recognize
budget

So
this
has
been
one
that
we've
adjusted.

enforcement

the
program
and
its
current
status.

timeline
we're
going
to
remind

and
refresh
everybody's
memories

locations

schools
we're

be
at
and
then
we're
going
to
talk
about
real,
quick.

we
finally
entered
into
agreement
with
varimobility
our
transportation
division
worked
very
hard
with
school
district
and
other
entities
to
get
new
beacons
put
into
the
school
zones,
which
was
a
key
component
to
to
our
project.
The
permits
have
all
been
approved
through
the
city.
Power
is
starting
to
get
lit
up
at
the
sites.

We've
already
been
meeting
with
Cam,
and
this
kind
of
Step
One
is
reminding
you
where
we're
at
with
the
project,
so
September
6
we're
going
to
launch
that's
the
first
day
of
school
and
we're
going
to
bark
on
a
30-day
warning
period.
Our
ordinance,
not
only
is
it
the
right
thing
to
do
the
ordinance
mandates
it
so
we're
going
to
set
30
days
aside.
People
who
speed
through
the
school
zones
will
get
warning
tickets
in
the
mail
with
a
projected
go
live
date
of
October
6th
next
slide.

So
a
kid
gets
pushed
in
the
road
chases
the
ball
on
the
road
that
that's
a
long
time
48
feet.
That's
a
lot
of
distance,
the
same
driver,
doing
26,
which
is
the
the
target
for
the
the
emphasis
it's
going
to
take
them
70
feet
before
they
stop.
So
that's
the
difference
in
the
in
the
six
miles
an
hour.
That's
there's
a
whole
lot
of
studies
that
went
into
what
happens
when
a
car
hits
a
person,
a
pedestrian
that
made
the
speed
limits
in
school
zones
20
miles
an
hour.

The
likelihood
of
serious
injury
or
death
goes
up
with
every
couple
miles
an
hour,
it's
pretty
dramatic
so
that
that's
why
we're
doing
it?
It
is
about
the
safety
of
the
students
and
you'll,
see
on
the
next
slide
that
we
got
a
lot
of
schools
in
Bothell,
there's,
15,
North,
Shore,
school
districts
and
eight
private
schools.

has
been
a
big
team
effort.

been
involved,
it's
been
involved,

amazing
heavy,
lift
for
everybody
and
and
we're
almost
to
the
finish

wanted
to

statistics
for
Speed,
handy

available

showing

much

speeding
there

happening

see
that
at
the
committee
meeting
and
I
was
surprised.

was
above
50
going
10
miles
an
hour
over
the
limit,
so
I
think
for
anybody
that
that
questions-
whether
this
is
the
right
thing
to
do,
I
think
just
seeing
that
data,
seeing
the
real
data
and
then
doing
the
calculation
for
how
long
it
takes
to
stop
tells
a
really
really
good
story
about
the
opportunity
to
educate
here.
That's
why
we're
doing
it
educate
and
be
safe.

in
terms
of
building
inclusive
playgrounds
in

the

The
parks
Pros
plan
from
2020
established
that
goal

we
are
able
to
be
moving
forward.
That
was
a
conversation
that
we
had
during
the
budget
process
as
well,
so
on
Saturday
July
15th
at
10
o'clock
till
noon.

there

a
presentation

the
city's
Partners
at
Harper's
playground
we'll
be
joined
by
the
CEO
Coley
Corey
gold.

concept
of
building
inclusive
play
areas
how
that
gets
done
and
and
get
a
little
bit

a
preview
of
how
that's
going
to
happen

Bothell.

received
a
review

the
governance
structure
of
the
agency,
including
the
executive
board,
the
principals
assembly,
which
I'm
on
the
operations
group
and
a
community
Advisory
Group,
and
so
that
those
are
fully
staffed
and
the
goal
for

operations
group
is
that
whenever
a
new
city
is
added
and
new
city
officials
are
added
like
fire
chiefs
or
police
Chiefs,
that
more
Community
Partners
would
be
added
as
well.
So,
there's
always
a
community
partner
majority
on
that
organ
in
that
organization
we
got
some
really
excellent
data.

was
really
interesting
to
see
how
the
different
cities
have
been
working
through
their
dispatch
programs
to
to
get
crisis
responders
out
to
the
community,
and
we
were
able
to
get
a
current
update
on
Staffing
five
crisis
responders
are
currently
working,
one
is
on
military
leave
and
they
are
actively
hiring.
So
if
you
know
somebody
or
are
somebody
who
has
experience
as
a
master's
level
of
mental
health
provider
and
like
to
provide
Direct
Services
like
this,
it's
an
opportunity
to
look
into
yeah,
and
so
that's
that's.

affordable
housing
and
a
community
Gathering
space
in
the
city
of
Bothell.

team
has
seen
the
need
within
Bothell
to
provide
affordable
housing
through
both
affordable
rental
units
and
affordable
home
ownership.
We
have
also
seen
the
need
for
Community
Gathering
space
and
local
access
to
Human
Service
Providers
last
August.
At
the
request
of
the
city,
our
team
proposed
just
one
possible
solution
for
mixed
use:
affordable
housing,
along
with
an
open,
Community
Gathering
space
to
meet
these
needs.

summer,
we've

hours

regional
libraries,
Bothell
library

now
open
every
day,

open
hours

array

scanning
and
faxing.
The
Bothell
library
is
a
great
place
to
study,
have
a
meeting
or
to
find
a
good
book,

we
also
have
air
conditioning
our
Librarians
offer.
Pub
programming
for
children,
teens
and
adults.
Programming
highlights
at
Bothell
include
four
sessions
of
story
time
per
week
for
babies,
Toddlers
and
preschoolers.

Our
teen
Services
librarian
offers
community
service
opportunities

teens
and
we
have
a
popular
ESL
class

adults.
The
class
is
on
break
right
now,
but
will
get
restarted

September

Librarians
reach
out
to

community

connections

beyond
the
library
walls.
This
past
school
year,

children's
Librarians
Maymay
and
Jordan
brought
the
otter
award
to
63
primary
grade
classes
in

area.

a

and
is

fun
way

Librarians
to
connect
with
the
community.

of
my
favorite
Parts
about

library

we
have
staff
for
real
live
humans

hours
to
help
people
they
can

them
find

Assist
with

the
computers,
find
a
book
answer,
questions

accessing
ebooks
or
online
resources
or
any

they
might
have

summer
reading
program

full
swing,
people

all
ages,
kids,
teens

adults

encouraged

reading
goal
and
track

Participants
get

prize

halfway

the

rather

Apartments

think
that
people
should
have
the
opportunity.

people
should
have

buy
something

own
rather

build
units
from
250,
perhaps
to
400
square
feet
at
200,
a
square
foot
construction
cost.

would
mean
that
they
could
be
sold
profitably
from
70
to
125
000,
which
is
a
reasonable
amount
of
money
for
somebody
to
have
something
that
they
own
for
their
first
step
in
the
affordability,
affordable
housing,
they
would
build
equity

buy
something
larger
to
a
later

a
lot
of
talk
about
affordable
housing
and
housing
choices.
I'm
excited
to
be
a
part
of
a
city
that
wants
to
stop
talking
about
it
and
start
taking
some
action.
We're
talking
about
housing
that
everyone
needs
that
every
Community
needs
housing
for
our
low-wage
earners,
retail,
Hospitality
education,
teachers,
seniors,
disabled
and
people
who
are
just
starting
out
without
the
benefit
of
generational
wealth,
to
help
them
housing
for
all.

If
developers
and
people
who
sell
houses
would
all
just
take
pay
cuts
and
also
cut
their
prices,
we
wouldn't
need
affordable
housing,
and
if
people
who
sell
lumber
steel
building
supplies
would
all
just
take
pay
cuts
or
give
away
their
products,
we
wouldn't
need
affordable
housing,
but
those
things
aren't
likely
to
happen
and
we
don't
have
the
power
to
make
them
happen.
But
there
are
things
that
can
be
done.

Housing
needs
to
be
subsidized
or
the
costs
have
to
be
offset
in
some
way
to
bring
these
costs
down,
and
there
are
things
that
you
have
control
over.
Did
you
know
that
Bothell
is
the
only
Arch
member
City
that
does
not
contribute
money
to
the
archousing
trust
fund
from
the
general
fund
and
relies
on
a
sales
tax
set
aside,
the
city
of
Bothell
contribution
for
2023
is
expected
to
be
a
hundred
and
thirty
one
thousand
dollars,
which
is
great,
but
unfortunately
it's
not
going
to
solve
a
lot
of
housing
problems.

years

is
no
crisis
in
affordable
housing

now
we've
lost

hegemony

petrol

say
the
future
is
going
to
be

one
thing

keep
building
to

000
in
the
year
2044
there's
not
going
to
be
any
Kokanee
around.

in

You
know
the
median
home
cries
in
Bothell
is
about
a
million
dollars.
A
condo
in
Bothell
is
a
little
more
than
half
of
that.
Those
prices
are
Out,
Of
Reach
for
most
first-time
buyers.

It's
a
supply
and
demand
problems
in
demand,
because
you
offer
a
great
quality
of
life,
good
schools
and
you're
in
close
proximity
to
well-paying
jobs.
We
don't
want
to
kill
the
demand
side
of
the
equation.
We
want
to
address
the
supply
side
and
the
middle
housing
package
is
an
important,
effective
strategy
to
add
new
housing
options.
Gently
done
well
middle
housing
folds
into
the
neighborhood,
and
it's
in
keeping
with
the
style,
character
and
sensibilities
of
the
neighborhood,
the
smaller
size
unit.

range
of
important
opportunities
that
people
in
real
intangible
ways
like
new,
attainable
housing
opportunities
for
first-time
buyers,
new
options
for
empty
nesters
seeking
to
downsize,
but
wanting
to
remain

new
options
for
families
wanting
to
bring

parents
closer
or
their
children
and
grandchildren
closer
in

middle
Housing,
Solutions
and
more
I've
already
previously
spoken
here
about
how
median
home
prices
for
single-family
homes
are
already
over
nine
hundred
thousand
dollars,
as
well
as
the
lack
of
Supply
in
general.
Despite
what
others
here
may
think,
I'd
like
to
speak
on
today
is
how
this
issue
has
been
framed.

There
are
serious
challenges
to
implementing
these
proposals,
as
we
all
know,
and,
as
others
have
discussed,
how
do
we
ensure
that
homes
are
actually
affordable?
How
do
we
ensure
that
we
can
mitigate
potential
environmental
issues
and
how
do
we
manage
traffic?
These
are
all
challenges,
but
they
are
just
that
they
are
challenges.
There
are
things
that
we
can
figure
out
how
to
get
around
how
to
fix.

We
can't
let
challenges
be
the
reason
we
don't
do
things,
because,
if
that
happens,
nothing
ever
gets
better.
Another
issue
that
often
gets
brought
up
during
these
discussions
is
concerns
about
crime.
The
idea
that
more
population
density
means
more
crime
is
a
common
misconception,
but
it
is
a
misconception.

only
need
to
look
next
door
to
see
this
Bothell
has
a
population
of
about
48
000
and
our
violent
crime
rate
is
1.1
out
of
a
thousand
people
Kirkland
right
next
door
has
a
population
nearly
twice
that
in
92
000,
with
more
density
than
we
do
and
has
a
crime
rate
of
only
0.88
per
1000.
So
it's
a
lower
crime
rate.

The
presence
of
people
is
not
the
issue.
There
are
many
many
routes
to
Crime
that
are
too
many
to
list
here
and
the
time
that
I
have.
But
people
is
not
the
reason
for
it.
Bothell
is
a
special
place,
and
what
really
stands
out
to
me
about
this
time
about
this
town
is
really
how
much
people
care
about
it.
Bothell
is
a
special
place.
We
see
right
here
that
there
are
well
attended,
Council
meetings
pretty
pretty
often
here.

are
multiple
online
groups
that
have
like
sizable
percentages
of
the
entire
city,
which
is
pretty
rare,
and
there
are
many
other
forms
of
people
participating
in
Civic
life
in
a
lot
of
different
ways,
and
this
helps
to
find
bothell's
character.

even
though
my
position
is
at
odds
with
many
here
that
are
probably
going
to
have
to
speak,
I,
don't
doubt
that
they
care
about
this
place.
Buffalo
is
strong
enough,
Innovative
enough
and
caring
enough
to
build
a
city
that
includes
everyone.

move
our
family
from
Bremerton
to
Bothell
and
after
many
months
of
searching,
we
found
our
family
home
in
a
neighboring,
City,
Breyer,
lovely
community,
I,
finished
high
school
at
Cascadia
College,
the
running
start,
I
earned
my
degree
from
the
University
of
Washington
Bothell
and
I
had
my
first
job
here
in
Bothell
in
2019,
my
sister
bought
her
first
home
in
Bothell.
It's
a
townhouse
that
has
access
to
transit,
to
parks
to
Trails
she
loves
it.
I
lived
with
my
dad
and
my
sister
throughout
college
and
my
young
adulthood.

An
experience
that's
shared
by
many
of
my
peers
and
I
will
let
anyone
that
has
considerations
know
gen
Z
does
not
want
to
be
living
at
home
with
our
parents
forever.
We
really
don't,
but
we
have
to
because
salaries
don't
accommodate
Rising
home
prices,
the
affordability
rising
cost
of
living,
just
in
general,
groceries,
gas.
Everything
is
increasing
and
young
people
are
really
struggling
with
it.

It
wasn't
until
this
year,
two
years
after
I
graduated
college
that
my
salary
finally
allowed
me
to
live
in
Bothell
independent
of
my
family,
so
I'm
very
proud
to
share
that.
Since
my
comments
in
February
I
have
found
my
very
own
apartment
in
downtown
Bothell
that
I
adore
I
love
it
so
much
so
when
we
talk
about
people,
caring
people
do
really
care
here.
It's
it's
amazing.
I
will
admit
that
I
wasn't
expecting
to
stay
in
Bothell
because
of
my
salary,
and
it
was
an
immense
privilege
and
luck.

was
able
to
find
the
unit
that
I
did.
I
love,
Bothell
I
feel
genuinely
joyful
to
be
part
of
this
community.
However,
it
should
not
be
so
difficult
for
Young
Folks
to
move
out
on
their
own,
especially
in
the
cities
that
they
love,
that
they've
been
in.
We've
lived
around
Bothell
for
10
plus
years
and
I
want
to
stay
here.

Housing
is
not
a
one-size-fits-all
solution
and
we
need
entry-level
and
affordable
housing
options,
I'm,
so
grateful
for
the
thorough
process
the
council
has
conducted
regarding
these
amendments
and
the
planning
commission's
recommendations,
it's
a
relieving
to
see
the
work
done
to
ensure
these
align.
These
amendments
align
with
what
actually
go
above
and
beyond
State
Legislative
policies,
I
applaud
the
work
of
the
Planning
Commission
in
the
city
council
and
City
staff
that
have
poured
countless
hours
into
these
policies
to
ensure
they're
grounded
in
data
research
and
Community
needs.

Seattle

he's
a
former
mayor
of

say
that
he
really
does
generally
come
out
in
favor
of
middle
housing.
According
to
him,
he
coined
the
term
and
he
States
in
this
blog
post
from
thepost
dolly.org,
which
is
publicly
viewable.

federal
government
has
vast
and
expensive
and
expensive
programs
at
the
Departments
of
Agriculture
and
energy,
aimed
at
making
sure
that
businesses
can
meet
demand,
but
I
don't
come
when
it
comes
to
housing.
Federal
and
state
governments
have
no
significant
programs
to
ensure
market
rate
Supply.

built
by
private
Enterprises.
That
means
Developers
and
Realtors
might
have
a
financial
gain.
That
means
they
may
have
people's
needs
to
impoverish

needs
of
the
impoverished
in
their
mind
and
their
hearts
and
souls
they
might,
but
they
may
and
fairly
so
may
also
want
to
make
a
profit.
They
may
have
influence.
Those
are
my
words.
Those
were
not

expensive,

both
the
public

for
residents
new
stacked
flat,
urban-centered
housing
will
never
be
affordable
and
smaller
lot
sizes
have
not
reduced
housing
prices.
If
you
were
to
build
the
Empire
State
Building

middle
of
that
street,
it
would
solve
the
problem
for
a
little
bit
until
it
didn't
anymore.

illusion

this
housing

Circle
Drive
is
also
a
very
narrow
street,
with
no
sidewalks
and
there's
no
turnaround
capabilities
so
even
having
two
large
vehicles
at
a
time,
even
I
mean
any
vehicle
like
the
mailman,
and
you
know,
letter
carrier
and
Amazon
is
a
challenge.

Drive

17

remember,
meetings

UW
reps
regarding
student
parking
and
housing.
They
told
us
it
was
a
commuter
school
that
there
wouldn't
be
parking
garages
or
dorms,
because
the
kids
weren't
going
to
stay
there
and
that
there
wouldn't
be
any
parking
problems
on
the
streets
of
Bothell
because
all
of
the
kids
were
going
to
take
public
transit.

I
think
that
we
all
who
live
here
now.
None
of
that
is
true,
I,
remember
City
Council
meetings
at
the
court
building
where
they
would
turn
the
AC
so
low
that
you
could
barely
stay
long
enough
to
get
to
the
issue
that
you
were
interested
and
in
that
at
that
time
it
was
height
restrictions
and
setbacks
for
the
buildings
in
downtown
Bothell.

So
I
just
ask
you
to
go
down
to
McMenamins
and
stand
in
the
street
and
see
if
you
think
anyone
addressed
the
height
restrictions
or
the
setbacks,
because
that
isn't
what
we
wanted
then,
and
no
one
listened
to
US
city
council
then,
which
probably
didn't
include
any
of
you,
didn't
hear
us
so
that
didn't
happen
either.
So.

I
remember
that
nothing
is
what
it
seems
and
what
you
are
promised
means
nothing,
that's
why
I
speak
up
tonight
against
this
short-sighted
appeal
of
code,
amendments
and
proposals
that
will
forever
alter
the
charm
and
peace
of
a
little
historic
town,
a
town.
That's
loudly
saying:
when
is
enough
enough?

far

you
go

you
destroy
the
very
essence
of
a
place
before
everyone
decides
to
leave

give
up
to
run
before

can't
remember

it
was
like

plea

city

you

us

are
you
for
growth
and
money
at
any
cost
to
a
community
zero
lotlines
middle
housing,
duplex
Triplex
trade-offs
with
developers
who
will
make
millions.

they
allocate
a
small
portion
for
affordable
housing,
I
feel
like
the
affordable
housing
is
being
is
being
used
by
the
developers
and
that
they
will
come
in
they'll,
develop
they'll,
get
all
their
money,
they'll
move
on,

there
might
be
one
affordable
house
in
in
those
units
and
that's
what
you'll
have
so.

function

representative
government
is
to
make
the
difficult
choices
that
will
not
just
affect
the
next
election
cycle,
but
the
future
of
the
city,
the
country,
the
county,
whatever
it
is,
you're
representing
it's
there

make

hard
choices

not
just
what's
the
popular
choice.
I
read
a
story
about
a
potential
vote
that
took
place
in
1968
1970
far
before
my
time,
but
it
was
regarding
a
Subway
that
was
going
to
be
paid
for
something
like
75
percent
by
the
federal
government,
the
in
their
Infinite
Wisdom,
the
voters
of
Seattle
said
no.

They
were
concerned
about
the
growth
they
were
concerned
about
too
many
people
coming
in
and
and
all
these
things,
this
money
went
to
Atlanta
to
create
the
MARTA
system
and
Atlanta
moves
over
a
quarter
million
people
every
single
day
through
that
subway
system.
Today,
Seattle
we've
all
driven
through
it.
There's
a
reason.
I've
lived
here
since
2010
I
immigrated
here
in
2008,
so
I've
lived
my
most
of
my
life,
my
adult
life
in
Bothell
and
there's
a
reason.
I've
only
been
to
Seattle,
not
much
more
in
times
than
I
have
on
my
fingers.

It's
just
it's
just
insane:
it's
it's
it's!
You
can't
move
down
there.
You
have
to.
You,
have
to
either
drive
or
take
the
bus,
and
that's
it
it's
not
like.
If
you
go
to
France,
it's
not
like
I've
been
to
Atlanta,
you
can
just
get
on
the
subway,
you
can
just
get
somewhere,
but
they
didn't
make
the
hard
Choice
back
then
and
Seattle
is
paying
for
it.
Today
the
growth
came
anyway.
The
people
came
anyway.
There's
a
reason.
People
come
to
the
Pacific
Northwest
I
was
one
of
them.

I
came
from
the
east
coast
in
Ontario
in
Canada
of
all
places.
So
again,
the
the
function
of
government
is
to
make
these
hard
choices,
and
these

are
one
of
the
hard
choices
that
you're
going
to
have
to
make.

plan
for

order
for
something
to
happen.

we
only
worry
about
four-year
election
Cycles,
then
nothing
would
ever
happen,

then
you

what
happened

Seattle.

one

those

advantage

it
and
pass

help
us
do
better

land

we

radiates

get
Fringe
communities
popping
up
who

go

back
into
the
city
which
causes
further
traffic
problems.

that

been
given
to
the
cities,
the

their

state
took

and
said:
oh
we're
just
going
to
put
growth
randomly
throughout

neighborhood
throughout

city
right,
so
that
the
council
doesn't
decide
where
it's
going
to
go.

lot
of
neighborhoods
in
this
city
that
do
not
have
adequate
roads
and
sidewalks,
and
that
might
be
where
the
less
valuable
land
is
and
guess

the
development
is
going
to
go
occur
it's
going

occur

neighborhoods

don't
have
the
infrastructure.
So
please
don't
close
the
hearing.

do

expanding

back
in
our
comprehensive
plan

Commission
initiated
the
opportunity
for
ordinance
changes
and
for
code
amendments
and
comp
plan
changes
from
what
I
understand
back
in
early
2022
and
senior
planner
Boyd
is
here
this
evening.
Who
can
clarify

this

I'm
incorrect,
but
their
recommendation
was
subject
to
a
couple
of
public
hearings
in
their
final
recommendation,
was
made
in
October
of
last
year.

at

end

last

the
beginning

this
year,
staff
approached
city
council
for
how
to
move
forward
and
we
did
receive
direction
for
more
and
deeper

engagement
starting
in
March

this

some
of
the
deliverables
that
were
due
to
the
Department
of
Commerce,
which
is
what
we
did.
So.

addition

four

pooled

resources

additional
Community
engagement
to
Community
Based
organizations.

all
of
that
information-
all
four
of
those
reports,

questions
about

very
modest
incremental
amount

change

other
community-based
organizations.

that

the
Islamic
Center
of
Bothell
was

of
these
organizations

operated
throughout
that

reports

are

we

have
received
a
staff

on
these
topics
and

wish

we
could
have
done
that

there
is

really

publicly

the

and

would
really
urge
members
of

public,
especially
all
of
the
people
who
are

committed

community

Planning
Commission
worked
on
it

about
a
year
and
then

heard

lot

the
same
folks

who
wanted
more

had

had
housing

listening

changed

afford

live
here

drag

forever

a
disservice

people

represent
in

way

doing
changes
too
quickly
would
be

they're

sell

at

rate

we're
gonna,
obviously
change
and
create
a
higher
density
in
a
neighborhood
and
a
piece
of
property
are
always
going
to
become
cheaper,

don't

I

honestly
tell
you
that
that
would
happen
in
30
years
of
being
in
construction.

seen
that
happen,

foremost,
I

have

mix

that

there's
people
within
our
community,

nieces,
live
in
downtown
Bothell
right
now

they're,
just
straight
out
of
college
and
they're
blessed
to
feel
that
they
can
live
here.

what

important
is
we
make
sure
that
we
don't
just
make
decisions
without
listening
to
everybody?

we
say
that
we
listen
to
everybody.
We
say
we
have
these
conversations,
but
every
single
one
of
the
council
meetings
that
I've
come

recently
different
people
have
showed
up
and
said
different
things
of
what
Bothell
means
to
them
and
that's
not
something
that
I
take
lightly
I'm.

not
something
we
should
take
lightly
as
a
council
as
a
city,
we
should
make
sure
that
we're
listening
to
all
we're
reaching
out
to
all,
because
we
all
know
we're
all
busy
and
our
heads
aren't
always
up
we're,

always
paying
attention,

this
is
a
dramatic
change
to
what
Bothell
will
be
in
the
next
20
to
50
years
and
I
can
tell
you
I,
as
a
council
member,
want
to
make
sure
that
everybody
has
an
opportunity
to
be
heard
on
this.

not
about
saying
we
want
to
do
it.

we

welcome
people.
Everybody
wants
to
welcome

heard
one
person
say
they
don't
want

welcome

we
don't
understand
how
to
create
the
affordable
housing,
we
don't
understand
what
the
market
brings.

not
going
to
be
successful
at
it

you

look

somebody
brought
up
San,
Francisco
and
all
the
other
cities
around
look
at
what
they
look
like
today.

they've

as
a
council

sitting
here

past
seven

half

haven't
heard
enough
information
or
had
enough
public
engagement
to
feel
comfortable

decision

as
sitting
here

a
council
member
want
to
make
the
decision
for
the
community
that
the
community
wants

just
want

throw
that
out.

think
we
need
more.

time

walking

heard

were
rushing
and
that
we
needed
more
public
engagement.

my
single
family

with
my

like

noticed
that
in
a
lot
of
ways

we
grow,

quality

life
gets
worse
and
that's
real
and
I
think
it's
entirely
reasonable
to
assume
that
growth
equals
lower
quality
of
life
and
I.
Think
assuming
that
it's
entirely
reasonable
to
try
to
prevent
growth.

And
you
know
if
you
look
at
the
numbers
in
in
our
our
study.
I
think
it
was
between
1.7
and
around
8
percent
of
expected
homes
would
be
redeveloped
over
the
next
15
years.
That's
pretty
consistent
with
psrc's
estimate
that

think
was
five
percent
over
20
years,
so
the
most
likely
scenario
in
your
neighborhood
is:
if,
when
you
open
your
front
door
and
you
stand
on
your
front
porch,
if
you
can
see
15
or
20
homes
in
15
or
20
years,
one
of
them
will
have
a
few
extra
doors.

Nobody
wants
to
ruin
the
place
that
they
live,
but
we
have
to
balance
that
with
what
we
hear
from
other
pieces,
parts
of
the
community
that
say,
we've
been
priced
out,

friends
are
gone.

spend
half

income

rent

are
begging
us
to
do
something
for
them.

be
a
zero-sum
game

choose
between
the
people
like

have
lived
here

long

best

policy

balances

needs

everybody

affordability
and
access,

it

require
faster

we've

working

the
state

terms

that
went
out
around
safe
and
secure

Snohomish

Aid
unit,

had
Finance

this
is
adding
the
Staffing.

haven't
added
a
unit

fire
department

over

if
you
look

all

growth
that
we

this
is
coming
home
to
roost
at
this
point
in
time.
This
is
going
to
allow
us
to
provide
a
fire
and
a
two
additional
firefighter
EMTs
every
day
which
will
provide
additional
Staffing
for
critical
incidents
such
as
structure
fires,
car
accidents,
Cardiac
Arrest
things
of
that
nature.
It
also
gives
us
a
little
a
bit
more
flexibility.

example,
if
we
send
an
engine
company,
say
station
44
to
training,
we
can
move
an
aid
unit
into
that
station,
so
we
at
least
got
a
unit
there.
Providing
a
quick
response
for
an
aid
call
that
may
occur
occur
while
they're
out.
It's
also
going
to
allow
us
to
go
to
a
more
predictable
Staffing
model.
Our
two
North
End
stations,
44
and
45,
are
staffed
with
three
people
each
and
currently,
if
there's
an
eight
call,
they
take
the
eight
car
and
if
it's
a
fire
call
they
take
the
fire
apparatus.

modeling.
That
shows

we're

reduction
in
response
time

it's
just
common
sense

the
more
units
you
got

service,

better
chance

of
having
a

to

runs

up

of
the
considerations
that
staff
have
been
working
through
and
some
of
the
conversations
we've
been
having
as
well.

no

ask

Council

purpose
of
the
study
session

hear
from
you
in
terms
of
things
of
what
you
would
like
to
see
and
that
going
forward
I'm

timeline
and
really

are
oriented
around
our
community,
we

sometimes
we
use

we

property

projects,

Church
and
they
are

affected

had
interest
and
expressed
interest
in
partnership
with
the
city
on
a
couple
of
different
projects,
and
it
really
ended
up

to
there
was
a
refocusing
on
lot

South
at
one
point,
as
opposed
to
the
Civic
Center
property,
which
is
just
adjacent
to
City
Hall.

it's

missed
opportunity
and
then
there's
also
been
concurrently.
There's
been
for
a
number
of
years
cleanup
going
on
on
lot
PSL
too,
for
contamination
cleanup
fast
forward

last
year.
The
council
did
have
a
study
session
to
discuss
or
had
a
session
to
discuss
what
you
might
be
interested
in
doing
in
terms
of
responding
to
an
updated
request
around
supporting
an
affordable
housing
project
and
what
the
I
should
I
should
clarify
on
this
slide.

says
that
the
council
directed
to
sell
a
lot
peace
out
that
didn't
really
happen,
but
what
they
you
did
ask
was
for
us
to
consider
the
potential
sale
of
lot
peace
South
as
one
parcel
that
was
part
of
the
council
motion
and
with
the
direction
as
well
to
maximize
affordable
housing.
It
was
also
focused
on
doing
a
proposal
to
to
one
party:
it
was
the
Bothell
United,
Methodist,
Church
or
Bothell
Urban,
as
opposed
to
going
out
on
a
full
market
analysis,
so
that
was
clear.

city
issued
an
RFP
I
think
there
was
one
amendment
to
extend
the
date
into
August,
that's
where
I
come
in
and
we
did
receive
then
a
vision,
a
proposed
vision
from
the
team
that
brought
in
some
new
Partnerships
and
some
new
new
thoughts
and
ideas.
So
the
what
was
submitted
to
the
city
included
response
to
questions
that
the
city
had
asked
it
was
I
will
say
the
RFP
was
an
open-ended
set
of
questions
as
opposed
to
the
city
directing
we
expect
to
see
a
project
that
delivers
X,
Y
and
Z.

What
would
be
a
potential
for
sale,
affordable,
housing
versus
rental?
So
there
was
a
number
of
things
to
explore
and
to
learn
from,
and
we
did
get
a
response
that
did
just
that
within
it.
What
we
saw
was
a
proposal
that
included
144,
affordable
units
ranging
between
50
and
60,
Ami
10
for
sale,
town
homes
and
then
some
additional
space
of
public
retail
and
Gathering
space,
The
Proposal,
just
breaking
that
down
a
little
bit
more
too,
of
the
144
rental
units.

So
there's
some
family
level
housing
in
this
as
well
the
town
homes
for
sale
that
was
in
partnership
with
Habitat
for
Humanity,
which
in
The
Proposal
it
did
recognize
that
habitat
has
a
policy
of
they
wouldn't
do
a
project
for
under
80
IMI,
but
I
believe
in
this
project
it
would
average
sixty
percent
and
then
again,
yes,
the
the
public
gathering
spaces
within
the
what
was
submitted
to
us.
There
was
some
things
for
the
city
to
consider.

was
also
an
ask
from
the
city
contribution
of
continuing
the
cleanup
of
the
property,
so
there
was
a
question
that
the
city
asked
in
the
request
for
proposal
around
what
would
be
the
vision
of
how
continued
cleanup
would
be
handled,
and
the
request
was
that
the
city
would
continue
that
which
we
have
been
doing
and
again
good
news
in
May
of
this
year
we
did
get.
We
did
get
the
clean
bill
of
health
so
to
speak.

So
that's
that's
good
for
everyone
and
then
also
an
acknowledgment
of
potential
code,
exceptions
and
changes
around
like
the
floor,
plate
parking
units
and
that
sort
of
thing.
So
there
would
be
some
contribution
and
policy
questions
that
that
Council
would
be
asked
to
make
too
and
also
like
a
sixth
floor
so
fast
forwarding
to
we
we
began
having.
We
did
send
that
out
to
have
some
review
to
support
staff
in
terms
of
thinking
through
okay.

to
work
on

think
that
was
one
of
the
things
that
the
response
back
really
highlighted
was
when
in
asking
the
open-ended
questions,
there
was
the
thought
in
terms
of
okay
from
the
city

order

be
good
partners
on
this
as
well,
and
so
some
of
the
concerns
that
were
discussed
at
that
time
was
around
the
timing,
some
competitiveness
of
of
the
bid
gaps
in
funding
potential,
that
sort
of
thing,
but
also
on
our
vision.

importantly,
on
the
city,
what
we
control,
what
was
our
vision
for
affordable
housing?
What
is
affordability
and
what's
the
public
engagement
process
through
to
make
sure
that
people
are
following
along,
because
some
of
these
things
don't
really
make
sense
until
a
decision
has
been
made
so
again
in
the
other
thing,
I
think
that
was
considered
in
this
to
council
did
in
March
of
this
year,
when
you
adopted
your
three-year
priorities.

highlight
that
one
of
those
priorities
is
within
the
connecting
neighborhoods
for
one
city
band
is
to
develop
a
housing
strategy,
incorporating
opportunities
for
a
variety
of
housing
types
to
serve
all
income
levels.
So
there's
work
that
you've
charged
the
city
staff
to
be
doing
we're
also
working
on
the
comprehensive
plan
which
will
have
some
in
for
the
20
in
2024,
which
will
have
some
updates
around
affordability
targets
and
we'll
get
more
information.

visioning

of
making
sure
that
we're
clear

supporting

flip
side

supports

proposed
users

that
it

them

agreement

never
level
of
commitment,
and
so
any
sort
of
potential
lenders
is
not
going
to
have
that
conversation.

this

it
would
be
a
potential
tool
or
mechanism
that
we
could
consider

city

able

kind
of
work
on
both
of
those
those
areas.

are
other
options
again.
This
is
an
update
for
Council
to
help.

the
discussion

where

you
want
us

go
next
as
staff
and
take
that

acknowledge

we've
heard,
pretty
specifically
around
some
comments
from
people

expressing
an
interest
in
negotiating

Loi,
and
that
is
something
that
we

on

bring

there's
other
options
too

we
want

make
sure
that
we
hear
from
you

and

the

discussions
around
funding
and
financing

that
the
proposers
are
gonna
learn
more
about
what
might
make
their
project
successful.

what's

been
received
by
the
city.

is
in
no
way

expectation
of
that's
what
needs
to
move
forward,
but
I
do
think
from
a
city
and
on
the
city
Partnerships
standpoint.

is
really
good
feedback

well
because,
again,
in
our
request

proposal,

say

we
were
looking
for.

asked
questions
like
how
many
units
would
be
for
sale,
how
many
would
be
for
rent,
and
so
the
more

want

communicate.

component
