Adjourn
A
All
right
welcome
back
from
executive
session.
We
are
moving
on
to
item
four
on
our
agenda
tonight,
which
is
discussing
a
what
the
process
is.
Gonna
look
like
for
the
appointment
for
position.
Six
and
I'm
gonna
turn
it
over
to
city
manager
standard,
and
I
think
he's
gonna
kick
off
sort
of
what
we're
doing
here.
B
Yeah
thank
you
mayor
and,
as
you
noted
that
yeah
the
rest
of
the
meeting
is
to
discuss
the
process
and
individuals
to
bring
forward
for
energy
fuse
next
week
and
actually
mine's
a
short
transition
over
to
our
city
attorney.
C
Thank
you
so
for
this
process,
as
I've
mentioned
previously,
this
is
the
council's
process,
and
so
the
first
I
guess
order
of
business
is
for
the
six
of
you
to
decide
how
you
would
like
to
either
narrow
the
11
applicants
down
to
a
pool
of
people
that
will
come
in
for
an
interview
whether
you
want
to
bring
all
of
them
in
if
you
want
to
bring
any
number
in
between
and
that
that
decision
and
that
process
is
entirely
up
to
council,
just
giving
you
in
recent
months.
C
Other
cities
have
gone
through
this
process
and
what
those
one
of
the
cities
did,
I
believe
they
had
17
applicants
and
the
council
then
decided
as
their
process
that
each
would
get
four
votes.
They
then
tallied
up
those
votes
to
determine
who
got
how
many
number
of
votes
and
then
from
there
they
then
decided
were
they
going
to
bring
everybody
with
four
votes.
Anybody
with
three
votes:
anybody
with
two
votes.
Anybody
with
one
vote.
C
I
believe
the
city
that
I'm
referring
to
invited
everyone
that
had
two
or
more
votes,
which
resulted
in
an
interview
panel
of
eight
you're.
Welcome
to
follow
that
same
process,
you're
welcome
to
put
it
down
to
three
votes
per
person:
two
votes
per
person,
one
vote
for
person.
You
can
also
abandon
that
process
altogether
and
choose
that
each
one
of
you
gets
one
person
to
bring
in
for
the
interview.
It
really
is
entirely
up
to
you
if
you
want
to
pull
names
out
of
hat
you're.
Welcome
to
do
that.
C
D
My
apologies
the
first
time
sitting
up
here.
I
wasn't
sure
if
there
was
actually
a
hand
raised
button
or
if
we
do
this
manually,
just
wanted
to
propose
that
we
start
by
doing
a
ballot
to
select
three
candidates.
C
D
Apologies:
yes,
three,
each
count.
Each
council
member
would
vote
for
three
candidates
a
piece
if
a
candidate
got
received
three
votes
from
council
members,
they
are
placed
on
the
list
for
interview
and
then,
depending
upon
the
number
of
total
candidates
that
receive
three
votes,
we
could
consider
adding
additional
to
it.
Based
on
that
voting,
telly.
C
E
Thank
you
mayor
and
thank
you
councilmember
menke,
for
the
suggestion.
I
agree
I
first
I
want
to
start
by
saying
thank
you,
everybody
who
took
the
time
to
apply.
E
It
takes
a
lot
of
courage
and
a
lot
of
time
a
lot
of
resources
to
to
go
through
this.
So
I
really
appreciate
personally
everybody
who
applied.
I
I
I
guess
I
can't
say
second,
but
I
agree
with
with
councilman
menke.
I
think
it
it
seems
like
we,
because
we
have
such
a
good
pool
of
applicants,
voting
for
our
top
three
each
and
we'll
see
how
many
come
through
for
the
for
interviews.
F
Yeah
I
I
would
like
to
also
second
the
thank
you
for
everyone
who
applied.
It
took
a
lot
of
heart
and
thought
putting
those
applications
together
and
please
stay
involved
with
the
city.
If
you're
not
moved
forward,
because
you're
already
invested,
I
like
picking
our
top
three
and
if
we
find
that
it
doesn't
work,
we
can
adjust
it,
but
I'm
good
with
picking
our
top
three.
A
G
I
I
do
like
the
proposal,
and
so
if,
if
everyone
doesn't
mind,
I
will
motion
to
adopt
council
member
minkie's
proposal
so
that
we
can
move
forward
in
this
discussion.
Second,.
A
H
Remember
mcneil
would
like
to
speak
to
the
motion
yeah.
I
would
like
to
just
speak
before
the
motion,
but
yeah.
Thank
you,
mayor
yeah.
I
thank
you
councilmember
menke,
for
for
bringing
it
up.
I
would
also
like
to
echo
appreciation
for
all
the
candidates
that
applied
for
this
position
this.
This
position,
I
believe,
is
critically
important
to
our
community
right
now
and
bringing
us
together
and
finding
ways
to
balance
our
council.
So
I
look
forward
to
to
hearing
from
all
the
candidates.
H
I
look
forward
to
them,
bringing
hopefully
bringing
a
balance
to
our
council.
So
thank
you
so
much.
A
All
right
would
anybody
else
like
to
speak
to
the
motion,
I'm
going
to
speak
the
motion,
because
I
too
want
to
say
thank
you
to
everybody
that
applied.
This
is
weird
because
I
can't
look
at
them.
I
guess
I
should
look
up
there.
There's
11
people
here
we
had
some
really
thoughtful
answers
to
the
questions
that
we
asked
in
the
interview,
and
we
can
only
say
yes
to
one
person
so
similar
to
what
other
council
members
have
said.
A
Thank
you
for
raising
your
hand
to
get
involved
and
for
the
10
of
you
that
aren't
going
to
be
selected
like
I
hope
we
see
your
names
for
boards
and
commissions
really
appreciate
your
willingness
to
get
involved.
Thank
you.
Clerk.
I
So,
for
the
sake
that
we
won't
be
using
our,
we
don't
have
the
option
to
use
our
voting
machine
as
we've
used
before
we've
been
at
the
dyess,
I'm
just
going
to
do
a
roll
call
tonight
and,
as
you
mentioned
mayor,
we'll
just
kind
of
figure
it
out
as
we
go.
If
we
come
up
with
something
better
we'll
do
that,
but
for
tonight
we'll
do
a
roll
call
council,
member
zorns,
please
say
yes
or
no.
When
I
call
your
name.
A
D
C
C
I
I
So
for
those
who
received
three
votes,
we
have
tom
agnew,
amanda,
dodd,
andy
ray
julie,
rodwell
and
carrie
westerbeck,
which
is
a
total
of
five.
C
And
in
order
to
advance
them
there
would
be
need
to
be
a
motion
from
there's.
You
can
definitely
have
whatever
discussion
you'd
like
to
have,
but
when
that
discussion
is
concluded,
if
you
wish
to
put
forward
that
panel
of
five
people,
then
there
would
need
to
be
a
motion,
a
second
and
a
vote
after
discussion,
councilmember
zorns,
I.
F
Move
that
we
move
that
we
advance
these
five
people
who
garnered
three
votes
each
for
our
future
interviews.
E
A
H
Thank
you
mayor
and
again
just
look
forward
to
going
through
the
process
with
the
five
of
you
and
hopefully
at
the
end
of
the
process.
We
find
somebody
that
will
will
sit
beside
us
and
service
the
community
well,
and
I'm
super
excited
that
we
went
through
that
in
one
vote
series.
So
right.
A
All
right,
if
nobody
else
would
like
speak
to
the
motion.
A
G
A
C
C
You're
at
8
30.
I
would
assume
that
there
would
be
maybe
five
minute
breaks
between
each
interview,
so
it
may
be
finishing
closer
to
nine
and
then
council
deliberations
should
you
choose
to
have
them
would
occur
at
that
point
followed
by
a
vote.
Presumably
a
vote.
A
A
All
right
we
don't
have,
is
there
anything
anybody
else
would
like
to
discuss.
Since
discussion
is
one
of
the
items
on
the
agenda
bill
number
four
here
I.
F
F
C
A
F
F
Besides
the
great
weather
that
we
had,
it
was
great
to
see
the
community
spirit
out
there
and
really
appreciated
the
staff,
because
I
know
not:
every
all
staff
calls
bothell
home
and
yet
coming
and
making
bothell
home
for
fourth
of
july
was
very
much
appreciated,
and
I
noticed
everybody
when
I
was
walking
home.
Everybody
enjoyed
the
parade
a
lot
and
they
left
a
lot
of
the
love
behind,
and
I
just
really
appreciated
our
staff
coming
and
getting
that
street
as
clean
as
a
whistle
and
they,
I
don't
think
they
missed
a
detail.
F
G
I
would
definitely
echo
that
my
my
trek
back
to
the
to
my
car
was
from
papini
to
about
the
landing
and
by
the
time
I
got
back
to
527,
there
were
street
sweepers
and
there
were
these
crews
of
people
that
were
working
together
to
clean
up
and-
and
I
just
was
so
impressed
that
at
the
efficiency
of
of
the
planning,
but
also
the
the
locations
of
the
porta
potties,
I
just
want
to
throw
a
shout
out
because
I
at
one
point
I
was
standing
on
527
and
I
was
like
in
my
line
of
sight.
G
I
see
four
porta
potties.
This
is
amazing.
I've
been
to
much
larger
events
in
larger
cities
and
and
not
been
so
impressed
by
the
attention
to
detail,
and
it
was
just
really
awesome
to
see
the
community
come
out
to
see
the
the
expanded
footprint
of
the
parade.
How
how
much
of
downtown
bothell
over
into
the
the
college
and
just
the
the
diversity
of
of
the
groups
that
participated.
It
was
exactly
the
type
of
of
you
know.
G
It
said
hometown
celebration
on
our
on
the
shirts
and
it
really
did
feel
like
a
celebration
of
of
our
community,
so
I
was
very
grateful
for
it.
Major
major
thanks
to
to
parks
and
public
works
for
what
they
were
able
to
put
on
for
us.
H
Well,
thank
you.
I
would
just.
I
also
wanted
to
echo
those
the
comments
about
just
the
feeling
of
being
back
riding
on
the
on
the
fire
engine
and
seeing
all
the
faces
and
the
kids
and
and
the
seniors
in
our
community
all
gathered
together
to
celebrate
this
was
just
it
was
just.
I
can't
I
can't
express
it
seeing
the
city
manager
out
there
and
it
was
just.
H
I
can't
express
the
fact
that
we're
just
together
again
and
for
me
you
know
the
thing
that
stood
out
the
most
is
yes,
we
we
got
cleaned
up
quick,
but
the
public
safety,
the
safety
of
the
citizens
that
were
out
there,
the
the
detail
that
you
guys
went
to
to
ensure
that
we
had
the
big
trucks
where
the
big
trucks
needed
to
be
the
barricades
where
the
barricades
needed
to
be
to
keep
those
citizens
safe
in
our
community
to
me
stood
out
the
most,
as
I
was
right,
riding
along
and
walking
along
the
route.
H
So
I
just
want
to
give
a
big
shout
out
for
that,
and
then
I
also
wanted
to
say
that
it
is
amazing
to
sit
here
beside
all
of
you.
Finally,
it
has
been
a
long
time
coming
and
I
look
forward
to
to
legislating
and
setting
policies
for
our
community
together
and
doing
it
from
this
day.
So
I
just
I
just
wanted
to
say
that
it's
so
good
to
be
back
and
I'm
excited
to
get
back
to
work
so.
E
E
Fourth
of
july
I
mean
it
came
out
the
timing
that
people
that
came
out
the
firefighters
you
know
putting
together
3
500
plates
given
out
I'm
sure
they
undercounted,
because
my
unscientific
account
was
maybe
more
like
5
000,
close
to
6
000.
You
know
people,
especially
the
ones
lined
up.
I
I
loved
it
and
to
echo
council
member
mcniel's,
I
I
mean
as
a
first
timer
and
and
the
new
guy
over
here.
I
feel
kind
of
it's
awesome
to
be
here
to
be
here.
D
I
would
first
like
to
say
a
huge
thank
you
to
staff
echo,
my
fellow
council
members.
It
is
a
herculean
effort
to
put
on
what
was
put
on
yesterday
between
the
pancake
breakfast,
the
parade
and
everything
in
between
what
staff
did.
It
was
amazing
and
they
did
it
on
a
holiday
while
we
were
all
celebrating
and
they
may
not
have
gotten
the
holiday
that
we
all
got
so
first
and
foremost
wanted
to
say
thank
you
to
staff,
and
I
hope
he
will
pass
that
on
to
them.
D
I
got
to
experience
this
fourth
of
july
from
a
different
perspective
this
year.
This
is
my
first
time
in
the
parade,
despite
the
fact
that
I've
been
in
town
for
a
couple
decades,
and
it
was
amazing
just
to
just
to
look
at
our
community
our
residents
and
see
the
smiling
faces.
I
feel
like
it's
been
so
long
since
we've
seen
smiling
faces
and
just
to
see
everybody
gathered
back
in
our
normal
traditions.
It
just
was
very.
D
It
was
very
special
and
I
look
forward
to
that
continuing
in
the
years
ahead,
continuing
those
traditions
and
wanted
to
say
that
my
family
and
had
a
great
time
my
kids
are
now
getting
to
experience
those
things
as
well,
and
I
think
I
think
we
did
a
great
job
this
year
and
I
think
the
staff
has
set
high
expectations
for
next
year.
So
a
huge
thank
you
to
you
all
and
it's
great
to
be
sitting
up
here
with
you
all
for
the
first
time
and
looking
forward
to
the
rest
of
the
year
together.
G
What
I
was
going
to
say
the
summer
nights,
if
what
what
they
pulled
together
for
fourth
of
july
was
as
awesome
as
that
in
just
a
couple
weeks.
We
have
the
opportunity
to
not
quite
do
it
quite
at
that
scale,
but
to
do
it
again
as
we
we
gather
in
downtown
for
for
the
summer
nights
in
bothell.
So
I'm
looking
forward
to
seeing
members
of
the
community
out
there
and
and
I'm
hoping
that
the
weather
is
as
lovely
as
it
was
yesterday.
A
I
want
to
echo
all
the
thanks.
Obviously
the
staff
that
did
so
much
work
to
stand
that
up,
but
like
there
were
staff
members
that
were
just
here
to
watch
the
parade
because
it
was
fun
and
that
was
really
cool
to
see
too,
because
this
is
this
is
work
and
coming
to
work
on
your
day
off.
To
do
something
cool
is
kind
of
awesome.
I
really
like
to
see
that
echo
a
lot
of
the
comments
that
were
made
by
my
fellow
council
members.
A
A
C
Do,
oh
sorry,
if
you
all
are
done
with
that
summon
paul.
So
one
thing
I
just
want
to
remind
council
about
is
per
the
protocol
manual
for
the
interviews.
Each
of
you
has
the
opportunity
to
submit
a
question
that
will
be
asked
to
all
of
the
candidates
I'll
be
sending
you
an
email
tomorrow
requesting
that
and
we're
going
to
be
asking
you
to
send
them
to
the
city
clerk.
The
protocol
manual
says
the
mayor.
C
B
Just
for
for
those
who
aren't
familiar
with
the
manual
who
might
be
watching
from
home
as
well,
the
what's
designed
is
the
idea
of
about
a
30-minute
interview
with
each
candidate,
and
so
it
would
start
with
a
five-minute
presentation
from
the
applicant
to
review
their
their
credentials.
B
And
then,
as
the
city
attorney
mentioned,
there'd
be
questions
from
from
each
of
you.
Each
candidate
would
be
asked
to
have
about
a
two
minute
response
to
the
questions
prepared
by
council.
That
would
be
followed
by
informal
question
and
answer
period
in
which
council
members
may
ask
and
receive
answers
to
additional
items
for
clarification,
and
then
the
other
thing
just
to
know
is
that
the
the
clerk
will
set
the
order
of
interviews
it'll,
be
a
randomized
process,
so
we'll
have
that
on
the
agenda
and
the
candidates
will
know
which
slot
that
they
fall
into.
