will
get
extended
out
and
you
know
we'll
have
to
replace
the
ramp
on
the
other
side
of
the
street
The
Pedestrian
ramp,
to
make
this
work
and
to
be
in
line
with
that
new
route.
V
V
This
is
just
to
provide
some
a
larger
pedestrian
area
for
people
accessing
the
building.
So
we
have
a
larger
area
on
either
side
than
we
do
in
the
existing
condition.
V
Access
to
the
front
of
the
building
is
going
to
be
basically
from
from
three
different
ways,
so
we
have
a
an
accessible
ramp
on
each
side
here,
leading
from
the
sidewalk
up
to
a
landing,
and
then
the
main
entrance
will
be
right
here
in
the
center
of
the
building.
There's
also
going
to
be
a
staircase
between
the
two
MBTA
events,
where
veterans
will
be
able
to
access
as
well.
That
seems
like
an
entrance
site,
see
the
vent
structures
themselves.
So
these
are
blue
line
vents.
The
blue
line
runs
underneath
Court
Street.
V
Here
these
vent
structures
are
existing.
They
have
to
remain
in,
but
they're
going
to
be
reclauded,
so
just
to
improve
the
the
look
of
them.
We're
working
the
street
learning
to
coordinate
the
final
location
of
these
street
lights,
I'm
showing
them
on
here.
This
is
actually
a
change
from
the
plan
that
we
had
submitted.
This
is
recent
from
this
week,
so
we're
showing
three
street
lights
on
here
at
the
moment,
we're
still
coordinating
with
street
light,
Street
Lighting
on
exactly
where
those
full
men
the
existing
trees.
B
You
can
ask
why
the
there's
only
one
of
the
two
Crossings
of
Court
squares
getting
a
raised
crosswalk.
Yes,.
V
So
the
that's
a
good
question,
so
the
grading
itself
is
such
that
drainage
wants
to
it's
coming
up
the
page
and
out
onto
Court
Street
and
we're
able
to
we've
worked
with
Boston
Sewer
Commission.
On
this
we
have
approval
for
site
plan
approval
from
that
we're
able
to
set
a
catch
Basin
in
here
and
there's
an
existing
catch
basis
to
help
capture
that
drainage.
F
V
K
C
At
all,
can
would
the
project
be
willing
to
just
Grant
and
easement
to
at
the
back
of
the
right
away
line
to
include
those
ramps
in
the
right-of-way
I
think
that
would
formalize
it
from
my
view
at
least
Sarah
Amy
I,
don't
know
if
you
look
great.
I
Not
we
have
a
similar
situation
at
Symphony
Hall
of
Hunting
Creek
Avenue,
where
the
access
banks
are
within
the
synchronous
property
Eastman
before
we
go
too
far.
I
just
want
to
balance
the
conversation.
There's
a
cycle,
a
bicycle
path
which
we
want
to
have
on
Fourth
Street.
It
is
a
serious
Missing,
Link
Between,
the
greater
bicycle,
Network
and
Chris.
Your
team
needs
to
work
with
the
class.
I
Sorry
Amis
and
transportation
departments,
Mr
Stephanie,
says
team
to
make
sure
that
the
various
thought
that
they
have
on
which
side,
of
course
straight
the
bicycle
lane
is
going
to
be
whether
it's
going
to
be
on
your
side
or
on
the
opposite
side,
and
there
are
equal,
varied
thoughts,
but
please
make
sure
that
you
have
those
conversations,
and
this
widening
of
the
cyborg
over
here
is
not
going
to
limit
Mrs
kid's
ability
to
create
a
comprehensive,
continuous
connected
bike
Network
in
the
heart
of
our
city.
Okay,
so
that's
homework.
V
Understood
we'll
coordinate,
Amy
I,
don't
know
if
you
have
anything
to
add
to
that
I
know.
We
have
met
a
couple
times
and
we've
talked
about
the
bikes
a
bit,
but
I
don't
have
anything
to
change.
F
Think
it's
more!
It's
really
just
give
us
all
the
the
widths,
particularly
the
the
shortest
of
those
of
the
dimensions
in
Court
Street
right
like
if,
if
we're
talking
inches,
then
then
I
right,
like
I,
agree
like
I,
understand
that
there's
not
too
much
to
move
on
on
this
side
with
the
vents
and
all
the
other
stuff,
but
right
like
if
we,
if
we're
talking
inches,
maybe
but
yeah,
just
give
us
all
the
dimensions.
J
B
This
underscore
para's
point
on
the
computation
piece.
There
has
been
some
recent
discussion
about
which
side
of
the
street
the
bike
lane
further
down
on
state
will
run
and
that
may
have
implications
for
creating
that
safe,
continuous
pathway
where
state
becomes
court.
So
if
there's
not
been
a
discussion
within
the
last
month
or
so
there
may
be
some
updates
there
that
have
implications
here.
So
just
underscoring
the
need
for
that
conversation
to
take
place.
V
I
understood
yeah
I
mean
the
the
path
itself
today
is.
Is
it's
striped
with
the
flexibles
it's
across
the
street
on
the
opposite
side
and
it
ends,
though
I
think
right
here,
so
we'll
we'll
work
with
actually
transition.
M
I
I
So
that
kind
of
puts
things
into
an
awkward
position
and
there's
some
serious
discussion
from
the
fire
department.
That
may
not
be
too
crazy
about
the
bike
lane
being
on
that
side
and
for
a
multitude
of
reasons,
the
bike
lane
might
be
shifting
to
your
side.
So
please
do
connect
with
Stephanie
recycling
sound
okay,.
C
Yeah
the
risk
of
belaboring.
The
point
here
is
kind
of
just
a
matter
of
procedure
if
the
projects
can
commit
to
granting
that
pedestrian
easement.
Behind
those
event,
structures
now
to
include
those
ramps
and
what
is
effectively
the
public
right-of-way,
we
can
advertise
that
in
the
newspapers
before
February
16th
and
that
action
can
come
along
with
all
of
the
other
actions,
so
that
wouldn't
impose
a
delay
at
all.
W
W
B
All
right
will
you
be
ready
for
your
public
hearing
in
three
weeks.
V
So
we
actually
like
to
request
because
of
the
the
coordination
with
the
architectural
access
board,
so
to
push
this
to
the
March
30th
hearing.
B
Right,
thank
you.
So
much
on
Two
And,
you

the

Lansdowne
Street
Brooklyn
Avenue
Ipswich,
Street,
Boylston,
Street,
Boston,

a

energy,
Boston
Incorporated
with
the
presenters.
Please
introduce
themselves
their
affiliations
and
give
us
an
overview
of
what
is
being
proposed.
Y
Good
morning
give
me
just
a
second
and
I'll
share.
My
screen
get
things
going.
J
Y
Good
morning,
thank
you
Mr,
chairperson
and
commission
members
for
your
time.
This
morning
my
name
is
Robbie
Burgess
from
Howard,
Stein,
Hudson
and
I
will
be
introducing
vicinity,
energies
and
way
steam
expansion
project.
Y
Y
Is
to
support
the
energy
needs
of
residential
and
Commercial
developments
in
Boston's
Fenway
neighborhood,
with
an
environmentally
friendly
and
energy
source,
we're
here
today
as
a
team
to
ensure
that
the
project
is
completed
in
a
manner
that
minimizes
impacts
to
stakeholders
while
completing
the
work
quickly.
Y
Y
Additionally,
a
vicinity
is
contracted
with
Bond
Brothers
utility
contractors,
a
contractor
with
extensive
city
of
Boston
experience
and
experience
installing
steam
line
in
the
city.
A
similar
project
is
underway
in
along
a
street
in
South.
Boston
bond
has
direct
relevant
experience
installing
steam
lines
and
restoring
the
right-of-way
as
well
as
managing
traffic.
Z
So
those
who
are
familiar
with
vicinity
we're
one
of
the
largest
District
energy
providers
in
North
America
we
operate
in
14
cities,
including
Cambridge
in
favor
of
Boston.
We
had
70
million
square
feet
of
commercial
properties
that
we
provide
soon
to
this
includes
hospitals,
Labs
biotech
and
other
commercial
properties.
Z
Yeah,
so
I
just
wanted
to
kind
of
shed
some
light
on
why
we
want
to
expand
the
steam
system,
so
the
city
has
made
some
significant
investments
in
reducing
our
power
and
we
are
disabled
position
because
of
our
current
infrastructure.
To
do
that.
To
our
student
system
in
Boston,
our
plants
are
outfitted
with
high
voltage
transmission
lines.
Z
The
tree
can
utilize
to
create
steaming
with
heat
pumps
or
electric
boilers
and
use
it
they're
going
to
be
stored.
So
this
slide
was
kind
of
colors
of
you
know
our
evolution
of
energy
sources.
You
know
from
the
dirt
coal
to
now
we're
doing
combine
power
which
is
more
efficient,
but
the
goal
is
net
zero
and
you
know
the
steam
we
will
provide
is
a
net
zero
product
in
something
that
you
know,
buildings
in
Boston
and
new
developers
are
looking
forward
to
the
Uno
and
Virgo.
You
know
energy
regulations.
Z
So
we
call
this
Net
Zero,
zero
carbon
steam.
G
Z
That
is
what
we'll
be
provided
to
the
Fenway
neighborhood
and
why
we
want
to
expand.
There
are
a
number
of
developers
in
that
area,
specifically
109
Brookline,
then,
with
Center
project,
the
parts
of
12
projects
that
will
be
future
customers
that
we
plan
on
serving
with.
Z
So
in
scope
of
work,
it's
about
3000
feet,
it's
an
18
inch
pipe
and
it
starts
on
the
corner
of
Boylston
and
Massachusetts
Avenue
at
an
existing
metal
and
runs
down.
Hipster
Street
to
Lansdowne
Street,
behind
Bentley,
Park
and
that'll
be
our
connected
point
to
the
veterans.
Z
We've
already
done
a
lot
of
work
with
the
stakeholders
in
the
neighborhood
businesses,
specifically
the
Red
Sox
operations
and
the
Music
Hall,
and
continue
to
coordinate
with
them,
as
this
will
be
disruptive
to
their
operations,
but
the
bond
team
we
have
is
used
to
working
in
this
type
of
environment.
Z
We
just
wrapped
up
a
project
on
H
Street
in
South,
Boston
I'm,
going
to
do
an
excellent
job,
making
sure
that
the
businesses
pedestrians,
oh,
are
safe
in
the
work.
It's
done
in
a
manner
that
doesn't
impact.
You
know
the
city
in
the
just
the
last
piece.
We
were
fully
committed
to
restoring
to
the
sidewalks
the
streets,
anything
that
we
disrupt
to
a
condition
rather
use
as
it
was
or
better,
but
probably
better.
Y
Thanks
Dan,
so
here's
the
layout
of
the
steam
line
that
we're
seeking
a
granted
location
for
you
can
see
on
the
left
here
is
Brookline
Avenue
right
here:
oops
Brookline,
Avenue
down
Landsdowne
Street,
past
Fenway,
Park
onto
Ipswich
Street
over
the
muddy
river
onto
Boylston,
Street
and
finally,
connecting
into
a
manhole
at
Massachusetts
Avenue.
Y
This
is
a
screen
grab
from
the
grant
of
location
plans,
just
providing
a
little
bit
more
detail
on
what
the
steam
line
looks
like,
and
this
is
that
beginning
point
on
Brookline
Ave
that
I
had
mentioned,
and
you
can
steam
line
coming
across
Brookline
Avenue
in
Lansdowne
Street.
This
area
this
year
is
a
manhole
and
then
continuing
in
the
gutter
line
for
a
ways
down
Lansdowne
Street.
So
as
much
as
possible,
the
project
has
been
located
in
the
roadway,
but
there
are
some
areas
that
the
steam
line
will
be
underneath.
Y
The
the
sidewalk
and
I'll
show
you
that
in
a
moment,
like
Dan,
said
any
trees,
sidewalks
trenches,
bollards,
anything
that
is
touched
by
the
project
will
be
replaced
in
kind
according
to
current
city
standards,
as
well
as
architectural
access
board
and
Ada
Etc.
Y
So
continuing
down
Landsdowne
Street,
you
can
see
the
steam
line
here
is
in
the
gutter
line,
avoiding
a
few
utilities
at
this
point
here,
the
MGM
Music
Hall
is
in
this
area
down
here.
This
is
where
the
project
transfers
into
the
into
the
sidewalking
area,
and
you
can
see,
we've
identified
several
trees
that
will
be
replaced.
Y
We're
in
coordination
with
the
LMI
holder
to
develop
an
mou
in
terms
of
ensuring
that
they're
replaced
anything
that's
replaced,
has
done
so
according
to
the
city,
approved
LMI
and
the
details
that
were
approved
by
the
city
for
that
plan.
So
we
have
the
the
details
for
the
MGM
Music
Hall
plans
and
any
restoration
being
consistent.
Y
Ly,
continuing
down
Lansdowne
Street
right
in
front
of
the
MGM
music
hall
and
then
Crossing
across
from
Loretta's
back
into
the
street
and
onto
Ipswich
Street.
Originally
The
Crossing
was
all
the
way
across
the
street
and
into
the
sidewalk
here,
but
it
was
suggested
by
staff
that
we
avoid
that
corner,
which
we
found
a
way
to
do
that
and
I've
done
that,
as
shown
on
this
plan,
as
we
continue
down,
it
switched
Street
the
oops.
Y
The
steam
line
is
in
the
road
at
this
point
and
here's
a
cross
section
of
Lansdowne
Street
that
we
were
just
looking
at
by
Loretta's.
Here's
MGM
on
the
right
Loretta's
on
the
left
and
all
of
the
utilities
in
the
street
that
we
have
to
avoid
here
is
just
shown
for
for
context.
Y
Y
And
then
on
the
right
here
you
can
see
the
steam
line
and
its
proposed
location
insulated
and
encased
in
concrete
to
protect
it
and
other
utilities
against
temperature.
Z
So
Robbie
I
just
want
to
add
to
that
you
know
we.
We
made
it
a
lot
of
test
bits
and
confirmed,
as
you
use
utilities
in
the
field,
we
were
looking
for
the
best
route
to
come
down
the
street,
but
it's
a
fairly
crowded
Street
and
you
know
I
just
want
to
speak
to
the
judges
that
we
did.
Z
Y
You
that's
a
good
point
and
we
also
did
a
temperature
analysis
for
the
steam
line
too,
so
that
we
so
that
we
can
locate
the
steam
line
in
a
location
such
that
temperature
will
not
impact
other
utilities
or
any
landscape
elements
that
are
that
are
encountered.
So
a
full
temperature
analysis
has
been
has
been
completed
as
well.
Y
Okay,
so
back
to
the
routing
now
we're
on
Ipswich
Street,
we
just
left
Lansdowne
Street
and
we're
continuing
along
we're
in
the
roadway
here
crossing
the
muddy
river
oops
crossing
the
muddy
river.
Here
we
have
application
in
the
department
of
conservation
and
Recreation
to
permit
this
Crossing.
It
does
not
touch
the
city
of
Boston
structure
in
this
area.
It's
offset
by
I
want
to
say
seven
feet:
I
can't
quite
mean
that
yes,
seven
feet
so
that
piece
of
Permitting
is
also
underway.
Y
Y
Finally,
we
come
down
and
switch
Street
towards
Boylston
Street,
let's
see
and
then
up
towards
Mass
Ave
keep
hitting
this
one
getting
this
on.
My
desktop.
Y
Here's
Boylston
Street
and
finally
connecting
into
a
manhole
on
Massachusetts
Avenue,
so
with
a
3,
000
foot
steam
line,
you
know
through
the
Fenway
area
of
Boston
there
has
been
and
will
continue
to
be,
a
lot
of
coordination
and
Outreach
as
part
of
the
grant
of
location
process.
Y
We've
hit
all
the
the
standard,
pic
requirements
for
all
the
different
departments,
a
lot
of
coordination,
Water
and
Sewer.
A
lot
of
coordination
with
parks
and
transportation.
Y
Street
lighting
has
also
commented.
So
we've
been
had
a
lot
of
coordination
with
staff.
Also
we've
reached
out
to
the
Longwood
Collective
or
the
old
Masco.
We've
met
the
Fenway
group
a
couple
of
times.
We
have
ongoing
meetings
scheduled
with
the
Fenway
group.
We've
met
with
MGM,
Music,
Hall
and
cask
and
Fleck
in
terms
of
operations
Etc
and
then
also
the
utilities
we've
heard
from
eversource
and
grid
Verizon,
as
I
mentioned,
we're
getting
a
license.
Agreement
from
the
team.
Y
We've
got
we've
the
Project's
been
reviewed
by
eversource
gas
on
gas
and
the
mdta
power
environment.
So
we
recognize
there's
a
lot
of
coordination
that
has
happened
and
needs
to
happen.
Traffic,
of
course,
is
a
concern.
There's
the
traffic
management
plan
in
with
Boston
Transportation
Department
for
review
and
comment,
so
we're
we're
hoping
to
have
as
minimal
impact
as
we
as
we
can
understanding.
You
know
the
sensitive
area
that
we're
working
in
so.
Y
We
are
looking
to
Begin
work
February
of
this
year
on
Lansdowne
Street
on
the
Brookline
Ave
side
of
it
and
work
towards
Ipswich
Street,
so
a
short
work
period
this
year,
understanding
that
there'll
be
no
work
during
the
Red
Sox
season.
Unless
you
know
a
case-by-case
permit
and
approval
is,
is
granted,
but,
generally
speaking,
we're
not
going
to
work
during.
I
Y
Season
and
then
you
can
see
the
second
phase,
which
will
be
in
front
of
Fenway
Park,
is
scheduled
for
November
23
to
March
24,
that
off
season
period
for
the
Red
Sox
and
then
Ipswich
and
Boylston
Street
is,
is
proposed
to
kind
of
be
ongoing
in
different
in
different
areas
of
that
of
Ipswich
and
Western
speak
so
a
little
bit
of
augmented
introduction.
But
it's
3
000
feet
of
project,
so
it
took
a
little
while
to
get
through
it.
B
Sir,
thank
you
very
much
for
that
comprehensive
presentation.
B
The
one
agency
that
I
did
not
see
listed
on
your
coordination
list
was
massdot
and
you
know,
as
you're
probably
aware,
they've
announced
a
plan
to
rebuild
about
their
overpass,
which
traverses
Ipswich
Street
or
goes
above
Ipswich
Street,
and
then
the
MBTA
tracks
and
the
Mass
Pike
in
this
in
the
vicinity
of
where
the
Muddy
River
it's
under
switching,
it
seems
like
your
project,
will
be
in
their
work,
Zone
and
potentially
close
to
some
of
their
structures
and
supports
so
I'm
wondering
whether
or
not
there's
been
any
conversations
with
math
dot
about
the
potential
implications
of
this
I.
Y
Good
question
so
I
need
to
update
the
slide
we
have
submitted
for
State
and
a
permit
to
access
State
Highway
layout
through
the
massdot
through
their
chefs
system.
So
we've
submitted
to
that.
Hsh
is
also
a
consultant
on
the
overpass
project
for
our
massdot,
so
we've
checked
and
at
this
time
there's
no
overlap
between
the
projects
as
as
scheduled.
The
balker
overpass
piece
is
a
little
murky,
but
you
know
best
information
we
have
now.
There
shouldn't
be
an
overlap.
B
Yeah
I
mean
I'm
I'm,
less
concerned
with
the
construction
schedule
overlap,
but
more
just
about
whether
the
presence
of
the
steam
line
so
close
to
existing
abutments
and
support
structures
for
the
overpass
creates
any
complications
for
the
project.
B
Second
question
and
I
believe
man:
this
is
probably
better
suited
for
you,
but
as
I
think
folks
are
probably
aware.
This
Administration
is
that
has
a
strong
public
commitment
towards
moving
away
from
carbon-based
energy
for
buildings,
especially
new
buildings
and
new
construction
and
there's,
certainly
a
awareness
of
the
concerns
associated
with
expanding
fossil
fuel
infrastructure,
as
that
likely
lengthens
the
amount
of
time
for
which
we
will
that
it
will
take
to
then
move
off
of
that
fossil
fuel
infrastructure.
So
Dan
I
was
hoping.
B
You
could
provide
a
little
bit
more
color
on
where
you
are
today
on
your
decarbonization
plans
and
specifically
I'm,
not
sure
where
the
steam
generation
for
this
extension
is
actually
happening,
whether
that
is
in
Cambridge
or
in
Boston,
on
Newland
Street.
But
if
you
can
provide
a
little
bit
of
an
update
on
where
you
are
today
in
terms
of
the
actual
switch
to
electric
based
steam
generation
and
just
give
a
little
bit
more
color
on
the
timeline.
For
that.
AA
Commissioner
Don
Sylvie
and
vice
president
of
operations
for
vicinity
of
Boston
and
Cambridge,
that's
a
great
question.
I'm
sure
that
most
Folks
at
City
Hall
are
aware
of
the
plans
that
the
city
has
to
decarbonize
our
system.
You
know
we
do
recognize
and
applaud
the
efforts
of
the
city,
we're
actually
actively
engaged
in
conversations
with
the
city
on
a
regular
basis
on
how
we're
going
to
get
to
carbon
zero.
AA
The
our
plans
right
now
and
Dan
hit
on
a
briefly
are
to
decarbonize
the
steam
system,
and
we
see
it
as
a
as
a
quick
way
to
your
point
to
to
get
immediate
impact
right.
AA
We're
not
talking
about
things
we're
going
to
do
these
are
things
we're
actively
doing
so,
some
of
the
things
that
we're
doing
we're
in
the
process
of
installing
electric
boiler
we
actually
had
mayor
who,
in
our
Cambridge
plant
late
last
month,
you
know
hitting
hitting
the
hitting
the
steam
tournament
with
a
sledgehammer
and
I,
and
today
I
can
tell
you
that,
once
you
started,
we
were
deeply
into
right
now.
We
we
will
probably
have
it
finished
within
the
next
within
the
next
year.
That's
our
goal.
AA
AA
We
actually
have
a
group
that
we
travel
into
Kentucky
to
look
at
a
light
facility
within
the
next
couple
of
weeks,
and
then
you
know
our
plans
are
that
within
this
decade,
right
within
within
the
next
four
to
five
years
that
we
will
have
had
electric
boiler
installed,
we'll
be
supplying
electric
steam.
It
will
be
looking
at
it
or
we'll
be
working
towards
installing
an
industrial
size,
heat
pump
that
will
utilize
the
Charles
River
as
a
heat
source
to
help
us
provide
that
heat
into
the
district.
AA
So
we
see
there's
a
number
of
benefits
there
to
answer
your
question
regarding
you
know
this
specific
neighborhood
we
have
what's
trademarked
as
an
e-steam
product
right
and
the
intent
is
that
we're
going
to
take
green
electricity.
So
wind
is
solar
electricity.
We're
going
to
bring
that
into
the
needle
Street
I
mean
into
the
Kendall
plant
and
generate
Steam.
AA
One
of
the
buildings
on
Brookline
Ave
is
actually
the
first
adopter
of
that
technology.
So
we
have
a
contract
to
supply
esteem
out
in
the
Fenway
neighborhood.
So,
as
you're
aware,
the
Fenway
neighborhood
is
is
developing
quickly
and
we're
kind
of
uniquely
poised
to
help
with
that
development.
B
Think
so
I
mean
I,
guess
just
to
put
more
of
a
fine
point
on
where
you're
at
in
this
process
today
the
steam
coming
out
of
Kendall
is
what
percentage
of
that
or
what
percentage
of
the
sort
of
energy
value
of
that
is
being
generated
through
electric
sources
versus
direct
or
direct
fossil
fuel
use.
Yeah.
AA
They
that
would
otherwise
be
wasted.
It
was
part
of
a
larger
project
to
relieve
the
Charles
River
of
of
heat,
so
that
wasting
that
was
once
going
into
the
river
is
now
being
reused
in
the
city,
and
that
was
a
Gateway
right.
That
was,
if
we
go
back
to
that,
the
original
slide,
which
shows
our
fuel
conversion
right.
AA
If
you,
if
you
think
about
the
the
evolution
of
the
steam
system
in
the
city
of
Austin,
when
it
first
started,
it
was
cold
and
it
was
cold
derivative
in
both
Cambridge
and
Boston
in
the
1950s
you
know,
coal
hit
fell
out
of
favor,
and
oil
was
the
fuel
of
choice
right
up
until
recently.
AA
So,
let's
say
in
the
late
80s
or
in
the
80s
natural
gas
became
the
fuel
of
choice
to
clean
a
fuel
of
choice,
and
then
in
2006
we
were
able
to
incorporate
the
CHP
plant
in
in
Cambridge
and
make
that
the
majority
of
the
steam
Supply
in
the
city
of
Boston,
so
they're,
actually
large
portions
of
the
year
when
the
neon
Street
facility,
even
though
it's
there
is
not
operating,
it's
actually
not
a
service.
So
that's
a
that's
a
much
cleaner
and
environmentally
friendly
approach.
AA
We
currently
are
looking
at
a
few
different
options
and
we're
actually
doing
this.
We
have
permanent,
with
the
dep
within
the
last
year,
to
burn
biogenic
fuels,
which
is
a
net
carbon
neutral
fuel.
It's
basically
a
soybean
derivative.
It's
waste
we
spray
later
on,
in
fact,
is
what
it
is
so
we're
using
that
as
a
source
of
fuel
and
now
we're
into
the
Next
Generation.
So
again,
we're
actually
doing
this
now
we're
electrifying
now
so
electrified
steam
will
be
delivered.
AA
Starting
in
2024
will
be
the
first
portion
of
steam,
that's
of
of
electric
fuel
generation
and
then
between
2022
and
2030
is
when
we
expect
to
be
fully
built
out
and
have
the
heat
pump
auction
in
play,
along
with
thermal
storage
and
electric
Forex
going
forward
from
there.
AA
B
So
I
appreciate
all
of
that
and
I
think
you
know
it's
it's
helpful,
and
certainly
you
know
understanding
that
steam
is
a
critical
part
of
the
energy
mix
or
the
the
heating
mix
and
cooling
mix
today
in
Boston
that
certainly
putting
it
on
a
pathway
to
decarbonization
is
welcome
and
necessary,
and
I
appreciate
the
leadership
that
vicinity.
That's
taken
in
that
I.
Think,
though,
that
there
is
a
somewhat
separate
policy
question
here,
given
that
today
the
shoe
the
Energy
Mix
is
entirely
fossil
fuel
derived
for
the
steam
system.
B
Our
greed
today
is
roughly
50
percent
lower
no
carbon
electricity
sources.
So
even
today
building
a
building
with
electricity.
You
are
you
know,
a
substantial
portion
of
that
energy
is
going
to
be
lower
no
carbon
from
day
one,
whereas
if
we
build
a
building
today
with
steam,
zero
percent
of
that
energy
of
that
heating
and
cooling
energy
will
be
low
or
no
carbon.
Today
now
it
may
become
lower
carbon
in
the
future,
but
that
means
we
have
whatever
emissions
are
accrued
until
that
transition
happens
are
being
pumped
into
the
atmosphere.
AA
Appreciate
that
and
it's
my
understanding
that
those
conversations
are
ongoing
and
we
certainly
invite
the
conversation
you
know
as
far
as
schedule
goes,
you
know
this
is
urgent.
There
is
buildings
coming
out
of
the
ground
that
have
contracted
to
receive
the
energy
source,
so
our
focus
is
on
getting
to
construction
and
moving
this
project
forward.
Z
Just
add
one
more
thing
about
the
steam
system.
You
know
some
of
the
buildings
and
Labs
requires
for
the
sciences
that
they're
doing
they're
Auto
claims
to
properly
clean
things
humidified
by
variants
where
they
keep
animals.
So
it's
kind
of
a
unique
thing
to
Boston
life
science
community:
that
steam
is
provided,
building
or
created
on
site.
I.
Think
that's
something
in
this
conversation
that
you
know,
and
especially
here
in
Boston,
that
should.
P
For
the
very
thorough
presentation
for
the
disabilities
commissions
point
of
view,
you're
wondering
if
there
was
an
opportunity,
I
think,
especially
at
the
intersection
of
absolution
Boylston
Street
to
reconstruct
the
summer
The
Pedestrian
ramps
that
exist
I've
got
an
intersection
of
this
intersection
is
currently
a
little
bit
rough
in
terms
of
pedestrian
conditions.
P
So
we
would
sort
that
to
the
team
to
consider
reconstructing
some
of
those
ramps,
maybe
getting
a
little
bit
more
alignment
for
those
crosswalks
as
well.
Given
the
impact
of
this
project
to
the
Fenway
community
and.
R
P
Additionally,
I
apologize
if
I
did
miss
this,
but
we
did
want
to
ensure
that
Boston
Public
Schools
were
notified
of
this
project.
Given
the
proximity
to
on
the
Boston
Arts
Academy
on
the
other
side
of
the
switch
street,
because
I
know
that
this
is
also
a
connection
to
the
Kenmore
to
station,
in
which
a
lot
of
students
do
utilize.
Y
Thank
you
good
points,
we'll
look
at
those
intersection,
those
curb
ramps
and
see.
If
you
know
we
can
make
some
improvements
and
we
did
notify
the
baa
a
while
back.
We
sent
out
kind
of
a
informational
package
to
probably
30
different
stakeholders
to
elicit
common,
but
I'll
follow
up
with
them
to
make
sure
that
they
received
it
and
to
check
in
to
see
if
they
have
any
concerns.
I
Know
from
the
face
of
Viola
it
Dawn
some
of
this
stuff
I
think
you
may
have
heard
this
time,
people
just
for
the
context
of
the
federal
commission,
members,
steam
lights
and
Boston.
We
have
a
rather
engaged
conversation
engaged
relationship,
I'm,
not
discussing
its
use,
I'm
discussing
its
impacts,
the
assets
which
you
are
bought,
you
know.
Sometimes
it
has
Cooked
our
trees
or
melted
the
adjacent
telecommunication
line,
so
don
you
and
I
we've
been
having
many
of
those
conversations
in
the
past.
I
So
in
that
context,
Krabi,
if
you
could
go
back
a
series
of
slides
because
I
had
a
few
thoughts
on
any
of
them,
and
it
will
be
easy
if
you
can
start
from
the
beginning
and
I'll
just
say:
skip
skip,
skip
okay,
yeah
right
over
there.
So
the
very
first
you
know
you
are
putting
a
huge
15
by
15
by
11
what
about
it
a
gigantic
manhole?
Okay.
So
we
need
to
get
a
sense
of
the
construction
impacts
over
here.
I
A
little
line
over
here
may
not
just
cut
it
because
by
the
time
you
are
done,
opening
that
straight
up
in
that
mannerism.
That
state
is
not
going
to
be
much
use
over
there
and
we
really
don't
need
existing
current
conditions
of
our
streets,
so
Robin
That's
point
one
then,
and
especially
when
we
are
going
through
our
sidewalks
all
the
street.
Now,
if
we
could
fast
forward
to
the
Cross
session,
which
you
have
you
know,
you
get
a
typical
cross
section
of
lands.
Now:
okay,
that's
a
good
one!
I
So
these
babies,
if
I,
do
the
Mac
correctly.
The
sidewalk
is
existing
grade
15,
so
you're
going
down
about
10
feet,
just
because
it's
a
18
inch
pipe
by
the
time
you
Casey
and
big
you're,
going
to
disrupt
a
fair
amount
of
either
the
sidewalk
or
the
street.
I
Previous
slides,
you
said
something
to
the
effect
that
you
will
bring
things
back
to
existing
or
better
condition
which
need
to
be
on
the
same
page
as
the
one
that
might
be
because
Don,
you
know
how
putting
a
steam
lights
tend
to
make
others
a
little
bit
nervous,
meaning
other
utility
companies.
They
may
be
asking
you
for
setbacks,
clearances
or
supporting
their
stuff
by
the
time
all
that
construction
takes
place.
I
My
road
is
short
to
have
meaning
it's
talked
up
beyond
recognition,
so
we
need
some
thought
patterns
on
the
impacts
to
individual
utilities,
especially
the
telecommunication
stuff.
Don.
You
and
I
will
chatted
that
many
times.
You
know
how
they
claim
that
your
stuff
tends
to
fry
their
wires
and
I
was
curious.
Robbie,
you
saying
that
you
are,
you
know,
figured
out
a
temperature
gradient,
so
this
baby,
insulated
and
income
concrete,
is
not
going
to
air
fry
the
virus
or
kill
the
trees,
and
we
would
like
to
hear
that
stuff
because
lands
down
straight.
I
You
know
all
lots
of
nice.
People
build
some
really
nice
stuff
and
I'm
not
debating
the
use
of
your
acid.
It's
just
the
consequences
of
building
your
asset
and
when
it
is
alive,
how
does
that
heat?
Really?
Okay
and
Robbie?
If
you
can
skip
a
few
more
slides,
go
slowly.
So
this
way
may
not
lose
my
train
of
thought
next.
R
I
Here
over
the
mighty
River,
so
I
have
my
Ipswich
speed
bridge
over
here:
use
right,
Robbie,
that's
the
Ipswich
Street
Bridge
Okay.
So
again
we
build
that
bridge
sometime
recently
and
so
has
DCR
permitted
that
Crossing,
because
I
remember
when
I
built
that
bridge,
they
were
quite
concerned
about
the
big
stars
from
there
okay
I
had
to
put
strip,
you
know
flood
lights,
to
light
up
the
Green
Space
adjacent
to
the
money
River.
I
So
my
point
is
I
will
received
those
comments
from
DCR,
because
that
will
be
in
your
critical
path
to
put
out
a
Construction
contract
worst
case
scenario.
Dcf
has
issues
with
this
Crossing
and
I
need
to
understand
that
this
Crossing
doesn't
make
the
bridge
become
an
interesting
thing
so
don
at
a
very
high
level.
I
I
Y
We
submitted
they
just
they
just
responded
I
think
two
days
ago,
with
comments
on
it
and
we're
going
to
follow
up
and
meet
with
them
on
to
go
over
their
comments
on
the
bridge.
I
The
DCR,
because
to
know
that
this
is
a
new
structure
that
has
to
be
built
to
support
your
asset,
correct.
You
are
not
attaching
it
to
the
Ipswich
State
Bridge.
This
has
to
be
so
one
has
to
go
through
the
bastard
Conservation
Commission.
You
know
the
whole
okay,
I
was
just
rebuilding
a
bridge
and
we
went
through
hell.
I
mean
sorry,
a
very
challenging
time.
To
get
that
thing.
Permitted
putting
in
a
new
structure
can
become
very
interesting
just
from
the
environmental
permitting
part
of
it
and
I'm
a
little
bit.
Anxious
for
the
public.
I
Improvement
commission
to
you
know,
approve
a
path,
even
though
this
little
part
is
outside
of
aic's
control.
But
for
some
reason,
if
this
should
get
delayed
over
a
time
period,
we
may
have
a
kind
of
a
interesting
situation.
So
those
are
the
thoughts
which
I
like
to
share
with
the
commission
members
so
that
they
are
able
to
weigh
all
the
pros
and
the
costs
of
Permitting
this
okay,
so
the
big
ones
are
the
depth
of
your
car
impact,
the
utilities
all
that
might
play
out
during
construction.
I
Okay,
so
pic
may
approve
a
certain
cut
size
and
then
during
construction
done
you,
you
and
I've,
been
through
this
too
many
times,
okay,
how
that
gets
adjusted
and
then
bother
them
when
your
work
is
done.
I,
look
at
the
street
and
think
what
the
heck
happened
over
here.
Okay,
so
and
then,
obviously,
the
stock
picture
is
obviously
on
said.
If
you
are
impacting
any
city
sidewalks
or
whatever
it
needs
to
be
brought
back
to
the
way
it
needs
to
be
better
than
what
it
was.
So
that's
all
I
have
good.
Lord,
it's
personal
time.
Y
Yes,
I
understood,
my
understanding
is
that
the
crossing
of
the
muddy
river
could
be
done
last
in
the
construction
sequencing,
and
the
team
understands
that.
You
know
that
piece,
although
outside
of
pic's
jurisdiction,
is
still
on
the
critical
path
to
get
permitted
understand
your
point
about
utilities
will
cut
some
more
cross-sections
along
the
Route
and
identify
major
Utilities
in
their
location
to
the
Steam
and
we've
committed
to
reconstruct
sidewalks
and
ramps,
as
well
as
reciprocal
ramps,
which
was
a
comment
from
from
staff
as
well.
Y
So
yes,
so
we
have
comments
and
we're
working
on.
AA
One
other
thing
I
just
wanted
to
add
just
to
clarify
to
make
sure
that
it
wasn't
lost
power.
I
understand
what
you're
saying
regarding
the
other
utilities,
we
did
put
in
quite
a
bit
of
effort
into
test
fitting
to
identify
because,
as
you
say,
a
lot
of
times
utilities,
maybe
on
a
drawing,
will
show
that
they're
in
one
location
and
then
when
you
back,
go
to
construct
they're,
not
where
they
were
intended
to
be,
but
we
have
put
a
lot
of
time
and
effort
into
locating
it.
AA
We've
also
had
a
lot
of
conversations
with
with
water
and
sewer
and
other
utilities
about
any
concerns
they
might
have
and
and
any
type
of
issues
that
mean
we
may
have
to
deal
with
ahead
of
time.
So
we've
tried
to
be
cognizant
of
that
and
then
the
last
thing
I
guess
is
as
far
as
far
as
timing
goes
again.
You
know
this
this
line.
It
will
be
about
a
two-year
construction
period
and
to
again
Circle
back
on
the
commissioner's
comment.
AA
You
know
by
the
time
this
line
is
constructed
and
ready
to
go
into
service.
We
will
in
fact,
have
the
electric
boiler
functional
and
supplying
steam,
so
I
know
we're
looking
into
the
future,
but
it's
not
a
snapshot
in
time
that
we're
talking
about
we're
talking
about
planning
to
get
this
in
place
and
feed
a
building.
That's
coming
out
of
the
ground
right
now,.
I
Yes,
thanks
guys,
sorry
for
the
Chiefs
or
case
information
that
was
appointing
time
in
the
past,
whereas
certain
communication
companies
were
trying
to
take
issue
with
the
public
Improvement
commission
for
allowing
the
prior
over
the
viola
for
putting
their
assets
which
fight
their
stuff
and
they
want
to
pursue
the
public,
Improvement,
commission
and
I
thought.
Well,
that's
interesting
apartment,
so
Dawn!
I
That's
because,
and
we
know
we
had
to
bring
everyone
into
the
room
and
said
you
know:
can
you
all
play
together
without
you
know
be
nice,
but
the
the
reality
of
the
situation
is
you
know
how
plans
are
being
sent
to
each
other
for
review
so
Robbie?
It
is
absolutely
imperative
that
you
unders,
you
recognize
all
the
telecommunication
companies
that
are
there
and
these
plans
have
been
said
to
them.
I
You
have
returned
receipt
registered
mail
and
all
of
that
good
stuff,
so
that
it
wasn't
just
you
know
the
200
thing
which
a
person
had
to
review.
So
this
way
the
pic
staff
has
a
complete
record
of
your
plans
being
reviewed
by
every
telecommunication
company,
whether
you
just
ask
them
to
evaporize
something
or
full-scale.
Don't
you
remember
that
little
threat
of
lawsuits
to
the
public,
Improvement
commission
so
just
help
us
to
not
have
our
clients
exposed?
E
E
I
actually
was
talking
and
I
forgot
to
get
the
view
done
so
I
apologize.
Actually,
we
did
like
we
did
send
some
comments
on
January
6th,
so
yeah,
when
we
just
want
to
make
sure
that
those
comments
get
addressed
before
public
hearing.
The
main
one
was
to
provide
the
supplementary
detail
for
the
crossing
of
the
Stony
Brook
and
84
inch
store
at
Ipswich
and
Charles
Gate
Street.
Y
Yes,
thank
you
Denise.
We
did
receive
that
the
comments
from
the
the
commission
we've
addressed
all
of
the
comments
and
I
believe
that
a
new
detail
is
forthcoming.
It
might
be
complete
already
that
addresses
that
Culvert
Crossing.
B
Sharing
no
other
comments
or
questions
based
on
the
conversation
we've
had
today.
I
think
there's
some
follow-up
items
here,
but
would
you
like
put
you
on
the
schedule
for
the
next
area
in
three
weeks.
G
D
B
All
right
on
to
our
final
order
of
new
business
421
to
425,
Market,
Street,
Brighton,
vertical
discontinuances,
on
a
joint
petition
by
425
Market,
Street
LLC,
the
Boston
Redevelopment
Authority,
DBA,
Boston,
Planning
and
Development
agency.
The
petitioners
please
introduce
themselves
and
their
affiliations
and
walk
us
through
what
is
being
proposed
here.
AB
By
wave
brief
background
we're
here
this
morning
requested
or
this
afternoon
at
this
point
seeking
vertical
discontinuances
in
two
locations
along
Market
Street
in
Brighton.
The
request
is
being
made
in
conjunction
with
a
mixed
development
project
located
at
421
425
Market
Street.
Overall,
the
project
contains
23
residential
units,
One
commercial
space
and
23
parking
spaces.
AB
Both
of
the
areas
are
three
feet
deep
by
approximately
ten
and
a
half
feet
wide
and
can
be
seen
on
the
plan
here
on
both
the
left
side
and
the
the
right
side
of
the
front
of
the
building.
The
discontinuance
areas
themselves
begin
approximately
12
feet
above
the
sidewalk
and
extend
to
the
top
of
the
fourth
story,
as
mentioned
approximately
31
feet
above
the
start
of
the
discontinuance
area.
AB
In
terms
of
the
plans,
we
do
have
the
full
set
of
plans,
but
most
important
for
this
presentation
would
be
the
elevations
you
can
see
here
on
both
the
left
side
over
the
commercial
entrance
and
then
the
right
side
over
the
residential
entrance
are
the
proposed
discontinuance
areas.
You
can
see
how
they
start
on
the
second
floor
and
extend
to
the
top
of
the
fourth
floor.
There
is
a
fifth
Story
on
this
building,
but
it
is
set
back
from
the
street,
so
the
discontinuance
area
would
not
apply
to
the
fifth
Story.
AB
This
side
elevation
once
again
just
illustrates
one
of
the
discontinuance
areas,
but
the
other
discontinuated
area
is
identical
from
the
other
side.
Also
with
that
I'll
pause
and
take
any
questions
or
comments
from
the
commission,
commissioners.
C
AB
B
Excellent,
will
you
be
ready,
then,
for
March
2nd?
We
will
be
ready.
Yes,
all
right,
excellent!
Thank
you.
So
much
we'll
see
you
then-
and
that
concludes
our
agenda
for
today.
So
with
that
do
I
hear
a
motion
to
adjourn.
D
R
And
an
amazing
facility,
the
community-
that's
formed
with
all
of
the
business
that
this
is
generating
for
our
city
and
the
community.
Events
that
happen
here,
bringing
together
a
bit
of
the
magic
here,
there's
so
much
good.
That
is
coming
from
the
partnership
renewal
today.
I
am
so
excited
and
grateful
to
this
team.
