Description
American Recovery Plan Act (ARPA) kick-off meeting on Feb. 28, 2022 - Economic Challenges Working Group breakout session.
B
B
So
this
slide
is
going
over
what
I
hope
that
we
will
accomplish
in
the
next
hour
and
45
minutes
or
so
together
before
we
get
started
just
to
quickly
do
some
introductions
before
we
dive
into
the
content
of
today-
and
I
don't
want
to
spend
too
much
time
on
introductions,
because
we
have
really
a
lot
of
work
to
to
get
going
on
this
afternoon.
B
So
what
we
did
do
to
be
more
efficient
in
our
time
together
is
on
this
slide
and
on
the
next
slide,
we
have
little
bios
of
each
individual
based
upon
the
information
that
you
submitted
when
you
applied
to
be
a
part
of
this
working
group,
you'll
get
a
copy
of
this
slide
deck.
So
I
encourage
you
to
spend
a
few
minutes
going
through
through
them.
It's
really
impressive,
the
team
of
people
that
we
have
working
on
this
work
group
with
such
diverse
backgrounds
and
experiences,
talents
and
gifts.
B
So
we're
really
fortunate
to
have
this
group
at
the
table.
I
do
want
to
introduce
myself
and
may
I
interrupt.
D
I
hate
to
do
this,
you
all
I'm
a
spanish
interpreter
who
has
been
invited
to
interpret
here,
and
I
am
so
sorry
to
butt
in.
I
was
just
joining
your
link
and
I
don't
know
that
I
will
be
given
the
option
to
be
an
interpreter
or
if
I
shall
be
just
consecutive
interpreting
for
anyone
in
spanish
everything
that
is
being
said
and
if
that's
the
case
we'll
have
to
pause
after
every
english
phrasing.
Does
anyone
know
the
setup
I
apologize
for
the
interruption.
D
E
D
E
English
and
then
we
have
to
pause
and
say
it
in
spanish,
because
this
can
be
recorded,
it
has
to
be
recorded
in
both
languages,
so
we
have
to
do
it
that
way.
D
Perfect,
so
that
will
just
help
me
remind
everyone
one
to
slow
down
and
to
pause
after
each
idea
so
that
I
can
then
go
into
spanish.
I
am
not
I'm
not
assuming.
I
do
not
know
how
many
people
are
on
who
need
to
have
a
spanish
interpreter,
but
I
will
remind
you
that
everything
said
in
english
has
to
be
interpreted
into
spanish.
B
F
C
C
So
you'll
notice
that
there's
a
couple
additional
county
staff.
In
addition
to
me
daphne
mccabe,
who
is
from
public
health,
aaron
jones,
who's
from
workforce,
boulder
county
and
aisa
garida,
who
is
part
of
our
boulder
county
community
engagement
team.
C
F
F
B
F
F
B
So
as
a
starting
point-
and
I
want
you
all-
your
input
to
on
this
slide-
go
ahead.
B
F
F
F
F
B
B
F
B
F
F
C
Great
thanks,
so
the
second
consideration
that
we
just
want
to
weigh
some
of
the
options
against
is:
how
quickly
can
we
administer
whatever
this
idea
is,
and
so
we
know
that
some
things
may
take
a
little
bit
longer,
but
we
also
especially
with
the
delay
that
we've
had.
We
do
want
to
ensure
that
we
are
getting
these
resources
out
to
the
community
as
quickly
as
possible.
So
that's
one
of
the
other
considerations.
F
B
The
third
bullet
is
transformational
work
if
you'll
recall
dr
liz
reminded
us
of
that
quote
the
definition
of
insanity
and
doing
the
same
thing
over
and
over
again
and
expecting
a
different
outcome.
Let's
do
things
differently
this
time.
C
And
then
the
next
bullet
is:
does
this
address
equity?
So
we
talked
quite
a
bit
about
that
today
and
what
we
want
to
do
is
be
really
clear
about
the
tools
that
we're
using
to
measure
if
our
efforts
are
going
to
address
inequities
in
our
community
and
also
using
data
to
drive
some
of
those
decisions
as
well.
B
F
F
C
Great,
so
the
the
next
slide
is
just
talking
about
the
deliverables,
so
the
commissioners
have
provided
us
a
list
of
what
they'd
like
to
see
in
our
final
presentation,
and
we
felt
like
this
would
be
really
important
to
share
with
people
before
we
start
diving
in
to
the
ideas
and
so
we'll
go
through
this
list
and
right
after
interpreter.
F
C
C
F
F
C
F
C
C
All
right,
so
I
just
want
to
pause
here
for
a
moment
and
see
if
there's
any
questions,
because
what
we're
going
to
do
is
go
ahead
and
pull
up
the
the
google
docs
spreadsheet
that
we've
developed
that
we
have
started
to
implement
some
ideas
and
we
want
to
get.
We
want
to
get
feedback
from
you
all,
so
this
is
basically
an
opportunity
for
people.
F
C
C
Okay,
so
you'll
see
based
on
what
rebecca
shared
previously,
that
we
have
inputted
the
the
different
kind
of
criteria
that
we
want
to
test
each
of
these
ideas
up
against
the
rate.
The
rankings
that
rebecca
and
I
have
put
in
is
these
are
just
our
thoughts
as
a
start
to
give
give
everyone
an
idea.
So.
C
C
C
And
then
just
to
go
through
the
key,
how
we're
numbering
these
in
case,
you
can't
see
that
whole
thing
so
under,
for
example,
under
impactful
on
community's
heart,
is
hit
by
covid
under
number
two.
We
had
put
a
five
saying
that
we
do
strongly
agree
that
this
would
be
an
impactful
proposal
for
harvest
head
covered
communities.
F
F
C
F
G
C
I
think
I
think
that's
open
for
discussion
and
I
think
it'll
be
something
we'll
need
to
check
in
with
leslie
about
to
to
see.
You
know
how
we
would
want
to
look
at
that.
As
far
as
the
the
urban
criteria.
A
Yeah,
I
guess
before
sharing
ideas,
I
just
have
a
couple
clarifying
questions.
If
I
understood
the
presentation
this
morning
correctly
that
the
like
internet
infrastructure
stuff
is
under
the
other
social
connections
and
mental
health
group,
for
that
first
line.
C
What
I
heard
this
morning
was
that
the
larger
infrastructure
would
really
live
under
the
behavioral
health
social
resilience,
but
that
the
connection
to
internets
that
might
live
under
our
work
group
so
supplies
things
like
that.
So
maybe
this,
if
we
wanted
to
focus
on
that,
maybe
this
needs
to
be
written
differently.
H
Thanks,
I
also
just
had
a
clarifying
question
because
I'm
less
familiar
with
the
universal
basic
income
concept
and
susan-
I
I
didn't
hear
if
your
answer
from
the
chat
was
well.
Your
question
from
the
chat
was
answered
before,
but
does
the
universal
income
supplemental
payments
potentially
render
someone
ineligible
for
other
services
or
I'm
thinking
specifically
of
medicaid
eligibility,
for
example?
In
addition
to
snap
and
other
things,
just
unintended
consequences.
C
B
B
I
Yes,
hello,
just
a
clarifying
question
on
idea:
number:
seven,
if,
indeed
we're
seeing
a
resource
shortage
in
child
care,
either
facilities
or
or
profession.
F
C
So
I
think
that's
up
to
the
group.
If
the
group
wants
to
explore
this,
I
think
the
group
can
really
start
to
talk
about
what
would
have
the
most
impact
in
the
direction
they
want
to
go.
So
again.
I
just
want
to
remind
everyone
that
these
are
just
initial
offerings
from
rebecca
and
I
and
none
of
these
have
to
stay
as
ideas.
J
I
was
wondering
who
came
up
with
the
ratings
for
each
of
these
ideas
and
how
much
emphasis
we
should
maybe
put
on
them
as
we
explore
next
options.
F
C
So
these
ratings
came
from
rebecca
and
I-
and
so
these
are
just
our
initial
opinions,
and
our
thought
is
that
after
this
meeting,
depending
on
where
we
land,
we
would
make
a
similar
spreadsheet
for
each
person
to
do
their
own
ratings
of
each
idea,
and
that
would
include
any
new
ideas.
People
have
anything
that
we
add
together
today
and
then
we
would.
We
would
combine
those
for
our
next
meetings.
F
A
I
have
a
couple,
but
I
want
to
ask
if
we
need
to
refer
to
that
broad
community
consultations.
Were
these
ideas
kind
of
derived
from
that?
I
don't
want
to
just
pick
things
out
of
the
sky.
F
F
C
F
F
A
Okay,
well,
let
me
just
throw
a
few
ideas
that
I
think
could
add
to
the
list.
I
agree
with
the
suggestion
to
differentiate
child
care
into
support
to
like
supply
and
support
to
the
demand
side.
If
you
will
so,
I
think
is
one
category
it
just
it
encompasses
too
many
different
things
that
we
might
want
to
consider
that's
first.
Second,
I
I
think
we
could
add
more
on
the
employment
side
and
education
and
training.
So
let
me
just
start
on
education
and
training
watching
the
economic
impacts
of
covid.
A
Some
things
to
consider
are
people
that
can
no
longer
afford
any
kind
of
higher
education
for
their
kids.
We
have
people,
so
I'm
gonna
stop
for
the
interpreter.
Thank
you.
So.
F
F
A
I
didn't
see
any
of
that
kind
of
in
the
list
and
there's
a
number
of
basic
needs
categories
that
are
under
this
rental
assistance,
food,
etc
that
the
rent
assistance
might
be
taken
care
of
in
the
housing
side.
I'm
not
sure,
but
some
of
these
direct
basic
needs
supports
as
immediate
and
easy
to
use
existing
platforms
to
to
get
out
to
people.
C
And
aisa,
I
just
wanted
to
check
in
to
see
if
there
is
a
possibility
of
being
able
to
type
in
these
ideas
as
we're
hearing
them
or
I
don't
know,
if
that's
possible.
B
C
G
Could
we
focus
that
on
funding
small
business
and
nonprofit
and
then
looking
at
this
idea
of
stipends
and
sick
time
reimbursement
this
sort
of
piece?
That's
allowing
these
employers
to
be
able
to
make
sure
that
their
employees
won,
but
they
can
attract
those
employees
and
those
employees
that
they
attract
are
able
to
be
impacted.
F
C
Great
so
I
I
am
rebecca
and
I
were
just
chatting
and
I
think
what
we'd
like
to
do
is
pivot,
just
slightly
and
we'll
come
back
to
you
jessica,
when
we're
done
we'd
like
to
just
take
five
minutes
and
have
people
type
in
the
chat,
their
ideas,
so
we
can
easily
populate
those
and
then
have
discussion
about
them.
Hope,
that's!
Okay!
With
everybody.
F
C
F
K
I
just
say
one
thing:
that's
not
my
idea,
but
is
related
to
some
of
the
things
that
w
was
talking
about.
You
know
we
talked
about,
we
need
to
define
low
to
moderate
income
and
and
what
is
meant
by
that.
I
think
we
also
need
to
define
what
we
mean
by
small
business,
because
90
of
businesses
in
colorado
and
boulder
county
and
longmont
90
plus
employ
20
people
or
less,
which
is
small
by
any
definition.
K
So
we
would
technically
be
talking
about
90
of
the
businesses
90
or
more
of
the
businesses.
So
I
think
we
need
to
be
a
little
bit
more
defined
in
how
we're
talking
about
small
business.
B
B
F
L
Listen
and
I'm
sorry,
I
don't,
I
can't
see
everybody
on
my
screen
can
I
just
add
in
something
really
quickly
rebecca
as
well.
Thanks
we're
talking
about
15
million
dollars,
potentially
up
to
a
max
of
15
million,
but
I
just
want
to
clarify
that
and
you
may
have
talked
about
it
when
I
was
out
in
my
previous
meeting.
L
F
C
F
C
All
right,
what
I
think
we
should
do
now
is
just
go
through
the
ideas
and
make
sure
that
we're
all
understanding
what
the
idea
is
and
I'm
going
to
post
it
into
the
chat.
F
C
C
C
Okay,
so
if
if
people
want
to
chime
in
on
ones
they
added-
and
we
can
provide
a
little
bit
more
detail-
we
can
have
any
discussion
around
the
options,
give
up
an
opportunity
for
people
to
ask
questions,
and
then
we
can
kind
of
again
use
the
questions.
I
posted
in
the
chat
as
a
reference
guide.
J
I
I'll
start,
probably
straight
forward
from
what
I
had
suggested
earlier,
just
adding
funding
for
professional
development
and
or
facilities
related
to
the
child
care
conversation.
C
M
This
is
bernie's,
I
just
wonder
if
we
can
include
that
chalker
definition,
the
neighborhood
family
and
friends
and
child
care
providers.
Essentially
they
are
home
based
child
care
providers
if
we
can
improve
them
in
the
definition.
F
N
Yeah
just
to
add
to
what
berenice
said
there
is
some
funding
available,
at
least
at
the
state
level,
for
child
care
facilities
where
there
isn't
for
the
friends
family
neighbors.
So
if
we
can
think
about
the
different
providers,
as
we
may
build
out
the
programs,
that's
that'll
be
especially
important,
especially
for
the
underserved
entrepreneurs
who
are
working
to
start
a
business.
K
Sorry
I
couldn't
find
my
my
cursor,
so
it
looks
like
there
are
a
number
of
workforce
development
related
items
on
here.
I
put
work
based
learning
opportunities
for
adult
learners,
so
somebody
had
mentioned
earlier.
K
You
have
funding
for
more
low-income
individuals
to
go
to
front
range
community
college,
which
I
think
is
fantastic
and
it's
a
great
resource
in
our
community,
but
a
lot
of
times
the
barrier
to
somebody
being
able
to
go
to
school
or
to
be
able
to
take
certification
courses
is
not
just
the
cost
associated,
but
also
the
time
associated
and
the
time
that
takes
away
from
their
ability
to
earn
a
living
to
support
their
families,
while
also
getting
their
education
or
certification.
K
And
so,
and
there
are
models,
I
think,
and
even
currently-
models
through
the
workforce
development
center
to
help
to
subsidize
wages
during
training
for
and
for
people
to
work
on
the
job
and
get
on-the-job
training.
K
But
we
have
a
plan
that
we've
been
working
on
here
in
long
walk
for
a
number
of
years
actually
and
we're
in
the
funding
phase
to
actually
create
physical
facilities
where
adult
learners
could
work
and
earn
a
living
contributing
to
existing
companies,
either
early
stage
or
companies
that
are
going
through
a
new
product,
development
or
innovation
process,
while
also
getting
the
education
and
certification.
So
a
similar
work-based
learning
model
to
like
a
p-tech
program
at
in
the
k-12
education
system,
but
for
adult
learners.
G
M
M
Jessica,
I
don't
know
if,
if
it
makes
sense
so
that
you
you
can
provide
a
more
elaborated
example,
then
I
can
translate.
Thank
you.
K
I
mean
I
can
provide
the
example
of
what
we're
working
on,
which
is
an
advanced
manufacturing
center
that
would
actually
employ
whether
it
be
people
who
are
interested
in
pursuing
careers
in
manufacturing
or
students
coming
out
of
our
center
for
integrated
manufacturing
at
front
range
community
college.
K
It
would
employ
those
individuals
and
provide
basically
a
shared
labor
force,
shared
equipment
and
shared
space
for
early
stage
and
small
manufacturing
companies.
You
don't
have
the
resources
to
invest
in
those
things
themselves,
to
give
them
the
opportunity
to
establish
and
grow
and
then
potentially
take
that
workforce
with
them
when
they
go
into
their
own
facilities
or
they
commercialize
whatever
product
they're
developing
at
the
center.
M
C
I'm
just
going
to
go
to
the
question
of
does
boulder
county
have
a
similar
program,
and
I
would
like
to
invite
erin
jones
to
unmute
and
just
share
a
little
bit
about
workforce,
boulder
county
and
the
resources
that
they
can
provide
for
some
of
these
things.
So
I
think
to
leslie's
point
previously.
C
M
O
Thank
you,
susan,
and
I
think
you
know
jessica-
is
specific
you're,
specifically
talking
about
a
very
specific
project,
which
I
think
is
very
innovative
and
important
part
of
our
community
and
we'll
help
the
manufacturers
in
longmont
and
and
throughout
boulder
county.
So
I
think
it's
that's
a
that.
That
aside,
I
I
just
want
to
mention.
I,
and
I
want
to
also
say
thanks
to
to
julie
too,
for
bringing
up
front
range
community
college.
O
We
have
significant
funding
through
the
colorado
department
of
labor
and
employment,
to
support
training,
retraining,
up
skilling
and
neck
skilling
and
we're
anticipating
even
more
funding
after
july
1..
So
and
all
of
that
is
focused
on
specific
industry
sectors
throughout
the
county.
We
work
with
the
chambers
with
some
of
their
apprenticeship
programs,
which
is
which
are
earn
and
learn
programs
in
health
healthcare
I.t.
O
So
we
have
a
lot
of
funding
and
resources
for
even
tanf
families.
We
have
a
contract
with
the
department
of
housing
and
human
services
to
support
people
on
who
are
receiving
tanf
to
get
retraining
work
based
learning
opportunities.
So
I
just
wanted
just
to
bring
that
to
light
so
that
we're
not
duplicating
some
of
the
resources
that
already
exist
within
boulder
county
and
they're,
significant
and
they're
expected
to
increase
after
july.
One.
M
G
Okay,
can
you
scroll
down
a
bit
on
the
notes,
the
ideas?
G
Okay,
so
one
of
the
things
and
I
tried
to
use
a
specific
example,
but
we
were
talking
about
where
there's
already
existing
funding,
and
so
I
used
c-cap
as
an
example
which
can
help
to
offset
costs
for
early
child
care.
G
And
then
the
other
side
of
that
is
this
idea
of
being
able
to
provide
some
stipends
and
support
in
this
example
to
the
early
child
care
center
to
increase
pay
education.
I
even
like
I
love
this
idea
of
on-site
learning,
using
it
as
an
opportunity
to
get
more
people
more
teachers
into
the
space.
F
C
Thank
you
appreciate
it.
Who
else
would
like
to
just
give
a
little
bit
more
detail
and
share
the
examples
or
the
ideas
that
they
put
in
to
this
spreadsheet.
A
Yeah
just
to
clarify,
because
I
put
both
the
front
range
community
college
and
the
I
can't
see
it
right
now-
but
a
work,
employment
and
training.
J
A
Then,
and
we
need
more
employment,
training
based
programs-
and
we
have-
I
know-
there's
many
out
there,
but
they're-
they
often
don't
reach
many
people
if
we
could
scale
up
something.
That's
already
working
to
have
a
bigger
impact
on
getting
certificates
and
training
for
working
adults.
N
Yeah,
thank
you.
So
I
added
a
couple
things
I'll
start
with
technology,
equipment
and
software.
N
So
as
we
talk
about
expanding
internet
access
or
broadband,
we
may
consider
actual
equipment
and
software
for
folks
who
may
be
tapping
into
online
learning,
especially
through
mobile
phones
and
or
maybe
starting
out,
a
business.
They
may
need
help
with
access
to
quickbooks
or
softwares
to
start
their
website
or
get
online.
D
N
Thank
you
and
to
add
to
that
also
resources
to
provide
additional
assistance,
whether
it
may
be
a
group
workshop
setting
or
one-on-one
support
to
help
initiate
and
get
people
oriented
on
technology,
so
they
can
tap
into
the
resource.
We
spent
a
lot
of
time
doing
that,
at
least
for
underserved
entrepreneurs
during
the
pandemic.
So
that's
why
I
mention
it
I'll
pause.
F
F
F
N
You
and
then
the
last
point
is
having
a
strategic
out
plan
about
to
get
the
word
out
about
any
new
program
or
resource
that
we
do
develop
and
choose
to
offer
so
that
we
are
building
trust,
especially
in
underserved
communities,
which
will
encourage
folks
who
have
been
traditionally
not
served
by
these
resources
to
really
tap
in
and
want
to
use
them.
So
that
would
apply
for
the
if
we
offered
anything
around
technology
or
any
other
program.
C
So
we're
almost
out
of
time
for
this
section
I
do
want
to
open
it
up
and
just
I
know,
we've
we've
heard
with
from
a
handful
of
people
on
different
topics
but
like
to
open
it
up
to
the
group
and
see
if
there's
anyone
who
hasn't
added
anything.
M
I
had
to
step
up
because
I
had
work
so,
but
I
don't
know
if
you
guys
already
talked
about
supporting
those
non-profits
that
are
already
doing
many
of
the
programming
that
it
was
explained
here
on
this
excel
work,
because
I
I
think
isa
also
commented
that,
during
the
presentation,
many
frontline
community
members
already
rely
on
nonprofits
to
get
information
access
to
resources.
M
So
I
think
if
we
think,
if
we
think
in
a
strategic
way
supporting
these
nonprofits
to
do
this
type
of
programming
and
also
hire
people
to
do
it,
it
will
be
easier
rather
than
starting
something
from
scratch.
I
My
comment
is
more
towards
item
or
idea
number
which,
as
you
read,
that
is
quite
broad
in
terms
of
what
veronica
just
said:
funding
for
not-for-profits
and
then
small
businesses
through
loans,
grants
and
or
technical
assistance,
I'll
stop
there.
Until
I
make
my
point.
M
Sorry,
I
just
want
to
comment
on
that.
In
my
experience-
and
I
don't
know
if
jessica
and
rachel
and
scott
have
heard
from
small
businesses,
but
they
wouldn't
they
wouldn't
like
to
have
another
more
loans.
They
would
prefer
grants,
and
I
know
it's
diffic
difficult
to
men
to
admin,
but
maybe
we
can
hire
because
I
don't
know
if
it's
a
consultant
but
like
the
colorado
enterprise
fund
to
manage
the
grant.
It
has
worked
for
the
state
and
other
cities
and
it
went
smoothly.
M
I
You
say
I
understand
the
needs
in
the
short
term
for
the
small
businesses
and
I'm
just
trying
to
bring
up
the
idea
under
our
initiative
to
have
some
long-standing
or
enduring
programs
that
extend
beyond
the
funding
period
of
arpa.
So
I
think
we
need
to
be
looking
at
both
the
short
and
the
long-term
implicat,
and
the
sustainability
of
these
programs
and
a
revolving
loan
fund
granted
by
this
type
of
opportunity
could
potentially
have
longevity.
That
would
service
the
long
term
as
in
complement
to
the
grant
programs
that
would
service
the
short
term.
F
M
I
totally
respect
that
point,
but
I
think
that
if
you
inject
capital
right
now,
there
won't
be
too
many
needs,
at
least
in
my
experience
with
small
businesses
for
long
long
term,
because
they
will
be,
they
will
sustain
themselves
because
they
injected
capital.
When
you
know
the
inflation
is
up
the
roof,
they
have
no
workers.
M
F
F
C
You
all
so
much
for
the
great
discussion
and
all
of
the
ideas,
and
I
am
hoping
we
can
also
capture
some
of
the
comments
that
are
in
the
chat.
So
I'm
going
to
turn
it
back
over
to
rebecca.
We
have
about
eight
minutes
left
just
to
go
through
next
steps.
F
B
B
B
So
we
need
to
get
clear
on
what
we
think
are
the
most
important
areas
to
focus
on
there's
a
lot
of
good
discussion
today.
So
the
first
thing
we
want
to
do
is
by
this
wednesday,
go
into
the
spreadsheet
and
do
two
things.
F
B
F
B
There'll
be
a
column
there
that
says
summary
and
just
go
ahead
and
type.
Something
in
don't
worry
about
it
being
perfectly
neat.
F
D
B
F
C
B
Okay,
guys,
we
have
90
seconds
and
we
have
to
be
back
in
the
main
room.
I
think
it's
the
same
link
from
this
morning.
Looking
for
some
affirmation
from
my
colleagues,
yes,
okay,
same
link
from
this
morning,
it's
been
a
pleasure
and
I
look
forward
to
working
more
closely
with
all
of
you.
It's
going
to
be
exciting
work.
Thank
you
for
being
here
this
afternoon.
