circumspection

close

we
live

Transit,

fear

that
a
developer
could
come

just
like
off

104th
behind
the
post
office

tear
down
homes

bring

these
four
plexes

much
density.

don't
understand
as
a
citizen
how
the
Planning
Commission
could
let
this
happen.

work
at
the
Yakima
fruit
market
and
on
bulk
away.
The
traffic
alone
is
just
incredible.
It
has

lived
here
for
30
years
and
20
in
the
sunrise,
neighborhood
and
there's
so
much
change
and

Don't
think
it's
for
the
better
and
there
are
homes
up
near
Bothell,
High
School,
where
they
want
to
tear
down
the
home
and
they're
going
to
bring
in
a
seven
lot
subdivision
and
I.
Just
don't
understand
how
our
community
can
support
that,
let
alone
the
ex
the
expense.
Certainly,
people
might
come
in
to
buy
these
homes,
but
how?

Commission
had
a
previous
initiative
where
they
increased.
The
density
in
our
neighborhood
and
one
of
their
findings
was
that
if
you
don't
provide
parking,
people
won't
own
cars,
and
that
was
one
of
their
findings,

ridiculous.

was
something
out
of
San
Francisco
and
they
never
actually
did
cite
the
the
actual
study.

density
is

know
we
need

embrace
density

growth

it

have
to
fall

View

character

our

rental
properties

middle
housing.

like
that
the
city
is
sort
of
taking
a
lead
in
also
in
the
face
of
the
recent
State
Law
changes.
I
think
Buffalo
could
be
a
model
for
the
state
to
have
a
conversation
with
the
cities
about
the
actual
effects
of
the
law.

planning
and
Dave
came
up
with
some
interesting
sort
of
corner
cases
that
maybe
the
state
didn't
address,
but
there's
still
time
so
I
think
this
could
be
again
a
way
for
Bothell
to
lead
the
way
and
to
set
their
home
path
rather
than
being
forced
into
whatever
comes
and
yeah
I.
It's
to
dispel
some
of
the
rumors
everyone
got.
The

the
city
got
the

falls
for
the
entire
city.
It's
not
a
neighborhood
specific
thing

I'm

support
of
better
use
of
land.

makes
it

some
of
the
older
Lots
can

better
utilized
rather
than
having
very
discontinuous
things
and

just

give
a
specific
example
behind
me,
there
was

acres
and
it
turned
into
maybe

homes,

many,

maybe
tops

something
and
I
just
found
that
that
was
an
inefficient
use
of
land.

look
at
the

map

like
2019
to
the
map
today,
it
used
to
be
all

housing

reason

left
it
and
we
had
a
wide
variety.
We
work
remote.
We
had
a
wide
variety
of
Greater
Seattle
area
that
we
could
have
chosen
from
and
we
chose
Bothell
for
a
very
specific
reason
in
this
neighborhood.
For
a
very
specific
reason,
we
bought
the
house
from
the
original
builders
that
built
the
house
in
the
80s
John
and
Jan
and
Bailey.
Some
of
you
probably
know
them.

There's
still
people
that
live
on
that
street,
that
were
the
original
Builders
from
the
80s
and
we
wrote
them
a
letter
when
we
bought
the
house-
and
they
said
it's
part
of
why
they
picked
our
offer
was
we
could
see
ourselves
teaching
our
kids
to
ride
bikes
in
that
cul-de-sac.
It's
a
quiet,
Empty
Street,
there's
a
lot
of
families,
I'm
teaching
the
kids
across
the
street
right
now
to
ride
a
skateboard.

feels
like
a
mistake
now,
with
this
coming
down,
feels
like
we
could
have
gotten
a
bigger
house
in
a
different
neighborhood
that
was
nicer
and
wouldn't
have
been
such
a
pain
to
move
into
if
this
thing

coming
down

hurts
sucks.

you
know
it

feels
like
this
proposal
in
reading
it
for
a
couple
hours
last
night
would
ruin
most
of
that

designed
to
destroy

designed

six-year
Transportation
Improvement
program
with
a
public
hearing.
Consideration
for
adoption
is
currently
scheduled
for
the
June
27th
council
meeting
again
our
six
year
tip
is
necessary
and
we
need
to
do
it
every
year.
It's
a
state
requirement.
We
do
our
Capital
facility
plans
every
two
years
and
the
six
years
Transportation
Improvement
program
is
essentially
a
subset
of
our
Capital
facility
plan.

counsel,
with

description

2024-2029
six-year
Transportation
Improvement
program
is.
That
was
discussed
at
last
week's
Council
study
session.

approval

last
year's
resolution
for
the
annual
six-year
tip
update
in
March,
followed
by
the
approval
of
the
resolution
to
adopt
the
latest
Capital
facilities
plan
last
October,
and
we
held

study
session
last
week
to
discuss
the
current
version
of
the
tip
following
tonight's
public
hearing.
We
would
like
Council
to
consider
adopting
this
proposed
six-year
tip
at
like
I
said
the
at
the
June
27th
meeting.

quick
summary
of
the
two-link
programs
and
some
of
their
differences
and
similarities
that
we
identified
last
week
during
the
study
session.
As
a
reminder,
the
tip
isn't
updated

updated
annually

cfp
is
updated
biannually
the
tip
is
a
planning
document,
not
a
funding
document,
and
it
is
state
required
and
often
it
is
needed
to
demonstrate
that
projects
are
Grant
ready.

helpful

understand
what
is
in

But
what
is
equally

maybe
more
important

the
process
on
how
both
are
developed.

process

cfp
and
tip
development
is
a
two-year

was

adopted

last

which
was
immediately
followed
by
the
cfp
committee
and
public

hear

interim
fire
chief
here
in
Bothell,
as
well
as
our
finance
director
Quan
Wong,
to
hear
a
little
bit
more
about
what
would
be
provided
from
the
funding
of
this
Levy.

the
question

the
board
tonight
is
is
looking
for
direction
of
whether
or
not
to
put
a
a
levy
in
front
of
the
Snohomish
County
Bothell
voters
to
approve
funding
for
for
this
EMS
service.
So
to
hear

turn
things

our
interim
fire
chief
Mark

our
finance

What
we're
here
to
do
tonight
is
put
before
this
board
a
motion
to
approve
the
putting
the
Bothell
urban
area,
EMS
levy
on
the
ballot
in
the
upcoming
November
election
and
again
I'm
going
to
reiterate
tonight.
This
Levy
serves
the
part
of
the
city
that
is
in
Snohomish
County.

Tonight,
I
want
to
talk
a
little
bit
about
the
history
of
the
levy
and
again
it
was
put
in
place
to
provide
some
parity
between
the
King
County
half
of
the
city
and
the
Snohomish
County
half
of
the
city.
King
County
has
a
county-wide
EMS
Levy
and
they
cover
all
of
the
ALS
costs
and
some
of
the
BLS
cost
for
the
King
County
portion
of
the
city.

I
want
to
talk
some
more
or
a
little
bit
about
what
it
pays
for
and
explain
about
what
some
of
the
terminology
is:
that's
often
confusing
for
people
it
pays
for
basic
and
and
advanced
life
support
services
to
the
citizens.
In
the
North
End
of
the
city
in
2022,
the
department
responded
to
7240
calls
for
service.
77
percent
of
those
were
medical
and
20.6
of
those
required
ALS
intervention
to
explain
ALS
and
BLS
a
little
bit.

Their
goal
is
to
get
there
quick,
stabilize
the
patient
if
it's
an
ALS
call
that
patients,
probably
in
the
critical
mode
and
their
job,
is
to
keep
the
patient
stable
until
ALS
gets
there
and
then
assist
the
ALS
Crews.
The
levy
contributes
to
that
Staffing.
The
training
and
equipment
that
they
use,
including
the
dispatch
service
that
dispatches
the
amount.
I.
Think
it's
a
very
key
point
that
people
understand
you
cannot
have
a
great
ALS
system
without
a
great
BLS
system.
It's
very
much
a
team
for
the
ALS
part,
which
is
called
Advanced
life
support.

Shoreline
is
a
King
County,
ALS
provider
agency
Bellevue
is
Redmond
is
and
we
get
our
ALS
service
through
Shoreline.
This
Levy
helps
pay
for
that
contract.
They
base
a
medic
unit
at
fire
station
42
with
two
paramedics
on
it.
Paramedics
are
trained
at
the
University
of
Washington
Harborview
school
of
medicine.
They
go
there
for
about
nine
months
and
it
is
probably
I
will
just
say
it
is
the
best
paramedic
training
program
in
the
world.

The
levy
allows
us
to
extend
this
coverage
by
paying
a
contract
with
Shoreline,
to
provide
that
service
to
the
North
End
of
the
city.
These
paramedic
and
firefighters
they're
in
the
same
station.
Together
they
train
together
and
they
go
to
calls
together
and
it's
really
a
seamless
operation.
When
you
see
them
work
together
to
kind
of
understand
how
that
works.

They're
having
dinner
and
he
gradually
gets
worse
he's
looking
worse
and
all
of
a
sudden,
he
collapses
his
wife
screams
for
help
a
waiter
comes
over
and
a
waiter
fortunately
has
been
trained
by
one
of
our
CPR
classes
that
we
give
here
in
Bothell.
So
he
detects
that
this
patient
has
no
pulse,
so
he
immediately
yells
for
somebody
to
call
9-1-1.

Somebody
in
the
restaurant
makes
that
call,
and
then
he
immediately
starts
CPR.
In
the
meantime,
The
Dispatch
Center
at
norcom
is
dispatching
station
45
cruise
and
medic
42
crews
out
of
station
42
downtown
here
to
head
that
way.
Once
they
figure
out
that
it's
a
CPR
call,
they
actually
will
dispatch
another
engine
company
and
the
battalion
chief
to
assist
with
these,
because
it's
a
really
Staffing
intensive
call
the
crews
arrive.

They
see
cprm
progress,
so
they
take
over
for
that
wonderful
citizen
that
stepped
in
and
they
start
CPR
confirm
that
there's
no
pulse,
they
get
their
defibrillator
and
start
to
give
the
patient
a
shock.
They
try
that
a
couple
times
it
doesn't
work,
so
they
keep
doing
CPR
they
let
the
Medics
know.
What's
going
on
the
Medics
get
there
they
come
in
and
they
immediately
start
procedures
to
intubate
the
patient
put
an
airway
down
their
throat
so
that
they
stay
oxygenated
oxygenated
as
possible.

assess
recent
State
legislation
on
middle
housing,
specifically
HB
1110,
and
to
update
you
on
Grant
implementation
and
the
overall
Community
engagement
process.

Now
we're
at
a
point
where
a
public
hearing
can
be
scheduled
for
July
11th,
but
first
I
just
want
to
back
up
a
little
bit
and
review
where
the
Planning
Commission
was
last
week.
They
finalized
recommendations
to
the
city
council
on
what
parts
of
our
comprehensive
plan
should
be
updated
to
support
middle
housing.
As
you
know,
our
comprehensive
plan
establishes
the
policy
and
Legal
Foundation
to
Anchor
bothell's
zoning
code
and
development
regulations,
but
well
before
last
week's
recommendation
from
the
Planning
Commission
on
the
comprehensive
plan
last
October
in
2022.

They
recommended
adoption
of
specific
middle
housing
code
amendments
to
support
implementation
of
our
long-standing
housing
strategy
and
these
specific
code,
Amendment
recommendations
predate
HB
1110,
obviously
that
were
adopted
last
month
and
we're
also
before
Battlefield
was
able
to
really
delve
into
the
comprehensive
plan
amendments.
So
why
is
this
timing
important
well
now
that
we've
had
time
to
at
least
partially
digest
HP
1110
a
little
bit
more
at
the
staff
level,
we've
identified
some
areas
where
the
earlier
Planning
Commission
recommendation
from
last
year
may
not
be
entirely
in
harmony
with
current
state
law.

And
frankly,
this
is
mainly
due
to
timing.
So
deputy
director
Ashley
Winchell
is
here
tonight
to
get
into
those
details
a
little
bit
later
and
what
we're
suggesting
to
address
the
handful
of
disconnects
that
we
have,
for
example,
we'll
be
suggesting
allowing
middle
housing
with
up
to
four
units
on
existing
Lots.
As
long
as
one
or
four
one
is
Affordable,
which
is
going
to
be
consistent
with
State
policy
and
also
suggesting
a
maximum
of
two
middle
housing
units
on
all
newly
created
lots
for
the
time
being.

So
when
it
comes
to
HP,
1110
and
new
state
requirements.
What
position
is
baffle
actually
in
right
now?
Well,
as
I
mentioned,
the
state
is
no
longer
encouraging
Bothell
to
allow
middle
housing
in
our
residential
zones.
We
are
now
obligated
to
do
so.
We
must
number
one
allow
for
the
development
of
at
least
two
units
per
lot
on
all
Lots
zoned,
predominantly
for
residential
use.
This
applies
city-wide.

We
must
allow
at
least
four
units
on
all
residential
lots
that
are
within
one
quarter,
mile
walking
distance
of
a
major
Transit
stop,
and
these
are
our
future
bus,
rapid
transit
station
areas,
including
those
on
sr522,
Bothell,
Everett,
Highway
and
elsewhere.
We
must
also
allow
at
least
four
units
on
all
residential
lots
if
at
least
one
unit
will
qualify
as
deed,
restricted,
affordable
housing.
Let
me

to
that
next

we

wait
for
the
legislature
to
decide
on
the
parameters
of
HB
1110
to
initiate
Community
engagement,
all
right
I'm

the
approach
we
took
with

preliminary
observations
and
we

our

the

homeowners.

the
impact
on
the

interested

creating
rental
units
on

options

responses
in

percent

which

subconsultant
Eco
Northwest
that
that
augmented,
that
displacement
report
by
doing
analysis
of
areas
that
were
vulnerable
to
displacement
due
to
income
or
other
factors,

also
looked

areas

middle
housing
was
most
feasible,
and
then
they
overlaid
those
to
identify
the
census
tracts
where
that,
where
displacement
was
most
likely.
The
report
is
also
looking
into
strategies
that
then
can
be
employed
to
to
mitigate
that
potential
displacement
pressure.

report
really
focused
on
what
developers
will
be
doing
as
opposed
to
what
individual
homeowners
will
be
doing,
so
it
should
be
viewed
through
that
lens,
and
their
conclusions
was
that
the
construction
of
of
middle
housing
would
be
very
incremental,
consistent
with
what
other
communities
have
experienced
and
what
we've
been
saying
to
date.

All
of
that,
but
that's
based
on
current
economic
conditions,
they're
looking
at
just
a
little
under
two
percent
conversion
of
existing
Lots,
then
when
they
look
at
lots
that
are
subdividable
larger
Lots,
that
you
add
another
three
percent
of
the
conversion
to
metal
housing
and
then,
finally,
if
they,
if
we
looked
at
those
lots
that
are
subdividable
and
double
the
density
as
as
adding
allowing
duplexes
would
that
adds
another
3.8
percent.
So
that
puts
us
up
in
the
over
eight
percent
in
that
time
frame.

Overall
assessments
could
actually
go
down,
so
in
the
end,
the
the
report
states
that
it's,
the
effect
is
going
to
be
fairly
minimal.
Those
two
things
tend
to
offset
each
other.
That
will
also
be
posted

Commerce
and
then,
as
I
said,
the
the
work
on
the
racial
Equity
was
the
main
factor
that
went
into
the
comprehensive
plan
amendments
that
Planning
Commission
has
considered

recommended

detail

how
our
development
regs
apply
lot
averaging
and

the

their

rather
than
minimum

it

and

stops
for
plats
of

or

communities

variety

heard
stated

much
when
we
talk
about
this.
Is
this
work
that
the
Planning
Commission
did
was
directed
in
under
a
housing
variety
element
in
the
2015
comp
plan
and
in
2018
the
council
at
the
time
voted
unanimously
to
have
Community
Development,
Study
middle
housing.

at
the
time
that
was
mayor,
rayum,
deputy
mayor
duer,
council,
member
zorns,
council,
member
Olson,
council,
member
McNeil,
council,
member
McAuliffe
and
council
member
Agnew,
so
this
has
been
in
the
works

time.
The
state
has
cut
up
to
the
fact
that
not
every
city
was
building
varieties
of
housing.
That's
why
we
had
our
state
bill
and
it's
it's
a
shame
that,
because
some
cities
were
acting
and
some
weren't
there
was
State
action,
I
think
there's
a
lot
there.

That's
that's
disappointing,
I
guess,
but
at
the
same
time
we
see
at
the
state
level
people
having
to
commute.

We've
heard
about
Tire
dust
killing
salmon
when
people
drive
40
miles
to
work
every
day.
That's
what's
happening.
We
have
to
have
affordable
housing
for
people
who
live
here
for
people
who
teach
in
our
schools
are
firefighters.
When
I
was
at
the
fire
promotion
ceremony,
we
have
firefighters
living
in
Bellingham,
twisp
and
I.
Think
twisp
is
more
of
a
family
situation
than
a
commute
situation,
but
it's
wild.

have
to
do
our
part
in
that
in
ensuring
that
people
who
work
here
can
live
here
and
we
do
have
new
targets
based
on

affordability,
so
middle
housing
is
not
subsidized,
affordable,
housing

it's
important
that
we

that
clarification,
because
we
cannot
subsidize
our
way
out
of
our
housing
problem.

not
enough
money
on
Earth
to
build
enough
subsidized
housing
for
people

can't
afford

million

homes

up

a
weird

a
short
plat,
but
again
it's
the
city
council's
choice
about
whether

the
planning
commission's
recommendation

take
the
approach

staff
is
suggesting
at
this
point
and
then
eventually,
once

guidance

the
Department
of
Commerce
think
about
how
we
could
apply
that
to
some
larger
plots
and
incent
provides
affordability.

more
possibility,

what
I
like
about
that,
is
it's
a
little
more
self-determined.

feels
a
little
more
American,

it's
just

nice
to
have
choices
because
I

hate
the
legacy
of
council
members
horns

you
said
about
you
know
being
priced
out
of
Edmonds
where
you
grew
up.
You
know
my
mom
was
priced
out
of
Issaquah.
My
dad
was
priced
out
of
Seattle.
They
went
to
Bothell
because
they
were
blue
collar
workers
and
it
had
a
school
district.
That
was
good
for
my
sibling.

it's
something
that
gives
people
more
choices
so
that,
hopefully
we
don't
have
the
same
like
unfortunate
circumstance
that
our
parents
had
or
that
you
know
we
want
a
little
better
for
our
kids.

the
mayor
said
that
his
kids
are
six
and
eight
minus
seven
and
he's
still
at
the
age
where,
when
he
builds
his
dream,
castles
I
get
a
tower
there.
Who
knows
if
he'll
want
to
still
give
me
a
tower
when
he's
grown
up,
but
it's
it's
just.

adds
choices
and
it
adds
it
in
such
a
way
that
it's
it's

firmly
believe-

a

that
it

change

up

houses

inaccessible
subdivisions

playground

one
else

people
want

people
don't.
But
it's
created

lot
of
division,
as
our
city
has
developed
in
the
way
that
we've
LED
it
for
a
long
time.
So
just
having
the
option
of
something
different
is
really
appealing
to
me.

appreciation
for
all
the
hard
work.
That's
been
done
by
the
city
and
engaging
with
the
community
I
think
several
council
members
have
brought
up
this.
This
conversation.
Past
councils
have
asked

study
this,

it's
important
to
also
realize
that
this
Council,
if
we
decide
to
make
a
decision
in
July,
we'll
be
making
the
final
decision
so
past
councils,
while
they
asked
to
study
things
they're,
not
here
at
the
table.

are
it's
our
decision
to
make,
and
hopefully
we
make
the
the
right
decision
for
our
community
because
it
inevitably
what's
important
is
that
people
feel
welcome
and
we
want
to
welcome
new
people
to
our
community.

at

same
time

part
of
our
community
now
to
feel
welcome.

comfortable

highlights
the
people
who
can
give
public
comment

it
can
be.

can
feel
like
a
lot
because
we
don't.

ticket

Tuesday

to

groups

the
public
comment
we

people
saying

elected

make
good
decisions,
we

busy
and
we

not
have
time
to
come.

to
you,
because
in
a
city
of
49,
000
people,
you
know,
we've
got
a
half
dozen
folks
coming
and
talking
to
us
on
any
given
night.
So
just
remembering
that
we're
we're
here
to
do
the
right
thing
for
everybody
and
at
the
same
time
really
appreciating
the
folks
that
do
come
in
and
tell
us
what
they
care
about.

the
folks
that
came
in
tonight,
they're
like
we
don't
want
to
feel
singled
out,
we
want
to.

want
to
be
all
in
this
together

really
appreciate

up
in
lingo

aware

that
we
use-

this
was
really
helpful
for
us
to
understand
that
middle
housing
doesn't
doesn't
translate
well
and
we
have
to
figure
out
better
ways
to
communicate.

raised

toddler
knows

there's
always
a
translation
problem

because
they
take
everything
literally

guess
maybe
as
a

kind
of
a
lesson

vote,

people
are
invested
in
the
community.

do

encourage
them
because
they're
paying
property
tax?

do
we
encourage
them

come

say
this

want
my
neighborhood

look
like

answer
for
that,
but

I

One
thing
I
wanted
to
add
in
response
to
the
lack
of
foreign
language
responses
to
our
survey.
Is
that
East
Side
for
all-
and
this
is
a
lesson
learned-
they
did
the
Outreach
to
to
underrepresented
communities
and
they
got
40
percent
of
the
responses
were
in
languages
other
than
English.
So
so
I
think
that's
something
that
we
can
learn
on
and
build
on
in
the
comprehensive.

good

I
think
the
big
takeaway
from
it
is
with
some
communities
it's
going
to
take
a
lot
more
effort
on
our
part
to
reach
out
to
them,
and
so
we
really
need
to
start
building
those
relationships
and

doing

to
be
transactional.

want
to
actually
have
these
conversations,
and
so
we
obviously
are
doing
a
really
good
job
of
reaching
out

certain
demographics,

Well,
one

talked

Levy
tonight,
right
we
did
the
senior
seniors
Levy
we've
done,
Public
Safety,
Levy
streets
and
sidewalk
levees.
Those
are
all
things
that
hugely
impact,
our
community
right.
We
take
the
time
to
go
out
to
the
community
to
ask
for
their
input
in
that
manner.

That's
a
pretty
pretty
powerful
manner
right
and
so
I
look
at
this
and
I
say:
why
are
we
not
doing
the
same
thing
here?
I
know
why
we're
not
but
I'm
just
saying
it's
something
to
think
about
right.
This
is
a
a
major
impact
on
our
community,
whether
we
want
to
look
at
it
in
our
own
little
soapbox
that
it
doesn't
affect
us
personally
I'm
hearing
from
people
that
it
is
affecting
them
and
it
may
not.
It
may
not
come
today
tomorrow
or
next
year,
but
it
could
potentially
come
at
some
point.
