Description
The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

ramp

redesigned

structural
elements

transfer

beam
up
on
the
second
floor,

accommodate
that,
so
we
could
maintain
that

first
petition

commissioners
is
a
discontinuance
of
for
Mercy
Street.
The
discontinuance
area
is
somewhat
orphaned
area.
The
rest
of
former

Street
had
already
been
discontinued
in
connection
with

central
artery
project
in
looking
at
this
project
and
what
our
leased
premises
were
going
to
be.
We
discovered
that
directly
adjacent
to
it
was
a
portion
of
the
C
Street
in
which
the
city
had
still
maintained
easement
rights.
Apparently
at
some
notion
there
had
been
some
thought
of
mass
transit
buses
passing
through
this
area.

That
is
no
longer
the
case,
and
so,
while
we
had
come
in
for
a
smaller
discontinuance,
we
were
asked
by
PSE
to
do
the
complete
discontinuance
of
this
eight
thousand
plus
square
foot
area.
No
portion
of
the
building
is
going
to
be
built
in
this
discontinuance
area.
It
was
to
simply
still
be
part
of
the
mass
port
service
road
system.
So
we
have
this
petition
before
you.
We
do
have
ever
have
a
request
of
mass
port
to
postpone
for
two
weeks
action
on
this
items
until
they
do
some
further
of
this
discontinuance.

there

Massport
who
owns
north
of
the
center
line
of
summer
Street
and
also
owns

portion

MCC

access
the

road

property.

at
this
point,
there's
no
formal
relationship.

may
be
that,
within
the
context
of
this
project,
there
is

right,
because
this
project
will
need
to
use
MCC

rose
to
get
into

former

conversations
that
we
had
had
with
Amy
and
also
with
Massport,
is
that
the
city's
discontinuance
is
going
to
be
subject
to
the
existing
grants
of
location
in
that
in
that
discontinued
area.
So
it's
subject
law,
yet
they
just

legal
rights
remain
the
same
they'll
be
there
are
rights
in
that
Street
today
of
BW,
SC
and
eversource,
and
after
this
discontinuance
act,

is
